NATIONAL SECURITY IS THE PREREQUISITE FOR HONG KONG'S PROSPERITY AND STABILITY. THE DAB REMAINS RESOLUTE IN UPHOLDING NATIONAL SECURITY WITHUNWAVERING COMMITMENT.
DAB Legco members have put forward a total of 53 policy proposals covering economic and livelihood matters in this term (as detailed in Appendix 1), effectively attracting capital, talent and technology while addressing the needs of the public, with significant results.
• Ad dressed long specialist waiting times and successfully advocated for Primary Healthcare Blueprint and Chronic Disease Co-care Pilot Scheme
Edward Leung proposed a motion on the issue and demanded a government response. Subsequently, multiple specialties presented clear plans to reduce waiting times, and the authorities further introduced the Primary Healthcare Blueprint to utilize community healthcare for early detection and treatment while alleviating pressure on specialist outpatient services. The authorities later implemented a major reform of public healthcare fees, aiming to divert patients with financial means to the private healthcare system.
• Ad dressed foreign domestic helpers' loan loopholes and prompted FSTB regulatory consultations
Following employer complaints, Edward Leung held a press conference to follow up on the issue, actively engaged with industry stakeholders to understand the problem, proposed multiple policy recommendations, and referred the cases to the Financial Services and the Treasury Bureau (FSTB) for further action. The issue gained significant public and government attention. The FSTB has responded to our regulatory proposals and issued a consultation paper to initiate legislative work.
• Ad vocated for the construction of a new waterfront boardwalk in Kennedy Town Kennedy Town’s waterfront offers one of the best vantage points in Victoria Harbour to view the Tsing Ma Bridge. For over a decade, the DAB has been pushing for the construction of a new waterfront boardwalk to enhance pedestrian safety, including proposing footbridges along narrow pathways. However, due to restrictions under the Protection of the Harbour Ordinance, the government had been unable to proceed with any construction. With the recent passage of the Protection of the Harbour (Amendment) Bill 2024 in the Legislative Council, the government has now prioritized this boardwalk project for implementation.
• Called for removal of the three property cooling measures In response to speculative activities and to prioritize homeownership for Hong Kong residents, the government introduced three property cooling measures between late 2010 and 2016: the Special Stamp Duty (SSD), Buyer's Stamp Duty (BSD), and Double Stamp Duty (DSD)/15% Ad Valorem Stamp Duty (AVD). With private housing supply stabilizing and property prices undergoing significant adjustments, we advocated in January 2024 for the complete withdrawal of these measures to ensure steady market development. Subsequently, the Financial Secretary announced the full removal of these measures on February 28, 2024.
• I mplement annual review for statutory minimum wage
The previous review mechanism of Statutory Minimum Wage failed to promptly address economic fluctuations and inflationary pressures. To improve this, our team conducted extensive consultations and successfully advocated for streamlining the review and administrative processes. The government ultimately adopted our proposal to shorten the review cycle to one year, with inflation and economic growth serving as the core indicators in the calculation formula. This reform ensures the minimum wage better reflects economic trends and cost-of-living changes and effectively responds to market conditions and public livelihood needs, significantly enhancing workers' living standards.
• Amend "continuous contract of employment" provisions under the Employment Ordinance
The current high threshold for "continuous contracts" excludes many part-time and short-term employees from statutory benefits. Our team successfully advocated for amendments to the Employment Ordinance, culminating in the labor and management sectors reaching consensus on the "468 Scheme." This new flexible calculation method—requiring 68 working hours over 4 weeks—lowers the threshold, extending protections to more part-time and casual workers. By implementing fairer eligibility criteria, the reform expands labor protection coverage and meaningfully enhances rights for grassroots employees.
