Vale Notice 訃聞

It is with much sadness that the Club laments the loss of someone who has done so much for so many, Mike Rawbone, who passed away overnight on 3 August 2020.

In 2009, Mike and his wife, Kay, conceived the idea of Sailability in Hong Kong which, with the support of the Club, subsequently became a reality. With Mike and Kays’ incredible commitment and passion, Sailability has gone from strength to strength over the past decade. Mike has played a pivotal role in making sailing accessible to a far more diverse sector of the community.

Below are a few of the many messages of condolences received from members over the last few days 以下是從過去數日收到眾多會員哀悼詞的其中一部分

“R.I.P. Mike. You will be missed. Prayers for Kay and family." 願Mike安息，祝福Kay和整個家庭。

Sailability has made so many outstanding achievements over the years, a few of which include: • • • • • •

Helping 2,661 Hongkongers with a disability or other life challenges get out on the water.

Conducting 3,950 - 4,250 individual sailing lessons every year, weather permitting.

Introducing programmes for senior sailors—as part of their rehabilitation following life-changing accidents and illnesses.

Developing programmes for the deaf, blind and those living with muscular dystrophy, spinal injuries or brain injuries.

Developing programmes to help people struggling with depression and other mental health challenges.

Fostering fantastic links across the community and further raising the profile of Sailability after its recent cooperation with the Scallywag Foundation.

My last message started with the words “With the easing of restrictions in Hong Kong…”. That seemed correct at the time, but so much has changed in the last few months. COVID-19 has seen a resurgence, not just in Hong Kong, but in many places around the world. By the time that you read this, I do hope that the threat has passed, but we will see. Many of the reports in this issue of Hebe Jebes deal with the impacts of measures taken by our staff to keep you, our members, safe.

As the prognosis for the next six months is extremely uncertain, the General Committee has reviewed the feasibility and wisdom of holding of the 24 Hour Charity Dinghy Race and concluded that, even if approval from the relevant government departments for the event could be obtained—which is unlikely— going ahead with it would still be irresponsible. In arriving at this view, we reviewed a comprehensive risk assessment presented by the Committee Co-chairs: Kay Patterson and Joseph Lau. We concluded that the chances of a successful event were very low and, therefore, we have decided to cancel the event in 2020. This is in line with cancellations by the governing bodies of the World Optimist 2020 and the World Match Racing Tour. I am sure that you all share my bitter disappointment at needing to do this.

Looking to general meetings of members, you will have noticed that we did not convene the routine Extraordinary General Meeting (EGM), normally held in May/ June, to vote on changes to the monthly subscription and other Club charges since the General Committee considered that it was neither feasible nor responsible to hold such a meeting in the current situation, nor was it required by law. However, holding the Annual General Meeting (AGM) on or before 31 December is mandatory by law; and, in line with legal advice, cannot be realistically postponed. Therefore, we have scheduled the AGM for 12 November 2020. A plan is being developed by management to ensure that the AGM will be conducted safely with members to be segregated into different areas as per the regulations on group gatherings—which, at the time of writing, permit no more than 20 persons to gather in a single room for a corporate meeting—and with members being encouraged to vote by proxy rather than attend in person. The plan will be reviewed, amended if required, and approved by the General Committee at its August 2020 meeting.

The General Manager’s report includes a vale notice for the passing of Tony Hui, the cold kitchen sous-chef. This is extremely sad, and our condolences go to his family.

I am also extremely sad to say that there is another vale notice for Mike Rawbone who passed away on 3 August. Mike and Kay, with others, conceived the idea of Sailability in Hong Kong, and have been pivotal in helping it grow successfully and safely over the years. His vision and commitment to Sailability sets an example to us all, and he will be missed. This a very sad moment for me, and my thoughts are with Kay and Mike’s family.

Masterplan We have submitted our application to the Home Affairs Bureau (HAB) for a policy statement of support to help us subsequently apply for a lease modification. This has been done to provide enough covered over area to construct new facilities to better accommodate the needs of our members and staff, as part of our Masterplan. Subsequently, we recently met with Knight Frank (KF) to work out the best way forward in terms of the Masterplan to ensure we get all our ducks in a row, ready for the lease renewal in 2027. I know that seems like an epoch away, but, as I’ve learnt, rectifications and the associated government process and due diligence take a long while. KF has previously worked on various projects for the Club and are knowledgeable and experienced in working with the BD and LandsD—so can help give us proper oversight from both planning and works and club lease perspectives.

We are also working on calculating a Fair Market Value (FMV) of critical concern to HHYC, as the Government has indicated that upon the lease renewal, we may have to pay one-third of the total FMV. Allowing a time-buffer for Town Planning Board applications of say 12-18 months, the overall approval process of lease modification, not including construction, is likely to take 3 - 4 years.

The next step we will be taking is appointing a team of consultants, including an AP, to bash out the details of the Masterplan before submission—to ensure it shows the exact usage of the land, distribution of different areas and respective area coverage to meet existing members’ needs and remains in line with all relevant government regulations.

Seawall repairs CY is already saving us money and has helped negotiate down the overall cost of the seawall repair design—well done. We are also using this opportunity to concurrently repair the part of the boatyard currently suffering from its ‘temporary asphalt job’, to bring it up to the same specification as the other half of the boatyard, that has been appropriately constructed with concrete. This work will also align the level of the new sea wall with the ground of the boatyard. The entire works will be split into four phases (P1 – P4). To minimise disruption to members and keep the boatyard operational, the Phase 1 (P1) works, expected to take 12 months to complete, will be split into two sub-phases (P1A and P1B), as shown below. The estimated completion of the seawall repairs is September 2022.

