The last two months have been extremely busy at the Club. For me, this past year has been somewhat uncertain and, at times, a little volatile, which has made planning challenging. However, thanks to a supportive General Committee (GenCom), I believe we have ticked quite a few boxes along the way. We will see whether you agree at the upcoming Annual General Meeting. During the year, the Club managed to move from a Type B food and beverage facility to a Type C facility with the ability to operate Type D spaces, such as we did at 24 Hour Dinghy Charity Race. The staff were instrumental in achieving this by being fully vaccinated. We have also appointed a new General Manager, following the retirement of Rene Verhulst. Following an exhaustive five-stage recruitment and screening process, including independent and in-house interviews conducted in both English and Cantonese for all candidates, Paul Arkwright was selected as the strongest candidate for the role. Based on the feedback to date, Paul is a popular choice, and I am sure that he will continue to work for the Club in the same diligent and effective manner that he has done as Vice Commodore. Some of you may recall a town hall meeting of members in 2019 to review changes to the Articles of Association. We explained a need to bring the Club’s Articles into line with the new Companies Ordinance (Cap. 622 gazetted in March 2014) and better align them with the Club’s current objectives and practices. As the vast majority of the changes were driven by the Companies Ordinance, we sought a policy statement of support from the Home Affairs Bureau followed by the approval of the Director of Lands (as required by the Club’s Private Recreational Lease). We now have this, and we are now seeking approval from the Company Registry. After this, we will conduct another members’ forum to update everyone and refresh memories about the key changes and why they are necessary. After that, we will call a General Meeting of members to seek your approval, which will probably happen in April or May 2022.

過去的兩個月非常忙碌。回望過去一年裡,本會面臨不少挑戰。幸得執行委員會的支 持,我們已合力解決了不少難題,年度股東大會上將一一闡述。 在這一年裡,本會餐廳成功從B類轉換成C類餐飲處所,部份區域甚至能以D類模式運 作,就如白沙灣遊艇會24小時慈善小艇賽的活動。是次活動的工作人員接種疫苗率為 百分百,因此能以D類模式舉行是次24小時慈善小艇賽。 另外,在人事方面,在Rene Verhulst 從本會的總經理一職卸任之後,本會需物色合適 人選填補職缺。經過五個階段的招聘和篩選過程,與所有候選人進行單獨面試和小 組面試,面試以英文和廣東話進行,Paul Arkwright被視為該職位的最強候選人。綜合 各方面因素,本會將任命Paul擔任本會總經理一職,相信他將繼續秉持以往勤奮、高 效的工作態度為本會服務。 或許一 部分人 還記得2019年的全民會 議,檢 視修訂後的本會 章 程。香港特區政 府 於2014年3月,在憲報刊登的新《公司條 例》(第622章),本會的公司章 程亦需隨 之修訂,確保與新條 例 一 致。大部分的修訂因應新《公司條 例》而作出,我們已向 民 政事務局尋求 支持政 策 聲明(本會已取得 該 聲明),然 後 又向地 政總署 署 長尋 求 批 准。在 此之後,我們將舉 辦另一 個 會員論 壇,再次向會員介 紹新 章 程 裡的修 訂,然後召集會員大會,徵求會員承認新章程一事的同意,論壇估計在2022年4月 或5月召開。


We are just adjusting back from what will surely be seen as the best 24 Hour Dinghy Charity Race in the Club’s 19-year history. There are some impressive statistics: no injuries or accidents, an event fully compliant with pandemic precautions, 600 sailors registered, over 300 volunteers, and it looks likely that we will raise a near-record sum for charity to boot. This was a truly magnificent event, and for me was topped off by having the best big band in Hong Kong on Saturday evening and a prize-giving on Sunday. A hearty thank you to all involved in the event. There is a lot of ‘back office’ activity right now: updated and enhanced staff contracts and staff handbooks are being rolled out. Solar panels have been approved for installation on the clubhouse, as has a new crane to replace the 27-year-old green Kobelco crane we currently use. The passenger lift and the refurbishment plans for the Garden Bar are effectively through the regulatory process, and we have also agreed to refurbish the Club’s washrooms and toilets. We also now have Town Planning Board approval to replace the garden bar tent with a permanent structure. The General Committee has carried on with the twin goals of good corporate governance and continuous improvement. We see many opportunities for improvement but four stand out: •

In the last 20 years, the Club has doubled its membership, and in the last ten years, the Club has quadrupled its sail training activities. Our infrastructure development has been outstripped, and our facilities are partly offsite, overcrowded and, in many instances, temporary. While there have been many achievements in the last four years, we are still barely halfway there; patience and tenacity will get us to the end of this journey. We are constantly working on ways to improve our sail training for all and inclusive of both sailors wanting to race and those who prefer to sail recreationally. Part of this is the pathway for elite sailors, including closer cooperation with the Hong Kong Sailing Federation and the Hong Kong Sports Institute. A staff engagement survey yielded an 88% response rate from our full-time employees. The survey identified areas where we are doing well and, more importantly, highlighted areas requiring improvements to become an employer of choice. Some improvements are easy and quick, but others will require more time and involve changes in behaviour, systems and facilities. Occupational health, safety and sustainability are all opportunities for improvement, and both have been the focus of recent GenCom decisions to improve the Club’s safety and sustainability performance as well as raise the awareness of these issues among staff and members.

The Club continues to have enthusiastic and dedicated staff, and I express my gratitude to them all. To give effect to our dreams, we have an army of volunteers from our membership, treasured sponsors and hardworking members of sub-committees. Please accept my thanks for your support and hard work and my congratulations on all your achievements. This year’s General Committee has done an amazing job, despite the difficulties in coping with pandemic restrictions. It has continued to be a pleasure working with you. As we head into the festive season, I wish you all a Merry Christmas and a great 2022!

