LRCS responds to Lesotho’s predicament By Katleho Mohanoe MASERU – Lesotho Red Cross Society (LRCS) as a humanitarian organization which endeavours to alleviate human suffering has taken action against the crisis Lesotho is facing, that called for immediate humanitarian aid, in a joint venture with its stakeholders. According to Michael Charles, Head of the International Federation of the Red Cross (IFRC) Regional Office, they had to respond to Lesotho’s crisis as they were alarmed and concerned when the country declared an emergency that an estimated 15 to 30 percent of Lesotho’s population was in need of humanitarian assistance to help them cope with the acute drought situation. “The Lesotho Vulnerability Assessment Committee (LVAC) report for 2015 indicates a deterioration in the food security situation with the number of people in need going from 447, 760 in the previous season to 463, 936 this season - an increase in prevalence from 26% to 33%. We had to step in and assist; it is our job to alleviate suffering and ensure community resilience,” he asserted. He expressed his profound gratitude to their partners, the British Red Cross Society, the Netherlands Red Cross Society, the Swedish Red Cross Society and Norwegian Red Cross Society for their support.

’Matšepo Moletsane, the Programmes Director LRCS pointed out that in response to Lesotho’s crisis, LRCS launched an appeal for immediate assistance to international donors which was approved and received full funding of more than M9 Million. “The appeal will be implemented in two phases, the first phase will be the distribution of food for two months and the second phase will be cash transfer. The whole process will take 6 months. Through the assistance of divisional secretaries we have assessed and indentified the most vulnerable areas in three districts of Qacha’s Nek, Thaba Tseka and Mafeteng, very unfortunately the aid could not cover ten districts,” she revealed. She brought forth that the vulnerable areas in three districts are fifteen villages of Sehlaba-Thebe in Qacha’s Nek district, Ha Laka, Ha Motsepa, Sephoko, Liphookoaneng,

Mohlakeng, Rantsimane, Ramalapi, Liphokoaneng, Pontšeng and Thabana Mahlanya all in the Thaba Tseka district, and Linotsing, Ha Sebili, Ha ’Ngoe, Ha Mofoka, Maserung Ha Khoete, Maralleng, Ha Panta, Ha Lengolo, Machafela found in Mafeteng district. She stated that the Government of Lesotho leads the overall coordination of disaster response through its Disaster Management Authority (DMA) under the Office of the Prime Minister Dr. Pakalitha Mosisili. Meanwhile, Maine Makula, the Disaster Management Coordinator, Lesotho Red Cross Society indicated that LRCS will assist 9, 000 people, the number which is equivalent to 1,800 households that are food insecure in Mafeteng, Thaba Tseka and Qacha’s Nek districts through two-month food distribution per household per month over two months of February and March

2016, a monthly cash transfer of M550.00 per household per month over four months. He revealed that the transfer will be sufficient to meet the immediate food needs of a household of five people. He said the cash transfer value has been calculated based on the current prices of a standard food basket, that is, 50kg bag of maize, 7,5kg beans, 4.5 litres cooking oil. “The operation will use mobile money transfers, working in partnership with the mobile providers. Free sim cards will be provided and selected suppliers will train staff and volunteers in the registration and transfer systems. “Within the planned beneficiary figure of 9,000 people or 1,800 households, the National Society will support 1,800 households or 600 per household per district with the following medium-term interventions: support for agricultural production through the provision of agricultural inputs (hybrid seeds of maize, beans and fertilizer for winter cropping). “Provision of agricultural training to 30 lead farmers with each being responsible for cascading knowledge and skills to 10 follower farmers,” he said. He explained that training of affected communities on farming techniques includes but is not limited to farming practices, which will minimise the cropping, soil and moisture conserving practices like keyhole and trench gardening. “Climate Change and Adaptation through training on establishing and promoting the sharing of community indigenous knowledge, practices and also looking at the fuelling factors for climate change, related possible response mechanisms, mapping their resource capacities and hazardous issues leading to climate change,” he asserted.

Multitudes of mourners, sobbing, gathered at the deceased’s home to witness as the body of the deceased was lowered into the grave. The uncle of the deceased Suping Ramalefane said the deceased was killed by an unknown assailants earlier this month around 6 am as she got off the taxi near the Brewery depot in Mafeteng district. He said the Police have confirmed that the deceased was raped, murdered and her private parts mutilated with a sharp object. The uncle said an eye witness told them that the suspect took to his heels and disappeared into the village as people realised that something amiss was taking place. He said the suspect is still at

Ramalefane indicated that her daughter was about to continue with her studies at tertiary level where she aimed to pursue General Nursing. However, he told this paper that the police have informed them that the sim card of the deceased’s cellphone has been found on someone who is still helping them (police) with investigations. Mafeteng police declined to comment on the issue over the phone on the Monday following the burial of the deceased, asking that the paper come to the office. Police spokesperson senior inspector Clifford Molefe told the paper that he did not have such a case in his records yesterday before going to print. “I have yet to find this case,” said Senior Inspector Molefe. The murder of the deceased has sent shockwaves across the Mafeteng district.

Chinese Ambassador leaves Lesotho

Chinese Ambassador to Lesotho HU Dingxian

By ‘Mantšali Phakoana MASERU-The Ministry of Foreign Affairs and International Relations hosted a farewell reception for the Ambassador of the People’s Republic of China, His Excellency Hu Dingxian on Wednesday following the expansion of the five-year Diplomat contract. Ambassador Dingxian has become the Ambassador Extraordinary and Plenipotentiary of People’s Republic of China in 2011. Addressing his speech at the reception, Dingxian revealed that as a career diplomat, he experienced a lot of coming and going bidding farewell to friends. “However, I still find it hard to say goodbye to Lesotho, where I stayed the longest time in a foreign country in my diplomat career and where I have made so many good friends, as a Chinese saying ‘goes that the iron barrack is not moving,

but the soldiers are like water flowing’, that is the same with the life of diplomats,” he said. Sharing his experience of being in Lesotho, he mentioned that during his stay in the country for almost five years, he enjoyed life and work on this beautiful land with the clear landscape, clear sky, fresh air, moderate temperature, smiling faces of friends and hospitable people, and that daily Basotho greeting ‘lumela’ could always keep him from home sick and make him feel like at home. He said: “Now it seems like it was just yesterday when I arrived here. I remember the other day when His Majesty was saying to me, “the other day that time flew is when you are enjoying or having fun.” Moreover, he outlined that for him being in Lesotho, he had witnessed great changes and develop-

ment in cooperative relationship between China and Lesotho. He said it had maintained a good momentum of development, achieving fruitful results in many areas of cooperation, promoting the bilateral relations and cooperation to develop in a smooth, deep and comprehensive way. “China and Lesotho’s relations have been so sound and cordial before entering into the best time in the history. First, the bilateral political ties have become closer and the basis is more solid. Despite the geographical distance and the difference of national conditions, our two countries treat each other equally, respect each other’s sovereignty and core interests and never interfere in each other’s internal affairs,” said Dingxian. The outgoing Chinese Ambassador further highlighted that during the last five years, they have maintained high level exchanges of official visits. “During this period, more than 50 Lesotho high ranking officials from the Principal Secretary (PS) upwards, visited China on different occasions and several Chinese delegations from Central Government, Local Government and military also visited Lesotho,” he noted. He further stated that with this period, the bilateral economic and trade pragmatic cooperation have achieved fruitful results. He said: “The Chinese government did its best to assist Lesotho to enhance its capacity of sustainable and independent development. During my term in the office, the two governments signed four agreements on economic and technical cooperation. We have launched and completed or handed over more than ten cooperation projects to Lesotho.” Meanwhile, Acting Minister of Foreign Affairs and International Relations, Tsukutlane Au indicated that when Lesotho bids the outgoing Ambassador and his family a farewell, they have mixed feelings. “While we celebrate the fruits of his efforts during his tour of duty

in Lesotho, we are equally saddened that we are about to part with a close friend, with whom we have shared memorable time and achieved a lot of milestones in the quest to strengthen warm and cordial bonds of friendship and cooperation between our two countries and peoples,” he said. The Minister continued: “Five years in diplomacy may be a long time, but I am certain that all of you who have worked with Ambassador Hu, in one form or another will attest to the fact that his half decade tenure in our country seems to have been somehow short. This is because we are bidding farewell to a diplomat through whose sharp diplomatic acumen has left an indelible mark in the relations between Lesotho and the people of Republic of China. As we enjoy one last evening with Your Excellency and your dear wife, it is indeed an honour on behalf of the government of Lesotho to thank you from serving your great country with diligence, commitment and loyalty.” He reiterated that during the tenure of Dingxian in the office, relations between Lesotho and the People’s Republic of China were elevated to their best level ever. Additionally, he said through Dingxian’s relentless efforts, the two countries have realized sustained political and mutual trust and continued to maintain close collaboration in international affairs, including supporting each other’s positions at the United Nations and other international Organisations. Au continued: “Your efforts in facilitating your country’s support for infrastructure development in Lesotho have not gone unnoticed. Worth mentioning in this regard is the completion of the construction of the state of the art Parliament building on top of Mpilo Plateau, refurbishment of the ‘Manthabiseng Convention Centre and the ongoing construction of the State House as well as the soon to be constructed Lesotho-China friendship school on the Thuoathe Plateau.”

