Editorial Communication is an essential part of our lives. The better the communication the higher the chances for success, this also holds true for the world of business. With the Internet, mobile phone and e-mail both opportunities and speed of communi­ cation have dramatically increased over the past years.

Print media, by contrast, have hardly changed. A book or a daily newspaper have remained as “slow“ as ever. The progression of modern means of communication has led to the prediction of the imminent death of the print media. Meanwhile some of them have actually vanished like for instance encyclopaedia, which ­today are only updated in digital form. Nevertheless, the amount of print media keeps growing. At book fairs an increasing number of titles and authors are presented every year. Whether all that is published is actually worth being written is a question we won’t pursue any further here.

Let us rather focus on ourselves, on iC and our communiCation.

Why publish a magazine when there are plenty of them available already? Why, if so many copies of them end up in the bin unread?

Here is my answer: many of us have remained “Book People” who like to feel the texture of the paper, enjoy to look at a beautifully printed page or to carefully read the text with leisure. This is one of the reasons why we have published at irregular intervals the journal of iC and why we intend to keep doing so in future. It is important to us to present our projects in a form that appeals to our readers, a form that lasts, for as long as the reader chooses.

We trust that our readers will appreciate this.

In this spirit I hope you will take much pleasure in our communiCation.

Kommunikation ist ein wesentliches Element unseres Lebens.

Auch in der Wirtschaft haben diejenigen die größeren Chancen, die bessere Kommunikation pflegen. Mit Internet, Mobiltelefon und E-Mail sind die Möglichkeiten und insbesondere die Geschwin­digkeit der Kommunikation in den letzten Jahren ­gewaltig gestiegen.

Im Vergleich dazu haben sich die Printmedien kaum verändert.

Ein Buch, eine Tageszeitung ist genauso „langsam“ wie vor zig Jahren. Mit dem Anwachsen der modernen Kommunikationsmöglichkeiten wurde den Printmedien sehr bald der nahe Tod ­vorausgesagt. Manche sind mittlerweile auch tatsächlich ge­ storben wie zum Beispiel Lexika, deren Aktualisierungen nur mehr digital erfolgen. Und dennoch wachsen auch die Print­ medien ständig. Auf Buchmessen werden jedes Jahr mehr Titel präsentiert, immer mehr Autoren drängen auf den Markt. Der Frage, ob all das wirklich schreibenswert ist, was in den verschiedensten Medien verbreitet wird, wollen wir hier nicht weiter nachgehen.

Konzentrieren wir uns auf uns, auf die iC und die communiCation.

Warum eine Zeitschrift herausgeben, wenn es so viele verschiedene davon gibt? Und warum, wenn so viele Exemplare davon ­ungelesen in unzählige Papierkörbe wandern?

Eine Antwort darauf ist: Viele von uns sind ja doch „Buchmenschen“ geblieben, die das Papier spüren wollen und die sich freuen, eine schön gedruckte Seite mit Muße betrachten, den Text in Ruhe studieren zu können. Und das war auch einer der Beweggründe für uns, warum wir in unregelmäßigen Abständen die Zeitschrift der iC herausgegeben haben, und warum wir sie auch in Zukunft weiter herausgeben wollen. Es ist uns ein großes ­Anliegen, über unsere Projekte, unsere Arbeit in einer Form zu ­berichten, die dem Leser Freude macht und die auch von längerer Dauer ist – von einer Dauer, die er selbst bestimmen kann. Und wir hoffen, dass unsere Leser dies schätzen.

In diesem Sinne wünsche ich allen viel Freude mit unserer communiCation.

VERBUND -Austrian Power Grid AG (APG ) was entrusted with the operation of the Austrian high voltage grid and supergrid in the course of European energy market liberalisation. 57 distribution stations and substations as well as 6,800 km of high voltage transmission lines and extra-high voltage lines required for the supra-­ regional transport of electricity in Austria and the exchange of electrical energy with the neighbouring countries have to be constantly monitored and operated. By preparing some 8,000 schedules per month for import and export to various national and inter­ national energy producers and large consumers around 4,500 GWh of electrical power are managed each month.

aluminium roof is an additional safety measure against water ingress. The exterior shape of the building intention­ally evokes associations with a futuristic spaceship. The redundant design of the functional units results in a mirror-symmetric floor plan. The design furthermore provides for the possibility to replace technical equipment for monitoring and remote control operation of the high voltage grid after the end of the technical service life of the control sys­tem. In the front of the building additional space has been re­ served for subsequent equipment with cutting-edge technology.

After completion of the works the current control centre can be shut down and can easily be switched to the new control centre.

The exterior of the building and a nearby power pole are spec­ tacularly illuminated at night and are true eye-catchers which can be seen from the S1 motorway passing the building to the south.

In this project iC was responsible for structural and building design as well as for the design of HVAC and electrical engineering.

In the scope of project implementation iC was furthermore in charge of site supervision of the technical building equipment.

Power flows The new control centre for Austria’s power supply Die neue zentrale Steuerstelle der österreichischen Stromversorgung

A requirement for the operation of the control centre was the implementation of an innovative energy concept based on renewable energy sources.

The computer systems required for monitoring of the substations and high voltage transmission lines produce a large amount of waste heat. This heat is extracted by means of heat pumps and upgraded to a higher temperature. The systems for heating and air-conditioning, which are designed for low temperature utilisation, use this energy for heating purposes. Low outdoor temperatures provided, it is possible to cool the computer systems of the building simply by increasing the amount of fresh air.

In the control centre a full air-conditioning system has been installed particularly suited for non-stop operation thus providing appropriate conditions for concentrated working of APG ’s shift working staff. The fully digital building control system can easily adjust lighting and ambient air to the physiological needs of the control centre staff. This building control system guarantees easy handling, monitoring and energy-optimised operation of the complex facilities. If required the air can be moistened in order to avoid static electricity or irritation to mucous membranes.

Austria’s high voltage grid is located in the centre of Europe and is thus a particularly important network node. In order to fulfil the comprehensive tasks in the power network, APG needs a permanently manned control centre, 365 days of the year. An architecture competition was launched for the construction of this control centre to be equipped with cutting-edge computer systems. The winner of this competition was the Mödling based architecture office apm Podivin & Marginter. The winning project excels through high flexibility and state-of-the-art equipment of the building and a design that spectacularly reflects the building’s purpose. “Power flows” is the motto of this reinforced concrete frame construction with reinforced window panes. The multiply curved roofing is made of aluminium plates and serves as weather proofing and shielding in case of lightning strikes. A second insulation layer under­neath the

If further heat is required the building can be supplied with addi­ tional thermal energy via a ground heat collector. This ground heat collector consists of 28 deep boreholes with a depth of 120 m each.

On the roof of the building a photovoltaic plant has been installed whose electrical power is buffered in batteries, which is an additional ecological contribution to ensure the uninterrupted pow­er supply of APG ’s computer systems. In another ground heat collector fresh air required for a hygienic air exchange is pre-heat­ed in winter and pre-cooled in summer in air ducting pipes. This, too, is an appropriate means to save primary energy. The photovoltaic plant installed on the roof has two functions: the generated power is used to charge the accumulators located in the building, which are used to bridge power outages. The inclination of the solar cells changes according to the position of the sun. This measure ensures maximum power generation and at the same time allows to shade the atrium in the centre of the building.

Access control complies with state-of-the-art safety standards: a sophisticated system guarantees the separation of employees of the control centre and visitors at the information centre.

A state-of-the-art fire alarm system (false floors and cavities between suspended ceilings and proper ceiling are monitored by separate fire detectors) allows the early detection of fire. Two separate fully automated gas extinguishing systems ensure effective fire fighting.

Conference rooms equipped with all necessary communication facilities as well as with cutting edge audio and video equipment are available for meetings with experts and decision makers in case critical network situations occur.

The information centre provides information on function and operation of the Austrian high voltage grid.

A charging point for electric cars has been installed for test purposes.

The building houses a safety and security centre for video and alarm monitoring of all Austrian substations.

The entire infrastructure equipment required for the operation of the computer systems has failover redundancy. It has been taken care in the planning process to avoid “single points of failure“. The redundant cable runs have been installed in different fire compartments thus preventing the failure of more than one functional unit caused by a singular event.

The operation of the computer systems requires electricity and cooling energy. Electricity supply is ensured by several transform­ ers and separate cable runs to the building. Within the building two separate low voltage main distribution boards have been installed. From these distribution boards redundant battery charg­ ing systems for uninterrupted power supply are fed. Cooling energy is produced by two separate heat pumps. In summer the waste heat is fed into the ground heat collector or released into the environment via two redundantly installed air exchangers on the roof. In winter the waste heat from computers and terminals is used for supplying the heat pumps. The computer rooms are airconditioned via air ducts. The water or glycol filled pipes and ventilation systems are located one level underneath the computer rooms, thus ensuring that in case of failure leakages cannot threat­en the functioning of the computers. Even if one ventilation ­system fails the other ventilation system takes over cooling of the second redundancy unit via automatically operating change-over dampers.

The building is supplied with communication infrastructure via several cable runs by means of glass fibre cables, thus guaranteeing the connection with the substation even if one of the underground cables is damaged. In case the Austrian telephone and mobile phone operators’ infrastructure fails, a satellite phone allows to establish contact with network operators abroad.

The close proximity of the switch room required special measures to reduce the impact of electromagnetic waves within the build­ ing. For this purpose an additional earthing network was installed in the reinforced concrete shell of the building. Electrically con­ duct­ing grids are welded on the outer wall of the building shell.

Thanks to this additional potential equalisation and shielding it is pos­sible to operate sensitive computer systems next to extra-high voltage lines and switch gears. In case the public power supply fails several diesel-driven generators supply the building and all necessary systems over a specific autonomous period in com­ pliance with international standards.

The project spanning three years – from 2006 to 2009 – combines modern architecture and maximum functionality with a focus on sustainable green energy.

als zentrale Steuerstelle der österreichischen Stromversorgung

Im Zuge der Liberalisierung des Strommarktes in Europa wurde die VERBUND -Austrian Power Grid AG (APG ) mit dem Betrieb des österreichischen Hoch- und Höchstspannungsnetzes betraut.

