LargeschemesunderISMarehighlybeneficialfromthe financialpointofview,i.e.,tothetuneof50%ofthecostof projectsforsettingupsilicon-basedsemiconductorwafer fabricationunitsanddisplayfabsandcompound semiconductors,sensor,andATMP/OSATplants.Afew projectshavealreadybeenapprovedbythegovernment underthisscheme,i.e.,thoseofTataElectronics,CG Power,andMicronTechnology,whicharemilestonesinthe semiconductorindustryinIndia.Apartfromthese,schemes likeProductionLinkedIncentive(PLI)forlargescale electronicsand"ChipstoStartup"(C2S)programmefor talentcreationarefurtherreinforcingtheecosystem.

Withthesepositivetrendsnotwithstanding,Indian semiconductorindustryisfacedwithextremelymanygrim challenges.Thelargestamongstthemistheenormous capitalinvestmentandtechnologicalcomplexityof establishingadvancedfabricationfacilities(fabs). Equippinganadvancedfabmaycostbillionsofdollars alone,andtheconstantrequirementtostayup-to-datewith rapidlychangingtechnologynodes(e.g.,shrinkingchips) requireshighrecurringR&Dcosts.Asanewplayer,India willhavetocontendwithwell-establishedsemiconductor clustersinTaiwan,SouthKorea,China,andtheUSA,allof whichhavespentdecadesnurturingtheiradvanced ecosystemsandbenefitingfromeconomiesofscale.Itisnot justgoodincentivesbutalsoarobustandreliablesupport environmentthatisrequiredtoattractforeigngiantsto investsomuchinsuchahugeway.Inadequatelydeveloped indigenoussupplychainforrawmaterialandequipmentof strategicvalueisanothermajorchallengeofthe semiconductorindustryinIndia.

Theproductionofsemiconductorsisveryequipment-and material-intensive,usinghighlysophisticatedinputslike siliconwafers,high-puritygases,specialitychemicals,and ultrapurewater,andhighlyadvancedmanufacturing equipment.Indiaispresentlyveryimport-dependenton mostofthesestrategicinputs.Developmentofalocal supplybaseofsemiconductor-gradeequipmentand materialswillinvolvemassiveinvestmentinupstream industries,R&D,andtrainingpersonnelinordertoassure qualityandreducerelianceonforeignsupplychains,which mayfallpreytogeopoliticsornaturaldisasters.

Second,thelackofskilledsemiconductormanufacturing handscontinuestoremainachronicissuewiththe 'semiconductorindustryinIndia'.

WhileIndiaisrichinengineeringhumancapitalandisalso well-equippedinchipdesign,highlyqualifiedpersonnelfor high-complexityfabricationtechnologies,advanced packaging,andequipmentengineeringareinshortsupply.
