JUNIORPLAYERDEVELOPMENT
At Chartwell Golf & Country Club, our goal is to provide a comprehensive development pathway for players of all ages while creating an atmosphere of fun and learning We believe that by incorporating on-course experiences along with skill development in practice areas, wecanhelpourjuniorsgrowintoconfidentandcapablegolfers
A key focus of our junior program is to prepare players aged 10 and older to become “Certified Juniors” through structured skill development and playing opportunities Our pathway includesthreeprogressivestagesdesignedtosupporteverystepofajuniorgolfer’sjourney:
1. Operation 36 – Building the Foundation Operation36servesastheprimaryentrypointfornewgolfers,beginningattheageoffive(5) This program focuses on developing the skills necessary to transition to on-course play Students’ progress through a series of checkpoints as they master skills, working their way from the green to the teeing area. This program ensures a fun and effective introduction to the game, but is not limited to just beginners. The curriculum can challenge all skill levels and any age.
2. PGA Junior League Golf (Ages 10-13) – Advancing On-Course Skills
PGA Junior League Golf provides the next stage of development, allowing players to continue learning and improving their on-course skills. This program is designed for juniors who have reached the age of 10 and successfully passed Level 3 of the Operation36 Program (scoring 36 or better from 100 yards over 9-holes). It offers a fun, team-oriented environment to further developtheirabilities.

3. 3. Junior Certification Program
Once a junior reaches the age of 10, they are eligible to earn their Certification Tag by completing the following requirements:
Playing Ability Test (PAT)
The Playing Ability Test is administered by a member of the Professional Staff and is designed to ensure that each junior has the skills necessary to navigate the golf course independently while demonstrating proper etiquette Areas of evaluation include:
Maintaining an appropriate pace of play
Repairing divots
Raking bunkers
Fixing ball marks
PAT sessions will be conducted on the days and times listed below Advance scheduling is required to allow the Professional Staff adequate time to prepare Please note that these times are subject to change based on club-scheduled events
Tuesdays: 1:00 p m – 4:00 p m
Wednesdays: 2:30 p m – 4:00 p m
Thursdays: 3:00 p.m. – 5:00 p.m.
Sundays: 12:00 p.m. – 4:00 p.m.
We place a strong emphasis on preserving course conditions, and it is the responsibility of all members juniors included to do their part in maintaining a positive playing environment for everyone.
Written Rules Test
Immediately following the PAT, juniors will complete a written test covering golf-related topics. This test includes both True/False and Multiple-Choice questions and is designed to ensure juniors understand and follow The Rules of Golf, preparing them for future growth and competition
Upon successful completion of both the PAT and the Written Rules Test, juniors will receive their Certification Tag (Red Bag Tag) Their membership category will be updated to Dependent Golf Certified, allowing them to play without adult accompaniment during approved times Dependent Golf Certified – Facility Access
Certified Juniors will have the following access to the golf course:
Monday: After 12:00 p m (Unaccompanied)
Tuesday – Sunday & Holidays: After 11:00 a m (Unaccompanied)

