Equippinganadvancedfabmaycostbillionsofdollars alone,andtheconstantrequirementtostayup-to-datewith rapidlychangingtechnologynodes(e.g.,shrinkingchips) requireshighrecurringR&Dcosts.Asanewplayer,India willhavetocontendwithwell-establishedsemiconductor clustersinTaiwan,SouthKorea,China,andtheUSA,allof whichhavespentdecadesnurturingtheiradvanced ecosystemsandbenefitingfromeconomiesofscale.Itisnot justgoodincentivesbutalsoarobustandreliablesupport environmentthatisrequiredtoattractforeigngiantsto investsomuchinsuchahugeway.Inadequatelydeveloped indigenoussupplychainforrawmaterialandequipmentof strategicvalueisanothermajorchallengeofthe semiconductorindustryinIndia.
Theproductionofsemiconductorsisveryequipment-and material-intensive,usinghighlysophisticatedinputslike siliconwafers,high-puritygases,specialitychemicals,and ultrapurewater,andhighlyadvancedmanufacturing equipment.Indiaispresentlyveryimport-dependenton mostofthesestrategicinputs.Developmentofalocal supplybaseofsemiconductor-gradeequipmentand materialswillinvolvemassiveinvestmentinupstream industries,R&D,andtrainingpersonnelinordertoassure qualityandreducerelianceonforeignsupplychains,which mayfallpreytogeopoliticsornaturaldisasters.
