HORAM PARISH COUNCIL – AUGUST 2023

Firstly, the parish council Skate Jam held on Saturday 8th July was a big success and it was lovely to see so many families attend. We are hoping this will be an annual event going forward.

Secondly, a big thank you to all those residents who completed their questionnaires for the Neighbourhood Plan. The consultation has now closed and the parish council will be keeping the village informed when there are updates to report.

The window for charities and organisations to apply for a grant will be opening shortly with information available on the website from August. The grants are available to support initiatives in the local community and to help create opportunities for the residents of Horam.

Please report any crimes or anti-social behaviour to the police through 101. They cannot investigate an incident unless there is a crime report.

Parish Council meetings are held on the 2nd Wednesday of every month at the Horam Centre at 7.30pm. There is a public session at the beginning of the meeting where any members of the public can speak on any item on the agenda. The agenda is published on the parish council website and the notice boards in the Horam Centre window and in the village at least 3 clear days before the meeting.

The brilliant tints of summer tend to give way later in the month to the richer, though softer, golds and bronzes of autumn, highlighted with vivid colour from phloxes, gladioli, and hollyhocks. By removing spent flowers before seed pods have a chance to form, summer flowering subjects may be induced to keep blooming for a greatly extended period, and if the garden is to be left intended during holiday time, we may take this a step further by removing all flowers and buds on summer bedding to ensure they will not spend themselves in seed production before our return. The temporary relief thus afforded the plants will be reflected in a gay display on our return. We must not relax warfare against insect pests and diseases. Fungoid diseases can be troublesome at this season and as soon as noted due measures should be taken. Watch especially roses for black spot, rust and mildew, although once tarnished, leaves may not be to be improved by application of sprays, the disease will be handicapped in its progress by prompt treatment now. If the fungus is prevented from maturing spores, this will reduce the risk of more serious attacks next year.

In the vegetable patch we might maximise yields by feeding runner and French beans and also tomatoes, likewise Brussels sprouts and winter greens. It is well to pinch out the growing points on outdoor tomatoes as soon as three trusses of fruit have set, to hasten ripening, later trusses are unlikely to mature. During dry spells the flowers of runner beans will often wither without setting; a fine spray of water over the whole plant often helps to encourage a good set of beans. As crops are harvested the ground may be hastily filled again with sowings of lettuce and spinach or planted up with cabbages and other winter greens. The maincrop potatoes can be lifted from this month onwards. We should now be turning our attention to hedge clipping. Some, such as the privet need trimming numerous times throughout the season, but for the majority one or twice a year is sufficient. This should be done no later than August to give the shrubs a chance to harden the new growth before the onset of winter. The large-leaved evergreens, such as Laurel, should be trimmed with secateurs, not hedgecutters as these will leave ragged brown - edged leaves. Always cut your hedge narrower at the top than the bottom. When dealing with young hedges, especially those of beech, hornbeam, leylandii and thuja, it is advisable to allow them to reach the required height before taking out the tops. In the meantime just trim the ends of the branches to encourage them to thicken up.

PLANNING AND DEVELOPMENT UPDATE

Last month, we highlighted the opportunity that a Horam Neighbourhood Plan will give the residents of Horam Parish to have to a bigger say in what happens. At that time a draft Neighbourhood Plan1 was being consulted on. We can now update on the headline results of that consultation:

• A total of 207 responses were received to the questionnaire survey, with a further eleven letter/email responses, mainly from statutory bodies and developers

• Of those who answered the question on the survey, around 90% indicated that they were residents of the Parish

• On average, discounting those who neither agreed nor disagreed, all policies received a 98% response in agreement or strong agreement

• Many people commented on the need to retain and where possible enhance the quality of the countryside and rural character of the Parish

• There are concerns about the capacity of infrastructure to support development

Although the scale and location of further housing is not covered by the Neighbourhood Plan, many people still expressed fears about more housing in Horam on local character - which we hope will be recognised by Wealden District Council in its new Local Plan.

A full report on the results of the consultation will be published on the Horam Parish Council website shortly. Once all responses have been considered, a final draft Neighbourhood Plan will be submitted to Wealden District Council, which will then invite further representations and arrange for an independent examination. ------------------------------------------------------------

In terms of development activity, the last month has seen an appeal heard against the refusal of an application for the demolition of Linda House, Little London Road, Horam and erection of 34 dwellings. (WDC reference WD/2021/2458/ MAJ) The Parish Council was among the objectors appearing. A decision by the Planning Inspector is awaited.

