C

oming into the last quarter of the year with a bullish sentiment, DOT Secretary Christina Garcia Frasco is poised to harness the renewed tourism interest in the Philippines by placing a strong emphasis on sustainability and people development, in addition to continuing projects aimed at elevating the quality of Philippine tourism. In the realm of hospitality, the DOT has already exceeded its target of training 100,000 frontline tourism workers in the Filipino Brand of Service Excellence (FBSE), accomplishing this milestone two months ahead of schedule. As of October 13, 2023, a total of 100,407 tourism workers across diverse sectors, including accommodations, travel and tour, transportation, academe, MICE, farm tourism, tour guiding, and tourism police (TOPCOP), have completed their training since the program's inception in 2013. Secretary Frasco has been at the helm during this significant achievement, recognizing the potential of the FBSE program to position the Philippines as Asia's center for hospitality excellence. Marcos Jr. to transform the tourism industry by further empowering our country's most valuable asset - the Filipino people. that define our nation,” Secretary Frasco expressed. Frasco will carry this gumption with her when she attends the 25th UNWTO General Assembly in Samarkand, Uzbekistan, as the Vice-President. The UNWTO, a UN specialized agency with 159 member states, 6 associate members, and over 500 affiliate members, has six regional commissions spanning Africa, the Americas, East Asia and the Pacific, Europe, the Middle East, and South Asia. Recently elected as the Chairman for East Asia and the Pacific of the UNWTO, Secretary Frasco will lead a Philippine delegation, joining over 150 tourism ministers and delegates. The assembly's theme, "Tourism and Green Investments," will revolve around discussions on investment, sustainability, innovation, competitiveness, and include an Education

Forum and awards for the Best Tourism Village. The discussions will also explore opportunities for shaping new policies, effective instruments, and global partnerships to support inclusive and sustainable tourism development, addressing the skill gap and creating valueadded jobs. Secretary Frasco stated, "We are honored to represent the Philippines at this gathering of global tourism leaders to exchange insights that will undoubtedly fortify the Philippines as a sustainable tourism destination and illuminate the path towards tourism transformation envisioned by our President Ferdinand Marcos, Jr." Looking forward to the following year, as the Chairman of the East Asia and the Pacific and the Commission for South Asia, the Philippines will showcase

the country by hosting the Joint Commission Meeting in Cebu, tackling tourism concerns within the region. Meanwhile, a recent Senate hearing for the DOT's 2024 budget, Secretary Frasco reported a resurgence of tourism in the country, with PHP 344 billion in foreign visitor receipts and over 4 million visitors in the first nine months of the year. This encouraging progress has motivated Secretary Frasco to request the support of the Senators, as the DOT budget was decreased by 20% compared to its 2023 allocation. She emphasized, "The DOT, therefore, appeals for a reevaluation of the budget, along with the necessary resources, to effectively fulfill its mandate, especially since we all recognize the pivotal role of the tourism sector in our economy, employing millions of Filipinos."


NEWS Philippines reaps awards on various tourism categories The country is not bereft of tourism recognition in the region. The Philippines has been awarded as the Best in Asia and the World for different categories that reflects its tourism diversity. The latest accolade as Asia’s Best Cruise Destination by World Cruise Awards was given in Dubai, United Arab Emirates this October. The country is expecting 128 cruise calls at 33 destinations until next year. Cebu was also listed among the 50 “Best Places To Go” in 2023 by the U.S. based online travel guide Travel Lemming. The Philippines also bagged 13 recognitions in all available categories in U.S.-based Scuba Diving’s 2023 Reader’s Choice Awards attracting enthusiasts from around the world. Solidifying its status as the ultimate diving destination in the region, the Philippines has clinched for the fifth consecutive year the Asia’s Leading Dive Destination by the World Travel Awards Asia and Oceania Gala Ceremony 2023. The Philippine private tourism stakeholders also bagged notable victories at the same awarding ceremony being named in the following Asian and country categories: Okada Manila (Asia’s Leading Casino Resort), Discovery Shores Boracay (Philippines’ Leading Beach Resort 2023), Travelite Travel and Tours Co. (Philippines’ Leading Destination Management Company 2023), and Seda Hotels (Philippines’ Leading Hotel Group 2023), among others. Earning spots in Condé Nast Travelers, placed Boracay (#3), Palawan (#6), and Siargao (#10) in its very own Top 10 Reader’s Choice Awards. including El Nido Resorts (Pangulasian, Lagen, and Miniloc) among the World’s Best Resorts, marking it their eighth consecutive year of recognition. Condé Nast did mentioned that 600,000 readers participated in the selection process. On the other hand, the 32nd TTG Travel

Awards honored the Tourism Promotions Board with the title of “Best National Tourism Organization along with Raffles Makati as The Best City Hotel in Manila. Not to be outdone on World Spa Awards are the winners from the Philippines: The Farm at San Benito was Top Holistic Wellness Award and Best Wellness Retreat Conrad Manila for Best Hotel Spa, and, Chi, The Spa at Shangri-La Mactan as Best Resort Spa.

