民建聯早前向特首提交一份以「勇於變革 迎接新時代」為主題的《施政

報告期望》 ，聚焦五大重點範疇，包括： 「認識國家發展 講好中國故事」 、

「提高施政效能 鞏固法治」 、 「推動新界北成為新發展中心」 、 「加強抗疫

力爭通關」及「推動體育運動發展」 。我們歡迎特首吸納了我們多項建 議，特別在發展新界北、重組政府架構及土地房屋等方面，方向均與民 建聯的倡議相同。

我們會繼續加強聯繫社會各界人士，推介民建聯的理念和政策倡議，廣

泛聆聽大家的聲音，團結一致，共同協助特區政府推動變革，改善施政， 切實解決香港深層次問題，讓「一國兩制」行穩致遠。

The DAB earlier submi�ed its “Proposals for the Policy Address” to the Chief Execu�ve with the theme of “Dedicated to Reform and Embracing the New Era�. It focused on five key areas, including: “Understanding the Na�on�s development to shape a posi�ve China narra�ve�, “Improving governance effec�veness and strengthening the rule of law�, “Promo�ng the New Territories North to become a new development centre�, “Strengthening An�-epidemic efforts and striving to reopen borders” and “Promo�ng the development of sports�. We applaud the Chief Execu�ve for accep�ng many of our proposals, especially in the development of New Territories North, the reorganisa�on of government bureaucra�c structures, land and housing, etc., which are basically in line with the DAB�s proposals.

We will con�nue to strengthen communica�on with people from all walks of life, promote the core beliefs and policy ini�a�ves of the DAB, listen to everyone's voices, unite, and jointly assist the government to promote reforms, improve governance, and effec�vely solve Hong Kong�s deep-seated problems, so that "one country, two systems" can be implemented long term.

Secure and Feasible feasible -- Reform ReformHousing Housingand andLand LandPolicy PolicyInitiatives Initiatives Put forward a number of housing policy recommendations Presently, housing demand is far outstripping supply, with property prices and rents soaring to unaffordable levels, making it extremely difficult for the grassroots to purchase a home. The DAB published a land and housing reform proposal under the theme of “Secure and Feasible” and put forth seven concrete measures:

公 營 房 屋 供 應 落 後，達 1 1 萬 個 基 層 家 庭 須 入 住 劏 房、籠 屋 等 不 適 切 居所，而且劏房居民近年更面對越住越貴、越住越細困局。民建聯立 法會議員鄭泳舜成立「 告別劏房行動 」 ，並提出「十大倡議」 ： 制定告別劏房路線圖

政府須在10年內大幅增建公營房屋 制定全面社會房屋政策

110,000 families are forced to live in inadequate housing Top Ten Initiatives to bid “Farewell to Subdivided Housing” Due to a lag in the supply of public housing, up to 110,000 grassroots families are forced to dwell in subdivided rooms, cage homes and other inadequate housing.

What’s more, subdivided housing residents face the predicament of increasingly expensive but shrinking homes in recent years. DAB Legisla�ve Council Member Vincent Cheng established the “Farewell to Subdivided Housing Opera�on” and put forth his “Ten Major Ini�a�ves”: Draw up a road map to bid farewell to subdivided housing The government must significantly increase the construc�on of public housing within ten years Formulate a comprehensive social housing policy Request the Legisla�ve Council to pass the Landlord and Tenant (Consolida�on) (Amendment) Bill 2021 as soon as possible The government must conduct regular follow-up surveys on the subdivided housing market Implement a star�ng rent Research and establish basic requirements for subdivided housing units Con�nue to support subdivided housing tenants Support the management of old buildings Speed up the pace of urban renewal and build more public housing 5

倡議重點：

Legisla�ve Council and DAB member Lau Kwok-fan published the “New Territories North Proposal for Building a New Hong Kong Economic Centre”. He pointed out that the New Territories North will be the primary source of land supply for Hong Kong in the future, and expanding the district could increase land and housing supply. He also stated that developing New Territories North into a new Hong Kong economic centre will lead to the SAR’s economic transforma�on.

Legislation of the National Flag and National Emblem Ordinance safeguards the proper use of the national flag and the national emblem Horace Cheung, the Chairperson of the Bills Commi�ee on the Na�onal Flag and Na�onal Emblem (Amendment) Bill 2021, indicated the bill helps remind the general public to respect the na�onal flag and the na�onal emblem, which are the symbols that represent the country. The bill makes precise requirements regarding the use and e�que�e when using the na�onal flag and emblem. It also clearly specifies the educa�on on and promo�on of the two symbols.

Intervened and successfully assisted hundreds of clients affected by the Law Society’s interven�on into the prac�ce of Wong, Fung & Co. 3. Assisted over a hundred residents affected by the termina�on of opera�on of the Care & Services Elderly Home (North Point) Implemented the bill amendment to expand the power of the 4. Financial Repor�ng Council (FRC) to enhance the independence of the regulatory regime of the accoun�ng profession and consolidate Hong Kong’s status as an interna�onal financial centre

Strengthen support for ethnic minorities

Concerning the large number of old buildings in Kowloon West, Vincent Cheng requested the government resume the Demand-led Redevelopment Project Pilot Scheme. He also successfully asked the government to improve subsidy schemes related to the rehabilita�on of buildings to enhance the hygiene and fire safety of buildings. Vincent also requested the government to strengthen support for ethnic minori�es in educa�on and employment.

