Director’s Letter As we find ourselves on the other side of winter, enjoying more sunshine and longer days, the City of Helena Parks, Recreation, and Open Lands Department continue to look towards new horizons. We are lucky to live in a place where people value outdoor spaces and recreational opportunities. It is something Montanans take immense pride in sustaining. We are writing a new chapter on parks and recreation management in Helena. This includes innovation, efficiency, and expanding to identifying new opportunities. One idea that has been discussed is a Regional Parks, Recreation, and Trails District. Before the pandemic and the influx of new residents, the city was already looking at ways to continue to support our community and its growing recreational needs. In 2013, the City-County Parks Board commissioned a study to gather and analyze information about the parks, trails, and recreation programs in Helena, East Helena, Lewis and Clark, and North Jefferson counties. It focused on trails, facilities, and programs run by these local governments and the five school districts within them. The study found that Helena and East Helena were the only entities with recreational programming and, even at that time, almost ten years ago, were outgrowing existing facilities. It also identified the familiar refrain of lack of funding, resources, and volunteer burnout. Currently, the City of Helena is the only local government with a recreation department and a capital improvement plan. However, we work closely with Lewis and Clark County via the City-County Parks Board, and their partnership is vital to providing recreation and sports in our community. We want to continue to grow this relationship for the mutual benefit of our citizens and work with our neighbors in East Helena and Jefferson County. Together we are better. The Helena area has strong cooperation across jurisdictions, including municipal, county, state and federal governments, and non-governmental partners. Together, we collaborate to provide a multi-faceted recreation experience, transitioning from urban activities to forested mountain trails within proximity to each other. As we updated the Helena Parks and Recreation Plan in 2018, which included extensive public input, several themes rose to the top. While not a comprehensive list, some things to note were: • We have good trail and pathway systems but need more connectivity, • the desire for additional indoor facilities including aquatic, • the need for more recreation programming, • and the need for more athletic fields for soccer, football, baseball, softball, and lacrosse For the past several years, leaders have been discussing this regional district including recreation facilities, programs, and trails that would have joint management and funding. We believe it is a conversation that needs to continue, not just with leadership but also with our residents.

People outside city limits work in Helena and use city facilities and pathways. Many have kids who play on youth teams that utilize park facilities, and some of these people even play in adult leagues. And many people come to hike Mount Helena or Mount Ascension for exercise, personal training, and walking their dogs. Yes, there are vast public lands outside the city that people use. Still, many will agree there is a lot to be said for a connected trail system for running, bike riding, or dog walking. And imagine what it would look like to have more connected trail systems for commuting from outside the city, into Helena. Not only would this save on fuel, but it would also provide for improved public health. Another component of this District would be an indoor regional sports complex. Anyone who lives in Montana can attest that we have long, cold, snowy winters and few indoor recreational facilities in Helena. Sure, there are various school gyms and workout facilities with small-scale opportunities, but these are often booked. Imagine a large center with organized sports of all kinds, year-round. Additionally, there are currently no public indoor aquatic facilities in town. This could be included in a sports complex. Consider the number of missed opportunities to host regional and state sporting events because our city lacks appropriate facilities. These events bring in considerable revenue from hotel room sales, dining, and shopping. Outdoor recreation and athletic events are a high priority. The current funding for parks and recreation comes from a combination of taxes, fees, subdivision cash-in-lieu, bonds/loans, cost-sharing, and private-public partnerships, grants, and donations. The 2013 study found this revenue inadequate to maintain the existing inventory of parks. It determined the most reliable long-term funding source would be dedicated tax revenue, established through a multi-jurisdictional regional special district or separate improvement districts created by each authority. We still need to have lots of dialogue about this; however, funding is a critical part of the equation, and we need to be thinking about it now. We want people to envision what our area would look like with more coordinated and advanced recreational opportunities. Studies have shown that communities with excellent trail systems and more recreational facilities have better economies. More programming and facilities would support our growing community, not only within city limits but all those who live beyond. After all, we are all friends, neighbors, and family. The City of Helena is dedicated to exploring and pushing for these opportunities and knows there are many ways this could be implemented. We welcome your input and continued conversations about this important concept and understand priorities vary for different people, businesses, and agencies. Take a Look

Did you know about Cherry Park? Take a look Helena’s all-access playground. A little history about the park. It was built in 1978 and play equipment was first added to Cherry Park in 1997. The playground was remodeled in 2019, with funding help from Kiwanis. It is the only Park in Helena with rubber poured in-place surfacing.