Press Release and science of engineering and to facilitate the exchange of information and otherwise for that purpose. LAE has realiosed that even though Lesotho is billed as a country with abundant water resources, the current drought situation, perhaps

the worst ever in the recorded history of the country, puts this statement to a challenge. Consequently, LAE has decided to convene a conference at which experts from within and outside the country will attempt to answer some questions

which include, why towns and rural settlements run out of water immediately a dry spell hits the country. The conference shall be held from the 6th – 7th April, 2015 at a yet to be established venue in Maseru.

Women pledge for gender parity By ’Mantšali Phakoana MASERU-Action Aid Lesotho organized a dialogue for the commemoration of International Women’s Day which is celebrated annually on 8 March, to reflect on progress made towards gender equality, call for change and to celebrate acts of courage and determination by ordinary women who have played an extraordinary role in the history of their countries and communities. Present in the forum were; Members of the Parliament (MPs), representatives from Support Groups, Councilors, representatives of the political parties’ Women’s Leagues, Non-Governmental Organisations as well as representatives from Community Policing Forums. Policy and Advocacy Officer, Action Aid Lesotho, Refiloe Mabejane said the purpose of the forum was for the women to introspect about efforts they made in promoting gender equality as well as challenges they met following last year’s commemoration with the theme; ‘Re-thinking women’s empowerment and gender equality in 2015 and beyond.’ Speaking on behalf of women from the areas where Action Aid operates, ’Mamolefe Mphafi stated that there is still discrimination against women especially in political leadership. “Because we are women, we are being discriminated from being the leaders in politics, especially during the local government elections. We are hardly voted for these positions because we are women and of course living in hard to reach areas, as a result voters claim we cannot be able to travel to their villages, therefore they’d rather give their votes to men. We therefore plead with the present MPs to be our mouthpieces in parliament so that roads are improved in a way that eases our movement so that this does not become a barrier to us receiving votes,” she said. Mphafi further noted that they need financial support to canvass for the Local government elections so that they are able to reach most communities. She added that as Councilors, they also expect to get equal treatment with other public servants during times of illness, and to be offered maternity leave. “Councilors are public servants, therefore we

need equal treatment.” For our wealth, when we have livestock, we cannot register them in the absence of the husband. “We want to see equal powers, if the husband is not there, we should be able to proceed with the family tasks like nothing happened.” “Since most of us live in rural areas, and earn our living from livestock and farming, when it comes to the livestock we both have, I cannot sell them in the absence of the husband, even if I have an urgent reason, I will have to wait for the husband, as long as it is known that we are married. They proposed that on the Livestock registration books, two names for both the husband and wife be written. Meanwhile, the Minister of Agri-

culture and Food Security, ’Mapalesa Mothokho said International Women’s day provides women with the space needed to introspect on the journey they have travelled on the road of gender equality. She outlined that this years’ theme ‘Planet 50-50 by 2030; Step it up for Gender Equality’ is for an individual person and challenges each on attaining gender equality. “We are aware that, at local government level, women are not fully engaged in participation as the SADC Gender Protocol calls. Most women choose to vote for men as opposed to women. The question is, when will we support other women, when will we realise how strong we are?” The minister asserted that currently there are Laws protecting

WASCO increases charges By Pulane Lichaba

MASERU- Lesotho Electricity and Water Authority (LEWA) approved volumetric water and sewerage services tariffs for all customers be increased by 8.7 % effective from 1st April 2016 by Water and Sewerage Company (WASCO). The standing charge for Band A domestic customer category is abolished effective from 1st April and the standing charges for all other customers excluding Band A remain unchanged.

Speaking at a media briefing on Wednesday, Dr. Leboli Thamae Chairperson of LEWA board highlighted that the decision is based on the available information and analysis of WASCO’s application, the submissions from stakeholders, reasons, facts and evidence provided. Dr. Thamae noted that before the decision was made to increase charges, the Authority embarked on a public consultation process wherein the public was also notified of WASCO application through

the use of media. “Three public hearings were held in Thaba- Tseka, Teyateyaneng, and Maseru as a way of giving stakeholders an opportunity to present their views and WASCO also made presentations and responded to public comments,” he said. Dr. Thamae continued that on 6 January 2016 WASCO submitted tariff review application requesting 13% increases in volumetric charges on both water and sewerage services and requested no charges in standing charges for the financial

women though their implementation is not as it should be, as a result, women continue to face challenges. She thus called for women to be in solidarity, in persuading women empowerment as well as equality. She concluded: “We need to be part of the global action in as far as gender equality is concerned.” One of the women Lawyers, Limpho ’Masekese Maema said the theme for this year gives every one the responsibility, for home, at the work place on in daily activities. “It is our responsibility to ensure that gender issues are fully practised in our daily activities. Let us do our part so that the coming generations can take this further,” she noted. She asserted that all these things need leadership to be achieved, stating that every person is a leader her or himself. Maema continued: “Lately we see leaders who think only of their lives, leaders who think we owe them something while they owe us a lot. A real leader should leave his or her own interests behind. Forget about who you are, but think about the people you are leading, the people who voted for you, because leadership is that way of living.” She urged women to make leadership qualities a habit, and ignore negative statements they come across in their daily lives. “If you hear such statements that may stop you doing what is right, being a real leader, just close your ears,” Maema advised. Maema further encouraged women to stop uniting for issues that do not bring success in the community, but for issues concerning their children. In this case, she said the Violation Act was enacted in 2000 but there is still no progress in its implementation. She asserted that currently leaders fail to listen to community, emphasising that a leader has to be flexible and be able to compromise. She added that change is difficult, but part of life, therefore women leaders have to work for change. “If you choose to be a leader, you choose to make changes,” she said. Maema concluded: “As women, we need to create a positive change in women leaders; let us support each other as women.”

year 2016/17. “After analyzing their application and reviewing their 2015/16 financial report, we decided to reduce their request from 13% to 8.7 %. WASCO is also allowed revenue requirement of M201.40 million as opposed to the M200.4 million they had requested and M32.78 million against M39.48 million requested by WASCO comprising water services and sewerage service respectively for the financial year 2016/17,” Dr. Thamae said. Meanwhile Acting Chief Executive Officer of WASCO ’Mamathe Makhaola promised that every Mosotho will get access to clean quality water.

SADC Chair warns of digital complexity By Katleho Mohanoe

MASERU – Delight Thebeetsile, Southern African Development Community (SADC) Chair, Ministry of Transport and Communications Chief Communications Officer and Botswana Representative warned of digital complexity during the SADC forum held in Maseru. Delivering his remarks to the assembly, he pointed out that the forum was seeking to look at a progress achieved thus far versus the plan, challenges encountered by member states, and necessary interventions that need to be put in place to forge the way forward. Thebeetsile indicated that after many years of planning and implementation to migrate from analogue to digital, the digital world is upon them. He asserted that the digital world is offering opportunities as well as challenges of managing and regulating those challenges. He cautioned that digital is more complicated compared to analogue mode of technology. “A new era of facilities-based competition between and amongst platforms will be a reality. The digital world is far more complex in its relationship between infrastructure and services as compared to analogue,” he potently emphasized. He further pointed out that they have come a long way in implementing the strategy for migrating from analogue to digital terrestrial television broadcasting. He stated that he appreciates that member states are at different levels of progression in the migration process. He encouraged that they look back on the progress they have

achieved thus far versus the roadmap that is guiding them in order to map the way forward to leave no stone unturned in delivering their mandate. “Distinguished delegates, as we continue to maintain the thrust to complete the migration process, I want to inspire member states to ponder on the purposes for which digital migration was meant for and look at our performance indicators to satisfy ourselves that we will achieve our ultimate goals,” he accentuated. He continued to inform that one of the ultimate goals of digital migration is to create value chains in the digital platforms for a balanced supply and demand of digital migration products and services for better customer experience. He cautioned that the completion of network rollout and

switching-over is not the end it is the means to an end. He said they ought to focus their thoughts and ideas on issues related to the use of the digital dividend and the policy and regulatory interventions that need to be put in place in order to facilitate realization of digital migration value and real success. He revealed that “Digital Migration is a revolution that is expected to enable and to bring opportunities for increased efficiencies, better customer experience, investment and job creation across the lives of our people. Will it happen?” He advised that they have to prudently allocate the spectrum and identify opportunities that require coming up with innovative ways of synthesizing, packaging and branding local content and embracing new applications that will not be possible without digital mi-

AS I SEE IT

Children are a precious gift from God The birth of a child is always an event of great importance to the parents, relatives, friends, neighbours, the government and indeed the nation at large. It is an event that is always preceded by great preparations, and therefore has a right to life and protection from all forms of abuse, such as child labour and so on. A child has the right to parental care, to be brought up with love, to be given a decent name, the right to be educated and clothed. It is an undeniable fact that children’s rights are fundamental human rights. Children are the leaders of tomorrow. Our country needs educated young men and women who will rule it perfectly in the future.

