MyarrivalattheHistoricEastBaltimoreCommunityActionCoalition (HEBCAC) in February as the Deputy Director of Strategy & Operations quickly switched gears in April as I assumed the role of Interim Executive Director Faced with the unknown, I focused on what I know best, ensuring equity at all levels amongst my leadership team and an intentional commitment to our youth and individuals served by our Community Organizing Operations, The Nest Emergency Shelter, Dee’s Place Wellness & Recovery Center andourYouthOpportunitiesProgram.Asastrongpeoplemanager, I used those skills to steer HEBCAC in a new direction of service, while elevating the team supporting the operations of this organization.

As we approach the end of 2024, I want to reflect on HEBCAC’s 30 yearsofservicetotheEastBaltimoreCommunity.I’vehadthehonor and privilege to lead this organization through a year of transition. We have faced challenges and adversity head on with teamwork, passion,gritandintegrity.Thesechallengeshavepreparedusfora newlandscapeonthehorizonin2025 Wenowhavetheblueprint!
Our dedicated service to our youth, adults and community members has not wavered I am thrilled at the potential of what comesnext.

HEBCAC assists with community projects rangingfromcommunitybeautificationto safety initiatives, depending on the needs anddesiresofthecommunity.
HousingRenovation-InFY24, ThroughCommunityCatalystfunding providedbyBaltimoreCityDHCD, HEBCACallocated$57,738.82to support6low-moderateincome homeownersthroughhome renovationprojects.Theprojects rangedfromwindowinstallation, brickrepointing,androofrepairand replacement.


Cleaning&Greening
-SinceJuly, HEBCAChasinvestedover$10,000to supportcommunitygreeningefforts throughbeautificationprojects,lot mowing/management,trashand debrisremoval,andtreepit renovations.
ComputerClasses-
Thispastyear, HEBCACpurchased8newcomputers torefurbishtheAllforOneComputer LablocatedintheHattieHarrison CommunityRoomat901NMilton. BetweenAugustandNovember HEBCACpartneredwithJHU’sTechUp Programtooffertwo12-session computercoursesserving10 residentsinMilton-Montford.

CommunityEvents- inFY24HEBCAC held2KnowYourNeighborevents, highlightingEastBaltimorenonprofits andbusinessestoresidentsinthe Milton-MontfordNeighborhood. Acrossthe2events90residents attendedtolearnabout17East Baltimorebasedorganizationsand businesses.
Asidefromtheseevents,HEBCAC supportedNeighborhoodAssociation MeetingsintheMilton-Montford, MidtownEast,andBerea Neighborhoods.

SafetyInitiatives-Wesupport communityeffortstoincrease neighborhoodsafetythroughthe installationofcafélightingon8 blocksintheMilton-Montfordand MidtownEastneighborhoods, investing$48,000inringcameras, greenspacerevitalization,andtraffic calminginitiatives.

SafetyMuralInAugust,ArtistBridget Ciminocompletedanew muralonthecornerof MadisonStreetand PattersonParkAvenueto helpslowtraffic.Thismural projectwassponsoredby theMarylandDHCDaspart ofacommunitysafety grant,managedby residentleaderJiriCruz andfiscallysponsoredby HEBCAC.




Place Dee’s
Between September 2023 and November 2024 Dee’s Place serviced 76,820 individuals
This past year was a big one for Dee’s Place. In December 2023, Dee’s Place was able to open the doors 24 hours a day, 7 days a week to individuals seeking recovery from substance use disorders, mental health issues and homelessness during the untraditional hours of the night.

Dee’s Place has also been able to offer Peer Recovery Specialist training for over 100 individuals
They also partnered with the Mayors Office of Employment Development to help place or and/or certify individuals in the career of their choice.

This past year, Dee’s place has hosted over 15 12step marathons (narcotics anonymous meetings held hour on the hour all day) for individuals seeking to maintain their recovery. Aside from these milestones, Dee’s Place staff have attended multiple community events such as the Mobile Recovery Bus that travels the United States offering resources to the recovering community.

CTenteredtheYOProgramatHEBCACwiththeintentofpassing the GED He is an artist who left traditional school because he never felt it was a good place for him He didn't feel challenged academically He successfully passed the GED in one month after some intensive preparation and review. He is now seeking a placement through our Data Science Partnership with Data Trails He is also an entrepreneur utilizing his amazing artistic

In the Fall of 2024 we welcomed 3newEmploymentAdvocatesto the YO! Center, Candyce DavisHill, Robin Thomas, and Flory Gessner.

2024hasbeenayearofprofoundtransition for the YO! Baltimore East Side Center. One constant throughout it all has been longtimeGEDInstructorZizweAllette(Mr.Z).
ZizwewasborninBrooklyn,NewYorkin1974, the first child of Caribbean immigrants. He attended grade school in Baltimore, Maryland, and completed a degree in HistoryatMorganStateUniversity.
He has served as a GED instructor at the HEBCAC Eastside Youth Opportunity Center for over 20 and has been a guide to countlessyouth inEastBaltimore.
In December of 2023, Mr. Z was among 15 awardees honored at the Black Wall Street Awards meant to recognize the impact of heroes of the community; and to publicly thank the individuals who have had a positiveimpactonEastBaltimore.
As we look toward the future of the YO! Baltimore East Side Center we are grateful tothefoundationthatMr.Zhassetandthat we get to build on by welcoming new staff andstudentsintothecenter.


TheNESTisa10bedcommunity-based emergencyyouthshelterthatprovides shelterforhomelessyouthaged18-24 forupto90days.
WhileattheNEST,residentsare connectedwithresourcestopromote atransitiontopermanenthousing solutions.ResidentsattheNESTalso areencouragedtoutilizeadditional supportiveservicesthroughtheYouth Opportunity(YO!)program.

Hereisashortsuccessstoryfromthispastyear. *Namesomittedforprivacypurposes.
DC is a 20-year-old female who arrived at the shelter in January. The resident was experiencing homelessness and was accepted at the Nest Shelter. Upon her arrival, the resident had experienced many barriers and sharedthatshesleptinhercarforayear.TheNestprovidedasafespace andapositiveenvironmentthathelpedDCstayfocusedandfinishschool successfully. The resident is currently attending Baltimore City Community College for her A.A. degree and works as a direct care worker, Bello Marchrie. The resident was matched through PHS for a one-bedroom unit. She received her keys and successfully moved into her new unit September. The Nest program gave the resident a care package, householditems,food,andastarterkit.
