Opposition back in Parliament

MASERU- Opposition parties in Parliament consisting of All Basotho Convention (ABC), Basotho National Party (BNP) and Reformed Congress of Lesotho (RCL) has returned into Parliament yesterday after their nine months boycott of the august house since May last year. Speaking on behalf of the opposition, Tefo Mapesela who is the Member of Parliament for Mokhotlong Constituency said they have realised that the government is now approaching them to solve

the country’s challenges together such as ensuring the safe return of their leaders who are still in exile in South Africa. Mapesela said the government has just issued the Budget Speech in their absence and that they are much concerned that the European Union has recently withheld their financial assistance to Lesotho. Opposition Members of Parliament has since left the Parliament in May last year arguing amongst others about the government’s slow pace at solving security issues in the country.

Parliamentary economic cluster committee presents report By Tefo Khunonyane MASERU- The chairperson of the parliamentary economic cluster, Semano Sekatle presented the committee’s report in the parliament yesterday. When presenting the report, Sekatle pointed out that government of Lesotho should conserve water so that the country should not depend on rain-fed water. The chairperson further indicated that the government of Lesotho utilizes 30% of Gross Domestic Product (GDP) but does not benefit anything out of it. He went on to mention that as

He also pointed out that this problem of stunting detrimentally affects the way people think and that unfortunately those children are the future leaders who will not be able to make good decision in future. MP for Mount Moorosi Kose Makoa also supported the report and said the money which the ministries have not used should be given to other ministries where it can be used for other developmental projects such as building of bridges to ease movement of people and vehicles across rivers.

WASCO headquarters robbed MASERU- Water and Sewage Company (WASCO) has been robbed of undisclosed amount of money and two lap tops by unknown thieves who are still at large. Acting Director Finance of WASCO, Soai Soai said on Friday morning, when they got to the office, they found that there had been a break at their financial offices and that among the changes they noticed, two lap tops were missing and that they think the thieves got away with them. “They also managed to break the

Gov’t vows to implement SADC recommendations By ‘Mantšali Phakoana MASERU-Deputy Prime Minister of Lesotho, Mothetjoa Metsing says in order to gain peace and stability of this country, the government of Lesotho is adamant to implement the recommendations made by Justice Mpaphi Phumaphi, who headed the Southern African Development Community (SADC) Commission of Inquiry. On July 3, 2015, the SADC Double Troika sat in Tshwane, South Africa and decided, among other things, to establish a Commission of Inquiry into circumstances surrounding the death of the former Lesotho Defence Force (LDF) Commander, Lieutenant General Maaparankoe Mahao, who was shot dead by army personnel on June 25, 2015. After its findings, the commission recommended that the government of Lesotho should ensure that criminal investigations into the death of Lieutenant General Mahao be pursued vigorously and that the Lesotho Mounted Police Services (LMPS) be empowered and resourced accordingly. Again, it was recommended that investigations be conducted expeditiously and comprehensively without any hindrances and that all physical evidence is surrendered. SADC has also recommended that the incumbent LDF Commander, Lieutenant General Tlali Kamoli be relieved of his duties as army Commander and all the LDF Officers implicated in cases of murder, attempted murder, and treason be suspended immediately while investigations in their cases proceed in line with international best practices. SADC further recommended the Government of Lesotho to consider constitutional reforms and implementation of the reforms encapsulated in the SADC Observer Mission for the Kingdom of Lesotho. Speaking at a press conference on Friday, Metsing indicated that the government of Lesotho will be careful to ensure that the implementations of the Phumaphi’s

recommendations be done in a manner that will assist Lesotho in improving and gaining peace and stability, for the growth of the country’s economy as well as for development of the livelihoods of the Basotho nation. “The government will also ensure that SADC as well as the Basotho nation and other stakeholders are well informed with the efforts made by the government towards implementing SADC report,” he said. Metsing continued: “Truth is, these recommendations are made under the umbrella of SADC, as one of the organs we duly respect, with this reason, we cannot take all this for granted.” He asserted that since Phumaphi’s report was handed over to the Prime Minister of Lesotho, it was of no doubt that SADC and international communities were eager to know if the report was published as per the agreement made by SADC and the government of Lesotho in the summit held on January 18, 2015. “The same partners would also want to know the way forward.” To put SADC on the light, Metsing said representatives from the government of Lesotho went to Botswana and Mozambique on 23 and 25 February 2016 to meet His Excellency Ian Seretse Khama as the Chairperson of SADC, His Ex-

cellency Filipe Jacinto Nyusi as Chairperson of Organ on Politics, Defence and Security Cooperation, to inform them that Phumaphi’s report was published. “And also inform them on the efforts we made up to date to implement the recommendations,” said Metsing. Lesotho’s delegation who attended the meeting were; Deputy Prime Minister, Minister of Police, Monyane Moleleki, Minister of Defence and National Security Tšeliso Mokhosi, Minister of Foreign Affairs and International Relations Tlohang Sekhamane and Acting Principal Secretary at the Ministry of Foreign Affairs ‘Mathoriso Monaheng At the meeting, Metsing mentioned that Lesotho had also raised what preparations they have made to the following three sectors; security reform, constitutional reform as well as to ensure easy and the safe return of the exiled opposition leaders. The All Basotho Convention (ABC) leader, Motsoahae Thomas Thabane, Basotho National Party (BNP) leader, Thesele ’Maseribane and Reformed Congress of Lesotho (RCL) leader, Keketso Rantšo fled to South Africa on May 11, 13 and 26, respectively, citing they feared for their lives. Metsing recalled: “You will all

remember that some of the expectations of SADC is for the government to ease safe return of the opposition leaders, and there are several efforts made by the government through the Prime Minister, Minister of Home Affairs Adv. Lekhetho Rakuoane as well as Minister of Foreign Affairs and International Relations, Tlohang Sekhamane. On March 2, 2016, the government again sent Minister of Home Affairs, Adv. Rakuoane and Minister of Foreign Affairs and International Relations Tlohang Sekhamane to Modderpoort to persuade the same opposition leaders to return home. And it was agreed that what was discussed in that meeting should not be published. Additionally, Metsing said it was pleaded at the meeting that the government of Lesotho should send the published report to SADC’s offices, with no time frame given so that it should be placed on SADC’s website so that it could be accessed to people who might not have it. “It was again encouraged that the government of Lesotho should release the road map showing how they will implement recommendations of Phumaphi’s report as well one of the SADC Facilitator to Lesotho and Deputy President of South Africa, Cyril Ramaphosa. “It was also encouraged that the government of Lesotho should always inform SADC of the efforts reached to avoid getting information from media,” he noted. Meanwhile, Sekhamane mentioned that the government of Lesotho is seriously willing to see the exiled opposition leaders returning back home. “It is obvious that this will take us time since we have to go through negotiations in order to convince the leaders in exile that what they have been complaining about- security, would have been settled as they return home. “This is a serious issue, the government is also worried about this because we need them to take part in parliamentary sessions,” the minister concluded.

LCN to commemorate International Women’s Day

MASERU-The Lesotho Council of Non-Governmental Organisations (LCN) will today commemorate International Women’s Day through women’s forum in Maseru with the theme; "Planet 50-50 by 2030; Step it up for Gender Equality." According to Tlaleng Kaaba, Women and Children Coordinator LCN, International Women's Day is a time to reflect on progress made to call for change and to celebrate acts of courage and determination by ordinary women who have played an extraordinary role in the history of their countries and communities. “International Women’s Day

originated from women strike due to harsh working conditions, the target is women for this particular day,” she noted. She said with this year’s theme, LCN wishes to celebrate the social, economic, cultural and political achievements of women in Lesotho. “However, LCN is aware of the slow progress made towards achievement of gender parity in Lesotho. Hence, it (LCN) wishes to undertake a public forum to understand the different bottlenecks which inhibit progress towards achievement of gender parity in Lesotho,” she noted. She further mentioned that the deliberations on this commemoration will focus on; gaps in existing

Legal Frameworks which address issues related to gender parity in Lesotho, efforts of the government of Lesotho towards fostering Gender parity in rural areas, improving gender parity for disabled women in Lesotho, what are the key challenges faced by women in their business sectors as well as how gender parity can be improved in business. Kaaba noted that LCN commemorated International Women’s Day soon after the establishment of Women and Children Commission together with women and children commission members. “However, the United Nations (UN) officially recognised the International Women’s Day which was in 1975,” she said.