FREQUENTLY ASKED QUESTIONS
How far in advance can I make a tee time?
Members are permitted to make tee times two (2) weeks in advance.
How far in advance can I register for an event?
Event registration will open to Golf members 30 days in advance and Limited Golf members fifteen (15) days in advance Excluding: Annual Member-Guest, Annual Member-Member, and Men’ s Twilight League
Where do I register for a golf event?
Members may register for events through the Club App, the Club website, or by contacting the Professional Staff.
Do I have to have an established handicap to participate in golf events?
Handicaps are required to participate in events to ensure fair competition unless otherwise specified by the Professional Staff
What is the expected pace of play?
To ensure the overall enjoyment of all members and guests, 18-hole rounds must be completed in 4 hours or less, and 9-hole rounds in 2 hours or less.
What does the Annual Golf Fee of $440 include?
The Annual Golf Fee is charged in late March each year and includes the following: event fees, range fee, one locker, and Hole-In-One insurance.
At what age do my kids start to get charged for golf cart use?
Children aged ten (10) and older will be charged the applicable rate when using golf carts Parents are required to check in at the golf shop before play
Are there special considerations given to members with handicap accommodations when the golf course superintendent has issued a cart path-only restriction?
No. Restrictions have been assigned by the superintendent to protect the golf course conditions.
How is it communicated to members that restrictions have been assigned due to inclement weather?
The Professional Staff is responsible for advertising any restrictions on the tee sheet for the day of play Additionally, notifications will be communicated through the Chartwell App Please ensure that your notifications are turned on to receive these updates
How do I book a lesson?
Private or group lesson reservations with our Director of Instruction, Michael Thomas, can be made by visiting the Club website. All other instructional arrangements with our Professional Staff should be coordinated directly with the individual instructors, based on their availability.
What is our guest policy?
All guests must be accompanied by a member with golf privileges Guests may use the practice facilities when accompanied by a member before their round During the golf season, a member may host one (1) guest before 10:00 am on Saturdays, Sundays, and holidays. After 10:00 am, a member may host up to three (3) guests. On weekdays, a member may host up to seven (7) guests with prior approval from the Golf Professional Staff. This additional tee time request must be arranged through the professional staff and is limited to three occurrences per day.
Is play permitted on Monday, and am I able to bring a guest?
Play is permitted on Mondays after 12:00pm, provided the Club is not hosting a Golf Outing. The Golf Shop and practice facilities will be closed for the day, but Bag Room services will be available from 11:00am to 5:00pm All players must walk, and reservations must be made in advance for any guests accompanying them
Are guests permitted to play unaccompanied?
All guests must be accompanied by members with golf privileges at all times.
What is our reciprocity policy?
Chartwell has a local reciprocity agreement with club professionals in the Baltimore region, where we assist each other when our facilities are closed during events such as the Annual Member-Member, Annual Member-Guest, Maryland Golf Association Tournaments, or due to course closures for maintenance/renovations. These arrangements are to be made between the club professionals. Additionally, Chartwell does not have any reciprocity arrangements with clubs outside of the region. These decisions are at the discretion of the golf professional Under no circumstances should a member contact another facility directly to inquire about reciprocity.
What is the cell phone policy when utilizing the golf facilities?
Members and their guests are not permitted to use cell phones on the Practice Facilities. On the golf course, cell phone use is allowed but must not be disruptive or impact the pace of play
Do I need to be in golf attire when utilizing the practice facilities?
Yes, golf attire is required when using any and all of the golf facilities
At what age is my child expected to be in proper golf attire?
Children aged four (4) and older should be in proper golf attire.
At what age are individuals granted the use of golf carts?
Golf cart operators must be at least sixteen (16) years of age and possess a valid driver’ s license.
Is it permitted to ride on the back of a golf cart?
For the safety of all members and guests riding on the back of golf carts is not permitted at any time
Am I able to bring alcoholic beverages on to club property?
Members and guests are not permitted to bring alcoholic beverages onto the property at any time. All alcoholic beverages must be purchased from the club and consumed on club property.
Can I continue to play once the lightning detection system has sounded?
Play is not permitted once the lightning detection system has sounded For the safety of all members and guests, it is strongly recommended that they return to the clubhouse
When does my golf shop credit expire?
Golf shop credit will expire on December 31 of the current year.
When do gift certificates expire?
Gift certificates will expire four (4) years from the date issued
What is the return policy for merchandise purchased from the golf shop?
Merchandise may be returned within sixty (60) days of purchase, provided it has not been worn and the original tags are included However, all sales are final for select items advertised and sold during closeout sales

GOLF RULES
1/GENERAL
1 1 The following rules and regulations have been established to provide a framework for orderly, safe, timely, and enjoyable use of our Golf facilities. The full cooperation of all golfers and their adherence to these rules is expected and is essential to the overall enjoyment of our golf facilities and activities.
1 2 The Golf Professional Staff is responsible for the conduct of all golf activities and clubsponsored tournaments, as well as the computation and posting of members’ handicaps. The enforcement of these rules is under the responsibility of the Golf Professionals, General Manager, and Board of Directors.
1.3 All written grievances shall be addressed to the Management Team or Board of Directors.
2/DEFINITIONS
2 1 Golf Facilities: Areas of the club comprising the golf course, putting green, short game facility, and practice range.
2 2 Golf Season: March 1 thru November 30
2 3 Handicap Score Posting Season: March 15 – November 30
2.4 Golf Member: Has full access to all golf facilities.
2.5 Limited Golf Member: Restricted from playing after 12:00 PM on Fridays, all day on Saturdays, and before 12:00 PM on Sundays Additionally, play is not permitted before 12:00 PM on holidays between April 1 and October 31.
2 6 Absentee/Non-Resident Member: Is permitted to play once (1) per month when visiting within a 50-mile radius of the Club during a sixty (60) day period.
2.7 Dependent Golf Non-Certified Junior: An individual, 17 years of age or younger, who has not successfully passed the Junior Certification Testing Dependent Golf Certified Junior: An individual between the ages of 10 - 17 that have successfully passed the Junior Certification Testing
2.8 Dependent Golf Junior (Ages: 18-25): Has full access to all facilities. Not eligible to participate in Annual Member-Guest & Annual Member-Member events
2 9 Guest: A guest is defined as anyone who does not have golf privileges at the Club and resides within a 50-mile radius of the Club.
2 10 Non-Resident Guest: A guest who resides outside a 50-mile radius of the Club
3/RULES OF PLAY
3.1 All members, including their guests, are required to check in at the golf shop prior to starting play
3 2 All play is required to start from the 1st tee unless otherwise permitted by the Golf Professional Staff.
3 3 Foursomes are encouraged and will have priority on the golf course
3 4 Due to the limited length and personal safety, all practice shots must remain within the boundaries of the practice facility. Violations may result in suspension of golf range privileges.
3 5 Low bump-and-run (knee-height) chipping practice on the putting green is permitted but must be restricted to the rough-length grass surrounding the green's perimeter. Chipping from the teeing ground is not permitted at any time
3 6 Tee times will be required daily, Tuesday through Sunday, throughout the golf season Times may be reserved up to two weeks in advance.
3 7 The Club reserves the right to reserve blocked tee times for the following associations: Men’ s Golf, Women’ s Golf, Social Golf, and Junior Golf.
4/JUNIORS
4 1 Dependent Golf Non-Certified Junior
A. Golfers must always be accompanied by an adult golf member while utilizing the facilities
a Access to the golf course for Non-Certified Junior golfers is as follows Monday – Sunday, and Holidays after 12:00pm accompanied by a playing adult golf member
4.2 Dependent Golf Certified Junior
A Golfers have successfully passed all the requirements outlined below to earn their Certified Tag. These juniors are permitted to utilize the golf facilities without the supervision of an adult golf member Certified play is at the discretion of the Golf Professional.

