O

peration Clean Sweep (OCS) is a San Diego Port Tenant’s Association event and San Diego’s largest bay-wide cleanup. It is also the only clean-up that features more than 1,000 military and civilian divers along with shoreside volunteers who help to beautify the bay from top to bottom.

As a member of the SDPTA, our Shipyard is part of a coalition of businesses and industries, working on or around the Port of San Diego, who are dedicated to enhancing trade, commerce and tourism while protecting the area’s environment.

This will be the 28th year that OCS Volunteers comb Port Tidelands shores and San Diego Bay to dispose of litter and debris, simultaneously protecting wildlife and beautifying the area.

Department of the Month We are pleased to recognize our Estimating/Proposals Team as Department of the Month for July!

T

he main responsibilities of this department are to explore new work opportunities and provide pricing information.

This is a very important department at our shipyard because providing pricing information and bidding on new work opportunities is what keeps our shipyard busy.

The department’s Supervisor, Roberto Pasana, tells us that among the many important attributes he sees displayed by his Team, the key qualities are Relentlessness, Engagement and high Involvement in everything they do.

To recognize and reward his Team, Roberto tells us he will schedule fun events both onsite and offsite, whenever his crew has free time.

Among the many highlights of his department’s accomplishments, Roberto tells us that they recently won the CMAV award for USS Lake Erie (CG 70).

Roberto would also like to mention that an employee from his department retired at the end of June: Gene Heldenbrand, who had worked for our shipyard for the past 36 years. To honor his dedication and contributions to the department and our shipyard, they named the conference room after him - Gene Heldenbrand Conference Center (GHCC).

Employee of the Month Congratulations to Gene Hawkinson, our EOM for July!

G

ene is an Estimator in our Proposals/ Estimating Department and he is responsible for providing cost estimates for new work.

Estimating Supervisor, Roberto Pasana, says Gene has a keen ability to prepare Bill of Materials under ever-tightening deadlines. And, he has a Can-Do attitude, is detailed, efficient and relentless in completing his work.

According to Roberto, Gene has also taken on additional Bill of Material origination functions and has generated ten times more material takeoffs in the last two years. Additionally, he is instrumental in completing proposal requirements on time and he demonstrates Engagement to the utmost extent. And, added Roberto, he always accepts any new and additional work even though the deadlines are getting tighter and the expectations are growing.

Gene tells us he has been with our Shipyard from 2003-2006 and then rehired in 2009. His background includes four years with the U.S. Navy as an Engineman Third Class in the Gas Turbine Rating.

He likes working here because he feels his skills are needed and appreciated. According to Gene, what he likes most about his current position is he is the only one who can do it.

He is from Tacoma, WA and after Navy Boot Camp and living on the East Coast he returned to San Diego.

In his free time he has built many of his own BBQs and likes to smoke meat. He also enjoys walking around Bonita Golf Course and spending time with all his grandchildren.

Juan Sandoval, our Spotlight Employee for July!

Juan works in our in our Estimating/ Proposals Department as an Estimator where he prepares Pipe Estimates for all classes of U.S. Navy ships.

His Supervisor, Roberto Pasana, says Juan shows a natural attention to detail and stays late to ensure work is done and deadlines are met.

In addition to making sure he meets Juan Sandoval, right, is recognized as Spotlight deadlines, Roberto says that Juan has a Employee by Estimating Supervisor, Roberto Pasana. positive attitude and always accepts assigned work. Among his many responsibilities, Juan typically works on the majority of new work packages. According to Roberto, Juan always accepts tasks outside his specialty area and willingly devotes extra time and effort to accomplish Estimating Department critical tasking. His efforts have been notable and resulted in the award of new firm fixed price contracts.

Juan was first hired by our shipyard in 1986 (WoW), and then rehired in 2008. He has worked in the Pipe Department, has been a Department Head and Pipe Foreman. Juan tells us what he likes most about working for us is the people. He also says that in his current position he gets to contribute to the larger picture and that’s what he really likes.

Our July Spotlight Employee is a San Diego Native and he has 10-year-old twins (WoW, again!).

Not surprisingly, he says they take up much of his free time, but are really great. When he is able to carve time he added that he also likes to golf.