Also, an application has been made seeking approval of the details for 38 dwellings on land at Old Orchard House on the south side of Horebeech Lane, which already has ‘outline’ (in principle) permission. (WDC ref. WD/2023/1585/MRM) The closing date for comments is 4th August.

THE COMMUNITY

As always we aim to keep our members busy and as a result lots has happened! We’ve been visited by Blackboys, Dallington and Little Tinkers Schools. We’ve visited Skippers Hill School and Punnetts Town Schools for both their Summer plays. Fantastic for the children to showcase their acting skills - great entertainment for our members! We hosted Hands on History with Dallington School and the children learned about WW2 - our members talked about their own experiences. Can’t recommend Hands on History enough - based in Horam and have artefacts and costumes from so many eras. They’ve been to speak to us about The Victorians, Ancient Egyptians, Saxons and Vikings, Knights and castles - the children and our members find them fascinating. We were fortunate to gain funding from Tesco which has enabled these visits. We close on 28th July for August and reopen on 5th September. Nobody should be lonely! SACRO-ILIAC PAIN

The sacro-iliac joint (SI joint or SIJ) is between the sacrum, the triangular bone at the base of the spine and the ilium bones of the pelvis. During movement the SIJ helps distribute the body’s weight from the trunk to the pelvis and extremities while protecting the spine, acting as shock absorption.

Anatomy: The SI joints, covered by cartilage, are only capable of a small amount of movement. Their stability is maintained mostly by very strong ligaments connecting the sacrum and ilium inside and outside the joints. The male and female pelvis are different shapes and the SI joints are also slightly different. The SI ligaments loosen during pregnancy due to the hormone relaxin, which allows the pelvic bones to widen during the birthing process.

Symptoms: SIJ pain can be sharp or dull, starting at the SI joint (the dimple) and can move to the buttocks, thighs, groins, or up the back. Low back pain is common as well as buttock pain on one or both sides. Sometimes standing up triggers the pain and it may be worse in the morning, easing during the day. SIJ pain can be felt in the hip and needs to be differentiated from hip joint pain. Pain can be aggravated by bending over or by standing up after sitting for a long time; laying down can ease it.

Causes: Trauma such as a direct fall on the buttocks, rear-end or broad-side type car accidents, stepping from an unexpected height, repeated stress injuries such as jogging, muscle imbalance, uneven leg length, or after lumbar fusion surgery. The joints become inflamed (sacroiliitis) in Ankylosing spondylitis causing pain in the low back and buttocks; also in Polyarthritis. Hormonal changes can affect the SIJ, particularly during pregnancy and lactation. SIJ pain that occurs for no apparent reason is called idiopathic.

Diagnosis: You will need to see your doctor if you have sudden numbness or tingling in your lower back and hips, weakness or numbness in your legs, a sudden increase in pain, if your recovery is slower than expected, or if you have a fever. The doctor will move your legs and hips in different positions to help diagnose SIJ dysfunction. X-rays, injections, MRI, or a CT scan may be required as well as blood tests to help diagnose the cause.

Treatment: Ice packs, analgesia and rest in acute stages, spinal manipulation, pelvic stabilisation exercises, wearing a support brace. More invasive treatments include injections into the joint and ligaments, radiofrequency neurotomy or ablation, a minimally invasive surgical procedure using heat from radio waves to destroy the nerves carrying pain to SIJ, cryotherapy, or surgery to fuse the SIJ.

Osteopathic/Manual Management: From an Osteopathic perspective, SIJ pain can sometimes be related to and referred from issues in other areas of the pelvis and low back. Take a detailed case history to understand the nature of the problem and surrounding issues. Examine the pelvis, back and legs, and all surrounding tissues; muscles, ligaments, nerves, fascia, etc., for movement, strength, and functionality and assess nerve pathways. Perform orthopaedic

and neurological tests and determine the root cause. Treat to reduce tension, nerve irritation, and pain. Advice regarding exercise and stretching of back, buttocks, and legs. Treatment may include manipulation, deep soft tissue massage, trigger point therapy, muscle energy techniques, fascial techniques, dry needling, etc.