Four phases (P1 – P4) of seawall repair works Marina piles Interim measures: the trial pile sleeve was completed on 16 July 2020, and construction and assembly of the remaining 52 pile sleeves will now start. They should be completed in around two months. The installation will start from the southern pontoon—which is the most critical area during a typhoon.

Long-term replacement: we are following up with Aecom for the detailed design of a workable solution to be carried out after the excavation, and lateral support (ELS) works have been completed on the seawall.

Compliant disabled pontoon access Due to the constraints of marina site, we are, with CY’s help applying for exemption of building the compliant disabled access based on-site constraint of HHYC. Instead, portable equipment for carrying disabled members to the pontoons will be proposed.

Access lift and Garden Bar CY and our AP are resubmitting the GBP design with the omission of the previously proposed FM200 solution—as fire extinguishers will be adequate to cover this relatively small area. If approved, this approach will substantially reduce the cost to the Club.

Boat rack safety walkway We are in the process of retrieving the structural drawings of the walkway from the previous AP and obtaining the formal design details of the safety walkway from the new AP.

Hiram’s Highway widening We had our first meeting with the Highways Department on 14 July 2020 at the Sai Kung Government Offices, during which they shared their plans for the four-lane highway and listened to our objections. We are in the process of following up with them with lengthy post-meeting minutes further detailing all our objections and our rationale.

Trying times The team has pulled together again to help us ride this challenging third wave.

It was a very disappointing and frustrating turn of events when we were once again forced to shut down all our sailing and boating activities in July. Hopefully, the restaurant will still be open, albeit until 6 pm. However, it’s only 1 August when I am penning this message, and things are changing very rapidly during this turbulent time.

It’s clearly not over until the ‘fat lady sings’ and she seems to have taken a rather long holiday! Looking ahead there are some major events on the agenda in the coming months, with the 24-Hour Charity Dinghy Race topping the charts, but nothing is for sure right now.

All races are still on hold or have been cancelled, and the same goes for our sailing courses and summer camps.

F&B We have nearly 130 different items on our restaurant menu, plus weekly and monthly specials. Some items are only being ordered once or twice a month.

Therefore, to reduce possible food wastage free up some much-needed storage space, the F&B Committee and management will remove the ‘slow-movers’ from the menu. To help achieve this goal, we have pared things down a bit on the dinein menu and, after 6.00pm we are also running a special takeaway only menu with 20 items on it. We will keep our ‘Best Sellers’ on the menu and will also introduce some new dishes. We ask for your support and understanding in this matter.

TONY HUI SIU CHUEN Vale Notice I always enjoy walking into the kitchen and seeing our chefs hard at work.

Tony Hui, the cold kitchen sous-chef would greet me with a big smile, and his great sense of humour meant he was quick off the draw with a joke or two (in excellent English). In late February, I didn’t see Tony in the kitchen and our Chef Eric told me that Tony had been unexpectedly admitted to hospital with severe stomach pain. Tragically, Tony passed away on the 1 June 2020, at only 48 years young. It with great sadness and heavy hearts that we say goodbye to him. Tony is survived by his young and loving wife.

All our staff donated generously in a spontaneous collection to support Tony’s wife. Introducing our New Sailing Instructor

Baifearn 航海訓練中心新教練周欣妍的簡介 Patteera Meeyousamsen (aka Baifearn) joined the Sail Training Centre in July 2020. She has been sailing since the age of seven and has won many medals across Asia. We are very grateful for the chance to sit down with her.

Patteera Meeyousamsen (別名Baifearn）在二零二零年七月加入航海訓練中 心。她從七歲開始航海，並在亞洲各項賽事贏得多個獎項。今日我們很高 興，有機會跟她聊天。

Tell us a bit about yourself My name is Patteera Meeyousamsen, and I’m from Thailand. Thai people usually go by a nickname, so my friends call me ‘Baifearn’. My father is a soldier and has always encouraged me to do more exercise, so I started my Optimist class when I was seven years old. A short while after starting, I had fallen in love with this sport and continue sailing to this day.

請你介紹一下自己 我是Patteera Meeyousamsen, 來 自 泰 國。泰 國 人 通 常 都 有 綽 號，我 的 朋 友 都 叫 我 「Baifearn」。我爸爸是一名軍 人，一直 鼓 勵 我多 做 運 動，所 以我由七歲就開始了Optimist 帆船課程。我在開始不久就愛 上了這個運 動，一直 到今天， 沒有停止過航海。

When I was ten years old, I had a chance at selection for the Thai national team. That time, I finished outside of the top 10 in Thailand, but I was determined to try very hard and started training every day. I attempted the selection again a year later and, this time, I was top 5 in my country and joined the Thai national team at 11 years old. I took part in races in many different countries, getting more experience and winning trophies around Asia. From the age of 15, I started to sail on class Laser, 420, 470, 29er and 49er for the Thai national team. I also entered sailing competitions after I finished university and had more time to join regattas in Thailand. I had a great team behind me and a great boat, so this allowed me to win many more trophies. I later started coaching in Brunei, then China, and now I am working for HHYC in Hong Kong, and I really enjoy my job here.

