As promised in my last report, on 29 May we presented the revised Master Plan to members at a Members Forum. The revised ‘essential works’ Master Plan was well received by those present. The difference between the current Master Plan and those which have been developed since 2014 are that the current proposal deals only with those works which are essential to enable the Club to be compliant with Occupational Health and Safety (OHS) requirements and all statutory requirements, to provide adequate accommodation for the Club’s staff, to provide adequate workshop facilities for the Membership and the Marine Operations Department, and provide adequate space in the yard and hardstand areas to meet the needs of the membership. Equally importantly, the proposed essential works will allow the Club to meet its obligations to provide access to the Club’s Sailing Facilities to the General Public, as required by the Club’s Lease, and will satisfy the Government’s policy proposals for Private Recreational Leases. The essential works are: obtaining a lease amendment to permit increased ‘site coverage’ which will permit such things as the replacement of the retractable roof over the Garden Bar and of the shelter over the children’s playground; replacement of the Marine Office and Marine Department workshops and members’ workshops; regularisation of the existing boat racks to meet OHS requirements and the construction of more racks; an increase in the number of pontoon berths; improved facilities for back-of-house functionality; improvements in members’ changing rooms and toilets; improved storage; improved staff and instructional facilities; and repairs to the sea walls and raising and improving the strength of the hardstanding and drainage.

We re-presented the draft Master Plan to GenCom on 31 May and, as no objections were raised and no further suggestions were forthcoming, we are now proceeding with the planning and preparation needed to present it to the Government, which we are targeting for this month.