Für den überregionalen Stromtransport in Österreich und den Austausch elektrischer Energie mit dem benachbarten Ausland müssen 57 Umspannwerke und Schaltanlagen sowie etwa 6.800 Kilometer Hoch- und Höchstspannungsleitungen ständig beobachtet und geschaltet werden. Mit der Erstellung von ca. 8.000 Fahrplänen pro Monat für Importe und Exporte an verschiedenste nationale und internationale Energieerzeuger und Großverbraucher werden monatlich ca. 4.500 GWh an elektrischer Energie gemanagt.

Österreich bildet mit seinem im Zentrum von Europa befindlichen Höchstspannungsnetz einen besonders wichtigen Netzknoten.

Zur Wahrnehmung der umfangreichen Aufgaben im Stromnetz ist bei APG eine Steuerstelle erforderlich, die 365 Tage im Jahr rund um die Uhr besetzt ist. Für den Neubau dieser mit modernsten Computersystemen ausgestatteten Steuerstelle wurde ein Architekturwettbewerb ausgeschrieben, aus dem das Mödlinger Architekturbüro apm Podivin & Marginter als Sieger hervorging. Das Siegerprojekt besticht nicht nur durch die hohe Funktionalität des Gebäudes, sondern auch durch modernste technische Gebäude­ ausstattung und eine den Gebäudezweck spektakulär wiedergebende Architektur. Das Gebäude – ein Stahlbeton-Skelettbau mit aussteifenden Scheiben – steht unter dem gestalterischen Motto „power flows“. Die mehrfach gekrümmte Dachhaut aus Aluminiumtafeln hat neben ihrer Funktion als Witterungsschutz auch eine starke Dämpfungs- und Ableitungswirkung im Falle von Blitzschlägen. Eine zweite Dichtungsebene unterhalb des Aluminiumdachs sorgt für eine zusätzliche Sicherheitsreserve gegen Wasser­ eintritt. Die äußere Form des Gebäudes weckt gewollt optische Asso­ziationen mit einem futuristischen Raumschiff. Die redundante Auslegung der Funktionseinheiten bedingt einen spiegel-

symmetrischen Grundriss. Auch für spätere Erneuerungen der technischen Ausrüstung zur Fernsteuerung und Überwachung des Hochspannungsnetzes wurde bereits in der Planung Vorsorge getroffen: Im vorderen Gebäudeteil kann nach Ende der techni­ schen Lebensdauer der Warten- und Leitsysteme die bestehende Platzreserve mit zukünftig aktueller Technik ausgebaut werden.

Nach Abschluss der Arbeiten kann die derzeit bestehende Warte abgeschaltet und unkompliziert auf die neue Warte umgeschaltet werden.

Im Außenbereich wurden das Gebäude und ein in unmittelbarer Nähe befindlicher Strommast effektvoll beleuchtet. Von der im Süden des Gebäudes vorbeiführenden Autobahn S1 ist das Gebäude speziell in der Nacht als Blickfänger wahrnehmbar.

Bei diesem Projekt wurden sowohl Hochbauplanung und Statik als auch Planungen für Heizungs-, Klima-, Lüftungs-, Sanitär- und Elektrotechnik von der iC erstellt. Im Zuge der Projektdurchführung zählte auch die Örtliche Bauaufsicht der technischen Gebäudeausrüstung zum Verantwortungsbereich der iC. Eine der Vorgaben für den Betrieb der Schaltzentrale umfasste die Umsetzung innovativer Energiekonzepte auf Basis erneuerbarer Energie.

Die für die Überwachung der Umspannwerke und Hochspannungsleitungen erforderlichen Computeranlagen produzieren große Mengen an Abwärme. Über Wärmepumpen wird den Aufstellungsräumen die Abwärme der Computeranlagen und Bild-

schirme entzogen und auf ein höheres Temperaturniveau gebracht. Die auf Niedertemperatur ausgelegten Heizungs- und Vollkli­maanlagen nutzen diese Energiemengen zu Heizzwecken.

Entsprechend niedrige Außentemperaturen vorausgesetzt, können die Computersysteme des Gebäudes durch Erhöhung des Frischluftanteils auch ausschließlich mit Außenluft gekühlt werden.

Für den rund um die Uhr besetzten Wartenbereich wurden speziell für diese Dauerbetriebszwecke optimierte Quellluftsysteme errichtet. Mit diesen wird die Konzentration der im Schichtdienst eingesetzten Mitarbeiter der APG optimal unterstützt. Durch die volldigitale Gebäudeleittechnik können Beleuchtung und Raumluftkonditionen den physiologischen Bedürfnissen der Personen in der Warte einfach angepasst werden. Mit diesem Gebäudeleitsystem können die komplexen Anlagen einfach bedient, überwacht und energieoptimal betrieben werden. Ebenso wird zur Verhinderung von statischer Elektrizität und von Reizungen der Schleimhäute die Luft im Bedarfsfall befeuchtet.

Sollten weitere Wärmemengen erforderlich sein, kann über einen Erdwärmekollektor zusätzliche thermische Energie ins Gebäude eingeleitet werden. Der Erdwärmekollektor besteht aus 28 Tiefenbohrungen zu je 120 m Tiefe.

Auf dem Dach des Gebäudes ist eine Photovoltaikanlage installiert, deren elektrische Energie in Batterien gepuffert wird und so einen zusätzlichen ökologischen Beitrag zur unterbrechungsfreien Stromversorgung der Computersysteme der APG leistet.

In einem weiteren Erdkollektor wird in luftführenden Rohren die für den hygienischen Frischluftaustausch erforderliche Luft im Winter vorgewärmt und im Sommer vorgekühlt. Auch mit dieser Einrichtung kann wertvolle Primärenergie eingespart werden. Die am Dach des Gebäudes angebrachte Photovoltaikanlage erfüllt zwei Funktionen: Der erzeugte Strom wird zur Ladung der im Gebäude befindlichen Akkumulatoren zur Überbrückung von Stromausfällen verwendet. Die Neigung der Solarzellen wird dem Sonnenstand nachgeführt. Diese Maßnahme stellt eine maximale Stromerzeugung sicher und ermöglicht somit gleichzeitig eine Beschattung des im Inneren des Gebäudes gelegenen Atriums.

Die Zutrittskontrolle entspricht modernsten Sicherheitsstandards: Durch ein ausgeklügeltes System wird die Trennung der Mitarbeiter der Sicherheitswarte und der Besucher im Infocenter gewähr­ leistet.

Eine Brandmeldeanlage in Vollschutztechnik (Zwischenböden und Hohlräume der abgehängten Decken werden durch eigene Melder überwacht) ermöglicht eine Brandfrüherkennung. Mit Hilfe zweier voneinander unabhängiger und vollautomatischer Gaslöschanlagen können Brände wirksam bekämpft werden.

Für den Fall besonderer Netzsituationen sind Besprechungsräumlichkeiten für Experten und Entscheidungsträger vorgesehen.

Diese Räume sind mit allen erforderlichen Kommunikationseinrichtungen sowie dem Stand der Technik entsprechenden Audiound Videogeräten ausgestattet.

Im Infocenter können sich interessierte Personen über die Funktion und den Betrieb des österreichischen Hoch- und Höchstspannungsnetzes informieren.

Für Testzwecke wurde eine Stromtankstelle für Elektroautos installiert.

In einem im Gebäude untergebrachten Safety & Security-Center werden alle österreichischen Umspannwerke video- und alarm­ überwacht.

Alle für den Betrieb der Rechnersysteme erforderlichen infrastrukturellen Einrichtungen sind redundant vorhanden. Bei der Planung wurde auf die konsequente Vermeidung sogenannter „Single Points of Failure“ geachtet. Die redundanten Kabel- und Leitungswege wurden konsequent in unterschiedlichen Brandabschnitten verlegt. Auf diese Weise kann der Ausfall von mehr als einer Funktionseinheit durch ein Einzelereignis ausgeschlossen werden.

Für den Betrieb der Rechnersysteme sind Elektrizität und Kälteenergie erforderlich. Die Versorgung mit Elektrizität erfolgt über mehrere Transformatoren und über getrennte Kabelwege bis zum

Gebäude. Im Gebäude selbst wurden zwei getrennte Niederspannungshauptverteilungen errichtet. Von diesen Verteilern werden die ebenfalls redundant vorhandenen Batterieladesysteme für die unterbrechungsfreie Stromversorgung angespeist. Kälte wird mit zwei voneinander unabhängigen Wärmepumpen erzeugt. Im Sommerbetrieb wird die entstehende Abwärme entweder in den Erdwärmekollektor geleitet oder über zwei am Dach befindliche, ebenfalls redundant vorhandene Luftrückkühler an die Umgebung abgegeben. Im Winterbetrieb versorgen die Wärmepumpen das Gebäude durch Nutzung der Abwärme aus den Computer- und Großbildschirmsystemen. Die Rechnerräume im Gebäude werden über Luftkanäle klimatisiert. Die mit Wasser bzw. Glykol befüllten Rohrleitungen, Behälter und Lüftungsanlagen befinden sich eine Ebene unter den Rechnerräumen, womit sichergestellt ist, dass im Schadensfall austretende Flüssigkeit keinesfalls die Funktion der Computeranlagen beeinträchtigt. Selbst bei Ausfall einer Lüftungsanlage kann durch automatisch wirkende Umschaltklappen die jeweils andere Lüftungsanlage die zweite Redundanzeinheit kühlen.

Das Gebäude wird über mehrfach vorhandene Kabelwege mittels Lichtwellenleiterkabel mit Kommunikationsinfrastruktur versorgt. Dadurch kann selbst bei Beschädigung eines Erdkabels die Aufrecherhaltung der Verbindung mit dem Umspannwerk gewährleistet werden. Für den Fall eines Ausfalls der österreichischen Telefon- und Mobilfunkinfrastruktur ist ein Satellitentelefon zur Kontaktaufnahme mit im Ausland befindlichen Netzbetreibern vorhanden.

Die unmittelbare Nähe der Schaltwarte machte besondere Maßnahmen zur Verringerung der Auswirkung elektromagnetischer Wellen im Gebäude erforderlich. Im konkreten Fall wurde in der Stahlbetonhülle des Gebäudes ein zusätzliches Erdernetz errichtet.

An diesem sind an den Außenwänden elektrisch leitende Gitter angeschweißt. Mit diesem zusätzlichen Potentialausgleich und Abschirmungen ist der Betrieb empfindlicher Computersysteme auch neben Höchstspannungsleitungen und Schaltanlagen möglich. Mehrfach vorhandene dieselbetriebene Netzersatzaggregate versorgen im Falle einer Störung der öffentlichen Stromver­sorgung das Gebäude inklusive aller Systeme für eine nach internationalen Standards für den Netzbetrieb vorgeschriebene Autonomiezeit.

