MAJOR SUCCESS IN HORAM APPEAL – land at Old Orchard House, Horebeech Lane (WD/2023/1687/CD)

This appeal decision is an important win for WDC Planning, the Alliance and the many campaigners who fought to protect residents from sewage overflow. It has wider significance for all planning departments. The judge rejected the appeal brought by Chailey Homes seeking to discharge planning conditions concerning foul drainage and discharge of foul, contaminated and surface water:

• When Southern Water (SW) fails to upgrade its drainage system, WDC can impose a Grampian condition limiting or preventing occupation of new development if it can show that occupation will cause pollution. That is so despite (a) para 201 of the NPPF saying we should assume that pollution control regimes work and (b) water companies’ duty under the Water Industry Act 1991 to provide adequate foul drainage to all development.

• Rivers’ Trust data on illegal spillages is accurate and therefore carries significant weight as evidence of pollution problems.

• SW’s claim that there is no longer a need for the upgrade has been rejected, as is its argument that sewage overflow is caused by rainwater entering the foul drainage system, and therefore not its problem, because if that system wasn’t overloaded the rainwater would in most cases not cause floods.

LOCAL PLAN - UPDATE

Unfortunately, another consultation is necessary for the new Plan to proceed because

• more sites have been submitted since the draft was approved about a year ago

• transport issues need to be reassessed in the light of the NPPF changes

• our housing target has risen.

A shorter, less complex consultation is planned for this autumn and the final draft of the Plan for the spring of 2027. Despite the best effort of planning officers and councillors, the process takes frustratingly long, because the government requires a huge amount of more information and because a lot of earlier work now needs updating.

The new Plan will very likely propose a significantly lower housing number than the target figure; it will need hard work to convince the Planning Inspector that our number is right. But, as the consultation process advances, the draft Plan gains increasing (although still limited) importance for decisions on planning applications.

HORAM PARISH NEWS

We are looking forward to seeing everyone at the parish council’s Skate Jam on Wednesday 16th April at the Horam Skate Park. Rubicon who run the event bring spare equipment with them if you need anything on the day. The event is for all ages and all abilities so please join us !!

We hope you managed to attend the Annual Parish Assembly on the 27th March. This was a public meeting where anyone who attended could speak about local issues or concerns as well as offering suggestions on how things could be improved. A big thank you to the guest speakers who volunteered their time.

On a sadder note, Cllr Michael Cousins who has been a parish councillor for over 23 years has resigned from the parish council. He has tirelessly given his time to the council and worked on many important projects including the installation of all the play equipment as well as setting up temporary youth facilities over the years. He will be greatly missed. This vacancy will either be filled by an election or a co-option. Please keep an eye on the notice boards and website at the end of March when there will be an update.

Please report any overgrown hedges on the highway and road signs blocked by foliage to East Sussex Highways who will contact the landowner.

All the meetings of the council are public meetings. Please come along and have your say. There is a public participation part at the beginning of each meeting where members of the public are invited to speak on any of the agenda items. The agenda for any council meeting is always published at least 3 days before the meeting and is available on the council website https://horam.com/ and the parish council notice boards. These are located at the Horam Centre and in the Memorial Garden. The council are now adding all the agenda documentation onto the website for public information.

If you have any accessibility issues regarding physically attending a council meeting, please contact the Clerk directly who will arrange access to the meeting via zoom. The new stair climber is now available too for meetings and general visits to the office.

The Parish Council wish to clarify that they are a non-party political corporate body. The parish council are continuing to liaise with the police regarding a new PCSO for the parish. There should be good news in the next couple of months.

A Service of Thanksgiving and Remembrance...

