Apartments provide big infrastructure benefit for Howe
Thanks to an agreement with the City of Howe and Rea Investments to bring new housing to Howe in the form of a 64-unit apartment complex, the city will be the beneficiary of half a million dollars worth of infrastructure to the water system
Many citizens may have been wondering what all of the activity with the dirt work in the front of Dollar General has been. Wilson was instrumental in pushing forward the new athletic complex at Bulldog Stadium in 2014 He and Athletic Director Zack Hudson devised a plan to completely upgrade all facets of the facilities for football, baseball, softball and track. The renovations were budgeted and paid for without the use of a bond election

No one knows what Wilson's legacy will be in Howe, but as it is, he is one of the longest tenured superintendents in the school's history This year moves him past Dr Wayne King, who was Howe's superintendent for nine years from 1991-1992 to 1999-2000
Grayson County handed out a grant to the Howe Community Library in the amount of $2,200. The amount given to each library is determined by the size of the library and the area it covers
In the past, the local libraries would have to go in front of the commissioners court and make a presentation. However, about four years ago, the county determined that the appeal wasn't necessary and the grant is offered to each public library in the county.
Librarian Becky Hogenson said that the school money goes towards children's books and things that are association with the school kids However, the county money is used for books and videos for adults of the community.
"Here in Howe since we don't have a Blockbuster or a Redbox; this is the place to come get movies." said Hogenson "And you can get them for free "

"That's a great advantage for developing that property" said Shephard "There was no sewer there before "
The plumbing for the apartment complex has been partly completed Shephard said that they were testing the lines in the middle of the week
"The project that they did (water line and sewer line extensions) will belong to the city once the project is complete " said Shephard "They will sign it over the city, which will be a half a million dollar infrastructure improvement that the city will benefit from now and in the future "

The water line that runs from the south is the CGMA (Collin Grayson Municipal Alliance) water line that comes from Lake Lavon and proceeds north through McKinney, Melissa, Anna, Van Alstyne and Howe. The connector to Howe is located on Old Patterson Road just south of town. Currently, Howe is not tapping in to that water source due to lack of infrastructure However, that has now changed and future development in the southwest region of Howe are ready for the CGMA water which will be used in any new project
Inside the city limits of Howe and existing water infrastructure is coming from well water beneath the surface The city says that those that are now getting the well water will remain that way and the plan is that any new subdivision or development would be supplied by the CGMA waterline

"The way they build it and design it is that they had to hook in to the existing water system we have here, but there are cut-offs to prevent the water from getting in." said City Administrator Joe Shephard. "The plans all along for that waterline was to deliver it to new subdivisions when it gets financially feasible to do so. Part of the deal was that they would install that waterline right underneath the freeway and tie it in across from where they are "