Das Projekt, dessen Laufzeit sich über drei Jahre von 2006 bis 2009 erstreckte, vereinbart moderne Architektur und höchste Funktionalität mit besonderem Fokus auf nachhaltige grüne Energie.

From Low Energy to Plus-Energy House Buildings as Future Energy Suppliers?

The times have passed when energy saving was of interest only for eco freaks.

Today this subject is discussed throughout the society. The necessity to reduce emissions to an amount that does not harm our atmosphere has meanwhile been internationally accepted. The implementation of adequate measures is one of the major tasks of our generation.

More than 40 % of the entire energy within the EU are consumed by buildings B. In Austria alone the energy needed for heating build­ ings accounts for 14 % of the overall energy demand C. Austria has committed itself under the Kyoto Protocol to reduce greenhouse gas emissions by 13 % until 2012 on the basis of 1990 levels. Ac­ cording to a publication of the European Environment Agency from spring 2010 Austria is way behind targets. Even if in absolute figures greenhouse gas emissions have slightly decreased, there has been an increase of 9.8 % compared to the base year of 1990.

Consistent thermal rehabilitation of buildings could, however, be an appropriate means to reach the target (see figure below: energy consumption in private households).

In 2002 the EU passed a directive on the energy performance of buildings thus creating the basis for legislative measures in the member states. The directive demanded comprehensible methods of calculation, minimum requirements regard­ing energy-efficient building standards and the compulsory declaration of the energet­ic quality of a building in the form of energy certificates (obligation of disclosure, mandatory display). In Austria the technical part was implemented in standards and the Direc­tive OIB-RL6. The requirements for “enhanced thermal insulation”, valid since 2010, demand a thermal building standard that only slightly exceeds the requirements for low energy houses. Newly constructed buildings whose heating demand falls below the requirements by approx. 11 % are low energy houses D by definition.

In 2010 the EU issued a new building directive E including the following key points: • The duty to display energy certificates has been extended: it shall be mandatory to display energy certificates even in ­smaller public or private buildings that are heavily frequented (so far this has only been mandatory in public buildings with a GFA of 1,000 mC or more).

• The disclosure of energy ratings in real estate offers (e. g. in newspapers or on the Internet) has become mandatory, which means that the quite popular option of non-submission no ­longer applies (in case no energy certificate is provided, an energy efficiency corresponding to the age and type of building is deemed agreed).

• To use or analyse the possible utilisation of alternative energy systems and energy sources is now obligatory independent of the size of the building (so far only required for new buildings with a GFA exceeding 1,000 mC).

more accurately given the fact that in residential buildings of ­ igher quality the final energy demand is in most cases more than h double of the calculated heating demand. In fact the definition of “nearly zero energy buildings” of the new EU directive tightens the requirements to the energy performance of buildings in more than one way.

Basically, it has to be clear that with newly constructed buildings it is impossible to save energy. Any newly constructed modern build­ ing causes an increase of both overall energy demand and CO2 emissions. So in fact only rehabilitation measures offer real saving potential. The new EU directive provides for a mandatory realisation of this potential. A new OIB directive for the technical implementation of this new EU directive is currently being prepared (see figure above: Development of the requirements to the heat­ ing demand).

The following definitions are even more exacting: • Energy neutral zero energy buildings • Energy self-sufficient zero energy buildings • Energy neutral plus-energy buildings • And, finally, energy self-sufficient plus-energy buildings

What does “nearly zero energy standard“ mean? In the Austrian Standard ÖNORM B 8110-1 this category refers to the so-called line 10 (according to the formula for heating requirements in residential buildings: 10*(1+2.5/lc)). The next level is the so-called zero energy building. However, the terms low energy building, nearly zero energy building and zero energy building defined in this standard do only provide information on the heating demand of the build­ ing. The energy demand for lighting, hot water, cooling and air conditioning is not taken into consideration. The term “nearly zero energy building” as defined in the EU directive of 2010 is more comprehensive: almost no energy at all may be required for heat­ ing, cooling, air conditioning and hot water, i.e. a substantial part of this energy has to be covered by renewable energy sources available at the point of use. This approach is more targeted on the final energy demand of a building and allows to assess a building

A building is energy neutral if it has an even energy balance over a period of one year, and it is energy self-sufficient if it requires no energy from external sources. Plus-energy buildings produce energy and feed it into the grid, for instance. From a technical point of view plus-energy buildings are absolutely feasible today: a high quality thermal building envelope making a main heating system unnecessary, an efficient ventilation system with high-perform­ ance heat recovery to reduce losses through ventilation, a geomet­ rically optimised building shape which allows maximum utilisation of solar energy combined with a solar collector plant for hot water production and a photovoltaic plant for electrical power gen­eration for lighting and technical components.

Irrespective of the discussion on sophisticated energy saving build­ ings we should, however, bear in mind that an energy self-suffi­ cient plus-energy single-family house in the countryside is useless as long as its occupants have to travel great distances every day with motor vehicles to get to work. From a holistic point of view compact multi-family dwellings in dense settlement areas or blocks of buildings in urban areas with a slightly higher energy consumption are in most cases the more sustainable solution.

Even if buildings will not take the place of power stations in the near future and we will not be able to replace our historically devel­oped urban structures, we will certainly be able to con­ siderably reduce our energy consumption.

ventilate. As a result of increasingly air-tight building envelopes mechanical ventilation systems have become indispensable. This is the only way to avoid humidity and to compensate incorrect ventilation behaviour. Today it is absolutely feasible to integrate photovoltaic systems into the building, as numerous commercial projects with photovoltaic facades demonstrate. As a matter of fact the costs for such systems exceed the usual investment costs (a photovoltaic facade is 20 % more expensive than a conventional facade of natural stone F). However, it can be assumed that in future an increased market demand will bring about a reduction of costs and in turn a more widespread utilisation. Of course it is not possible to equip each and every building with energy recovery sys­tems. PV elements require a specific orientation of the building and for geothermal plants large and massive underground build­ ing elements or cost-intensive drilling is necessary. Not all locations are suited for heat pumps. The main objective, however, should be to save energy, since energy that is not required doesn’t have to be produced. An essential factor that influences the energy balance of a building is consumer behaviour. If we reduce our demands on convenience a considerable amount of energy can be saved (a room temperature reduced by 1°C allows to save 10 % of energy for heating). And we should not forget that these calcula­ tions are based on a room temperature of 20°C. Of course it’s nice to wear T-shirts and short trousers in winter at home, but is it ­really necessary?

Vom Niedrigenergie- zum Plus-Energiehaus – Gebäude als Energielieferanten der Zukunft?

Die Diskussion um Energieeinsparungen ist in den letzten Jahren zu Recht aus der Ökoecke in die breite Gesellschaft getragen worden. Die Notwendigkeit, unsere Emissionen auf ein atmosphärisch verträgliches Maß zu reduzieren, ist international akzeptiert. Die Umsetzung der dafür erforderlichen Maßnahmen stellt eine der zentralen Aufgaben unserer Generation dar.

Die EU hat 2002 eine Richtlinie über die Gesamtenergieeffizienz von Gebäuden erlassen. Damit wurde eine Basis für legislative Maßnahmen in den Mitgliedsländern geschaffen. Es wurden u. a. nachvollziehbare Berechnungsverfahren, Mindestanforderungen für energetische Gebäudestandards und eine verpflichtende ­Deklaration der energetischen Qualität von Gebäuden in Form eines Energieausweises (Vorlagepflicht, Aushangpflicht) gefordert.

Der technische Teil wurde in Österreich in Normen bzw. der OIBRL6 umgesetzt. Mit den seit 2010 gültigen Anforderungen für „erhöhten Wärmeschutz“ wird ein thermischer Gebäudestandard eingefordert, der nur knapp über den Anforderungen an Niedrig­ energiegebäude liegt. Neubauten, welche die HWB -Anforderun­ gen um ca. 11 % unterschreiten, sind per Definition D Niedrigenergie­ häuser.

• Verpflichtung zur Untersuchung bzw. Verwendung von alter­ nativen Energiesystemen und -trägern unabhängig von der ­Gebäudegröße (bisher bei Neubauten größer 1.000 mC BGF erforderlich) • verpflichtende Einhaltung der Mindestkriterien bei allen ­Sanierungen (bisher für Gebäude > 1.000 mC BGF ) • Zielvorgabe für die Gesamtenergieeffizienz „Niedrigstenergie­ gebäude“ ab 2018 für öffentliche, ab 2020 für alle Gebäude Grundsätzlich muss klar sein, dass im Neubaubereich keine Energie eingespart werden kann. Jeglicher zeitgemäße Neubau ergibt einen Zuwachs des Gesamtenergiebedarfes und eine Erhöhung der CO2-Emissionen. Ein reales Einsparungspotential ist somit nur bei Sanierungen gegeben. Mit der neuen EU -Richtlinie soll dieses Potential nun auch verpflichtend ausgeschöpft werden. An einer neuen OIB -Richtlinie zur technischen Umsetzung dieser neuen EU -Richtlinie wird derzeit gearbeitet (siehe Grafik S. 11: Entwicklung der Anforderungen an den Heizwärmebedarf).

Was heißt Niedrigstenergiestandard? In der ÖNORM B 8110-1 wird damit die sogenannte 10er-Linie (entsprechend der Formel für Wohnbau-HWB -Anforderungen: 10*(1+2,5/lc)) bezeichnet. Der nächste Schritt wäre das Passivhaus. Dabei muss klargestellt werden, dass die in der Norm definierten Begriffe Niedrigenergie-, Niedrigstenergie- und Passivhaus lediglich eine Auskunft über den Heizwärmebedarf des Gebäudes geben. Der Bedarf für Beleuchtung, Warmwasser oder Kühl- und Lüftungsenergie wird dabei nicht bewertet. Die Bezeichnung Niedrigstenergiehaus im Sinne der EU-RL 2010 beinhaltet aber mehr. Es soll dabei für Heizung, Kühlung, Lüftung und Warmwasserbereitung „fast“ keine Energie verbraucht werden bzw. muss der Bedarf zu einem wesentlichen Teil durch standortverfügbare erneuerbare Energiequellen abgedeckt werden. Dieser Ansatz zielt vielmehr auf den Endenergie­ bedarf des Gebäudes ab und stellt eine wesentlich bessere Be­ wertung des Energiebedarfes eines Gebäudes dar, wenn man bedenkt, dass bei besseren Wohnneubauten der Endenergiebedarf zumeist etwas mehr als das Doppelte des errechneten Heizwärme­ bedarfes beträgt. Die Niedrigstenergie-Definition „Fast-Null-Energie-Gebäude“ der neuen EU -Richtlinie birgt eigentlich eine doppelte Verschärfung der Anforderungen an die Gebäudeenergie­ effizienz in sich.