在十歲的時候，我獲得機會參 與泰國國家隊的選拔。當時我 的 成 績 無 法 打 進 泰 國 十 強， 但是我下定了決心，開始每天 進行訓練。一年之後，我 再次 參與選拔賽，結果打進了頭五 名，因而 加入了國 家 隊。我 到 很多不同的國家參加比賽。十 五歲開始，我開始代表泰國國 家隊，參與Laser、 420、 470 、29er和49er帆船的各項比賽。 我讀完大學之後，繼續參與帆 船競賽，而且可以花更多時間 參加泰國的帆船比賽。優秀的 船員和船隻，讓我如虎添翼，取 得多項比賽的獎盃。之後我開 始在汶萊和中國當教練，現在， 我 在 香 港 的 白 沙 灣 遊 艇 會工 作，而且非常熱愛這份工作。

What is your most unforgettable moment?

The biggest trophy I have won is the gold medal at the 2007 24th SEA Games, Thailand, for Optimist Team Racing. This victory was the result of excellent teamwork and more than a year of hard work and practice. It was more difficult than any solo sailing I had done because everyone needs to be one team and understand the plan we are going to follow. When we won the last race, everyone was so happy, and even my coach was crying! It’s one of the most unforgettable moments of my life.

你最難忘的事情是什麼？ 我贏得的獎盃當中，最大的一個，是 二零 零 七年 舉 辦 的 第 二十四屆 泰 國 SEA帆船賽Optimist團隊賽冠軍。那次 勝利的背後，是體現出卓越的團隊合 作，和超過一整年艱苦訓練的成果。 因為所有船員必須融化為一個團隊， 並且理解大家需要遵從的計畫，所以 那次經驗比任何一次單人出賽都要困 難。我們終於贏了最後一場賽事的時 候，每個人都非常雀躍，連教練也高 興得哭了。那一刻，就是我人生中最難 忘的其中一幕。

What are your future goals?

My target right now is training Optimist kids at HHYC to be the top sailors in Hong Kong. I know they love racing, so I will try to support them as best I can. I also hope to join the sail yacht regatta around Hong Kong in the future.

This event will give me more sailing experience and help me to meet a lot of people and make friends with them.

In June 2010, the then Rear Commodore Sailing, Dave Campbell oversaw the acquisition and delivery of the Club’s first two J80s, Jazz, and Jive. The express purpose of purchasing these two yachts was to promote and encourage match racing within the Club. Ten long years have passed, but the yachts have finally fulfilled their intended purpose.

Being the initial match racing event held at the Club the morning was spent in a series of seminars to introduce or reacquaint members to the intricacies of match racing—with recognition to the subtle, but important, differences in the Racing Rules of Sailing related to match racing. Inge Strompf- Jebsen started the morning off with a talk on match racing from a race management perspective.

Next to speak was David Fan, an international umpire, who highlighted that match racing has its own set of rules, specific to the sport, found in Appendix C of the Racing Rules of Sailing. On-water umpiring is another aspect of match racing that differentiates it from fleet or class racing—and knowing these rules is a vital component of match racing—David gave an engaging talk on the nuances of this. Finally, Jamie Boag gave a talk on match racing tactics.

After a short lunch, it was out on the water.

Twelve teams participated, split into two groups. With ‘only’ six J80s available, there was not enough time to run a full roundrobin, but each team had the opportunity for two races, and to get a taste of the excitement and close-quarter sailing that distinguishes match racing from fleet or class racing. Inge and her team ran the race management flawlessly, while David and the on-water umpires kept a close eye on the sailors.

Peroni Summer Saturday Series 2020 Race 3 二零二零年 Peroni 季週六賽系列第三場賽事 A Peroni-sponsored beer was a welcome reward for the race management team and sailors who made it back to the Garden Bar at HHYC on Saturday 27 June 2020, after a trying and testing Day 2 (Race 3) in the Peroni Saturday Summer Series.

After the abandonment of racing on Day 1, the grey clouds and 12 – 14 knot southerly at least looked promising as Race Officer Nigel Slattery, assisted by Eric Tomter and volunteers from Temujin, on the committee boat dropped anchor off Shelter Island.

With the time for the first warning signal fast approaching, Slattery had little option than to raise the postponement flag and rethink the courses. Originally a 21-nautical-mile course had been selected for IRC, which was then reduced by five nautical miles. HKPN, Sportsboats and the J80s, if any showed up, were also scheduled for a 21-miler, which was reduced by six nautical miles, while the Dragons had their 15nm course shortened by seven nautical miles.

By 1400, the wind was at 120 degrees but less than one knot. Fifteen minutes later it was back to 190 – 210 degrees at 3.9 knots. Sensibly, it was decided to dispense with a windward mark; the postponement flag was lowered and, at 1435, the eight boats in IRC set off for Steep (p), Bluff (p), Trio (s), Table (p), finishing at Little Palm Beach.

Given the considerable bias the pin-end was the favoured end and the impressive TP52, Alpha+ (ex-Luna Rossa), was first across, chased by Kingsman and Rampage, in the six-knot breeze from 164 degrees.

The 10 Dragons were last off at 1450 with the wind back at 134 degrees but holding at seven knots. Celines was first away overhauling the tailenders of the HKPN fleet—Authority and Mystique. Their short 8nm course comprised Table (s), Steep (s), Trio(p), Table (p), finish at Little Palm Beach.

Unfortunately, conditions in the vicinity of Steep Island were like a millpond, with barely two knots. Still, Alpha+ coped well with the conditions and was first to round the mark, hoist its kite and head for Bluff, followed by Kingsman and Rampage. Havoc was the first Sportsboat to the Steep mark, hoisting its kite and heading for the Port Shelter mark chased by Gnarwhal, which then struggled to get its kite flying. Bits & Pieces was sailing well and was the first HKPN boat at Steep, having overhauled several of the IRC boats including Arcturus and Moll. Celines appeared to be leading the Dragon fleet, heading for Steep.