本會最近舉辦了19年歷史以來最成功的24小時慈善小艇賽。是次比賽沒有人員受傷或事故記錄,活動前後依循防疫措施展開。這次盛大的活動共600 名水手報名,300多名義工參與。我們當天所籌集慈善捐款極有可能是歷來最多的一次。那一個週六晚上,有全香港屈指一流的樂隊來表演,週日的頒 獎典禮亦十分精彩難忘。在此,衷心感謝所有出席是次活動的人士。 執行委員會堅持以良好企業管治和持續改進的雙指標管理本會。我們觀察到本會有許多地方需要改進,以下四方面尤為重要: •

在過去的20年裡,本會的會員人數增長一倍;在過去10年裡,本會的帆船訓練活動數量增加了四倍。然而基礎設施不盡完善;部份設施須安置於 非會所的場地,有時設施出現過度擁擠的情況,也有不少設施屬於暫時使用性質;本會的系統也已經過時。雖然本會在過去四年取得了許多成 就,但仍未到達目標的一半。相信只要我們心懷信念和耐性,總有一日能達到終點。

本會一直致力為參與帆船比賽,或以帆船作爲優閒活動的所有人提供發展途徑。其中包括與香港帆船總會和香港體育學院加强合作,訓練精英帆 船運動員。

員工問卷調查獲得88%的回覆率。該調查顯示本會做得好的領域,更重要的是,本會也看到需要改進的領域,才能成為首選雇主。有些改進可快 捷落實;但有些則需要更多的時間,來改變員工行為、系統和設施。


本會擁有敬業、盡責的員工,同時亦有大批會員義工、贊助商及小組委員會成員為本會的夢想付出努力。在此,我衷心感謝他們對本會的支持。儘 管現時疫情對我們的工作產生許多影響,今屆的執行委員會還是順利並出色地完成工作。我感到非常榮幸能夠繼續與各位合作並一起努力,為本 會共創佳績。 聖誕佳節即將到來,在此祝大家聖誕快樂,2022年事事如意!

Again another hectic month, and we have multiple projects approved by GenCom and coming online soon. Masterplan and lease renewal We have now signed the contract with Knight Frank to help the Club with the submission to Lands Department to get the required lease modification for the Regatta Deck underway ASAP. Once we have the approval, we can then demolish the unauthorised tent and build the new Regatta Deck. Once we’ve demolished the tent, we can also reactivate the lease modification for the existing Boat Racks. We are also working out the planning and logistics for the builds of the access lift and new storage areas for the kitchen & garden bar. Seawall repairs update GenCom has approved the engagement of a contractor to proceed with repairs to the existing sloping seawalls. This will include the reconstruction of existing sloping seawall adjacent to the car park, digging up rutted asphalt in the boatyard and restatement of concrete pavement, reconstruction of concrete slipway—near Marine office/tender moorings and reconstruction of concrete slipway—near the Restaurant. Marina pile long-term replacement project GenCom has approved a construction contractor’s engagement to conduct the Ground Investigation (GI) works in preparation for the complete replacement of the marina piles. Boat rack safety walkways The contractor will prepare a mock-up for inspection by Matthew and the boatyard team before the full rollout of the build in December 2021. Changing rooms projects After completing the designs for the complete refurbishment of the Club changing rooms and their ventilation system, we are now accessing tenders for the works. At the same time, GenCom has approved the purchase of a temporary mobile shower and toilet block needs to be purchased before the renovation, so everyone has somewhere to shower and use the washrooms during the refurbishment. This refurbishment will be phased starting with the female washrooms, followed by the disabled washroom, and finally the male washrooms. Solar power project We are finalising the contract with Amosola to ensure proper liability coverage, including property damage, third-party injury, and public material liability. Due to the structural strength of the existing roof of the clubhouse, we are also exploring the use of lightweight solar panels for this project. Air-conditioning system reinstallation The appointed contractor, ProfitGo, will be placing the order of the VRV system with Daikin. Daikin has indicated the need for a complete shutdown of both the inner and outer restaurant for around two weeks in January 2022, and we will work out alternative dining arrangements for this period, which might well include a BBQ frenzy fortnight. I am looking forward to helping oversee these projects from a much more operational perspective shortly after returning from Australia.


又是忙碌的一個月。目前有多個項目獲得執行委員會的批准,即將上線和各位會員 見面。 總體規劃和租賃更新 本會已與萊坊測量師行簽訂合同,協助本會向地政總署提交關於租賃更新的文件,以 加快建造新甲板的進程。一旦獲批,我們就可以拆除花園酒吧帳篷,建造新甲板。拆除 了帳篷之後,本會著手處理現有艇架的租賃更新事宜。至於入口安置升降機、廚房新 儲存室和花園吧貯物區等工程仍在規劃階段。 海堤修理工程 執行委員會已核准一家承建商維修海堤,該工程的修葺項目包括修復毗鄰停車場的 海堤、重鋪船塢上混凝土路面、修復船區附近混凝土船台及會所餐廳附近的混凝土 滑道。 碼頭樁柱長期替代項目 執行委員會已批准承建商進行場地勘察,為該項工程做前期準備。 船架安全通道 承建商將在2021年12月之前建造一條模擬通道,供 Matthew 和船廠工作人員參考。 本會更衣室和洗手間的翻新項目 在完成本會更衣室及其通風系統的翻新設計後,我們現正展開該工程投標的程序。執 行委員會已批准購置臨時淋浴和廁所設施,在工程進行期間,大家仍能使用相關設施。 是次翻新工程將分階段完成,先是女洗手間,然後是殘疾人士洗手間,最後是男洗手 間。 太陽能發電項目 我們正在與Amosola商討合約細節及釐定責任範圍,包括財產損失、第三者遇事責任 和公共財務損失責任。考慮到會所現時屋頂的結構強度,該項目可能會取用更輕身的 太陽能電池板。 重新安裝空調系統 承建商ProfitGo將購置Daikin公司的VRV系統,根據Daikin建議,本會的餐廳需在2022 年1月期間關閉約兩週,本會將儘快公佈期間的用餐安排,燒烤或許是不錯的選擇。 我即將前往澳洲,在 旅程結 束之後,將回歸本位,繼續 跟 進、監 督上 述 工程和項目 進展。

