Scott, his mother plead not guilty By Tefo Khunonyane MASERU- Lehlohonolo Scott and his mother ‘Malehlohonolo Scott yesterday appeared in the High Court of Lesotho before Justice Teboho Moiloa as accused number one and his mother ‘Malehlohonolo Scott as accused number two charged with murder of Moholobela Seetsa and Kamohelo Mohata on two separate occasions. Scott is also accused of absconding from Maseru Maximum prison on October 14, 2012. The charges were read to them and were told that they have contravened sections 40 (1) of the Penal Code Act no 6 read with section 40 (2) by killing Seetsa who disappeared from his home on the 11th of January 2012. Scott was also informed by the court that he contravened section 89, Act no 6 of 2010 read with section 109 for escaping from prison with the help of some of the prison warders. After having read all these charges to them they were asked to plead, and they both pleaded not guilty to all three charges. The two both pleaded not guilty before the court. The case continues today.

Thabane consoles ABC supporters

By ’Mantšali Phakoana MASERU-The Leader of the All Basotho Convention (ABC), Dr. Thomas Motsoahae Thabane has passed his sincere condolences to the families and ABC supporters for the loss of the lives of seven ABC supporters who died in a car accident on Sunday, on their way back from a political rally at his constituency at Ha Abia. Passing his condolences to the bereaved families and the ABC supporters as a whole on one local radio stations, the ABC leader said: “I was raised by a Christian woman who taught me to face up to heaven and pray when things are tough on my side. “Therefore, when I heard of this sad message, I recalled her lesson in those words. Those people were from their political rally, in my Constituency where from the start I was supposed to welcome them but failed because I am out of the country because of other men who believe they are more powerful than I am. “This is a disaster, though we do not know for what reason it occurred, but remembering that those people went to the rally for various reasons and for the reasons of the ABC. They died for the party they embraced (bafu bao ba shoetse mo-

However, Dr. Thabane promised that he would take his condolences to the deceased’s families as soon as he comes back to Lesotho. Passing condolences on behalf of the ABC National Executive Committee (NEC), ABC Secretary General, Samonyane Ntsekele, speaking with a sore heart said the news of the passing away of their comrades and the terrible injuries of others has sent shocks to the ABC family as a whole. He said the loss of these lives came after the biggest rally they had at Abia constituency. “On Sunday night, seven of them were declared dead. Today we do not have any new records since the Member of Parliament (MP) for Thetsane went to Tšepong to see others who sustained serious injuries. “It is very sad that this happened after we heard the very crucial and interesting message from our leader, but unfortunately the day ended with sadness,” said Ntsekele. He highlighted that the deceased and the culprits who were all ABC supporters were on their way back from the rally to their Thetsane Constituency No: 33 when the fatal accident occurred. “We are deeply shocked and saddened by this unfortunate incident. We have lost our beloved ones, important people, some of them were leading party branch committees, and bringing more membership into the party, but let us accept this state of affairs. “We hope the families of the deceased and those seriously injured will accept our deepest condolences and put all things before God. “What is now crucial for us (ABC supporters, affected families) is to unite and lay the deceased to rest in peace, then pray for the quickest recovery for those who are injured and hospitalized,” Ntsekele said. He also passed his condolences to all Basotho whose lives have been negatively affected by this tragic death of their comrades. Ntsekele further extended his condolences to the government of Lesotho, His Majesty King Letsie III, and to all Chiefs in this country. Police Spokesperson, Superintendent Clifford Molefe confirmed the deadly incident. According to the Police reports, the terrible accident occurred at Ha Pena-Pena, Kofi-Annan Road on Sunday around 6 pm.

“It was reported to us that there were 13 passengers in the Quantum, and the cause of the accident was high speed driving; the vehicle could not negotiate through a corner, the driver lost control and the vehicle overturned. “We are deeply saddened by this incident since the death of even one person means a lot to us and to Basotho nation at large,” revealed Super indent Molefe. He mentioned that after the incident, when the Police arrived at the scene, three women and one

man were already dead. “Upon reaching the Hospital, two men and one woman were also declared dead on arrival,” he said. Superintendent Molefe further stated on the day of the incident, only two men aged 51 and 22 years old were identified by their families. He pleaded to all drivers to decrease driving speed to avoid incidents such as this one, because driving at a high speed does not give the driver a room to think of how to control the vehicle when accident occurs.

Woman arrested for killing her child By ‘Makhojane Motumi MAFETENG – A 22-year-old woman from Tajane who lives at Ha Tsolo, Maseru was arrested for killing her four- year-old child earlier this month. According to police spokesperson Superintendent Clifford Molefe, the suspect will appear in court once investigations are finalized. Superintendent Molefe said the accused came to Ha Tsolo where she stays and her mother asked her about the child and she told her that she has killed it. “Her mother reported her to the community policing forum who

found the child dead and wrapped inside black plastic,” he said. He said the accused indicated that she killed the child because she had it with the married man. Molefe said there are contraceptives that can be used to prevent unwanted pregnancies, “so it is very strange for a woman to kill her own blood because a child is innocent and it is also a gift of God.” Superintendent Molefe concluded by saying, “women are generous people who are known to lead by example and are people who can shape a family and are known to protect their children from harm.”

Four men accused of stealing beer By Majirata Latela MASERU- Four men appeared before Maseru Magistrate court on 7th April 2016 accused of stealing beer at Maluti Mountain Brewery (MMB). The accused are Moeketsi Matjeka (32) of Ha Matjeka who stays at Ha Lesia, Kotsoana Motlatsi (35) of Thaba –Tseka, staying at Ha Abia, Mahlaha Mahlaha (29) of Nazareth, Ha Phalane living at Ha Thetsane and Lebohang Monyane

(29) of Nazareth, Ha Rankala who stays at Mathokoane. Police Public Relations Officer Superintendent Clifford Molefe on Monday said earlier this month, the four men stole 202 cases of beer from MMB and sold them. He said the suspects were given M1000.00 bail and M500.00 for surety each and three of the suspects were able to pay the amount while Matjeka was not able to pay the bail and surety and was therefore kept in police custody awaiting trial.