Given the conditions, the Race Officer chose to shorten the course, setting up the finish line at Table, where there appeared a relatively constant four to five knots. Alpha+ was first home at 16:44:25 for line and handicap honours in IRC. Kingsman finished 2nd and Rampage 3rd, with positions reversed on handicap.

Unfortunately, Moll missed the 1830 cut off and, for the second weekend in a row, and much to the anger of the skipper, finished with another DNF. Havoc took line and handicap honours in Sportsboats with Red Herring II 2nd and Fly By Wire 3rd. Bits & Pieces had a comfortable lead in HKPN to claim the daily double over H3O with Bucephalus 3rd. H3O faced a protest from Bits & Pieces for allegedly failing to sail the course correctly. Bits & Pieces, however, subsequently withdrew their protest, as It was later determined there were no grounds for it.

Ichiban was sailing well until a mess-up with its kite on the downwind leg to Trio took some five minutes to untangle, costing them several places. Both Mystique and Fuzzy Duck missed the 1830 cut-off. Despite leading the Dragons early on, Celines slipped back to 7th with Mei Fei taking the honours ahead of Eaux Vives and Elfje, while Phyloong retired. Pleased to have at least got one race in the series completed, the Peroni came as a welcome reward.

UK Sailmakers Typhoon Series 2020 Races 3 & 4 2020 年英國 Sailmakers 颱風系列賽（第三、第四場）

For once, after a brief shower, conditions were relatively stable as the committee boat, Hebe One, dropped anchor in Port Shelter for Day 3 of the UK Sailmakers Typhoon Series 2020.

二零二零年英國Sailmakers颱風系列 賽第三天，在灑過了一場驟雨，天氣狀 況看來相對穩定，會船Hebe One因而 在牛尾海下錨。

At 1040 on Sunday 5 July, with the breeze fluctuating between 200 and 240 degrees and 7 – 11 knots, Race Officer (RO), Nigel Slattery, set the far windward mark at a distance of 0.9 nautical miles and the inner mark at 0.8nm at 230 degrees. A gate was positioned 0.2nm behind the committee boat. All boats had to pass through a second gate, between Hebe One and the pin, on the start/finish line, on their upwind legs.

Race 3 started on schedule at 1100 with the eight IRC A boats first off. These included three TP52s—the 2007 model Free Fire, the 2008 model Phoenix (ex-Yo!) and the 2018 Alpha+ (ex-Luna Rossa)—sailing three laps of a windward/leeward course covering 6.6nm. Following at 1105 were the 13 IRC B boats on the same course. Eight IRC C and five Sportsboats followed at 1110 on a two-lap windward/leeward.

Over-anxious Whiskey Jack, Arcturus and Dexter II were OCS and obliged to restart. Next off were the six J80s and 12 HKPN A boats, followed in the fifth and final start by the nine HKPN B entries, all on the short 4nm course.

Conditions were ideal with blue skies, puffs of cumuli and wisps of cirrus above. The windward mark beneath the HKUST campus was slightly sheltered, providing an additional test to the skills of the helms and tacticians. Most rounded without too much difficulty. Most of the action was at the leeward starboard gate where numerous boats ran into difficulty. Bits & Pieces had to bear away to avoid a collision with Talkinghead, coming in on port tack at 10 – 12 knots under spinnaker. A protest is pending. Temujin had problems dropping its green kite and sailed far beyond the gate. Approaching the starboard gate Outrageous had to dip inside at the last minute to avoid hitting the mark, but then got into trouble dropping its kite and sailed off into oblivion. Gecko also lost control of its rainbow spinnaker as it approached the gate and took time to regain control.

Later, on returning to shore, the RO was obliged to file protests against Jinn, Pepper & Salt and Moll for not passing through the second gate on their upwind leg. No One Else also protested Crystal for a close encounter. Apart from shortening the length of the start line to 250 metres, the RO left the course the same for Race 4 in the series, although several sailors said afterwards that a 15-degree change would have been preferable.

Again, first off on another three laps was the IRC A fleet with Free Fire and Ambush leading at the pin end. In the next IRC B start, Juggerknot was flirting with the line but bailed out to avoid being OCS. The remaining flights got away without incident … although not for long. Approaching the leeward gate, Ichiban alongside Furious One saw its kite disintegrate after being caught by the Magic’s mast, an incident subject to protest.

Crystal also faces a protest by the RO for missing the upwind gate in Race 4, and just to keep the protest committee busy, Windseeker has also protested Ma Cherie 2e.

The sprightly TP52, Alpha+, took line and handicap honours in both IRC A races with Ambush 2nd on handicap in the first race and 3rd in the second. Blue Bunny, chartered by Nick Burns after the sale of Mandrake III to Japan, placed 3rd in the first and 2nd in the last.

In IRC B, Kingsman took line honours in both races but lost out in Race 3 to Juggerknot on handicap with Blackjack 3rd. Kingsman took handicap honours in Race 4 with Juggerknot 2nd and Kiasu! 3rd. Dexter II claimed line honours in both IRC C races but finished 2nd on handicap in the first behind Gambit by just 21 seconds. Arcturus was 3rd. Dexter II also won on handicap in the second race ahead of Whiskey Jack and Talkinghead.