NEWS FROM NUS GHANI

At last, spring has arrived to Sussex Weald! I hope that you have been enjoying the colourful blooms that have been decorating our beautiful countryside. After a long winter, spring is the time to embrace the outdoors again for a bit of daily exercise or to spend time with friends and family. We are incredibly lucky to have so many fantastic outdoor spaces on our doorstep, including Bewl Water reservoir near Wadhurst, the Ashdown Forest near Crowborough, and the Cuckoo trail connecting Hailsham with Horam and Heathfield. I am pleased that the Cuckoo trail has been undergoing some improvements over the past few months including new picnic area and signage, and that the construction of a new hub is underway in Horam, to provide a resting area, toilets and refreshments.

Yet so often, our enjoyment of the outdoors is limited by the litter that blights our countryside. I recognise that littering is an issue of concern for many local residents. Looking after our environment is one of the most important issues of this generation and it remains one of my top priorities.

I know that there are many wonderful local groups including Brighter Crowborough and Brighter Heathfield and I’m grateful to all the volunteers who give up their time in order to pick up litter and help keep our streets, waterways and natural habitats clean. I have volunteered with Brighter Crowborough in the past and I continue working with our local authorities including Wealden District Council and East Sussex County Council as well as Ashdown Forest CEO and Conservators to ensure we protect and maintain our countryside for generations to come.

I have been proudly supporting the Great British Spring Clean, which is an annual event organised by environmental charity Keep Britain Tidy. It is the UK’s largest mass-action environmental campaign, bringing together individuals, community organisations, businesses and councils to make a difference and help keep their local environment clean. The Great British Spring Clean returns this year between 21 March and 6 April and I hope that more individuals and groups will be inspired to take part and help ensure that we have a healthy and clean environment for the benefit of all.

Our stories, events and generational trauma which is stored in our nervous system, cells and fascia affect us all.

For some, they may glide through life not being impacted with highs and lows,however more common as humans supressing our feels is easier and society has and still does encourage this and a fragmented and the lack of community is contributing to hopelessness.

The crazy thing is we aren’t educated in school about how to have an emotional resilience that strengthens our ability to bounce back or work through events in life that may cause overwhelm. More recently Michelle attended a suicide awareness training course, yes this is great to have in my toolbox to help those I work with but more than that I too have been personally impacted by suicide loss and also having had suicidal ideations myself, something I am very open about that empowers me to help others.

Last year, I made a decision to fulfil a vision to open NOOK & NOURISH, personal training for your mental and emotional health, where we don’t accept or view mental health as a disorder or an illness, but a misalignment of self, a body in overwhelm and where we are not taught or educated in how to heal ourselves in a busy, fast paced world that, lets be honest feels rather fearful at times.

So how do you find your voice, overcome fear, anxiety and what is holding you back from thriving and lifeing. How to practice self love?

For me grounding, boundaries and finding me has been dipping in and out of several modalities. What works for some doesn’t work for everyone, so this is critical in moving through, there are no fixed stages of healing you are your own unique wonderful bundle of perfection and finding what works for you is no different than personal training for your physical self.

Separation of emotional, mental and physical self has led to a disruption of alignment and a physical ailments screaming at us to listen. GARDENING DIARY

Rain on Good Friday and Easter Day, a good year for grass and a bad one for hay.’

Having survived the long gloom of Lent (though alas not for those of us who are undergoing the extended privations of Ramadan) gardeners will feel fitter from their abstentions and feel in good shape to get on in the garden, a good thing as April is a month of many tasks which will brook no delay. Growth is now so strong that it will soon be too late to prune or transplant many plants without risk of injury.

What a season it has been for primroses and polyanthus. What complicated set of perfect conditions were present this last winter to cause such a display?

Sown seeds should be checked and any that look doubtful should be re-sown now rather than delaying on the off-chance of improvement. There is truth in the old saying ‘One for the pigeon and one for the crow, one to rot and one to grow.’

April is a good month for planting laurels, conifers, hollies and other evergreen shrubs and hedging plants. Any rose pruning should be finished off as soon as possible. Climbing roses may also have been tackled last month; the small side branches off the main stems cut back to two inches. Hybrid tea bush roses should be cut back to four or five outward facing buds. It will be worth feeding the roses now and later on in the summer to encourage the new displays. Spraying with a fungicide at fortnightly intervals until June will keep the leaves shiny and fresh.