KoKo Global Hospitality Group debuts in the Philippines KoKo Global Hospitality (KGH) Group is debuting in the Philippines in partnership with a local group. The arrangement with the Singapore-based company, financed by Japanese and Thai investors, gives it a footprint in four hotels with a total of 140 rooms, two in Manila and two in Makati. “We just opened our first property in Japan last September and this October, I am glad that we have finally entered the Philippines with this partnership. I hope to bring the ‘professional operating firm’ that we have built in Thailand for 8 years and distribute these three valuable items: operational excellence, friends and family culture, and ‘wow’ to the Philippine market as fast as possible,” says Red Matsuda, KGH founder and CEO. KGH will set up a domestic corporation with Filipino hotelier Gabriel Bernabe Jr.

with the aim to run 3- and 4-star categories each with 50 to 200 rooms. It aims to operate under its four brands: Kokotel bed and café, VIVTEL by KoKo and Owners’ brand. Currently, KGH operates a total of 25 properties in Thailand and Japan with 11 of them bearing the Kokotel brand.

5 new cruise terminals to be built by PPA The Philippine Ports Authority (PPA) has announced plans to construct five new cruise terminals to accommodate the increasing number of cruise passengers in the Philippines. These terminals will be developed in Boracay, Coron, Camiguin, Siargao, and Puerto Galera, complementing the existing ones in Tagbilaran, Bohol; Currimao, Ilocos Norte; Salomanque, Ilocos Sur; and Manila. Currently, an investment of approximately PhP620 million is allocated for the construction of the Siargao terminal in Jubang. The construction of these additional terminals aims to eliminate the need for tender boats, making it more convenient for large cruise liners to access the picturesque island destinations of the Philippines. This move aligns with the Philippines' recent recognition as the Best Cruise Destination in Asia for 2023 by the World Cruise Awards, affiliated with the prestigious World Travel Awards.

DOT launches 24/7 tourist assistance call center The Philippine Department of Tourism recently launched its first-ever tourist assistance call center. The call center shall serve as the hotline and one-stop shop for local and foreign tourists made available to provide tourism-related information and extend any assistance, if any untoward incidents that may occur during the tourist’s visit. Taking off the media hat as a paying consumer Staying in a hotel is a hit-and-miss affair. No matter the hype, the price, the paid releases, I find that a perfect hotel stay comes few-and-far between. In my family’s staycations during my son’s short 9-day vacation here, we have checked-in at six hotels of various categories and there were issues on some. Most of it were bathroom concerns and I concluded that among all departments, Housekeeping must be the one that bears the brunt of most issues, and the next would be, Engineering, then, of course, the F&B. When these concerns were based on guests who actually complained, my interviews with agents and operators, hoteliers themselves, it is now from personal experience. Considering a room that is paid on published rate or simply paid for, it will be unfair to charge high-end services when the waitstaff is slow, for fine dining cuisine that has long wait times and worse, ordinary, the toilet bowl or the air conditioning unit leaks, or the hot shower takes long minutes for the water to get, well, hot. I may cut lower ranked hotels some slack, and when it is a media hosting event because I am polite (sometimes), but there are times that I want to put myself in the shoes of a paying customer. Like for instance,. when I noticed a mislabeled food item and when I informed the waitstaff about it, she reported back that the chef told her that roasted duck and Peking duck are the same. In cases like that, I feel that I should take off my media hat and just pay for the food so I can have a moral right to complain, or worse, write about it, all for the common good, of course. What about leaks that take hours to fix, only to tell you that you may have

to change rooms, or the bathroom with the sloooow flush and quintessential ring? I feel that some companies take media hosting for granted. We must be respected enough to write about misadventures the same way they honor TripAdvisor content or any related app. That “advertorial” or “praise release” mindset of the consumer must be clearly defined now that travel and tourism is on an upswing. Consider whale watching and Aurora Borealis tours that have matured enough that they refund your payment when it does not happen. In a hosted hotel stay, a presser usually tells about a perceived experience. What do we do when the promise is not delivered? What if you are a paying guest? Lately, I received an invitation for a sustainability tour in one of our neighboring countries, and was asked a question on my experience and views about it. My knowledge on this topic is not skin-deep, so I must have given them an answer they did not expect. They did not pursue their invitation (no regrets) and I found out later that sustainability was used just as a keyword to add strength to a destination tour. I suppose the stories that will come out will be about the destination and not about sustainability. Keywords are used more frequently now that conferences, tours, and events to attract paying delegates and media participants have returned. Over here, the “internet of things” has caught the fancy of some, but again, does not tackle the real meaning of the phrase, so if you paid to attend, you would get nothing less than a simple Google browse. I am beginning to think that, nowadays, to really get the meat out of a story you want to share with your readers, either your boss (in our case, from our own pockets) pays for the coverage, or risks not receiving freebies, just to filter out the real from the hype. That way you come out with an honest reportage away from the bull.