Weitere Steigerungen bieten die folgenden Definitionen: • energieneutrale Nullenergiegebäude • energieautarke Nullenergiegebäude • energieneutrale Plus-Energiegebäude • und schlussendlich energieautarke Plus-Energiegebäude Energieneutral heißt dabei, dass die Gebäude über einen Betrachtungszeitraum von einem Jahr eine ausgeglichene Energiebilanz aufweisen. Energieautark sind Gebäude, die zu keinem Zeitpunkt Energie von außen benötigen. Plus-Energiegebäude produzieren Energie und geben diese z. B. ins Stromnetz ab. Technisch ist ein Plus-Energiegebäude heutzutage kein Problem mehr, z. B. eine thermisch hochwertig ausgeführte Gebäudehülle, die ein Hauptheizungssystem überflüssig macht, eine entsprechend effiziente Lüftungsanlage mit hoher Wärmerückgewinnung zur Reduktion

der Lüftungsverluste, eine geometrisch optimal ausgerichtete Gebäudeform zur maximalen Nutzung der Sonnenenergie kombiniert mit einer Solarkollektoranlage zur Warmwasserbereitung und einer Photovoltaikanlage zur Bereitstellung des elektrischen Stromes für Beleuchtung und Technikkomponenten.

Kontrollierte Wohnraumlüftungen setzen sich immer mehr durch.

Die kontrollierte Luftzufuhr als grundsätzlicher Ersatz für die Fens­ terlüftung reduziert die Lüftungsverluste deutlich, je nach System sind Wärmerückgewinnungsraten bis zu 75 % und mehr möglich.

Die Angst von Nutzern, nicht lüften zu können wurde vielfach von der Freude, nicht lüften zu müssen abgelöst. Aufgrund der immer dichter werdenden Gebäudehüllen ist der Einsatz einer mechanischen Belüftung unverzichtbar. Nur so können Feuchtigkeits­ probleme vermieden und falsches Lüftungsverhalten kompensiert werden. Gebäudeintegrierte Photovoltaik ist inzwischen keine Zukunftsmusik mehr. Bei zahlreichen kommerziellen Projekten wurden Photovoltaikfassaden realisiert. Natürlich liegen die Kosten für derartige Systeme über den üblichen Investitionskosten (eine PV -Fassade ist z. B. 20 % teurer als eine konventionelle Natursteinfassade F). Es kann aber angenommen werden, dass die Kosten für derartige Systeme bei höherem Marktabsatz deutlich sinken und somit in Zukunft allgemein einsetzbar werden. Natürlich kann nicht jedes Gebäude mit Energiegewinnungssystemen ausgestattet werden. PV -Elemente benötigen eine entsprechende Gebäudeausrichtung, für geothermische Anlagen werden in der Regel große massive Bauteile im Untergrund oder kostenintensive Bohrungen benötigt, auch Wärmepumpen können nicht an jedem Standort realisiert werden. Im Vordergrund sollte es stehen, Energie einzusparen, denn Energie, die nicht benötigt wird, muss auch nicht bereitgestellt werden. Ein wesentlicher, die Gebäudeenergiebilanz beeinflussender Faktor ist das Nutzerverhalten. Eine Reduktion der Komfortansprüche kann maßgeblich Energie sparen (eine um 1°C niedrigere Raumtemperatur ergibt 10 % Heizbedarfseinsparung). Vergessen wird auch gern, dass die den Berechnungen zugrundeliegende Raumtemperatur bei 20°C liegt. Natürlich ist es nett, im Winter in der Wohnung in T-Shirt und kurzer Hose zu sitzen, doch muss das wirklich sein?

Abseits der Diskussion über ausgefeilte Energiespargebäude sollte allerdings nicht vergessen werden, dass ein energieautarkes PlusEnergieeinfamilienhaus im Grünen nichts nützt, wenn die Nutzer täglich mit ihren Kraftfahrzeugen weite Strecken zu ihrem Arbeitsplatz pendeln müssen. Das kompakte Mehrfamilienhaus im verdichteten Wohnbau oder in städtischer Blockbebauung mit etwas höherem Energieverbrauch ist hier ganzheitlich betrachtet zumeist die viel nachhaltigere Lösung. Gebäude werden vielleicht nicht in absehbarer Zeit die Kraftwerke der Zukunft sein, wir werden unsere historisch gewachsenen Baustrukturen nicht ersetzen können, doch den Energieverbrauch können wir sicher maßgeblich reduzieren!

If the cogeneration plant is dimensioned so as to cover exactly the average demand in summer at full load operation, yearround operation and thus high efficiency is guaranteed. However, for peak loads adequate peak load systems have to be provided.

If there is no significant heat demand in summer, capacity utilisation can be dramat­ ically improved through the additional gen­eration of chilled water in a so-called trigeneration, which means that waste heat is transformed into cooling energy by an absorption chiller since the cooling load increases in a period with reduced heat demand. Absorption chillers are very complex yet robust thermal devices with almost no wear parts and minimum power requirement, but they need a recooler, which has a considerable influence on the overall decision. It is recommended to compare variants with the help of comprehensive consumption data and climate data to optimise the entire system in order to develop the most economic system configuration for each client.

Dimensioniert man das BHKW so, dass bei Volllastbetrieb der durchschnittliche Wärmebedarf im Sommer gerade abgedeckt wird, kann ein ganzjähriger Betrieb und damit hohe Wirtschaftlichkeit sichergestellt werden. Für die Spitzenlasten müssen jedoch entsprechende Spitzenlastsys­ teme vorgesehen werden.

Ist kein signifikanter Wärmebedarf im Sommer vorhanden, kann man mit zusätzlicher Kälteauskopplung durch Umwandlung von Abwärme in Kälte in einer Absorptionskältemaschine die Auslastung drastisch verbessern, da ja der Kältebedarf gerade dann steigt, wenn der Wärme­ bedarf sinkt. Absorptionskältemaschinen sind sehr komplexe, aber robuste thermische Apparate mit nahezu keinen Verschleißteilen und nur minimalem Strombedarf. Sie benötigen jedoch einen Rückkühler, der auf die Gesamtüberlegung wesentlichen Einfluss hat.

Für eine Optimierung des Gesamtsys­ tems sind Variantenvergleiche mit umfangreichen auf Verbrauchs- und Klimada­ ten basierenden Simulationen zu empfehlen. Dadurch kann die für den jeweiligen Kunden wirtschaftlichste Systemkonfiguration entwickelt werden.

iC je aktivan na hrvatskom tržištu od 1997. i pruža širok spektar usluga u sektoru vodoopskrbe/odvodnje i zbrinjavanja otpada, u sektoru graditeljstva te na području obnovljivih izvora energije i energetske učinkovitosti.

Since then iC has slowly but steadily increased its activities and has established a strong partnership with Ivan Vrankovic and with Tihomir Sajko & Srecko Lacen (both general managers of artprojekt d.o.o.), who are active in the field of mechanical/electrical engi­ neering and renewable energy development.

Based on this partnership, several projects have been developed in Croatia and abroad. Specifically in the energy efficiency and renewable energy sector the team has successfully secured two lead­ing projects financed by the European Union (EU ) and by the European Investment Bank (EIB ).

iC od tada je polako, ali stalno pojačavao svoje aktivnosti i uspostavio jak partnerski odnos s Ivanom Vrankovićem te Tihomirom Sajkom i Srećkom Lačenom (obojica su direktori artprojekta d.o.o.), koji djeluju na području strojarstva i elektrotehnike te na području razvoja obnovljivih izvora energije.

Na temelju tog partnerstva razvijeno je nekoliko projekata u Hrvatskoj i inozemstvu. Tim je osobito uspješan u sektoru energetske učinkovitosti i obnovljivih izvora energije, a osigurao je dva vodeća projekta koje financiraju Europska Unija (EU) i Europska investicijska banka (EIB).

Implementation of energy efficiency and renewable energy credit lines This project launched by EIB and co-financed by the EU intends to promote investments in the energy efficiency and renewable ­energy sector. With the participation of Croatian banks more than 60 projects are to be implemented in this field. iC as leading partner in a consortium with Scotland-based IPA is responsible for ­programme management, training for local banks, technical and financial assessment of projects and verification of implementa­ tion.

Provođenje energetske učinkovitosti i kreditne linije za obnovljive izvore energije Svrha ovog projekta, koji je pokrenula EIB a sufinancira ga EU, je promicanje investicija u sektoru energetske učinkovitosti i obnovljivih izvora energije. Uz sudjelovanje hrvatskih banaka na tom će području biti realizirano više od 60 projekata. iC kao vodeći partner u konzorciju s IPA, sa sjedištem u Škotskoj, odgovoran je za upravljanje projektom, provođenje treninga za lokalne banke, tehničku i financijsku procjenu projekata i provjeru realizacije projekata.

EU FP7 Concerto – SOLUTION By the end of last year iC in partnership with Split Dalmatian County and HEP received a positive response from the EU : this outstanding research and demonstration project was selected for cofinancing under the FP7 Concerto Programme. The main project target is to develop and demonstrate renewable energy and energy efficiency solutions for the Island of Hvar. The main focus is to use energy resources available on the island for energy generation and to reduce demand side energy consumption through energy efficiency measures. It is intended to develop and implement approximately 50 smaller and medium-sized projects on the island including energy efficiency measures in the building sector, 1 MW photovoltaic installations and biomass utilisation.

The number of projects under contract in Croatia and the amount of local resources required for project implementation has led iC and the Croatian team to the decision to formally establish a joint company called iC artprojekt.

Through the strong presence of iC on the Croatian market the group was also able to achieve a major success in the development of the first biomass cogeneration plants in Croatia. This outstand­ ing developments have strengthened our understanding of the Croatian renewable energy market and, specifically, the institu­ tional and administrative procedures related to it.