She highlighted that the previous commemorations have really serves the purpose because they have grasped a lot of improvement in women working conditions. “Women are now owning land and are running their own businesses at the urban areas. Lastly, in rural areas women, are now running their small income generating activities successfully. The Lesotho Council of Non-Governmental Organizations (LCN) is an umbrella organizations for NGOs in Lesotho. It was established in May 1990 with an objective of providing supportive services to the NGO Community.

International Women’s Day: Celebrating Women’s Achievements and Investing in Their Future

By Elizabeth Pelletreau MASERU- International Women’s Day, March 8, is a time to celebrate the often-overlooked contributions of women around the world, to reflect on progress made towards equality, and to re-dedicate ourselves to ensuring women and girls are valued, empowered, and given opportunities to succeed. The world has often overlooked the contributions of women. From history books to the Nobel Prize, the discoveries and achievements, or simply the names of women are missing. International Women’s Day is an opportunity for us to learn about these missing women and honor their contributions to society. Today is also a chance to celebrate the women who are currently making history. I’ve had the honor to meet many such women here in Lesotho. Some of these history makers are obvious while others work behind the scenes, contributing to their families, communities, and economies. As we celebrate these women, we should recognize the tremendous barriers that often stand in their way. From the very beginning of our lives, we are defined by our gender. And as babies grow from children into adults, gender often determines what opportunities are made available to us and the future paths we are encouraged to take. Perhaps the worst manifestation of these differences is gender-based violence. Gender-based violence comes in many forms and has a devastating impact on victims and their communities. According to UN Women, violence against women causes more death and disability for women and

girls between the ages of 15 and 44 than cancer, traffic accidents, malaria, and war combined. A recent World Bank study showed that violence against women has significant economic costs. These include health-care costs, lost income for women, and decreased productivity. Yet more than a billion women will fall asleep tonight in countries that offer no legal protection against domestic violence. In Lesotho, women and girls are disproportionately impacted by HIV/AIDS. Basotho girls between the ages of 15 and 19 have an HIV prevalence of 4.1%. That rate skyrockets for young women between the ages of 20 and 24 – to 24.1%. Adolescent girls and young women account for 28% of all new infections despite being only 11% of the population. As we think about investing in women and girls, we must dramatically increase efforts to protect their health. Gender discrimination holds back families, communities, and countries. Women account for 40 percent of the total global workforce, but make up 60 percent of

all unpaid work and 50 percent of informal employment. Leaving women out of the formal economy disadvantages the women themselves and equates to an economic loss for society at large. The United States understands this firsthand. Almost 50 years ago, the role of women began to change in the United States. More and more women started to enter the workforce. Because of their contributions, gross domestic product (GDP) in the United States rose by 25 percent. United States President Barack Obama has said “The best judge of whether or not a country is going to develop is how it treats its women. If it’s educating girls, if women have equal rights, that country is going to move forward.” Every International Women’s Day has a theme, and 2016’s is “Pledge to Parity.” The idea is that everyone can take action to empower women and girls. In fact, a community effort is exactly what is needed to make real, lasting progress. Empowering women is a complex challenge that requires a col-

laborative solution—one in which we can all play a role. Here in Lesotho, the U.S. Embassy supports Basotho women and girls through several programs. One program focused on their health is the DREAMS Initiative. This program focuses on preventing HIV/ AIDS infections among adolescent girls and young women between the ages of 15 and 24 in Maseru and Berea Districts. The goal is to reduce new infections by 40% by the end of 2017, which would mean 2,700 adolescent girls and young women will be prevented each year from becoming infected with HIV. We also support the efforts of Basotho women leaders and business owners through training and exchange programs such as our Young African Leaders Initiative (YALI) and the International Visitor Leadership Program. Peace Corps Volunteers throughout Lesotho help women and girls improve their health and combat the spread of HIV/AIDS by working with community-based organizations. And they empower Basotho girls to be confident leaders through Girls Leading Our World (GLOW) Camps. Finally, our small grant programs help Basotho women start income generating projects and support schools nationwide. On International Women’s Day, we celebrate the contributions not only of powerful, famous women but also of the mothers, sisters, aunts, daughters, women mentors and friends who enrich our lives. By valuing them and their contributions we support the understanding that our world can reach its full potential only when women and girls are empowered to reach theirs.

NEPAD Trading accused of tax evasion By Tefo Khunonyane MASERU- NEPAD Trading 102 (PTY) LTD has been granted M15, 000 bail by the magistrate court as accused # 1, while BASILDON PETA accused # 2 has been granted bail of M10, 000 bail for contravening the provisions of sections 59 ( a) ( 1) of the Value Added Tax Act No. 9 of 2001, read with section 17 ( 1) of the VAT Act 2001. In that upon or about the 6th day of March 2012 and or near Happy Villa in the district of Maseru deliberately or recklessly, alternatively and negligently failed to register as a vendor despite making taxable income to the total tune of M1, 191, 769. 50. The charge sheet further shows that for the purposes of the court

and in respect of accused 2, section section 57 ( a) ( 1) should be read in conjunction with sections 73 (2) of the Value Added Tax Act # 9 of 2001. The charge sheet further indicates that the accused are charged with contravening the provisions of sections 61 ( 1) of the Value Added Tax Act 2001, in that upon or about the 20th day of April 2012 and at or near Maseru within the jurisdiction of Maseru Magistrate court, accused #1 represented by accused 2 knowingly, wrongfully and intentionally, alternatively and negligently failed to pay tax to LRA when due. According to accused 2 BASILDON PETA is a male Zimbabwean adult of about 45 years of age employed as a director of NEPAD Trading 102 ( PTY) LTD at the time

of the contraventions herein alleged and residing at a place unknown to the prosecutor. While accused No: 1 is a company incorporated in terms of the relevant legislation in Lesotho relating

to registration and incorporation of companies in Lesotho. Accused 1 has its place of business at # 5c, Happy Villa in the district of Maseru.

Man accused for raping his grand mother By Majirata Latela QUTHING- A 41- year- old Rethabile Adoro of Ha Ntho Thaba Chitja appeared before Quthing Magistrate Court on account of raping his own 87-year -old aunt. Senior Inspector Clifford Molefe said on 17 February this year the suspect went to his grandmother’s house and told her that he had brought her some medication for

her paining knee. He indicated that the suspect then started massaging her and later pulled her down and started raping her and after doing the evil act left the house. He pointed out that Adoro was granted M500. 00 bail but failed to pay it and is still in police custody where he will make a second appearance in court on 16 March 2016.

SUCCESS IS AN ATTITUDE

“Say No to Fear” The more I look at a number of people, the more I realise that they are so afraid of life. It is this fear which ties them down to jobs they do not like and places they detest. It has now dawned on me clearly why most of the heart attacks in the world are on Monday between 8 and 9 in the morning. This is primarily driven by fear which has been bottled up for ages and hence making operations in the fear mode appear natural and normal as breathing air. Fear is what made our parents serve well in a single company for a period of thirty five thankless years. It is what makes a woman be beaten to death, by a thug masquerading as a husband. Fear brings in an enormous level of bondage to humanity and untold suffering to weak mem-

bers of our society. Fear is what makes a decision maker chicken out from pulling the trigger, even when he knows that employee X deserves to be fired. It crowns timidity with honour. It holds people hostage to their shadows; they look at situations and wish those situations were in other people’s lives not theirs. People hesitate to do the right but unpopular thing .They suck their thumbs and tip toe around the challenge hoping that something will blow it away. They are so insecure that they are always considering other people as better. They fear anything and everything .They always think about how things may get bad and how they may be exposed to too much trouble.

