• HHYC’s Annual General Meeting is coming up on Tuesday 18 September. We hope all members attend and cast their votes!

• Our 24 HR Charity Dinghy Race is on 29 September, and volunteers are needed. Check out the sign-up sheets at the Club to see how you can help.

• Clean Pak Sha Wan Day is on 16 September, so please come along and help us to clean our local beaches.

• See the new Sail Training Center Report on page 26 for updates on the Hebe Dragons and other STC events, both recent and upcoming.

• We have progressed repairs to the seawalls on the northern side of the basin and will soon begin Ground Investigation works. For more details on this and the Essential Works proposal see the Vice Commodore Report on page 56.

Looking at BAU, on the sailing side we have seen the weekend racing provided by Hebe Haven as enjoyable as ever, with the recently completed Typhoon Series retaining its status as the most popular series on the Hong Kong regatta calendar. The Sail Training Centre has surged ahead under the enthusiastic leadership of Rob Allen, who recently returned to his spiritual home of Sai Kung and Hebe Haven after an extended stint in Shanghai. On the Food and Beverage (F&B) side, we welcomed back F&B Manager Phil Mak, and I feel we have seen great improvements in this area, with Sunday afternoons on the balcony remaining a pleasant choice in summer. Another welcome addition is Operations Manager Matthew Bromley, who is settling into his role leading an important part of the Club that provides marine and boatyard services to the Members.

We also have great support from Carol Chan (HR and accounting), Jessica Yau (Membership), Chris Lam (IT), Charlie Lai (Marine) and newly appointed Vivian Ma (PR & Marketing), along with many more dedicated staff, and to all I am very grateful for their hard work and dedication over the past year. And a big vote of thanks to our General Manager, Lisa Keatley, who provides great leadership and direction to all our staff, manages issues with Members and external bodies, and of course works closely with the General Committee and the SubCommittees to ensure smooth operation of the Club—thank you Lisa.

If we reflect on the ‘special’ projects, we have moved ahead in a number of areas. On the works side, the Club Development Committee has presented the ‘Essential Works’ plan which, when complete, will help Hebe Haven deliver a better experience to its Members and guests, as well as an improved working environment to our staff. On the governance side, we are close to concluding a major revision to the Club Articles of Association which, once approved by the Members, will improve many important aspects of how the Club is managed.

Another year has flown by, and it is hard to believe by the time you read this it’s been almost 12 months since the last AGM. It has been a busy and productive year for the Club, with a mix of Business as Usual (BAU) and ‘special’ projects.

在「照常營業」的航海活動方面，白沙灣遊艇會在每個周末繼續為大家帶來精彩的賽事， 最近圓滿結束的颱風盃帆船系列賽更是本港最受歡迎的帆船賽事。在Rob Allen的領導下， 航海訓練中心日益壯大。他長駐上海一段長時間後，最近回到了西貢和白沙灣的精神家 園。在餐飲服務方面，我們很高興餐飲經理Phil Mak歸隊，而且在餐飲服務方面有很大的 進展，星期日下午的露台位置繼續成為夏日最受歡迎的聚會地點。另一位新成員是運營經 理Matthew Bromley，他正在領導本會的重要部分，就是為會員提供海事和船塢服務。 本會很多工作人員也貢獻良多，包括Carol Chan (人事和會計)、Jessica Yau (會員事務)、 Chris Lam (資訊科技)、 Charlie Lai (海事)和新上任的Vivian Ma (公關和市場營銷)，還有 許多敬業樂業的員工，我對他們在過去一年的努力和付出致以衷心感謝。我也要感謝總經 理 Lisa Keatley，她作出領導和為所有員工定下方向、管理關於會員和外部的事務，當然 還有與執行委員會和小組委員會緊密合作，確保本會運作暢順。謝謝Lisa！ 在「特別項目」方面，我們在許多領域取得了進展。工程方面，本會的會所發展委員會公 布了「基本工程」計劃，當計劃完成後，本會將可以為會員和訪客提供更好的服務，以及 改善員工的工作環境。在政府方面，我們即將完成本會會所章程的重大修訂，一旦得到會 員通過，將可改善本會在許多重要範疇的管理方式。 從本質上來說，這些「特別項目」需要花費大量時間來製訂和取得批准（來自會員和/或政 府等外部審批），因此它們將跨越一個以上的委員會年度。然而，它們是必要而且是很重 要的進展，可確保本會長期成功和穩定，因此非常值得努力。 所有這些工作都有賴執行委員會及其小組委員會的指導，我要感謝所有付出時間和專業知 識，令本會取得成功的人士。 最後，我以個人身份感謝所有會員和工作人員在過去一年對我的信任和支持。我打算再次 競逐會長一職。如果我能夠連任，我會繼續支持我們的核心帆船活動和航海訓練，以及上 述的改善計劃。 我希望你作為白沙灣遊艇會會員，好好地享受了過去一年，並相信你會抽空出席在9月18日 (星期二)舉行的會員周年大會，投下寶貴的一票。 多謝並祝大家一帆風順。

By nature, these ‘special’ projects do take significant time to develop and seek the necessary approvals (either from the Members and/or external approvals such as Government) and so they will span across more than one Committee Year. However, they are necessary and important improvements that will ensure the long term success and stability of the Club, so are well worth the effort.

