The donation of supplies marks the second year in a row that San Diego’s ship repair yards and Ship Repair Association have invited schools, located within the Greater Logan heights area, to apply for a grant that will help prepare them for the upcoming year.

And, another important facet of their operations is reducing long term-risk by diverting as much hazardous waste away from landfills as possible. That’s because Landfills fail and EH&S wants no part of their cleanup in the future.

We asked Dewey what sets his team apart, and he told us, “Operating successfully because we are Team players, as well as deckplate coaches, and we consistently practice company values!”

How does Dewey recognize and reward his team? “Every chance we get, we make it a point to nominate them for EOM, TAP or SPOT awards, and give annual raises.”

In addition to keeping us safe and healthy and protecting the environment, Dewey says his team has really stepped up and as Prime, took the EH&S initiative to find responsible solutions that keep employees safe and work moving forward. By providing classroom and deckplate leadership and guidance, each employee is empowered to keep themselves and each other safe and protect the environment. “Our low injury rates are proof that employees are vested in their own safety.”

“We think our diversity and broad range of personalities makes us more relatable,” Dewey tells us. “This is because one of us is always able to personally connect with employees and customers, and, do so at times when tensions run high and calm minds need to prevail.”

“Please know, if we make a comment it’s not because we think we know how to do your job, it’s because we have an idea of how to do it with less risk,” Dewey explains. “Our team has worked hard to avoid the ‘cops’ mentality. We strive to be solution partners on the deckplates. Ultimately it’s up to each of us to decide if we want to go home as healthy as we were when our shift started.” (Yes we do.)

Employee of the Month Congratulations to Brett Baker, Our EOM For November!

Brett joined CMSD’s EH&S department in 2011. Before that he worked in a small mobile lab for the Los Angeles Unified School District, where he sampled materials for real time analysis of construction projects. Today he is an EH&S Coordinator in the department.

April McGinley, EH&S Supervisor, says Brett’s drive and determination have grown within the department since he first started working here six years ago. “He has taken control of every challenging event for EH&S and embodies the characteristic of coaching people, not policing them.” Brett says sharing knowledge and experiences with those in our shipyard, to accomplish tasks in a safer manner, makes him feel his job is important.

“Whether he’s in the classroom, the office or out on the deck plates, Brett enjoys using his knowledge to keep people safe and healthy and promote environmental responsibility by engaging in EH&S topics with anyone and everyone he can,” explained April.

When not engaging with employees, Brett tells us he is always working hard to gain certifications and qualifications for advanced titles to be an EH&S Manager.

“He is also an outstanding representative for CMSD’s ethics and values and always steps up to take charge and show leadership within the department. He is accurate, attentive and takes time to answer questions and give a reason for the things he recommends,” said April.

Besides his work family, the biggest part of his life, he says, is his beautiful Fiancé, Katie. He tells us he also has a fantastic Mom and Dad in his home town of Illinois and a sister in Colorado.

Outside of the department he keeps busy maintaining his 55, 70 and 110 gallon aquariums where he has coral reefs, tropical fish, rare plecos, eels, African Cichlid and rare catfish. In different tanks, of course.

In preparation for his future, Brett says he is now the proud owner of a house in Clairemont where he has a big garden filled with pole beans, peas, blackberries, strawberries, sweet & spicy pepper varieties, different types of heirloom tomatoes, and varietals of rose bushes.

Rounding out his future endeavors, Brett is planning to add a new puppy to his house and is working on finalizing his Wedding plans in early 2018.

We say, ‘Cheers’ to Brett.

CONGRATULATIONS OZZIE! TRIPLE DECADES WITH CMSD! ipe department recently took time out of a busy production schedule to recognize Ozzie Collins for his outstanding achievement of 30 years of service at our shipyard.

“Ozzie has worked on any class of ship you can think of,” says Pipe Department Superintendent, Bud Leuthe. “He’s always been supportive of all trade Superintendents and has worked with and mentored at least two generations of Pipe Fitters.”

In 1987 Ozzie was a Helper 2, and Bud tells us that every day since then he has been a hard-working employee at the shipyard. He is always helpful training new pipe fitters and is universally liked and respected for his can-do attitude and his pipefitter skills.

besity and Insulin ResistanceType 2 diabetes is associated with insulin resistance. Insulin is an important hormone that delivers glucose (sugar) to our cells. When a person is overweight, the cells in the body become less sensitive to the insulin that is released from the pancreas. There is some evidence that fat cells are more resistant to insulin than muscle cells. If a person has more fat cells than muscle cells, then the insulin becomes less effective overall, and glucose remains circulating in the blood instead of being taken in to the cells to be used as energy.