Procrastination is one huge part of fear. In fact procrastination is fear by paralysis. It is important to process our thoughts but if our thoughts take ages, it is no longer looking at options. It is now fear hiding under the veneer of thoughtfulness. Do not allow fear to rob you of a glorious future. Sometimes even laziness has layers of fear. What will people think if I fail? When you fail people will think, and when you succeed, they will still think .Wise people deal with their fears and move on, they do not build monuments to their fears. Get up, stand up, shake your lazy bones and move on. Do you not realise that because of laziness a whole building can decay? Well no more delays and excuses, it is time

Essential Problems [The essential] interpersonal understanding goes beyond the measurable. It cannot be merely subjected to the usual technical “SMART” (Specific, Measurable, Achievable, Realistic, Timely) framework for evaluating objectives. For, even cellphones are said to be “smart”. Instead interpersonal understanding must now be evaluated using “the Sematlane SMARTIES” framework (Simple and Specific, Motivating [providing the right incentives], Attainable, Relevant and Realistic, Trackable and discernible if not measurable, Improving relations, Essential, Sharpening

capabilities). (See Sematlane M. [2007] “Research-based Prayers”) This is what distinguishes us as civil, sentient and spirit-filled human beings from machines. Measurability has become the Achilles heel of the present-day humanity. Without it science and most of humanity seem to be unable to rationalize or grasp reality [things]. Yet so much has been happening outside of (conventional) scientific rationalization. For instance, people continue to heal despite medical prognoses of incurability; people continue to exhibit feats that defy scientific logical explanations: life is what happens when what you ex-

pect fails! The 20th Century, with its fragmentation and compartmentalization of knowledge, produced huge scientific and technological leaps. None-the-less, the major principles of pertinent learning have remained misunderstood. Thus, the 20th Century has blinded us to our fundamental complex and global problems: Fear-inspired wars, industrial and farming practices that prime the bottom-line (worshiping the idol of profit) instead of the bottom-platform (sustainable development and growth) continue to cause us, our ecosphere and future

to press on in spite of every negative thing around us. Remember whatever you choose to fear will destroy you. Success is an attitude; let us meet at the top.

Lesotho, China agree on Mutual Visa exemption By ’Mantšali Phakoana MASERU-The Government of Lesotho through the Minister of Foreign Affairs and International Relations, Tlohang Sekhamane has signed a Memorandum of Understanding (MoU) with the Government of the People’s Republic of China on Mutual Visa Exemption for holders of Diplomatic and Service or Official Passports. Sekhamane said the signing of the MoU would strengthen, solidify and indeed elevate to greater heights, the bonds of friendship and cooperation that exist between the two countries. “This signing of the agreement on Mutual Visa Exemption for Holders of Diplomatic and Official or Service Passport between me on behalf of the Government of Lesotho and your Excellency on behalf of Chinese government ushers in a new dawn in the relationship between our two countries,” explained the Minister. Sekhamane further made a commitment that Lesotho would play her part in ensuring that the agreement was not abused, but that it eases travel for the intended beneficiaries. Moreover, he highlighted that Lesotho is convinced that with it, implementation of bilateral projects between the two sister countries will become much easier. The Minister added: “Similarly, travel for our government officials and other specified dignitaries will be smooth, thus leading to increased traffic between the two countries.” He mentioned that since the resumption of formal diplomatic relations between Lesotho and China in 1993, the two countries have continued to enjoy warm and cordial bonds of friendship and cooperation based on the principles of mutual respect and solidarity. “And

of equality and non-interference in each other’s internal affairs.” He also stated that the two countries closely cooperate in sectors such as infrastructure development, capacity building, Health, Agriculture, Defence, Tourism and Culture as well as Diplomacy. Sekhamane noted that the Government of China is not only a friend of Lesotho but also a true partner and friend of the African Continent as a whole. He said: “China continues to play an important role in Africa’s development under the framework of the Forum for China-Africa Cooperation (FOCAC). “The government of Lesotho is currently developing concrete and large scale project proposals to ensure that it benefits optimally from opportunities presented by the government of the People’s Republic of China.”

Meanwhile, the Chinese Ambassador to Lesotho, Hu Dingxian indicated that the signing of the agreement is yet another milestone in the friendly bilateral relations between the two nations and bringing tangible benefits for the two peoples. He indicated that the Chinese Government had proposed the signing of the agreement on mutual visa exemption between China and Lesotho. “We finally reached an agreement and completed the legal examination and approval procedures respectively. Today we are here to draw a full mark on this journey, which is a substantial step forward facilitating the exchange of visits between Chinese and Basotho officials and those with official missions,” he noted. THABA- TSEKA- Nurses at Thaba-tseka Health Division Centre have outlined transport as the major stumbling block that hinders them from executing their day to day activities efficiently, Informative can reveal. In an interview, Palesa Ntlopo, a nursing officer at the health centre, said their major challenge is transport to ferry them from their residences to the health centre during the night when they have emergencies of women who have to deliver. “We risk our lives by walking during the night when there are emergencies of mothers who want to deliver,” she explained. “There is no nurse residence within the premises of the health centre.” “We have to walk about 20 minutes on foot,” she added. Ntlopo strongly refuted allegations that nurses usually absent themselves from work especially on weekends saying there are two nurses who are always on duty 24/7, coupled with security personnel who are also on guard. “People are always available here,” she said. The nursing officer said they also use their own air time to communicate with the security personnel during the night when there are mothers who have to deliver during

the night. She told this paper that since their health service centre is central, it serves many people, even those who are not in their catchment area, indicating that about 6000 people get services at the centre. Ntlopo highlighted that they only have three spaces for expectant mothers at the waiting rooms, saying this is a problem when they have to accommodate more mothers. “It could be a great boon if the rooms could be extended,” said the nursing officer. What makes matters worse, Ntlopo explained, is that their ambulance has broken down and this makes it difficult for them to care for their patients particularly those who need tender care. Despite the said challenges, the nursing sister explained that they endeavour to deliver and mentioned that they have never experienced any incident of maternal deaths since her arrival at the clinic in 2013. Meanwhile, Ntlopo revealed that they also have a challenge of girls who deliver at the health centre whose bodies are not mature enough to hold babies in their bodies. She said it is still a challenge for some parents to discuss Sexual and

Reproductive Health (SRH) issues with their children saying this poses a serious threat because parents have to play a pivotal role to ensure that there is no teenage pregnancy. She also revealed that there are cases of girl children who are infected with HIV/AIDS who assert that they are not given enough support by their parents. In order to counter this challenge, she said they usually organise out-reach services to sensitise the communities about SRH issues, HIV/AIDS included. “We also sensitise them about Prevention of Mother to Child Transmission (PMTCT) in an effort to fight maternal deaths,” explained Ntlopo. Meanwhile, ’Mabatho Makoa, the Public Health Nurse in the district said they are aware of the challenges at the health centre. “The issue of the broken down car is above us. We have reported this matter to the Ministry Head Quarters,” she explained. She said the fact of the matter is that all the cars used by the District Health Management Team (DHMT) are broken. “The health centres in the district use cars from the DHMT.” Makoa explained that there is only one driver at DHMT who drives all the five cars if they are in good condition.She said they used

major pillars and ten cooperation plans to help Africa achieve industrialization and agricultural modernization by breaking through three development bottlenecks that hold back African sustainable development, such as inadequate infrastructure, lack of professional and skilled personnel and funding shortage. “To ensure the successful implementation of these ten cooperation plans, China will provide a total of 60 billion US Dollars of funding support to Africa in the next year. “At the same time, China will help train 200, 000 technical personnel and provide 40, 000 training opportunities for African personnel in China. “It will also provide to 2, 000 educational opportunities with diplomats or degrees and 30, 000 government scholarships to Africa,” said the Ambassador. The Ambassador asserted that Chinese government officials, experts, advisers, technical personnel and skilled workers will come to Africa and vice versa. Besides, he said China has been African’s biggest trading partner and that its investment in Africa has witnessed rapid growth, at an average annual rate of above 20% in recent years. “Trade and business between China and Africa are booming, people to people exchanges are also increasing. In 2015, there were more than 120 million Chinese tourists travelling abroad. The African continent is one of the promising destinations for Chinese tourists. However, she said they are working in line and in consultation with the Ministry of Health guidelines. UNFPA has made it possible for the paper to unearth health challenges in the district.