Recent work includes: 1. Pushed for the redevelopment of old districts and provided support for management of old buildings 2. Submi�ed many proposals to the government to support ethnic minori�es, which includes improving transla�on services ; co-organised job fairs 3. Requested more robust support for the unemployed and underemployed and contributed to the government’s crea�on of 60,000 �me-limited jobs

Recent work includes:

1. Established the “Coali�on for the Quality of Public Rental Housing” and convened a group of professionals to help residents uphold the quality of public rental housing and their rights 2. Elected as the Chairperson of the Kwun Tong District Council to help guide the Council back on track and refocus on livelihood issues 3. Closely follows the traffic conges�on problem at the Hoi Yuen Road roundabout in Kwun Tong and arrangements to reroute bus routes in the area.

During the an�-extradi�on bill riots, quite a few registered social workers abused their professions. Some were even convicted of illegal assembly or assault on police officers. Leung Che-cheung had always requested authori�es to revoke the professional qualifica�ons of convicted social workers and immediately review the effec�veness of the Social Workers Registra�on Board.

Ben Chan strives to integrate the local Chinese medicine industry into the development of the Bay Area in line with the country's overall development, and his efforts paid off. Mainland authori�es unveiled the content of "Simplifying Approval Procedures for Hong Kong-and Macao-Registered Tradi�onal Chinese Medicines". They also published the "Announcement on Simplifying the Registra�on Approval Procedures for Hong Kong-and Macao-Registered Tradi�onal Proprietary Chinese Medicines Intended for External Use."

The construction of Pak Shek Kok MTR Station is confirmed An extra railway from the New Territories to Kowloon is needed The roads in Pak Shek Kok, Tai Po, have become saturated. Gary Chan had always asked the government to build a Pak Shek Kok MTR sta�on to ease traffic flow, and the Policy Address finally accepted his recommenda�on. Gary Chan recommends that in order to cope with the growing popula�on in the New Territories North, the government should plan a new railway from the New Territories to Kowloon as soon as possible.

Recent work includes:

1. Successfully requested the government to research the construc�on of the Pak Shek Kok MTR sta�on 2. Requested the government to implement the "Hong Kong Health Code" as soon as possible to allow the resump�on of traveller clearance with the Mainland 3. Promoted new energy buses and asked the government to formulate a �metable for green transport as soon as possible

The DAB Women’s Affairs Commi�ee has conducted surveys on “upskirt black spots” in Hong Kong for more than ten years and successfully raised public concerns.

Commi�ee Chairperson Quat Elizabeth also spent tremendous effort to persuade the government to introduce the Offences of Voyeurism, In�mate Prying, Non-consensual Photography of In�mate Parts, and Related Offences, which will finally take effect this legisla�ve year. She hopes the government will promote and provide educa�on for the general public to comply with the law.

The 14th Five-Year Plan brought unlimited opportuni�es for the agriculture and fisheries industry and various sectors in Hong Kong. Steven, alongside representa�ves from the agriculture and fisheries industry, held a forum called "Seize opportuni�es brought by the 14th Five-Year Plan, Promote the sustainable development of the agriculture and fisheries industry". The goal was to help the sector seize opportuni�es and be�er understand the preferen�al measures listed out in the rules of the management of Hong Kong & Macau mobile fishermen.

Develop the Greater Bay Area The government should adjust its way of thinking Lau Kwok-fan had always championed the development of New Territories North and the Greater Bay Area. He invited many guests to a�end the "Greater Bay Area Development Strategy" roundtable discussions in July. Lau Kwok-fan believes that the Hong Kong government must handle the following tasks while developing in the Greater Bay Area:

Strive for resumption of normal traveller clearance between Hong Kong and the Mainland The latest Policy Address took on board many sugges�ons made by the DAB, par�cularly on the restructuring of government policy bureaus, developing New Territories North and increasing land supply and housing. These are basically in line with the DAB’s proposals. However, the lack of a �metable for resuming normal traveller clearance between Hong Kong and the Mainland differed somewhat from public expecta�ons.

Starry Lee urges the government to con�nue striving to resume quaran�ne-free travel before the end of the year.

Holden Chow understands the need to develop a better transport network in New Territories West. He took the initiative to meet with officials and exchange thoughts with them on ancillary transport facilities.

Since the epidemic outbreak, all sectors hoped that Hong Kong and the Mainland could resume normal traveller clearance as soon as possible so that the economy would fully recover. On mul�ple occasions, Holden Chow has urged the government to strive for quaran�ne-free travel with the Mainland and asked for relief measures for the hardest-hit industries such as tourism.

Recent work includes: Asked an oral ques�on in the Legisla�ve Council, asking the government to adopt an effec�ve and feasible system to resume normal travel clearance with the Mainland and Macau, including implemen�ng a "health code" with a contact-tracing func�on Requested the government to increase the relief measures for the tourism industry, such as introducing more temporary posi�ons and providing more voca�onal training, etc.