BODY FAT EXPLAINED Why Do We Get Fat? The simplest explanation: most of us develop body fat because we eat more calories than we burn. Given a culture which emphasizes "value for money food portions" and "super-sizing", along with a steady increase in serving size, an upsurge of new tasty high-calorie foods and energy drinks, and lack of exercise all help contribute to consuming more calories than we realize. Also if you have a high percentage of body fat, fewer calories are needed to maintain your weight and therefore it is much easier to gain weight if you are already fat.

What Is The Purpose Of Storing Body Fat Storage of fat on the body is a critical defense mechanism. Remember, the human body has not

changed essentially since the Stone Age. At that time starvation and famine were ever present dangers to survival, while over consumption and obesity were unheard of back then. To enable Stone Age humans to survive periods of food scarcity, the human body was designed to store energy which could then be drawn upon in times of famine. Thus for example, people could overeat during the hunting season, or when food was plentiful, and the surplus would be stored as fat tissue (adipose tissue). And when food was short, the body would burn the deposited fat as energy. Of course Stone Age life and body chemistry was/is much more complicated than this simple explanation suggests, but it suffices to explain why we have a built-in fat storage facility.

Cutting the Fat Cuts the Risk Studies have shown that it can make a big difference if people work to lose only 5 to 7 percent of their body weight. For many people, this works out to about 7 to 10 pounds. Even if someone already has diabetes, losing a moderate amount of weight can dramatically slow the progression of the disease. Blood pressure and cholesterol levels also benefit when just this small percentage of body weight is lost.

Also, important to realize: It's not just how much people weigh, but also where they carry the weight, that put them at greater risk for health problems.

NEWS FROM THE NURSE People who carry more weight around their waist, an "apple-shape" are more likely to suffer from obesity related problems than someone who is "pear-shaped," or carries more weight in their hips and thighs.

WAIST CIRCUMFRENCE A high waist circumference is associated with an increased risk for type 2 diabetes, dyslipidemia, hypertension, and cardiovascular disease.

Furthermore, in obese patients with metabolic complications, changes in waist circumference are useful predictors of changes in CVD risk factors. If you are overweight (BMI 25+), then as a very general rule, an unhealthy waist circumference is above 35 inches for women, or above 40 inches for men.

The following table describes body fat ranges and their associated categories:

Body Fat Calculation and Health The higher your measured body fat percentage above average levels, the higher your health risk for weight related illness, like heart disease, high blood pressure, gallstones, type 2 diabetes, osteoarthritis, and certain cancers. Also, the higher your percentage of fat (and the smaller your percentage of muscle) fewer calories are needed to maintain your weight and therefore it is much easier to gain weight! The reason you need fewer calories is simply because muscle requires more calories because of its density vs. less dense fat tissue.

Body fat percentage is simply the percentage of fat your body contains. If you are 150 pounds and 10% fat, it means that your body consists of 15 pounds fat and 135 pounds lean body mass (bone, muscle, organ tissue, blood and everything else). This important percentage can now be measured at your onsite clinic. A certain amount of fat is essential to bodily functions. Fat regulates body temperature, cushions and insulates organs and tissues and is the main form of the body's energy storage.

Live Healthier, Live Longer The prevalence and incidence of obesity has risen considerably over the past 25 years, both in the developed and undeveloped world. Why is this? We don't know for sure. Despite extensive research into the causes and predictors of obesity, they remain un-quantified. In other words, although we know that excessive calorie intake, lack of exercise, metabolic disorders and genetic inheritance all impact on the incidence and symptoms of obesity, experts still don't know the relative contribution of these causal factors.

Even so, the connections between raised blood fats, obesity and insulin insensitivity - from the condition known as insulin resistance - is evidence of a progressive deterioration in the body's metabolic efficiency, which may be a growing underlying factor in the development of excess body fat among many people. The scales are certainly tipped in favor of losing weight and living a healthy lifestyle. So many serious diseases can be prevented or at least delayed by moving towards a more normal weight.

Code of Ethics and Business Conduct: Retaliation HII strictly prohibits and has zero tolerance for retaliation of any kind against any employee for reporting potential wrongdoing or overpayments or for cooperating in the conduct of an investigation.

