Our approach to resident involvement since we were elected in May 2014 marks a radical shift from what happened previously. We are ambitious for our housing service, as we know our residents deserve the best, and working with residents to improve the service remains a key priority.

I am delighted to say that most council housing residents received an invitation to attend one of the “Love Where You Live” summer roadshows and in total we met over 1000 residents across 19 events shown on the map. Ward councillors were invited to all the events and attended whenever they could. We learnt a lot from listening to our residents and we hope that we offered a fun and enjoyable time to everyone who attended.

At the beginning of 2017 residents asked the council to deliver a series of summer roadshows. Residents wanted these events to be interactive, engaging and informative. The “Love Where You Live” summer roadshows were all about, coming to you, meeting residents in their communities, while learning more about the people and places that we work with. Residents set the Resident Involvement Team the challenge of holding the summer roadshows in a variety of different areas. Events were held on large estates such as Clem Attlee, Edward Woods, West Ken and Gibbs Green, as well as smaller sites such as Conningham Road and Vereker Road. Events were also held at Cedar Lodge and Munden Street sheltered housing schemes.

What we did   Existing TRA-led events Lancaster Court, Philpot Square, and Springvale had already arranged to hold resident fun days. Springvale’s was to celebrate their 30th anniversary. The TRAs kindly agreed to hold these events as part of the Love Where you Live programme.

Pirate Ted We wanted to involve young people and get their views. A team member came up with the idea of the adventures of Pirate Ted! This was a fun way to get children in their communities to guess where Pirate Ted had hidden his treasure on a map of where the event was held, to hear about their favourite activities, and to find out what they think of where they live. A Pirate Ted was won at each Love Where You Live event.

Talkaoke One of our earliest thoughts was officers with clipboards doing surveys is not interactive! We asked Talkaoke, a provider of pop-up discussion groups to attend the events and hear the views of residents across a diverse range of subjects from those directly related to housing and communities to the best place to buy breakfast in Hammersmith! The discussions proved a popular way for residents to tell us more about themselves, their interests, and their communities.

Satisfaction surveys We wanted to capture resident’s views in a fun and instant way, showing them the power of today’s technology. We did this by doing short surveys with residents using ipads.

Build your own pizza We offered free pizza at the events because many events were taking place in the school holidays and it gave families free food when school meals were not available.

Make your own smoothie Groundwork, our partners in environmental improvement projects, had their smoothie bike and fresh fruit and vegetables which residents powered to make their own healthy smoothies.

Free prize draw We wanted to offer one lucky resident the opportunity to win a £20 gift voucher at each event just by being there and giving us their contact information so we could keep them informed of future meetings and events.

Animal workshop How often in London do you get the chance to meet a meerkat up close and personal?! Animal Workshop gave young people the chance to meet a whole range of animals, while telling them interesting facts about the animals.

Face painting, glitter tattoos and balloon modelling No-one left one of our events empty handed, or perhaps without looking a little different! Popular with children and adults alike, the face painting, glitter tattooing, and balloon modelling always had a long queue of people at each event!

Rubbish clearance We had a rubbish truck at all the events, for residents to dispose of any unwanted items. We even arranged pickups for residents who couldn’t get their bulky items to the truck!

Get Involved NOW! It was great to meet so many news faces at the events. We signed up residents to our mailing list for future meetings and events. We told them about the many ways they can get involved and improve the services they receive.

Information stands and stalls We were joined at the events by other housing teams and third sector organisations, all keen to meet with residents to tell them about their services.

The Places & the People 1

Lancaster Court

17 June 2017 Lancaster Court is an estate in Fulham Broadway with over 200 households and a very active Tenants and Residents Association (TRA). The Lancaster Court TRA has a strong tradition of putting on events for the community. The estate has a fantastic playground that was improved following a Groundwork project bid. There is a popular and well used TRA hall, as well as a community growing garden and landscaped play space. Their latest project is to get funding to install an outdoor gym.

