McKinley Health Center Our FY ‘21 Annual Report is dedicated to the Illinois community of heroes during this pandemic. The healthcare workers, administrators, researchers, essential workers and students provided unconditional support, guidance and service in unprecedented times. These groups provided strength, adaptability and resilience to build a stronger and safer community that will continue to lead in academic excellence and transformative learning, “That’s the Power of I.” McKinley’s history of collaboration, establishing community partners, leading emergency preparedness drills, hiring of quality staff and having financial stability provided the f ramework for us to promptly pivot in a time of desperate need. We are proud to share that we were able to maintain operations throughout the entire pandemic. Relationships and resources gave McKinley’s organization the confidence to keep students and staff well to excel during uncertain times.

Directors Message Dear Colleagues; As I reflect on our goals and accomplishments over this Pandemic year, I could not be prouder of what was accomplished by our McKinley team. Our dedicated staff adapted promptly and confidently which led to our many achievements throughout the year. The Pandemic began in the Spring of March 2020 and continued through Fiscal Year ‘21. McKinley Health Center remained open and continued to offer essential services to meet the needs of our students, through both face-to-face and telehealth services. With so much of the campus and community shut down, there was less demand for onsite acute care. This allowed telehealth to serve as the primary medium through which care was rendered, until vaccinations became available and the community relaxed restrictions. The massive campus-wide saliva testing program (i.e. SHIELD) was highly successful. Our highest 7-day positivity rates never exceeded two percent and generally remained below one percent. This program significantly helped keep McKinley a very safe place to deliver care to our students who were required to be test compliant with masking and temperature checks upon arrival. These safety measures coupled with the building and personal protective measures resulted in no cases of known COVID transmission within McKinley. McKinley helped lead the campus and community-wide response to the pandemic by coordinating with key stakeholders to limit and control the outbreak on campus. McKinley supported the campus-wide SHIELD program as the primary interface with local public health officials by supporting the launch of an accredited saliva testing lab at the Vet School, which interfaced with McKinley’s electronic health record (EHR), the State of Illinois surveillance database and the Safer Illinois App. McKinley leadership maintained open communication with campus Public Affairs, the COVID Answer Center and the SHIELD-30 team. When vaccinations became available in December 2020, McKinley recruited active and retired nurses, physicians, pharmacists and advanced practitioners to administer approximately 17,400 COVID-19 vaccines to students, faculty and staff. Mental health issues surged during the pandemic as our students struggled with illness related issues among loved ones, transitioning to online instruction, and social isolation. Their struggles to cope was part of similar struggles among the McKinley caregivers, creating challenges that fortunately brought us all closer together. Mental health conditions comprised approximately 40% of all the visit reasons during the pandemic year. All mental health appointments remained fully booked. To address the increase in demand for mental health services, McKinley has two additional psychiatrists joining August 2021. We also have approval to hire an additional psychiatrist.


McKinley’s Laboratory underwent a routine unannounced accreditation survey by the College of American Pathologists (CAP). Once again, the survey went well, and we successfully passed the rigorous accreditation standards and achieved full accreditation. McKinley made progress in many other critical areas that are featured throughout this report. The impact of the pandemic will no doubt manifest difficult economic conditions that will continue into the 2022 academic year. The Health Center will be challenged to contain cost while continuing to enhance services to our students. We have established a strong financial foundation and will be able to accommodate the immediate shortfall. Our biggest challenge as we embark on 2022 will be staffing. Many McKinley staff took advantage of the campus-wide early retirement incentive program, leaving many key positions to fill. McKinley is receiving support from campus leadership as we recruit for these positions. Meanwhile McKinley will go into 2022 embracing new technologies and innovative solutions to enhance services offered to our students. We will also continue to increase our social media presence to connect and engage with students and to promote our services. These changes reflect the fundamental shift in patient expectations and how we will interact in the future. Our student advisors strongly encourage the use of live video platforms to address health matters of importance to both general and culturally identified interests on campus. While McKinley’s YouTube presences is continuing to grow, we will be launching Healthy Illini Podcasts this fall. McKinley is very encouraged and hopeful as we welcome the coming year. We are invested in the student experience through deliberate planning and strategy. Our dedication to safety, quality and service will guide us into the future as we align our strategic goals with our mission, vision and values. Sincerely,