Fair Winds & Following Seas to Gene Heldenbrand Retiring after 36 years with our Shipyard!

Tuesday morning, 26 June, the Estimating Department held a potluck breakfast celebrating the retirement of Mr. Gene Heldenbrand.

Before the celebratory breakfast commenced, Estimating Supervisor, Robert Pasana, unveiled a plaque dedicating the Estimating Conference Room:

GENE HELDENBRAND CONFERENCE CENTER Although Gene has seen the facility named and renamed over 36 years, including; CMSD, NEWPORT NEWS, NORTHRUP GRUMMAN, and currently HII; the Conference Center will forever honor Gene’s service and tireless efforts to “Be The Best Partner In The Port” .

ene began his employment with us as a Machinist Journeyman and advanced through positions as Ship’s Superintendent, Program Manager, Machinery Department Head, to the Director of Production.

A

long the way Gene met his lovely wife, Debbie, while she was working in the Machine Shop.

Following Gene’s last day with us here at the Shipyard on Friday, June 29, he and Debbie, will be moving to Kentucky.

Gene’s technical expertise, wry sense of humor and friendship will be sorely missed. We all wish Gene a fond farewell and best wishes for a relaxing retirement.

NEWS FROM SECURITY “The road to Dystopia” A 3 Part Series to be released over the next 3 news articles.

We all value privacy. The problem is society today just don’t value privacy as much as the conveniences it trades them for. People are willing to give a relatively unknown company access to their entire social profile just so they don’t have to learn another password. Athletes are willing to give Nike access to “my every step” so they can help them run faster. People give personal data to Spotify so they don’t ever have to buy another album. We can all relate to giving data to a health insurers to save money. Parents make their children’s pictures public so they can get some social connection. The list goes on and on but these seemingly free conveniences come at the price of privacy.

In a survey of 2,000 leading-edge consumers, when given the choice between sharing details to stay connected vs. keeping private to protect information, 64 percent err on the side of staying connected willfully giving up privacy. In the battle between privacy and sharing, don’t bet against “likes”. So sure, we value privacy however, we don’t value it as much as money, knowledge, convenience, connection.

More astoundingly the pendulum has swung so far to one side that now society views anyone wanting privacy as suspicious or even worse dangerous. In today’s age with the algorithmic programmed artificially intelligence and advancements in machine learning, our computers know more about anyone of us than we do of each other. I predict history may look back at this time as we do in regards to Greek tragedies since we tragically gave over all our private information on a silver platter for convenience or connections. NEWS FROM I.T. - Social Media Guidelines Guidelines for Employee Use of Social Media This document is designed to offer employees of Huntington Ingalls Industries (HII) practical and helpful guidance for responsible, constructive communications via social media channels.

HII is active in social media, including on Facebook, Twitter and YouTube (go to http:// www.huntingtoningalls.com/social for a complete list) and encourages employees to participate themselves during non-work hours on non-work equipment.

Employees should not access social media sites during their working hours. Only HII employees whose jobs require using social media are given access to these sites on HII networks. Outside of their working hours, employees may use social media through non-HII computer systems and networks.

Online social networks are a great way to connect with other people. Creating personal networks made up of family and friends, or joining a social network focused on a hobby, news or other special interest helps people stay connected, anytime and anywhere.

To protect HII’s security, integrity and brand: Only HII Corporate Communications may create and maintain company-branded social media profiles.

Please refer to Procedure “Company Sponsored Social Media Channels” (A604) on Corporate Command Media.

Only those officially designated can use social media to speak on behalf of our company in an official capacity, though employees may use social media to speak for themselves individually.

Employees are responsible for making sure their online activities do not interfere with their ability to fulfill their job requirements or their commitments to their managers, co-workers or customers. As such, only HII employees whose jobs require using social media are given access to these sites on HII networks.   

  

Do not use HII e-mail addresses to create social media profiles, and do not associate HII e-mail addresses with social media profiles.

Don’t use the same passwords for your HII login credentials and your social media profiles.

Do not send or post on social media any of HII company confidential information, including but not limited to proprietary information, trade secrets, and business plans or processes; government classified information; and export-controlled information.