Philpot Square

15 July 2017 Philpot Square is a smaller estate in Sands End, close to Wandsworth Bridge Road with just under 100 households, a very active Tenants and Residents Association (TRA), and a sheltered housing scheme called Peterborough Road next door. What’s really nice is the TRA involves residents from the sheltered housing scheme in its activities. The action took place around the log cabin, communal garden, and recently renovated play area. This play area was funded by an improvement bid approved by the Investment Group and installed by Groundwork. There was a variety of food on offer at the event. The Mayor and Mayoress attended and helped everyone to celebrate a fantastic community get together.

Cedar Lodge

19 July 2017 Cedar Lodge is a sheltered housing scheme in the north of the borough. The Resident Involvement Team joined forces with the Occupancy Team to hold an open day for residents interested in finding out about sheltered housing, as well as for our residents who live at the scheme.

We provided a buffet lunch and afternoon tea in the lounge. We also took refreshments around to residents in the scheme, so everyone was involved in the event. Expressions of interest were received from potential new sheltered housing residents to the Occupancy Team.

 Springvale

29 July 2017 The Springvale TRA represents 217 properties and works from a TRA hall that has recently had a wellreceived renovation. We supported the TRA by helping them to get funding for the event from the Fast Track Small Grants programme. There were pony rides, teacup carousel, and hot dogs galore at this event, as well as a steel band and activities for young people provided by Let Me Play and a lady on stilts! The event was attended by the Mayor, Andy Slaughter MP, and the other ward councillors. A presentation was made to the committee to thank them for their hard work to represent their community over the last 30 years. It was great to be part of the celebrations.

Lytton

2 August 2017 The Lytton Estate is made up of nearly 300 properties and is located on the North End Road close to the Olympia exhibition centre. We worked with the Lytton TRA to host a successful event on the estate. As the rain decided to join us for the day, we had to move most of the event into the TRA hall. Talkaoke set up under a marquee in the ornamental garden, and DJ Academy set up by the undercroft. DJ Academy proved especially popular with young people on the estate, they got to try their hand at dj-ing and mixing. One resident who had lived on the estate for many years told us this was the first time she had been to an event in the hall.

Coningham & Stowe

5 August 2017 Coningham & Stowe is made up of 2 blocks on Coningham Road. It’s what we call a “gap site” because it’s amongst rows of houses. Residents at our Housing Representatives Forum asked us to include gap sites and street properties in our summer events programme. Coningham & Stowe was a great place to host an event because of the large green space at the back of the blocks. We met lots of families from the blocks and surrounding street properties. Residents told us how much they enjoyed being a part of the event, and meeting housing staff outside of the usual office setting. Residents proposed several community improvement ideas such as enclosed bin stores, and garden tidy up initiatives. One lucky resident also got £60 of free bike repairs from Dr Bike!

Fulham Court & Barclay Close 7

9 August 2017 The Fulham Court & Barclay Close event was held in the Tudor Rose Community Centre, a purpose-built community centre for over 400 properties across the two estates. It has been part of the Fulham Court estate since 2009. Residents got involved in mixing music with DJ Academy, and taking part in some lively conversations as part of Talkaoke. It was great to see a really strong presence from organisations such as London Plus Credit Union and Health Watch. The event attracted over 30 expressions of interest to look at re-forming a TRA.

  Becklow Gardens

12 August 2017 The Becklow Gardens event was held in the TRA hall and garden space. The hall is a great space for hosting events and the TRA were brilliant hosts. Residents joined us for lively Talkaoke chat, superhero balloon art, fantastic face painting and a magician for the kids! The Mayor and Mayoress attended the event and got involved in a good conversation on volunteering with residents on the Talkaoke table. Residents told us that in many cases this was the first time they had been in the TRA hall and that more events like this would definitely encourage them to come back again.