All of this work has been guided by the General Committee and its Sub-Committees, and I would like to thank all involved for giving their time and expertise to making the Club the success it is.

Finally, and from a personal perspective, I would like to thank all the Members and staff for their trust and support over the past year. I do intend to run as Commodore for one more year, and if elected will continue to support our core activities of sailing and sail training, as well as the improvements as described above.

I do hope you have enjoyed your past year as Members of Hebe Haven Yacht Club, and trust you will make time to attend and cast your important vote at the AGM on Tuesday 18 September.

While still on the subject of successes on the water, huge congratulations must go to the Hebe Dragons who were away competing in Japan and returned with some wonderful achievements.

Lumiere Ng was the winner of the Enoshima Summer Regatta in the Laser 4.7, with Brian Fung coming in second.

Following this event, the Dragons competed in the All Japan Junior Yacht Club International Friendship Regatta, again with notable results, Lumiere with a first place on the podium and up-and-coming star Peter Jessop in ninth place in the Optimist fleet followed by Richard Tsui in fourteenth. We also managed to come in second place overall. Please join me in congratulating Alfie and the team!

The Sail Training Centre was also busy every day through summer with a total of 611 participants in a host of activities ranging from Optimist courses to Adventure Watersports weeks where the children I spoke to rated it 10/10!

It was fantastic to see the Hebe One being chartered by members and their guests and with new furniture now installed, it is even more conducive to having a day out or an evening dinner cruise.

The annual Clean Pak Sha Wan Day will take place on Sunday 16 September, and a great many volunteers are needed, so please bring your friends and family to the Club where we will provide a shuttle service and the equipment necessary to clean the beaches. As many people as possible are needed to help with this terrible problem that the world is facing. As the Club is advocating reducing plastic as much as we can, a new water dispenser has also been installed outside the garden bar.

Summer has certainly been extremely busy out on the water and as usual the final race days and prize-giving parties were great fun.

It is unfortunate that I again have to write about members acting aggressively towards club employees—this happens more so in the area of our Marine Operations. Our staff always endeavour to provide their best services to the membership at large, so I would ask that more patience and understanding is shown at particularly busy times. If problems are encountered please bring them forward to management rather than confronting individual staff members.

Finally, a reminder that at the time of writing, we are still seeking volunteers for this year’s 24 Hour Dinghy Race for charity. We desperately need lap counters and safety boat drivers, so please place your name on the relevant sign-up sheets when you are next at the Club. We are also delighted to have British Paralympian Hannah Stodel join us and take part in the race. Hannah has represented Great Britain at three Summer Paralympics and won multiple medals— including two golds—at the Disabled Sailing World Championships.

We look forward to seeing all members, family and friends on 29 and 30 September where the race starts at 2pm!

Congratulations to Antonio Franco who has been moved into the position of Senior Instructor of the Sailing Centre.

Antonio first joined the Club on an Optimist sailing course aged six years old. Since then, he has continued to take numerous courses, gained excellent qualifications and experiences along the way and is now a key figure in the future plans for the STC. Great work Antonio, and we look forward to watching your development in the coming years at our Club.

We are thrilled to see many of our club sailors involved with our team this summer and it’s a credit to years of hard work now paying off, watching as our youthful team takes the helm and continues to offer safe and fun sailing experiences to hundreds of students this summer.

HHYC has continued working hard to create a pathway for sailors who want to develop further in the sailing world, within a coaching role. Most of our sailing staff this summer have been trained through our STC on programmes and courses from an early age, and now we are reaping the benefits. This summer 85% of our staff came from club courses many years ago, and they are now stepping up, representing the STC as Instructors, Assistant Instructors and volunteers.

The Hebe Dragons have a busy schedule of regattas this summer, under the supervision of Head Coach Alfred Okoth. Results have been great, development has continued, but most importantly we have seen our team take part in many great experiences that have enhanced their personal levels of sailing and themselves as individuals. Winning regattas is important, but it’s being a true sportsman and growing into the best you can be that is the culture and vision we have at Hebe. Alfred is doing a great job of keeping the Hebe Dragons Team grounded and creating excellent learning opportunities for our young sailors at the Club.

This summer the Team visited Macau, Taiwan, Japan and China for various levels of regattas. Most importantly, they have created good networks with partner clubs for us to work annually at each other’s events. This is what the sport is all about.

What a busy summer the STC has had over the past few weeks. Record numbers of students have taken to the waters of Sai Kung with us and we have had a blast getting literally hundreds of local and international students onto the various boats and watersports equipment we have at the STC. Most weeks we have had 50+ students take part in Optimist courses, Adventure Watersports Weeks, HKSF beginner courses and Race Training.

Hopefully we will see a good number of these students continue sailing with our Club over the next few years as we create opportunities for them to enjoy the sport we all love.

Please be reminded that on Saturday 15 September, the Club joins forces with Sailability HK once again in running the annual Barts Bash Regatta. This year we have expanded the Regatta and we will include a Keelboat & Yacht Division to race an Island Course as part of the event.