EU FP7 Concerto – RJEŠENJE Potkraj prošle godine iC je u partnerstvu sa Splitsko-dalmatinskom županijom i HEP-om dobio pozitivan odgovor od EU: ovaj izvanredni istraživački i demonstracijski projekt odabran je za sufinanciranje u okviru programa FP7 Concerto. Glavni cilj projekta je razviti i pokazati rješenja za obnovljive izvore energije i energetsku učinkovitost na otoku Hvaru. Bit projekta je uporaba izvora energije, raspoloživih na otoku, za stvaranje energije i smanjenje potrebe za potrošnjom sporedne energije putem mjera energetske učinkovitosti. Planirani su razvoj i realizacija otprilike 50 manjih i srednje velikih projekata na otoku, uključujući mjere energetske učinkovitosti u sektoru graditeljstva, fotonaponsko postrojenje od 1 MW i iskorištavanje biomase.

Broj projekata u Hrvatskoj, za koje postoji ugovor i količina lokalnih resursa potrebna za realizaciju projekata, potaknuli su iC i hrvatski tim na odluku o formalnom osnivanju zajedničkog društva pod nazivom iC artprojekt.

Zahvaljujući snažnoj prisutnosti iC-a na hrvatskom tržištu grupa je također postigla velik uspjeh u razvoju prvih kogeneracijskih postrojenja na biomasu u Hrvatskoj. Taj izvanredan razvoj učvrstio je naše poznavanje hrvatskog tržišta obnovljivih izvora energije, a osobito institucionalnih i administrativnih procedura povezanih s njime.

Development of Biomass Cogeneration Projects in Croatia Preface The current Croatian feed-in tariff system for green electricity produced from renewable energy sources and for cogeneration plants entered into force on 1 July 2007. This truly ambitious feed-in law governs the rights and duties of energy producers eligible for fund­ ing who want to obtain the state-subsidised tariff for green electricity. The amount of green electricity fed into the system is settled with CEMO (Croatian energy market operator, affiliated to the ­Croatian Ministry of Economy). Under a project funded by GEF World Bank and under the EU -financed project RELEEL iC has considerably contributed to the structuring and introduction of the Croatian Green Electricity Act. In view of Croatia’s accession to the EU the country intends to fulfil the requirement of producing 1 TWh of electrical power from renewable energy sources until 2010. This is equivalent to an electrical power output of 650 MW which shall for the major part be produced by wind power plants. So far only some 95 MWel have been implemented. The Croatian green electricity initiative largely corresponds with the Austrian system, however the feed-in tariff in force for 12 years is raised every year in accordance with the consumer price index.

Since its introduction in 2007 the green electricity tariff has increased by approx. 10 %. At present there is not one single biomass cogeneration plant operating under the Croatian Green Electricity

Act. Until now some 30 biomass cogeneration projects (between 1 and 20 MWel) have been submitted, but in most cases odds for implementation are rather slim given the difficult economic situation.

Meanwhile measures have been taken to reduce the period for issuing the location and construction permit so that the target can be reached at least approximately. A concentrated permit procedure applies for the year 2010 with the location permit being handled in the framework of the building permit (exception: proj­ ects in nature protection areas).

Contracts for iC projecte On behalf of the Austro-German investor group RES , iC projecte is responsible for project development and design of four 7.2 MWel biomass cogeneration plants which are identical in construction (Jasenovac, Vrbanja 1 + 2 and Udbina). Total investments of RES amount to roughly EUR 120 million. Construction of the first two plants (Jasenovac and Vrbanja) is scheduled to start in November.

The target of RES is market leadership in Croatia in the field of bio­ mass cogeneration plants. Jasenovac and Vrbanja will be the first biomass cogeneration plants to go online in Croatia. Both plants are located in economically underdeveloped regions bordering Bosnia-Herzegovina. Commercial operation shall start in October 2011.

Due to their experience in the construction of plants of the same type the Austrian plant manufacturer URBAS Maschinenfabrik GmbH was selected to act as general contractor for both plants.

Technical concept The plants are state of the art and optimised for power production in order to comply with the Croatian green feed-in tariff scheme.

As to the technical solution care is being taken to apply only tried and tested high-quality standard solutions in order to guarantee that the general contractor has no difficulty in reaching the objective to provide at least 8,000 guaranteed full-load hours annually during the warranty period of two years. Waste heat is used for adjacent greenhouses, the completion of which shall coincide with start of operation of the plant. For this purpose a contract has been concluded with an experienced Dutch greenhouse operator.

The utilisation of waste heat is an essential factor for the energetic efficiency of cogeneration.

Obstacles for investors Croatia is internationally known for its enormous amount of bureau­cracy in the field of complex permit procedures, which in­ evitably results in extremely long project development periods connected with high project development costs. It is impossible to construct exactly the same plants in Croatia as are constructed within the EU according to European standards, since i. a. American fire regulations still apply in Croatia (e. g. escape ways to neighbouring fire compartments just 20 m instead of 40 m).

This positive situation is, however, tempered by the enormous bureaucracy, particularly the centralised competences of min­istries and institutions in Zagreb, a fact that entails lengthy project development periods. The Croatian market is thus best suit­ed for investors who are not short of stamina and money.

Razvoj projekata kogeneracijskih postrojenja na biomasu u Hrvatskoj Uvod Trenutačni hrvatski tarifni sustav za opskrbu energetskog sustava zelenom električnom energijom, proizvedenom iz obnovljivih izvora energije i za kogeneracijska postrojenja, stupio je na snagu 1. srpnja 2007. Taj zaista ambiciozan zakon o opskrbi sustava energijom regulira prava i obveze proizvođača energije, kvalificiranih za financiranje, koji žele dobiti tarifu za zelenu električnu energiju subvencioniranu od strane države. Količina zelene električne energije, kojom se sustav opskrbljuje, dogovorena je s HROTE -om (Hrvatskim operatorom tržišta energije, povezanim s Ministarstvom gospodarstva, rada i poduzetništva). U okviru projekta financiranog od strane GEF -a i Svjetske banke te u okviru projekta RELEEL koji financira EU , iC je značajno pridonio sastavljanju i uvođenju hrvatskog Zakona o obnovljivim izvorima energije.

S obzirom na to da će Hrvatska pristupiti EU , do 2010. namjerava ispuniti zahtjev za proizvodnjom 1 TWh električne energije iz obnovljivih izvora energije. To odgovara snazi električne energije od 650 MW koja će se najvećim dijelom proizvoditi u vjetroelektranama. Za sada se na taj način proizvodi samo oko 95 MWel. Hrvatska inicijativa za proizvodnju zelene električne energije u velikoj se mjeri podudara s austrijskim sustavom, no tarifa za opskrbu sustava energijom, koja je na snazi 12 godina, povećava se svake godine sukladno indeksu potrošačkih cijena.

Od uvođenja 2007. godine tarifa za zelenu električnu energiju povećala se otprilike 10 %. Trenutačno nema ni jednog jedinog kogeneracijskog postrojenja na biomasu koje radi prema hrvatskom Zakonu o obnovljivim izvorima energije. Do sada je predloženo oko 30 projekata za kogeneracijska postrojenja na biomasu (između 1 i 20 MWel), no u većini slučajeva vjerojatnost za njihovu realizaciju prilično je mala imajući u vidu tešku gospodarsku situaciju.

Tehnička koncepcija Postrojenja su na najnovijem stupnju razvoja tehnike i optimizirana su za proizvodnju energije na način da se uklapaju u hrvatsku tarifnu shemu opskrbe sustava zelenom energijom. Što se tiče tehničkog rješenja, vodi se briga o tome da se primijene samo isprobana i testirana rješenja koja odgovaraju visokim standardima kvalitete kako bi se zajamčilo da glavni izvođač neće imati poteškoća u postizanju cilja, a to je proizvodnja najmanje 8.000 zajamčenih sati godišnje pod punim opterećenjem tijekom jamstvenog razdoblja od dvije godine. Neiskorištena toplina koristi se za obližnji staklenik koji će biti dovršen do početka rada postrojenja. U tu je svrhu sklopljen ugovor s iskusnim nizozemskim proizvođačem staklenika. Uporaba neiskorištene topline ključan je čimbenik za energetsku učinkovitost kogeneracije.

U međuvremenu su poduzete mjere za skraćivanje vremena potrebnog za ishođenje lokacijske i građevinske dozvole, tako da se cilj može barem približno postići. Od 2010. godine procedura izdavanja dozvola je objedinjena, odnosno lokacijska dozvola dobiva se u sklopu građevinske dozvole (iznimka: projekti u zaštićenim područjima prirode).

Ugovori za iC projecte U ime austrijsko-njemačke grupe investitora RES , iC projecte odgovoran je za razvoj projekta i izradu nacrta za četiri kogeneracijska postrojenja na biomasu od 7,2 MWel identične konstrukcije (Jasenovac, Vrbanja 1+2 i Udbina). Ukupna vrijednost ulaganja RES-a iznosi približno 120 milijuna eura. Početak gradnje prva dva postrojenja (Jasenovac i Vrbanja) predviđen je za studeni.

Cilj RES -a je steći vodeći položaj na hrvatskom tržištu na području kogeneracijskih postrojenja na biomasu. Jasenovac i Vrbanja bit će prva kogeneracijska postrojenja na biomasu u Hrvatskoj koja će biti puštena u rad. Oba postrojenja smještena su u gospodarski nerazvijenim područjima u blizini granice s Bosnom i Hercegovinom.

Komercijalni rad započet će u listopadu 2011.

Na temelju iskustva u gradnji postrojenja istog tipa austrijski graditelj postrojenja URBAS Maschinenfabrik GmbH odabran je kao glavni izvođač za oba postrojenja.

Komercijalni rad Sažetak Zahvaljujući postojećim uvjetima opskrbe sustava zelenom električnom energijom i cijenama za biomasu, vezanima uz indeks, Hrvatska u načelu nudi prilično povoljne uvjete za profitabilne investicije na području obnovljivih izvora energije. Međutim, tu pozitivnu situaciju zasjenjuje glomazna birokracija, osobito centralizirana nadležnost ministarstava i institucija u Zagrebu – zbog te je činjenice razdoblje razvoja projekta izuzetno dugo.

Hrvatsko tržište stoga je najpogodnije za investitore kojima ne nedostaje strpljenja i novaca.