In Race 4, Fly By Wire won the top honours with Good Vibrations 2nd and Havoc 3rd. Team Abercrombie on Baring Asia 2 seized line and handicap honours in Race 3 for the J80 Class with Footloose 2nd and the Hebe Dragons on Baring Asia 1 3rd. However, Footloose faces a protest by Baring Asia 2 in Race 3. The CN-Sailing Team on Jazz claimed the honours in Race 4 ahead of Footloose and Baring Asia 2.

In HKPN A it was Vixen that crossed the line first but lost out on handicap to AmaZe by 16 seconds with Ichiban 3rd in Race 3, missing 2nd place by just three seconds. Athena claimed line and handicap honours in Race 4 ahead of Scintilla and Temujin.

In HKPN B, line honours went to Foxzhead in both races but, on corrected, Foxzhead slipped to 4th. Gecko, Raptor and Scrumpy finished 1st, 2nd and 3rd, respectively in Race 3. In the final race, Gecko again claimed the win with Scrumpy 2nd and Raptor 3rd.

After weeks of lockdown, the pent-up demand saw 61 boats on the water, enjoying some of the best sailing conditions that Hong Kong has to offer. Again, with awards functions still not permitted due to the 50 maximum headcount restrictions (at that time), those that did make it back to the Garden Bar were able to lubricate their throats with sponsored San Miguel beer whilst regaling fellow sailors with their tales of wonder and woe.

Peroni Summer Saturday Series 2020 Races 4 & 5 2020 年夏季週六系列賽（第四、五場賽事） If one good thing can be said about the COVID-19 virus, it is that clear, blue skies have been with us for longer than usual this year. The grey days of February, March and April have been followed by the usual brighter summer conditions and seasonal southerly winds, but visibility has been exceptional, and that familiar yellow tint to our shorelines and horizons has all but disappeared.

On the committee boat, Hebe One, Race Officer, Nigel Slattery chose Course 21 for the IRC fleet, which included an A mark near the University, a B mark near Shelter Island and a C mark near to Kau Sai Chau. The finish line was off the starboard beam of Hebe One. For the Sportsboats and HKPN, Slattery chose Course 23 and for the Dragons, Course 22.

On schedule, at 1400, the horn went for the seven IRC boats. Alpha Plus, the big TP52, swept across the line into the 11-knot southerly, well ahead of Arcturus, Rampage and Kingsman at the pin end.

Five minutes later, the Sportsboats set off and, at 1410, the nine-strong HKPN fleet started in a building 15-knot breeze. Five minutes later, the competitive Dragon fleet crossed the line. It was not long before Alpha Plus was rounding the C mark and beginning its sausage, others in the IRC division under kite, approaching the B mark.

Alpha Plus finished Race 4 at 14:56:17 but had to settle for 3rd on handicap behind Arcturus in 1st and Rampage in 2nd. In the Sportsboats, Fly By Wire took line and handicap honours followed by Gnarwhal and Red Herring II. Bits & Pieces put in a storming performance in Race 4 but, with a punitive handicap of 988, fell to 7th place in the nine-strong HKPN fleet.

Ichiban won handicap honours, followed by AmaZe and Lazy Piggy. The Dragons saw Eaux Vives finish the race in 43 minutes and 54 seconds. Wudi and Shiva were 2nd and 3rd, respectively.

Anxious to get Race 5 underway, the RO began the IRC starting sequence at 1535 and soon had the seven contenders away into a strong 20-knot breeze. The Sportsboats followed.

Then, before HKPN, came the Dragons at 1550. Reason being, the RO had shown some understanding and given HKPN boat, Mystique, a chance to finish (at 15:52:20) before sounding the horn for the final start at 1600.

競賽官希望 盡快開始第五場比賽，於是 在三點三十五分啟動IRC組別的賽事，七 艘船隻在二十海里強風中快速越過啟航 線。Sportsboat緊隨其後，然後是三點五 十分出發的Dragon組別，最後是HKPN船 隊。由於競賽官希望讓其中一艘HKPN船隻 Mystique，有機會完成之前一場比賽，所以 安排在下午四點才開始最後一輪比賽。 Alpha

Alpha Plus sped around the course in under half an hour to claim line honours and, this time with better crew work, came out on top in handicap ahead of Rampage and X-Terminator.

The Sportsboats were won by Havoc with Red Herring II in 2nd and Gnarwhal in 3rd. Davinloong seized 1st in the Dragons followed by consistent performers Wudi and Shiva, respectively. Kam Loong retired.

In May 2019, my parents were contacted by Paul Ng, a Sailability Hong Kong Instructor who invited me to participate in one of their initiatives—the Sun Hung Kai Scallywag Foundation Programme (the Programme). My first sailing session was in July 2019, and all went so well that I wanted to keep going with this newfound sport.

My first volunteering experience was with an NGO who have sailed with Sailability for many years. Volunteering has given me the opportunity to learn a lot. I now spend most of my weekends either sailing with a new sailor on the Programme or helping out as other volunteers do—rigging, launching, helping less able sailors and de-rigging at the end of the day.

I received the Scallywag Sailor of the Year award in 2019; I have been sailing the Sailability Enterprise Bits & Pieces with Ryan, another volunteer, and we passed our capsize drill while being watched by Mike; I entered my first race in the HHYC Summer Series in a Hansa Liberty which I had never sailed before, and to my surprise and many others in Sailability I received a 3,1,1 placing; and In future, I have my HKSF Levels 1 & 2 to look forward to.

