HNTB Partners Program
Since being established in 2009, this mentor/protégé program has created ongoing partnerships between HNTB and D/M/WBE firms, offering them opportunities to collaborate on large projects, along with professional growth and the chance to expand their businesses, both geographically and commercially. Throughout the year-long program, HNTB exchanges information, ideas, and standards of performance, which enhances the capabilities of the protégé, improving their ability to successfully compete for contracts.
The Power of Partnerships
Since 2004, HNTB has served the Georgia DOT as their public-private partnership program management consultant, helping guide, deliver and manage significant projects and programs including their ongoing design-build program and the multi-billion-dollar Major Mobility Investment Program (MMIP). The MMIP includes significant investments in three interchanges, four express lanes, three interstate widenings, and one commercial vehicle lane. HNTB supports GDOT by assisting with the procurement and oversight of general engineering consultants, the procurement of design-builders and/or developer


teams, and construction management and quality assurance oversight. HNTB also supports GDOT in the implementation and execution of the MMIP DBE program including administering a mentorprotégé program, encouraging meaningful DBE participation, and creating strategic stakeholder partnerships. As their Program Management Consultant, HNTB provides a full suite of program management support services including program controls, utility relocation and right-of-way oversight, budget and financial oversight and support, and program communications.

Delivering the Airport of the Future
HNTB is currently overseeing the multi-billion-dollar John F. Kennedy International Airport (JFK) Redevelopment Program for the Port Authority of New York and New Jersey (PANYNJ), partnering with them to transform JFK into a 21st century, modernized and unified facility. In addition to providing full-service program management support, HNTB’s project team is assisting the PANYNJ in the development of design-build documents for roads, utilities, the airport’s ground transportation center and substation. This includes working with the Port Authority in managing reviews of developer designs and construction plans, overseeing technical portions of the developer leases and managing compliance of the leases during construction. Additionally, HNTB is managing community outreach activities to help identify and leverage the capabilities of local, small and minority businesses to maximize their participation in the Redevelopment Program.

Reimagining Megaregional Connectivity

Since August 2019, HNTB has been serving as the Strategic Advisor and Program Manager to support San Francisco Bay Area Rapid Transit (BART) and the Capitol Corridor Joint Powers Authority (CCJPA) in the development, oversight, and management of the Link21 Program, which is a passenger rail mega-program. It will include a new transbay passenger rail crossing between Oakland and San Francisco that will transform the Northern California Megaregion (Sacramento Area, San Francisco Bay Area, Northern San Joaquin Valley and Monterey Bay Area) with a faster and a more integrated BART and Regional Rail system that provides a safe, efficient, equitable, and affordable means of

travel for all types of trips within the Megaregion. HNTB is providing support to BART in the development of strategic advisory and program management services that includes imparting subject matter expertise and overseeing the planning, engineering, engagement and outreach, travel demand and land use modeling, and environmental specialty services provided by others. HNTB is also leading the development of a megaregional equity framework that includes innovative tools, processes and active engagement to marginalized communities to incorporate their input and feedback into Link21.
Creating New Connections
HNTB is providing program management services for the BART Silicon Valley Extension which will provide BART service to Santa Clara County for the first time. Phase II of the multi-billion-dollar program will consist of a 6-mile extension through downtown San Jose and terminate in Santa Clara, and will include a 5-mile long tunnel and three underground stations. HNTB’s scope of work includes program management, engineering management services, project controls, project management, conceptual engineering, procurement/ contracting strategies and guidance on aligning the project for federal funding.

MONTEREY-SALINAS VTA BART Silicon Valley Phase IIHelping Modernize Tolling in Illinois
Enhancing Operations
As an extension of staff, HNTB’s program management office serves the Illinois Tollway and is helping to deliver their 15-year, multi-billion-dollar capital program known as Move Illinois. Designed to improve mobility and reduce congestion and pollution, the program will create or sustain more than 120,000 jobs while linking several local economies when complete.
As embedded staff, the HNTB team manages the program’s budget and complex schedule while helping identify risks, communicate progress and manage the
delivery of the program to customers. Our approach helps the Tollway increase efficiencies, provide technical innovations and present data-driven solutions.
While enhancing the Illinois Tollway’s facilities, the program is delivering capital improvement projects on time and within budget while delivering on the promise of inclusion and diversity with nearly 25 percent of the budget allocated for D/M/WBE, veteran and small businesses.

The HNTB team supports Washington Metropolitan Area Transit Authority with program and project management, construction management, engineering support services, project controls, scheduling and estimating, as well as management of various WMATA Indefinite Delivery Indefinite Quantity (IDIQ) contracts. These IDIQ contracts present a mechanism for WMATA to achieve its short and long-term capital and operating objectives, which include reinstituting automatic train control, maximizing information technology for WMATA and its customers, and restoring Metrorail and Metrobus to the world class system the region requires.
HNTB is helping WMATA achieve these goals by supporting WMATA’s annual program, facilitating a program conscious of resource limitations, and clearing a backlog of capital and operating needs. With WMATA’s capital improvement program growth and a goal of reducing operating costs, HNTB is supporting the development of frameworks for management, tracking and reporting on the performance of contract vehicles.