There were a few farewell parties for Rene before he left the Club at the end of November 2021. Here are some shots from the official farewell party from his staff in the Garden Bar shortly before his last day. At the event, the Commodore gave a speech of thanks to Rene in English and the Vice Commodore echoed these sentiments in a short Cantonese summary. We all wish Rene the best in his future endeavours as he returns to Holland via Singapore. Rene將於 2021 年 11 月底離開香港,在此之前,本會為他舉辦了歡送會。這些相片是他 在本會工作的最後一天,於花園酒吧舉行的歡送會所拍攝的。當日會長用英文發言向 Rene致謝,副會長亦用簡短的粵語致辭。Rene將經新加坡前往荷蘭,本會衷心祝福他 在未來的日子事事順遂,生活愉逸。

UK Sailmakers Typhoon Series 2021, Race 5 颱風盃帆船系列賽 第五場比賽

Xena outside Port Shelter (UK Sailmakers Typhoon Series 2021, Race 5)


Quest, 6th in IRC A (UK Sailmakers Typhoon Series 2021, Race 5) For the predicted light conditions, and the needs of six competing divisions, Race Officer Inge Strompf -Jepsen took a while to brief her team before venturing out into Port Shelter to lay the marks for the islands courses in Race 5 of the UK Sailmakers Typhoon Series 2021 on Sunday 25 July 2021.


Hebe One dropped anchor northeast of Shelter Island and, in the sweltering heat and haze, the RO finalised her choices for courses, taking into account the wind readings submitted by the various support craft inside and outside Port Shelter. No windward mark was laid.

On the committee boat, a southeasterly of 4.5 knots was blowing. Fifty-two boats were counted, and the first warning signal sounded at 1050.

The IRC A division was given course 106 and, at 1100, eight sleek racing machines cleared the line (although Zannekin’s bowsprit came within millimetres of an OCS). In store for them was a starboard rounding of East Nine Pin, a port rounding of a Ma Tsai Pai Mark, Port Shelter Mark (s), then Steep Island (s), Trio (p) and a finish off Little Palm Beach. A distance covered of some 18 nautical miles.

Five minutes later, the wind had died to 2.5 knots, but the RO pressed on, saying, “They are still moving.” as 11 boats in IRC B crossed the line. H3O was too eager and had to return (and later retired—not a good day for the MC31). The RO had chosen course 107 for this no-less-competitive division and off they went to North Nine Pin leaving it to port, Trio Island to starboard, then Port Shelter Mark (s), Trio (p), Table (p) and a finish off Little Palm Beach. This was approximately 5nm shorter than course 106.

IRC C started third at 1110 and, by this time, the wind had swung a good 40 degrees to the south. Arcturus was over and returned while Dexter II led the 10-strong division away, also on the 13nm course 107.

The next start (1115) was for the three J/80s and 10 HKPN A boats. The wind was holding at around 3.5 knots and the boats headed off on course 107, Bits & Pieces leading the pack.

Minutes later, with the starting sequence for HKPN B underway, the wind died and an AP was raised at 1118. The nine cruisers appeared to be struggling in the light airs and the RO decided a delayed start would be a better option, although, 10 minutes later, the wind was barely 1 knot! But the delay gave time to relay the line as the wind had swung back to 150 degrees. At 1140, in 5.6 knots, the horn sounded for the second-to-last start. Ma Cherie 2e came about at the pin, got into a tussle with La Vida Loca and Gecko, and retired minutes later.

Last off at 1145 was the single entry in the Short-handed Class—disappointing, really, given the amount of lobbying these sailors have done for their own category. In future, it would be good to see more short-handers taking up the call.

Out in open water and around the islands, criss-crossing boats were enjoying increased winds and, at 12:58:59, Alpha Plus was the first boat home, followed by the other TP52, Phoenix, at 13:09:39. On handicap, the IRC A finishing order was Witchcraft 1st, Alpha Plus 2nd and Zannekin 3rd. Phoenix slumped to last place.


Then, in IRC B, misinterpretation of the HHYC’s recently-updated Standard Sailing Instructions led to a dramatic final outcome. course 107 requires a port rounding of Trio Island, yet eight boats chose to regard it as a passing mark. In an annex to the listed courses, the Instructions read, “All marks for all courses, except starting and finishing marks, shall be rounding marks.” Thus, Daydream, Kiasu!, Juggerknot, Rampage, Kingsman, Intrigue Plus, Outrageous and Bad Idea Bears on Full Tilt were blown out at a protest hearing on Wednesday, 28 July. That left protest instigator, Nightshift in 1st place on handicap and Tipsy Easy in 2nd.

內牛尾海標記、孖仔排標記,最後賽事於小棕林海灘結束,小棕林 海灘標記與終點線距離約11海里。

使已努力遊說選手們參加該組別的賽事,但最後參與人數不算理 想。未來希望看到更多的選手報名參加。

Things were better in IRC C, with Dexter II putting in a consistent performance to claim both line and handicap honours. Goddess chalked up a 2nd and Whiskey Jack a 3rd. Talkinghead retired. Likewise, in the J/80 division where Footloose took line and handicap honours with Jelik 7 in 2nd and Baring Asia 1 in 3rd. There were only three boats competing in this category.

Four boats in HKPN A suffered a similar DSQ for not rounding Trio Island. Bad luck Bits & Pieces, Scintilla, Minnie the Moocher and AmaZe. This left the trimaran, Bluefin, to claim victory on handicap. Protest instigator, Temujin, filled the 2nd slot and Ichiban 3rd. Ricochet and Baring Asia 2 retired.

Foxzhead claimed line and handicap honours in the HKPN B division, followed by Baby Beluga and La Vida Loca. Scrumpy and La Folia retired. In the Short-handed Class, Miss LeVa finished at 13:51:30 to record an elapsed time of two hours, six minutes and 30 seconds.

At 0935 on Sunday 8 August 2021, Hebe One, the committee boat, left its berth at HHYC, venturing outside into Port Shelter for the start of Races 6 & 7 of the UK Sailmakers Typhoon Series 2021.