• Regulate subdivided units with minimum standards and increase transitional housing supply
Our efforts have successfully prompted the government to provide over 50,000 social housing units, including transitional housing and Light Public Housing, significantly improving living conditions for grassroots residents. We secured special subsidies and organized nearly 700 "housing tours" in collaboration with charities, encouraging underprivileged families to relocate from subdivided units. Furthermore, our advocacy led to the establishment of minimum standards for subdivided units and government's implementation of a regulatory framework for basic-quality housing.
• I ssue Mainland travel permits to non-Chinese permanent residents of Hong Kong/Macao
Following representations from ethnic minority business groups about difficulties and delays in obtaining mainland travel permits for commercial or study purposes, we facilitated discussions between community leaders and the Constitutional and Mainland Affairs Bureau to advocate for streamlined procedures. In July 2024, the Exit and Entry Administration of the country announced that non-Chinese permanent residents of Hong Kong and Macao may now apply for the "Mainland Travel Permit for Hong Kong and Macao Residents (Non-Chinese Nationals)" with five-year validity. The Ethnic Minorities Committee subsequently organized outreach at Kowloon Mosque and Islamic Centre and ethnic community centers to assist applicants.
During the pandemic, the health declaration system was implemented between Mainland China and Hong Kong. As the pandemic eased, I actively gathered public feedback and jointly submitted proposals with Hong Kong deputies to the National People's Congress. The Central Government promptly responded by abolishing the health code requirement effective November 1, 2023. This policy change has significantly facilitated cross-border exchanges, supported livelihood and economic recovery, and demonstrated people-oriented governance.
• Convert Kai Tak community isolation facility into "Youth Post" hostel and cultural exchange spaces and Introduce smart green mass transit system in Kai Tak
Our team pioneered the proposal to transform the Kai Tak quarantine facilities into a youth post hostel. This initiative gained policy endorsement in the Policy Address. Additionally, after our persistent advocacy through multiple channels, the government revived plans for Kai Tak's smart green collective transport system—previously stalled due to cost and technical concerns—and included it in the Policy Address for implementation.
• E xpand cross-border elderly care, including Residential Care Services Scheme in Guangdong and extend the use of health care vouchers to GBA, applicable for GBA dental services With deepening integration in the GBA, demand for cross-border elderly care services is growing significantly. A DAB survey reveals 36.4% of elderly respondents intend to retire in mainland China. We propose accelerating cross-border healthcare coordination through key measures: expanding the Residential Care Services Scheme in Guangdong, relaxing restrictions on claiming disability allowances across borders, establishing a "Q-Mark" certification system for nursing homes catering to Hong Kong seniors, expanding the measure of using HK registered drugs and medical devices used in HK public hospitals in GBA, and extending the Elderly Health Care Voucher coverage to more GBA medical institutions—including inpatient and day surgery services.
• C reate a carer database for early high-risk case intervention Recent tragedies involving carers have highlighted systemic support gaps. We proposed a "carer-centric" policy initiative urging societywide attention and enhanced support. Our advocacy successfully secured the launch of the Hotline for Carer Support 182 183 and Information Gateway for Carers, along with the territory-wide expansion of the District Services and Community Care TeamsScheme on Supporting Elderly and Carers across all 18 districts, plus the regularization of carer allowances. We continue pushing for a centralized carer database, carer access passes, one-stop support centers, and career planning services to comprehensively address carers' needs.
• Pilot the “large-scale land disposal” model to expedite the Northern Metropolis initiative
We have been actively promoting the advancement of the Northern Metropolis. To expedite its development while reducing government expenditure, we advocated a "government-led, market-driven" approach, which includes enhancing the functions of the Northern Metropolis Co-ordination Office, implementing large-scale land disposal, land premium adjustments based on actual conditions, "dynamic planning," and extended land leases. Notably, the largescale land disposal where developers simultaneously undertake commercial/industrial land development and provide public facilities within a designated sector—has been adopted by the government, with pilot projects announced in late 2024.