We will also hold the re-sail of the Countess Cup. The Dinghies will take part in in the Shelter Island Cup and a passage race as part of the event plans for 2018. We are looking for volunteers, sailors and sponsorship, so get involved if you have time and want to support this great charity event.

在過去幾個星期，航海訓練中心真是忙過不停。有破紀錄的 學生人數參加我們在西貢舉辦的水上活動，數以百計的本地 和國際學校學生使用了航海訓練中心的各種船隻和水上運動 設備。在大部份時間裡，有五十多名學生參加了樂天級帆船 課程、水上歷奇週、香港帆船運動總會初學者課程和競賽訓 練等。憑藉給予他們機會享受這種運動，我們希望這批學生 在接下來的幾年裡繼續參加本會的航海活動。 內地的遊艇會也參加了我們的課程，另外，YMCA、本會 的會員和公眾人士也參加了以上任何一項活動。

是時候為萬聖節派對好好裝扮一下了!

The STC will once again organise and host the popular Family Halloween Party in the Garden Bar venue. Last year we had about 200 people take part. Make sure that you book the date into your calendar as this is an event not to be missed.

All entry fees will go to the Club’s fundraising charity, The Development Fund For Youth Sailing, which in turn allows us to sponsor local schools to take part in sailing programmes and local kids to have the opportunity to apply for a sailing scholarship with our Club. A very good cause and a brilliant night at the same time.

Fancy dress is essential for this evening!

29 & 30 September 24 小時慈善小艇賽 The event is only a few weeks away now, and this year we anticipate a bigger audience than ever, as well as welcoming back more teams from the past and new teams to the event.

The club team Hebe Dragons will of course be out in force, so if you don’t have a space on a team and want to take part in the event, get in touch with the sailing office to find out how to sign up for a brilliant weekend of fun on and off the water.

The event will co-host a FREE watersports weekend as part of the event, so you can invite friends and family and go and test our various sailing and watersports during the weekend, or come along to the Race Village and enjoy quality food and beverage.

Most importantly, this weekend is all about charity.

Fundraising is an area we could all do better in, and if you have the time and are able to support the event, every penny counts, so come along, get your wallet out and help us raise as much money as we can for the charities which need our support.

The membership will be essential to running this event. We need many volunteers to take part to make this a success. If you can drive a safety boat, count laps, help out in the race office or just bring your family along to support the event, we would really appreciate your time over the weekend.

Peroni Summer Saturday Series

2018: Race 3 週六夏季系列賽2018:第三場

Volunteering for Race Officer (RO) duties was Joseph Chan and his colourful Temujin crew who worked efficiently to ensure a good experience for at least 35 of the 36 boats on the water, with Brace! Brace!! Brace!!! retiring.

Taking into account that conditions were expected to be windier out around the islands, the RO opted for three relatively straightforward courses, varying from 8nm for the Dragons to 16nm for IRC. After the committee vessel had dropped anchor near the University of Science & Technology, a windward Club Mark was laid at 90 degrees and 0.8nm distant.

Having taken the Club Mark to starboard, in the case of the eight IRC boats and six Sportsboats, they completed two sausages around Bluff and Table Islands, finishing at Little Palm Beach (LPB). The nine-boat HKPN fleet and three J-80s, after the Club Mark, headed for Trio, Bluff and Table Islands, also finishing at LPB. Last off were the 10nm Dragons which, after Table, circumnavigated Bay Island, returned to Table and finished at LPB. Unfortunately, both Blue Star and It’s My Pleasure arrived late and missed their starts.

Even with reefed sails, conditions proved challenging, particularly in the vicinity of Bluff and Basalt with steep rollers and fluctuating wind angles causing some thrilling moments for skippers and crews.

Those undermanned (like Juggerknot and RB) found conditions particularly challenging.

In IRC, Lighthorse Alpha+ relished the conditions and galloped around the course to take both line and handicap honours, with Arcturus 2nd followed by Outrageous.

Hotwired set the pace in Sportsboats, finishing ahead of Merlin and Green Magic.

In HKPN, the two Beneteau First 405s, Ichiban and Zam-Zammah, had a close race, the former finishing 41 seconds ahead across the line. Bits & Pieces took line honours and 4th place, but all lost out on handicap to LoTech.

On Saturday 16 June 2018, Port Shelter was looking its best for Race 3 of the Peroni Summer Saturday Series 2018. Blue skies, clear visibility, a 14-knot easterly, gusting 18, white caps and shimmering seas indicated a great afternoon of island racing... and so it proved.

Jelik 7 continued to dominate the J-80 fleet with Jelik 6 getting the better of Jive.

A strong turnout of 10 Dragons saw Nattigheid (D57) finish in 3rd while, in a thrilling finish, just one second separated 1st place Elfje and 2nd place Wyuna.

With no protests, it was a relatively early prize-giving, with several awardees arriving later and missing out on the ever popular sponsored Peroni beer.

The five crew joining Ichiban for the Pursuit Race on Sunday morning all arrived at Wong Shek Pier at 09:00, as planned. Onboard Ichiban the process to convert the boat from a sleepy campsite to a sleek racing machine was barely under way, so the new boarders descended on that task with vigour.