Crystal balling the newly reopened Makati Shangri-La Manila

M

akati ShangriLa Manila has reopened recently, but expectations should still be managed, as it is still going through a subdued rehabilitation phase. Currently, only the Horizon Club Business Room, totaling 74 rooms, are available for booking. At present, Makati ShangriLa features three outstanding F&B outlets, including the renowned Shang Palace, offering exquisite Cantonese cuisine, The Sage Restaurant, and the 24-hour Lobby Lounge. These establishments continue to provide the same culinary excellence as before. However, the management is anticipating the arrival of the Japanese chef to open Inagiku, Makati Shangri-La’s celebrated Japanese restaurant. In preparation for the upcoming holiday season, Makati Shangri-La has also unveiled four function rooms, which include the 1,000-guest

capacity ballroom, as well as spaces like the lounge, pool area, and gym.” But that's not all - the management led by the Hotel Manager Udo Wittich have introduced exciting innovations. They've welcomed a new Argentine chef, Chef Pablo, who leads The Sage restaurant. “We have a unique beverage program to complement as it is only here that it is offered.

For the gin and the rum, we have botanicals in the garden which we can blend and create on our own, though it may take a few months up to the end of the year. We made our own signature edition in the last time in the pre-pandemic and now we will continue that, We will also go on with the herb garden on the rooftop,” said Wittich during the media luncheon. During a check-in simulation, Wittich conducted a "walk-through" and shared insights into sustainable practices and newfound innovations. They are transitioning from plastic key cards to environmentallyfriendly wooden alternatives, and sourcing locally-made chocolates. The hotel now features LED lighting, ergonomic desk and chair arrangements, upgraded bathroom amenities, a 55inch TV with cutting-edge technology, and 22-kilowatt chargers in the basement

parking for electric vehicles. However, the heart of these enhancements lies in the timeless Shangri-La service that guests missed during its closure. Wittich revealed that many of their original staff, alongside team members from other Shangri-La properties, have returned to deliver the same exceptional service that Shangri-La is renowned for. Stakeholders need to be globally competitive - Bengzon

W

hile tourism and the hospitality industry is on the steady path to recovery, stakeholders have to be globally competitive instead of just competing among local hotels and resorts and just among local destinations, advised Philippine Hotel Owners Association (PHOA) executive director Benito Bengzon Jr. In a presentation during the Hotel and Sales Marketing Association’s (HSMA) first ever Sales and Marketing Summit held on Oct. 12, he challenged the industry to find ways to go back to prepandemic levels in 2019 amid the “tougher” competition in Asia and around the world. The Department of Tourism (DOT) reported that it is on track to meet the 4.8 million foreign arrivals in 2023, as it already breached 4 million in January-September this year, driven by top 10 traditional markets, with some changes in ranking. But, Bengzon said, “we must also realize that we are still a long way from the record 8.2 million foreign visitors we attracted in 2019”, the default reference year for tourism recovery. He challenged the industry to find answers to certain questions, from a marketing viewpoint: “When and how do we go back to 8.2 million? What will be the market mix? Will the current top 10 markets maintain their ranking in 2024, 2025 and beyond? What should be the priority and strategic marketing and promotions activities of the government and private sector?” Resonating the HSMA Summit theme, “Elevate the Game, Taking the Lead Towards Global competitiveness”, he said the industry has to be mindful about how to sustain tourism gains in the past 12 months and how to position the Philippines in the global arena. “The competition in the hospitality industry is on a global scale and we must make our mark,” he pointed out, “by focusing on the

Latest UNWTO figures for the first quarter of 2023 showed that international arrivals already reached 235 million tourists or 80 percent of 2019 levels. In terms of recovery rate in tourist arrivals by region, the Middle East achieved 115 percent of 2019 levels, Europe at 90 percent, Africa at 88 percent, the Americas at 85 percent and APac trails at 54 percent due to pandemicrelated restrictions and late opening of destinations. This upward trend is expected to accelerate as most destinations, particularly China, have reopened.

Bengzon said critical to the accelerated growth of Philippine tourism is expanding the number of good quality hotels and resorts, which the PHOA, the biggest private investor in tourism whose 65 member companies own 200 hotels with about 40,000 keys, is committed to with 40 new hotel projects with over 15,000 keys to be completed in the next three years. PHOA and DOT have partnered to review and upgrade the National Accommodation Standards (NAS), basically the DOT's voluntary Star Rating System for accommodations, to make it more relevant and globally competitive. "We want to make sure that standards are at par with those found in other destinations. In other words, the quality of facilities, amenities and services of a five-star hotel in Manila should be the same as in a five-star hotel in Bangkok, Singapore or Tokyo," Bengzon explained. ommitted to nurture and empower Filipino hoteliers to become world-class leaders, Hotel Sales and Marketing Association (HSMA) held its 1ST Hotel Sales & Marketing Summit on October 12 at Manila Marriott Hotel in Pasay City. With the theme “Elevate the Game: Taking the Lead Towards Global Competitiveness,” the summit invited a distinguished roster of speakers, industry stalwarts, and thought leaders who shared their insights, wisdom, and vision for the hospitality sector. The summit aimed to equip sales and marketing leaders with the skills required to manage the demands of the hotel industry and to improve the country’s travel and tourism as a whole. “The market landscape is always changing.