I am therefore appealing to cruel, irresponsible and unreasonable men to stop raping babies and young children and to irresponsible women who conceal the birth of their children by throwing them into dams, in toilets, in dongas, in refuse drums or cover them with plastic bags and put them on the roads to be run over by speeding cars. I am pleading to these individuals to refrain from doing so with immediate effect. It is indeed very unfortunate that while there are families who do not have children and are adopting them, other people are busy killing them. Children are a very important part of the population, and we must therefore make the world a

better place for them to live in. Children should be taught house and garden work and also be taught to be independent thinkers in order to make them real men and women of tomorrow. Children must also be taught human behavior and respect. It is not only parents who are responsible for bringing up of a child, but institutions like churches and schools also play an important role in raising a child. Churches teach children the word of God and discipline and thus preparing them for God, while schools prepare them to become men and women who will serve their country and people better. The role of the government is to build schools and hospitals to

gration so that the digital dividend benefits the wider market. “Director of Ceremonies, necessary steps to enable embracing of these new technologies are to be taken as a part of the migration process at different levels. If these steps are not taken, broadcasters will narrowcast on digital terrestrial platforms while DSTV broadcast on satellite technology,” he asserted. He continued to indicate that technologies converge and barriers to entry into business are reduced, a new crop of entrepreneurs to offer voice, data and video services are expected to emerge. “This will bring a new form of competition to legacy network operators and broadcasters. Example of services offered on converged platforms are that of Voice over Internet Platform (VoIP), Internet Radio and Radio on Mobile Network. Advances that have been made by VoIP, Radio and TV on Mobile devices, Internet Radio e.t.c. on converged platforms creates tremendous value for consumers,” he said. He pointed out that the new consumer choices are not coming smoothly for regulators. He assured that old regulatory classifications for monopoly on analogue platforms are difficult to apply on new converging technologies. “Regulators have to be vigilant to shift from regulatory approaches that were geared for analogue and monopoly era and come up with policy and regulatory interventions that are relevant to the digital world to harmonize delivery of services on a converged platform. The time for that is now!” He proclaimed in conclusion.

see to it that our children receive injections that protect them from diseases and hire doctors to cure them. Governments also make laws that protect them from all forms of abuse, while non-governmental organizations are always pressurizing governments to abide by the laws that protect children’s rights. It is therefore an undeniable fact that everybody is busy contributing towards the improvement and wellbeing of a child.

China to donate M42.4 million food aid to Lesotho By ‘Mantšali Phakoana MASERU-The out-going Ambassador of the People’s Republic of China to Lesotho, His Excellency Hu Diangxian has announced in his farewell reception on Wednesday last week that the Chinese government has decided to donate another batch of food aid worth M42.4 million (18 million Chinese RMB Yuan) to Lesotho. The Ambassador asserted that this funding will be in response to the appeal of humanitarian assistance by the Prime Minister of Lesotho, Dr. Pakalitha Mosisili and the government of Lesotho following ElNino- Induced drought that hit southern Africa including Lesotho. Diangxian noted: “We sincerely hope this food aid could contribute to the relief of the current food shortage and the pain and suffering of those poor and needy Basotho.” He said it is also their hope that Lesotho may enjoy better weather for crops and good harvests in the coming years. Earlier in 2015, the government of Lesotho, through the Ministry of Energy and Meteorology, has declared a state of emergency (December 22, 2015) in light of the drought that has gripped the country over the past several months and is expected to worsen this year, 2016. For this emergency the government appealed to international community for support in relief actions to mitigate the effects. Dr. Mosisili had appealed for humanitarian assistance to assist the country with M206, 981, 573 that is required by Ministry of Agriculture and Food Security. A multi-stakeholder Rapid Drought Impact Assessment that was completed by the United Nations (UN) Lesotho on February 8, 2016 confirmed that the country is facing a serious crisis relating to food security and water availability. “The assessment further revealed that poor and very poor

households are experiencing a 44% decline in their food and cash income compared to normal conditions, adding that the current food and cash income is 31% below the survival threshold,” states the assessment. It further indicates that the current number of people assessed to be at risk of food insecurity and not able to meet their survival needs until June 2016 is 534, 502 people (over 25% of the total population). The situation is expected to worsen in the second half of the year and the beginning of 2017 once the summer crop forecast for 2016 is available, in June 2016. In the 2016/2017 budget, the proposed budget for the Ministry of Agriculture and Food Security is M429.1 million. Meanwhile, Emergency and Rehabilitation Coordinator Food and Agricultural Organization (FAO), Borja Miguelez showed that, due to hydrological drought induced by El Niño since 2015, FAO has several emergency plans in response to that. He explained: “Humanitarian needs in Lesotho are on the increase as one of the strongest El Nino

events on record has caused severe drought, leading to a poor rainfall season and widespread crop failure. Dry conditions prevailed in the country during the summer crop planting season since August to December 2015 and prevented most farmers from planting. The few areas that were planted suffered from failed germination, heat or water stress. Therefore the next harvest in May to June 2016 is expected to be the lowest ever recorded, even below the previous lowest recorded in 2012,” said Miguelez. He mentioned that FAO had assisted Lesotho on the previous drought emergency in Lesotho where it initiated the programme assisting subsistence farmers, promoting techniques to the farmers to help them be less reliable on climate change. Miguelez noted that as per the El Nino-induced Drought, February 2016, over 377, 000 people require immediate food or cash assistance to enable them access food from the market as well as livelihood support to resuscitate own food production. “The 2016 season is expected to be worse in all aspects than the last

CBL reviews monetary policy rate By Pulane Lichaba MASERU-The Central Bank of Lesotho (CBL) has revised its rate by 25 basis points from 6.75 percent to 7 percent to ensure that the Loti remains adequately underwritten. CBL Governor Dr. Retšelisitsoe Matlanyane said the bank’s Monetary Policy Committee (MPC) made the adjustments after considering global economic developments, financial markets, domestic economic conditions and outlook, as well as the Net International Reserves (NIR) position. Dr Matlanyane noted that the economic activities around the globe remained subdued. “The US economy slowed down in the fourth quarter of 2015. However some improvement is expected in the first quarter of 2016, but will remain below its potential,” she said. “In South Africa the economy slowed down due to domestic supply constraints coupled with weak export demand as well as heightened risk in investor confidence,” Dr Matlanyane said. She said the monetary policy

stance tightened in the Common Monetary Area (CMA) region in response to the deteriorating inflation outlook. Dr. Matlanyane highlighted that domestic inflationary pressures are building up with the year on year consumer inflation rate rising from 5.1 per cent in December 2015 to 5.8 percent in January 2016.

“This is attributable to increasing food prices due to the weaker exchange rate and the effects of the drought. In terms of the outlook, inflation is expected to continue on an upward trajectory in 2016,” she noted. She also indicated that money supply (M2) has expanded by 0.1 percent during the fourth quarter.

“This was caused by a decline in domestic claims and a slow growth in Net Foreign Assets (NFA),” she noted. “The Current account deficit widened to 13.7 percent of GDP in the fourth quarter of 2015 as a result of a rise in imports and a decline in exports. However the deficit was moderated by the growth in the income account due to an increase in portfolio investments abroad,” added the Governor. Dr. Matlanyane also stated that for the quarter ending December 2015, government budget balance improved to a deficit of 0.1 per cent of GDP from a deficit position of 6.1 per cent of GDP during the quarter ending September 2015. “This was attributable to revenue that had increased by 12.7 percent while expenditure increased by 2.6 percent,” she explained. “However having considered all these economic developments and outlook, the MPC decided to maintain the NIR target floor of US$600 million,” concluded Dr. Matlanyane.