The anchor was weighed about 20 minutes later and we motored out to the Cham Pai Light, at the north end of Tap Mun, for our 10:24 appointment with the starting horn.

The three crew who stayed overnight onboard Ichiban reported varying degrees of sleep deprivation; from the “I didn’t sleep a wink due to the continuous throbbing of a generator on a squid boat” to the annoying “out like a light and six hours of blissful slumber.” A scene which, I imagine, was played out on most other boats.

The breakfast served onboard Ichiban was however, by all accounts, worth the discomfort of the night before.

For those not familiar, a Pursuit Race has a staggered start with each boat starting at a pre-allocated time according to her HKPN handicap. This, in theory, should lead to all boats finishing at the same time. In practice, however, there are so

HKPN Division A, on the third start, had the largest fleet with 17 (plus five J80s to add to the starting line melee).

Unfortunately, neither the prize-giving and BBQ Party in the evening at Wong Shek Pier, nor the Pursuit Race back on the following day was quite so well attended; the majority of the Fleet regrettably chose to motor back to their home moorings. Kudos, though, to the few hardy souls that made their way to Wong Shek after being dropped off by their skipper at Shelter Cove. One or two of whom had no idea where they were or how they would later get back to civilisation! The prospect of sleeping on a hard country park bench or BBQ table was, however, not that appealing, so the last bus to Sai Kung at 21:30 was very popular.

Onboard Ichiban, we ‘jostled’ with Temujin in a vague (and slow) match racing style for our joint 10:24 start. Both boats keenly crossed the line within two to three seconds of the horn, with Temujin to windward, closest to the Committee Boat and headed to the first mark on starboard.

Ichiban was able to round the mark some 50m ahead of Temujin. For the next 20 minutes or so Lotech, RB, Ichiban and Temujin sailed on the same heading and at much the same speed, making only small gains and losses on each other in the variable winds. Temujin had not made any gains on Ichiban when we elected to tack back onto starboard and head away from the coast, due to light winds and potential wind-shadows inshore.

Temujin continued down the coast and RB, to everyone’s amazement, sailed right into shore and inside a small island—surely they would suffer for taking that route!

LoTech and a couple of the other early starting boats were also heading offshore. Soon after Ichiban had tacked, the winds lifted to give credence to the decision and we continued on starboard with increasing speed.

Ichiban was the first to blink and tack onto port, passing behind Temujin. This proved to be a good move as

A mention must be made, at this point, of the Race Management Team, headed by Bob Vart, who were in position well in advance of the first starting boat, Little Swallow, at 09:10. Little Swallow was followed by White Dragon at 09:20; then a significant gap to Gecko at 09:50; ahead of Windseeker at 09:58, Lazy Piggy at 10:08 and LoTech at 10:12. RB at 10:22 was immediately followed by the only double start of the fleet, Temujin and Ichiban, at 10:24. Bringing up the rear, after another significant gap, were IRC boats Andiamo at 10:56 and Surfdude at 11:06.

At around 13:00, an hour before the scheduled 14:00 finish for the race, onboard Ichiban we started to look for the Committee Boat at Basalt for a shortened finish. As we couldn’t locate Bob Vart and his team, we re-focused for a finish at Table (the Race Officer got the point of course shortening exactly right, which you will read about very soon). Looking back to the later starting boats and seeking out Temujin, we could see that the faster boats had elected for the offshore route taken by Temujin and Lotech. This made no sense, as it seemed clear that the inshore route was more favourable.

After the race, the crews of Temujin, Andiamo and Lotech all said the same thing: “We had great wind and were going so well that we just continued on.”

Approaching the southern tip of Basalt Island for the final mark rounding, before the final leg to Table, our second position was all but secured, with Lazy Piggy and Windseeker (or so we thought, but it was actually Temujin) to our stern fighting it out for third place. On the run in to Table, which should have been a beam reach based on the southerly winds encountered prior to Basalt (it was actually around 60o), the wind got stronger and we needed to dump the main on a couple of occasions to prevent rounding up. Once RB crossed the finish line—just 38 seconds prior to the 14:00 target finish—Ichiban’s race was run so we could back off a little and enjoy a leisurely cruise to finish just under 13 minutes behind RB. Lazy Piggy retained third place 3.5 minutes behind Ichiban, with Temujin 1.5 minutes further back in fourth.

Onboard Ichiban all was content for a while, until it was noted that those inshore boats—RB, Temujin and Lazy Piggy—seemed to have an advantage; RB, in particular, was ripping up the course closest to shore. Despite logic telling us to continue on starboard with others, we decided to tack back towards the shore, eventually passing over 200m to the stern of Temujin; RB was GONE! Ahead Lotech also tacked to cover Ichiban. After tacking away from the next headland we tacked inshore again, despite making good way on starboard, just to do something different than Lotech and Temujin who were continuing out to sea. Ichiban continued to beat down the coastline and eventually caught up with both Windseeker and Lazy Piggy, both of whom had sailed an inshore course. Places were traded with Lazy Piggy a couple of times, until we noticed that they seemed to be having sail problems—they were actually putting a reef in to deal with stronger winds which were now around 12 – 15 knots. This gave Ichiban the chance to finally move permanently into second place. RB was some 10 minutes ahead, but onboard Ichiban we were, by now, travelling at similar speed.