Frederic Vaudaine Volunteer Since I settled in Hong Kong a few years ago, I have always been attracted by the sea activities and especially sailing. I passed the required certifications and started to enjoy sailing. In April 2019, I joined Sailability after getting introduced to it during the Volvo Ocean Race stopover in Hong Kong. Thanks to the incredible Kay, Mike, Paul and Mark; and all the volunteers, I was able to integrate into the Saturday sailing group quickly.

On Saturdays, the class is dedicated to mentallychallenged sailors. As volunteers, we help to rig the boats, perform small maintenance jobs, assist the instructors and eventually sail—depending on the Programme and the degree of autonomy and skills of the sailors involved.

First, a word of introduction. Juliet and I became sailors in our mid-twenties as a result of a keen desire to head south to tropical waters. South in those days meant south from about 51 deg north in the UK, or to give it a more precise location, Brighton Marina. We eventually did this on a 46ft, Polynesian style, Wharram Oro catamaran and thereby gained our sea legs via West Africa and the Caribbean, before returning to the UK in 1990 to complete our North Atlantic circuit.

Fast forward to Hong Kong and 2017 with children ‘all grown up’, we were ready to try our hand again at the sometimes-elusive joys of cruising. We have found that we enjoy shortish stints on board, i.e. months, rather than open-ended cruises. The general idea this time was to relocate Ate to the Langkawi-Phuket area and to enjoy some time each winter cruising in those areas. Our research also revealed that the Anambas Islands, Indonesia had recently opened up to cruising yachties and the reports spoke of deserted atolls and clear water. Accordingly, we decided to sail the west coast of Palawan and Borneo down to the border with Kalimantan, before heading west to the Anambas and then to the west coast of Peninsula Malaysia, via Singapore.

The 2017 cruise was cut short in the Philippines by the demise of one of our 25-year-old Yanmar engines and our preference to return from the Philippines to trusted capability in Hong Kong to fit a new one. It was to be the 2019 season before we set off again.

Our boat Ate is a Caraibe 39 catamaran built by PolyCoque of La Rochelle in 1986 and bought by us in December 1997. Her seaworthiness has been tested by five trans-Atlantic crossings, one with us in 1999 and by three passages in the rumbustious South China Sea. Her accommodations are slim, compared to the modern generation of ‘condo cats’, and she has large areas of net forward and aft.

After 20 plus years as a day boat in Hong Kong, there was much to do to prepare her for the journey and to add some comfort as suited our needs. In short, this meant: • rewiring throughout including fitting LED lights and control panel • replacing the acrylic windows • replacing the tillers and relining the rudder shafts • replacing the standing rigging and Furlex • replacing the trampoline nets • replacing one engine (…and later in Phuket, the second) • relining the water tanks • new dinghy and outboard • new arch frame for solar panels, aerials and dinghy hoist • Navtext, AIS, iPad & Navionics • 12V 25 l/h watermaker • new awnings and window shades • new prodder to give a four feet extension for Code Zero and asymmetric sails.

Our 2017 cruise gave all of this a pretty good shakedown which included an encounter with what was to become Typhoon Merbok—hence the curious loop in our track on the way back to Hong Kong. This is, in no small way, a testimony to the excellent work done by Dragon Marine, Peter Hansen, Alan Reid and Well-Oiled Tom. Thank you, guys!

Back to the trip, and our departure on 10 March 2019 was well placed on the back of one of the winter ‘pushes’ which give more northerly bearing to the wind. These pushes give the chance to sail south to Luzon before the wind veers easterly, or another front races down from Taiwan, bringing rain and a strong breeze. Our March window was ideal, giving us fast reaching conditions without having to slow down to avoid a bruising.

Onboard we had Bridget Chan and Raymond Lam, so the four of us made for good company on watch and eyes at all times. The Vestas collision during the 2018 Volvo Ocean Race, serving to remind sailors of the density of fishing boats and risks of collision in Asian waters. A second time around, the pattern of the nights of the crossing to Luzon materialised.

The first night the oil rigs and circling fishing boats, the second the fantastic looms of the big squid fleet and on the third, the tiny pinpricks of the ‘Philippines Armada’ literally thousands of small bancas. The Philippine fishing fleet is distinctive with its bancas, graceful canoe-like hulls, stabilised with outrigger floats. We have seen ‘mother’ bancas which carry a fleet of smaller bancas like ‘pups’ hand-lining 150 miles offshore.

On that third night, we also saw, once again, the lightning flickers from the hills in north Luzon but felt no change of breeze or rain. The next morning, we dropped the anchor in Sampaloc Bay just outside Subic, for a refreshing swim before tackling marinas and officials.

Subic is a convenient stop, and for RHKYC members, the berthing discount and access to the pool make it a comfortable one. (Editor’s note: HHYC has also just signed a new reciprocal agreement with Subic Bay Yacht Club). The nearby malls provide the essentials including SIM cards, and the garage across the road is handy for a small diesel top-up or ice creams. We saw a few Hong Kong boats there including Mark and Sara Houghton’s Resolute on which we had sailed in 2012 and 2013.

With just the two of us on board now, we decided to push on to Busuanga Island, to give us plenty of time to explore between there and the islands close to El Nido in the NE of Palawan.

The NE ‘Amihan’ breeze obliged to give us 7-8 knot reaching, so we skipped the overnight stop at Lubang, continuing to Puerto Del Sol on the south coast of Busuanga, the next day.

Fortunately, PDS has typhoon tested moorings, which was convenient as our windlass had burned out. The old adage about fixing your boat in beautiful places proved true again.

