Message from Board John Weidert, Board Chairman

Meaningful Change Equals Sustained Prosperity

A

s a member of the Hot Springs Village (HSV) Board of Directors (BoD), and Board Chairman this past year, to say it has been an honor and privilege to serve the property owners and stakeholders of Hot Springs Village these past three years would be an understatement. It has truly been an exhilarating journey and one that I and the entire BoD can certainly be proud of. Our directors share one common goal: to make every aspect of life in Hot Springs Village the best it can be in every respect. During my time on the BoD, many very important quality-of-life projects were started and achieved, making a real difference over time. Some of the most noteworthy are detailed here. Through our bond issue, vast improvements were made in our Wastewater Treatment Plant. Using a joint effort, separating two large but equally important functions in our golf program, golf course maintenance and customer service, an increase in golf rounds and revenue per playable day was realized. Our financial team has made great strides in collecting delinquent assessments. Over $1mil was collected in 2016 and another $500k in 2017. Another financial success stems from the fact that we are now exceeding our projected reserve additions. As we all know, we were successful in eradicating our recent hydrilla outbreak. And, one project that I am sure will be one of the hallmarks to our success as a village is the opening of our first real estate office. This office is dedicated to selling POA-owned property and works in concert with a builders’ guild who buys our POA lots and builds a house on them for resale. As stated these are just examples of some of the fine things we are doing. As you can see by the title of this article, our BoD has paid real-time attention to how meaningful change can move and grow HSV now and into the future. Realizing that HSV has community and corporate ties, over this past year our BoD has set up a Governance Committee. This committee is tasked with ensuring we board members pay special attention to our fiduciary responsibilities of care, loyalty, and obedience. In doing so, we ensure that the specific lines of governance and operational responsibilities are not crossed and HSV is led

and managed in the most effective way possible. This Governance Committee concept has greatly benefited HSV in the way the BoD and our Chief Executive Officer (CEO), who is a member of the Governance Committee, function and interact on a continual basis. As I see it, the most significant undertaking this year for securing the future growth of HSV is our CEO-conceived and led Comprehensive Master Plan (CMP). Crafton Tull, DPZ, Randall Gross Development Economics, Great Destination Strategies, RPPY, East Harding Construction, the CMP Steering Committee, your BoD and POA staff, and our valued neighbors are the ones who brought this exceptional tool to life in a united, team-oriented manner. The goals of the CMP are to: (1) Protect the long-term fiscal sustainability of HSV; (2) Establish and preserve the natural character of HSV; and (3) Evolve the experiences and housing to meet the changing needs of retirement and demographics. These are long term goals. They are with us for decades, and we look forward to our next public presentation where the team will further define their strategies and tactical moves. Folks, we have all heard the saying, it takes a village. And it is certainly true and so gratifying to see all the plans materialize as our villagers take the ownership required and make all the right things happen.

H

ow blessed we are to live and play in such a beautiful place, while entrusting a Board of Directors with the fiduciary duties that guide and preserve all we love about Hot Springs Village, now and for the next generation buyer. Our current Board and Executive Team spent the last year in a deep dive of our legal documents, policies and practices all to ensure your investment here is handled with the utmost integrity and care. And, they ensured numerous opportunities were given for property owners to offer individual input. Regardless of individual preferences and positions, there is no denying that your current Board truly seeks the good of the whole and sincerely considers the input offered. And their approach is working! Through their governance and leadership, the Association celebrated many “wins” and milestones in 2017. Six of the more notable achievements are: bylaws and policy updates, including the addition of a Governance Committee and Board Recruiting Committee, the near completion of the community’s first comprehensive master plan, increased home sales and new home permits, more than 1200 maintenance projects at POA-owned facilities logged, increased golf revenue and rounds and better than projected additions to reserves. Together, Board, staff and volunteers, moved the needle! When functioning at their strongest levels and in tandem, the governance and operational roles fulfill our purpose and mission. Our 500+ employees and numerous committee members stood side by side with a

shared purpose and a champion’s heart, as we worked to re-align around a shared vision of balancing growth and maintenance. Their deep commitment to helping our residents live their dreams is to be commended. I hope you will take the opportunity to encourage the men and women who strive every day to make a difference in this community. Now, it’s that time again, time to select your Board members, those individuals you believe are qualified to build upon past successes and continue fulfilling the Association’s mission and purpose. Cheryl: Brandon, we’re frequently asked by our property owners who have lived in colder climates about the months we can build here in Hot Springs Village. We see building year-round here, but are there any limitations? Brandon: We have the same number of houses going yearround. With a shallow frost line of about 6”, we are able to place concrete nearly year-round. There are some weeks where conditions may be too wet or too cold for particular work to go on, but we always have changing weather here and the next week will likely be different! Cheryl: Sometimes there are cracks in the concrete; is that anything to be concerned about? Brandon: To prevent any structural separation, we use fiber mesh and a stronger concrete mix (4,000 lb.), along with cutting concrete control joints from inside corner to inside corner of the slabs. Sometimes you will hardly see any crack line at all and other times you will. With no differentiation (up/down) on either side of the crack, the contractors who install flooring will apply a thin membrane used for exactly this condition before applying coverings. Other than that, there’s nothing recommended to do nor is there any prevention that can or needs to take place. Pure and See “BRANDON” page 5