Lotech did come into the picture at one point when Ichiban passed about 100m ahead; but Temujin was nowhere in sight. Onboard Ichiban, we were just hatching a plan to get a couple of 100m above Lotech’s line, before tacking back inshore again (following our committed strategy), when surprisingly Lotech tacked back onto starboard and headed ‘offshore’ again. It was almost as if Lotech—like Temujin had done early in the race and Gecko did when we encountered them—did not want to take on Ichiban in a port starboard crossing! Actually, the closest encounters that we had with another vessel were with a small container ship and then with a tug towing a barge!

A long way from home, Windseeker crosses the Race 5 finish line at Shek Ngau Tau

In essence, the Mirs Bay Return Pursuit Race was a race that boiled down to the decision to stay offshore in the good winds or beat down the coast—19 tacks in Ichiban’s case!

RB, Ichiban, Temujin, Lotech and Lazy Piggy were very finely matched in terms of boat speeds and had we all tracked and covered each other, then it might have been a simple procession down the coast. These five boats would have hunted down and probably caught the four early starters and would likely have been passed by the two late starters, Andiamo and Surfdude. The fact that Andiamo only made up 17 minutes on RB in a three and a half hour race tells the whole story. That’s sailing for you!

在 Ichiban 船上……

UK Sailmakers颱風盃的第五場賽事在2018年7月21日星 期六舉行。賽道由西貢郊野公園的東岸到大鵬灣，總共有 65艘船起步，參加七個組別的四次起步。HKPN 的A組排 第三出發，是最多船隻出發的一組，共有17艘船起步 (加 上五艘 J80s 一同起步競逐)。 可惜的是，晚上在黃石碼頭舉行的頒獎禮和BBQ派對， 甚至是翌日舉行的追逐賽，參加者並不多。許多船隻都 選擇泊回自己的碼頭。還幸有幾位被船長拋棄在Shelter Cove的船員抵達了黃石碼頭。有一兩位人士並不知道自 己身在何地，也不知道如何返回文明世界!在郊野公園的 硬櫈或燒烤枱上睡一晚並不太吸引，所以九時半的尾班車 幾乎全滿了。

當Ichiban 在前方大約100米時，Lotech 出現了，但 仍然未見Temujin 的蹤影。在 Ichiban 船上，我們 想辦法在搶風航行返回近岸前越過 Lotech 約100米 (依照我們之前同意的策略)，但 Lotech 突然以右舷 行駛再次向離岸前進。Lotech的做法就像 Temujin 之前，以及當我們遇到Gecko 時那樣，當時Gecko 不想與 Ichiban 在左右舷交叉的情況下交鋒! 事實 上，我們最近距離的交鋒是與一艘用拖船牽引駁船的 小型貨船!

賽後，Temujin、 Andiamo 和Lotech 的船員都異口 同聲說:「當時風勢很好，一切順利，所以我們才繼續航 行。」

在Ichiban船上，我們與Temujin 以緩慢的競賽風格 一起在10:24 起步。兩艘船在響號兩至三秒內一起越 過起步線，當時Temujin 是迎風，靠近會艇並以右 舷向第一個標記進發。Ichiban 是一第一艘向左轉橫 過Temujin後面的船。這後來證明是一個好的舉動， 因為Ichiban 能以領先Temujin 50米的距離繞過標 記。接下來的20多分鐘，Lotech、 RB、 Ichiban 和 Temujin 以差不多相同速度向著同一個方向進 發，在風向改變的情況下大家叮噹馬頭。當我們決 定轉回右舷並駛離海岸時，由於風勢比較弱和近岸 出現潛在的風寂區，Temujin 並沒有從Ichiban 身上 得到甜頭。Temujin 繼續沿著海岸進發，而令人驚 訝的是， RB駛到岸邊和一個小島裡—他們肯定會後 悔走了這條路線! LoTech 和其他較早出發的船隻都 選擇向離岸進發。當Ichiban 轉向後風勢增強了，令 我們決心繼續加速在右舷搶風航行。

接近火石洲南端的終點標記，進行最後一圈前往 平面洲 前，我們已穩守第二位，而Lazy Piggy 和Windseeker (或我們以為是，但其實是Temujin) 在我們的船尾爭奪第 三位。在前往平面洲途中，由於在到達火石洲之前(事實 上是 大約60o)吹南風，應該是很快會到達的，當時風勢 越來越大，我們幾次要卸下主帆以防止集攏。當RB 越過 終點線時—較原定的14:00衝線時間早了 38秒—Ichiban 悠閒地航行，在RB 後13分鐘才過終點。Lazy Piggy 保 住了第三位，在Ichiban後三分半鐘衝線，Temujin 落後 一分半鐘得到第四名。 從本質上來說，大鵬灣來回追逐賽的勝負是取決於在良好 的風勢中保持離岸抑或是沿著海岸航行，Ichiban在賽事 中有19次搶風航行 !RB、Ichiban、Temujin、Lotech 和 Lazy Piggy 的船速配合得非常好，我們都互有領先，只 是簡單地沿海岸航行。這五艘船都有可能追上四艘較早前 出發的船，也有可能被後來出發的兩艘船，即Andiamo 和 Surfdude追上。事實上， Andiamo 在這個三個半小 時的賽事中，只落後RB 17分鐘，便足以說明了一切。這 就是航海了!