Lesotho needs land, water resources management: Minister By ’Mantšali Phakoana MASERU-The Minister of Water Affairs, Ralechate ’Mokose says there is a need to emphasize coordination in terms of managing land and water resources in the country to apply joint evaluation strategies, in a coordinated manner on various land and water resources and institutions to fight soil erosion. This he said at the Water Sector coordination meeting for stakeholders hosted in Maseru on Friday with the aim of reflecting on the issues evolving around land and water resources management of Lesotho, focusing mainly on the Integrated Catchment Management (ICM), the program funded by the European Union (EU) Lesotho. The Minister mentioned that the establishment of Integrated Catchment Management is regarded as the most important action in relation to water resources. “Integrating water resources management across sectors of finance, planning, land agriculture, energy, tourism, industry, education and health is a challenge that we must face,” he said. ‘Mokose also highlighted that water is one of the most important natural resources in Lesotho which encompasses almost all aspects of life, the economy as well as the natural environment. He said: “Global Water Partnership argues that sustainable development will not be achieved without a water secure world. A water secure world integrates a concern for the intrinsic value of water with a concern for its use for human survival and well-being.” ‘Mokose further indicated that Lesotho is regarded as the “Water Tower” of Southern Africa due to its having a relative abundance of water. “This is because of its unique geographic location, high altitude natural wetland resources of the mountain areas, and the relatively high rainfall that recharges them,” said the Minister. He went on to indicate that the Maloti Mountain wetland systems serve to store and regulate the discharge of water from the good rains in the northern part of the country into the river network. “These wetlands therefore sustain the flow of water, hence the relative abundance of good quality water resources in Lesotho,” explained the Minister. “However, the sustainability of these water resources is highly threatened by massive degradation of the catchment areas. “Water security challenges are even more pronounced with the advent of climate change, which has come with more problems of prolonged and recurring droughts and floods. “Land and water resources cannot be easily separated or managed independently of one another. It is widely recognized nowadays that effective and efficient water re-

sources management is that which is done at a catchment level,” he declared. The Minister said this implies that coordinated and integrated planning is required and this can only be achieved by initiating an Integrated Catchment Management approach. He also stated that the National Strategic Development Plan has identified reversing land degradation, desertification and improved watershed management as an important developmental strategic objective. “Integrated land and water resource management programs and investment plans therefore have to address soil erosion and desertification, protects water sources, preserve mountain ecosystems, increase capacity of rangelands, extend appropriate forest cover, and rejuvenate agricultural lands. The Ministry of Water recognizes the need for a concerted effort in this regard. Therefore, the Ministry developed the Lesotho Water and Sanitation Policy in 2007 and the Water Act of 2008.” However, it was revealed in the meeting that Ethiopia has a similar landscape and land use as Lesotho and both countries face similar problems of soil erosion and hence land degradation. As a result, a group comprising eight officials from Lesotho, representing the Ministries of Water, Forestry, Range and Soil Conservation, Agriculture and Food Secu-

rity, Local Government and Chieftainship Affairs, and the European Union experts, went to Ethiopia for an EU funded week long technical study tour. Representing the team, Sauli Ramatla mentioned that they had the opportunity to discuss and share lessons on the similarities and contrasts in catchment management in the two countries. He highlighted that they visited several communities which had introduced sustainable landuse practices, through drastically changing grazing practices and introducing improved production methods. As a result, land degradation and erosion were greatly reduced, and many families increased their household incomes. “We learned that, after many failures and mixed results, Ethiopia had found an approach to Sustainable Land Management (SLM) or Integrated Catchment Management (ICM) that can reverse the problems,” he said. Ramatla stated that they had learned that there were also several causes of land degradation in Ethiopia that include, overgrazing which is also a problem in Lesotho, unsustainable cropping practices; hence they had introduced SLM programs. He again mentioned that in Ethiopia, there was run-off that causes soil erosion and where ownership of land was the also the problem. “All in all, management programs in Ethiopia are the same as in Le-

sotho.” Apart from this, Ramatla indicated that they had learned that in Ethiopia, one household has two to five livestock and that these are manageable. He further stated that as they have learned, there is a need for the political will as well as capacity building from the government, in order for the land erosion crisis to become history. For his part, the EU Ambassador to Lesotho, Dr. Michael Doyle asserted that everybody knows the importance of water. He outlined that Land degradation was a multi-dimensional problem, which the piecemeal past efforts of different agencies had failed to tackle effectively. He mentioned that EU is in support of the ICM in Lesotho with the aim of helping the Government of Lesotho to implement its LongTerm Water and Sanitation Strategy (issued in 2014), which includes an important emphasis on ICM. According to UNDP Sustainable Development Advisor, Limomane Peshoane, members of the community participated in training programmes on sustainable rangeland management and wetland rehabilitation and conservation, in Semonkong. Peshoane said a total of 282 members of the community participated in campaigns for wetland rehabilitation construction works and public gatherings for progress monitoring and review, including tours for school pupils and exchange visits among participating villages “Awareness about wetlands, their benefits and threats to their functioning has been created and 14 out of the targeted 15 wetlands that form part of the palustrine system in Lesotho (fens ranging between 180 – 18000 square meters) have been rehabilitated - raised water tables, vegetation re-growth, rills and dongas slowly disappearing and no rodents observed. Livestock watering ponds have been constructed resulting in relief of pressure and resolution of conflicts over the use of wetlands,” he stated.

