Beast Movie Makers Say South Africa Is Number One Film Location Idris Elba stars in Beast, a pulsepounding new thriller about a father and his two teenage daughters who find themselves hunted by a massive rogue lion intent on proving that the savannah has but one apex predator. Co-starring in the film alongside Elba is South African actor, Sharlto Copley together with Iyana Halley and Leah Sava Jeffries. The film was shot entirely in South Africa. Locations included Cape Town, Limpopo and Northern Province. The final showdown was filmed in the Northern Cape, on the Namibia border. “You see both South Africa and Namibia in some shots,” says film director, Baltasar Kormákur. “We are proud that we were able to bring a production of this size to this area,” producer James Lopez says. “We’ve seen firsthand what an impact a production like this can have on the local people in the region. The story is set in a game reserve and when we talked about different places to film, South Africa was number one on the list. “The film industry in South Africa is strong. Touching ground here and scouting in the region and seeing what South Africa’s film community could offer, we knew we made the right decision.” (Earlier this year Tom Cruise hung out in South Africa to film his latest Mission Impossible sequel.) The production team also wanted to protect the natural environments in which they were filming. For one particular scene, of Nate Daniels (Idris Elba) in a watering hole, the production built an actual watering hole, so as not to disturb an existing one used by animals. Production designer Jean-Vincent Puzos and his team
brought the water and set up a space with trees and rocks. This gave the water the effect of a mirror – like an extremely vast lake with a perfect line. It was critical to Kormákur to not showcase the “Hollywood” version of South Africa, but a realistic one. Namibian costume designer Moira Anne Meyer, who lives in South Africa, brought rich cultural references to design an authentic wardrobe for villagers and poachers alike. While the cast of Beast comes from many different countries, it was important for the filmmakers that most of the supporting cast be South African. “You will hear some Venda spoken in the film,” Lopez says. “We also used actual town and location names. We wanted to make sure that we honoured the region in terms of casting, as well as dialect and the architecture of the village. That all plays into making sure we’re as true to the story as possible.”

Northern Cape Municipalities Are In Dire Financial Health
The Auditor-General’s latest audit outcomes indicate that the Northern Cape had the most municipalities in dire financial health, with 11 out of 31 reporting ‘significant doubt’ about whether they could continue operating.
The submission of financial statements on time, the AuditorGeneral noted, “was a concern throughout the five-year period”, with only 65% of municipalities submitting their financial statements on time in 2020-21.
BeyondWords ‘The weak control environment at most local municipalities [in the Northern Cape] contributes to the undesired audit outcomes, which negatively affected service delivery,” said Auditor-General (AG) Tsakani Maluleke.
“The late submissions were mostly due to the poor state of accounting records caused by weaknesses in internal control. The quality of financial statements submitted for auditing also remained poor — only 17% of municipalities submitting good-quality financial statements, while a further 17% received unqualified audit opinions only because they corrected all misstatements we identified,” read the AG’s report.
The AG made this finding in the 2020-2021 consolidated general report on the local government audit outcomes. Overall, audit outcomes improved over the five-year term of the previous administration, mainly due to district municipalities improving their outcomes by addressing compliance findings, according to the AG. “However, we find it concerning that the outcomes of most local municipalities remained unfavourable and that the number of disclaimed municipalities did not decrease — pointing to leadership not adequately responding to our audit findings. “The service delivery challenges that citizens face continued or became even worse during the five-year period,” the AG said in her report.
In the Northern Cape, only five out of 31 municipalities received clean audits (unqualified with no findings): Frances Baard District, John Taolo Gaetsewe District, Namakwa District, ZF Mgcawu District and Hantam.

previously reported that National Treasury was likely to bail out Renosterberg Local Municipality over unpaid municipal workers, after a court granted Eskom access in December to recoup debt totalling R105-million. “Most municipalities focused more on managing their cash flow to pay salaries at the end of the month than on maintaining their infrastructure and service delivery assets. This is evident from the municipal salary bill, which amounted to R2.5-billion, representing 46% of total revenue (excluding conditional grants),” according to the report. This means a limited portion of the municipal budget was available for other priorities, resulting in “gross deterioration of infrastructure… roads, water networks and sewerage plants, as well as municipalities neglecting their responsibility to deliver basic services to their communities”. The Auditor-General further identified “uncompetitive and unfair procurement processes at 87% of the municipalities”, which “largely contributed to the increase in irregular expenditure of the municipalities of which the audits had been completed to date, which increased to R1.1billion from R806-million in the previous year”. The AG called on municipal leadership to act by strengthening the basic control environment and accountability. “Audit outcomes will only improve if the relevant roleplayers implement basic controls, nurture a culture of doing things right the first time, and curb wastage,” she concluded.