Then, assisted by his deputy Race Officer, Leslie Anderson, and Assistant Race Officer, Howie Suen, set about determining the lengths of the geometric courses to be sailed, given the predicted wind conditions and out-going tide.

Further out than usual, the anchor of Hebe One was dropped near the western approach to the channel between Bluff and Basalt Islands. There, a 6- to 7-knot southwesterly was flicking between 220 and 250 degrees. Having initially set up the marks for 230 degrees, a major wind shift to 195 degrees meant relaying the marks to 195 degrees. The outer windward mark for the IRC fleet was set at a distance of 1.0 nautical mile and at 0.8nm for the J/80 and HKPN fleets, both with offset marks. A leeward gate was laid in front of the 250-metre start line.

Next, it was the turn of the eleven HKPN A boats. Team Michael Li on Baring Asia 1 and Ichiban were both over early and obliged to restart. Baring Asia 1, on their first attempt, failed to clear the line and had to try again, by which time the four-minute start window had closed. Oh dear.

The breeze had swung further south and briefly eased to 3.5 knots when nine HKPN B boats started at 1151. Baby Beluga led off the line.

At the gate, it was the TP52, Alpha Plus, which completed the first lap in front, as it did for the remaining two laps, followed by the other two TP52s, Free Fire and Phoenix.

Several boats left it late to drop their kites at the gate and came unstuck. None more so than Ichiban, while others, including Phoenix, washed theirs. Ding Dong kissed the starboard gate buoy and exonerated itself with a penalty turn.

Meanwhile, the breeze steadily built to 10 knots resulting in all the competitors, other than seven HKPN boats, finishing within the estimated 60 to 90 minutes. The last of the HKPN B boats – La Folia – finished in an elapsed time of 1:59:14.


With the breeze relatively constant between 9 and 11 knots, the course was extended out to 1.3nm for IRC and 1.1nm for the rest, with again three laps for IRC A and two for the rest.

There was plenty of action at both windward marks as well as the downwind gate, testing the sailing skills and seamanship of skippers and crews of the 48 boats on the water.

Jelik 7 leads Whiskey Jack into the finish (UK Sailmakers Typhoon Series 2021, Race 6)

In IRC A, Alpha Plus took line honours in both races with handicap honours in Race 6 but lost out to Witchcraft for handicap honours in Race 7. Witchcraft finished 2nd on handicap in Race 6 with Free Fire 3rd. Ambush claimed 3rd on handicap in Race 7. Zannekin finished with two 4th places, just five seconds behind Free Fire in Race 6 on corrected time. Kingsman took the daily double in IRC B’s Race 6 and handicap honours, with Rampage just 15 seconds behind on corrected time 2nd. Nightshift finished 3rd. In Race 7, Nightshift repeated the feat with Rampage again 2nd and Kingsman 3rd on corrected time.

Minnie the Moocher took line honours in HKPN A’s Race 6 but was relegated to 3rd on handicap. The men’s team on LoTech claimed handicap honours with the women’s team on Jibulai 3rd. Just 65 seconds separated the six boats in 3rd to 8th places in a closely fought duel. Jibulai was 1st across the line and scored handicap honours in Race 7, followed by Ichiban and Baring Asia 2.

The day’s thrills were not confined to the sailors. The race management team was most impressed by the sight of FH skinny dipping when diving off the committee boat to retrieve the media RIB, which had not been properly secured and was drifting away!

UK Sailmakers Typhoon Series 2021, Race 8 UK Sailmakers 2021 颱風盃帆船系列第八場比賽 The club flags ashore were barely fluttering. Crews waiting for sampans looked about anxiously for signs of a breeze. Would the forecast force 3 be blowing outside Port Shelter? Was it going to be a drifter, or worse, would Race 8 of the UK Sailmakers Typhoon Series 2021 on Sunday 15 August 2021 be abandoned? For some, perseverance would be rewarded; for others, it was going to be a long, tiring day.


The committee boat, Hebe One, came to rest between Shelter and Jin Islands and Race Officer (RO) Lesley Anderson and her management team got to work preparing for the islands' courses. In light drizzle, low cloud but excellent visibility, 47 boats appeared and made ready for their seven divisional starts.

For the nine IRC A boats, Course 51 was chosen. This took in Basalt Island (s), East Nine Pin (s), Bluff (s), Steep (s), a Ma Tsai Pai mark (p), Table (s) with a finish at Cascade Bay – an approximate distance of 23 nautical miles. The RO chose this course as it was one easily shortened, given the light conditions.

For IRC B, C, the three J/80s, HKPN A and Short-handed divisions, course 52 was selected – a distance of some 19 nautical miles. Marks of the course include Basalt Island (s), East Nine Pin (s), an Inner Port Shelter mark (p), Steep (s), Ma Tsai Pai Mark (p), Table Island (s), finishing at Cascade Bay. Again, this course would allow shortening at various points.

在擔心 3 號強風是否會出現在牛尾海?這次大家是不是只能 飄流於海面上?第 8 場比賽會臨時取消嗎?對一些人來說,堅 持會得到回報;對於其他人來說,堅持需要付出更多的體力和 精力才能完成賽事。

On schedule, IRC A got away at 1100 in an improved 5 knots from the south. The two TP52s, Alpha Plus and Phoenix, were soon heading for the horizon with Zannekin in hot pursuit.

The sixth start was for the eight-strong HKPN B division. Foxzhead led the fleet in 3.5 knot winds, with Baby Beluga and La Vida Loca in close contention just off the line. The RO had chosen course 53 – a distance of 14 nautical miles – for these cruisers. They were headed for Bluff Island (s), Steep (2), Ma Tsai Pai Mark (p), Table (s) and a finish at Cascade Bay Mark. The unfortunate Ma Cherie 2e and regular campaigner Pepper & Salt did not comply with the 4-minute rule and were both scored DNS. Gecko looked to be OCS, but no objection came from the top deck of Hebe One.

Last away, at 1130, sailing course 52, was the single entry in the Shorthanded division, Miss LeVa.