Cowater gives back to community By Pulane Lichaba MASERU- Cowater International Incorporated, a Canadian company, has awarded a scholarship to Lehlohonolo Lerotholi who is the Principal Technical Officer at the Department of Rural Water Supply (DRWS) Mokhotlong, to enable him pursue a Bachelor of Technology (B Tech) in Civil Engineering in South Africa. Accepting the scholarship, Lerotholi marked the day as a very special one for him as his dream of pursuing his B.Tech finally became a reality. “I did my National Diploma in Civil Engineering at Central University of Technology in South Africa and always wanted to take my studies further. I feel like the luckiest person since many people applied for this scholarship but I managed to win,” he said. Lerotholi further expressed his gratitude to Cowater for the wonderful opportunity they had given him. “I have been working with Cowater for the past seven years and have gained outstanding experience of international standards from them. This scholarship will make a significant and huge impact in my life,” he added. Lerotholi also promised to re-

turn home after completing his studies unlike some Basotho who never returned home after completing theirs, for greener pastures. Speaking on behalf of the Director DWRS Lehlohonolo Ntlama also commended Cowater for a job well done. “This is a tremendous gesture indeed, by Cowater. Their contract with Lesotho ends this year in June, we have been working with them for the past seven years and they are very passionate about their work,” he noted. Mark Redwood, Vice President Cowater, highlighted that his organization had been actively working in the water sector since 1985. “Our mission is to support people and nations to improve their social, economic and environmental well-being. Since we started in Lesotho, 160,000 people have been served with clean water and sanitation through the 270 schemes we developed, which are quite remarkable feat given the mountainous geography of Lesotho,” he said. Redwood concluded by congratulating his team for their hard work over the past seven years, “part of what we aim to do is to build local capacity and today’s ceremony is emblematic of this, support-

She said one ought to use performance appraisals not just to go over one’s accomplishments but to talk with the boss about potential roadblocks to a promotion and how to overcome them. “It goes without saying that one of the best ways to succeed in getting a promotion is to expand your knowledge and skills sets in areas critical to the organization. As technology and other environmental forces change rapidly, you need an ever-increasing skill set not only to perform your job, but to stay marketable,” she recommended. She revealed that the more one

She said after studying the needs and challenges of the organizations, if one sees an area that has been neglected and has key skills in that area “write a proposal for a new position. SUCCESS IS AN ATTITUDE

Dominating by Faith One facet of the human life is the need to lead or dominate. A lot of people go to extra-ordinary lengths to try and gain dominion over people and circumstances. Such is the desire to dominate amongst human beings that people end up consulting oracles so that they land powerful and influential positions in life. However, most power mongers forget one amazing key which can be used to dominate in life. The key of faith is an amazing key and tool of dominion. It is a potent weapon of mass destruction such that even the devil cannot handle that weapon .That is why this tool is fought most in people so that they remain faithless and hopeless and ultimately defeated. Faith is only effective when invested in the right place, and for all practical purposes the only place where we can invest our true faith is in Christ. We attain faith by surrendering our lives to Him as our Lord and sav-

iour. The truly surrendered person is the most powerful being on the planet earth. Submitting to the lordship of Jesus Christ is so powerful and decisive that it enables one to have more power than the American President .The reason is simple, the power of a Christian is not loud power, it is silent power which works from inside out. Faith is therefore, the most powerful tool of dominion ever known to humanity, because it operates from the inside to the outside. Faith is multi-dimensional but it centres on a paradigm shift or change of mindset, or should I call it the transformation of human beings operational software. Faith works through the word of God and prayer. Prayer is often underestimated by both believers and non believers alike .In its truest form, prayer invites divine intervention in the affairs of men or humanity.

Prayer can singlehandedly transform the destiny of a people. It can change the physical set up, the geographic set up and the economic dynamics of a nation .Elijah prayed and for three and a half years there was no rain. So prayer allows God to establish godly decrees established by humanity. Faith enables us to access what is not in the current realm. It releases a myriad of not only miracles but power and dominion .Faith is an expression of confidence in God .It is the password to dominion. Human beings do not take life seriously MASERU- Human life is a precious gift from God Almighty and comes once in life, but we, the human beings take it for granted, and do not take care of it at all. We really seem not to understand what life is all about. We contribute in many different ways in causing our illnesses, injuries and deaths and malicious damage to property on our roads. We therefore die young through ignorance and carelessness because we do not take care of ourselves, for example, we know very well that drinking and driving on our busy roads is dangerous because a drunken driver is unable to see far enough ahead and cannot make the right decisions in time, and is therefore a danger to others and to himself. It is also an undeniable fact

that speed is also a source of unnecessary accidents and deaths. A drunken driver can never be able to control a car because his or her eye sight is adversely affected by drunkenness. When we become sick we always take a long time before we see our doctors and other health professionals in time, but wait for dark moments. We are also reluctant to attend our medical reviews while we are sick or even throw pills and medicines away when feel better as if we are not going to fall sick in future. When doctors tell us to stop drinking beer and smoking while we are taking our medicines, we do not abide by their instructions. We also do not want to fasten the seatbelts when we are driving our beautiful cars on the roads. We also cross the roads wherever we like,