  Sulivan Court

16 August 2017 Sulivan Court is a very green estate with over 400 properties and close to Parsons Green. We had a fantastic event on the estate with residents particularly enjoying the animal workshop, DJ Frank, and Pizza Jack. We were lucky to have superb weather for this event which meant residents joined us for a pizza picnic and told us what made Sulivan Court great. Residents told us they loved the open spaces on their estate and the strong sense of community. There was a lot of interest from residents to form a TRA and young people were really interested in working with us on potential community improvement projects.

Clem Attlee

19 August 2017 Clem Attlee is a large estate close to Fulham Broadway with over 700 properties. It’s where the south area housing office is based. Edith Summerskill House is currently being redeveloped to provide more affordable housing. Clem Attlee Estate is also home to Notting Hill and Stadium Housing Association developments, whose residents work closely with council housing residents on the TRA. We worked with the TRA to plan and deliver the event, which was popular with residents. Residents met housing teams, our partners, and our providers for an afternoon of fun for the family. DJ Academy went down well with residents of all ages, with two gentlemen rediscovering their past! We also met residents who were passionate about the NHS, public services, and celebrating community heroes.

Vereker Road

23 August 2017 Vereker Road is made up of 2 small blocks and was the gap site location in the south of the borough for the Love Where You Live Roadshow. The limited space around the block didn’t stop residents and officers enjoying lively conversations on the Talkaoke table, face painting, smoothie bike, and information stalls! We helped to signpost residents to the council’s Work Zone team and Groundwork provided their community improvement ideas. Dr Bike helped bring back to life a Brompton bike which an older resident had brought in and had not used for over three years.

Charecroft

26 August 2017 Charecroft Estate is in Shepherds Bush and is made up of 4 tower blocks with over 400 properties in total. We have been working closely with the Charecroft TRA since the Shepherds Court fire in August 2016. The event used the hall garden which had been recently renovated. The Community Champions arranged to clear and cut back the overgrown greenery and the Investment Group approved a Neighbourhood Improvement Fund (NIF) bid to improve the space, including additional new seating. The hall is very important as the residents on the estate only have two podium decks as communal areas and Shepherds and Bush Court podium hasn’t been in use since the fire. Residents enjoyed the animal workshop, complete with meerkats, and the catchy tunes provided by the DJ.

Robert Owen House

30 August 2017 Robert Owen House is a medium sized estate with just over 100 properties, on Fulham Palace Road. It has a great green space at the back of the estate with a multiuse games area, and natural play space. We were lucky to be joined by the Mayoress and Youth Mayor at the event. The Youth Mayor was keen to work with us on a future youth engagement strategy.

Emlyn Gardens

2 September 2017 Emlyn Gardens is in the north-east of the borough and is made up of nearly 250 properties. Residents asked us to hold a Love Where You Live roadshow event here as a tribute to the late Henry Talman, the Chair of the TRA. Henry gave many years of service to the community. The event was held in the recently developed playground and ball court that provide residents with fantastic outside spaces. Young residents enjoyed the Circus Skills team and DJ Academy made one particular resident’s day by playing a series of Whitney Houston songs. We hope to work with residents of Emlyn Gardens over the coming months. A new community hall and affordable housing for social rent is being built on the space of the previous TRA hall.

Flora Gardens

9 September 2017 Flora Gardens is an estate that is close to Hammersmith Town Hall. It has nearly 200 properties and has some interesting environmental features such as green roofs and surface area drainage zones. We chose a great date for the event as two residents were celebrating their 89th and 90th birthdays! It was good to see residents of all generations enjoying themselves in the community gardens next to the TRA hall. A whole family got involved in the face painting, the London Fire Brigade attended to help residents with fire safety and let young people explore their fire engine, and Dr Bike carried out over £250 of free bike repairs.