As the boats sailed their respective courses, there were moments when the breeze, particularly near East Nine Pin, rose above 6 knots but, for most of the day, crews had to work hard to stay focused in the light airs. Thanks to improved crew work, line and handicap honours went to H3O in IRC B. This put the MC31, now lying 4th overall in the series, in a favourable position for the final, Race 9. “We’re hoping for a triangular course to show what the boat can do,” said crewman Rowan. The day was a lot less frustrating for the HKPN B boats sailing the 14nm course 53. The ever-enthusiastic La Vida Loca finished at 14:09:04 to claim line honours and 2nd on handicap. Baby Beluga came out tops on handicap with Foxzhead 3rd.

Sending boats out to the Nine Pins in light airs was a bold move despite the ‘options for shortening’. Some felt a finish at the Inner Port Shelter Mark should have been considered, while others questioned why Steep Island had to be rounded. Forty-seven boats entered, 18 retired. A test of patience, strength and endurance for all.

Rampage approaches the leeward gate (UK Sailmakers Typhoon Series 2021, Race 9)

UK Sailmakers Typhoon Series 2021, Race 9 UK Sailmakers 2021 颱風盃帆船系列第九場比賽 After four geometric and four island races, the final of the UK Sailmakers Typhoon Series 2021 was held on Saturday, 21 August 2021. For the 50 boats (out of 67 entries) that showed up, conditions were ideal with a constant 10 – 12 knots, blowing from 170 to 190 degrees. With just the one geometric race, Truhol was given the task of determining the optimal length of the courses. His plan was for an IRC top mark at 1.3 nautical miles and another mark for the J/80 and HKPN divisions at 1.1 nautical miles, both at 170 degrees and both with offsets at about 200 metres. Having positioned the windward marks, the support boats then laid a 100-metre leeward gate, along with a 250-metre start line.

First off, on schedule at 1400, on three laps of the long course, were the nine IRC A boats. The TP52, Alpha Plus, led the field—a position it would not relinquish. Witchcraft, having opted to race in this higher rating category, finished 2nd with Seawolf 3rd.

The third start was for IRC C at 1410. The fleet was well spread out along the start line with Arcturus and the J/99 newcomer, Juice, amongst the front-runners, also on two laps of the long course. Following in the footsteps of the veteran Tripp 40, Rampage, the new Fareast 28, Rampage 28, likewise came in at speed to the leeward gate, narrowly avoiding Intrigue plus and dropping its kite late. It, too, continued on towards Cascade Bay, losing valuable time. Talkinghead claimed both line and handicap honours ahead of Dexter II 2nd and Goddess 3rd out of the nine boats in the division.

Three J/80s started at 1415 in 11.3 knot winds on two laps of the shorter course. Baring Asia 1 led off the line. Footloose continued its domination claiming the honours with Team Danny Sum on Jelik 7 2nd and Eliza Yeung’s women on Baring Asia 1 3rd.

Twelve HKPN A boats followed at 1420. The Magic 25, Good Vibrations, squeezed through at the committee boat end, before quickly tacking onto port, only to then retire with a broken main halyard. Finally, it was the turn of the seven boats in the HKPN B division. La Vida Loca took the daily double with Pepper & Salt 2nd and Baby Beluga 3rd.

Series result It was not all plain sailing in the Series, with some 26 requests for hearings lodged. Some related to the revised sailing instructions and courses introduced without sufficient notice at the start of the Series, when crews were still using the courses in the old sailing instructions and others unaware of the introduction of the new 4-minute start window.


Race management teams, in general, did a great job and were praised by Zannekin’s Ben Harding for getting all races completed in tough conditions. Had resources been available, though, certain courses could have been shortened, in particular, the last islands race when 18 boats retired out of 47 starters.


Incidentally, a major positive for HHYC this year was the number of race management volunteers who gave their time, many having undergone the J/80 courses.

With five bullets in nine races, and after two discards, Alpha Plus sailed away with the IRC A series. Witchcraft, which traded up a rating division, finished a commendable 2nd after consistent performances, including three bullets. Zannekin managed to hold off Ambush’s challenge to finish 3rd.

Nightshift claimed the Series win in IRC B with seven bullets. Rampage was lying 2nd going into the final race, but retiring in Race 9 resulted in a tie with Kingsman, which finished 2nd in the Series after its 3rd place in the last race.

Dexter II held a commanding lead to win the IRC C series. Just one point separated each of Whiskey Jack 2nd, Blu 3rd and Goddess 4th before the final race. A 4th place for Whiskey Jack secured its 2nd place in the Series while a 3rd for Goddess lifted it above Blu for 3rd in the Series.

Bart’s Bash 2021 巴特狂歡帆船賽 2021 Bart’s Bash is a global two-day sailing event, held this year on 10 and 11 September, in memory of Andrew ‘Bart’ Simpson. Simpson tragically lost his life on 9 May 2013 when the catamaran he was crewing capsized whilst training in San Francisco Bay for the 34th America’s Cup. 巴特狂歡帆船賽是一項為期兩天的全球帆船賽事,於今年 9 月 10 日至 11 日舉行,以 紀念Andrew Bart Simpson。Simpson在舊金山灣參加第 34 屆美洲杯訓練時,本人駕 駛的雙體船翻船,他於 2013 年 5 月 9 日不幸喪生。

Participating in the event, HHYC opted for a one-day Bart’s Bash—One-Design/ Dinghy Racing event, along with a Bart’s Bash—Ladies Helm.


Earlier in the week, the Race Officer (RO), Rob Allen, was concerned that the two typhoons affecting the region—Conson (heading for Vietnam) and Chanthu (heading for Taiwan)— might result in the cancellation of the event. Fortunately, with both staying clear of Hong Kong, the event was able to proceed, although Hong Kong, and Port Shelter in particular, found itself sandwiched between the two, which still impacted sailing conditions.


There was barely a whisper of wind as the committee boat, Hebe One, headed out into Port Shelter to appraise conditions for the first of two dinghy races at 1130 and 1500. The start of the Ladies Helm Race was scheduled for 1400.