Do not post any command media, internal communications, reports or presentations to the extent such postings contain, reference, reflect or are based on company confidential information.

Do not post photographs, video or audio of other HII employees, suppliers, customers or agents without first obtaining their approval.

Do not use HII logos, trademarks or proprietary graphics without the company’s express prior written permission.

None of these rules are intended to restrict employees from using social media to participate in activities otherwise protected by law, including the right to discuss employees’ terms and conditions of employment.

NEWS FROM I.T. - Social Media Guidelines To protect your privacy and the security of our workplace, we recommend following these 13 safety tips*: 1. Use caution when you click links you receive in messages from your friends on your social website. Treat links in messages on these sites as you would links in e-mail messages.

2. Know what you've posted about yourself. A common way hackers break into financial or other accounts is by clicking the "Forgot your password?" link on the account login page. To break into your account, they search for the answers to your security questions, such as your birthday, hometown, high school class, father's middle name, on your social networking site. If the site allows, make up your own password questions, and don't draw them from material anyone could find with a quick search.

3. Don't trust that a message really is from whom it says it's from. Hackers can break into accounts and send messages that look like they're from your friends but aren't. If you suspect a message is fraudulent, use an alternate method to contact your friend to find out. This includes invitations to join new social networks.

4. To avoid giving away e-mail addresses of your friends, do not allow social networking services to scan your e-mail address book. When you join a new social network, you might receive an offer to enter your e-mail address and password to find out if your contacts are on the network. The site might use this information to send e-mail messages to everyone in your contact list or even everyone you've ever sent an e-mail message to with that e-mail address. Social networking sites should explain that they're going to do this, but some do not.

5. Type the address of your social networking site directly into your browser or use your personal bookmarks.

If you click a link to your site through e-mail or another website, you might be entering your account name and password into a fake site where your personal information could be stolen.

6. Be selective about who you accept as a friend on a social network. Identity thieves might create fake profiles in order to get information from you.

7. Choose your social network carefully. Evaluate the site you plan to use and make sure you understand the privacy policy. Find out if the site monitors content that people post. You will be providing personal information to this website, so use the same criteria you would to select a site where you enter your credit card.

8. Assume that everything you put on a social networking site is permanent. Even if you can delete your account, anyone on the Internet can easily print photos or text or save images and videos to a computer.

9. Be careful about installing extras on your site. Many social networking sites allow you to download third-party applications that let you do more with your personal page. Some of these may allow developers automatic access to public information and may access some private information. They may not be covered by the social network’s privacy policy. Criminals sometimes use these applications to steal your personal information. To download and use third-party applications safely, take the same safety precautions that you take with any other program or file you download from the Web. 10. Consider disabling the geotagging features on social media profiles. It announces to everyone in your social network where you are – information which you may not want to disclose.

11. Due to the nature of our business, consider whether it’s prudent to disclose your job title and place of work in your social media profiles. This is the type of information that may be used in social engineering, a nontechnical kind of intrusion that relies heavily on human interaction and often involves tricking other people to break normal security procedures.

12. If you do have access, think twice before you use social networking sites at work and use extra caution in all aspects to protect from security breaches or viruses.

ork Compliance Plans were implemented to ensure periodic reviews and compliance with HII (Corporate) business practices, policies and internal controls. The WCP’s provide reasonable steps to communicate the Company’s standards and procedures in a practical manner. Each work plan outlines the responsibilities, and includes a risk assessment and communication plan to facilitate timely discovery of improper conduct. There are a total of 37 Core Elements of the Work Compliance Plans available to read on the CMSD Intranet and Core Elements will be featured each month in this newsletter. A summary and list of the procedures that comply with each of the required core elements will be shared with all employees. 

PROCUREMENT INTEGRITY

Summary: The Procurement Integrity Act places restrictions, limitations, and prohibitions on a broad range of activities associated with federal agency procurements, including providing gratuities to government personnel; seeking, gaining access to, or disclosure of procurement information, source selection information, bid or proposal information, or contractor proprietary information associated with federal agency procurements; employment discussions and employment of current and former government employees, both civilian and military; and a one-year prohibition on compensation from a contractor to former government officials who served in certain positions involving a federal agency procurement.