Though it was a smaller crowd than attended Race 5 of the UK Sailmakers Typhoon Series earlier that day, we still gathered a good group to relax together before the following day’s Mirs Bay Pursuit Race. With boats safely anchored in the water, we enjoyed grilled meats and cold drinks until the sun set. It was a great way to relax after all the hard work that afternoon.

We also held a prize-giving ceremony for the winning boats. Congratulations to the crew of Temujin who was awarded first prize in the HKPN Division!

For the many people who took an interest in the Volvo Ocean Race, they will already be aware that a new initiative (‘Set Sail Hong Kong’) was announced at the end of the Volvo event. The plan is to encourage many youngsters from less-advantaged groups to take to the waters of Hong Kong.

The Set Sail Initiative is a partnership between HKSF and the Sun Hung Kai & Co. Foundation.

Given our experience with such groups to date, Sailability was approached by HKSF to run a pilot scheme at HHYC during one morning in June. This we obviously did, and this has since led to HKSF providing us with a commitment to run similar Set Sail programmes over the next six months.

MARINE DEPARTMENT TYPHOON SEASON NOTICE 海事處發出的颱風通知 Attention all sailors! Hong Kong’s typhoon season is here, and it is important to be prepared and stay safe. If you have the misfortune of being caught by a typhoon while out at sea, be sure to follow this advice from Hong Kong’s Marine Department: Anyone in control of a ship must comply with the directions issued by the Director of Marine. These include directions on the safe operation of vessels and the port, or any matter on which the Director may give directions under the Laws of Hong Kong.

Every vessel within the waters of Hong Kong during a typhoon must maintain a continuous listening watch on the appropriate VHF radio channel. The Vessel Traffic Centre will be broadcasting tropical cyclone information once the tropical cyclone warning signals have been issued, and you should also listen to local radio broadcasts for weather bulletins.

Vessels which do not have enough crew on board during tropical cyclones not only place themselves at risk, but also endanger the port and other vessels. Masters, owners, agents and charterers of vessels should make sure that a sufficient number of qualified crew, capable of ensuring the safety of the ship, are maintained on board at all times during the passage of a tropical cyclone. To check the number needed for your vessel, please visit the Marine Department website.

First, the achievements. We have progressed the repairs to the seawalls on the northern side of the basin. At last report from the consultants, the detailed design has reached the point where we can soon undertake the essential Ground Investigation (GI) works, consisting of five boreholes and some trenches, to investigate the condition of the slope which supports the vehicular entry to the Club between the entry guardhouse and the lot boundary. Following the results of the GI, the consultant will further make any necessary adjustments to the design of the seawalls. Once that process is complete, the work will be tendered and we hope we will be able to commence the seawall works during the winter season.

We have also undertaken a root and branch review of the proposed Masterplan, principally to align it with the Government’s revised policy on Private Recreational Leases announced in March. The main changes made necessary by the changes in Government policy have been to cut back plans for a new clubhouse and the accoutrements (such as a swimming pool) previously planned for, and instead first focus on ‘Essential Works’. These Essential Works are those works absolutely necessary if the Club is to meet relevant government requirements; the needs of our members and staff; and statutory environmental, health and safety requirements. The Essential Works we are focusing on now include: • replacement of the retractable roof over the Garden Bar and the shelter over the children’s playground; • replacement of our Marine Office and its workshops and Members’ workshops; • regularisation of the existing boat racks to meet OHS requirements and the construction of more boat racks; • increasing the number of pontoon berths; • improving facilities for back-of-house functionality; • improving Members’ changing rooms and toilets; • improving storage facilities; • improving staff and instructional facilities; • repairing the sea walls as well as raising and improving the strength of the hardstanding area and associated drainage.

The results of the review were presented to members at a Forum on 29 May. The submission to the Government, seeking policy support for the amendments to our lease needed to allow those Essential Works to proceed, is nearing completion.

In addition to that, we have been able to establish that the long-awaited elevator for disabled access seems to have achieved Buildings Department approval back in 2010.

Construction of the elevator and some essential fire services were deferred in 2014, due to the likelihood of them being incorporated with new clubhouse works once the then-proposed Masterplan had been approved; it would appear that minimal further Government approvals (i.e. from the Lands Department) will be needed for both of those items and we are therefore proceeding with the works needed to get that project moving post haste.

Finally, I will repeat the message from my last column concerning the Government’s proposed policy on Private Recreational Leases and the six-month period which has been allowed for public consultations on it. I, along with the Commodore and all members of the General Committee, urge all Members to write to the Home Affairs Bureau with their comments. The weekly e-mailed newsletter from the Club contains the reference material and details of where and how to send comments to the Home Affairs Bureau on the PRL policy and to the Task Force on Land Supply on the idea of using the land currently occupied by sporting clubs, such as Hebe, for housing. I cannot emphasise enough the importance of all Hebe members, as well as their family members, friends and acquaintances, in responding to both public consultations. It is no exaggeration to say that the future existence of the Club may well depend upon how many comments the HAB and the Task Force on Land Supply receive.