Around 1000, from 97 breezes, there were just two knots of wind. So, anticipating some improvement, the RO prepared a downwind start with the fleet heading straight back to the finish line in front of the clubhouse.

Taking into account the conditions, the RO then decided to set the start line closer to the entrance to Hebe Haven. The fickle breeze was in a playful mood, so the AP postponement flag was hoisted in the hope that things would stabilise and allow all the boats to assemble in the start area.


Meanwhile, the wind had swung from a southeasterly to a northwesterly, swinging between 290 and 320 degrees and ranging from 4.4 to 10 knots. The AP flag was finally lowered at 1159, with racing for all classes of the 55 dinghies on the water starting at 1205. Ultimately 48 recorded a result or retired.

Seven RS Quests ventured out with Jane Meijnen and Michael Anderson claiming class honours and 31st on handicap.

There was a whole range of skills amongst the 24 Optimist sailors, of whom 18 recorded a result. First home was Matthieu Tancock, who finished 7th overall on handicap.

Conditions were very light for the start of the Bart’s Bash—Ladies Helm Race, so a new plan was hatched to send the participants around Shelter Island and back to the start/finish line still near the approach to Hebe Haven.

Initially, there was 4 knots from 020 degrees as the boats approached the start line before it dropped off. Eliza Yeung’s J/80, Jelik 7, was best placed on the start line under mainsail before struggling to get its kite flying. Ichiban was further back and, likewise, struggled initially to hoist its kite. Lazy Piggy had initially managed to use its spinnaker but, gybing back to the line, struggled to regain momentum.

Thereafter, the breeze continued to ease and after 45 minutes, after consulting the skippers, the RO had little option but to abandon the race.

By 1500, the dinghies were back at the start line but, with barely any breeze, the RO abandoned plans for a second race. He opted instead for a mass gathering of the fleet for a photo opportunity. The more competent Optimist sailors were encouraged to capsize their boats and stand on their hulls, whilst some RS Quests also ‘capsized’. Once pictures were done, the Optimist sailors were encouraged to splash the adults on the RS Quests with ‘battles’ breaking out all round the committee boat. They weren’t the only ones, with the Sailability 2.4mR sailors getting in on the action splashing their fellow sailors. Despite the conditions, most were delighted to have at least got one race in, still making for an enjoyable day on the water, with over HK$22,000 raised for Sailability Hong Kong.

Big swells off Basalt Island (Port Shelter Regatta 2021, Day 1)

Port Shelter Regatta 2021, Day 1 2021 牛尾海帆船賽第一日賽況 A quick recce by one of HHYC’s support boats on Saturday, 25 September, found an encouraging 15 knots of easterly breeze outside Port Shelter. Great for big boats, not really so great for J/80s and Sportsboats having to contend with big swells and choppy seas for two and a half hours.

So, given the conditions, Race Officer, Barry Truhol, avoided courses 69, 72, 74, 77 and 107, and chose course 114 for IRC Division A (20 nautical miles); course 115 for IRC Division C, Sportsboats, J-80s and HKPN A (15 nautical miles); and course 116 for HKPN B (10 nautical miles). This selection, he believed, would primarily suit the capabilities of the mid-fleet and ensure that everyone else had a good afternoon’s racing.

He then made his official welcome on VHF to the 38 boats assembled for Race 1 of the Port Shelter Regatta 2021. There would be four starts and, once again, no prizegiving, but there were bottles of champagne on board for the winners…

Assistant Race Officer, Leon Man, announced the courses and starting sequences in Cantonese as an acknowledgement to the growing number of Chinese crews taking part in HHYC events. Incidentally, more than 21 of the 38 boats in Race 1 had all-Chinese crews. This is due, in large part, to the Club’s effective sail training programmes and diverse membership. Truhol positioned the committee boat, Shun Fung, southeast of Sharp Island, with the outer distance mark laid towards Sharp Island. The AP was raised at 1355 to re-position the pin, which had moved 30 degrees. Finally, at 1416, eight boats in IRC A crossed the line, Alpha Plus taking an early lead into the 13-knot breeze from 110 degrees. 44

Next came the six IRC C entries and seven Sportsboats, followed five minutes later by three J/80s and six HKPN A cruisers. Last off was the seven-boat HKPN B division, DEA II, once again showing it is never short of crew. Newcomer Naiad, a Taipan 28, brought up the rear.

Alpha Plus, chased by Zannekin, revelled in the conditions, taking the swells in its stride and gybing into the finish to claim line honours at 16:41:24, five minutes shy of Truhol’s predicted two and a half hour race time. Alpha Plus also claimed handicap honours in IRC A, followed by Zannekin and Witchcraft. Daydream found the going tough and retired just before six ’o clock. In fact, two other tail-enders in Division A also struggled in the dying breeze— Outrageous finished 6th at 18:06:12 and DEA III Fire finished 7th in an elapsed time of three hours and 48 minutes.

Port Shelter Regatta 2021, Day 2 2021 牛尾海帆船賽第二日賽況

Clear start for HKPN B Day 2 of the Port Shelter Regatta 2021 comprised two geometric races, both of which proved challenging for the race management team.

Having opted to remain within Port Shelter, the Race Officer (RO), Barry Truhol, and his team on Hebe One, set about determining the optimal course for Race 2. The breeze was oscillating widely between 040 and 090 degrees, so he settled on a bearing of 85 degrees to the top A1 mark at a distance of 1.1 nautical miles for the IRC fleet and Sportsboats, and an inner A2 mark for HKPN and the J/80s, both with offset marks.

First off on schedule was IRC A, with Quest well placed on the line. IRC C and Sportsboats followed with both Talkinghead and the VX One, Serendipity, caught on course side (OCS).

Then came the drama: it was realised that the windward marks did not correspond to the layout of the proposed course and some marks had drifted out of position! The third start for HKPN A and the J/80s was quickly postponed, and the N flag hoisted, abandoning Race 2 for those that had already started.