What if: You witness a Code of Ethics violation or are asked to engage in conduct that violates the Code of Ethics and Business Conduct, what should you do?

You should report it. It is not only your right to express your concerns, it is your responsibility.

The company will treat your information as confidential and you may remain anonymous if you desire. In any case, company policy prohibits direct or indirect retaliation on anyone reporting a violation of the Code of Ethics and Business Conduct.

What if: You do not feel comfortable reporting suspected violations to the OpenLine. Your co-workers have warned you that if you report something, you will be retaliated against.

Calls and letters to the OpenLine are kept confidential and may be made anonymously. In either event, the identity of the caller will not be given to anyone except as required by law or as needed for investigation purposes. Any employee who retaliates against another employee, customer, or supplier for submitting a question or report of a suspected violation will face disciplinary actions.

Retaliation is strictly prohibited against any person who, in good faith, reports a concern. If you feel that you were retaliated against, please talk to your manager, Human Resources, your BCO/Mary Ann Davis, or call the OpenLine.

COMPLIANCE CORNER Work Compliance Plans were implemented to ensure periodic reviews and compliance with Huntington Ingalls Industries (Corporate) business practices, policies and internal controls. The WCP’s provide reasonable steps to communicate the Company’s standards and procedures in a practical manner. Each work plan outlines the responsibilities, and includes a risk assessment and communication plan to facilitate timely discovery of improper conduct. There are a total of 38 Core Elements of the Work Compliance Plans available to read on the CMSD Intranet and Core Elements will be featured each month in this newsletter. A summary and list of the procedures that comply with each of the required core elements will be shared with all employees. 

Organizational Conflicts of Interest

Summary: Federal regulations prescribe responsibilities, general rules, and procedures for

identifying, evaluating, and resolving organizational conflicts of interest. An Organizational Conflict of Interest (OCI) may result when factors create an actual or potential conflict of interest on a contract, or when the nature of work to be performed on a contract creates an actual or potential conflict of interest on a future acquisition.

OCIs generally arise because the nature of the work to be performed may, absent some restriction on future activities: (i) result in an unfair competitive advantage to the contractor, (ii) impair the contractor’s objectivity in performing the contract work, or (iii) make the contractor unable or potentially unable to render impartial assistance or advice to the government.

Organizational conflicts of interest are more likely to occur in contracts involving: • Management support services; • Consultant or other professional services; • Contractor performance of or assistance in technical evaluations; or • Systems engineering and technical direction work performed by a contractor that does not have overall contractual responsibility for development or production.

CMSD’s practice is to maintain the highest level of integrity and avoid bias in all business dealings and to preclude jeopardizing each business unit’s ability to pursue or perform business within its normal product areas. To accomplish these goals, potential OCI concerns must be adequately identified and reviewed through the company’s established OCI vetting process. That process is triggered when the business unit receives a request for proposal ('RFP') that contains an OCI clause, or if the work effort in the RFP or similar document encompasses any one of the following: • Advisory and/or assistance services;

COMPLIANCE CORNER • Preparation of Statements of Work (SOW) or specifications; • Provision of evaluation services and/or; • Access to proprietary information that could potentially create a restriction against the company in pursuing future or related business.

The OCI vetting process is initiated by completing corporate form C-946, Organizational Conflict of Interest Requester/Respondent Form. Once completed, the form is forwarded electronically to all business unit OCI points of contact. The process is completed when all designated OCI POCs have responded and no risk issues have been identified or, if a risk issue was identified, a written confirmation is produced that a resolution between the requester and the concerned OCI POC has been obtained. Pending such resolution, a binding proposal for the work effort may not be submitted nor may a binding commitment be established. It is essential to have a process to resolve disagreements regarding OCI issues, so that appropriate safeguards are proactively implemented if the company is awarded the contract.

Penalties: The Government’s main remedy when an OCI exists is to preclude the business entity with the OCI and often its affiliates from performing the work to which the OCI applies. For example, a business entity that develops specifications for the Government would be precluded from supplying the supplies or services to which the specifications relate. In some cases, however, especially when the solicitation required offers to identify OCIs, the failure to do so could result in violations of federal laws dealing with false statements and false claims. Violations of these laws potentially carry fines and imprisonment.

