A message from ALISA and BILL

Dear Friend,

This past year has been full of meaningful milestones for Housing Assistance. As we move beyond 2024, we reflect on the achievements that shaped the year and prepare for the hard work that lies ahead.

More than 50 years ago, Housing Assistance was founded to address a pressing need for rental assistance. That mission has grown to tackle the increasingly complex housing challenges in our unique region of Massachusetts. Today, with a staff of 120, we serve thousands of individuals each year through advocacy, education and housing development. Since our founding, more than 200,000 people have found safe and stable housing with our help, and we have developed over 600 units of affordable housing with hundreds more in the works.

We took significant steps to build on this legacy in 2024 and position Housing Assistance for the future. Our key accomplishments include:

• Moving ahead with the consolidation of three of our family shelters into one location in Dennis, where we will soon provide stability and supportive transitional housing for 79 families on their path to permanent homes;

• Securing the largest philanthropic gift in our history, $1 million from Cape Cod Healthcare toward our $5 million capital fund for housing development;

• Relocating to a new headquarters that will create a better working environment for our team and serve as a housing resource center for the area; and

• Earning recognition as one of The Boston Globe’s 2024 “Top Places to Work.”

We are encouraged by the progress we have made. With local leaders, we have taken steps to identify land for housing development, adapt policies to encourage responsible growth and redevelop underutilized parcels to support the creation of affordable and market-rate housing.

At the same time, there is still much to be done. Housing costs remain high, inventory is limited and the pressure on families and workers continues to grow. Too many year-round residents are forced to move off-Cape to find affordable housing. The development of housing of all types must remain a top priority for Cape Cod.

Whether you have supported us as a donor, partner, advocate or friend, your involvement makes all the difference. We are looking forward with determination, optimism and a renewed commitment to providing hundreds of thousands more Cape Codders with housing solutions over the next half century.

HOUSING ASSISTANCE Celebrates 50th Anniversary

In September, Housing Assistance staff and supporters gathered at the Cape Playhouse to mark the organization’s 50th anniversary.

It was a celebration of five decades of providing housing support and transforming lives in the Cape Cod community. Over the years, we have helped over 230,000 people find stability, security, and hope through our housing programs.

In a video produced for the occasion, we reflected on our journey, shared inspiring success stories, and honored the dedicated team members, volunteers, and community partners who have made our work possible.

As we look ahead, we know that our mission is far from over, and we continue to strive for a future where everyone has access to safe, affordable housing.

Recognized as a ‘Top Place to Work’

In 2024, Housing Assistance earned a spot on The Boston Globe’s “Top Places to Work” list in the medium-size employer category. We joined a high-caliber group of employers that were recognized for their workplace culture and efforts to foster an environment where employees feel valued, supported and appreciated.

“This recognition by the Boston Globe is incredibly meaningful to our entire 120-person team,” said Alisa Magnotta, CEO of Housing Assistance. “We have worked hard to build a great culture rooted in collaboration and respect, and it is rewarding to see that reflected in this distinction. Our employees’ dedication to each other and to addressing the housing crisis across Cape Cod is what makes Housing Assistance such a special place to work.”

The first-time recognition of Housing Assistance had special meaning as it coincided with the organization’s 50th anniversary.

The Boston Globe’s annual Top Places to Work list honors companies with employees across Massachusetts that excel in employee satisfaction and workplace culture. The rankings are based on survey responses from tens of thousands of employees who evaluate their companies on factors such as leadership, values, training and benefits. More than 8,000 organizations were invited to participate across four categories: small, medium, large and largest companies.

New Property Will Consolidate Family Shelters Adding Housing Inventory

After focusing on preparation efforts in 2024, Housing Assistance’s new family empowerment center will open in 2025. Our three family shelters – Angel House in Hyannis, the Village at Cataumet in Bourne, and Carriage House in North Falmouth – will be consolidated into a single facility in Dennis.

An important element of life in the new center will be educational opportunities to prepare parents and their families after their time in shelter. That includes the continuation of programs at the current family shelters, as well as some new offerings.

“It will be a much more conducive space for education because we will have a primary workshop space, which is also the dining room. That is the largest room in the building,” said Cassi Danzl, Chief Operating Officer for Housing Assistance. “Because we will have a higher number of families at one site, it will allow us to have much more effective approaches to workshops. It makes it much more attractive to outside educators because we’ll have this critical mass of families, streamlining the opportunity for education.”

Educational programs will include budgeting and money management, housing opportunities and housing search, nutrition and menu planning, and parenting classes. Existing directors, housing counselors, and case managers will help with the training, along with a newly hired child services coordinator with some new areas of competency.

“The new space will allow us to leverage what we’ve always done, but in a way that will be different and make it even more impactful moving forward,” said Danzl.

The shelter properties in Hyannis, Bourne, and Cataumet will be remodeled into single room occupancy and studio apartments, creating additional opportunities and adding attainable housing to the region’s inventory. A housing resource center will also be created in Cataumet, one of three regional centers in addition to our Hyannis and Orleans locations.