CLUB UPDATES

Each week, we had hundreds of students in the water, including friends from Mainland China, participating in various programmes organised by the STC. Those activities included summer camps, dinghy courses, Optimist courses, race training and Adventure Watersports Weeks.

Our pride, the Hebe Dragons team, also visited various countries this summer to enhance their skills through training and regattas; more importantly, they interacted well with other boat teams, acting as friendly ambassadors of our Club.

Rear Commodore—Sailing

For keel boat races, our two major races—Peroni Summer Saturday Series and HK Sailmakers Typhoon Series—respectively attracted 54 and 83 boats. Thanks to the good weather, most races were run under nice wind, which made the races very competitive. On the other hand, with the help of some volunteer professional photographers, we managed to take many wonderful photos and videos during the races which were well received by the sailors.

One of the highlights of the Typhoon Series is the Mirs Bay Passage Race. This year we specifically promoted Wong Shek BBQ Night to other yacht and sports boats.

There were 65 boats raced but only a quarter of them stayed. However, we were happy to see some boats of our members joining us for the enjoyable BBQ and prize-giving party.

It is also time for the Annual General Meeting and the General Committee election. I would like to take this opportunity to thank all the Sailing Committee members who have supported me in the past two years, as well as the wonderful STC team. Thank you all for the contributions to the Club and to those who love sailing.

On the clear morning of 30 June, HHYC participated in a very meaningful community service event. Our Marine Office welcomed the youngsters from the PROJECT RENATUS Work Experience Programme jointly organised by Hong Kong Children & Youth Services and the Police Public Relations Branch. We introduced various marine-related works, operation of the shipyard as well as safety in the water. During the event, we also recruited young people who have an interest in marine work and sailing. They will join our races and volunteer works; in return we can offer them job opportunities and inject new blood into our marine work. Hong Kong Children & Youth Services will arrange the 14-day job placements, bringing new manpower to the Club.

CLUB UPDATES

It was a very hot summer, yet our sailing activities ran successfully.

Besides the Sai Kung Marine Police Patrol team and the media, our department heads, committee also attended to give introductions and demonstration.

In other news, we have received reports from members that some obstacles were found on the seabed under the non-channel location outside the South Pontoon. We advise all members to sail according to the channel to avoid danger. The Club is verifying the issue and discussing solutions with the Marine Department.

6月30日一個天朗氣清的早上，白沙灣遊艇會參與了一項有義意的社區工作。我們海 事部接待了香港青少年服務處及香港警察警民關係舉辦的一個名為“真善美工作體驗 計劃”的青少年，講解各項海事有關的工作、船廠運作及海上活動安全。席間招募有 興趣投身海事工作及對帆船運動有興趣的年青人。並將會參與我們的比賽活動及義務 工作，希望能藉此帶給年青人一個工作機會及為海事工作注入生力軍。青少年服務處 將提供年青人14天工作試驗，嘗試能為會方提供未來新力量。

這是一個非常酷熱的夏季，但我們的帆船活動卻開展得十分成功。 每週我們有超過上百位的學生，包括來自國內的朋友來參加了我們帆船訓練中心的不 同形式的水上活動，包括夏令營，小船訓練班，Optimist訓練班，賽船訓練班及水上 歷奇等等。

同日除西貢水警派出巡邏小隊及傳媒參與外，本會各部門主管包括各小組委員會親自 講解作示範指導。

令我們驕傲的 Hebe Dragon 小船隊利用這個暑假出訪了多個國家及地區，並取得優 異得成績，另外他們亦起了我會的友善大使的作用聯係其他小船隊。 在龍骨船比賽上，我們的兩大賽事包括Peroni夏季週六帆船系列賽及HK Sailmakers 颱風杯分別吸引了54及83艘船報名。天宮做美，大部份的比賽都有不錯的風，使這 夏季的比賽競爭得非常激烈。另外這屆我們更得到幾位專業的攝影師義助，為我們攝 錄及拍攝了很多精彩的錄像及照片，深受比賽選手歡迎。 特別一提的是颱風杯的其中一項亮點：大鵬灣長途賽。今屆我們特別向其他遊船及 機動船推廣來參與我們黃石BBQ之夜。最終有65艘船參賽，可惜袛有四分之一的 船留下來，但開心的是有幾艘會員船航行到來和我們共度了一晚開心的BBQ及頒獎 派對。 新的一屆的會員大會又到了，執行委員會亦會重選。我想藉此多謝在這兩年對我工作 一直支持的帆船委員會委員及帆船訓練中心這個優秀的團隊。感謝各位對我會帆船活 動的付出，當然更要多謝的是參與帆船運動的朋友們。