• I mplement "collaborative inspection and joint clearance" in the new Huanggang Port
To facilitate cross-border travel, we have advocated for the " collaborative inspection and joint clearance " model at the reconstructed Huanggang Port. Trial operations demonstrated clearance times under 30 seconds— enhancing efficiency while reducing staffing needs. With the Central Government's endorsement and efforts by Hong Kong-Shenzhen authorities, the new Huanggang Port will implement this system. We further recommend extending this model to Sha Tau Kok, Liantang, and Man Kam To Boundary Control Point.
• Securing government commitment to manufacturing GDP targets for Hong Kong's new industrialization
Since 2021, Holden Chow has championed Hong Kong's reindustrialization through policy proposals, with multiple recommendations adopted by the government. A key focus was addressing manufacturing's mere 1% GDP contribution by establishing measurable targets to drive progress. This advocacy culminated in the Hong Kong Innovation and Technology Development Blueprint (2022), which set a formal 5% manufacturing GDP target for 2032 - a pivotal step in advancing the city's new industrialization strategy with concrete performance metrics.
• Achievements in global connectivity
In January 2025, a DAB delegation led by Holden Chow visited Paris and successfully facilitated the signing of a Memorandum of Understanding between France's National Institute of Sport, Expertise, and Performance (INSEP) and the Hong Kong Sports Institute upon returning to Hong Kong. This milestone agreement marks the beginning of enhanced collaboration between the two institutions, demonstrating tangible outcomes from our international engagement efforts.
• I mplement time-varying tolls at all three harbor tunnels with traffic diversion
To alleviate cross-harbor tunnel congestion, I opposed the government's "633" fixed toll scheme in 2023 and successfully advocated for time-varying tolls to optimize traffic distribution among the three tunnels. Since implementation, daily cross-harbor traffic has stabilized at around 272,000 vehicles, with Western Tunnel traffic increasing by 18% while Hung Hom and Eastern Tunnel volumes decreased by approximately 9% and 7% respectively, demonstrating initial policy effectiveness.
To address Western Tunnel's HK Island exit congestion, my proposal to add Central-bound lanes was adopted, with partial fast lane activation already achieved. The full three-lane expansion is now targeted for completion by year-end - two years ahead of schedule. Additionally, I continue overseeing Northern Metropolis Highway and inter-district rail developments to support the region's transport infrastructure.
• Promote taxi cabin surveillance to improve service quality Having long advocated for taxi service reforms—including the introduction of a demerit point system to combat overcharging and refusal of hire—I successfully pushed for mandatory in-vehicle surveillance cameras with centralized cloud storage. These regulations took effect and will be fully implemented by 2026. Additionally, I am advancing regulatory improvements for ride-hailing platforms to establish reasonable industry standards that ensure both passenger convenience and service safety/reliability.
• E xplore the feasibility of hydrogen production technology and establish a hydrogen application zone at Tuen Mun Landfill As hydrogen energy represents a key national priority in renewable energy development and serves as a critical pathway for Hong Kong to achieve carbon neutrality while supporting green transitions in shipping and aviation, the DAB has proactively connecting industry partners to invest in local hydrogen projects. Under the leadership of Gary Chan, a landmark HK$100 million MoU was signed between Sinopec and the Environmental Protection Department to establish a photovoltaic hydrogen production demonstration system at Tuen Mun Landfill—a nonprofit zero-carbon initiative accelerating Hong Kong's hydrogen industry development.
• I mplement same-day issuance of one-time travel permits for newborn babies in Hong Kong to facilitate mainland visits In response to public requests for expedited travel arrangements with newborns, Gary Chan relayed these concerns to mainland authorities through the Liaison Office, receiving prompt approval. The National Immigration Administration's Citizen Exit-Entry Department now permits on-site issuance and collection of one-time exit-entry permits at designated Shenzhen-Hong Kong border crossings, with processing handled by Guangdong's Exit-Entry Administration—effectively addressing families' practical needs.