c Successfully pass a Playing Ability Test (PAT) administered by a member of the Professional Staff, as well as an Etiquette and Written Rules Test
d Dependent Golf Certified golfers are permitted to reserve tee times two (2) days in advance. All times must be reserved by contacting the Professional Staff
e. Facility Access are as follows:
i Monday, after 12:00pm unaccompanied
ii. Tuesday - Sunday, and Holidays after 11:00am unaccompanied
iii Tuesday – Sunday, and Holidays, accompanied by a playing adult golf member from 9:30am - 11:00am.
iv No play prior to 9:30am
4 3 Dependent Golf (Ages: 18 – 25)
A . Has full access to all facilities. Not eligible to participate in Annual Member-Guest & Annual Member-Member events
4.4 Adult golf members always have priority on the 1st tee. Unaccompanied juniors will be allowed to tee off when there are no adult golf members waiting to play
5/GUEST POLICY
5.1 A guest must be accompanied by a member with golf privileges.
5 2 A guest may use the golf practice facilities when accompanied by a member prior to play
5 3 During the golf season a member may have one (1) guest prior to 10 am on Saturday, Sunday, and holidays. After 10 am, a member is allowed up to three (3) guests.
5 4 With prior permission from the Golf Professional Staff, a member may bring up to seven (7) guests during a weekday. The member must accompany as well as play within the group. Under no circumstances shall more than three (3) members be permitted to exercise this option on any one day.
5.5 With prior permission from the Golf Professional Staff, a member may bring up to eleven (11) guests during a weekday The member must accompany as well as play within the group Under no circumstances shall more than two (2) members be permitted to exercise this option on any one day