EU suspends over M458 million grant for Lesotho By ’Mantšali Phakoana MASERU- The European Union (EU) has reached a decision not to disburse the pending Budget Support payments of M458, 252, 852.65 (26.85 million euros) in grant funding to Lesotho. According to the press release issued by the EU delegation Lesotho, the decision was taken after carefully assessing Lesotho's compliance with the conditions for payment, leading to the conclusion that insufficient progress had been made in the implementation of the agreed policy reforms, especially in the area of Public Financial Management. However, the press release states that the present decision will not impact the overall envelope of M2, 415 897 919.46(€142 million) for EU development aid to Lesotho under the 11thEuropean Development Fund (2014-2020), which includes support in the areas of governance, water and energy. “The EU remains committed to ensuring effective assistance to the Government's renewed reform efforts, and thus to its aim to qualify at a later stage for Budget Support. For this purpose, the EU has recently launched a large package of technical assistance in the area

The press release further outlined that the budget support payments are subject to the fulfilment of general eligibility criteria laid down in financing agreements between the Government of Lesotho and the EU. “These criteria are based on satisfactory progress with the implementation of, notably: the National Strategic Development Plan (NSDP), the programme to improve Public Financial Management, the

transparency and oversight of the state budget, as well as the maintenance of a stability-oriented macroeconomic policy. “In the first half of 2015, the Government was requested by the EU to submit additional supporting documents to demonstrate substantive progress on eligibility for Budget Support for the period 2014 -2015,” states the press release. The statement also mentions that the initial analysis had concluded with a negative assessment concerning the eligibility condi-

tions. In order to give the Government an opportunity to act, an additional five (5) months were granted to demonstrate real progress in the implementation of reforms. Adds the press release, “An evaluation of the documents submitted by the Government to the EU has now concluded that the eligibility conditions for budget support have not been complied with, due to the insufficient progress made in the implementation of reforms. The EU will therefore de-commit the funds relating to the ongoing Budget Support programmes.” It also notes that no new budget support programmes will be developed for the time being. However, the EU remains a committed development partner for Lesotho and will continue to ensure effective support to the Government's efforts towards regaining eligibility for Budget Support. For this purpose, the EU has recently launched a large package of technical assistance to support Public Financial Management. The EU is confident that this support, together with the commitment initiated by the Government, will lead to a more positive environment for Budget Support in the future, says the press statement.

Thaba-Bosiu Risk Solutions gives back to community By Pulane Lichaba MASERU- Giant insurance broker Thaba-Bosiu Risk Solutions donated goods worth M12, 000 to 30 Orphaned and Vulnerable Children (OVC) at Thaba- Bosiu on Saturday. The gifts included new school shoes, blankets, sugar, 12.5 kg maize meal and 12.5 kg of flour for each child. Speaking at the ceremony, the Managing Director of Thaba-Bosiu Risk Solutions ‘Matokelo Seturumane stated that Thaba-Bosiu Risk Solutions is celebrating 10 years this year milestone. “The management realized that 10 years is really a long journey and decided to celebrate it in style by giving back to the community.” “We are doing it to fulfill our corporate social responsibility obligations; we are saying thank you to Basotho for the support they have shown us throughout all these years. Children are the future of this country we have to protect and take care of them,” she said.

She encouraged the pupils to study harder, to make the right choices and also to stay focused so that they can end up being successful in life. “Your past must never determine your future,” said Seturumane. Meanwhile, Molebohi Moiloa who started this programme stated that education is the most important tool in life. “I only did Standard 7 because my parents couldn’t support my education fees and that means I couldn’t get the job I wanted. That made me realize how vital education is hence I went to work in the mines so that my siblings could go to school.” he said. He continued that he then started paying school fees for vulnerable and orphaned children from his own pockets so that they can have something he couldn’t have. “Since 2001 I have paid school fees for 57 children and I now have 24 students that I pay school fees for. I do meet challenges sometimes, like sometimes after paying school fees for a certain student and then he goes to

PODCPF sensitizes media

MASERU – With the vision of becoming a world class pension fund management organisation, the Public Officers’ Defined Contribution Pension Fund (PODCPF) held a media orientation session last Friday at its premises in Maseru to sensitize the media to the lack of understanding which is evident amongst the members. According to Machona Libalele who is PODCPF Communications Officer, it was quite pertinent to hold the media orientation session as the PODCPF recognizes the call for media engagement in its processes, conscious of the nature of the organization. “Misconceptions and lack of understanding which is evident amongst members or beneficiaries and the general public need more effort and partnership with media practitioners as well as media houses,” Libalele pointed out. PODCPE Communications Officer indicated that there are two types of Funds; Public Officers’ Defined Contribution Pension Fund (the Fund) which was established with the promulgation of the Public Officers’ Defined Contribution Pension Fund Act, Act 8 of 2008 on the 1st of April 2008 and Specified Officers’ Defined Contribution Pension Fund (the Fund) established by Act No. 19 of 2011. He mentioned that the Board of Trustees is responsible for all decisions relating to the business of the

He revealed that the Board of Trustees consists of fourteen Trustees made of five who are representing the Government, four who are representing members, four who are independent professionals and one who is representing pensioners. Libalele further disclosed that the Fund is a pension fund which provides one with benefits when one leaves the employ of the Government due to termination, resignation, retrenchment, retirement or becoming disabled and the benefits could also be paid to one’s dependants if he or she dies. “The Fund works like a savings account. Every month the employee and the employer pay money into the employee’s account in the

Fund. The employee’s account is divided into two parts; the employee Member Portion and the Employer Portion. The employee’s contributions are paid directly into his or her Member Portion and the Employer’s contributions on the employee’s behalf are paid directly into the Employer Portion. Investment Managers then invest the money so that it grows. The money made from investing the contributions is added directly to the employee’s Member Portion and the Employer Portion in the form of interest,” the Officer asserted. MoET celebrates African School Feeding Day By Thandie Mthimkhulu

MASERU- Ministry of Education and Training (MoET) jointly with World Food Programme (WFP) celebrated the African School Feeding Day at Masianokeng Primary School as a way of attracting more children to come to school. Speaking at the occasion, WFP Country Director, Mary Njoroge indicated that it is an important day for Lesotho as they have an opportunity to also reflect on the achievements they had made in school feeding over the last 50 years, and that they believe that it is a day they remind themselves, parents, traditional leaders, farmers, religious groups, the private sector and other stakeholders, of their responsibility towards ensuring that every child eats a decent meal every day at school in both preschool and primary schools. She added that currently, the government of Lesotho and WFP are providing two meals per day to 400,000 students in public primary schools and 50,000 students in pre-schools throughout the country. “This is why the theme for today really touches at the epicenter of the school feeding agenda: the theme, home grown school feeding, conduit for African’s sustainable development resonates with the focus of school feeding in Lesotho and our collective efforts towards achieving the sustainable development goal, which advocates for the ending of hunger, achieving food security and improving nutrition and promoting sustainable agriculture by 2030,’’ she continued.