Student tells how LDTC moulded her every opportunity and minute she had to study. She said she was able to pass her Junior Certificate (JC) and proceeded to Cambridge Overseas School Certificate (COSC), currently known as Lesotho General Certificate of Secondary Education (LGCSE). “I sat for the examinations in 2013 but I did not pass very well as I only obtained a GCE and failed Mathematics and Accounting. I supplemented these subjects and passed them,” stated Moleleki. After obtaining her COSC re-

By Jokobina Setlhare MAFETENG -Litšeoane Moleleki, 24, who is currently studying at the Lesotho College of Education (LCE), said she endeavoured to make it to tertiary level through the Lesotho Distance Teaching Center (LDTC). Moleleki told Informative that she dropped out of school while she was in Standard 7 because of financial constraints in her family. “After Standard 7, I took almost five years without schooling. I decided to leave my home district, Mafeteng in 2009 to fend for myself in Maseru,” she said. She said she worked as domestic worker and later met someone who advised her to further her studies at LDTC. “At that time, I did not even

know where LDTC was located and I had to find out. I was given instructions and I asked every one I met on my way to the institute,” explained Moleleki. This determined young lady said she was given an insight of how LDTC operates when she got to its premises. In January 2010, Moleleki said she made up her mind and enrolled with LDTC to do her Form A. “I registered with the institute and bought some books so that I could read at home. I was told to attend weekend classes but I did not write in 2010 and only managed to write in 2011 and got a second class pass,” she explained. Moleleki further indicated that her challenge was to strike a balance between her school work and her domestic work saying she used

sults, Moleleki said she sought admission to various tertiary institutions in the country to further her studies and was admitted to the LCE. “I was very happy to be admitted at LCE since I have a passion for teaching. Almighty God answered my prayers,” she said. Moleleki appealed to all learners who are still furthering their studies with LDTC to work very hard to achieve their goals because she is living proof that LDTC can take people to the greatest heights.

The world advances to new standards of technology By Katleho Mohanoe MASERU – The world moves to new standards of technology as an innovative generation of car radios is just around the corner and technology promises nothing but extraordinary achievement; Software package for car radios with Digital Radio Mondiale (DRM). According to Fraunhofer Institute a new generation of car radios is just around the corner and the devices receive information not by analog transmission but digitally, for example, via the new standard Digital Radio Mondiale (DRM), with advantages of increased sound quality, along with the ability to simultaneously transmit images and text information. Researchers at the Fraunhofer Institute for Integrated Circuits IIS are now offering device manufactures a new software package with a decoder for DRM+, and in so doing have pushed digitization one step forward. DRM+ was developed for digital transmissions in the FM band and rounds out the DRM standard. In a sense, FM radios are true antiques: for decades, they have relied on traditional analog signals. Digital transmission, however, makes for a far superior listening experience. The Institute discloses that rather than being sent over airwaves in analog form, the information is broadcast digitally, an antenna picks up the signal and software embedded in the radio converts it back into music, and the result is enhanced audio signal quality. “In the digitization of FM frequencies, many countries are moving to the new standard, DRM. India, with over a billion potential radio listeners, is but one example. The digital information is transmitted via the same frequencies that radio broadcasters have used for

analog transmission for decades. Up to now, however, the introduction of the DRM standard has been delayed because broadcasters are waiting for device manufacturers to build DRM-capable radios. The manufacturers, in turn, have been holding back production until the broadcasting companies switch over to digital transmission signals,” the Institution asserts. The researchers at Fraunhofer IIS are stepping up to help accelerate the international DRM rollout. After developing high-quality receiver software for the DAB standard, which is popular in Germany and Europe, it was a logical step for Fraunhofer IIS to take a comparable approach to DRM. “As with our established DAB software package, we have now developed receiver software for the complete DRM standard,” reveals Thomas Dettbarn, Scientist at Fraunhofer IIS. “The radio manufacturers can build on a proven modular system, thus shortening their development times and, in turn, reducing their costs. This allows them to focus on integration and application development.” A central component of the modular system developed by Fraunhofer IIS, and the heart of any dig-

ital radio, is the baseband decoder. This converts the transmission signals received from the broadcaster into digital data streams. “In the DRM standards, the sound quality is ensured by the new audio codec MPEG xHE-AAC – the successor to decoders for the representation of text, images and other value-added information are available as additional components of the modular DRM system. Of special note here is the text information service Journaline: similarly to teletext on TV, it presents specific information from the broadcaster that the users can read while listening to their favorite station. This may be news, weather reports, sports results, or station contact details for participating in the radio program. Journaline is also part of the DRM Emergency Warning Functionality, or EWF,” the Institute informs. It continues to reveal that in the case of an alert, EWF enables DRM receivers to switch automatically over to the emergency program, in which the audio announcement is accompanied by text giving multilingual details and instructions on looking up further needed information. Mamelodi-Onyadile congratulates Lesotho

Cecilia Mamelodi-Onyadile

By Katleho Mohanoe MASERU – Southern African Development Community (SADC) Senior Program Officer Communications and Information and Communications Technology, Cecilia Mamelodi-Onyadile congratulated Lesotho during the assembly set to define the road ahead in escalating the Digital Terrestrial Television (DTT) migration.

Mamelodi-Onyadile addressed the assembly on behalf of the SADC Executive Secretary Dr. Stergomena Lawrence Tax and the Director of Infrastructure and Services Mr. Remigious Makumbe who were unable to join the forum due to the ongoing meetings of SADC Council of Ministers in Gaborone, Botswana. Applauding Lesotho, Mamelodi-Onyadile said “So it is not by mistake that we are meeting here in Maseru but Maseru has provided for the SADC migration process a conducive environment to lay the foundation of our work, first for Digital Television and now for Digital Sound. We wish to thank Lesotho for once again taking a leadership role in this regard,”. She indicated that the forum was the last one in relation to the implementation of the SADC Roadmap on DTT. She asserted that the arrival of Digital Terrestrial Television (DTT) had revolutionized the digital broadcasting industry across the globe and the SADC Region was no exception. She further informed delegates that the foundation for the great DTT Migration in the SADC Region materialized when the SADC ICT Ministers at their forum held in

Namibia in 2009, with a common vision resolved that SADC Member States were to embark on an analogue to DTT broadcasting migration process. “They set themselves a deadline of the 31st December 2013, ahead of the International deadline for Analogue Switch Off (ASO), the 17th June 2015 established by the International Telecommunication Union (ITU),” she stated. She continued that the reason for setting an earlier deadline was to accord SADC Member States time before the ITU milestone to address any unforeseen challenges that could arise during the transition process. “Following the Ministers decision, the first SADC Digital Broadcasting Migration Forum was convened in August 2009 in Mauritius. During that meeting, the process of development of the SADC Roadmap for Digital Broadcasting Migration was set out with the aim that the SADC Region would have a smooth and harmonized DTT migration,” she said. She revealed that a few months later SADC held its second forum in the implementation of the Roadmap because it is at this forum that

hofer’s modular approach to DRM means that they can select various features according to their own radio designs and compose the functional range of their devices as required. The Fraunhofer-Gesellschaft is the leading organization for applied research in Europe. Its research activities are conducted by 67institutes and research units at locations throughout Germany. The Fraunhofer-Gesellschaft employs a staff of 24, 000, who work with an annual research budget totaling more than 2.1 billion euros. The Fraunhofer Institute for Integrated Circuits IIS is one of the world’s leading application-oriented research institutions for microelectronic and IT system solutions and services. It ranks first among all Fraunhofer Institutes in size. With the creation of mp3 and the co-development of AAC, Fraunhofer IIS has reached worldwide recognition. In close cooperation with partners and clients the Institute provides research and development services in the following areas: Audio and Multimedia, Imaging Systems, Energy Management, IC Design and Design Automation, Communication Systems, Positioning, Medical Technology, Sensor Systems, Safety and Security Technology, Supply Chain Management and Non-destructive Testing. About 950 employees conduct contract research for industry, the service sector and public authorities. Founded in 1985 in Erlangen, Fraunhofer IIS has now 13 locations in 10 cities: Erlangen (headquarters), Nuremberg, Furth, Dresden, further in Bamberg, Waischenfeld, Coburg, Wurzburg, Ilmenau and Deggendorf. The budget of 130 million euros is mainly financed by projects. 22 percent of the budget is subsidized by federal and state funds. they first discussed the issue of standards and had representatives from the standards body to make presentations on the various standards at that time, which were, ISBDT and DVB. “What followed the Maseru DTT Forum was an intense debate and thorough work and research on identifying the standard that was to be used in the SADC Region,” she stated. She revealed that the work took them to Europe, Brazil and Japan. In November of the same year the SADC Region decided to adopt the DVB-T2 as the SADC Standard. She said: “We met again in Maseru for four days of discussions and getting presentations on Digital Sound Broadcasting Standards.” She also informed that a very successful Implementation Steering Committee Meeting convened last Monday to discuss the modalities and the programme of the forum and came up with recommendations of how they would continue their work on the next phase on the Digital Sound Broadcasting. In conclusion she stated: “Let me pay tribute to our implementing agency CRASA and SATA for the role that they play in the SADC ICT Programme and for all who have played their role in this process.”