Support boats sped to the top marks to assist in repositioning the marks before returning to adjust the pin-end start line mark.

With the course finally reset at 90 degrees, countdown procedures recommenced for a 1303 start for IRC A. Pent up frustrations got the better of the 10 starters, and there was a general recall, putting the fleet at the back of the queue for a re-start.

At 1318 it was the turn of the seven HKPN B boats before IRC A finally got its turn at 1323.



But, again, frustration got the better of the crews, and again there was a general recall. To impose some discipline, the RO hoisted a black flag. That meant disqualification for any further transgressors.


It was a case of third time lucky for IRC A as everyone enjoyed a clean start at 13:32:00.

All classes were sailing course 6, which comprised two laps of the inner or outer course with a leeward gate providing options.


The breeze remained fluky throughout the race, but all boats finished, apart from Outrageous in IRC A, and Naiad and Scrumpy in HKPN B. Thereafter, it was straight into the countdown for Race 3.

Having lost one hour in the morning, the RO was keen to get the last race underway quickly, choosing to leave the windward marks unchanged with a leeward mark, settling on a two-lap race for IRC A and one lap for the rest. After consulting the IRC A fleet, the majority were in favour of continuing on what would be a reaching course.

First off in Race 3 were IRC C and Sportsboats at 1449 in 7.7 knot winds with the VX One, FAB, well placed on the line. The Magic 25, Red Herring II, came through at speed beside the committee boat.

In IRC A, the TP52 Alpha Plus took line and handicap honours, whilst the Ker 46, Zannekin, finished 2nd in both races. Having likewise finished 1st and 2nd in Race 1, Alpha Plus claimed overall honours with Zannekin 2nd. Quest finished the day with two 3rds but, having missed Race 1, finished 5th overall with Witchcraft elevated to 3rd overall.

In IRC C, Whiskey Jack took line and handicap honours beating Juice into 2nd by 27 seconds on handicap in Race 1. Juice took revenge in Race 2 winning line and then handicap honours by nine seconds. Having won Race 1, Whiskey Jack took overall with Juice 2nd. Blu finished 3rd in both races, which added to a 4th from Race 1, gave them 3rd overall.

In Sportsboats, FAB finished 1st in Race 2 and 4th in Race 3. Serendipity placed 2nd in Race 2 and won Race 3. Red Herring II finished 3rd in Race 2 and 2nd in Race 3. Serendipity, with a win in Race 1, took overall honours with Red Herring II 2nd and FAB 3rd.

Baring Asia 2 added two bullets to its tally to take a clean sweep of the J/80 class overall. Eliza Yeung’s Jelik 7 scored two 2nds but, with an RTD in Race 1, tied on eight points with Alex Chan’s Jive but still finished 2nd overall on countback.

Temujin and Bits & Pieces tied on 10 points each, with countback favouring Temujin for 2nd.

Generations won line honours in both HKPN B races finishing 2nd in Race 2 and 1st in Race 3 on handicap—and a 2nd place in Race 1 gave it the overall title. Foxzhead won Race 2 and finished 2nd in Race 3 on handicap to claim 2nd overall. DEA II finished strongly with two 3rd places, but a 6th in Race 1 meant it lost out to La Vida Loca for 3rd overall.

Although not ideal, the race management team did a good job to overcome the challenges they faced and complete the two races. Hopefully, lessons will have been learnt to avoid any repetition. The Garden Bar was relatively quiet as prize-givings are still not allowed, but the sponsored Carlsberg beer helped contribute to a memorable regatta.

After being a coach for some time, these theories are exactly that…theories, and they were left behind a long time ago. It was not until I went to Sailability to teach as a coach many years ago that I was suddenly awakened to what the real meaning of a trainer is.


As a sailing coach in Sailability, you have diverse roles. You look like a sailing coach, but you need the empathy of a social worker, the enthusiasm of an evangelist, the patience of a farmer, and the care required to complete a 1,000-piece jigsaw puzzle!

PARA TEAM & TIER 2 PARA TEAM TRAINING 傷健隊和第 2 組別傷健隊訓練 This training takes place during the week and on Sundays as we work towards more local, regional and international racing as well as reinstatement into the Paralympics. To make things more interesting and challenging for our sailors and to expand our Race Training Programme, Catherine Smith, Director of Sailability Hong Kong; together with Virgile Bertrand, Sailability Volunteer and Chairperson of the 2.4mR Association, came up with the brilliant idea of running Sunday Practice Race Training for our 2.4mR & Hansa 303 Tier 2 Para Sailors.


The Mike Rawbone Challenge Cup series consists of nine days of racing in three series from June to the end of the year. Each series is dedicated to people who have supported Sailability over the years, culminating in the series winner being awarded the Mike Rawbone Challenge Cup. The three race series are named as follows:

THE TIDES 潮汐更迭 THEY ARE A CHANGIN’ What happened to the Waglan tide gauge? 横瀾島潮汐站現況如何?

It may not have escaped your notice, but the Waglan Island tide gauge on the Hong Kong Observatory's (HKO) weather page has been “under maintenance” for the last three years. So I decided to contact the HKO to find out what the problem was and how long it usually takes to repair a tide gauge. Fortunately, their reply was a lot swifter than the repair.

The tide gauge in question provides tidal measurements on Waglan Island at the Waglan Pier, a government pier maintained by Marine Department (MD). Unfortunately, the pier was severely damaged by Super Typhoon Mangkhut in September 2018 … and as the Observatory put it, “The tide station and related facilities were devastated during the strike.”

Fast forward almost three years, and on 2 August 2021, MD issued a Marine Works Notice detailing the reconstruction of the Pier at Waglan Island, which is scheduled to take another eight months, which takes us to March 2022. The notice details the reconstruction works at the Island at the following location (WGS 84 Datum) from (A) to (D) and the adjacent shoreline:

According to the MD notice, works will be carried out using one dumb lighter (aka barge) and one workboat, with one tugboat assisting. A working area of approximately 15 metres around the lighter will be established. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the positions of the anchors extending from the lighter.