Housing Assistance is committed to developing housing that meets the needs of our community. That includes adding much-needed inventory for workforce housing. Housing Assistance has built almost 600 units since we were founded, and by the end of 2025, we will have completed three more developments, providing housing for over 230 people. Our clients will begin a fresh chapter in their lives, stepping into beautiful new homes that offer more than just a roof over their heads. They provide stability, hope, and a renewed sense of possibility.

HOUSING TO PROTECT CAPE COD

On the regional level, our advocacy efforts continued and expanded through the Housing to Protect Cape Cod coalition. HPCC was launched in late 2022 as a new partnership with Cape Cod and Islands Association of REALTORS®, the Cape Cod Chamber of Commerce, and the Homebuilders and Remodelers of Cape Cod. The coalition mobilizes residents in support of policies that foster year-round housing, while protecting our critical environmental resources and community character.

Third Annual Housing Summit Focuses on Momentum

The third annual Housing to Protect Cape Cod (HPCC) Summit focused on ways Cape Codders can leverage the new policies in the historic Affordable Homes Act signed in August by Governor Maura Healey.

The passage of the act created a range of resources to create more attainable year-round housing across our region, said Housing Assistance CEO Alisa Magnotta. “All of us here today are very excited to keep this momentum going and to take this historic legislation and figure out how to make it implantable in our towns,” she said. “We’re not here to talk about the problem, but to commit to action.”

Edward Augustus, Massachusetts Secretary of Housing and Livable Communities, referred to the adage that the world is run by those who show up. “That’s literally true in New England where we have a town meeting where whoever shows up that night gets to decide,” he said. “We know in the housing space, with that kind of instinctive NIMBYism that we see in so many places, there is always going to be somebody who shows up and says, ‘Not here, not now. It’s a good idea, but it doesn’t belong here.’ The question is, are the rest of us going to show up and give voice for those DPW workers who are living on the beach or in a shack or the other folks who

are making that trip every day over the bridge to plow your roads, to clean those hotel rooms, work in those restaurants, and keep the economy of Cape Cod running?”

State Senator Julian Cyr said he was grateful to the community housing advocates who put in time and effort to help shape and pass the housing act. “I don’t talk to a leader in the region on any issue who doesn’t bring up housing as the number one issue,” he said. “Whether you’re an employer in our healthcare sector or human services sector, whether you’re trying to figure out how you make a town run or keep a restaurant open, the biggest challenge is finding a workforce – and that challenge is directly tied to housing.”

More than 300 people, including local officials, business leaders and community advocates, attended the summit. Panel discussions focused on ways the region and individual towns can implement key elements of the act, including the Seasonal Communities Designation and the loosened restrictions on the construction of ADUs (accessory dwelling units).

Assistance Collaborates With State Housing Leaders

Lieutenant Governor Kim Driscoll and Edward Augustus, Massachusetts Secretary of Housing and Livable Communities, joined local officials in August at the former Governor Prence Inn in Orleans to celebrate passage of the state Affordable Homes Act. The gathering underscored the legislation’s importance for affordable housing development on Cape Cod and across the Commonwealth. The Governor Prence Inn redevelopment is one of several projects being undertaken by Housing Assistance and its partners, which include Preservation of Affordable Housing (POAH) and Habitat for Humanity of Cape Cod, to address housing on the Cape. The project will result in 61 affordable rental homes, 10 middle-income townhomes, and 7 single-family homes for lower-income residents, representing a significant step forward in addressing the region’s housing challenges.

Under the Affordable Homes Act, tourism hot spots can unlock new resources tailored for their needs once they are designated as “seasonal communities.” The initial list of 25 seasonal communities that grapple with distinct housing challenges due to their status as vacation destinations includes 16 towns on Cape Cod, Martha’s Vineyard, and Nantucket. Housing Assistance CEO Alisa Magnotta was named to the Seasonal Communities Advisory Council.

Energy Improvements Make ‘Big Difference’ for Retired Couple

Randy and Elsa Gonzales were young newlyweds when they bought their home in Harwich 45 years ago. It was a fixer-upper and they did their best to keep up with repairs, Elsa says, but in recent years, the house needed more work than they could manage.

It was a blessing when her fuel assistance provider suggested Housing Assistance’s Energy Department arrange for a home energy assessment. The retired couple qualified for extensive repairs, at no cost to them.

“They came in, they did the work, they cleaned up. It was like, wow!” says Elsa. “I’m still sitting back going, I can’t believe this. I figured they could give me a hand fixing my windows. Well, they totally surprised me – beyond belief. I got new windows, new shingles, a new roof and a new heating system, which I never dreamed of. I can’t thank them enough. I really can’t.”

Winter has become a lot more comfortable for the Gonzaleses. “I don’t have the drafts coming through the house anymore,” she says. “There are no more leaks in my ceiling. It’s made a big difference.”

Housing Lottery Makes Teacher’s Dream Come True

Shawn and Jessica Avery have two sons diagnosed with autism, a challenge alleviated by the local school system, where the boys have support and feel comfortable. The family rented in several towns but yearned for a home of their own, even while wondering if it was realistic. “As a teacher, I make a decent salary, but the cost of purchasing a home was just not feasible for us,” he says.