IKEA Goes Renewable – the First Biomass Project in Austria

IKEA is aiming high: they intend to reduce their energy consumption by 25 % compared to the year 2005, and a long-term objective is to supply all IKEA furniture stores, distribution centres, Swedwood production sites and offices entirely with renewable energy.

All newly constructed buildings are designed for use of alternative energy forms such as biogenic fuel, ground source heating, solar energy and wind energy. Existing plants are converted if possible or exchanged. The entire energy and water demand worldwide is recorded and centrally monitored.

Energy saving checklists, which are kept in all IKEA facilities, provide the opportunity to compare, to exchange experience and are meant to encourage the implementation of promising projects. It has shown that it is possible to save quite a large amount of en-

ergy through very simple measures: 250,000 50 watt bulbs were replaced by 20 watt bulbs in 2009, thus allowing to save some EUR 5 million of energy costs and 15,000 tons of carbon dioxide per year. However, in order to reach the target “100 % renewable energy” complex tasks have to be solved. In the past five years IKEA succeeded in reducing the overall energy consumption by 14 %; ­today almost half of the energy demand is covered by renewable energy. This success is above all based on switching from conven­ tional to green electricity.

A much more complex task IKEA has to face in the course of this change to renewable energy is the necessity to improve energy efficiency in the field of heating and cooling energy production. For this reason IKEA seeks the help of external experts to plan and implement the technical optimisation and to guarantee smooth op­ eration 24 hours a day – without, however, causing any annoyance to customers and personnel. Another important aspect is to achieve a short payback period; only in case of outstandingly exemplary and innovative projects the specified maximum period may be exceeded.

Not every designer has the necessary expertise and experience to successfully cope with all relevant factors as the example of the Distribution Centre Wels shows. There have long been plans to convert energy supply from gas to biomass. Particularly in the field of logistics with large, air-conditioned warehouses there is not only a high peak heating demand but also a generally high heat­ ing consumption. As the Distribution Centre Wels also includes

­offices and a canteen kitchen, a large thermal solar plant with buffer storage for hot water generation was installed a few years ago.

However, hot water was still supplied via three gas boilers (of which two were approx. 20 years old and at the end of their technical service life).

Other consultants had favoured heat pump systems with which, however, it would not have been possible to achieve the required payback periods – given the necessary flow temperature of 90°C. So instead, a biomass heating project was suggested. Unfortu­ nately, the planning office that had been commissioned with this task failed to prepare the necessary detailed design and so the experienced experts of iC were entrusted with project finalisation in order to ensure prompt completion and submission to the competent authorities. It was a huge challenge to design a 1.9 MW proj­ ect (in some parts starting from the preliminary design), to integrate it into the existing complex and to coordinate it with the authorities, with other experts and with the local managers in a mere two months’ time.

Great importance was attached to integrating the project into the two existing heating plants: a 20-year old plant with two heat­ ing boilers (in total approx. 1.8 MW) which had already been shut down, and a 10-year old plant with a 2.2 MW gas boiler. The new third heating plant has to supply the other two boiler houses with heat and has to cover almost the entire heating demand. The new 1.9 MW biomass plant has to be designed for a higher output in deep winter together with the 2.2 MW gas boiler who remains as backup and peak load boiler. In summer the plant will solely produce hot water. In order to fulfil these requirements in 24-hour operation, a new boiler house shall be built directly adjacent to the existing boiler houses located in the basement.

Two pellets boilers with moving grate boiler and 950 kW heating output each will be used for hot water generation. The pellets are delivered by truck and blown directly into two silos located outside the boiler house, where they are stored. Via a special discharge the ash is transported outside into an ash skip which can be replaced by the waste disposal company with an empty skip any time. For buffering the start-up time of the biomass boilers (approx. 30 minutes) there will be buffer storages with a size of 2 x 14 m thus ensuring that the boilers are only connected with optimum operating temperature in order to obtain both optimum exhaust gas values and the best possible efficiency. With plants of this size and the utilisation of industrial pellets cyclone dust ­extraction is an appropriate method of exhaust gas treatment. ­Based on noise measurements on the spot and climate simulation models on the propagation of pollutants iC prepared expert opin­ ions to verify the compliance with requirements regarding air qual­ity and noise.

Thus iC managed not only to save but even improve a biomass proj­ect that would have almost been cancelled. The summer months were used for invitations to tender and for the procedures to obtain construction permit and operation licence. According to the current schedule the plant shall start operation in November 2010 and then help to save CO2 in the amount of 620 t per year at this location. In Austria alone there are plans to convert five other similar plants in IKEA facilities in the near future.

IKEA goes renewable – das erste Biomasseprojekt in Österreich IKEA hat sich selbst ein ambitioniertes Ziel gesetzt: Der Energieverbrauch soll im Vergleich zum Jahr 2005 um 25 % gesenkt werden. Langfristig ist sogar geplant, alle IKEA -Einrichtungs­häuser, Distributionszentren, Swedwood-­Produktionsstätten und Büros vollständig mit erneuerbarer Energie zu versorgen.

Alle neu errichteten Gebäude werden schon so gebaut, dass sie von Anfang an mit alternativen Energieformen wie biogenen Brennstoffen, Geothermieanlagen, Solar- und Windenergie betrieben werden. Bestehende Anlagen werden soweit wie möglich umgerüstet bzw. ausgetauscht. Weiters wird der gesamte Energieund Wasserbedarf weltweit aufgezeichnet und zentral kontrol­ liert.

Energiespar-Checklisten, die in allen IKEA -Einrichtungen geführt werden, dienen dem Vergleich und Erfahrungsaustausch und sollen die Umsetzung erfolgversprechender Projekte fördern.

Dabei hat sich gezeigt, dass durch sehr einfache Maßnahmen viel Energie eingespart werden kann: Im Jahr 2009 wurden 250.000 Stück 50-Watt-Spots durch 20-Watt-Spots ersetzt, wodurch jährlich rund EUR 5 Millionen an Energiekosten und ca. 15.000 Tonnen Kohlendioxid eingespart werden. Zur Erreichung des Zieles „100 % erneuerbare Energie (RE – renewable energy)“ sind jedoch kom-

plexe Aufgaben zu lösen. In den vergangenen fünf Jahren ist es IKEA gelungen, den gesamten Energieverbrauch um ca. 14 % zu verringern und fast die Hälfte des Energiebedarfs wird heute mit RE gedeckt. Dieser Erfolg basiert hauptsächlich auf dem Umstieg von Egalstrom auf Grün- oder Ökostrom.

Wesentlich komplexer sind die zu lösenden Aufgaben hinsichtlich Umstieg auf RE bei gleichzeitig notwendiger Energieeffizienzsteigerung bei der Wärme- und Kälteerzeugung. Dies ist unter anderem der Grund, weshalb IKEA bei diesen Fragestellungen auf externe Fachleute zurückgreift, denn es gilt, die technische Optimierung sowohl zu planen als auch umzusetzen und den reibungslosen 24-h-Betrieb sicherzustellen – ohne Störung der Kunden und des Personals. Auch müssen sehr kurze Amortisationszeiten erreicht werden. Die vorgegebene Höchstdauer darf nur bei sehr vorbildlichen und innovativen Projekten überschritten werden.

Nicht jeder Planer verfügt über die nötige Expertise und Erfahrung, all diese Randbedingungen unter einen Hut zu bringen, wie das Distribution Center Wels zeigt. Die grundsätzliche Idee, am Standort von Gas auf Biomasse umzustellen existierte schon seit Längerem. Gerade im Logistikbereich mit großen, temperierten Lagerhallen gibt es einerseits sehr hohe Wärmebedarfsspitzen und auch einen generell hohen Heizwärmeverbrauch. Da auch Büros und eine Großküche an dem Standort untergebracht sind, wurde schon vor ein paar Jahren eine große thermische Solaranlage mit Pufferspeichern für die Warmwasserbereitung errichtet. Die Wärmebereitstellung erfolgte allerdings weiterhin über drei Gaskessel (zwei davon ca. 20 Jahre alt und am Ende ihrer Lebensdauer).

Im Vorfeld wurden von anderen Konsulenten Wärmepumpen­ systeme favorisiert, die allerdings bei der notwendigen Vorlauftemperatur von 90°C nicht die erforderlichen Amortisationszeiten erreichen konnten. Es folgte ein Projektvorschlag für den Einsatz von Biomasse zur Wärmebereitstellung. Das im Vorfeld tätige Planungsbüro scheiterte jedoch an der Ausarbeitung der Planung im Detail. Die fachgerechte Finalisierung der Planung wurde daraufhin in die bewährten Hände der iC gelegt, um eine rasche Fertigstellung und Einreichung bei den zuständigen Behörden zu ermöglichen. Es war eine große Herausforderung, in nur zwei Monaten ein 1,9-MW -Projekt – zum Teil von der Vorentwurfsbasis weg – zu planen, in den Bestand zu integrieren und auch mit den Behörden und den anderen Fachplanern und örtlichen Betriebsführern abzustimmen.

Großes Augenmerk wurde dabei auf die Integration des Projektes in die beiden bestehenden Heizungsanlagen gelegt: eine 20 Jahre alte Anlage mit zwei Heizkesseln mit insgesamt ca.

1,8 MW , die bereits außer Betrieb genommen werden mussten, und eine 10 Jahre alte Anlage mit einem 2,2-MW -Gaskessel. Die neue, dritte Heizungsanlage muss an beide anderen Heizhäuser Wärme liefern und dabei nahezu den gesamten Heizbedarf abdecken. Die neue 1,9-MW -Biomasseanlage muss so ausgelegt sein,

dass sie gemeinsam mit dem 2,2-MW -Gaskessel, der als Backup und Spitzenkessel bestehen bleibt, im Tiefwinter eine höhere Leis­ tung bereitstellt. Weiters ist auch eine neue Sommerschaltung zur reinen Warmwasserbereitung vorgesehen. Um diese unterschiedlichen Anforderungen im 24-h-Betrieb zu erfüllen, wurde ein neues Heizhaus im Außenbereich in unmittelbarer Nähe der beiden alten Heizhäuser im KG geplant.

Zur Wärmebereitstellung werden zwei Pelletsheizkessel mit Schubrostfeuerung und je 950 kW Heizleistung eingesetzt. Die Pellets werden per LKW angeliefert und zur Lagerung mittels Geblä­se in zwei außerhalb des Heizhauses gelegene Silos gefüllt.