• R elease Blueprint for the Sustainable Development of Agriculture and Fisheries
Amid challenges from urbanization, outdated development models, and limited public understanding of the sector, Steven Ho has consistently engaged with government and industry stakeholders to safeguard legitimate interests and advance sectoral reforms. His advocacy secured additional funding for both the Fisheries and Agriculture Sustainable Development Funds. In 2023, we successfully propelled the government to formulate the Fisheries and Agriculture Sustainable Development Blueprint—not only addressing the industry's transformation needs but also leveraging Northern Metropolis development opportunities to redesign operational spaces, fostering synergies between urban growth and primary industries.
• Promote the government to provide comprehensive support for upgrading and transforming the industries
Under the framework of the Blueprint, Steven Ho has actively advocated for the government to implement several key initiatives: the first multi-storey livestock farming project, the establishment of four new marine fish farming zones, a public-private partnership model for agricultural parks, and the development of urban agriculture— all aimed at strengthening the foundational infrastructure for industry transformation. Concurrently, he has pushed for optimizing the operational model of the Sam Po Shue Wetland Park, improving the licensing mechanism for oyster farming, and deregulating recreational fisheries and agri-culture to create more opportunities for diversified sectoral development.
• I nclude accounting professionals in the talent list Hong Kong's accounting sector has long been plagued by talent shortages. Since assuming office in 2022, Edmund Wong has persistently urged the SAR government to include accounting professionals in the Talent List, facilitating the industry's recruitment of skilled practitioners to address workforce gaps. After years of advocacy by Wong, the Labour and Welfare Bureau announced the accounting profession's inclusion in the Talent List effective March 2025.
• Revising the Hong Kong Standards on Auditing to crack down "Bogus CPAs" To combat the longstanding issue of bogus CPAs damaging the profession's credibility, Edmund Wong persistently advocated for regulatory reforms since taking office. In October 2024, the Financial Services and the Treasury Bureau implemented his proposals by revising Hong Kong Standards of Auditing, and now mandatory required disclosure of practicing certificate numbers in all audit reports and corporate tax filings - a measure that enhances auditor accountability while effectively cracking down Bogus CPAs.
• Proactively seeking increased government funding to promote crossborder E-commerce development in Hong Kong, assist import/export enterprises in upgrading and transformation, and strengthen Hong Kong's status as an international trade hub
To drive cross-border e-commerce growth, we have advocated for the establishment of an interdepartmental "E-commerce Development Task Force" to support Hong Kong SMEs in expanding their e-commerce business in mainland China, including organizing the "Hong Kong Shopping Festival" on major e-commerce platforms. Additionally, we have successfully secured a three-year government commitment to inject additional funding into the BUD Fund, while expanding its scope to introduce the new "E-commerce Easy" initiative. Under this scheme, eligible enterprises can access funding of up to HK$1 million to implement e-commerce projects, enhancing their competitiveness and facilitating digital transformation.
• Successful lobbying for significant reduction in liquor duty to enhance Hong Kong's trade environment; promoting government-led sme trade missions to expand business opportunities Through persistent advocacy, we have successfully secured a reduction in liquor duty from 100% to 10% for the portion exceeding HK$200, a strategic move to position Hong Kong as a regional hub for liquor trade and storage while improving the overall business climate. Concurrently, we have urged the government to organize more trade missions for SMEs to ASEAN, Middle Eastern, and Belt and Road Initiative countries, while establishing additional economic and trade offices in these regions to facilitate market expansion.

• Promote the establishment of Hong Kong Museum of the War of Resistance and Coastal Defence Patriotism lies at the core of our national spirit, and Chan Yung has consistently advocated leveraging Hong Kong's museum resources. In 2022 policy proposal Understanding National Development: Narrating China and Hong Kong Stories, he called for a permanent museum showcasing local wartime history and national achievements - both recommendations adopted by the SAR government. The 2023 Policy Address confirmed the transformation of Hong Kong Museum of Coastal Defence into the Hong Kong Museum of the War of Resistance and Coastal Defence, alongside plans for a Northern Metropolis-based museum on national development, significantly strengthening patriotic education in Hong Kong.