drunk or not drunk and thus causing problems for ourselves and other road users. We do not cross the roads at the robot lights or at the pedestrian crossing. When it comes to eating, we really eat badly because we put too much fat, sugar and salt in our foods, and we also use cooking oil not recommended for use by our dieticians and we also do not want to engage ourselves in exercising activities and that makes us sick and die before our life expectancy. We do not want to buy liquor and take it home with us where we can drink it safely because we like busy unsafe places where we always become victims of hooligans, thugs, murderers, rapists and thieves who rob us of our monies and other belongings. Health Ministry commemorates World Health Day By Thandie Mthimkhulu MASERU- Lesotho on Thursday joined the rest of the world to commemorate World Health Day with the theme; ‘Beat Diabetes,’ to make people aware of the disease and how to treat it. Dr. Thabelo Ramatlapeng, Director Primary Health Care (DPHC) said international countries, including Lesotho, every year agree on the theme to celebrate, and that this year, Lesotho had chosen to mark the day by making the community aware of Diabetes because they had noticed that every year, the number of diabetes patients was increasing globally, so people had to know about the disease and how to treat it. She pointed that the community needed to know about Diabetes and test for it because it can be treated so that a person with the disease can live longer with it. Dr. Cornelia Atsyor, World Health Organization (WHO) Representative in Lesotho said Diabetes was a life-long illness that causes a person’s blood sugar level to become very high and which over time may lead to serious damage to vital organs including the legs and feet, leading to amputation. “The eyes can be affected leading to blindness, as well as the kidneys, leading to kidney failure,” explained Dr. Atsyor. She pointed out that Diabetes was a major cause of premature

death and disability and that it has increased rapidly because of lifestyle changes; reducing physical activities, increasing intake of sugar and fatty food and increasing use of tobacco. “It has become glamorous to take fizzy sugary drinks that are full of sugar; the fruits juices are no better. Industry is misleading the population to think that sugary drinks quench thirst. On the con-

trary; these drinks increase thirst due to the high sugar content leading to overconsumption as 300ml of fizzy drinks and fruit juices contain a walloping seven teaspoonfuls of sugar,’’ she cautioned. She stated that increasing intake of fat and sugar increases the risks of obesity, which is one of the major risk factors for Diabetes and that Diabetes is a major cause of blindness, kidney failure, heart attacks,

The Minister said the problem of Diabetes could be reduced through simple lifestyle changes measured by achieving and maintaining a healthy body weight, eating a healthy diet; avoiding sugar and saturated fat intake, and being physically active. He added that there was a need for early diagnosis and management of Diabetes at all levels of the health system and ensuring availability of medication.

LAE hosts conference on sustainable water supply management strategies By ’Makhojane Motumi MASERU- The Lesotho Association of Engineers (LAE) last week held a conference on sustainable water supply management strategies, under the theme, ‘A challenge for Lesotho.’ Minister of Water, Ralechate ‘Mokose in his address said LAE had organized the conference on sustainable water supply and management strategies at the time when the country was among those in the Southern African region that were faced with a serious water shortage due to the prevailing drought. “The government of Lesotho supports this major effort by the LAE as it complements the efforts of my ministry as the custodian and home of all water related issues, including policies and strategies and their implementation,” he explained. ‘Mokose further said Lesotho was regarded as the water tower of South Africa due to its relative abundance of water, because of the complex wetlands system in the

CBL, others embark on money laundering campaigns By Pulane Lichaba MASERU- The Central Bank of Lesotho (CBL) jointly with Econet Telecom Lesotho, Lesotho Mounted Police Services (LMPS) and Vodacom Lesotho on Monday launched anti money laundering public awareness campaign. According to Mankaba Thabane from the National Payment Systems (NPS) Division, the campaign aims to make the public and agents of Eco-Cash and M-pesa aware of the illegal misuse of their payment systems. “As the NPS we ensure safety and efficiency in payment systems. CBL has realized that mobile platforms M-pesa and EcoCash are being used inappropriately, for money laundering activities and also agents are issued with counterfeit notes,” she said. On her remarks Palesa Mphunyetsane Executive Head of M-pesa on behalf of Vodacom Managing Director indicated that as Vodacom, they have observed that a lot of people have been receiving counterfeit notes through their M-pesa. “We have also realized that the illegal pyramid schemes that have surfaced recently in the coun-

Huge opportunity for cooperatives in Lesotho By Pulane Lichaba MASERU-The Ministry of Small Business Development Cooperatives and Marketing (MSCM) has embarked on a strategy to strengthen youth cooperatives as an effective formula to catalyze employment among the youth. Speaking at a media briefing, Retšelisitsoe Sekake, the Principal Information Officer, MSCM indicated that his Ministry has engaged the services of Nicola Mehegan from Wales, United Kingdom, a manager and specialist in youth cooperatives at Wales Cooperative Centre who will spend two months working in Lesotho to support Lesotho youth co-operative development. Meanwhile, Mehegan indicated that back in 2006, the then Minister of Wales identified the Millenium Goals and saw opportunities that Wales could contribute to the goals including building global relationships. “We have Africa Wales Programme that includes an international learning opportunity that is funded by the Welsh government,” she said. Mehegan highlighted that during her stay in the country, she will work closely with the Lesotho Youth Cooperative Alliance (LYCA), an apex of youth cooperatives in Lesotho, to strengthen and help it become more sustainable. She said she will also develop

and deliver training sessions for LYCA members across Lesotho, “this includes developing training skills for LYCA Board members.” Mehegan said she will further raise awareness of cooperatives amongst the students and teachers in schools to support them to set up school based cooperatives. “We have also realized that the youth bring skills to cooperatives that include social media. We are also going to look into how LYCA and other cooperatives are managed. “As the Welsh government, we want everything we do to have sustainability, hence one of our objectives is to create a project that we can further develop with LYCA,” Mehegan noted. Meanwhile Shombelwayo Mlotshwa, President of LYCA indicated that their objective as LYCA was to run their own businesses and support their member affiliates. “We registered in 2011, which means we exist legally to provide information and market the products of our member affiliates.” “We support our member affiliates through marketing their products, providing them with information and also offering them specialized training such as financial management,” he said. Murder suspects appear before court By Majirata Latela MASERU- Three suspects including member of the Lesotho Defence Force (LDF) briefly appeared before the Maseru Magistrate Court on the 6th April this year accused of murder. The accused are Tšeliso Hlalane, 22, who is a member of LDF, Mosa Kori, 30, of Matsieng Ha Paanya and Mpho Fako, 32, of Motsekuoa in the Mafeteng district. The three are suspects in the Killing of Kabelo Nkhahle and Motlatsi Hlomelang who were killed in a shooting that happened near Thetsane Filling Station in the past weeks. The suspects appeared before Magistrate Banyane and Prosecutor Mahanyele. Police Public Relations Officer Superintendent Clifford Molefe has explained that two of the suspects were arrested on the 1st April 2016 at Matholeng while the other 22 – year- old suspect was arrested at Makoanyane Barracks. “The men are suspects of a number of criminal activities that include series of murder activities and as Lesotho Police we have been working very hard to investigate those criminal activities,” he de-