PDS has an inviting pool, cold beer and decent food, so we enjoyed the week there. A repairman was recommended, and, behind an insalubrious plywood façade, we found Rudy who patiently reconnected the electrical windings which had sheared off during removal and replaced the burnt bits.

Fearing that we couldn’t fix the windlass, we had dug our old 50m ‘Panama’ lines from beneath a bunk (a relic from two Panama transits in an earlier cruise). We fitted these with a short length of chain so that we had an anchor rode we could hoist by hand if push came to shove. Fortunately, it didn’t, but our main anchor chain is now 5m shorter, and there are the telltale rust flecks on the decks due to a careless clean up after using the angle grinder…tut tut.

From PDS we made our way, gybing in and out of the lanes of the pearl farms and around to Halsey Harbour on Cullion Is. to a quiet anchorage near Guage Is. ‘Quiet’ is the word, the only signs of habitation appearing at night, as small LEDs gave a sign of huts just inside the mangrove shoreline. We made a tour of the South Arm, part of Halsey’s Harbour’s extensive waterways, which was very pretty and with swinging room and a bottom in 20ft sand— an ideal typhoon hideaway, that is if ‘ideal’ and ‘typhoon’ belong in the same sentence!

Sailing south to Linapacan Island in late March, we were struck by how few boats we had seen sailing or in these anchorages.

El Nido in the NE tip of Palawan was as picturesque as any postcard, with nicely sheltered beaches providing anchorage close to shore. Apart from El Nido itself, there was hardly a town or shop, so the Subic stock up of boat provisions was appreciated. The anchorages just south of El Nido would warrant a month or so’s cruise in themselves, but we settled for a few days in Lagen Island and a memorable sail through the Endeavor Strait to Pirate’s Hold. The coasting in these parts is rewarding and studded with anchorages.

Port Barton brought us back in contact with humanity, a pleasant beach backed with impromptu bars, restaurants and backpacker amenities.

We finally met a cruising couple in an anchorage, and they turned out to be from Mooloolaba, a small town in Queensland with friends in common—small world indeed. The impression given by Port Barton is of a rapid development of simple backpacker amenities including van and banca connections serving ports and towns. The world of internet communication and WePay rapidly opening travel possibilities and providing revenue directly to small communities along the way.

在三月底向南駛往利納帕欽群島，沿途只看到寥寥可數的幾艘船。巴拉 旺東北端的埃爾尼多，跟明信片上的風景照一樣美麗，那裡有隱蔽的海 灘，可以近岸下錨。除了埃爾尼多，基本上沒有什麼別的小鎮或者商店。 所以我們在蘇比克買了不少船上用品。如果沿著埃爾尼多南岸的下錨處 走，可以花掉整個月的時間。不過我們決定在拉根島逗留幾天，經過令人 難忘的奮進號海峽，直奔 Pirate’s Hold。這些地方不但沿岸景色迷人，也 有很多下錨處。 來到巴頓港，我們重新返回文明。這裡有宜人的海灘，附近隨意設置了酒 吧、餐廳和背包旅客等設施。我們在下錨處終於遇上了一對航海的夫婦，

From Port Barton, we decided to sail offshore directly to Kota Kinabalu in Sabah, East Malaysia, due to the uncertainty surrounding piracy in the southern Philippines. We have no idea whether these precautions were necessary though, and it seems a shame to jump past such a beautiful coastline. We had cleared in and out of the Philippines in Subic, so didn’t need to do the van run across from Ulugan Bay, to the officials in Puerto Princessa.

Our passage south was smooth with the big yellow kite leading. The breeze became lighter, so a routine of gybing the angles marked the days and nights. We saw a few bancas offshore and some shipping again once we reached the Balabac Strait, but no one took any notice of us, and we wonder about the opportunity missed to visit the numerous bays and islets down this coast.

Northern Sabah felt even hotter than the Philippines, perhaps simply due to the slackening of the NE monsoon. Now, in early April, ‘the land below the wind’ was earning its reputation. Our arrival in Borneo marked the end of the first leg and the beginning of a new phase of our adventure with its rainforests, Orang Utangs and longhouses.

CLUB UPDATES

It is with a sense of déjà vu as I sit down to pen this article for the latest issue of Hebe Jebes. As with the previous issue, the Club is just coming off a busy period on the water with sailing activities in full swing, only to be confronted once again with government social distancing restrictions curtailing the on-water activities at the Club. The Sail Training Centre is currently closed, and the racing permits, both for keel boats, and dinghies have been suspended by the government’s Marine Department. We at the Club can do our part to minimise the community spread of COVID-19 by adhering to the latest government prescriptions in this regard, as well as related club policies. These are changing frequently, and although we all want to be out on the water, the general committee and club management ask for your understanding, and cooperation while we navigate through these difficult waters.

That said, it is not all doom and gloom. The summer of 2020 has seen consistent south-west monsoon wind, and clear skies giving us sublime sailing conditions, and the Club had been able to host some fantastic racing already this summer.

Late June saw the 2020 edition for the Mirs Bay Regatta. Due to social distancing restrictions, the annual Saturday night bbq at Wong Shek pier was cancelled, so race officer Bob Vart and his team laid a coastal course up towards Shek Ngau Chau and back. The race was held under champagne sailing conditions and opens the door to the possibility to further coastal races in the future. Watch this space.

Late June and July saw both the UK Sail Makers Typhoon series, and the Peroni Summer Saturday series host geometric races under fine conditions. Both series are very well attended this summer, with over 65 yachts in the Typhoon series.