Evergreens such as laurel, cupressus, box and yew may also be pruned now as well as any overgrown ivy. Towards the end of the month we may plant dahlias, fairly deep to ensure the new shoots miss any late frosts.

As Forsythias finish flowering they should be pruned, cutting out the stems that have just flowered and leaving the young shoots, which will give the best displays next year. Daffodils and other early flowering bulbs should be dead-headed and allowed to die down naturally. Many a tidy-minded gardener resents these untidy obstacles to their lawnmowers, but the bulbs must be given time to build up reserves for next spring.

Lawn mowing starts in earnest this month. We may begin by finding our plastic grass rakes and sweeping up those twigs and debris we have been ignoring all winter, maybe even locating our besoms to scatter worm casts, as these, when flattened by the mower make admirable sites for germinating weed seeds. Having remembered to have the mower serviced, sharpened and oiled last autumn we are now ready to do the first mow of the season, the first cut taking off the top inch or so to tidy things up and as growth accelerates the blades may be lowered by degrees. Mowing being a job we could delegate to other family members, we might take this opportunity at the beginning of the season to tutor any of those under-

employed youths and adolescents we have uncovered about the house, in the art of mowing the lawn in straight lines and without losing digits or even whole limbs. Nothing could be more risible or ignominious in future life than having to admit to one’s peers that a big toe was lost under the lawn mower.

The vegetable garden: Potatoes, those who commune with the moon will know that root crops go in from the beginning of the waning gibbous to the new moon, April’s full moon is on the 13th, thus we may set out our pre-chitted potato tubers from the 13th until the 27th.

Horam Health Walk on the Cuckoo Trail: A New Chapter Begins

As the Cuckoo Trail Green Gym by The Conservation Volunteers (TCV) comes to an end in its current format at the end of March, we are excited to announce the continuation of the Horam Health Walk. This monthly walk, held on the second Tuesday of each month at 10.30 am, will remain a part of the county-wide Health Walks programme.

On March 11th, we enjoyed a delightful walk on the Cuckoo Trail, and we are thrilled to see the enthusiasm for keeping the Horam and Heathfield Cuckoo Trail walks going. To ensure the success of these walks, we are seeking a few additional volunteers to lead once a month. If you are interested in joining our team and leading a walk on the occasional Tuesday, please get in touch! TCV will provide training for all new volunteers. Join us for our next Horam Cuckoo Trail Walk on April 8th, meeting at the Old Station Platform at 10:30 am. The health walks are free, one-hour walks led by trained volunteers, providing health and wellbeing benefits to the community. We are inviting community members to volunteer as Health Walk Leaders to help keep the Horam walk going strong.

We are very lucky to have such an amazing charity locally that cares for our wildlife. WRAS are always grateful for donations of towels, pillow slips, blankets and cat food. These items can be left at: Unit 8, The Shaw Barn, Whitesmith, BN8 6JD.

VINES CROSS COMMUNITY ASSOCIATION NEWS

Litter Pick Update-

A big thank you to everyone who helped tidy the village on March 8th. We found mostly small bits of litter along the roadside within the village but unfortunately a lot of cans and paper litter was found in Foords Lane. Hopefully this will decrease as it is not only messy and unsightly but also a hazard to wildlife. Let’s keep our village tidy.

Christmas Event-

We are hoping to organise a trip to the pantomime in Eastbourne this year. If we can block book tickets we could get a discount so if you would be interested please let us know via the village Facebook message board.

Easter Bunny-

He is Definitely making a trip to the village this year so if you have children with you this year who are of primary age or younger, and would like him to call, please fill in the form that comes through your door or download one from the village Facebook message board and return it to Old Clappers where he will collect them. There will also be forms in the Book Box.