收到部分會員指有關南橋對出海面非航道位置海床發現有障礙物，敬請各會員遵守航 道航行，免生危險。會方現正查證並與海事處研究解決方法。

LOSS OF THE BARQUENTINE OSPREY

唯一倖存者，幾日後被一艘香港拖網漁船救起。他就是日本籍船員 Hiroaki Ogura，他隨後在一片爭議聲中返回日本，因為肇事當晚 正是由他負責控制三桅的桅杆。其他遇難船員的親屬，包括來自美 國、加拿大、歐洲及澳洲，等待失蹤船員消息達一個月之久，然而 最終卻只得到由中國大陸漁船發出之未經證實的救援報告，表示沒 有找到生還者。

The sail-training barquentine Osprey was lost off Hong Kong, and almost 200 other sailing yachts, powerboats and pleasure junks were destroyed or badly damaged when the full fury of Typhoon Ellen struck the China coast on the night of 8 – 9 September 1983. Eight of the nine sailors aboard Osprey, including the well-known American skipper Bo Gary, perished when Osprey sank south of Hong Kong Island.

whipped up to phenomenal heights. At Aberdeen for example, the massive typhoon shelter breakwater wall was breached— hundreds of tons of rock were simply washed away by the wave action. This naturally caused chaos inside the shelter, where boats sank, dragged moorings, ran aground and otherwise battered each other unmercifully.

The sole survivor, picked up by a Hong Kong trawler several days later, was the Japanese crew member Hiroaki Ogura, who flew back to Japan as a cloud of controversy mounted over exactly what happened to the ill-fated barquentine on that windswept evening.

Relatives of other crew members, American, Canadian, European, Thai and Australian, held out hope for up to a month later as a result of unverified reports of rescues of survivors made by mainland Chinese fishing junks. Sadly to no avail.

It was a night of terror for one doctor who had taken his wife and two young children aboard a large junk before starting an ocean passage. With a dragging anchor he initially motored all night against the seas, crashing through the breached breakwater, but was finally driven aground at Ap Lei Chau. He and his family fortunately escaped unscathed.

Five Hong Kong fishermen were also drowned when the typhoon roared past Pratas Reef on its way to Hong Kong, and five other deaths were caused by mounting seas and rain-induced landslides. The toll was not as high as during Typhoon Rose (1971), when a Hong Kong-Macau ferry was lost, or during Typhoon Wanda (1962), when wind instruments capable of recording 150 knots blew out.

The ferocity of Typhoon Ellen’s 135-knot gusts, however, were perhaps not anticipated, and when this was combined with the fact that Hong Kong’s pleasure craft fleet had increased enormously in numbers and value in recent years, it resulted in the typhoon being one of the worst on record for pleasure boat owners, and not much better for the masters of ocean-going ships. In all, 26 of these reported being in severe difficulties, and of those that ran aground, 10 had still to be refloated from the outer island ‘graveyards’, that surround Hong Kong, almost a month later.

Marine insurance underwriters put pleasure boat claims at about HK$2O million (a very large sum in 1983!). Even relatively sheltered Hebe Haven had its share of sinkings and groundings of buoy-moored pleasure craft. It was the south side of Hong Kong Island, however, that was most affected, as the eye of the typhoon swept into the Pearl River estuary.

Winds were reported to have reached 135 knots— while instruments on Waglan Island to the ENE only recoded an average of 97 knots. However, seas were

1983年9月8至9日晚上時分，當颱風愛倫猛烈吹襲中國沿岸時， 當時的訓練帆船－三桅帆船魚鷹號，連同差不多200艘其他遊艇、 動力快艇和遊樂帆船據報失蹤。魚鷹號上９個船員中，８個船員 包括魚鷹號的著名美籍船長 Bo Gary，全部在香港島南面對開海 域罹難。

John Makin, the then manager of the Aberdeen Boat Club, reported that 47 members' boats were lost and nearly 80% of the remaining vessels on club moorings were extensively damaged.

Around the headland, boats at Middle Island broke loose from their moorings and were swept across Deep Water Bay to smash on the rocks below the Ocean Park complex. By the afternoon of September 9th only a few sailing yachts were still recognisable, while bits of splintered pleasure junks littered the foreshores.

Local sailor Peter Forrestal, watching from an apartment above Middle Island, said, “It was frightening. Boats would be picked up by a wave, and then the wind would get under them as well, so that they reared almost perpendicular to the mooring. Cleats simply ripped out of the decks, canopies flew off; and the boats were away. There was nothing anybody could do then.”

The Osprey dragged her anchor in adjacent Repulse Bay and apparently put out into the East Lamma Channel, never to be seen again. Further along the coast, the Stanley Services Boat Club also came in for a severe lashing. Apart from losing most of her Bosun Class training dinghies, the roof of the Club was also blown away.

The Island School Sailing Club was reported to have fared marginally better. Six of her eight Japanese-built SS 14s were lost, but the shelters at Pig Beach and the Stanley Market sewerage plant, where boats were stored, helped to save all of their Sunfish and Otter dinghies.

At Hebe Haven Yacht Club, 32 boats were reported to have run aground, and 11, mostly junks, were sunk at their moorings. “It was the worst sight in the seven years that I have been here,” said Ann Hardy of the Club’s administrative staff at the time.