She further pointed out that their efforts with the government of Lesotho in promoting local food production for sustainably improved and acceptable school diet, fortification of locally produced food with different macro and micronutrients and working to ensure the safe storage of food and preparation in clean kitchens will go a long way towards improving the program. She emphasized that it is important for the community to understand that the aim of providing food in schools is not to spoil the children but to encourage them to come to school and improve their performance and that food and nutrition insecurity among children is a reality in Lesotho, and by providing an incentive for the children to remain in school, they not only improve their health and learning capacity but also grow their interest to proceed to secondary school when they perform well. She said the national school feeding program is a wise investment for a better tomorrow, a tomorrow that will see our children having the capacity to break the intergenerational cycle of poverty, continue developing Lesotho and live healthier and fulfilling lives, and that the government of Lesotho has shown great commitment in as far as working towards ensuring that this dream will be realized through the provision of free and compulsory primary education and free school meals. Adding to this, the Minister of Education and Training Dr. Mahali Phamotse indicated that WFP

and MoET look back with smiles on their faces because much has been achieved over the past five decades and that they stand with their heads held high because they now have a policy framework in place to guide implementation of sustainable school feeding program, “thanks to both the technical and financial support which WFP provided.” “I am particularly humbled that today WFP is presenting to us three vehicles to further support the Ministry in its endeavor to ensure that children are well fed in our schools, currently, there is only one vehicle allocated for the school feeding program, and you can imagine how difficult it has been for the officers to monitor the program countrywide. It is little wonder that my office is often inundated with complaints from caterers, cooks and schools themselves about inefficiencies in the food logistics and payment processes, but with these vehicles which we are proudly receiving today, these complaints should now become a thing of the past,’’ she said. She continued by saying, “as you are well aware, budgets allocations continue to shrink each year due to economic difficulties, thereby forcing Ministries to cut the sizes of their fleets, I should therefore thank the WFP immensely for this support and would like to assure you that these vehicles will be used only for their intended purpose.’’ Dr. Phamotse added that this ceremony follows hard on the Ministerial conference on immunization in Africa which was held in

He stated that death claims ought to be processed in six months from the day of occurrence and that the Fund must be notified about the possible death claim immediately after the death has occurred or else the Fund is not payable. She pointed out that it is imperative that the food served to our school children is not only safe for consumption, but also that it is a balanced diet, and that accordingly, she look forward to the day when 100% of the meals fed to school children is produced and processed locally, the food processing in this respect relates to the milling, fortification and pasteurization and that with WFP always on their side, this dream is achievable and she is aware that they are working round the clock to help them to implement the National School Feeding Policy successfully. In conclusion, principals’ representative, Sidwell Koenene from Mazenod Primary School indicated that school feeding is really important to the children because other children only have a chance to eat at school as they face different challenges from their different backgrounds, and that they thank WFP for ensuring that children get at least that meal every day at school.

the Council had demonstrated the show of unity and common purpose by the presence of the members for the forum. “My Ministry emphasises access, quality and relevance of higher education to the needs of Lesotho and it excites me to stand here today having witnessed developments in this university geared towards achieving this noble objective. “Student numbers have had a recognisable increase from 9,139 in the 2014/15 academic year to 9,476 in 2015/16; more programmes have been introduced particularly the resuscitated postgraduate programmes in almost all faculties; and at least four Degree programmes have been accredited by the Council on Higher Education, namely: Bachelor of Science Education (BSc Ed), Bachelor Arts Economics, Bachelor of Commerce Accounting and Bachelor of Pharmacy,” she indicated. She further pointed out that she is convinced that some of the initiatives by the members have a direct bearing on the economic growth of the country should they be escalated to market quantities. She said she was referring to the students’ projects on incubation, manufacturing of floor tiles from stone, the potato project, and others. She affirmed that these are the signs of a curriculum that is relevant, that must be supported. She stated that a struggle for improving quality of higher education is

indeed a struggle for poverty reduction and NUL thereby demonstrates that. The Minister disclosed that the Ministry of Education and Training (MoET) had focused more on supporting NUL and other institutions of higher learning to meet their educational objectives recently. “If I may inform Council about recent developments that have taken place in my Ministry, in the next financial year onwards, Government funding will be stabilised in public tertiary institutions, but for that to happen, I expect you NUL to align your annual fiscal adjustments with Government Ministries, Departments and Agencies, particularly salary increments. “We anticipate a stiff budget performance in the next financial year, but the support of MoET to NUL shall remain strong and where opportunities arise the Ministry shall prioritise the needs of this university. “We have also attempted to reverse shortfalls in physical resources by erecting F Teaching Facility (FTF) block of classrooms adjacent to the Institute of Extra Mural Studies (IEMS) building and we intend to do more,” she revealed. She mentioned that the Ministry had consistently been engaging His Excellency the Ambassador of Lesotho to the United Nations on the supply of high calibre intellectuals to lecture in various departments in this university through the Scholar Rescue Fund Programme which is overseen by the Institute of International Education. “Still we are relevant, Your Majesty, by forging these cross-border partnerships exactly as enunciated by the African Union Agenda 2063 and re-emphasised by Article 9 of the SADC Protocol on Education and Training,” she stated. She continued that NUL’s several legal instruments are on her table for refinement and she takes them to be another quality assurance exercise for creating an enabling legal environment in support of the didactical role of influencing minds and exciting economic growth and development and leading the pro-

cesses. “In the long-term, we, as Government, anticipate appropriately funded institutions of higher education based on the Funding Model that I will soon be presenting to Cabinet for approval. We further plan to introduce a higher education levy to be charged on every educational activity taking place in the country whose proceeds shall finance infrastructural development at this university; and we are currently exploring other possibilities that could diversify tertiary institutions’ revenue sources,” she said. She acknowledged that the initiative to find other resources must come from the NUL community itself. She said the NUL community is on the ground and must make an effort to have sustainable ways of generating income, outside the tuition fees and the subvention. She said: “My Ministry on the other hand has expectations particularly on the functional areas encapsulated in your direct powers as Governing Council. The tertiary sector has recently been ravaged by frequencies of mismanagement of finances to such a degree that I am unable to convince Cabinet or negotiate at any length for financial support of the tertiary institutions.” She emphasized that the other role of the Council was to keep the integrity of the beloved university intact by expeditiously recommending and implementing best financial management systems in the university. She appealed to Council to clean its dirty linen by facilitating and instructing the payment of due benefits to Professor Siverts, the former Vice Chancellor so that it begins pursuing aspirations of Government spotless. In conclusion, she expressed gratitude to the NUL Governing Council for the commitment it has always shown in driving with success the mandate of the university. She asserted that the prosperity of NUL is the prosperity of Lesotho hence her Ministry’s renewed commitment to support the country’s only public university.

She added that in rural areas, youth are denied a chance to show their talents because of lack of equipment, therefore, this proves that they are not taken into consideration like urban youths who are given a huge platform to showcase their talents. She also said that rural people benefit the country a lot because they produce a large amount of food when it comes to agriculture and food security and they also practice live stock farming whereby they will later sell wool and mohair, whereas urban people depend on buying. “Urban people are surrounded by the availability of resources and many facilities so their economy is seen to be better than that of rural areas,” she said. Moeketsi Shale said that youth complain a lot when they are unemployed yet they fail to participate in

politics. He said that youth should participate in politics so that they can make their input felt. He explained that people move from their home towns to urban so they contribute more to urban areas than their home towns. He said politics is a game Basotho play hence it requires everyone’s contribution. He also said that we all need to work very hard because obviously if one man can’t push himself hard there would be no development. “We are young people, we see all things, which we are not satisfied with but we are not interested in politics that will later benefit us all,” he stated. He further said that youth should take the initiative to change the direction of Lesotho because the gap between urban and rural cannot be closed if the young generation does not involve themselves

in politics. Moeketsi Shale also said that here in Lesotho many youth if not all do not understand the significance of politics because there are two sections in this country one side support the urban while the other side support the rural. “Politics are not old because they are active so they will forever remain young,” Shale explained. He therefore concluded that from today on, youth would contribute a lot to politics so that they can be the ones to change or bridge the gap between rural and urban. By Katleho Mohanoe ROMA – The Minister of Education and Training Dr. Mahali Phamotse during the university’s annual council forum held at National University of Lesotho (NUL) premises on the 1st March 2016 indicated that NUL “produces far more than what the nation demands in the market”. The Minister pointed out that the university still faces the challenge of relevance and quality assurance in most programmes as well as graduate demand and supply of teachers, lawyers, social workers and public administrators and that “we produce far more than what the nation demands in the market.” “Establishment of systems that effect coordination amongst tertiary institutions is long overdue for the purpose of tackling the problem of overproduction of human resources and duplication of qualifications. My ministry is working tirelessly to study the systems in place in other countries – as far as demand and supply of teachers is specifically concerned – in order to come up with a robust plan for action that will resuscitate the situation,” she stated. Dr. Phamotse thanked Council for the demonstration of commitment to the achievement of strategic goals and targets set by His Majesty’s Government on restructuring and strengthening the higher education sub-sector. Speaking at the event, the councilor for Thupa –Kubu No. 26 Senekal Do7, Thato Mokoena explained that the rural and urban divide is driven by youth’s lack of interest in politics. She said that youth should take part in politics in order to strive for change. She mentioned that lack of infrastructure in rural areas, such as education facilities, communications, major public works and transport; health services water and sanitation are a major problem which hinders people from developing.