Relieving Congestion
I-405 Corridor Program GEC
HNTB was the general engineering consultant for the reconstruction of 30 miles of I-405, one of the most congested freeways in Washington. As the owner’s representative for design-build, HNTB was responsible for providing program management, conceptual design and cost estimating, public involvement, environmental clearance/permitting, right-of-way acquisition, design-
build program requirements, oversight and construction management for the currently funded billion-dollar program. Projects under this program include the I-405 Corridor Program Context Sensitive Solutions Process, Congestion Relief and Bus Rapid Transit Corridor and Stormwater Strategy.

Enhancing the Customer Experience
Since 2016, HNTB has served DFW as the airport’s facilities program manager/construction manager, partnering on a diverse range of projects that have improved operations, set new industry standards for innovation and enhanced the traveler experience.

High C Gates Demolition & Reconstruction
DFW updated the high gates in its Terminal C using a new prefabricated construction method, a first for a U.S. airport. Six prefabricated modules with metal panels and glazing already in place, were brought together to form the 80,000-square-foot concourse. The innovative construction method allowed DFW Airport to construct the new terminal space at the same time it was demolishing the existing location, causing less of a disruption to customers and resulting in saved time and money.
Integrated Operations Center
This 40,000-square-foot facility houses 100 employees who monitor airport operations and emergency operations. The single-story hardened steel and precast structure is built to withstand severe conditions, including an F5 tornado rating for all mission critical component areas.
Terminal D South Expansion
The new Terminal D South Expansion project connects the future Terminal F to the existing international Terminal D. The project added a 150,000-square-foot concourse, four new passenger gates to accommodate wide body, narrow body and regional aircraft, concession spaces, modern hold rooms, a Federal Inspection/U.S. Customs corridor to accommodate international travelers, as well as a baggage handling extension.

Goethals Bridge Replacement Program

HNTB is technical adviser for the Goethals Bridge Replacement Program, led by The Port Authority of New York & New Jersey. The bistate venture, the Northeast’s first transportation infrastructure public-private partnership project, has replaced the 1928 Goethals Bridge with dual cable-stayed spans. Each new span features a 53-foot roadway, allowing ample space for big rigs, passenger vehicles and emergency vehicles. Other features include bicycle and pedestrian access, smart bridge technology, a traffic detection system and new structural standards, including regional specific vehicle live loads.
HNTB helped lead the development of procurement documents and a program management plan. HNTB provided technical oversight of the design; compliance and quality auditing; construction oversight support; third-party coordination with outside agencies, utilities and governmental entities; records and process management; change management; and Federal Highway Administration coordination.
Honoring Our Nation
HNTB serves as designer and program manager for Arlington National Cemetery’s “Southern Expansion,” a project essential for our nation’s most hallowed ground to continue honoring the nation’s military veterans well into the future with a final resting place that commemorates their service and sacrifice.
HNTB conducted the environmental assessment for the project, is producing the Southern Expansion construction documents and will help manage the project’s construction.
Reinventing Train Travel
The project realigns local roadways and utilities to establish a contiguous parcel of land south of the cemetery that significantly increases available interment space, which is rapidly reaching capacity within the cemetery’s existing grounds. The expansion also integrates the United States Air Force Memorial with the cemetery and improves transportation and transit options within the Columbia Pike corridor.

For the project to advance smoothly, HNTB also coordinates with multiple federal, state and local stakeholders to ensure the project meets their needs and expectations. These organizations include the United States Army Corps of Engineers, the United States Air Force, Federal Highway Administration, Virginia Department of Transportation, Arlington County, the Pentagon 9/11 Memorial Fund and others.
HNTB and Brightline have delivered the first new, privately built passenger railroad train in more than a century. HNTB served as program manager and construction manager to help realize the vision for the multi-billion-dollar project. The firm’s role continues to be all-encompassing as the program management/ construction management team handles engineering design, construction engineering, quality control, environmental clearances, project controls, invoicing and inspections.
HNTB designed supplemental safety measures that are required for the installation of a quiet zone between Miami and West Palm Beach. The federally approved approach includes multi-quadrant gates designed to deter drivers, bicyclists and pedestrians from going under or around the crossing gates when they are closed.

Launching Programs at Record Pace
Pulse Program Management and Oversight Services
HNTB has provided program management and oversight (PMO) consulting services for Pace’s Pulse Rapid Transit Program in Chicago since 2012, covering two master contracts and more than 20 task orders. HNTB helped Pace launch the Rapid Transit Program, beginning with a program management plan and supporting program controls and procedures. Program management activities included developing a program management
plan, communication plan, work breakdown structure, document controls, newsletters and the Pulse website.
HNTB provided oversight and industry best practice research to Pace’s marketing consultant during development of the Pulse brand. HNTB also led all grant writing activities to fund construction of the Milwaukee, Dempster, and 95th Lines, and initial operations for the Dempster line.