2017 Unaudited Financials Reviewed at January Board Meeting

T

he preliminary, unaudited December 2017 financial report was presented at the January board meeting. Financial results included: There were four significant strategic shifts that were undertaken in 2017: decreasing amenity subsidies, stabilizing and improving the overall food & beverage experience, establishing a real estate sales division and targeted marketing to address unproductive land and stagnant growth, and, following a favorable decision by the Arkansas Supreme Court, beginning to address deferred maintenance. Of the 65 individual departments represented in the financials, 38 showed increased revenues over the prior year and 23 reduced operational subsidies. Division Directors presented more in-depth reviews at the Annual Meeting held in February of operations, program improvements and lessons to carry into 2018. Even with a few operational disappointments, the cash position improved by $1.5mil from the prior year, we outperformed the commit-

ment to build reserves and began addressing deferred maintenance issues. While funds will not be moved into reserves until the audit is complete, early results indicate that in addition to the $301k of budgeted additions to non-utility reserves, an additional $3.2mil is available for non-utility reserves. These funds will be used to address both short and long-term priorities outlined in the final Comprehensive Master Plan. Public Utilities also generated projected additional reserves of $423k. A detailed reconciliation of these funds can be found in the financial package. Other early highlights of the 2017 financial results include: 7 divisions posted improved revenue over the previous year, over half a million dollars in long-term debt

was repaid, 50 new home permits were approved, representing at least $15k of annual recurring revenue, golf rounds and revenue per playable day outpaced 2016, as well as numerous deferred maintenance and repair projects outlined in the COO’s report given at the January Board meeting. The 2017 Financial Audit is currently underway. EGP PLLC completed preliminary testing in December and began additional onsite work in late February. The audit should be completed by April, 2018. ing construction. Open plans often have beams up in the ceiling for the purpose of transferring weight from one area to the next. Cheryl: You just shared your landscaping plans for the home this morning. As the house will probably be complete when we go to press, would you share your special touch on your first

Builders’ Guild home? Brandon: We are adding a bit of green in the front with some artificial turf and then a putting green area in the rear off the patio. The remainder will be landscape beds, boulders, and zero scape rock areas. Stay tuned for the finished project coming in February!

Department Updates Departments Report Updates for 2018 Comprehensive Master Plan We are nearing completion of the Comprehensive Master Plan (CMP) and are excited to deliver this roadmap for our future to you, our property owners. After a public charrette in November/December 2017, along with numerous surveys and other meetings, the CMP is nearly finalized and will be presented to the HSV Board of Directors in March. Staff is working on 3-year operations and capital improvement proposals, which will also be included in the plan, along with service gap analyses currently being conducted in various departments. While we are nearly finished with this phase of the project, the real work is just beginning. Thank you to all who have given your time and energy to participate in public forums and offer your valuable insight.

Department Updates and preparation of the areas at each end of the culverts. The Streets Division is also working to restore and stabilize the shoulders of eroded roadways and their slopes. Public Utilities This department achieved many of its goals in 2017, including the completion of a plan for utility rates over the next five years. In May 2017, the Mid-Arkansas Water Association finalized agreements for allocation of Lake Ouachita water storage with the Corps of Engineers. Also, sewer bonds funded the completion of a manhole rehab project, which includes a prioritized approach to significantly reduce the ground water and surface water entering our wastewater collection system. A wastewater treatment improvement project currently underway launched our efforts to address significant deferred

maintenance. The 2017 water tank rehab, in its 4th year of a 5 year program, is now complete and included installing a new mixing system and repainting the standpipe tank located off Peral Way and the spheroid (ball) tank located on Mesero. Public Utilities staff also completed several improvements such as a flow paced disinfection system upgrade at Mill Creek Wastewater Treatment Plant. Staff also completed a 100% restoration of the East Area Lift Station located near ElCano. Recreation Two major projects are currently moving forward in this department. Proposals for the Pickleball Project and the Outdoor Pool Project were due back in February. Once received and reviewed, recommendations on these projects will be made to the Board of Directors.