Her Majesty commemorates tree planting day By Majirata Latela BEREA- Her Majesty Queen ‘Masenate Mohato Seeiso last week led tree planting day at Kolojane under the umbrella of Action Aid and the Ministry of Education and Training (MoET). Her Majesty showed her appreciation for being part of an event which is aimed at improving the lives of young Basotho and the Koeneng community. “I am happy to have this opportunity to play my part to develop the environment which will benefit both the community and the students,” she said. The Queen pointed out that trees are sources of clean and healthy air for breathing and also help to prevent soil erosion as they bind the soil with their roots. “Trees also provide fruits while they also shield houses against bad weather such as hurricanes and storms,” she indicated. She further showed that trees also provide shelter for animals so that they are protected from the weather especially during this time of climate change. Her Majesty Queen went on to indicate that tree planting should help Lesotho to reach Sustainable Development Goals (SDGs) especially SDG4 which encourages countries to make sure that children get quality education and also SDG3 which ensures healthy lives and promotes well-being for all

ages and is also essential for sustainable development. She said, “Tree planting has been the way of Basotho and today children from all the 10 districts will lead tree planting campaigns. Those trees have to be protected just as children need to be protected by their parents.” She urged the teachers to join hands and work very hard to ensure quality education for students and to make sure that they are involved in environmental education from young age as the saying goes “Thupa e otlolloa e sa le metsi”. “I have decided to work with World Vision and the MoET) to make sure that all children especially those who are vulnerable get the chance to go to school, get educated and be able to make choices,” she said. Deputy Minister of Education and Training, Thabang Kholumo showed that it was the first time that his Ministry had joined hands together to work with World Vision saying it was only the previous year that World Vision together with his Ministry had signed a partnership agreement with intention of improving access to quality education. He explained that together with Wold Vision, they were going to commemorate other educational developments to reach the SDGs efficiently and effectively. “I would like to thank Her Majesty and World Vision for showing their support and care in the devel-

opment of education, health and many other sectors,” he added. Kholumo pleaded with the community to take care of the environment especially the trees they had just planted by watering them and making sure that animals do not destroy them as they are valuable to the community at large. Meanwhile, National Director World Vision Pauline Okumu said, “It gives me a great pleasure and honour to be part of this momentous occasion which I believe will remain in the hearts and minds of the Koeneng community and the entire Basotho nation for a long time to come and set the tone to our commitment as World Vision to support government in its efforts towards natural resources management which is critical to mitigating the effects of climate change.” She further indicated that they were humbled by Her Majesty’s support as a champion of education and that they believe they will go a long way towards assisting Basotho children to receive quality education; thus their organisation would remain committed to improving access to quality basic education for both boys and girls. Okumu reiterated that they were working with MoET to ensure that children have access to reading and learning materials in schools, Integrated Early Childhood Care and Development (IECCD) centres as well as community learning centres.

Her Majesty Queen 'Masenate Mohato Seeiso

“The child-led tree planting today indicates child participation and holding leaders accountable in implementing SDG1 which is part of the re- forestation programme that marks the journey that we want to take with the Lesotho Government to ensure that SDGs are attained,” she said. She concluded that they are aware that there will be 68,905 trees planted; both indigenous and exotic trees indicating that she believes that if they are given a chance to reach their maturity, they will contribute immensely in mitigating the effects of climate change that Lesotho and other countries are experiencing.

SADC holds meeting on proliferation of small arms, light weapons By ’Makhojane Motumi MASERU- The Southern African Development Community (SADC) last week held the 13th Regional Coordinating Committee (RCC) two-day meeting on small arms and light weapons. Commissioner of Police Molahlehi Letsoepa said he was confident that the meeting would be adequate to revive, educate and fill all people with immense satisfaction as they returned to their respective homes. Interpol Firearm Regional Specialist Officer, Selebatso Mokhosi said his appreciation and thanks go to the Government of the Kingdom of Lesotho for making it possible to host the meeting because Lesotho was among member countries in the region using the Interpol tool and service implementing recommendations that has to stand out in terms of searching for firearms in the Interpol Arms Records and Management System (IARMS). Mokhosi said the proliferation of light weapons and illicit arms trafficking in the world escalate “but are also a catalyst for violent crime, as criminals use firearms as a source of power for robbery, poaching, drugs, stock theft, hostage taking and acts of terrorism.” He indicated that SADC is regarded among the best regions with

a legally binding and well conceived protocol on the control of firearms, ammunition and related materials, adding that member states had adopted and signed the protocol on November 8, 2004. With regard to the criminals, Mokhosi said: “We will pursue them wherever they go, like what the former US President George W Bush said to the then most wanted Bin Laden; if they go inside caves and holes we will smoke them out and put them in chains behind prison doors where they belong. This is not a threat but a fact.” SADC Senior Superintendent Fernando Cumbe on behalf of the Executive Secretary and the Director of the Organ on Politics, Defence and Security Cooperation, expressed profound gratitude to the Government of the Kingdom of Lesotho for having made available the opportunity and excellent facility for SADC. He said SADC was particularly grateful to the Lesotho Mounted Police Services (LMPS) for the valuable support and logistics put at the disposal of all delegates. Cumbe reiterated that it was a clear demonstration of commitment and dedication to the cause of peace, safety and security which is the cornerstone of the collective quest for regional integration towards a developed and prosperous

SADC. “I wish to thank all delegates present here from our SADC region and RB Interpol, in particular the (RCC) for their valuable contribution in facilitating this meeting,” said Cumbe. On the issue of small arms and light weapons in each member state of the SADC region, he pointed out that they reflect the varied regional history of the region namely, arms remaining after conflicts, arms passing across borders and arms purchased and used illegally to commit violent crimes. Cumba said they would focus among other objectives enhanced approaches against the proliferation of small arms and light weapons and develop recommendations and the way forward. He reaffirmed SADC’s unflinching commitment to continue mobilizing resources from within and from traditional ICPs with a view to further strengthening law enforcement agencies to prevent and combat transnational and cross-border crimes. Principal Secretary in the Ministry of Police and Public Security, Puleng Qhobela in her welcoming remarks pointed out that firearms promote the feeling that the holders are safe, so they had now become a grave pandemic in the country. She added that in efforts to com-

bat the illicit trafficking of firearms, members of LMPS had conducted numerous operations such as the famous “Stop and Search”, and initiatives such as voluntary firearm surrender without any form of criminal charge. “These efforts had resulted in very profitable successes, so they had become annual events and as a result hundreds of sophisticated illegal firearms are destroyed every year,” explained Qhobela. She also explained that one very disturbing malaise besetting the country in recent times involving illicit firearms, is the scourge of rampant violent killings involving our rival traditional music groups. “Initially they fought over turf, now they have tragically, in recent years two of the largest of these groups have aligned themselves with two of our largest political parties. “The two groups have caused us more harm than one could imagine because one killing leads to revenge killings by family members or friends and colleagues,” she stated. In conclusion, she expressed her appreciation for both SADC Secretariat and SARPCCO for having granted Lesotho the opportunity to host this event. She concluded by urging them to visit eye catching places in the country.