The park is fully accessible and the rubberized surface makes it easier for people with disabilities to move around the play area, unlike other traditional playgrounds with wood chips.

City Parks

Helena has 30 parks that include playground equipment, tennis courts, basketball courts, community events, bike and pedestrian trails, dog parks, skate parks and bike jumps. All of our parks and trails are beautifully maintained by Parks Maintenance staff and our Urban Forestry Division. These features are designed and developed so that people of all ages, abilities and incomes can participate in the excellent recreational activities this wonderful city has to offer.

Helena’s Urban Forest Division

Helena’s Urban Forest Division is responsible for the care of over 10,000 trees located in the city’s street rights of way, public parks and other city-owned properties. During tree cleanup after a storm, please stay away of damaged trees as there is an elevated risk for tree failure, especially during strong winds. Please refer to the grid on the next page to determine the proper steps to take when dealing with an urban forestry concern. Private lessons are 30 minutes long and are scheduled for the same time slots as group lessons. Private lesson rates are $18 per lesson, resident discount lesson rates are $15 per lesson. Register for lessons online.

Who: Helena’s Parks and Recreation Department partnering with the non-profit Kay McKenna Youth Foundation.

What:

We provide affordable summer camps for kids ages 6&7 and 8&9. This summer, both age groups will be at Memorial Park. Campers will be at the same park, but the age groups participate in different activities with different counselors. Each week of camp has a different theme - no two weeks of camp are the same! Please read the camp descriptions every week to know what your child needs - like a swimsuit and towel or closed toe shoes.

Camp Cost - Camp is free. - Consider donating to Kay’s Kids when you register so we can keep the program for many summers to come. Suggested donation is $25 per week.

Ways to Donate - Donate extra cash when you register. - Donate directly to the Kay McKenna Youth Foundation. - Help us pay for field trips and bring the suggested amount in the camp description. - Talk to our Recreation Supervisor about donating snacks.

Limited Space When you register for a week of camp, you are taking a space in a camp with limited availability. If you need to cancel your child’s registration in camp, you have until the Friday before camp begins to contact the Recreation Supervisor. If a camper fails to attend camp without notice, they will be removed from any future weeks of Kay’s Kids they are registered for.

Free Lunch and Snacks Our camp partners with the USDA Summer Meal Program to provide free lunch for our campers. This summer meal program is also available to all Helena children under the age of 18. Children do not have to be registered to Kay’s Kids to participate in the free summer meal program. To learn about the program and locations, visit their website https://helenaschools.org/departments/food-services Campers are provided with a morning snack and afternoon snack. Please talk to us if you are interested donating a snack for the day! We love goldfish and fruit snacks from Costco. Children have access to water and parents are required to provide their child with a water bottle every day of camp.


Camp Schedule & Themes June 13th - June 16th - Talent Week

Campers work in groups and independently rehearsing, making props and backdrops. Campers will perform their talents in the Bandshell Thursday - Join us for the final performance!

June 20th - June 23rd - Let’s Get Active! Basketball, kickball, corn hole, swimming, tag, softball, folf and of course, many, many games in the gaga pit. We’ll enjoy our favorite outdoor activities and learn some new ones.

June 27th - June 30th - Let’s Explore Helena We’ll be taking walking field trips to explore our community. Campers will be riding the water slides at the pool, catching a kid’s movie and taking a spin on the Great Northern Carousel.