Compliance awareness is distributed via newsletter, gang box, and official training. Additionally, employees are encouraged to review the Annual Compliance Plan to become more familiar with how their role and day-to-day activities contribute to meeting CMSD’s compliance obligations. If you do not have computer access, you may request to review the compliance plan through your department manager.

uring my many years of employment here at CMSD, I have seen ethics on the waterfront improve greatly. It is very important for companies to operate ethically so as to maintain a good reputation and to avoid criminal or civil penalties. CMSD conducts business using our Code of Ethics and Business Conduct. This empowers everyone working at CMSD to ensure CMSD maintains its stellar reputation as an ethical company.

If you see something happening that is not in line with our core values, it is your duty to report it using the many avenues available. Avenues available are your supervisor, manager, human resources or by phone via the hot line.

CMSD has a Zero Tolerance policy for employees to be retaliated against for reporting any violation of our Code of Ethics. CMSD is like our extended family and we want everyone to be able to speak freely without fear of any negative action taken against them. Remember, it is everyone’s responsibility to “look out” for CMSD to ensure we maintain our valued Code of Ethics and Business Conduct and to ensure we continue to be viewed as a highly regarded, ethical asset in the San Diego ship repair community and a profitable company.

ZERO Tolerance for Retaliation

hat does Retaliation mean to me?

The unlawful, unethical and unfavorable treatment to an individual for reporting an act that has put the Company in a vulnerable position do to its illegal, unsafe and or unethical nature. It is the responsibility of all employees to report any such act that will jeopardize the Company and its employees. To promote this process, it is equally important that the Company has a Non-Retaliation policy to protect the individuals that come forward to address these actions.

CMSD has a “Zero tolerance for Retaliation”, and trains its employees and managers to identify and report such actions. From the Top down, I feel with 100% confidence that each and every employee will be treated fairly when and if they are put in the position to report an unsafe or illegal action. We all owe it to each other to provide a safe and ethical work place, and we must report actions that prevent that.

VPP and ISO 14001 What is the Voluntary Protection Program?

The Voluntary Protection Program (VPP) is a cooperative compliance program.

VPP was initiated by OSHA in 1982 as a way of encouraging companies to exceed minimum OSHA safety requirements. VPP is designed to recognize and promote effective safety and health management and to provide candidates such as CMSD with a mechanism for obtaining a desired performance.

The VPP concept recognizes that enforcement of safety regulations alone can never fully achieve the objectives of the Occupational Safety and Health Act. Good safety management programs that go beyond OSHA standards can protect employees more effectively than simple compliance.

VPP is NOT "just another program," it is really a "process" that defines a single system and structured approach to help achieve the goal of working more safely. VPP has been described as both an "umbrella" and as a "roadmap," focusing on four key areas necessary to have a comprehensive safety and health program. Those key areas are:

 Management Leadership and Employee Involvement  Worksite Analysis  Hazard Prevention and Control  Safety and Health Training What is ISO 14001 and the Benefits?

ISO 14001 is a family of standards related to environmental management; it sets out the criteria for an environmental management system. It does not state requirements for environmental performance, but maps out a framework that CMSD follows to set up an effective environmental management system. Such as: Minimize how CMSD operations (processes, etc.) negatively affect the environment (i.e., cause adverse changes to air, water, or land) Comply with applicable laws, regulations, and other environmentally oriented requirements.

PROGRAM MANAGER 17-042 Primary company representative assigned to and responsible for the successful execution of a ship repair program/project.

Ensures all activities are carried out in accordance with established specifications, budgets, schedules, and procedures.

Primary interface between the Company, Ship’s Force, and the contracting agency. Requires working knowledge of U.S. Navy ships and their systems. Minimum 3 years’ prior experience as a Program Manager and 10 years’ experience in ship repair desired. College degree desired, High School diploma or equivalent required. Daily onboard visits to various ships require the physical ability to ascend and descend ladders (stairs) for a good portion of the working day. Excellent people and organizational skills, self-motivated with ability to multi-task. Understanding of Earned Value Management, able to work well under pressure, above average written and oral communication skills. ◙ U.S citizenship required. ► The ability to acquire a DBIDS credential is required.

SECURITY OFFICER 17-024 Position available for a skilled Security Officer with a minimum of 1 – 5 years’ security experience. Responsibilities include access control, facility monitoring, and policy enforcement. The candidate must have excellent, communication, observation, and report writing skills, as well as be physically capable to respond to emergencies. SHIP SUPERINTENDENT 17-051 Minimum 2 years’ previous experience as a Ship Superintendent and a minimum of 5 years’ experience in ship repair.