Die Asche wird über eine spezielle Austragung direkt in eine ­außen aufgestellte Aschemulde befördert, die vom Müllentsorger jederzeit gegen eine leere Mulde ausgetauscht werden kann. Zur ­Abpufferung der Anfahrzeit der Biomassekessel (ca. 30 Minuten) wurden auch Pufferspeicher mit 2 x 14 m eingeplant. Damit wird ­sichergestellt, dass die Kessel erst auf idealer Betriebstemperatur zugeschaltet werden, um sowohl optimale Abgaswerte als auch den besten Wirkungsgrad zu erzielen. Beim Einsatz von Industriepellets und bei Anlagen dieser Größe bietet sich Zyklonent­ staubung als geeignete Abgasreinigung an. Zum Nachweis der Einhaltung der Luftgüte- und Lärmanforderungen wurden von der iC basierend auf Vorortschallmessungen und klimatischen Simulationsmodellen zur Schadstoffausbreitung eigene Gutachten erstellt.

Somit konnte die iC ein fast schon eingestelltes Biomasseprojekt nicht nur retten, sondern sogar weiter verbessern. In den Sommermonaten wurde sowohl die Einholung der Angebote als auch die Bau- und Betriebsverhandlung abgewickelt. Nach jetzigem Zeitplan soll die Anlage im November 2010 in Betrieb gehen und dann jährlich an diesem Standort ca. 620 t CO2 einsparen. Alleine in Österreich könnten bei IKEA fünf weitere Anlagen ähnlicher Art in Kürze umgerüstet werden.

Geothermal Energy

Trend-Setting Energy Utilisation at Salzburg Main Station

Near-surface geothermal energy can provide a reasonable and economically interesting solution for the sustainable and environmentally sound air-conditioning of buildings. The Austrian Federal Railways, who have so far commissioned several such plants, are true pioneers in the utilisation of this regenerative energy form. In future, a large part of the energy requirement of the new Salzburg main station will be covered via the foundations of the building with the help of massive absorbing technology.

The soil underneath our buildings has a large capacity to store heat, particularly if ground water is present. From one cubic metre of waterlogged gravel, for instance, 3.5 kWh of heat can be gener­ ated, if its temperature is reduced by 5°C. By thermally activating the foundations of a building by means of massive absorbing technology, i.e. by encasing thin plastic piping into concrete building elements, large volumes of soil can be used for covering almost the entire energy requirements of the building from the foundations. Due to the thermal inertia of the ground, it is possible to provide both heating and cooling. iC has been active in this field of ­energy utilisation for as long as ten years; projects include the Lainzer tunnel in Vienna, four stations of Vienna’s underground line U2 and Vienna Central station. In future the massive absorb­ ing plant currently implemented at Salzburg main station will supply the major part of the required energy.

Planning In the course of reconstruction works and enlargement of Salzburg main station a large number of ductile foundation piles had to be driven into the soil (to depths of up to 35 m) due to the prevailing soil conditions, as the foundation slabs are located above a layer of relatively soft lacustrine clay. Thanks to the massive absorb­ ing technology a large part of these piles in the area of the shopping passage do not only have a structural function but can also be used for thermal purposes. Some 440 foundation piles will be equipped with 15 m long pile probes consisting of single U-tubes (two plastic pipes with a diameter of 32 x 2.9 mm connected at the bottom). The absorber plant will be complemented by twenty-one 135 m deep borehole heat exchangers in order to cover a higher amount of the total energy demand. With the help of these thermally effective building elements there is a heat reservoir of some 250,000 mD. 1,800 MWh of energy annually are required for heat­ ing purposes of Salzburg main station, of which 1,100 MWh are provided by the geothermal energy plant with the help of heat pumps. As to cooling, more than 800 MWh of the necessary 930 MWh can be recovered from the soil. The remaining energy demand is covered by district heating (already installed) and conventional heat exchangers. Due to the rather good energy utilisation of the system and relatively low additional construction costs,

a quite favourable payback period of less than five years could be achieved.

In the scope of submission for approval under water law regula­ tions it was necessary to examine the impact of the geothermal energy plant on water rights of neighbouring sites. A groundwater flow in the Quaternary in the direction of the Salzach river had to be considered in the modelling. Due to the prevailing conditions a 3-D model was the only option to achieve clear results. Two models were calculated (one with and one without absorber operation) and simulated over a period of several years of operation in order to obtain significant results regarding the influence of the geothermal energy plant on the temperature in the well.

Implementation of the project The prefabricated water-filled tubes were installed immediately after driving of the piles into the still soft concrete. Generally, three pile probes were connected to a loop, which allowed the reduction of pipe lengths to the manifolds. The connecting pipes run to the manifolds; after pressure and flow tests they were covered with a protective concrete coating, on which the reinforcement of the foundation slab was placed. After construction of the external walls the connecting pipes were laid above groundwater level into a collector duct where they were connected to the collector pipes via manifolds. Water without anti-freeze agent was used as heat carrier medium within the system. Thus it was possible to save ­costs for the filling; due to the low viscosity there is low friction loss during operation and better heat transfer.

Tapping potentials This energy source should definitely be taken into consideration and examined in both structural and underground construction in all cases where the conditions for using geothermal energy are favourable due to the structural and geotechnical circumstances and where there is a demand for energy. Geothermal energy pro­ vides emission-free energy supply on the spot and is – in view of current and future climate targets – not only a reasonable investment in the future but also increases the value of the building.

Zukunftsweisende Energienutzung am Hauptbahnhof Salzburg Oberflächennahe Geothermie kann einen sinnvollen und wirtschaftlich interessanten Beitrag leisten, Gebäude nachhaltig und umweltschonend zu klimatisieren. Die ÖBB sind als innovativer Auftraggeber mit bereits mehreren Anlagen einer der Vorreiter bei der Anwendung dieser regenerativen Energieform. Auch am neuen Hauptbahnhof Salzburg kann mit der Massivabsorbertechnologie in Zukunft ein Großteil des Energiebedarfs über die gebäudeeigenen Fundamente bezogen werden.

Der Boden unter unseren Gebäuden weist eine hohe Wärmespeicherfähigkeit auf, besonders wenn Grundwasser vorhanden ist.

Beispielsweise lassen sich aus einem Kubikmeter wassergesättigtem Kies etwa 3,5 kWh Wärme gewinnen, wenn man seine Temperatur um 5°C absenkt. Werden die Bauwerksfundamente mit der Massivabsorbertechnologie, bei der in Betonbauteile dünne Kunststoffleitungen einbetoniert werden, thermisch aktiviert, lassen sich große Bodenvolumina nutzen, womit oft der gesamte Energiebedarf des Gebäudes aus den Fundamenten erbracht werden kann. Dabei ist es möglich, durch die thermische Trägheit des Bodens sowohl Heiz- als auch Kühlenergie zu gewinnen.

Die iC ist in diesem Bereich der Energienutzung bereits seit zehn Jahren tätig und kann auf Projekte am Lainzer Tunnel in Wien, an vier U-Bahnstationen der Wiener Linie U2 sowie am Hauptbahnhof Wien verweisen. Die Massivabsorberanlage, welche derzeit am Hauptbahnhof Salzburg eingebaut wird, kann in Zukunft einen Großteil der Energieversorgung übernehmen und wird im Folgenden genauer dargestellt.

Planung Im Zuge des Um- und Ausbaus am Hauptbahnhof Salzburg mussten aufgrund der Baugrundverhältnisse – die Fundamentplatten kommen knapp oberhalb des kaum tragfähigen Seetons zu liegen – eine Vielzahl an duktilen Rammpfählen in den Boden gerammt werden. Diese wurden in Tiefen bis zu 35 m eingebracht.

Der Großteil dieser Pfähle im Bereich der Bahnhofspassage kann nun durch die Massivabsorbertechnologie nicht nur statisch, sondern auch thermisch genutzt werden. Bei insgesamt etwa 440 Rammpfählen wurden 15 m lange Pfahlsonden eingeplant, welche aus Einfach-U-Sonden (zwei unten verbundene Kunststoffrohre mit einem Durchmesser von 32 x 2,9 mm) bestehen. Die Absorberanlage wird mit einundzwanzig 135 m tiefen Erdwärmesonden ergänzt, um eine höhere energetische Deckung des Gesamtenergiebedarfes zu erreichen. Mit diesen thermisch wirksamen Bauteilen wird ein Bodenvolumen von etwa 250.000 mD als Wärmespeicher aktiviert. Für die jährlich erforderliche Heizenergiemenge des Bahnhofes von etwa 1.800 MWh können etwa 1.100 MWh aus der Erdwärmeanlage über Wärmepumpen erbracht werden. Bei der Kühlung können von den erforderlichen etwa 930 MWh sogar über 800 MWh aus der Erde gewonnen werden. Die restlichen Energiemengen werden durch den bereits vorhandenen Fernwärmeanschluss und bei der Kühlung über konventionelle Rückkühler gedeckt. Durch die gute energetische Systemauslastung und die relativ geringen zusätzlichen Baukosten konnte eine günstige Amortisationszeit von weniger als fünf Jahren erreicht werden.

Im Zuge der wasserrechtlichen Einreichung musste auch der Einfluss der Erdwärmeanlage auf benachbarte Wasserrechte untersucht werden. Die im Quartär vorhandene Grundwasserströmung in Richtung Salzach musste in der Modellbildung berücksichtigt werden. Aufgrund der vorhandenen Randbedingungen konnte nur ein dreidimensionales Modell anschauliche Ergebnisse liefern. Um eine Aussage über die Einflüsse der Absorberanlage auf die Temperatur im Brunnen liefern zu können, wurden zwei Modelle gerechnet (jeweils mit und ohne Absorberbetrieb) und über mehrere Betriebsjahre simuliert.

Projektumsetzung Die vorgefertigten und mit Wasser gefüllten Sonden wurden unmittelbar nach dem Rammen der Pfähle in den noch weichen Pfahlbeton eingebaut. In der Regel wurden jeweils drei Pfahlsonden zu einem Kreis zusammengeschlossen, um Leitungslänge zu den Verteilern zu sparen. Die Anbindeleitungen wurden zu den Verteilerstandorten geführt und nach Durchgangs- und Druckprüfung mit einer Schutzbetonschicht geschützt. Darauf konnte nun die Bewehrung der Bodenplatte aufgebracht werden. Die Anbindeleitungen wurden nach Herstellung der Umfassungswände oberhalb des Grundwasserspiegels in einen Kollektorgang geführt und dort über Sammler und Verteiler mit den Sammelleitungen verbunden. Als Wärmeträger im System konnte Wasser ohne Zugabe von Frostschutzmitteln eingesetzt werden, was einerseits Kosten bei der Befüllung spart und andererseits im Betrieb zu geringeren Widerständen wegen der geringeren Viskosität und zu besserem Wärmeübergang führt.