Raps is a kwaito hip hop and kwaito artist who is willing to put hip-hop and kwaito on its high level. How would you describe your music for the public audience if they have never seen you before? It is a music that inspires everyone because I sing about the life and consequences that involve everyone, young and old. Listening to it will make people to want more and want to know me. Believe me if they see me they will never believe. What made you first realize that you wanted to pursue a career in music? The response I get from my followers, it started when I was young and I never stopped and I will never stop until the casket drops. Does anyone in particular influence your artistic talent? Yeah! My late brother Khojane may his soul rest in peace. How did you become involved in the type of music you sing now? I like Kwaito ever since l was young and realized that I can sing it, to my surprise I made a hit song about my late brother. That is when I started to realize that I can sing Hip Hop too. What are your songs about? (What specific themes do they cover?) They are about life, happiness, love, sadness and joy. But generally about life. How long have you been performing live? It is 15 years now. How do you rate your live performance ability? Do you feel better performing live or in the studio? What would you like to change or improve? Superb and fabulous, I feel better live because that is where my fans see me, feel me, hear me and support me. What do you think your greatest opportunity has been so far in your musical career? That would be satisfying my

fans, inspiring my fans and getting money. Do you have any fan comments of how your music has affected or changed them? Yeah! Lots of them wish that they could sing and change lives the way I do. They say that I make music easy but comforting and uniting everyone. What are your up-to-date performance plans? New releases? Tours? Any News? I always perform at Lakeside hotel at weekends’ nights and preparing Lesotho Tour not forgetting Bar1 Maseru Mall which might be soon. What is the furthest show from your home that you have done? Johannesburg Alex stadium. The crowd was so huge and made it to the top. What are your immediate music career goals in one to three years? To have my own studio and help lot of struggling artist who cannot be seen or heard because there is a lot of talent out there unnoticed. If you had only five minutes on earth to perform one song that could leave a great impact on the world today, what song would you perform and why did you choose this particular piece? “Lerato”, because it is all about love and bringing people together and that is all what matters to me. Bringing people together and making them feel love, passion, happiness and togetherness. As an artist, how would you define SUCCESS? Success is all about achieving your goals in what you do best and what you love and do best. Like you indicated that your music has an impact on both young and old people. So, what advice do you have for the youth of today? Study like never before, work extra hard and extra mile to achieve your goal. Success will come your way. Believe in yourself. Are there any special people you would like to thank for making your dream come true as an artist? Khojane, Zola, Fakzen and my one and only Peanuts.

Making difference with poetry; African poet By Bokang Tilo Thabo Marebole, 23, a poet, aka an African poet, is known from winning a first price in the Molelengoane Poetry competition which opened doors for him as he got radio interviews and more performance bookings. He recently worked on the Earth hour theme song with well known local artists namely; Skebza D, Stlofa, Tmech and Mimi G. The song is playing on the local radios and he even got featured on the line up for the commemoration of the day on the 19th March. He also performed at MSU Market and Nala project social market on the 27th March. “My poems are cultural, political and about social development, but i can still write any theme if given one,” he explained. An African poet stated that he began writing poems in 2007 when he was in Form A when he was introduced to poetry by Tšeliso Moima, his Director. He began as an actor in the school theatre and in 2008 that’s when he realized that he could really write poems, he began to represent his school in High school competitions. “In 2010, I got my big-break when I won the first price at the United Nations Population Fund (UNFPA) HIV/AIDS competition

which earned me an opportunity to perform at the International AIDS day,” he added. He further told Relax that in the next two years, he sees himself as a complete artist, doing more performances and hosting his own shows. He said if by then he would be recognized he will think of publishing a book. He also thinks of hosting rallies and recording songs in an attempt of fighting abuse using his poetry like he always says he dedicates his poetry to the struggle of setting women and children free from the hands of abuse. “I grew up loving to read and playing theatre but never thought I could write until 2007 when I met Tšeliso Moima who taught me everything I know about poetry and uprooted my love for the craft, I look up to him as a poet. There are other poets who still inspire me, Mzwakhe Mbhuli and Maak Manaka are some of the people I look up to,” he affirmed. He concluded that being on stage is one of the priceless moments, he feels so free and in control and at times he wishes to go on and on. He stated that to him poetry is the meaningful meaning of freedom. He said that people do not believe in him until they see him on stage hence hindering him to be given more platforms.

Hip hop Launch at St Monica’s By Jokobina Setlhare Leribe- During Easter holidays, Hip hop and dance hall group staged an all-night performance at St Monica’s to launch their new albums for Harambe, the collective name for these entire hip hop artists. The main artist Keptain Dash was to launch his new album “Korotlane” while Robocop was to make known his freshly released album entitled “The Rise of Robo.” The Harambe artists are willing and intending to do the best they can in the music industry. ‘Hard work pays.’ That’s the message behind their project. In an interview with Relax, the organizer of the show who is an also artist, Keptain Dash showed their undying wish to uplift the hip hop music in Lesotho. He also said they want to instill the love of music in the people of Lesotho, especially the young generation, and especially the love of hip hop. “Our intention is to take music industry to the next level since it is still in its formative stage and we are intending to promote local talent. Young artists are also welcomed to Harambe entertainment,” said Dash. Dash added that by December this year, they will be hosting a big event that will be held at Setsoto Stadium where scores of people are expected to attend because they are going to try their level best to make it as interesting event as ever, as well as advertise it as early as possible. Dash and his people aim at making this December show as big as those biggest events in the country like Morija Arts and Cultural festival (MOCUFE). “This will also help young artists who have passion in hip hop and dance hall music to show up their talent as they think that in Decem-

ber there will be as many artists as possible to showcase their skills,” he said. According to Dash, the biggest challenge that they always encounter is that of unsatisfactory audience in the shows. “People don’t attend in satisfying numbers,” he said. “They probably still don’t understand certain types of music, most especially our Hip hop. You know what I mean?” Dash also stated that even at St. Monica’s people were still very few. However, he said that he and his group are still optimistic that things will soon be alright for them. “We are trying by all means to host as many shows as possible so that people can understand what we’re doing, our music. Maybe things will work out for us,” said Keptain Dash. He also indicated that they had performed live before in Ficksburg at Suncel club where the audience was really rocked by their performance. “They really liked it,” he said. “It rocked them. It really did.” The night club launch featured more other young but talented DJs namely: Robocop, Moddaw, DJ Tomyterry, DJ Maxerz, Tlharse, OJ, Custa Nova, Gainer Logg, Peri-peri, and many others. As the event organizer, Dash made it clear to Relax that they had been on a village-to-village tour since Monday 21st, and that they would do that throughout the week to also gather and recruit new artists from these villages; “those who may be interested in the hip hop and dance hall music.” This week long tour also was meant to pave way to the biggest day of the launch. Keptain mentioned that the launch was sponsored by Pheko Matla and gave his heartfelt gratitude to him.

Dj Edwin and Semoli promote local artists By Bokang Tilo Kamohelo Edwin Lebesa and Lekata semoli, best buddies and comrades from Ha Thetsane, were the organisers of hot event “The hang out” on the 25th March 2016 at K-Ash car wash. It was an event of close to 40 local artists and a 100% local line up. The hang out was a success because many people made it to the event even though the organisers expected more of the audience for they always set high goals for themselves. The only artists who did not make it to the event were three but they did send their apologies. Some of the Djs who performed at the event were Dj Lennox, Dj Lobby and Christopher King. There were also artists like O.G.S’killz. The aim of the event was to promote and uplift local artists, to help them have enough exposure so they could feel that their work is appreciated and are earning the respect that they deserve in the country. They still feel that local artists are not given enough platforms to

prove themselves. “I have worked with artists like Arnosoul from Johannesburg, Sadon from Lesotho and Jabu Mbara from Austin Taxas. Arnosoul & Dj Edwin Ft Jabu Mbara & Sadon – coming home,” Edwin affirmed. Dj Edwin is a producer, a shareholder and a marketing director of Heritage cooperation (clothing brand) while Semoli is a CEO and manages artists. They stated that their ambassadors in the company are also local artists: Bible verse, Axo mind and Sadon. They do anything in their power to uplift local artists. “We have organized four events and the hang out is the 5th one, our setup was such that there were no VIPs, we wanted people to mingle and everyone feel the part and parcel of the event. We hosted two events in December, the first one was the chill out session on the 20th and the other one was hashtag 2015 must fall on the 31st,” Semoli explained. One of the audiences at the event, Mosa Maqelepo, stated that she really enjoyed to be the part

of the event, it was her first time to attend that kind of event and she doesn’t regret coming and she won’t miss the next event. The manager of an artist called O.G.S’kills, who were present at the event told Relax that the event was awesome with a proper great

crowd. He added that the turn up was fair and they are hoping to get platform of this kind regularly. “Even though l met some many challenges, the event was successful and we are therefore grateful,” Dj Edwin concluded.