Achievements McKinley Health Center staff was integral to the development and implementation of the SHIELD COVID-19 testing program. In the early stages McKinley collectively worked with campus units and Medicat, our electronic health record (EHR) vendor, to automate much of the process. Staff shared their knowledge and skills by providing software which created a check in process that produced a lab order, label and collection method for contact information. In addition, they created an automated notification process which immediately sent results when available to the students and staff. The lab results could be accessed through the MyMcKinley patient portal in the EHR. An HL7 interface with the State of Illinois provided the necessary COVID-19 testing results to the State. As this process proved effective, training was provided to the UIC and UIS campuses. Our Director, Dr. Parker, served as the ordering provider for the campus and assumed responsibility for notification of test results to students and staff. The creative contributions of McKinley staff supported this successful COVID-19 testing program.

McKinley installed its first remote vending machine at Ikenberry Commons on January 26, 2021. The program expands access to the same products dispensed through our Health Resource Centers and over-the-counter products. The program interfaces nicely with our telehealth services and we believe will become a real student satisfier. Our Pharmacy Supervisor and IT Director presented at the American College Health Association national conference regarding this innovative approach to pharmaceutical distribution on a college campus.


McKinley was involved with the initial planning for COVID vaccinations at the iHotel Convention Center. We identified marketing needs for both internal and external use. We designed these materials which were later used by CUPHD who took the lead in orchestrating the Vaccination Administration Program for our community.

COVID VACCINES McKinley maintained space

at Campus Recreation Center East (CRCE) to implement the COVID Vaccination Program. McKinley staff and retirees were instrumental in the success of vaccinating 17, 411 students, healthcare workers and emergency responders. McKinley’s medical records staff supported COVID initiatives by providing electronic health record (EHR) training and support to campus (DIA and Beckwith), Champaign-Urbana Public Health Department and the University Systems (UIC and UIS) staff accessing Medicat. Support was provided for scheduling and appointment check-in at the Nasal Swab testing site at CRCE. Staff recorded COVID vaccine dates for students and faculty/staff for use in the Safer Illinois App. McKinley’s Laboratory supported COVID initiatives by creating a Medicat/Carle interface for COVID nasal swab testing to enhance test turnaround and electronic storage/notification of test results. In summer of 2020, staff worked with the Division of Intercollegiate Athletics to perform blood draws and coordinate nasal swab testing for COVID antibody/antigen testing to ensure a safe return of athletes to campus.


Achievements In FY21 McKinley Health Center (MHC) implemented PowerDMS, a document management system, which supports policy/procedure review and distribution, annual trainings, and accreditation reporting. In addition to the general operations, a PowerDMS feature, called Assessments is being populated. This feature allows MHC to leverage Power DMS documents to evidence its compliance to its accreditor. Assessments will automatically update with any document changes made, reducing redundancy and work load while improving compliance documentation.

This is the second consecutive year that McKinley Health Center has been recognized for their efforts in reducing energy consumption. As a recipient of the 2020 Energy Conservation Incentive Program (ECIP) in the Occupant Action Category, McKinley placed third by reducing energy consumption by 19% and generating a savings of over $66,000.

McKinley’s Pharmacy took action to reduce the unnecessary traffic inside the health center by offering curbside pick up for prescriptions. Students would phone in their arrival and Pharmacy staff would bring to them their medications.


The COVID Wellness Ambassadors, from Public Affairs, assisted McKinley with several efforts. They helped promote the flu campaign and provided support at flu outreach locations. They also were key in helping with the implementation of our COVID Vaccination site at CRCE where they assisted McKinley staff in streamlining the process and making sure individuals followed proper precautions.

McKinley hosted Sonalee Rashatwar (she/they) an award-winning clinical social worker and sex therapist. Sonalee specializes in treating sexual trauma, body image issues, racial or immigrant identity issues, and South Asian family systems, while offering fat and body positive sexual healthcare. On Monday February 22nd, we hosted a campus wide event via Zoom called Powerful Bodies: Practicing Body Positivity in Ourselves and Relationships. We had over 120 in attendance. As the campus health center, we know that body image and healthy sexuality continue to be two specific areas of health that challenge our student population. Our students’ health, behaviors and perceptions are shaped by dominant cultural influences, external pressures, and unrealistic expectations we set for ourselves about body image and sexuality. Sonalee shared the importance of body positivity in healthcare including sexual healthcare. In addition to this campus Zoom, Sonalee had a private Zoom session with 40 McKinley providers.