clared. He explained that the series of activities include the shooting of four people at Thetsane Filling station that include Motlatsi Tsoamotse and Kabelo Nkhahle who died during the incident. Superintendent Molefe indicated that they were also involved in another killing of Makoa Lesenyeho (39) at Linakotseng and also badly injuring ‘Mamotaoa Lesenyeho (35) and Lioi Leeto (35) who were admitted at Queen ‘Mamohato Memorial Hospital with serious injuries. He also revealed that the men are also suspects in a murder of a Lance Corporal Reitumetse Mokoena (32) of Naleli who was brutally shot dead recently. “The accused are also suspects in the killing of four people at Qeme, Tumelo Kobile (35) of Ha ‘Mantšebo, Pali Kobile (38), Lebese Molemela (26), Tšukulu Ramabusa (46) of Ha Rampo in March this year,” he said. He further revealed that the accused are also suspected to have conspired to the killing of people at Sehlabeng. The suspects will make a second appearance in Court on 21st April 2016.

LRA announces its performance to the nation …as the tax collecting body exceeds its target

By Tefo Khunonyane MASERU- The Lesotho Revenue Authority (LRA) on Wednesday last week, held a press briefing for the media fraternity, with the aim of submitting its performance record for the 2015/16 financial year. Addressing media fraternity at the occasion, the Minister of Finance, Dr. ’Mamphono Khaketla pointed out that LRA is accountable to the public, indicating that it is the duty and responsibility of the government to set a target for how much the LRA must collect every year, “but it can sometimes collect more or less than the target set for them”. Dr. Khaketla further stated that the government supports the LRA by making laws that improve border-post facilities and services. She went on to indicate that Lesotho has 11 boarder posts, and that the government has already refurbished four of them, namely Maseru, Maputsoe, Tele and Carledonspoort in Butha-Buthe. Dr. Khaketla also urged the LRA to open an LRA toll-free number in order to enable it to communicate with members of the public. She also appealed to LRA to strengthen public education on the clearing of property. The Minister mentioned that last year LRA was targeted to collect

M5.7 billion, but it was able to successfully collect 5.8 billion which is a great success. She further pointed out that the success was brought about by the honesty shown by people and also because LRA did its work very well indeed. She further stated that this time the new target for LRA collection is 6.4 billion, and that VAT has gone down because of high unemployment that makes people unable to buy things for their families as usual. “The core mandate of the Ministry of Finance is to ensure that Lesotho is able to mobilize its own revenue sources to finance and support government’s developmental initiatives and its social responsibilities,” declared the Minister. She went on to state that the LRA is the main agency through which the Ministry carries out that role. Dr. Khaketla also expressed her appreciation to those taxpayers who voluntarily comply with their tax obligations without the LRA having to make intensive follow ups or resorting to using its enforcement powers. She said it is her belief that this compliance could be enhanced if LRA continues to invest in technology to improve its efficiency and to decrease the costs of paying tax and

For his part, the Minister of Health, Dr. ’Molotsi Monyamane commended Vodacom and Vodafone Foundation for the tremendous work they were doing. “We have no doubt in our minds that the strong expertise that has been put around this project through these strong partnerships, will lead to a great impact in the fight against HIV and AIDS in Lesotho,” he said. He also encouraged Basotho to take advantage of this initiative and get their children out to testing sites, get them on treatment and keep them on treatment. Meanwhile, United States of America Ambassador Matthew Harrington indicated that the United States is proud to be a dedicated partner in the fight against the HIV epidemic in Lesotho. He mentioned that the initiative is providing outreach clinics and mobilizing communities to promote and improve children’s health.

“The United States is proud to contribute $3 million to this partnership. The element of the partnership that we are supporting is an approach called index-patient tracking, which is designed to identify HIV positive children and start them on live saving treatment as soon as possible. This will be accomplished via door to door HIV testing and counselling and provision of outreach services for pregnant women and children,” he noted. Harrington continued that “Despite the burden of HIV, a severe shortage of health workers, and resource limitations, Lesotho has made some progress against the HIV epidemic. In 2006, 6% of HIV positive adults and children were on lifesaving treatment, now the figure is 40%.” He concluded that the children living with HIV and AIDS and those who are vulnerable to contracting it deserve their very best collective efforts. MASERU-Vodafone Foundation and Vodacom Lesotho have launched the Moyo Lesotho project, an initiative to find HIV positive children and pregnant mothers across the country and put them on life saving treatment. The initiative emanates from the partnership of the Vodafone Foundation, Vodacom Lesotho, the Ministry of Health, the United States government through the United States Agency for International Development (USAID) and other private donors. In practice, Vodacom’s mobile technology and connectivity is used to capture health data of patients where it can be used to link patients to the care they need. Patients needing transport to clinics are provided with Mpesa transport vouchers to ensure that transport is no longer a barrier to care. Speaking at the launch, Vodacom Lesotho Chairman of the board Matjato Moteane stated that the Moyo project was an $8million project that aims to double the number of HIV positive children on treatment in the next three years and eliminate mother to child transmission of HIV. “We can achieve this by introducing several innovative mobile