Edward Woods

13 September 2017 The Edward Woods Event was all about families! Held on an estate with over 750 properties and with the event taking place at the end of the school day, the Edward Woods Community Centre and green space at the front proved to be popular for pizza, face painting, meeting new animals, and searching for Pirate Ted! It was great to be able to give residents of Edward Woods something to enjoy and celebrate in their community after the Grenfell Tower tragedy on the neighbouring estate in Kensington & Chelsea. In the week after the event a new TRA, the Edward Woods Initiative was formed on the estate. We look forward to working with them to make sure resident’s views are represented and to help to promote more community activities.

Queen Caroline

16 September 2017 The Queen Caroline Estate has green roofs, a living wall, drainage areas, two play areas, composting zone, and communal garden. Made up of over 300 properties, the Queen Caroline estate is in Hammersmith Broadway and close to the Apollo and Hammersmith Bridge.

“Our homes and communities are worth fighting for and an event like today is a chance to celebrate and come together as residents.”

The playground came alive with circus skills at the event and the TRA hall was transformed into a zoo! The party really got started in the garden where DJ Frank and council teams were based. Shirley Cupit, TRA Chair, won the £20 free prize draw and asked that her voucher be donated to the Hammersmith & Fulham Law Centre.

Munden Street

20 September 2017 The second of our two sheltered housing events, Munden Street, marked a return of the successful partnership between the Occupancy Team and Resident Involvement Team. Residents and visitors to the scheme enjoyed an afternoon tea, digital juke box, and a chance to talk to neighbours and council officers alike.

Groundwork attended the event to consult residents of the scheme on the proposals to improve the community garden. West Kensington & Gibbs Green 19

30 September 2017 The West Kensington & Gibbs Green estate is located on North End Road in the south of the borough. The event concluded a fun-packed summer of roadshow events and what a way to end! The event was really well attended, with the animal workshop again proving to be really popular along with the pony rides and glitter tattoos! As we packed away our gazebos for the final time, we reflected on a busy summer of meeting residents in their communities and learning what makes Hammersmith & Fulham such a great borough to live in.

120 residents gave us their time to complete an ipad satisfaction and involvement survey. Here are the results to some of the main questions we asked them.

What Did Young People Tell Us? Young people between the ages of 3 – 15 completed 217 Pirate Ted surveys across the events, with the standout response rate coming from Edward Woods Estate where 51 surveys were completed! The top three activities young people enjoyed doing were:

• Outdoor games • Music

• The community they lived in • The local shops and transport links

The 87% of residents who answered yes, told us that they loved:

The 13% of residents who answered no, said that this was because: • Caretaking and grounds maintenance standards could be better • Concerns around antisocial behaviour • Flytipping is a problem in their area

Over a third of young people liked doing homework! We are considering using this information to help to promote the option of homework clubs to TRAs.

Your views on our service It is great that so many residents told us that they think we offer a polite and friendly service and that you love the neighbourhoods you live in. However, we know we can do better. We want to move some of the “okay” responses towards “good” and “very good”. We also know we have more work to do on caretaking and ground maintenance. We are developing a set of service standards, with the help of residents, so the standards we are aiming to deliver are clear. Polite and friendly are Council staff? 34%

Knowledge & Interest in Involvement Although only 50% of those surveyed answered the questions on resident involvement, it is clear we still have some work to do on increasing awareness of the ways to get involved. The Love Where You Live summer events were a great way to do this in a fun and informal way! What is positive is that a high percentage of respondents are keen to know more about involvement options, as shown in the graph below. We are actively looking to recruit some of the residents we met to our service improvement groups. The fact that a relatively high proportion of respondents are looking for something else means we still have to work hard on new involvement options. This could include areas such as our mystery shopping programme, or involving residents in the recruitment of officers.

Our Action Plan Following Resident Feedback How Public Money is Spent

We will continue to present our annual business plan to the Housing Representatives Forum which is made up of volunteer elected resident representatives. We will also continue to submit reports to the Housing, Regeneration & Arts Policy & Accountability Committee, which residents can attend to scrutinise our services and performance.