In 2023, they applied for a housing lottery administered by Housing Assistance for a three-bedroom house under construction in Falmouth. “We were the very first ones picked,” Shawn says. “I saw the look of shock that my wife had when our number came up. It was an amazing moment to know that we were going to have a place that we could settle into and call home.”

Shawn said the application process went smoothly. “Everyone was super helpful any time that I had questions about anything,” he says. The builder even made some minor modifications to make the house safer for the boys, and the family moved in toward the end of April 2024.

“It’s a dream come true to have a stable place for our boys. We’re extremely thankful for the opportunity that you provided us.”

Youth and Young Adult Stabilization Program Provides Hope

Today, Madison Sheppard lives in an apartment in Centerville and is a student at Cape Cod Community College. She’s faced housing insecurity the majority of her life, starting when she was just 8 years old. Struggling to pay medical bills for her younger sister, her parents moved the family into a hotel for a week before space opened in a family shelter. For the next seven years, they moved multiple times, at one point cramming into one room in a relative’s home.

“I was falling asleep in class, and I was malnourished, and that kind of opened up the doors for a lot of bullying and judgment from both my peers and some teachers as well,” she shares. “That was my first time understanding that the world can be a cruel place.”

After finishing high school, Madison lived in a tent in a family member’s yard, in a car, and an unheated camper. With financial support from Housing Assistance’s Youth and Young Adult Stabilization Program, Madison moved into her current apartment in November 2024. “It’s nice to not feel like someone’s going to be knocking on the car doors while I’m parked somewhere trying to sleep,” she says. “I went through a lot that no kid should ever go through, but I just want to say to anybody that may be reading this, just be kind to other people.”

INVESTING IN HOUSING

Million-Dollar Gift in Support of $5 Million Capital Campaign

In July, Housing Assistance received a transformational $1 million gift from Cape Cod Healthcare to support the development of workforce housing in our region. The gift is part of a $5 million capital campaign to preserve the American Dream on Cape Cod. Funds raised through the campaign will help create both rental and homeownership opportunities for individuals and families living in our region year-round.

“Cape Cod Healthcare is proud to contribute $1 million in support of housing for our workforce, so that low- to moderate-income families can live and work here,” said Michael Lauf, President & CEO of Cape Cod Healthcare. “The market alone isn’t going to take care of our housing situation. We need to be creative when it comes to building more affordable units.” He emphasized housing as a critical infrastructure that’s needed for a functional community, just like our roads and bridges.

“We are thrilled to receive this financial support from Cape Cod Healthcare but even more importantly the commitment it demonstrates to our mission,” said Housing Assistance CEO Alisa Magnotta. “While stable, attainable year-round housing has been a top issue on the Cape as far back as our founding in 1974, today we find ourselves at a tipping point. With record-high demand, the American Dream of homeownership is out of reach for too many.”

Housing Assistance’s capital campaign will help increase attainable housing and ensure Cape Cod remains a viable year-round community for future generations. With historic investments in housing from the State and an increased capacity at Housing Assistance, the agency is poised to add

housing that will protect the people of Cape Cod - our yearround community who are the backbone of our economy and the future of our region. The $5 million capital fund will enable Housing Assistance to leverage debt and State grants to increase housing production.

Capital campaign contributions will provide critical funding needed to bring four projects currently in the pipeline (229 units of housing) over the finish line. Reimbursements on the completed projects will add revenue back into the fund, allowing reinvestment in future projects.

“Our mission at Housing Assistance is to provide attainable and affordable housing for our community,” said Housing Assistance Board Chair Bill Bogdanovich. “In the past six years we have seen the median price for a home on Cape Cod increase by 83%, requiring incomes well over $200,000 per year to obtain a mortgage. This is unsustainable for our young families, our first responders, our teachers, and our healthcare workers – the people we count on each day to make the Cape work.”

With just under $1 million left to raise to reach the $5 million goal, the campaign has seen significant commitments from the community, including a $100,000 gift from Cape Cod 5. “At Cape Cod 5, we believe the only way we’re going to solve our housing challenge is by working together as a community,” said Bert Talerman, President of Cape Cod 5. “A collaborative approach is necessary to help facilitate change and to create more housing for our locals and workforce. We are glad to support Housing Assistance’s capital campaign in this capacity in recognition of the criticality of this issue.”

HOUSING LEGACY FUND

The Housing Legacy Fund, currently overseen by Rockland Trust, was established in 2019 with the goal of raising $1 million by our 50th anniversary in 2024. We surpassed that goal in just three years, thanks to the generosity of donors from across Cape Cod and the Islands. Nearly $2 million has been invested in the fund to date.

These donated funds are carefully invested allowing the earnings to support Housing Assistance’s mission in the future. This is especially crucial in times of unexpected crises, such as a pandemic, natural disaster, or government shutdown, when our agency must swiftly address emerging housing challenges.

There are two ways to contribute to the Housing Legacy Fund: through tax-deductible donations today, or by making planned gifts, such as naming Housing Assistance in your will or as a beneficiary of your donor-advised fund.