Diversity, Equity & Inclusion McKinley Health Center values diversity and considers a commitment to diversity as integral to its mission and its pursuit of excellence in healthcare. The Health Center believes that diversity encompasses, but is not limited to age, gender, race, national origin (ethnicity), religious beliefs, disabilities, sexual orientation, economic circumstance and lifestyle. As health care professionals at the University of Illinois, McKinley provides care to patients from all over the globe. Each of these individuals carries with them cultures, customs and a set of beliefs and behaviors that may affect the way they interpret the world and their experiences. As part of our mission to deliver compassionate and quality healthcare, staff recognize, respect, and adapt to the diversity of each individual. Staff respect the values and individuality of our patients and acknowledge that their beliefs may influence their response to healthcare. Staff avoid making assumptions, always present in a non-judgmental manner, and accommodate patients’ needs whenever possible and by doing so will improve the patients overall experience. McKinley Health Center commits to understand, value, and include diversity in the workplace and provide culturally competent services to our patients. As such, ongoing professional development is provided at all staff meetings to increase cultural awareness, address biases and encourage open and thoughtful conversations that will enhance attitudes, behaviors and skills. Pronouns is one of the ways we personally identify. Using preferred pronouns shows respect, creates an inclusive environment and promotes open communication. McKinley has added to MyMcKinley healthcare portal, the option for students to define their preferred name usage and pronouns. In Pharmacy, we are working toward accommodating script labels with preferred names, and technology services is advancing the saliva test labels to include preferred names.

McKinley’s Health Education staff work with the Cultural Centers, Student Affairs Units, Academic Units and community partners to connect and educate our students about health and wellness topics and concerns. Their efforts inspire and empower individuals across campus to come together and share conversations around wellness matters that are personal yet connective amongst others. The relationship building our Health Education staff establish helps grow their mission to support and encourage healthful lifestyles for the diverse UI student population.

Goals ‘22 - ‘27 McKinley Health Center is taking steps toward the development of their strategic plan. McKinley’s Senior Leadership developed four goal statements to guide McKinley through FY27. Next, we will be engaging our Unit Managers in the strategic planning process which at this time is still progressing. Goal #1 ▶ Leverage technology to increase access, reduce barriers and enhance quality of services.

Achieved/Timeline:

Zoom is utilized by McKinley for Telehealth visits. Breakout Rooms will allow McKinley to leverage clerical staff so providers can work more efficiently and effectively. It is planned to launch this service with one or two providers to champion the software and ensure workflow accuracy. A complete roll out is

planned for January 2022. Metrics/Evidence: Full implantation of Zoom Breakout Rooms for Telehealth visits. Goal #2 ▶ Advance self help resources and healthy lifestyles throughout campus.

Achieved/Timeline:

McKinley manages two email addresses for anyone needing help with questions or concerns. Substantial inquiries are general information or process in nature. The information requested is found on, or should be added to, the McKinley website. McKinley has purchased an AI chatbot to add to its website to help direct inquirers to their information faster. This rapid response is anticipated to improve satisfaction, identify opportunities to expand communication/explanation, and reduce staff time needed to address general information requests. The launch of the chatbot is estimated to be January 2022.

Achieved/Timeline:

McKinley has over nine million service records in its current electronic health record (EHR). The student information within the EHR is pulled from Banner. To date, McKinley’s data has been framed around the total users of services. During FY22, McKinley will be undertaking the development of a dashboard to visualize McKinley through different demographic lenses. The dashboard is intended to provide a deeper review of current service utilization to ensure the McKinley experience is inclusive and expansive. Development is underway and estimated to be complete

by April 2022. Metrics/Evidence: A student demographic dashboard of McKinley utilization.

Goal #4 ▶ Steward McKinley resources.

Achieved/Timeline:

McKinley remains committed to the recurring use of the National College Health Assessment (NCHA) survey to help gauge the current McKinley services and identify needed service expansions. The survey will occur in March 2022.

Data analysis should be complete during June 2022. Metrics/Evidence: Completed data analysis of the Spring 2022 NCHA survey.

Upcoming Challenges ▶ Address rising demand for mental health services. ▶ Manage economic challenges and financial impact of the COVID-19 Pandemic. ▶ Due to early retirements, key roles are vacant so staffing will be a challenge till those positions are filled.