• Secure two giant pandas from the central government to boost Hong Kong's "panda economy”
As iconic symbols of Chinese culture representing peace, friendship and happiness, giant pandas became a focal point of Chan Yung’s advocacy during the 2024 NPC/CPPCC sessions, where he coproposed gifting a new pair to Hong Kong - a request receiving national endorsement. With the Chief Executive's direct engagement, "An An" and "Ke Ke" arrived in September 2024. Capitalizing on this opportunity, Chan Yung and Vincent Cheng partnered with CTS to create the "HELLO PANDAS" Outdoor Carnival, establishing a novel economic driver for Hong Kong's tourism sector.
The low-altitude economy is designated as a "national strategic emerging industry". Elizabeth Quat initiates establishing the GBA Low-altitude Economy Alliance with industry experts to identify new growth opportunities for Hong Kong. This initiative gained government endorsement, leading to the formation of Working Group on Developing Low-altitude Economy chaired by the Deputy Financial Secretary to formulate strategies and cross-departmental plans. The Alliance further submitted legislative proposals and regulatory framework recommendations, facilitating the launch of pilot sandbox projects and corresponding legal amendments through active engagement with bureaus.
• M andatory Child Abuse Reporting Legislation
After years of advocacy, Elizabeth Quat and the DAB team successfully secured passage of the Mandatory Reporting of Child Abuse Bill. This followed roundtables organized with the DAB Women's Affairs Committee, consultations with relevant organizations, and the participation in the Bill Committee. The legislation mandates 25 professional categories (including teachers, social workers, and healthcare providers) to report severe child abuse cases, significantly enhancing child protection awareness and safeguarding minors' physical and mental welfare.
In the Proposal for the 2025-2026 Budget, Rock Chan proposed simplifying IPO rules and lowering listing thresholds - a recommendation subsequently adopted in the 2025 Budget through announced reforms to enhance Hong Kong's listing regime. These measures include reviewing listing regulations, streamlining approval procedures, optimizing dual-primary and secondary listing frameworks, and establishing an OTC mechanism for delisted companies, collectively designed to improve market efficiency and attractiveness for both mainland and international enterprises seeking capital raising opportunities, thereby strengthening Hong Kong's position as a global financial hub.
• E levate the role of clansmen associations within the political architecture and district governance framework Clansmen associations have long served communities and fostered social cohesion. In 2023, Rock Chan successfully proposed a motion in the Legislative Council to 'integrate clansmen associations into the district governance systems,' urging their inclusion in governance, appointment of qualified members to district advisory bodies, resource allocation, and support for volunteers joining the 'Care Teams.' Following the motion's passage, the government enhanced communication with these associations, increased funding for their activities, and authorized some associations to operate Care Teams. These measures have institutionalized support and upgraded subsidies, enabling clansmen associations to deliver more targeted services to their communities.
To address demographic challenges and enhance fertility rates, we are actively pursuing the establishment of a population policy task force led by a Secretary-level official, tasked with coordinating and continuously improving relevant supporting measures. In response to the trend of young people delaying marriage and childbirth, alongside declining birth intentions, we propose offering Anti-Müllerian Hormone (AMH) fertility health checks to citizens aged 20 and above, paired with at school education. This will help individuals understand their ovarian reserve quantity and quality, enabling them to seize the optimal window for conception.
We have successfully secured the removal of statutory storage limits for gametes (sperm/eggs) and embryos intended for personal use. As a next step, we will further propose the liberalisation of reproductive technology policies to foster the development of the assisted reproduction industry, thereby unlocking reproductive potential and driving economic growth in Hong Kong.
