Infrastructure Specialist Utilities Group Our practice has a dedicated Infrastructure Services Group that specialises in the planning, design and procurement of utilities and decentralised energy services for major development and transportation projects. The specialist team consists of utility professionals with many years experience costing, designing and installing utility networks.

Pre-development During pre-development, the team undertake: •

Identification of existing service connections and meters

The management of verification survey companies and utility disconnections and diversions

Our pre-development and pre-planning outputs typically include a comprehensive report summarising key risks and costs associated with enabling works and new connection works; (onsite, off-site and remote from site). This team tracks budget and detail design outputs, detailed estimates and new Connection Agreements from utility undertakers. Our team works with utility undertakers to ensure that design outputs become fully coordinated composite multi-utility designs and provide deliverable clash-free solutions for developers. Our team develops designs for new utility networks, service pipes and ancillary utility assets. These can be taken to the market to attract offers from Lloyds Water Industry Registration Scheme (WIRS) / National Electricity Registration Scheme (NERS) / Gas Industry Registration Scheme (GIRS) accredited MultiUtility Contractors and independent network operators (IDNOs and IGTs, see Table 1).

Infrastructure Planners Our Infrastructure Planners have developed utilities strategies for large development projects across London and the UK. Our planning team has delivered National Planning Documents, Regional Utilities Investment Studies, District and City-Wide Utilities Infrastructure Plans. The team: •

recently completed a study for 15,600 new homes in South London

are currently working on a number of very large Urban Extensions and a major project at the Royal Docks

provided strategies for New Towns, including Scotland’s largest sustainable new town

developed and delivered the Sheffield Energy and Water Infrastructure study

We have strong relationships with Thames Water Utilities and other water and sewerage undertakers. We are one of the few consultants with a dedicated account management team at both Scottish and Southern Energy (SSE) and UK Power Networks (UKPN) and have access to their Regional Development programmes and long term statements. Working alongside our mechanical and electrical engineering and sustainability colleagues, we are skilled in the planning of phased decentralised energy projects that deliver heat, cooling and hot-water typically from networked gas led combined heat and power (CHP). Our team design long-term water, wastewater and energy strategies that can be divided into Phased Delivery Strategies that maximise positive cash-flow outcomes for our clients.


Commercially Focused Expert Buyers We deal with the organisations in the table opposite and through a comprehensive understanding of this market we can significantly increase commercial value, reduce programme risk and ensure that our utility service provider partners fully understand the development's commercial drivers and can form an integrated part of the Design Team. We approach this marketplace typically through a comprehensive employers requirement document and invite tenders. We negotiate with these providers from competitive dialogue through to financial close in order to secure a bespoke product and genuine service.

ICP: Infrastructure Connection Provider

A Lloyds NERS Accredited Electrical Contractor who is able to design, build and manage adoption of new off-site, onsite and remote electricity networks (including internal risers and cut-outs within Towers) for adoption by UK Power Networks or independent Networks Operators (IDNOs).

UIP: Utility Infrastructure Providers

A Lloyds GIRS Accredited Gas Contractor who can design, build and manage adoption of new off-site, onsite and remote gas networks and service pipes for adoption by National Grid, SGN or an IGT.

SLO: Self Lay Operator

A Lloyds WIRS Accredited Water Contractor who can design, build and manage adoption of new off-site, onsite and remote water networks and metered service pipes for adoption by Thames Water Utilities (or licensed Water Supply Company) under a process very similar to S104 Sewer Adoption.

IGT: Independent Gas Transporter

Can design, build, fund, own and operate gas networks as a fully regulated utility company.

IDNO: Independent Distribution Network Operator

Can design, build, fund, own and operate electricity networks as a fully regulated utility company.

ESCO: Energy Services Company

Typically a commercial operator of decentralised low-carbon energy systems. These organisations can design, build, fund, own and operate District Energy Systems, or merely design and build over a spectrum of Governance options which might make significant returns on investment.

MUSCO: Multi-Utility Services Company

As an ESCO but with combined utilities and decentralised energy into a single commercial offering.

Senior Management Team

Our Utilities Engineers, Contract Managers and Project Managers all have experience of managing the timely installation of new off-site and on-site water, wastewater, gas, electricity and telecommunications infrastructure. This activity includes Early Works, Enabling Works and Main Contractor activities.

On every project we deliver the right blend of experience, skills and availability. The senior members of our team below are supported by a number of engineers and technicians:

We oversee the delivery of new Meters (MPAN and MPRN numbers in the first instance), ensure the completion of Deeds of Easement and Wayleave Consents (thus ensuring commissioning of new primary infrastructure including Substations and Gas Governors) and adoption of the whole system by the ultimate asset owner.

Head of Infrastructure Services Our team is led by Jason Horner, our Head of Infrastructure services. He was responsible for delivering water to Canary Wharf and Heron Quays, subsequently developed Thames Water’s Multi-Utility Business, and is currently on the GLA’s High-Level Electricity Working Group. He has over 25 years of experience in this sector which he uses to ensure delivery of projects to the highest possible standards.

Associate Director Infrastructure Services Jason is supported by Steve Ormrod, an Associate Director in our Infrastructure Services group. Steve was pivotal in the successful delivery of utilities to the London Olympics. Both Jason and Steve act as Utilities principles, both leading the design and providing strategic advice on the development of a utilities strategy.

BIM Drawing/BIM production is managed by Dave Lee, who works closely with our designers to prepare BIM drawings of a high standard and in a timely manner.