A silt curtain, extending from the sea surface to the seabed, will be established within the works area. The silt curtain is a large piece of netting used to contain mud and sediment. Yellow marker buoys fitted with yellow flashing lights will be laid to mark the extent of the silt curtain.


The hours of work will be from 0700 to 1900 hours, with no works carried out on Sundays and public holidays. Vessels employed for the works will stay in the works area outside the hours of work. Diving operations will also be carried out from time to time during the hours of work.


Vessels engaged in the operations will display signals as prescribed in international and local regulations. Vessels navigating in the vicinity should proceed with caution and keep clear of the works area at slow speed, bearing in mind that divers are working in the area.


Finally, after the pier’s reconstruction, a new set of tide gauges will be installed and resume the tidal measurement at Waglan Island.

GWEILLOS IN THE HOUSE at the Sai Kung District National Day Reception in celebration of the 72nd Anniversary of the Founding of the People’s Republic of China By Paul Arkwright

Gweillo 賀國慶 參與西貢區慶祝中華人民共和國成立七十二周年酒會有感 As I gingerly stepped into the Sai Kung Jockey Club Town Hall on 29 September, to attend HHYC’s formal invitation to celebrate the 72nd birthday of the People’s Republic of China, the traditional dragon dance had just begun to welcome everyone to the event. It was unlike previous District Council events I had been to, in that everyone was standing and masked rather than seated and chatting around tables. Out in force, the ushers held up signs to remind everyone to keep wearing their masks throughout the event. I mopped the sweat from my brow and purposefully settled in a spot directly below a big air-con vent to help cool me down as I had just rushed over sporting my HHYC blazer—not such a clever idea when it was 32 degrees in the shade.

The cymbals and drums of the dragon dance were followed by a performance from a local school choir, which, from the bits I could understand, featured song about all the different villages and communities that make up Sai Kung. Then came the serious bit, delegates and dignitaries were asked to face the screen (including those standing on the stage) so we could look at the Chinese flag as a mark of respect as the national anthem was played a full volume. There followed a couple of pleasantly short speeches welcoming everyone for coming and a few other bits I did not quite catch—as by then, I was at the limit of my Cantonese skills.

As the dignitaries lined up on the stage and popped a string full of red balloons to reveal five bright red and gold Chinese banners that read: 昌盛富強 (thriving and prosperous), 繁榮安 定 (flourishing and stable), 國運昌隆 (rising and invigorating), 物阜民康 (abundant and healthy), 欣欣向榮 (booming and growing). I thought briefly about Nena and her 99 from the 80s. Then, I came back to the future again. After the speeches were done, I felt compelled to go and do the rounds and say hello to a few people—after all, I’d put my posh HHYC blazer on, complete with a China flag pin that Fansy helped me source especially for the event. And, thinking I was the only Gweillo in the room, I soon accidentally stumbled upon Nigel Williams, Divisional Commander for Marine East Division of the HKPF. Flanked by his colleagues, whom I imagined would form very suitable bodyguards, it was my first time to meet Nigel, who turned out to be a thoroughly great person. First, we chatted about his former postings and his current role in Marine, then measures to enhance marine safety and possible future appearances at HHYC for safety enhancement and educational activities. Then we were ushered over for a photoshoot, each holding a little Instagramstyle cut-out of various Sai Kung icons like the church in Yim Tim Tsai and the Tin Hau Temple. Finally, rather fittingly, I was given a boat to hold for my groupfie.

Fall is in the air. The past few weeks we’ve felt a distinct chill in the temperatures in Hong Kong as the northeast monsoon has brought in a refreshingly cooler change in seasons. Just in time, as the Monsoon Winter Series kicked off late in October. The Monsoon weather brings with it the finest sailing weather in Hong Kong, however instead of looking forward, for just a moment, lets pause to reminisce. Remember the good ol’ days? It must have been, oh I don’t know, a couple of years ago. Bear with me as I go down this nostalgic path but remember when we used to meet at The Garden Bar after racing, a chance to swap race stories, to thank the volunteers and acknowledge the race winners. I miss that very Hebe tradition. We have continued to have a strong showing of race boats and volunteers to help run the races. As the pandemic unfolded, there were so many small, little issues that at the time seemed unmanageable. Can we use the slipway to launch boats? How many racers could you have on board? 4? 8? Looking back, there were so many hurdles and somehow, despite it all, you still showed up on race day ready to go racing. We have also continued to have new volunteers – new to Hebe and new to sailing - join us. ADAM GLENDINNING Rear Commodore—Sailing

The good ol’ days, a chance to publicly say thank you to the volunteers and hand out race pennants. I miss those days and they will be back; hopefully soon! Thank you for reminiscing with me but in the meantime, we have racing to do in the Winter Monsoon series. I will see you on the start line and to the volunteers, a big thank you wave as we cross our respective finish lines.

秋天的脚步到来了。過去幾週東北季候風一掃酷熱,帶來乾燥、清爽的天氣。冬季 系列在也差不多約十月下旬開始,這種氣候條件於帆船比賽來說,再合適不過了。 這讓我不禁回想起以前這個時候。 還記得那些美好的日子嗎?大概是幾年前,我們常常在比賽後,和所有人在花園酒 吧慶功、感謝義工協助,和大家暢意交談。這個是白沙灣遊艇會的傳統,一提起便 讓人懷念不已。 這些日子以來,我們得到許多義工的熱心支持,協助賽事。因遵循防疫措施,許 多細微末節都需要兼顧:我們能使用這條船排讓船下水嗎?船上能負載多少人?4 個?還是8個?回顧過去,即便面臨種種障礙,大家排除萬難,於比賽當天現身, 務求比賽順利舉行。我們陸陸續續有許多新義工加入,對此我們非常高興。 過往美好的回憶歷歷在目,那些頒獎典禮、致謝義工的場面,我無比想念。希望很快 我們的生活能恢復以往。與此同時,冬季系列賽即將開展,希望到時候看到你們的身 影。當我們穿過各自的終點線時,也不妨和我們的義工們揮手示意,表示感謝。