FIFA is after SAFA By Tšeliso Tale MASERU- Officials are now facing charges in the United State of America over corruption scandals of being paid a 10 Million US Dollars bribe to enable SA to host the 2010 World Football Tournament. FIFA demands the truth. In 2008, Africa was proud of South Africa after she won the bid to host the world most prestigious football spectacle. Some African countries demanded to host at least some of the world cup matches since they had the feeling that this was for Africans. Some improved their infrastructure to attract the world national squads to at least use them for their camps and training grounds. At the time Setsoto Stadium was under construction. But South Africa had good enough facilities like hotels and stadiums to host the competition by themselves. All they needed was to renovate them. Today South Africa (SA) and South African Football Association (SAFA) are all by themselves in facing the accusations of 2010 World Cup bribery scandal. US authorities and FIFA openly accused South Africa and SAFA of paying a $ 10 Million bribe to secure votes for the

SAFA celebrated 2010 bid victory with Mandela and Sepp Blatter

2010 World Cup. Although South Africa and SAFA do not deny having paid the amount of the $10 Million to FIFA, they claim it was not meant as a bribe to secure votes for the 2010 World Cup. The son of the Warner who made a plea bargain with US authorities and admitted his crimes, Daryan Warner and other unidentified suspects said, “Engineered a $ 10 Million payoff in exchange for Executive Committee votes regarding where the 2010 World Cup would be hosted.” He again said, “My father’s Bag-

man and I collected a briefcase with $ 10 000 in cash from a high-ranking South African bid committee official.” He said he took it back to his father. Warner’s strong illicit ties to the South African bid committee, the South African offered a more attractive bribe of $10 Million in exchange for Warner’s, Blazer’s and a third executive committee member’s votes,” adds the document. This is on the South African Supersport Television Top Stories on 17th Match 2015. Warner disguised the payment

as support for the benefit of African Diaspora in the Caribbean region. The high-ranking South African Bid Committee Official is not labeled in the Daryan Warner document, but the world knows the South African people who were in forefront of Bid Committee during the 2010 World Cup campaign and some were officially given high-ranking South Africa titles to honor them for the job they have done. The US and FIFA investigations are not going to affect other African countries including Lesotho, although some of the African countries inherited some of the buses used during the World Cup including Lesotho Football Association (LeFA). It looks like South Africa and SAFA cannot run for ever, since US and FIFA investigations are getting closer to them, US, FIFA and South African media are also behind the investigations of the Madiba Magic 2010 World Cup campaign. If some of the South African soccer officials (2010 Local Organasing Committee Members) are found guilty by FIFA and US, will they join the former FIFA president and some of the former FIFA Executive Committee Members and be suspended from Football.

LPSA grows bigger By Tšeliso Tale MASERU-The Lesotho Pool and Snooker Association (LPSA) is growing bigger and bigger lately. Last year they hosted the Region 5 Pool Games in the country and to date they have introduced The Premier League and First Division League in Maseru. LPSA have registered other districts like Mokhotlong and Mafeteng. They have reinstated Leribe and soon they will begin with Berea, Quthing, Qacha’s Nek and Thaba Tseka. The most successful story is that, they have established a First Division and it is running very well and is now in its second round. A fortnight ago, Caesar’s Pool Club was playing in two leagues, the premier league Caesar’s Pool Club; paid a visit to Khachi’s Club Lower Thamae and Caesar’s Two Pool Club hosted Platinum at their home table at Upper Thamae. Many other teams are planning to register in the First Division League, since they have many players and they cannot all get the chance to play. Ceasars Pool Club have thirty-one registered members in all

and only twenty-five players take part in a match, because each match is made up of five sections of five to make the total of twenty-five (the best of twenty-five). In the match between Ceasars Two and the visitors Platinum, at the break Platinum was leading 6-4 and in the 8th match Platinum player Joel Rating won the match against Tšeliso Rakotje of Ceasars Two and Ceasars Two lost 10-15 to the visitors Platinum. It was a dead weekend for Ceasars Pool Club because they lost in the Premier League and First Division, Khachis defeated Ceasars 1312 in the match which was played at Khachis Pool Club and Ceasars Two lost to the visitors Platinum 10-15. In all the league matches, the involved players do their own refereeing and provide table officials and should have clear laws of the game knowledge. The President of LPSA Tšeliso Bulane said, “We have a challenge now and we had to divide our club into two divisions, that is Ceasars Pool Club that is playing in the Premier League and we have Ceasars Two which is playing First Division

Joel Rating beat Tšeliso Rakotje in the 8th match

because we have many players and they cannot all play. But since we divided our club into two, most of them enjoy the game because they are playing and they can be promoted as a team into the Premier League level and this has attracted other clubs and they will register into First Division.” This is how they played a fort night ago: Leribe Dallas 17-8 Setla, Galaxy 18-7 Elangeni and Natalis 13-12 Blackpool. In the Maseru

First Division results are as follows: Zizzlers 7-18 Goldenline, Paul Master 10-15 Chivas, Naleli Masters 15-10 Yellow Tau and Ceasars Tow 10-15 Platinum In the Maseru Premier League are as follows: PJ 11-14 Mabote Masters, Cecil 13-12 DRC, LDF 11-14 Katlehong, Fastkill 196KTA, Khachis 13-12 Ceasars, Lifateng 14-11 Sekoele, Crusaders 13-12 Pasco’s and Molalana 15-10 Manhattan.

Swallows have opportunity to bounce back

SPORTS

My observation to date

By Tšeliso Tale MASERU-Mazenod’s famous football club Swallows, ‘Maswaiswai’ of Canada have an opportunity to bounce back into the First Division after they defeated Machokha of Thaba Bosiu a painful 1-0 on Monday, this is after spending one season playing in the B Division. Swallows is the champion of Maseru District and they represent Maseru Football Association (DIFA Maseru) in the National Region Football competition that will be hosted by Thaba Tseka District before they come to Mafeteng District where the National B Division final tournament will be played The only goal of the match came in the first 4 minutes of the match through the legs of number 14 Monyatheli Ntobo, the match officials were a set of Lesotho women FIFA referees, ’Mathabo Kolokotoane centre referee, Puleng Mahomo first assistant and Polotso Maapara second assistant another pair of watchful eyes being Mohlolo Phomane . Maseru is the only district that has more than 50 teams, compared to other districts which have less than 10 teams in the B Division. This means Maseru teams play more matches than other districts before they qualify. This is an added advantage to the team that qualifies in Maseru to go all the way and win the National Championship. The disadvantage is that, those from the districts play for a short

time and qualify while waiting for a Maseru Team and they have an advantage to pick the best players in the district and make one team. Their DIFA’S can even assist them to provide them with new players’ licenses to avoid protests, since National Competition is the responsibility of each district. The President of DIFA Maseru, Qamako Mahao said, “Swallows no longer represents the people of Mazenod but the whole of Maseru District and it our responsibility as DIFA Maseru to support Swallows all the way to the National Competition.” Mahao said some districts have completed their league even before we complete our first round and I want to believe that, they have picked the best players in the dis-

trict and organised the players’ licenses with the assistance of their DIFA’s. “Again we have bought a Football Team Jersey for the Maseru Champions and the runner-up with the money we have collected at the gate during these games. We will work hand in hand in preparation, till we win the finals,” said Mahao. Swallows walked away with a floating trophy and 25 gold medals and set of football jersey and Machokha walked away with 25 silver medals and set of jersey. On Sunday Swallows humiliated another Thaba Bosiu team 5-0, Machokha was playing the Constituency completion in Machache organised by Monyane Moleleki instead of watching Swallows match and resting.

Women Rider Project introduced By Tšeliso Tale MASERU-Tummy Bicycle Shop has introduced Mabote Women Bicycling Workshop Project for the women of Ha Mabote and nearby villages above 15 years starting from the first week of March 2016. Tummy Bicycle Shop came up with the idea and approached the Chief of Ha Mabote and proposed a community gathering. This Shop together with Tummy Cycling Club announced the gathering all over Ha Mabote riding along the roads of Ha Mabote and the nearby villages on Saturday before the day of the gathering. The gathering was held on Sunday and a large number of Mabote women community came and they were informed with the project. They came to learn riding a bicycle and Tummy Bicycle Shop provided with bicycles and teaching the women on how to ride the bicycle and the training took place at Maqalika Dam near Ha Mabote. The owners of Tummy Bicycle Shop and Tummy Cycling Club Tumisang and ‘Mamonyane Taabe led the workshop by teaching the

learners. On the first day, close to twenty-five Mabote women came to the party, but to date they have exceeded fifty women new riders. Some took one day to learn and become riders while others two to three days. They begin with the lessons on weekends, Saturdays and Sundays but with the request of the learners, it is now everyday training. Initially it was from 06:30 am till 09:00am on Saturdays morning. They do not have training session and only come in the afternoon and on Sundays; they come at 17:30 pm till 19:00 pm. Today is 06:30 am till 09:00 am and 17:00 pm till 18:00 pm during the week on Saturdays, and on Sundays after church and 17:00 pm till 18:00 pm in the afternoon. Tumisang Taabe said, “Initially the opportunity was meant for Ha Mabote and the nearby women above 15 years-old community just to attract them into sports and they could be easily manageable, but today we allow Basotho from other places on special arrangement.” Soon in April we are going to in-

troduce Women Cycling Tour Club where we will ride in a group on the announced dates in the Berea area and we want to turn them into professional riders, but not all of them since we have some over 45 years of age coming for training. Taabe added: “We have also introduced Old Stock Football team and soon we will introduce Old Stock Netball. We have donated two soccer balls to the old Mabote community men and we have two netballs to donate to Mabote community women. These people will introduce Tummy Bicycle Shop to other women of Lesotho and they will buy from us and they will also come to us for their bicycle repairs. But this workshop will last for only three months for free.” Taabe is the former President of Lesotho Cycling Association (LCA) for 2012-14 term. He is the owner of Tummy Bicycle Shop, Tummy Cycling Club, KTA Cycling Club, Nelese Cycling Club and he has donated over 2500 bicycles to vulnerable Basotho children, community, cycling clubs, old age Basotho and orphans home.