Fire Safety

We have launched a Fire Safety Plus Initiative to make sure that our properties are over and above the standard as set out in the regulations and to support residents in terms of good housekeeping for fire safety. For more information on this please visit www.lbhf.gov.uk/housin/hf-fire-safey-plus.

Celebrating Local Heroes

We are going to be launching a new community awards recognition programme at the Mayor’s Christmas Reception for involved residents.

Mobilising the Community

We will continue to support the work of tenants and residents associations and provide them with community spaces to meet and carry out their activities.

Communications around CCTV Installations

We have recently worked with elected resident representatives at the Housing Representatives Forum to develop a CCTV consultation survey template that will be used in future for all proposed CCTV developments.

Positive Change

We continue to work with residents and work to always put residents at the heart of decision making. Our ethos is to deliver meaningful change that benefits our residents.

Estate Security

We continue to work closely with the Safer Neighbourhood Team and the Neighbourhood Wardens and to welcome new representations for CCTV installations (subject to support from residents).

Greening Our Communities

We are launching a Greening Strategy for Housing which will look at all aspects of greening from tree replacement programmes to recycling. Residents can also already apply for funding via the Neighbourhood Improvement Fund and Groundwork funding opportunities to make their communities greener.

Health & Wellbeing

Through the summer events we have formed stronger links with partners such as Turning Point and HealthWatch, which we intend to build on in the future for the benefit of our residents.

Spaces for Young People

We will continue to work closely with TRAs to look at how their halls and rooms are used and will actively promote stay and play sessions, youth clubs, and positive activities to benefit young people. We have built links with the Youth Mayor who is keen to work with us on a Youth Strategy for housing residents.

Outcomes & Achievements Despite the ever-present challenge of the British summer, residents, guests and council staff used the roadshow events to address concerns, share information and make new contacts. Some of the outcomes from the events include:

At least 10 potential projects have been identified for improving community spaces or enhancing community facilities. This includes looking at improving play facilities, improving green spaces, installing bike shelters, installing green roofs, and creating community growing gardens.

The completion of 120 resident satisfaction surveys. The feedback from the surveys will be used to help improve services and get more residents involved in working with us to deliver these improvements.

Over 350 new residents signed up to the Borough Forum and Get involved mailing list.

New Tenants & Residents Associations being set up at Edward Woods and Riverside Gardens.

We have heard some great ideas that we hope to build on and work with residents to promote youth engagement and better use of communal spaces such as TRA halls and green areas.

Over 300 individual contacts with teams such as Income Management, Tenancy Management, Garages, and Leasehold Services in the Regeneration, Planning & Housing Services department.

Cleaner, greener communities as a result of bulk waste and fly tip collections at events.

More than £500 of free bike repairs for residents carried out by our partner organisation Dr Bike.

Focus on roadshow participants Providers

Talkaoke is a pop up talk show where participants sit around a round table and are passed the microphone whenever they want to talk, coming and going as they please. The conversation is a journey from one unexpected subject to another. Talkaoke is a great chance to hear the latest ideas that people are talking about and to generate and discover new ones.

Work Zone

The Resident Involvement Team has a range of activities to get residents involved, from forums to discuss the main issues of the moment, to service improvement groups to work in partnership with us to develop and improve services. We also support tenants and residents’ associations to represent their communities and manage their halls and rooms.

Work Zone, located in Westfield London on the Southern Terrace, is a one stop destination for your jobs, apprenticeships, and training needs. Work Zone works in partnership with Hammersmith & Fulham Council and Westfield London, to provide a free recruitment service that helps local people into work.

Service Improvement Team

Leasehold Services

The Service Improvement Team works with residents and officers to measure the effectiveness of services and suggest innovative ways to deliver better results. They work with the Resident Involvement Team to deliver the mystery shopping programme and focus groups on specific subjects.