EU, others to address soil erosion situation in Lesotho By ’Mantšali Phakoana MASERU- Although erosion is a normal occurrence in mountainous areas, the extent of it in Lesotho has become dramatic since it is estimated that every hour Lesotho loses around 4,500 tonnes of fertile top soil, or up to 300 lorry loads, carried away by rivers flowing into South Africa. As a result, the European Union (EU) Delegation Lesotho, Water Commission and the Department of Water Affairs through the EU support will be addressing land erosion in Lesotho, through Integrated Catchment Management (ICM). ICM is defined as a process bringing the various parties and interests in a catchment area together through regional land and water management plans to achieve whole catchment improvements. According to the joint statement issued by the three partners, as part of EU project in support of ICM in Lesotho, a team of three experts have been in the country since October 2015. This project aims to help the Government of Lesotho to implement its Long-Term Water and Sanitation Strategy issued in 2014, which includes an important emphasis on ICM. “For many years, Lesotho has been having problems with land degradation and erosion. As a result, dongas at numerous hill sides are widened during each rainy season and farmland continues to disappear. One of the main reasons for the loss of soil is the over-exploitation of the often fragile hills, wetlands and plains,” it reads. Makhetha advised the farmers to look for markets before they think of selling their products; and also to know and understand the needs of the market and learn how to use pesticides and manure correctly. At the end of February, at the invitation of the German International Cooperation (GIZ), a group comprised of eight officials from Lesotho, representing the Ministries of Water, Forestry, Range and Soil Conservation, Agriculture and Food Security, Local Government and Chieftainship Affairs, and the EU experts, went to Ethiopia for an EU funded week long technical study tour. The team of participating officials and experts had the opportunity to discuss and share lessons on the similarities and contrasts in catchment management in the two countries. Ethiopia was found to have a similar landscape and land use as Lesotho, while both countries also face similar problems with land degradation and erosion.” It further states that the three experts have been working in close collaboration with the Department of Water Affairs, which is the implementing agency, the Ministry of Forestry and Land Reclamation, Range and Soil Conservation and other line ministries, and are due to

Molapo mentioned that the other purpose of his organization apart from commercial production of potatoes in Lesotho was to introduce potato-based crop-rotation, for example, cabbage, garlic and asparagus. He indicated that their organization had an executive committee whose purpose is to ensure that LPA is run smoothly. The PRO reiterated that his association had been established in 2013, with the mandate to promote potato based farming production systems. The organization has one hundred members. He said for a farmer to get a license he or she must produce a lease and proof of identity, such as an identity document or passport.

Tomyterry does his double job By Jokobina Setlhare MASERU- Nyolohelo Qasho, a 21- year -old Mosotho man of Marabeng popularly known by his stage name “Tomyterry Qhasho” is multi talented. He released his two mix tapes called “Harambe Mix Launch” and “The love of house” and these are all House Music. Qhasho told Relax that the message behind his mix tape is that as he mixes other artists’ tracks which are already in the market, he wants people who already have interest in House Music to connect with House Music and love it. According to Qhasho, even though they are in love with House Music, it takes somebody to choose the kind of music a person is interested in; the only thing that counts is passion. “For someone who is willing to pursue in House Music and make other people to be aware of his or her passion of being a Dj even to help others coming behind, either followers or other young artists to be confident and improve House Music especially in our country. “It has come to my realization that there are many people who want to be Djs but the main problem is that they lack self confidence and are not passionate about music,” he explained. He tolfd Relax that he started his music career at the early age, from Form A in 2010 at Methodist High School.

“My history of being a Dj emanated from my home at Maputsoe. I then continued at schools and clubs. I am currently doing that marvelous job with a group called Harambe,” explained Qhasho. He added, “I performed live at Memorial hall, Ha Foso and Makola High School. At all the shows, the audience was positive about my music.” He made it a point that he also performed live at Lady Brand in December 2013. Qhasho pointed out that as he was performing live, some of attendees came to him and asked him to help them with the skills of being Djs. He said he has taught about three people and he is wishing them a good luck in being Djs. He further indicated that the biggest challenge is that, there are no sponsors for artists who are in the music industry. To add on that, Qhasho said the other challenge is that, when other artists realize the success of others, they become jealous with them to an extent that they ruin their music. He kept on talking to sponsors and at the end he got one from Phetho Matla through his manager Keptain Dash. He mentioned that the aim of his group is to expose the talents that the youth have, especially those who have passion in music but lack confidence. He said this is going to make it easy for them to voice up their opinions concerning music.

By ‘Mathabo Pakane Dj Thandogg, an arguably one of the most influential musicians in Lesotho has started as a Hip-Hop singer and dancer but now he is a

house DJ. In an exclusive interview with Relax, Thandogg stated that he had always loved music since he was young in his mother’s womb and realized that he got to pursue his career in music because of his passion of music which grew stronger each day. “I am one of the kind DJs because I do not stick on House Music only but play all kinds of music when necessary, as in House Music in most cases I play comicial House Music,” he appended. He started performing in 1997 as a rapper and dancer but mostly in villages during stockvels, parties, shows like; fashion shoes and talent shows. From there he told relax that he went to Joy FM in 1998 where he was a radio presenter. He said he loved Disco music then Kwaito and he now does House Music. Dj Thandogg further said he

now does not have recent songs but he is looking forward to do so. He said he feels better when performing live where he can see responses from his audience so as to see their response than in radio where he cannot see their response. He pointed out that his Influence in his talent can be his uncle, Khethang Dzingwa as he played a big part in his career. “If I ask him to buy us cassettes he would do that and even buy us team attire,” he explained. The DJ further stated that greatest opportunity was meeting with top people in and outside the country through music. He also indicated that he gets comments from people who love his music and they even complain when they do not see him at work. He added, “Not only do I work as a musician but also do some casual jobs. Up to date performance plan, I am busy with project that will run