ROMA – His Majesty King Letsie III the Chancellor of the National University of Lesotho (NUL) applauded the Vice Chancellor (VC) Professor Nqosa Mahao for a job well done during the 23rd Annual General Meeting of the 12th NUL Council held last Tuesday at Roma Campus. His Majesty opened his remarks with an appeal to the members of Council “to continue to pray for genuine peace, abundant rains and inclusive prosperity and development for the country”. The Chancellor emphasized that they congratulate the VC for his foresight and vision, and “we wish you Godspeed as you pursue these challenging endeavours the university faces.” “Let me also take this opportunity to commend the VC for the tireless efforts he has made in engaging a number of important stakeholders, sharing with them our vision and convincing them that NUL means business. Many have brought into this vision and have responded in an encouraging manner,” he stated. He continued that they were most grateful for the computers donated by some of their partners. He said he would like to believe that the contribution will help to increase the quality of teaching and learning, adding that the VC’s efforts to increase internet coverage are also applauded. The Chancellor further asserted that the improvements placed at the disposal of both the staff and the students is the requisite infrastructure which will enable greater access to the wealth of information that is available in cyber space; a development which could add to the quality of academic work and research. He reminded the members of the adage his father used to quote frequently that ‘The reward for hard work is more work’. He stated that that day he directed those words to the VC and his team as they had worked hard in the past years and the results of that hard work were visible. He urged them not to rest on their laurels because there is still a lot more hard work to do. “When we closed the year 2015, it was on a high note, because we had just celebrated the university’s 70 years anniversary – a milestone of great significance,” His Majesty stated. He continued that the VC and staff went all the way to make the celebration a memorable commemoration, marked by a number of different activities culminating with a major event on the 6th of November. He reminded the members of Council that they had approved the new strategic plan for the years 2015 to 2020. He said the plan was intended to put the university firmly on a new progressive path where it would be well equipped to meet various challenges and also to take advantage of the multiple opportunities that may emerge. The Chancellor mentioned that through this plan, NUL ought to recapture its place as a premier institution of higher learning, responding to the needs and aspirations of Lesotho and Basotho and contributing in meaningful ways to overcome the developmental challenges by providing answers to the many difficult questions and problems that plague the lives of ordinary citizens. He said: “The past has given us the experiences that should guide us on how to proceed and the academic rigour and integrity that has become our hallmark should punctuate our every step as we move forward towards achieving these noble goals.” He made it clear that the accreditation process for self-evaluation has come at an opportune time. He congratulated the faculties whose programmes have already been given partial accreditation and urged the staff and management to work harder to ensure full accreditation of their programmes in the near future. He asserted that the process offers the university an opportunity to examine its programmes with a critical eye and to review them in line with today’s life imperatives and challenges, technological developments, as well as the needs of the country. “We are aware of the grand steps that the university has taken to reorganize its academic structures in order to achieve relevance and fitness for purpose. This is a step in the right direction. Many universities throughout the world have

gone through this process to ensure efficiency and effectiveness of their operations,” His Majesty stated. He asserted that while they applaud the university’s achievements, they are fully aware of the financial challenges that it faces and are mindful of the economic situation the country faces and the competing demands for limited resources from different educational sectors and institutions. He said as a result the university will always remain grateful for the financial support it receives from the government. “However, I have often stated that in order to address the challenges of limited financial resources, the university should resort to revenue generation activities of its own. The one resource that universities have in abundance is skilled human capital that the public and private sectors are constantly seeking to engage to carry out consultancy work. “A consultancy group of lectures could be in a position to offer

competitive rates in the market to secure winning bids. The management of NUL may wish to pursue this avenue or model without of course compromising the quality of day to day academic work and programmes in order to diversify the revenue stream of the university and thus reducing its dependence on its hitherto sole source of funding, the Government of Lesotho,” he advised. He acknowledged that there are a number of innovative commercial initiatives that the university is embarking upon which are aimed at diversifying its revenue stream, some of which are pursued in partnership with the private sector, university staff and students; he considered that to be a positive development which they should be proud of. “I am informed that an idea of a medical school is on the agenda of the university. This is an opportunity for the university to respond to the health challenges of Lesotho. The strategic importance of the facility need not be over-emphasised. Important as it is, this matter however needs to be handled with great care, with an in depth analysis of all related issues being conducted. You will agree with me that a medical school requires to be well resourced so that it does not just start but that it also remains sustainable for the nation to derive benefits from the facility in the long term,” he mentioned. He concluded his remarks by reminding members of Council that their responsibility is “To govern, manage, and regulate the finances, accounts, investments, property, business and all affairs of the university. It is my hope that you will carry out this responsibility with honesty, integrity and diligence. So far you have demonstrated that you are up to the task and I wish to thank you for all your hard work.”

MASERU- The Deputy Prime Minister Mothejoa Metsing welcomed the Ambassador of the Republic of Cuba, Carlos Fernandez Cossio Dominguez to Lesotho on Wednesday last week. Information Officer of the Ministry of Foreign Affairs Teboho Mapetla pointed out that the Ambassador had visited Lesotho on several occasions and that this time; he had come to Lesotho to advance Cuba’s regular engagement and dialogue with Lesotho on bilateral issues. “It is also expected that Ambassador Dominguez will propose the dates for the official visit by the Prime Minister Dr. Pakalitha Mosisili to Cuba,” she said. Mapetla showed that Lesotho and Cuba established formal diplomatic relations in 1979 and the relations were elevated into a general agreement of cooperation under which a joint commission on economic scientific and technical cooperation was established. “Since the inception of diplo-

matic relations, Lesotho has had some of its essential manpower like doctors and economists receiving training in Cuba and Basotho students still continue to study in various fields such as sports training and computer science,” said Mapetla. She further showed that Lesotho and Cuba deepened their fraternal relations during the state visit of His Majesty King Letsie III to the Republic of Cuba from 23rd to 25th October 2007 in the times of President H.E Raul Castro Ruz. “The cordial relations between the two countries have seen Lesotho consistently supporting Cuba at the United Nations by voting for the Annual Resolution entitled “Necessity of Ending the economic Commercial and financial Embargo Imposed by the United States of America against Cuba,” she showed. She concluded that the main item of export in Cuba is sugar and other important sources of income including nickel, rum, coffee, pharmaceuticals and biotechnology.

Population and Housing Census Publicity Material Objective : The objective of Population and Housing Census is to contribute to the general improvement of lives of the Lesotho nation through the provision of most up-to-date and reliable data for development planning, informed policy formulation, proper service delivery as well as monitoring and evaluation of population related programmes and projects. Specific Specifications of the vehicles: 1. The vehicle model must be from 2010-2016; 2. The vehicle should be commercially insured and have third-party liability; 3. The Vehicle owner/s should have valid traders license, Valid tax clearance, Vehicle certificate of registration, IFMIS Number or willing to register with IFMS if awarded the contract; 4. In the event of a Van, a vehicle should be 4x4 wheel driver d/c and have four road wheels with manufacturer’s recommended size wheels & tyres; 5. The vehicle must have a spare tyre or a means of inflation; 6. The 4x4 Twin Cab vehicle must have at least four (4) passenger doors including the driver’s door, which can be opened from the inside and the outside. These can be hinged or sliding doors; 7. Doors must be capable of being opened outwards from the near and offside of the vehicle to an angle of at least 60 degrees or side open to their fullest extent; 8. Vehicles are to be presented in a clean, tidy and mechanically sound condition, both internally and externally;