This summer has also seen new additions to the racing calendar. On the dinghy side, the Summer Dinghy Series, a series of races run throughout the summer has been a resounding success, curtailed only by COVID-19. Also, in July the Club hosted its first match racing event using the Club’s six J80s. Details on the match racing can be found on page 28 in this issue of Hebe Jebes.

Racing aside, it has been a fantastic summer to be out on the water, and in 2020, we all added a new phrase to our lexicon: “Staycation”. The weather conditions have been fabulous, and with travel restrictions in place, we all have an opportunity to explore what we have here in Hong Kong, and the surrounding waters. The islands and beaches close to Sai Kung are lovely, but venture a little farther and you will be pleasantly surprised what you will (re)discover.

我帶著似曾相識的感覺，坐下來寫這篇給Hebe Jebes的文章。之前一期已經說到，本會 剛經歷了很繁忙的一段時間，帆船活動如火如荼。結果，政府再一次因應疫情實施社 交距離，使本會的航海活動被迫中斷。帆船訓練中心目前關閉，政府海事處暫停發出帆 船賽事批准，無論是龍骨船還是小帆船，都無法拿到批文。然而本會所有人都可以為 降低新冠傳播出一分力，就是從本會的政策入手，遵從政府最新的抗疫安排。很多安 排都經常變動，在這個艱難的時期，執行委員會和本會的管理團隊，希望得到大家的體 諒和全力支持。 話雖如此，情況也不是一面倒的糟糕。二零二零年的夏季，持續吹西南季候風，加上萬 里晴空，提供了最理想的航海條件。這個夏天，白沙灣遊艇會已經舉行了一些精彩的賽 事。在六月底，我們舉辦了二零二零年大鵬灣帆船賽。由於社交距離限制，每年一度的 黃石碼頭週末燒烤活動，也被迫取消了。競賽官Bob

During the last few months of COVID-19 outbreak, the marine department staff have remained steadfast in their continued efforts to serve the members. In addition to conducting normal operations and general maintenance, we have also conducted a trial run of the placement of floating tanks under the pontoons to help reduce any imbalances. Once the trial has been confirmed as successful, the measure will then be extended to all other pontoons that are not correctly aligned.

The Hong Kong Marine Department is conducting intensive inspections on the legal use of private moorings. All moored vessels must have a valid license and valid insurance. Members are reminded that, according to club mooring rental agreements, they are required to provide their valid license and insurance to our Marine Office.

To ensure that all members have access to a safe, clean and comfortable member workshop, please always keep this public facility clean and tidy. According to the working room guidelines, please do not store any dangerous goods or carry out any ‘prohibited work’ in the member workshop. Thank you for your cooperation.

The workshop is open all-year-round, except on dates when the entire Club is closed during the Lunar New Year. The daily opening hours are from 0900 - 1800 hours, inclusive.

AGE RESTRICTION Children under 16 years old are not allowed to enter the workshop.

Royal Varuna Yacht Club Thailand 泰國皇家 Varuna 遊艇會 This month's featured reciprocal club is the Royal Varuna Yacht Club (RVYC)—located in a secluded cove between Pattaya and Jomtien and is less than a two-hour drive from Bangkok.

本月遊艇會特輯介紹的是皇家Varuna遊艇會座落於芭堤雅與 中天之間的一個寧靜小海灣，離曼谷少於兩小時車程。

Foundation The history of RVYC began in 1957, founded in a scenic, unspoiled seaside villa next to the town's only restaurant at the southern end of the Pattaya Strip. In those days the journey from Bangkok was an arduous six-hour drive, including a car ferry across the Bang Prakong river. It all began with just 10 membersto-be answering an advert for 'Boating friends wanted to form a boating club', and with that the Varuna Marine Club (VMC) was launched—with Walter Meyer as Chairman of the Board and Prince Bhisatej as Sailing Captain.

The first race recorded was around the then uncluttered sparkling waters of Pattaya Bay, where a motley fleet of Enterprises, Ospreys, a prawn dinghy, a 7-metre folksboat and even a sailing canoe raced for the Varuna Marine Trophy. The first national championship recorded in the Kingdom was the Enterprise Nationals, held at the VMC in 1962.

Royal Patronage Introduced to the sport by Prince Bhisatej, His Majesty the King frequented the VMC and many there, including such visiting royalty as the UK's Prince Phillip and the then Danish Princess—now Queen Margrethe II, enjoyed the hospitality and camaraderie of the Thai Royal Family. The great highlight for the Club was to come on 26 April 1965, when His Majesty the King bestowed Royal Patronage, and the Varuna Marine Club officially became the Royal Varuna Yacht Club (RVYC) as it is known today.

Club Life The RVCY is a family-oriented club for sailors of all abilities, from beginners to serious racers, providing a yearround sailing programme including cruising around the tranquil islands, racing every week, regular international championships and a sailing school to enhance our aim of promoting sailing in Thailand. Best of all, the Gulf of Thailand has excellent sailing conditions all year round.

皇家Varuna遊艇會以家族為中心，會員包括各 種程度的帆船愛好者，無論是初學者還是競 賽精英，都可以參加全年無休的帆船活動。會 員可以揚帆到寧靜的小島觀光、參加每個星 期的競賽活動或者定期舉行的國際賽事。另 外為了在泰國推廣航海活動，在遊艇會旁更 設立了一所航海學校。最難得的是，泰國的海 灣全年都提供了最好的航海環境。