To comply with the PIA’s requirements, no CMSD employee shall knowingly:  Provide business courtesies to Government personnel for the purpose of obtaining a contract or favorable treatment under a contract;  Obtain, directly or indirectly, prior to the award of a contract, any other competing contractor’s bid or proposal information or source selection information concerning such procurement from any agency official or other unauthorized source;  Disclose any contractor bid or proposal information or source selection information regarding such procurement, directly or indirectly, to any person other than a person authorized by the Government to receive such information.  Conduct pre-employment/engagement reviews of any individual for possible retention by the company of such person as an employee, consultant, representative, or lobbyist. where such person is or might be involved with a Federal Agency Procurement that involves the company  Make, directly or indirectly, any offer or promise of future employment or business opportunity to, or engage, directly or indirectly, in any discussion of future employment or business opportunity with any Government Procurement Official.  Violate the one-year prohibition on payment of compensation from a contractor to former government officials who served in certain positions in federal agency procurement.

PROCUREMENT INTEGRITY (Continued)

Corporate procedure, CO A306, 'Procurement Integrity Act Compliance,' specifically requires that certain employees ('targeted employees') certify, by completing Form C-612, 'Certification for Participants in Targeted Proposals,' prior to working on 'targeted proposals' that they will not bring into the company, or use in a proposal effort, any unauthorized proprietary or competition/sensitive data belonging to another company or the U.S. government. It also requires new employees and certain consultants to execute Form C-613, 'Procurement Integrity Certification for New Hires and Consultants,' prior to commencing work. Employees are required to report violations and possible violations of the PIA and its implementing regulations to the individual responsible for proposal preparation and submittal and to:   

Corporate Vice President, General Counsel and Secretary; Corporate Vice President, and Chief Human Resources Officer; and Division Vice President, Contracts & Pricing This requirement for reporting extends to violations or possible violations committed by HII employees, agents or representatives, Government officials and other competing contractors.

If, for any reason, the employee making the report believes that it is inappropriate for the violation to be reported as directed above, the employee shall call the Law Department or Open Line.

Penalties: Violations of the Procurement Integrity Act by the company or its employees can result in civil and/or criminal fines and/or penalties, imprisonment, and administrative actions against both the employee and the company, such as cancelling a solicitation or rescinding a contract. Consequently, employees shall be subject to discipline by the company, up to and including termination, for any violation of CO A306.

In order for all employees to understand their responsibilities to our Compliance Plan, CMSD has made a link to the 2018 Annual Compliance Plan. It is now available on the CMSD Intranet under Featured Items and employees can view the entire core element work plan online. Compliance awareness is distributed via newsletter, gang box, and official training.

Additionally, employees are encouraged to review the Annual Compliance Plan to become more familiar with how their role and day-to-day activities contribute to meeting CMSD’s compliance obligations. If you do not have computer access, you may request to review the compliance plan through your department manager. Compliance is each employee’s responsibility.

Code of Ethics and Business Conduct: Retaliation

strictly prohibits and has zero tolerance for retaliation of any kind against any employee for reporting potential wrongdoing or overpayments or for cooperating in the conduct of an investigation.

What if: You witness a Code of Ethics violation or are asked to engage in conduct that violates the Code of Ethics and Business Conduct, what should you do?

You should report it. It is not only your right to express your concerns, it is your responsibility. The company will treat your information as confidential and you may remain anonymous if you desire. In any case, company policy prohibits direct or indirect retaliation on anyone reporting a violation of the Code of Ethics and Business Conduct.

What if: You do not feel comfortable reporting suspected violations to the OpenLine. Your co-workers have warned you that if you report something, you will be retaliated against.

Calls and letters to the OpenLine are kept confidential and may be made anonymously. In either event, the identity of the caller will not be given to anyone except as required by law or as needed for investigation purposes. Any employee who retaliates against another employee, customer, or supplier for submitting a question or report of a suspected violation will face disciplinary actions.

Retaliation is strictly prohibited against any person who, in good faith, reports a concern. If you feel that you were retaliated against, please talk to your manager, Human Resources, your BCO/Mary Ann Davis, or call the OpenLine.