at schools but I want to talk about it and on top of that, we are planning a music tour with Raps, Dj Towsow, and Crank dejay and many more.” Dj Thandogg also indicated that he performed at many places in South Africa, starting from Lady Brand, Bloemfontein, East Lodon and Johannesburg. He said his biggest dream in music in three years is that he wants to have bigger equipment like Dj Alex whom he is saluting and he wants to have his own radio station. “My definition of success is when one has achieved his or her targeted goal. Advice: Music career is not for everyone, people stop wasting your last buying sounds and say you are a DJ because the industry is not a child’s play ,” he stated. CBS extend their helpful hand By Tšeliso Tale MASERU-Computer Business Solutions (CBS) have extended their helpful hand and increased their sponsorship amount and the number of clubs for the Pool Tournament to be held at Khali Motel on the 24th April 2016. Initially, the CBS Pool Tournament was meant for two Pool Clubs, namely Pasco of Ha Abia and Crusaders of Ha Ts’osane, but this time they have increased the number of clubs from two to 16. At first CBS sponsored the tournament for the two teams, which was played in two legs for M30 000 but today the sponsorship has been increased to M70 000. The top six from Maseru first division and ten from the Top-10 will be from the Maseru Premier League at the end of their respective leagues. It is expected that on the 17th April 2016, the clubs which have qualified will be known. But if Pasco and Crusaders make it into the top-10 of the Maseru Premier League, they will be replaced by

LSRC organizes Tax Rebate Workshop By Tšeliso Tale MASERU-Lesotho Sports and Recreation Commission (LSRC) organised a two-hour Tax Rebate Workshop on Saturday for their stakeholders. They were accompanied by the Lesotho Revenue Authority (LRA) Officers from the Tax Education Department. LSRC Public Relations Officer (PRO) Commissioner Refiloe Maphallela represented the LSRC to officially open and close the workshop. He was accompanied by the LSRC Chief Executive Officer (CEO), Kholoang Boniface Mokalanyane. The LRA was represented by Mohale Motenalapi and Thukhuta Ramolula. The LSRC Administrator did the presentations on Tax Rebates. They made it very clear, that tax rebates could only be done for business people and those in the community who sponsor or donate into sports-related activities. It emerged that these could be associations and federations, clubs, individual athletes and media, but only if the amount is above M1, 000. This is after the amendment of the regulations in 2007 and the changes were put in place only in 2008. The taxable amount will be deducted from company profits as part of their expenses. Sponsorship or donations can be in the form of cash or goods. Self sponsorship is not allowed under this regulation and this is when the sponsors are also benefiting directly from what they are sponsoring. But before 2007 amendment, the sponsors were not allowed to deduct tax expenses before. This is how the sponsors get the benefit. But their claim must be done through LSRC who will have to approve such a claim. It is binding to follow this procedure. Malataliana said, “Only athletes

By Tšeliso Tale MAHLASELA-The President of the Commissioners’ Panel representing Union of Cycling International (UCI), Deon Stegn recently praised the small Lesotho Cycling Association (LCA) for successfully organising and hosting the magnificent African Mountain Bike Continental Championship for the first time. The President said no other African country had ever organized the African Mountain Bike Continental Championship (AMBCC) with more than two disciplines before and “Lesotho managed to host five at a time and successfully.”

He also said that a small association did wonderfully saying he is going to recommend Lesotho to host the next World Cycling Championship. Although he promised so much, he was also concerned about the logistics, talking of the accommodation. He said Mahlasela track is so wonderful and could host any UCI event because it is of international standard. “Mahlasela cannot host 3000 riders who will be coming to the World Championship and people cannot stay as far as Maseru or a nearby South African town,” he said. UCI sent five UCI members to

They also dominated and won the Cross Country race, this is where they collected most medals. They did not take part in the Relay and Marathon where Lesotho got Silver and Bronze.

MOKHOTLONG-The Lesotho National Olympic Committee (LNOC) keeps on investing in Mapholaneng’s youth in the Mokhotlong district. LNOC and Letšeng Diamonds donated sports equipment for various sports codes to Mapholaneng youth on Thursday. The Presidents and representatives of various sporting codes joined LNOC during its visit to Mapholaneng. In January this year, LNOC hosted a five-day Visionary Ambassador Leadership Camp at Bambatha Sports Arena in Maseru for OlympAfrica Youth Ambassador (OYAP). In all 21 boys and 14 girls, from different youth categories like Head Boys, Form A students from Mapholaneng High School and out of school youth participated. The camp was about introduction of different sporting codes and on the background of associations and federations such as Lesotho Taekwondo Association(LTA), the Lesotho Federation of Rugby (LFR), Lesotho Table Tennis Association (LTTA), Lesotho Amateur Athletics Association (LAAA), Lesotho Boxing Association (LeBA) and Lesotho Volleyball Association (LVA). During the camp, the eight facilitators made presentations on Life Skills and they were from Lesotho Planned Parenthood Association (LPPA) Child and Gender Protection Unit (CGPU), United Nations Children’s Fund (UNICEF), Water and Sanitation Hygiene (WASH), New Start, Ministry of Health and Department of Gender & Youth (MGYSR) and 95 of those present volunteered to test for HIV and Aids. LNOC proposed to be partners with Letšeng Diamonds in the development of youth in Life Skills, building their confidence to face the world. The two partners agreed to develop Mapholaneng Youth in Life Skills.