July 5th - July 7th (No Camp July 4th) - All American Week We will be celebrating All-American activities. Think playing baseball, making our own ice cream, meeting firemen and seeing their firetruck and relaxing by the pool.

July 11th - July 14th - A Week at the Beach Sprinkler obstacle courses, watercolor paintings, beach ball relay races, making our own popsicles, creating moon sand and recreational swimming at Last Chance Splash Waterpark.

July 18th - July 21st - Science Experiments

Can you make a rocket out of a water bottle? Blow a bubble big enough to stand in? What exactly is elephant toothpaste? We’ll get to the bottom of some serious science questions.

July 25th - July 28th - Wilderness Week We will become one with nature this week. Campers will learn to plant a garden, how vegetables grow, food preservation through pickling, and play insect bingo as we hunt for bugs.

August 1st - August 4th - Creation Through Art! We will experiment with different art mediums, including the camp classics like sidewalk chalk and friendship bracelets, all the way to the messy, like outdoor splatter paint murals.

August 8th - August 11th - Groovy 60’s Week

Helena’s Open Lands and Trail System Helena’s open lands hold precious scenic, cultural and recreational values. Open lands are a spectacular backdrop for our town and provide citizens with access to a variety of recreation opportunities. The City of Helena currently owns and manages over 1,950 acres of undeveloped parkland, including the popular Mount Helena City Park and several other trail locations. You can learn more about the vision for Helena’s future in the Helena Open Lands Management plan, found on the Helena Parks and Recreation tab of the City of Helena website. 25


H You can also find more information about the exciting new accessible trail on Mount Helena. The new trail is approximately onehalf mile in length, is 7ft wide and has an overall grade of less than 6.5%, with the trail gaining approximately 40 feet of elevation over its length. The trail has carve-outs with benches along the route. The trail has beautiful vistas of Helena and is perfect for walking side-by-side with a friend, families with strollers or anyone looking for a less intense walk on open lands. Enjoy cross country skiing here during the winter months! 26

This summer, Helena CORE (Community of Resource Educators) will collaborate to host a series of summer education walks. Organizations involved in Helena CORE include Lewis and Clark Conservation District, Prickly Pear Land Trust, Helena Lewis and Clark National Forest, Helena Parks & Recreation, the Montana Discovery Foundation, FWP’s Montana Wild, Montana Audubon, Last Chance Audubon and Lake Helena Watershed Group. Every Tuesday and Thursday starting June 16th through August 18th at 6:00PM MST one of the partner agencies will be leading a one-hour(ish) outdoor educational walk in the Helena area. Each walk will focus on a natural resource with topics including fire history, bear safety, water quality, geology, native plants and more! Locations will vary with each presentation. Attendance is limited to twenty people per walk and sign-up will be open to the public 14 days before each event. To view the walks being offered visit the registration website.

Part of the appeal of pickleball is the ability to play competitive games with others with minimal instruction. As a player learns new skills and gains more experience, the fun increases too. Originally built as a Shrine temple in 1920, the Helena Civic Center is now owned and operated as an event venue by the City of Helena. The ornate and architecturally significant venue offers the community a unique place to enjoy concerts, banquets, fundraisers, vendor shows, private events and a wide variety of performing arts including the Helena Symphony. Vigilante Bike Park The Vigilante Bike Park is located in the back of Centennial Park near Carroll College. The bike park is open to people of all riding abilities to practice and enjoy bike riding on a variety of terrains. There are challenging jumps and rolling hills, perfect for practice for any level of bike riding. WHERE: Centennial Park, 1200 N Last Chance Gulch

Centennial Skate Park Skate a 10,000 square-foot Alltec-designed skate park that features quarter pipe corners with flat bank hips, two different gaps with ledges, a pyramid with a square tube rail and five benches. One of the benches has a curved edge, one is sloping, one has a step at the top, another has a rail that is two feet high. Use of the park is free to everyone.