Potentiale nutzen Wenn die günstigen Randbedingungen für den Einsatz von Geothermie bei Hoch- und Tiefbauten durch die statischen und geotechnischen Gegebenheiten sowie einen Eigenbedarf an Energie vorhanden sind, sollte diese Energieform jedenfalls ins Auge gefasst und untersucht werden. Sie ermöglicht die emissionsfreie Energieversorgung am Standort und stellt im Hinblick auf aktuelle und kommende Klimaziele eine sinnvolle Investition in die Zukunft und den Mehrwert eines Gebäudes dar.

The first line of the Austrian National anthem depicts Austria as a country characterised by mountains and rivers. About two thirds of Austria’s surface are located within the Alps, more than half of the Austrians are Alpine residents – significantly more than in other Alpine countries like Italy or Switzerland!

Mountains are the symbol of eternity par excellence, but this is only true for the comparatively short lifespan of human beings.

From the point of view of geology mountains are subject to constant erosion and degradation processes, which start already at the beginning of their formation.

Normally we hardly notice these processes, however they are painfully brought to our attention when they are accelerated – mostly due to increasingly frequent extreme climate events – and rockfalls, landslides or mudflows immediately threat­en our habitat. Apart from flooding and avalanches, mass movements are the most frequent natural disasters in Austria, which are summarised under the term of “natu-ral hazards” or “geo-risk”.

Besides the Austrian Federal Railways we count several other opera­tors and main­ tainers of public infrastructure (e. g. the fede­ral roads authority of the Province of Salzburg) and institutions responsible for the administration of public goods (Munic­ ipality of Mauthausen) among our clients.

We use state-of-the-art software for the development of 3-D models, for the simulation of geogenic processes as well as for geo­technical calculations and measurements in order to provide technically and economically optimised solutions made to measure. If required by complex problems at hand, for instance the rockslide in Dürnstein, we expand our competence by co­ operating with external partners from other fields (e. g. hydrology, mining etc.) and use innovative technical tools like laser scan measurements, online measuring data server or geophysical methods.

There is no absolute security from natural hazards, but our work provides an important and responsible contribution to the protection of human lives, public infrastructure as well as property and assets from the potential harmful effects of natural hazards.

„Land der Berge, Land am Strome …“ Naturgefahren und Georisiko Die erste Strophe der österreichischen Bundeshymne verdeut­licht: Österreich ist ein Land, dessen Charakter von Bergen und Flüssen geprägt ist. Knapp zwei Drittel der Fläche Österreichs liegen innerhalb der Alpen, mehr als die Hälfte der Einwohner sind Alpenbewohner – das ist deutlich mehr als in anderen A ­ lpenländern wie Italien oder der Schweiz!

Zwar sind Berge das Symbol der Ewigkeit und erfordern fachübergreifendes Wissen schlechthin, doch gilt das nur für die ver- und innovative Lösungsansätze. The Muslim women who by their efforts manage to have the ­toilets in their slum area repaired. The hitman who burns people by day and is afraid to sleep alone by night. The wealthy family of Jains who renounce all their riches. The actor accused of murder and conspiracy who plays a loyal policeman in a film on Kashmir.

From the spiciness of street snacks to the recommended strategy to get off a commuter train and the possibility to deduct extortion payments from tax liabilities, Suketu Mehta brings us up close and personal with Bombay.

Mit circa 15 Millionen Einwohnern ist Bombay, das heutige Mumbai, eine der bevölkerungsreichsten Städte der Welt, in der Mumbai Metropolitan Region leben hochgerechnet über 21 Millionen Menschen. Und dies mit einer Infrastruktur, die auf ca. 3,5 Millio­ nen Menschen ausgelegt ist. Das ist die Basis für Suketu Mehtas Reportage über Bombay.

Durch die laufende Zuwanderung expandiert die Stadt ständig und die Vorzüge einer Großstadt, auf die die Zuwanderer hoffen, wie z. B. bequemer öffentlicher Transport, funktionierende Wasserver- und -entsorgung, eine effiziente Verwaltung etc., kehren sich ins Gegenteil um. Die meisten Bewohner Bombays haben weder sauberes Trinkwasser noch Toiletten, in den brechend vollen Pend­ lerzügen der Stadtregion drängen sich mehr als zwölf Personen auf einem Quadratmeter.

Von dieser Menschenmenge und ihrer Umwelt macht Suketu Mehta Nahaufnahmen. Aus der Masse entstehen individuelle Bilder, so persönlich wie das alltägliche eigene Spiegelbild, von Politikern, Gangstern, Polizisten, Barmädchen, Schauspielern …

Der Polizist, der keinen Alkohol trinkt, keine Bestechungsgelder annimmt, die Bombenanschläge von 1993 in kürzester Zeit aufklärte und der foltert. Die Bartänzerin, die ein Mann ist, der als Frau verkleidet tanzt, weil dies seine einzige Chance auf ein gutes Einkommen ist. Die muslimischen Frauen, die durchsetzen konnten, dass die Toiletten in ihrem Slumgebiet wieder instandgesetzt werden. Der Auftragskiller, der tagsüber Menschen anzündet und nachts Angst davor hat, allein zu schlafen. Die wohlhabende JainaFamilie, die all ihrem Reichtum entsagt. Der wegen Mordes und Verschwörung angeklagte Schauspieler, der in einem Film über Kaschmir einen loyalen Polizisten spielt. 1. Gleinalm Tunnel – Preliminary Study 2nd Tube Preparation of a preliminary study on the construction of a 2nd tube including a comparative preliminary study on the construction of a rescue gallery for the Gleinalm tunnel (A9 Pyhrn motorway).

2. Alvito Dam and HEP (Portugal), Access Tunnel, Tender Design Under this project iC is responsible for tender design including geological modelling.

3. Tender Design Stuttgart 21 – Lot 1A Tender preparation for the TBM -driven tunnels of Stuttgart 21 – lot 1A. The scope of services comprises the segmental lining design of the tunnels, preparation of structural analyses, drawings and bill of quantities.

4. Building Physics Design for the “Fischapark” Shopping Centre In the scope of the extension of the “Fischapark” shopping centre iC is in charge of building physics (preliminary to execution design).

5. Eierberge Tunnel, Geotechnical Consulting Eierberge tunnel is part of a new high speed railway line between Ebensfeld and Erfurt (Germany). iC provides geo­ logical und geotechnical services during construction works.

6. Kargi Dam and HEP , Turkey, Geological and Tunnel Engineering Study During Tender Phase For the Kargi dam and HEP project north of Ankara, Turkey, a geological and tunnelling engineering study was carried out during the tender stage with a focus on assessing the optimum tunnelling method (TBM versus NATM ).

7. Building Physics Design for Innovative Pensioners’ Home in Vienna’s 19th District The services to be rendered by iC under this project focus on building physics and include execution design, assistance and consulting during implementation.

8. Erste Campus Site Supervision The tasks of iC comprise site supervision and additional project management ­services to support the construction of the new Erste Bank headquarters.

Zarqa Water Project The objective of the assignment is to provide the Delegation of the European Commission to Jordan with technical expertise and assistance in the management of a design and supervision tender according to EU procurement rules as well as to assist with tasks related to the launching and contracting of the Zarqa water supply project.

10. Energy Efficiency Audit at a Chicken Farm near Kiev, Ukraine Under the UKEEP programme the Kyivska poultry plant applies for financ­ ing of investments for the utilisation of poultry manure. The experts of iC supported the company in the selection of the appropriate technology comprising a biogas cogeneration plant for produc­ ing heat and electricity from chicken litter.

4. Bauphysik EKZ Fischapark-­ Erweiterung Im Rahmen der Erweiterung des Einkaufszentrums Fischapark ist die iC für die bauphysikalische Planung (Entwurfsbis Ausführungsplanung) zuständig.

5. Tunnel Eierberge – geotechnische Betreuung Die ARGE NBS Eierberge errichtet den ca. 3,7 km langen Tunnel Eierberge im Zuge der Neubaustrecke Ebensfeld – Erfurt (Deutschland). iC stellt den Fachbauleiter Geotechnik.

6. Kargi-Damm und Wasserkraftwerk, Türkei, Angebotsbearbeitung, Geologie und Tunnelbau Für das nördlich von Ankara gelegene Wasserkraftwerk Kargi, Türkei, wurde die geologische und tunnelbautechnische Angebotsbearbeitung durchgeführt; einer der Hauptpunkte ist die Beurteilung der Stollenvortriebsmethode (TVM oder NÖT ).

7. Bauphysik Innovatives Wohnheim für Pensionisten in Döbling Die von der iC im Rahmen des Projektes zu erbringenden Leistungen umfassen folgende Bereiche: Bauphysik-Ausführungsplanung, bauphysikalische Ausführungsbetreuung und -beratung.

8. Erste Campus Örtliche Bauaufsicht Die Aufgaben der iC umfassen die ­Örtliche Bauaufsicht und ergänzende Leistungen aus dem Bereich der Projektsteuerung für die Errichtung der neuen Firmenzentrale der Erste Bank.

9. Wasserprojekt Zarqa Die iC wurde damit beauftragt, die Delegation der Europäischen Kommission in Jordanien bei der Durchführung der Planungs- und Bauaufsichtausschreibung für das Wasserversorgungsprojekt Zarqa gemäß EU -Vergaberecht zu betreuen und bei im Zuge des Projektstarts erforderlichen Maßnahmen zu unterstützen.

10. Energieeffizienz-Audit in einer ­Hühnerfarm Nähe Kiew, Ukraine Im Rahmen des UKEEP -Programms wurde von der Hühnerfarm Kyivska ein Finanzierungsantrag für Investitionen für die Verwertung von Hühnermist gestellt. Die Experten der iC unterstützten die Firma bei der Auswahl der geeigneten Technologie, inklusive Biogas-Kraft-Wärme-Kopplungs-Anlage, um aus Hühnermist Heizungswärme und Strom zu gewinnen.