My observation to date

By Tšeliso Tale MASERU-Today I have taken a very different angle; I want to talk about soccer match officials in general, and Lesotho’s referees not exception! These are people I personally respect. I feel for them since they are also human beings and they can make mistakes. These people are professionals in their work, but most of the time they are condemned by football club officials, technical teams, players and club supporters. Talking of the same football club officials, technical teams, players and club supporters, some do not even know the Laws of the Game. They do not know fundamental law, which is Law one, which is a football pitch and a football match cannot go on if Law One is not adhered to. The playground must be between 90 t0 120 meters long and 75m to 80m wide. It must have the corner flags and goal posts. If any of these are not complied with, no official match will be played and possibly the host club can lose the match points. Among all the laws of the Game, there is one law that gives the referees the right to make decisions basing themselves with their common sense, not on how you feel or how you see it. A good example, a penalty is only a penalty if the match official calls it. If he does not, it is not a penalty. If he is wrong, there is body that will deal with such a referee, not you, not even the Prime Minister, the King of this country, the President of the association, of Caf, FIFA, police or army can order the referee to make decisions of their choice. Only the referee makes decisions during the match. It does not matter what you say to him, players run to him or the technical team screams at the referee, the referee will not change the decision. The referee has the right to change the decision only if he/she has not restarted the game. The club technical team and players screaming at the referee and using vulgar language can lead to a yellow or red card, and the sending off of such technical team official from the technical area. As a football coach, I have never been sent off from the technical area because I understand referees can make mistakes because they are human beings. The referees have their own forums, where they discuss the matches they conducted and the behavior of the club officials, players, technical team and supporters. If you come clean, you can get the benefit of sympathy if you and your players go wrong in the field of play during the match. At the same time, they can take decisions against you because they know you will understand and sympathize with them. Screaming, swearing and attacking the match officials cannot change anything but can cause lots of problems for the club you think you love.

Lioli is the 2014/15 Top-8 Champions By Tšeliso Tale MASERU-The defending Vodacom Premier League champions and the 2015/16 Log Leaders Lioli ‘Tse Nala’ on Sunday became the 2014/15 Top-8 champions in the tourney that was played at Setsoto Stadium in Maseru. Lioli beat Lesotho Correctional Services (LCS) with a painful 1-0 that came from the set piece by the educated legs of Lioli defensive middle fielder Jerry Kamela. The only goal of the match came in the second half and LCS came second after more than five without making it into the finalist of T0p-8. Lioli has won the Top-8 championship more than any other club in the country in the past ten years. The last time they won the championship was in 2013/14 season, 2014/15 it was Bantu and today is Lioli once more. Lioli walked away with the Championship chaque of M100 000, floating trophy and twenty-five Gold medals. The second place LCS has walked away with the Chaque worth M80 000, twenty-five Silver medals, third place Lesotho Defense Force (LDF) got the Chaque of M60 000 and twenty-five Bronze Medals while the fourth position, Mafeteng outfit Bantu and the defending champions after losing in the two matches they have played got chaque of M50 000. gan on Saturday with the match between Lioli and LDF where Lioli humiliated LDF 5-0, and in the second match LCS paid revenge to Bantu who have just defeated them 2-0 eight days down the line in the league match. LCS beat Bantu 1-0. On Sunday, LDF humbled Bantu 2-0 while Lioli defeated LCS 1-0 in the final match. Lioli Jerry Kamela dominated the individual tournament prizes and walked away with the Players of the Match in the final match, Player of the Tournament and Best Goal of the Tournament.

Goalkeeper of the tournament is Kananelo Makhooane, Top Goal Scorer was Masoabi Nkoto also Lioli players. ‘Mpitsa Marai is the Coach of the Tournament and Lebohang Mokete walked away with the Referee of the Tournament award. The last four clubs each got a compensation of M30 000, while the Top-4 clubs shared the gate collections and each club was provided with two tournament jersey to be used during the tourney. and conceded one, while LDF conceded five and scored three and Bantu scored zero and conceded three goals. The T0p-8 competition was being played more than twenty years sponsored by different local companies. The tournament was witnessed by the VIP’s Minister of Justice the Hon Vicente Malebo, the President of Lesotho Football Association (LeFA) Advocate Salemane Phafane KC, Commander of Lesotho Defense Force Lieutenant General Tlali Kamoli and the acting Commissioner of Correctional Services ‘Matefo Makhalemele. There were also members of LeFA Executive Committee and members of the National Premier League Committee. At the same occasion, the President of the National Premier League Committee (PLMC), Leuta John Leuta presented the champions’ trophy to the Lioli’s captain, Basia Makepe. Bantu came last for the first time since they qualified into Top-8. Bantu will have to work very hard to obtain the position into 2015/16 Top-4 Independence Cup since they are now on fifth position in the log league standings with five games to go. If they fail to qualify, it will be the end of Bafokeng Mohapi as Bantu coach since his mandate is to win Top-8 and qualify for Top-4 Independence Cup. He has failed to win Top-8 already.

By Tšeliso Tale MASERU-Lesotho is preparing for the upcoming 2016 Confederations of Southern Africa Schools Sports Association (COSASSA) Field and Track events to be hosted by Namibia this year. On Friday last week, Lesotho Institutes School Association (LISA) held the High School Field and Track events at Setsoto Stadium and the Executive Committee of LISA nominated a team of experts to select the uder-17 athletes who

will represent the country in 2016 Namibia COSASSA Games. As the competition went on, LISA adopted the international standard by preparing the podium and presenting different awards categories. The presentation of the awards was done by Director of Sports Puisano Tšosane and President of Lesotho Sports and Recreation Commission (LSRC) Khiba Mohoanyane. with the high ranking Lesotho officials like Tšosane and Mohoanyane since they were still taking part in other events and their teachers had represented them. Lesotho Primary School Sports Associations (LEPSSA) still has to hold National Field and Track events. However, a fortnight ago, Maseru Centre Region held the Field and Track events at Setsoto Stadium and it is expected that other centers will follow leading to the LEPSSA national Field and Track

competition. This is where LEPSSA Executive Committee will nominate a panel of professionals to select their under-13 and the under-17 athletes to be included into the under-17 Lesotho Team. Students over the age of 17-years-old are not included in Lesotho Team even if they could win any event during the local competition since there is no such category in the COSASSA Games.