• I ntroduce tax deductions for assisted reproduction expenses
The Inland Revenue (Amendment) Ordinance 2025, implemented at the beginning of this year, now provides tax deductions for citizens' expenses on assisted reproductive services, benefiting infertile couples and individuals with specific medical needs. Moving forward, we will focus on streamlining the associated tax deduction procedures and enhancing the accessibility of fertility health information through digital platforms. This aims to encourage young couples to plan for parenthood during their optimal reproductive years. These initiatives aim to alleviate family burden, boost birth rates and revitalize Hong Kong through enhanced reproductive healthcare and industry growth. We believe that these measures will effectively promote sustainable population growth, securing Hong Kong's long-term competitiveness and social stability.
To promote inclusive education in schools and provide students with special educational beeds (SEN) with holistic learning support for integration into mainstream schools, Lillian Kwok advocated for policy improvements and additional resources. In the Legislative Council, she proposed a motion on "Supporting students with special educational needs and improving the policy on integrated education in Hong Kong," successfully urging the government to optimize staffing arrangements for special education instructors (serving autistic students) in subsidized special schools. This initiative ensures early identification and intervention to safeguard the future development of students and inject new impetus into society.
• P romote establishment of tiered mental health support model by the government
Student mental health has garnered significant societal attention. Lillian Kwok actively advocated and successfully urged the government to establish a tiered mental health support model, implementing more comprehensive measures to provide psychological counseling and therapeutic services for students. This includes enhancing, extending, and optimizing the school-based three-tier emergency mechanism to deliver timely support services. Additionally, her efforts led to the government expanding mental health support services at district health centers and launching the Healthy Mind Pilot Project in three districts, offering professional counseling to those in need—thereby fortifying a protective mental health framework for the public.
• E xpanding Government-Subsidized TCM Outpatient Services

The DAB maintained that extending the concession to seniors aged 60-64 – originally proposed by our party – constitutes a meritorious policy initiative worthy of retention. We actively presented its societal benefits to the government alongside enhancement proposals. The finalized government scheme accepted DAB's recommendations and views from various societal sectors. Although the subsidy calculation method was adjusted, the benefit age bracket remains unchanged, with concessions continuing for those aged 60-64.

Regarding the government's proposed waste charging scheme, the DAB consistently raised concerns about potential implementation challenges during legislative deliberations. Significant operational difficulties observed in the pilot scheme phase revealed insufficient public awareness. A DAB-conducted survey indicated most residents oppose implementing waste charging as scheduled. The DAB asserts that prevailing public opinion opposes the scheme's implementation as scheduled, compounded by unresolved operational complexities unlikely to be resolved short-term. It therefore recommended suspending the scheme. The government has ultimately announced the suspension of MSW Charging Scheme.

EXERCISING STRINGENT OVERSIGHT OF GOVERNMENT EXPENDITURES
The DAB legislative councillors have rigorously monitored government spending. Despite a budget deficit exceeding $100 billion, DAB identified areas for expenditure reduction, urging the deferral or suspension of nonurgent major projects. The government adopted DAB's recommendations, scaling back cooling systems in Hung Shui Kiu/Ha Tsuen and San Tin Technopole, saving at least $40 billion.
Additionally, DAB's persistent oversight reduced the construction cost of Trunk Road T4 project cost (connecting Shing Mun Tunnel Road, Tsing Sha Highway, and Sha Tin Road) by $350 million from its original $7.16 billion budget. Regarding civil service manpower, DAB proposed maintaining current staffing levels for one year, reallocating outdated positions, and streamlining inter-departmental procedures. The 2025 Budget subsequently announced a freeze on remuneration for all civil service personnel.

REVIEWING IMPORTED LABOUR MEASURES, SAFEGUARDING LOCAL WORKERS’ PRIORITY
Two years after implementation of the government’s relaxed imported labour policies, the DAB has received appeals from grassroots workers reporting underemployment. Significant increases in unemployment and underemployment rates are observed in sectors utilizing imported labour. We urge the government to assess the policy's impact on the local labour market and consider slowing labour imports based on findings. Furthermore, the DAB has proposed seven corrective measures: dynamically adjusting sectoral labour quotas using real-time employment data; enhancing undercover operations to target illegal workers exploiting Multiple-Entry Permits—all to ensure local employment priority and stringently combat illegal labor practices.