Best Playing Conditions Focus of Golf Course Maintenance

A

s temperatures rise, trees and flowers begin to bloom, turf starts growing, and your Golf Course Maintenance Team prepares courses for the upcoming season. Several changes have taken place in the past 6 months. New golf course superintendents at DeSoto, Granada, Magellan and Ponce de Leon (see related article pg. 10), new assistant golf course superintendents and new front-line staff members have come on board. New processes and procedures have been implemented to prepare the courses daily with an emphasis on details and turf quality. With this renewed focus on providing the best playing conditions and golf experience possible, we are anxious to see our golf courses full of happy and satisfied golfers. As you recall, a survey was taken in January of this year to evaluate each course for

2017. We are challenged to increase those survey numbers for the 2018 season and excited to make it happen. Those warmer temperatures and preparations also include the specific cultural maintenance activities for each course. Aeration is the biggest and most disruptive maintenance activity we perform and essential to quality turf. It is a process of removing cores by punching holes into the turf approximately 4 inches deep and approximately ½ inch in diameter. The process on Greens and Tees also includes removal of the cores and a layer of sand applied. The purpose of aerification is to relieve compaction, increase the ability to allow air, water and nutrients to the rootzone. This process makes for a healthier turf. Greens and Tees will be aerified twice during the year with Fairways and Roughs aerified once.

Golf Courses Add Superintendents Henry Falgout, Granada Henry Falgout, who served as Golf Course Superintendent at DeSoto since 2012, moved to Granada as the Golf Course Superintendent in October 2017. Henry has a Bachelor’s of Science Degree Ornamental Henry Falgout in Horticulture and Landscape Design from the University of Tennessee at Knoxville. Prior to coming to Hot Springs Village, Henry held positions at Chamberlyne Country Club in Danville, Arkansas, Hardscabble Country Club in Fort Smith, Arkansas, and Gettysvue Country Club in Knoxville, Tennessee. Keith Christner, Ponce de Leon Keith Christner, who served as Assistant Superintendent at Balboa Golf Course since 2011, was promoted in November 2017 to Golf Course Superintendent at Ponce de Leon Golf Course. Keith has also served as SeKeith Christner nior Assistant Superintendent at Canongate at Old Atlanta in Suwanee, Georgia, and Second Assistant at the Trophy Club of Atlanta. Keith has a Bachelor of

Science Degree in Agronomy and Soils from Auburn University. Donald Jones, Magellan In December of 2017, Donald Jones joined Hot Springs Village as Golf Course Superintendent at Magellan Golf Course. Donald has most recently been the Golf Course Superintendent at White Bluff Resort Donald Jones in Whitney, Texas. Prior to that he was the Assistant Superintendent at Harbor Lakes Golf Club in Granbury, Texas. He has an Associate Degree in Golf Course and Landscape Management from Texas State Technical College in Waco, Texas. Darrin Baker, DeSoto Finally, in January 2018, Darrin Baker, CGCS, joined Hot Springs Village as Golf Course Superintendent at the DeSoto Club. Darrin is a graduate of Rutgers University with his degree in Golf Turf Manage- Darrin Baker ment. He spent the past 21 years at Oro Valley Country Club in Tucson, Arizona. Oro Valley is a Private Club that hosted several Regional USGA and PGA Events.

This gave me the opportunity to get to know, and work effectively with, POA board members and management over multiple years, as well as expand my understanding of the POA’s governing documents and revenue challenges. In addition, I helped create and lead Boomers Rock, a 400-member social organization serving the entertainment interests of those of the baby boomer generation. I also led the Balboa Yacht Club, a 200-member social organization of boaters on Lake Balboa. I served on the Hot Springs Village Community Foun-

I believe that we must deliver on exceptional visitor experiences, because nearly all HSV residents were, at one time, visitors who chose to purchase property based on their experiences. Because of my training in accounting, I’m one who makes decisions, and demands accountability, based on facts and data, not anecdotes and emotion. During my tenure, I have held positions as Chairman of the Audit Committee, Chairman and Board Liaison to the Architectural Control Committee, and Chairman of the Ad Hoc Fee Committee charged with designing a framework for the village amenity

fee structure. Additionally, during the time I served on the Architectural Control Committee I was a member of the Ad Hoc Committee charged with revising the village covenants. Throughout my three years on the board, I have always prided myself as being a fiscal conservative, common sense wielding, down to earth individual. These personal traits have served me well during my time on the board.

Marcy Mermel Resume As a HSV POA Board Director, I have been a dedicated ambassador for the property owners of Hot Springs Village since the election of 2015. I remained steadfast in my promise for “Good, correct, sound and effective business decision making”. I have persisted resolute with the guarantee of independent thinking, and vote accordingly to that conscience. My record shows service on the 2015 Audit Committee; 2015 Liaison to RASP, and birthing the communication program “Village Values”, which I directed and facilitated throughout 2016 (until secured by operations in 2017).