Delivering a Safer Commute in Utah
I-15 Technology Corridor
HNTB performed program management services on the project assisting Utah Department of Transportation in completing an environmental re-evaluation, developing design-build procurement documents, selecting a designbuild contractor, and performing design-build contract administration for the reconstruction of 4 miles of I-15.
As part of the project, the HNTB team developed situation and layout design and type selection reports for 22 bridges. HNTB also performed review and oversight of design-build contractor design and structural submittals and coordinated with UDOT and a railroad company to replace two I-15 bridges over railways.

Creating New Connections
SANDAG Central Mobility Hub

HNTB is delivering multi-disciplinary services to help improve mobility across the San Diego region.
The San Diego Association of Government’s Central Mobility Hub program is envisioned as a way to create new connections across the region by enhancing mobility, improving traffic patterns and reducing greenhouse gas emissions. Included in the program is a goal of directly linking San Diego International Airport with the regional transit system. Serving as a community gathering place, the Hub also will offer an additional range of transportation services and amenities.
HNTB is supporting SANDAG to monitor and manage a variety of contracts that involve multi-disciplinary services such as:
• Environmental and advanced engineering
• Cost estimating
• Stakeholder engagement
• Strategic communication services
HNTB also has developed a comprehensive suite of management tools tailored to SANDAG’s needs that integrates with their existing systems, leading to enhanced communication along with increased transparency and efficiency.
A Strong Foundation of Success
New Jersey Turnpike Authority General Consulting Engineer
HNTB is providing General Consulting Engineer services for the New Jersey Turnpike Authority (NJTA), including project coordination and administration, bond resolution services, supplementary GCE services and additional services on an as-needed basis. HNTB has served as the GCE to NJTA since its inception in 1949.
In this capacity, HNTB has overseen the planning, design, and construction management for the NJTA’s entire 118mile system.
Since the Turnpike opened to traffic in 1952, HNTB has advised the Authority on operation and maintenance programs, including various improvement projects.
HNTB has served as program manager/GCE on a significant number of Turnpike widening and expansion programs since the facility was originally constructed.

Advancing Automotive Technology
SunTrax Testing Facility
A partnership between the Florida Department of Transportation and Florida Polytechnic University, SunTrax is a state-of-the-art transportation technology testing facility that includes a 2.25-mile oval track on a 400-acre site. SunTrax created a high-tech hub for the research, development and testing of emerging transportation technologies related to tolling, intelligent transportation systems and automated and connected vehicles.
HNTB served as GEC and led the development of conceptual drawings and renderings, negotiated design scope for design plans and helped coordinate the press event announcing the partnership between Florida’s Turnpike Enterprise and Florida Polytechnic University.

SunTrax is the first step in building the surrounding area into a destination for the development of quickly emerging and advancing automotive technologies. Hundreds of acres are available immediately adjacent to the facility for the future development that will support future growth.
Partnering for Success
HNTB served as program management consultant on the massive reconstruction and expansion of U.S. Highway 290 in Houston. HNTB worked with the Texas Department of Transportation staff to fast track the 25-mile, design-bid-build project by 20 years.

When TxDOT and the Harris County Toll Road Authority pooled resources to deliver the project, HNTB assisted in creating the partnership. And, when an unexpected opportunity arose, the firm prepared 100-percent bridge plans in 107 days, mobilizing more than 70 professionals from multiple offices.
HNTB oversaw design engineering teams and assisted with major stakeholders, federal project requirements, project controls, public outreach, right-of-way acquisition, utility relocations and construction inspection support. All phases of the project started on time or ahead of schedule, bringing much-needed congestion relief to Houston’s busiest corridor.

Houston’s US-290 ProgramEasing Congestion
As owner’s engineer for the New York State Thruway Authority, HNTB helped to replace, at an extraordinarily fast pace, the 62-year-old Tappan Zee Bridge over the Hudson River. The design-build project is one of the largest design build contracts in the United States and the largest bridge project in New York’s history.

The new bridge carries 50 million vehicles a year and eases congestion at a crucial river crossing just north of New York City. It features twin 3-mile-long structures with eight traffic lanes, four emergency/breakdown
lanes, a pedestrian/bike path, space for bus rapid transit, the capacity for future commuter-rail lines and will not require major maintenance for 100 years.
HNTB’s responsibilities include assisting the NYS Thruway Authority in contract management to maximize value for the toll payers. This role included monitoring design and construction for contract compliance, and audits of the quality control/quality assurance program. HNTB also advised the Thruway on the structural health monitoring system which consists of 400+ sensors recording information on weather, tilt, acceleration, strain, joint movement and corrosion.
Delivering for Indiana DOT
HNTB was program management consultant for Accelerate 465, a 12-mile overhaul of Interstate 465. As PMC, HNTB introduced the Indiana Department of Transportation to the Right-of-Way Information Management System, which provided a real-time snapshot of each parcel’s construction status. The RIMS tool helped HNTB determine construction status sequencing and kept the acquisition process advancing.
A shared center sidewalk and trail built in the crossroad medians connected neighborhoods while U-beams served as an aesthetic treatment for bridges. HNTB also broke the contract into 3 segments to increase competition and drive down bids. Accelerate 465 was the first HNTB project to implement Projectwise, a file management and transfer software.