9. A reflective warning triangle and spare set of replacement bulbs for all front and rear lights must readily available at all times; 10. The 4x4 Twin Cab vehicle must be able to carry a reasonable amount of luggage. Luggage should be safely secured and not stored in such a way to hinder access to any doorway; 11. Bodywork panels and bumpers are to be clearly visible and have no sharp edges or insecure/ missing panels. There are to be no scratches above 150mm in length or dents above 75mm in diameter. There are to be no heavy scuffing/abrasions or deformation or crackers to bumpers; 12. Where a vehicle has: single or multiple damages in excess or above; or damage that is not in accordance with fair wear and tear for its age; or damage or fitments could either detracts from an overall professional appearance then the vehicle will be considered unacceptable; 13. When a vehicle is deemed unacceptable for service due to bodywork damage the driver will receive both an explanation and a brief written summary; 14. The driver must be neat all the time and refrain from taking alcohol, drugs or anything that will hinder his/her professional conduct at work; and 15. The driver must always be on time and be flexible to work anywhere at any time. Seating 1. The 4x4 Twin Cab seating should be for at least four adult size passengers in addition to the driver; 2. Have seat belts fitted to all forward & rear facing seats; 3. There must be minimum of 34 inches (approx 86cm) headroom for all passengers measured from the rear of the seat cushion to the roof lining; 4. There must be minimum of 7 inch (approx 18cm) legroom for all passengers measured from the front edge of seat to the rear of any seat, dashboard or internal panel in front; 5. Access to every seat must be unobstructed and be sassily accessible to all passengers and without the need to tip forward, fold or remove seats when the vehicle is full occupied; and 6. Any seat that faces the rear must be fitted with a headrest. Steps 1. These requirements are for all doorways used for passenger access and aggress; 2. Any step either fixed or retractable must be permanently secured to the vehicle at the point of entrance; 3. All steps must be at least 400mm wide and 200mm deep and must not have open risers; and 4. Karabelo Mosito crowned Miss Machabeng 2016 By ‘Mathabo Pakane

MASERU- Last Saturday was a big night for Karabelo Mosito, who was crowned Miss Machabeng 2016 at a glittering ceremony held at Machabeng College with Nafisa Roza placed 1st princess ,while Relebohile Makhethe came in 2nd princess. Among the contestant three were awarded Miss popularity- Neo Rankone, Miss Personality Poelano and Miss Photogenic Nafisa Roza. The 18-year-old star, from Ha Thetsane in Maseru, beat 10 beauties to walk away. Newly Miss Machabeng indicated that winning to her means that she has been granted the opportunity to represent the school in a way that it deserves to be advocated. It is more than just a crown and sash, but rather about helping the school grow and giving it the good name it deserves in the community. Beauty Queen was so ecstatic when she learned that she was selected as pageant Queen. “I was shocked to say the least, I would not say the best, and rather I was the lucky one,” she said. Winning the title, Mosito noted that though she once entered Miss Liberty last year held at Maseru Preparatory School, Saturday was nerve- wrecking and fun at the same time at the beginning. “I was just over thinking things, but as soon as we got on stage for our introduction, I relaxed a little and just had fun”. Jokobina Setlhare LERIBE- Tšeliso Thamae (19) grew up in Maputsoe popularly known by the name “Matsill” is about to release his single track titled “Showing up” on the date he is now arranging. In an interview with Relax, Matsill made it clear that the message behind his track is that he believes that time for everything is coming around. He is trying to show the world that even though he is not financially stable, he will definitely make it in the music industry. Matsill pointed out that he started out as a hip hop dancer. In 2011 he became interested in producing his own vibe. “I went to nearby studios popularly known as MBT with the help of Mokhothu and he introduced me to one of the heavy weight producer Motex and that is where I got a chance to record my debut track,” he stated. “I was able to convince my home boys to start our own studio since I had seen what was needed to put up a studio and started recording and from then it’s been another day, another lesson,” he explained. Matsill continued by saying that he is making a vow to his supporters and fans that he is showing up no

matter how low and unprofessional his talent is handled. He indicated that he is still learning in the music industry at the same time pursuing his dreams of becoming a superstar in the music; again he mentioned that currently he is working on a mix tape “Ambulance” abbreviated as #AMA Tape. “I’ve performed live, first I started out at 4fordy live Wednesdays, the crowd and other artists really got impressed and one night G bets managers once asked me freestyle about G bets, and that was before they opened up nationwide,” he explained. The word on NUL campus is ‘Intellectuals in Art’ By Mathabo Pakane National University of Lesotho (NUL) students have formed a newly emerged movement in January, entitled the “Intellectuals in Art –Artillects”. This is a platform for rappers, poets and vocalists, it host “Open Mic Session” In an interview with Relax Leisa Leisanyane, the founder of this platform, a 5th year Law student, well known by the stage name “ Pain killer ”, said he appreciate art in its many different forms, but mainly music. “The idea came to my mind end of last year, but got executed this year in January when we had our first Open Mic Session,” he said. He further explained that that on Sunday evenings around 7:00 pm to 8:30 pm, they frequently have performances hosted under a street light in campus, where they perform in front of audience. Leisa indicated that he came up with the name of this platform because he believes that everyone in the University is an Intellectual in their area of study, so he took that, and combined it with art and came up with a name, Artillects. “Intel-

Lebo laid to rest

By Tšeliso Tale LERIBE-One of the Lesotho Skateboard Association’s (LSA) staunchest members, Lebo Molapo was laid to rest on Saturday at his home in Maputsoe, Ha Mathata, in the district of Leribe. Lebo was an icon of Skateboarding in the country. He died in a car accident at Ha Motšoeneng Lithabaneng in Maseru. He was involved in a head on collision with a truck and died instantly. A Memorial Service had been held at Maseru United Church on Wednesday last week. The 25-year-old’s memorial service was attended by Basotho from all walks of life, artists, musicians, cyclists, skateboarders, friends, families, work mates and relatives. At the time of death, he was working at Husted’s Pharmacy in Maseru and had just married Kaitie Nyakallo Molapo. Lebo was amongst the founders of the Skateboard Association in the country and part of the first

Executive Committee, (EC) which launched the association in Katlehong. On the day, the Ministry of Gender and Youth, Sports and Recreation (MGYSR) was represented by Deputy Minister, ’Marefiloe ’Muso, Director of Sports, Puisano Tšosane, Recreation Manager, Moleboheng Sefali, Principal Sports and Recreation Officer Khotso Patsa, Chief Information Officer Maqalika Matsepe, Sports Organiser Moholi Tšoinyane, Maseru Sports and Recreation Officer Mosiuoa Pholo. Likuena to face Seychelles By Tšeliso Tale LESOTHO-The Lesotho National Senior Football Squad Likuena will face Seychelles for their first Confederations of African Football (CAF) fixture in the African Cup of Nations (Afcon). This is going to be the first test for Likuena Head Coach Moses Maliehe, who is doing very well in the domestic league with Maseru City Boys Matlama “Tse Putsoa,” since he came into Matlama camp. Moses managed to keep Matlama in the Top-4 teams in the 2015/16 Vodacom Premier League log standings after two seasons without qualifying for Top-4. Maliehe was in the Likuena camp previously, with Lesley Notsi as Head Coach. Maliehe began as Likuena Manager and was promoted to National Senior Football Team Assistant Coach. He also coached the Lesotho National Under-20 Squad Makoanyane XI as Head Coach and achieved good results. This means Maliehe is no stranger in the Likuena camp and he has the experience, but not as the head coach, so this is going to be his first test. Likuena will face Seychelles on the 18th March 2016 and Seychelles will follow Likuena back into the country for the second leg Afcon fixture on Wednesday the 21st March 2016 under flood-lights at Setsoto Stadium in Maseru. MASERU-The Federation of International Basketball Associations (FIBA) is hosting a 10 day Development Basketball Coaching Course in the country, which started last week Tuesday, and will end on Thursday this week. This is part of the FIBA’s sponsorship to their stakeholders like Lesotho Basketball Association (LBA).This was requested by the LBA with the assistance of FIBA Advisor Lubomir Kutlober from Slovakia. FIBA sent Basketball Instructor Mr. Manuel Lito Cardballo from Namibia for the 10 day course and he is assisted by LBA Development Officer Fako Masupha. The theory part of the course is held at Bambatha Sports Arena in Maseru and some of the participants from the districts and are also accommodated at Bambatha, while the rest come from their respective homes and LBA provides them with meals during the course. For some of these participants, this is their first time they hold a Basketball but they can now bounce the ball around; some of them are coaches and they make my job very easy because they assist others. I was a Basketball player, coach and coach’s instructor. I have coached in China, England and Canada. In my class I have three women out 30 participants and they are doing very well. I am told that some come from the Lesotho high schools, some are teachers and others from Basketball Clubs. I am enjoying the time I spent with them,” he said. While Bokamoso Development Sides, Lichocha, Tigers and Buffalo Basketball Clubs are local clubs, at least the ten districts of Lesotho were represented. The three ladies who attend the course are Lebohang Palime, Tebello Lehloenya and ’Mamabitso Toloane.