MASERU-The 2015/16 Vodacom Premier League competition is hosting up between the defending Champions and former Caf Champions League contestants Lioli, the historical Caf Champions League and Caf Confederation Cup Quarterfinalists Matlama and the Caf Champions League contestants Lesotho Correctional Services (LCS). With less than six games to go, it is not clear which one is going to win the 2015/16 Vodacom Premier League. Three of them have already qualified for the 2016 Independence Cup (Top-4). They will be joined by Sandawana, Bantu, FC Likhopo or Kick4life depending on their performances in the few upcoming games. Matlama for the first time in more than five years is contesting the league championship and this is the youngest in the Vodacom Premier League. This is after the Matlama Executive Committee (EC) appointed Moses Maliehe as Head Coach of the City Boys club. While Lioli and Bantu have been in the chart contesting the league championship, Independence Cup and Lesotho National Insurance Group (LING Top-8). This Matlama side has been together for the past three years and the time is paying off with the good results. Lioli is still contesting, while Bantu is losing the momentum of contesting the league championship and fighting for a place in the 2016 Top-4. The dream of Basotho to watch the four district clubs competing in the most prestigious and longest cup final Independence Cup is receding since Liphakoe, Linare and Likila are not promising. They are not even the top-8 teams as we speak, although Liphakoe is promising to claim a place in the Top-8. But we should not turn a blind eye at Lesotho Defense Force (LDF). From nowhere LDF have surprised many clubs. LDF defeated Matlama in the first leg of the 2015/16 Vodacom Premier League competition, in the first leg of the LNIG Top-8 and went on to knock Matlama out of the competition. They can still get into the 2016 Top-4. Among the three clubs Lioli, Matlama and LCS, Lioli have more advantage to win the league, since their technical team is made up of experienced coach Halemakale Mahlaha who played for Matlama, coached Matlama, Lioli, Makoanyane XI and Likuena. Thabile Secker has played for Lioli, LCS, Matlama and Likuena, he has experience of international fixtures with LCS and Likuena. The biggest challenge with LCS is that, their technical team is made up of new blood coaches who have just retired from professional football. They lack experience as coaches but they have also played in international fixtures as players. Mpitsa Marai played for Liphakoe, Arsenal, LCS and Likuena and he coached Liphakoe, Bantu now LCS but their players lack international exposure so their chances are slim.

Who is to blame for Likuena’s loss? By Tšeliso Tale MASERU-Seychelles humbled Likuena 2-0 in the first leg of the 2017 African Cup of Nations (Afcon) competition played in the Seychelles last Saturday. The two nations will meet again in the second leg match this evening at Setsoto Stadium in Maseru. Moses Maliehe and Likuena team lost their first real and official test to Seychelles on Saturday, with a promising margin. The Likuena side went to this match with no international friendly under their belt as the one between them (Likuena) and Swaziland was cancelled because Lioli had to face Lesotho Correctional Services (LCS) in a league match. Every preparation had been done very well till a fortnight ago when Likuena’s match against Swaziland was cancelled which made it very difficult for Maliehe to know his side very well. The inexperienced Likuena side had to face Seychelles without the legs of the most experienced and tough middle fielder Tšoanelo Koetle who was expelled from the camp at the 24th hour and replaced by

Likuena just before Monday training session

Phafa Tšosane of Matlama, taking the number of Matlama players to five and reducing Lioli players to seven. This made Maliehe to make late changes in his preparation after he had announced his final squad and Koetle requested to be paid the remaining Likuena players balance for past fixtures. Lesotho Football Association (LeFA) decided to expel him from Likuena’s camp and dropped him from the team to fly to Seychelles. Likuena arrived late in the evening of Thursday in Seychelles and managed to have one training session on Friday afternoon, before they faced Seychelles away from

home and they lost 2-0. The first goal came within the first 5 minutes of the first half and the second came in first 10 minutes of the second half. Likuena Head Coach Maliehe said,“I do not want to talk about the trip to Swaziland which was canceled, because we organised the friendly match with Likuena ex players and they gave us a good match. What was a big blow was the dismissal of Koetle psychologically on the players. Our players are not professionals and such a thing could affect them very seriously and we do not have counsellors to work with. We lost an easy game but Sey-

chelles is technically good and they know what they are doing, now we arrived home at 3 am on Monday, a few hours before our second leg against Seychelles while they arrived on 15:00 on Sunday and again we are training once before the match.” The team that represented Basotho in Seychelles was made up of eight Lioli players, three from Matlama, two Kick4life, two Bantu, one each from FC Likhopo and LCS. They are as follows: Goalkeepers: Liteboho Mokhehle of Lioli and Daniel Jousse of LCS. Defenders: Kopano Tšeka, Basia Makepe, Mafa Moremoholo and Bokang Sello all from Lioli and Nkesi Rankhasa of Matlama and Spirit Malefane of Bantu. Middle Fielders: Phafa Tšosane, Jerry Kamela and Tumelo Khutlang although Koetle was cut out, Kefuoe Mahula, Jane Thaba-Ntšo of Matlama and Hlompho Kalake of Bantu. Strikers: The three Likuena strikers were as follows: Thabiso Brown-Striker and Motlalepula Chabeli-Striker of Kick4life, Motebang ‘Nyapetsi’ Sera of Matlama who is playing his football in Europe, Tsotleho Jane and Lehlomela Ramabele of FC Likhopo.

Basotho still have potential to win Two Oceans By Tšeliso Tale

MASERU-Basotho still have the potential to win 56km Two Oceans Ultra Marathon race. This after the two former Basotho Two Oceans champions Motlokoa Nkhabutlane (40182) and his brother-in-law Mabuthile Lebopo (40245) booked 3rd and 4th place on Saturday in Cape Town. Mabuthile Lebopo is the former 2010 56km Two Oceans Ultra Marathon champion and he came 4th on Saturday and his brother-in-law Nkhabutlane is the former 2014 56km Two Oceans Ultra Marathon champion and he came 3rd on Saturday. Basotho were late to attack for the championship and at least booked three positions in the 2016 56km Two Oceans Ultra Marathon because Masilo Matjeane booked the 7th position. Ramakoae Nkhasi is the 2016 21.1 km Two Oceans Half Marathon. He topped the nine South Africans in the top ten and no Basotho women competed in this year race. The man who led the 2016 56km Two Oceans Ultra Marathon race from the start and 2015 champion

Most of these runners were competing in this year's race

Modibe Mamabolo (4699) ended in 6th place and Porthiper Dombojena who was in the second position ended at 5th position. The 2016 56km Two Oceans Ultra Marathon race was won by Mike Fokoroni (40232) and seconded by Collen Makaza (40250) both from Zimbabwe. Fokoroni walked away with the cheque of M250 000, flooding Old Mutual 2016 56km Two Oceans Ultra Marathon, gold medal and gift.

In the women’s race the defending 2015 56km Two Oceans Ultra Marathon Caroline Wostmann came from behind to win the race and M250 000, flooding Old Mutual 2016 56km Two Oceans Ultra Marathon, gold medal and gift. Lebopo said, “I could have won the race, but l did not prepare very well for the downhill, since I spent most of my time on injury and had made sure that l ran the race and decided not train downhill’s. I

think it is now time for us to work as group again because we used to dominate top-10 in South African long distance race.” Nkhasi who is the 2016 21.1 km Two Oceans Half Marathon champion walked away with M25 000 cheque, flooding Old Mutual 2016 56km Two Oceans Ultra Marathon, gold medal and gift and this has brought the hope that Basotho will still dominate South African long distance race as one Basotho youth runner won the 2016 21.1km Two Oceans Half Marathon. In 2016 21.1 km Two Oceans Half Marathon top ten there was one foreigner and was Nkhasi and the rest were South Africans. In 2016 56km Two Oceans Ultra Marathon top ten there were three Zimbabwean’s, three Basotho and four South Africans. In the 2016 56km Two Oceans Ultra Marathon women’s race South Africa dominated with seven, the rest from different African countries. Even though Lesotho is doing so well in South African Marathon, Lesotho misses to hold any medal in the Commonwealth, Olympic Games and All Africa Games after Thabiso Moqhali Commonwealth gold.