As Hong Kong's post-pandemic economic recovery faces challenges amid global uncertainties, the property market has remained sluggish under prolonged government cooling measures. The DAB submitted budget proposals urging full abolition of these measures as they have become obsolete. The 2024 Budget adopted these recommendations, eliminating all residential property demand-side measures including Special Stamp Duty (SSD), Buyer's Stamp Duty (BSD), and New Residential Stamp Duty (NRSD) to revitalize market activity.

Following the expiration of the Western Harbour Tunnel franchise in August 2023, the DAB consistently advocated implementing a time-varying toll plan for the three cross-harbor tunnels. The government's phased approach initially set tolls at HK$60 (Western Harbour Tunnel) and HK$30 (Cross Harbour Tunnel and Eastern Harbour) for private cars. The second phase, adopting our proposed time-varying toll plan, introduced peak-hour charges of HK$60 (Western Harbour Tunnel) and HK$40 (Cross Harbour Tunnel and Eastern Harbour). Furthermore, the DAB prompts the government to launch the second phase just four months after the initial stage, significantly accelerating the reform timeline.

ADDRESSING FOREIGN DOMESTIC HELPERS' LOAN ISSUES AND ADVOCATING AMENDMENTS TO THE MONEY LENDERS ORDINANCE
Over-borrowing via unsecured loans by foreign domestic helpers(FDHs) frequently exposes their employers to debt collector harassment. The DAB has consistently proactively engaged with the government, proposing measures including: capping total loan amounts for FDHs, amending the 40-year-old Money Lenders Ordinance to strengthen regulation of unsecured personal loans, and establishing a database to track FDHs' poor borrowing records.
Our advocacy has gained government attention, prompting concrete followup actions. The Financial Services and the Treasury Bureau launched a public consultation on enhancing licensed money lender regulations including limits on unsecured personal loans and restricting repayment periods to the remaining duration of the borrower's employment contract.

The Third Plenary Session of the 20th Central Committee of the Communist Party of China adopted the Resolution of the CPC Central Committee on Further Deepening Reform Comprehensively to Advance Chinese Modernization, emphasizes harnessing the strengths of the "one country, two systems" principle to consolidate and enhance Hong Kong’s status as an international financial, shipping and trade centre, while supporting its development as an international hub for high-calibre talent. To effectively align with this strategic positioning—"three centres, one hub"—the DAB has established specialized task forces on trade, finance, and shipping and aviation, as well as a "Talent Hub" office, to propose recommendations for maximizing Hong Kong's unique advantages under "one country, two systems."
Furthermore, the DAB has launched policy initiatives to upgrade existing sectors, promote new industries, enhance talent development, and advance environmental protection. By fostering collaborative platforms with stakeholders and driving tangible policy implementation, the DAB is committed to steering Hong Kong's economy toward sustainable and diversified growth.

• Successfully advocate for KMB to establish an employee childcare center at the Mei Foo Depot, leading the business sector to provide childcare services. To foster a family-friendly business environment and encourage family growth, efforts are underway to promote local banks to launch family credit cards that offer consumption discounts for new parents.
Capitalizing on Hong Kong's unique advantages of enjoying strong support of the Motherland and being closely connected to the world, DAB Legislative Council members led activities and visits to engage with international communities during the current legislative term. They hosted the " China-France Diplomatic Relations - Evolving Cities: Beijing & Paris exhibition" as platform for global outreach and built relationships with foreign consulates and chambers of commerce based in Hong Kong. The delegation conducted targeted visits to France, ASEAN countries, and Egypt, facilitating cultural exchanges and economic cooperation. The DAB effectively fulfilled its role as a super-connector, delivering tangible outcomes for international partners while strengthening Hong Kong's bridging function between China and the world.