Sports Minister launches Factory Games By Tšeliso Tale MASERU-The Minister of Gender and Youth, Sports and Recreation (MGYSR) Mathibeli Mokhothu last Friday launched the factory and textile Games at Thetsane at Thetsane Industrial Estate in Maseru. Mathibeli explained to the factory and textile workers that the Friday event was just the launch not the beginning of the games. At least 10 factories attended the ceremony and were given balls to prepare them before the games commenced. The opening remarks were by presented by the organisers of the event, Qamako Ntsene and Mopa Letseka. Initially there were 10 factories registered for these games, but at the ceremony on Friday 12 factories attended the event. There were also two other ministers supporting MGYSR. The two ministers were the Minister of Health Dr. ’Molotsi Monyamane and Assistant Minister of Home Affairs Phallang Monare, together with the Director of Home Affairs Tumelo Raboletsi. The three sports codes that will feature on the day will be Aerobics, Football and Netball. The Minister of Sports also told

the gathering that during the tournament there will be tents from the Ministry of Health which will be used for testing for different diseases such as HIV and AIDs, Diabetes, Cancer and High Blood Pressure. LESOTHO-Lesotho still has a long way to go before we can even hold one of any of the trophies of African Football glory. This was proved when one of the best Lesotho clubs with the best squad, Lioli Football Club lost against Vital ‘O of Burundi a fortnight ago at home. All the three goals scored on the day were scored by players from out of Lesotho including Lioli’s goal, which was scored by a foreigner, this is because they play in the professional leagues and they are insured. Junior Maba is also from one of those Africa countries and he has tested those leagues. Looking at Junior Maba, Lazola Jokojokwane, Nzenze Nkulu and others, their performance is extraordinary as compared to our players. There are Lesotho players who have represented the country’s national teams because they have played against these African players and benefited. All these clubs with foreign players are on top of the Lesotho League Standings. I am talking of Lioli, Bantu and Sandawana; they are followed by clubs with clear development structures and financial muscle, which makes it an unfair competition to improve our leagues. Lioli lost against a team that had brought a defensive squad, the team that came here to play a defensive game took advantage and won the game. Lioli is going to face a different team, the offensive team. Since they had left their best four strikers at home and they will be using them to attack Lioli and Lioli have to be ready and stop them by attacking them as well. Lioli have lost by a one goal margin but the biggest problem here is the two away goals Vital ‘O have scored. What can stop Lioli to overcome Vital ‘O and defeat Vital ‘O with a two goal margin and proceed to the next round? Only if they play like insured players and take risks attacking Vital ‘O from the first whistle to the end. They have nothing to lose or to protect at this stage even if they lose they have already lost. So many things have to be changed and moved into full professionalism before we hold an African Champion Trophy, but there is hope with the current Minister of Gender and Youth, Sports and Recreation that Lesotho is going in the right direction. The minister has taken Equetrim A (National Horse Racing Association) out of the hands of the Ministry officers into Lesotho Sports and Recreation Commission (LSRC), introduced projects of improving infrastructure by reconstruction of village football grounds and before the end of financial year the ministry will have completed Qacha’s Nek and Quthing football grounds. The Parliament of Lesotho will have to make it compulsory that the international companies invest in sports in the form of sponsorship to pay players and technical teams full time salaries, employ sports people and players, taking full control of the clubs named after the companies’ names.

Matlama punch LDF

Matlama celebrate Lekhoaba’s first goal for the club

By Tšeliso Tale MASERU- Maseru City boys Matlama “Tse Putsoa” on Saturday beat Lesotho Defence Force (LDF) in the second leg of the 2015/16 Vodacom Premier League match played at Setsoto Stadium in Maseru on Saturday. This is after the two teams met three times this season in two different competitions. They first met in the first round match of the 2015/16 in 2015 and LDF defeated Matlama 2-0. The second match was played in the first leg of the Lesotho National Insurance Group (LNIG) Top-8 and LDF beat Matlama 1-0. In the second leg of the LNIG Top-8, LDF came from behind to equalise and played to 1-all draw. LDF knocked out Matlama on goal average of 2-1. On Saturday however, it was different story as Matlama won convincingly. They humbled LDF 3-2 to walk away with the clear 3 points.

Although Matlama won the match, they have shown signs of concentration lapses in the last minutes of the match, which gave LDF some chances to hustle for a draw. Matlama was the first to open the score sheet by Mabuthi Potloane when he beat LDF goalkeeper Likano Mphuthi in the air and headed the ball into an empty net, in the 39th minute of the match. The half time score was 1-0 in favour of the host team Matlama. LDF equalised in the second half by way of the legs of Motanyane Koporala after the Matlama goalkeeper failed to clear the ball in the 50th minute. Matlama extended their lead when Potloane made a quality cross from the right wing and Matlama striker Jane Thaba-Ntšo headed it into the net in the 68th Minute. who set up the ball for Lekhoaba. Lekhoaba shot the ball into the LDF goal but hit the upright and Lekhoaba scored it at the second attempt to make Matlama lead 3-1 in the 74th minute. Once again, the Matlama goalkeeper Makhetha Thakeli made a similar mistake to the one that led to LDF’s first goal and LDF’s Thabo Mphethe put it at the back of the net in the 82nd. LDF put more pressure on Matlama and missed opportunities and Matlama nearly fell into the same trap as in the LNIG Top-8 second round match by sitting back defending and letting LDF come to them. Matlama head coach Moses Maliehe said, “It was easy to beat LDF this time around because they play one kind of football, they came with the same strategy they played in the LNIG Top-8 and this time we were prepared. Talking of concentration lapses, I agree with you because I saw lack of fitness because they were tired in the second half but the changes I made worked for us.” The substitute Lekhoaba did very well and he showed improvement during training session that he was ready to do something in the club. “I do not put players on the team list on history. Players should prove to me during training session that they are ready to do the job. We are still fighting for the league title; it is not over,” said Maliehe. Motheo Mohapi, LDF head coach was not happy with some decisions by match official Osias Koto and was blaming everybody saying, “No one likes LDF and we just play football because we have to; we are not expecting our players to get picked for any national team and everybody is against us; I mean all Lesotho Football Association stakeholders. So many things are

happening. I am talking about the Linare match that we could have won but because the match officials did not want us to win, we could not win the match. People bring politics into our football and this is unfair.” The match between the two teams was like a LNIG Top-8 photo copy, the only difference in the match is the number of goals scored and the players, since Matlama had Nkesi Rankhasa, John ‘Mbazo’ Mohai and Phafa Tsosane start the match. In the second match of the day, at the same venue, Kick4life and the visitors Linare played to 0-0 draw. This was a fair result since the two teams played the same kind of football and no one was dominating, both playing the basics. The two teams were well organised in defense, protecting their goal posts very well and their goalkeepers were not tested, defending very well while in the middle it was 50/50 ball possession. The two teams’ strikers tried to penetrate the back wall but found it very difficult since the defense was doing very well. In the other match played at Maputsoe in Leribe, the visitors Lioli humiliated the host Mphatlalatsane 6-1 showing their intentions to defend the champions’ title they won in 2014/15. On Sunday Bantu beat FC Likhopo a painful 1-0, Lazola Tjokotjokwane’s goal coming late in the second half and Bantu advanced to position five of the league log standings. In the other games played on Sunday results are as follows: Likila lost 0-2 to Lesotho Correctional Services (LCS) in the match which was played at Butha Buthe, Liphakoe defeated Sandawana 1-0 in the match which was played at Liphakoe’s home ground in Quthing and Roma Rovers lost 1-2 to Lesotho Mounted Police Services (LMPS).