6/DRESS CODE
6.1 Members and guests are expected to dress in a conservative and appropriate manner at all times For the purpose of these policies, “conservative” and “appropriate” shall be used when referring to clothing or attire a member, member’ s child, or guest may wear while using any of the golf facilities at Chartwell It is the responsibility of all members to ensure that they, their children five (5+) years of age, and their guests conform to the Club’ s standard of dress. If in doubt as to whether or not attire complies with these guidelines, please choose a more conservative option.
6.2 Attire Should:
A Respect the cherished traditions of the Club
B. Be considerate of other members and guests
C Represent the conservative and tasteful social culture and ambiance of the Club and that to which it aspires
6 3 Acceptable Attire:
A. Gentlemen and Boys - Acceptable: Pants, conservative-length shorts, tucked-in collared shirts, hooded apparel, and inclement weather suits
Collared shirts must be worn at all times regardless of being covered by layering or outerwear
B Ladies and Girls - Acceptable: Sleeved or sleeveless collared or performance crew neck shirts, collared racerback or tapered back tops (sleeveless shirts with collars or collarless shirts with sleeves), hooded apparel Pants, pull-on pants with back pockets, skirts, skorts, shorts, and dresses must reach a minimum of mid-thigh in length Athletic/yoga pants are acceptable so long as an appropriate length skort is paired with them.
C. Hooded apparel is permitted to be worn while utilizing the golf facilities, provided said apparel meets the following standards:
a. Conservative and fashionable: complimentary of a country club atmosphere
b. Brand, company, or Club logos must be conservative and discreet
c Are not composed of typical and/or industry-standardized sweatshirt material, and/or do not meet the aforementioned standards of ‘conservative and fashionable’
d. Are not bulky/oversized or contain team logos; numerals; letters; characters; symbols; holes; rips; tears or frays
D Whether an item of clothing is considered acceptable is at the discretion of management.
6 4 No Cover Under Cover - Hats, visors, and hoods shall be removed within the interiors of any Club facilities. When worn outside, hats and visors shall be worn “bill forward” at all times when utilizing the golf facilities
6 5 The starter, and professional staff, will request that improper attire be replaced before play or practice. All golfers are expected to look neat and presentable.
7/HANDICAPS
7.1 Members are responsible for posting all acceptable rounds including: home, away, and rounds played in other in-season jurisdictions
A. In an authorized format
B At least 9-holes
C. In accompany with at least one other person
D By the Rules of Golf
E. On a golf course with Course Rating and Slope
F During an active season
7 2 The Handicap Committee is responsible for accuracy of members’ handicaps in accordance with the World Handicap System (WHS).
7 3 In accordance with WHS guidelines, the Handicap Committee reserves the right to enter penalty scores when there is evidence of handicap manipulation.
7.4 Maximum Hole Score must be computed by the player on all rounds played. (Net Double Bogey)
7.5 If a player starts but fails to complete a hole, the player in accordance with WHS, must record a score that he or she most likely would have made on that hole
8/USE AND CARE OF GOLF CARTS, PUSH CARTS, AND TEMPO WALKS
8 1 Golf cart operators must be at least sixteen (16) years of age and possess a valid driver’ s license.
8.2 Members and their guests are expected to return golf carts, tempo walks, and push carts in the same condition in which they were received Any necessary repairs resulting from damage will be the financial responsibility of the member.
8 3 Members and their guests are required to adhere to all cart restrictions established by the golf and maintenance staff.
8.4 Members and their guests must follow the safety guidelines advertised on the golf carts.
8 5 Riding carts are not permitted on teeing areas, within thirty (30) yards of any green, or in areas marked as prohibited. Any member issued a handicap flag must also comply with this rule
8 6 Push carts and battery-operated walking carts must remain at least five (5) yards away from all greens.
8 7 Personal golf carts are strictly prohibited from use on the golf course at all times
8.8 Violations of the above policies will be referred to the Golf Professional or General Manager for review by the Board of Directors Penalties, determined based on the nature of the offense, may include suspension of cart privileges
8.9 Cart Fees:
A Fees will be charged per person to those ten (10) years of age and older

c. 18-Hole Tempo Walk Fee - $27.50

9/COURSE CARE AND ETIQUETTE
9 1 Members are responsible for ensuring their guests uphold proper course care and etiquette
A All ball marks, divots, and any other damage to the course must be repaired immediately by the player.
B. Bunkers to be immediately raked after use.
C Players are required to enter and exit from the bunker's lowest edge D Do not enter or exit on steep slopes
9.2 No player shall take their next shot until the group ahead is safely out of range.
9 3 To maintain a steady pace of play, the following policy has been established by the Golf Professional:
A. Tee Time Requirements: Groups must be on the tee and ready to play at their scheduled tee time, with the first player’ s ball in the air at that time
B Pace Requirements:
a. 9-Hole Rounds: All groups are required to complete 9 holes in 2 hours or less. b. 18-Hole Rounds: All groups are required to complete 18 holes in 4 hours or less
C Monitoring and Enforcement:
a. The professional staff will monitor the pace of play. If a group falls out of position (i.e., is more than one hole behind the group in front of them), the staff will issue one (1) warning
b. The group will then have a two-hole period to regain their position.
c. Faster players should be allowed to play through, if there is an open hole ahead
D Consequences for Continued Slow Play:
a. If the group fails to regain their position within the two-hole period, the Professional Staff has the authority to require the group to skip a hole to catch up
9.4 Members and their guests are not permitted to use cell phones on the Practice Facilities. On the golf course, cell phone use is allowed but must not be disruptive or impact the pace of play.
9 5 Music is allowed at a reasonable volume, provided it does not distract other players

10 1 Members that have the option to storage of their golf bags for annual fee as space permits:

10.2 All bags must have a storage tag assigned.
10.3 All clubs and personal belongings must be stored within a member’ s golf bag.
A. Individual clubs and items may not be left loosely in storage space.
10.4 Lost or damaged items are not the responsibility of the golf staff.
11/AUTHORITY
11 1 The Golf Professional and General Manager, with the support and approval of the Board of Directors, are responsible for the enforcement of the above golf rules, policies, and procedures
11 2 The Golf Course Superintendent and Maintenance Staff have been delegated the full authority to close the facilities or restrict the use of riding carts at any time that they believe will be detrimental to the golf course.
12/REPORTING PROCEDURE
12 1 Rule violations must be reported directly to the Golf Professional or General Manager, and all complaints must be submitted in writing Any player reported for violating the above rules, policies, or procedures may receive written notification and be informed that continued disregard for these regulations may result in disciplinary action by the Board of Directors.
