I have said already many times that in my opinion the International Sport Federations should adequately give consideration to: sponsors, TV plus media (journalists) and spectators. How to conduct the matter with the spectators? We know that the Figure Skating sport disciplines have complex technical content that only Officials that have the necessary tools and knowledge can evaluate to decide on the relevant level of performance. This means that we do not believe that spectators can replace Officials. However spectators are certainly in a position to determine the level of emotion each performance has produced. This is the point. Emotion is something one cannot control nor precisely evaluate, since it is a very personal reaction and obviously spectators and we must be conscious that there might be many different opinions. A spectator may prefer the Skater A, another may be in favor of Skater B; of course the range can be bigger. But at the end a computer calculates and shows the final result. How about a vote? First of all you have clearly understood that we are speaking about the Figure Skating sport disciplines, since Speed Skating and also Short Track directly determines who is best through the time performed or the winner of the race. In Figure Skating it is different. It is clear that we absolutely need the Officials to evaluate the competition, provide results which in turn determine the winners, and this is because only they have the tools, knowledge and experience to do so. But we were at the point of how about a vote? And more specifically, how about a public vote to determine the best performance given by a Skater during an exhibition? At the moment we are thinking of using mobile technology (phones, tablets, smart watches etc.), but this essential part has not yet been decided. We are well aware that we cannot impose a spectator on which basis to form her/his opinion, but it is important that her/his voice is given the possibility to finally express such an opinion. This might bring the Skaters to present their program at its best, even on the occasion of exhibitions. If such an initiative is adopted, it can put again the Skaters in front of a responsibility, since at the end the spectators will decide which is their favorite and from their point of view most emotional performance, therefore the ISU and also the above mentioned entities can be satisfied. At least this is what we hope. We are conscious that in an exhibition only the best Skaters perform; this is a not perfect aspect since it deprives certain protagonists of the possibility to show what they can do, but the main duty of the ISU is to cover at best the fraction of skating under its control, also in strict relation to the available time. We would be glad to receive constructive suggestions on how to handle the idea of a voting procedure. Thanks for the attention, and we would like to emphasize that this is simply a project. Ottavio Cinquanta President, International Skating Union ELIZAVETA TUKTAMYSHEVA (RUS)

In 2015 Tuktamysheva is the first Russian Lady to win the World title in ten years. During the same season she also won the ISU Grand Prix of Figure Skating Final and was crowned European Champion.

place. Finally preparation for the 2nd Winter Youth Olympic Games – Lillehammer 2016 is picking up pace as the event approaches with less than a year to go.

ISU TECHNICAL COMMITTEES Single and Pair Skating

The Single and Pair Skating Technical Committee (SPTC) members served as Referees and Technical Controllers at all ISU Championships. They also served as Moderators at the Recognized Judges Seminars in Milan (ITA), Manchester (GBR), Kiev (UKR) and the Sponsored Pair Skating Judges Seminar in Torun (POL). A lot of time was dedicated to reviewing the Officials Assessment Commission (OAC) reports from all ISU Events of the season. The SPTC, jointly with the OAC, decided on Letters of Assessments and Warnings to Judges whose scores were classified as serious errors. The SPTC met during the European and World Championships and studied hundreds of Referee and Technical Controllers reports from the season. Based on these reports and various discussions with Judges, Coaches and Skaters the Committee prepared the new ISU Communication with guidelines for the events of the new season.

Ice Dance

The Ice Dance Technical Committee (IDTC) members participated in ISU Championships as Officials and Moderators. Informal meetings were held with Coaches, Skaters and Officials at the European, Four Continents and World Junior Championships. A presentation and Q&A session was held at the ISU World

Championships in Shanghai (CHN) which was positively received by the participants. The IDTC prepared three ISU Communications: Communications of Requirements for Technical Rules, changes to Calling Specifications and an update to the Scale of Values. Judges and Referees Seminars were held in Ukraine, Russia and Canada. Handbooks will be published early Summer for the training of new prospective International Judges and Referees as well as promotion of Referees and Recertification of Technical Panel members. The annual IDTC Spring meeting was held in May to review the past season, prepare reports and assignments, and prepare for the 2016 Congress.

Synchronized Skating 2015 could also be a historic year for Synchonized Skating. The IOC decision regarding the ISU’s application to include Synchronized Skating in the Olympic Winter Games program is due within the next few months. In the meantime the Synchronized Skating Technical Committee (SySTC) has been busy at the World Junior and World Championships. An increased number of teams participated in this year’s events which shows the positive development of the sport. An innovative training camp for Junior Skaters and their Coaches took place and the SySTC also ran a seminar in Vierumaki (FIN) for all ISU event Officials. Preparation for the upcoming season is underway and will shortly be published. Several new events are planned for the Calendar including the Shanghai Trophy, a mixed discipline event involving Synchronized Skating and Short Track Speed Skating.

The Speed Skating Technical Committee (SSTC) had representatives at a number of ISU Events. The SSTC was responsible for implementing the new ISU Championships qualification system with allocation of quota places for the World Single Distances, World Sprint and World Allround Championships based on results in designated World Cup competitions. The revised ISU Championships calendar structure lived up to expectations, with a very successful World Single Distances Championships, indeed five different countries celebrated a World Champion and a total of 10 countries reached podium finishes at the Event. The SSTC held its annual meeting on the occasion of the World Allround Championships in Calgary (CAN), and the annual season review meeting with coaches took place prior to the ISU World Cup Final in Erfurt. Finally the ISU World Cup calendar 2015/16 was approved by the Council.

Short Track

The Short Track Speed Skating Technical Committee (STSSTC) has been working on a number of projects including the Race Report System for Referees and the Officials Database. Both systems have been tested within their preliminary stages and are due to be completed in 2016. Three ISU Championships took place with the new format voted in by Congress 2014. They were successfully implemented and received and the STSSTC will be looking at ways to further improve the format. The ISU Communication regarding the World Cup Short Track Speed Skating Series 2015/16 has been published and includes changes that will reduce the first qualifying day of the World Cup. Finally the STSSTC met during the ISU World Short Track Speed Skating Championships in Moscow (RUS) to discuss the projects, proposals for rule changes and seminars for the Officials.
