US advocacy group Public Citizen in a letter onThursday urgedAmerican lawmakers and the US FederalTrade Commission to investigate the TikTok app and its parent company, ByteDance, joining a growing number of calls to investigate reports that the Beijing-based company planned to use the video-based social media app to surveil specificAmericans.

After reviewing internal materials, Forbes reported last week that ByteDance's Internal Audit team was planning to use location information gathered from US users of theTikTok app for surveillance of two American citizens who were not employees of the app. While accessing user location data is allowed for purposes like targeting ads or preventing fraudlent activity, the company's surveillance plans were not related to these user-approved purposes, according to the outlet.

Representatives for ByteDance andTikTok did not immediately respond to Insider's requests for comment about the Public Citizen letter, but in a statement previously provided to Insider's Travis Clark aTikTok spokesperson denied the app has been used to "target" members of the US government, activists, public figures or journalists and said it "does not collect precise GPS location information from US users."

In itsThursday letter, the nonprofit consumer rights group Public Citizen urged the FTC to investigate and "take immediate action against ByteDance and

Tiktok" if the reports of surveillance are substantiated.

"This threatens a Big Brothertype surveillance that is antithetical to democratic values, may threaten individuals' personal security and violates the most basic societal expectations about personal privacy," the letter written by Robert Weissman, president of Public Citizen, read. "That there are a few disturbing precedents for platforms tracking individuals exacerbates rather than diminishes the concern about the Forbes report... Such a practice could put our privacy, physical safety, and national security at risk."

American lawmakers and privacy advocates alike expressed similar concern following the Forbes report. Sen. Marsha Blackburn, a Republican fromTennessee who has previously been critical ofTikTok's ties to China, tweeted it was "not surprising" the company planned to surveil US users and advocated for a

national privacy law.Alan Butler, executive director and president of the Electronic Privacy Information Center (EPIC), echoed the concerns about user privacy and called for stronger location data protections.

Earlier this summer, Sens. Mark Warner, a Virginia Democrat, and Marco Rubio, a Florida Republican, called for a separate FTC investigation after BuzzFeed News reported that sensitive data from US users was repeatedly accessed by ByteDance staff in China, despite the company's assurances that US user data was stored in the states and was inaccessible abroad.

"We write in response to public reports that individuals in the People's Republic of China (PRC) have been accessing data on U.S. users, in contravention of several public representations, including sworn testimony in October 2021," the senators wrote in a letter addressed to FTC Chair

Lina Khan. "In light of this new report, we ask that your agency immediately initiate a Section 5 investigation on the basis of apparent deception byTikTok, and coordinate this work with any national security or counter-intelligence investigation that may be initiated by the U.S. Department of Justice."

The app's links to the Chinese government have long spurred concerns over propaganda, fake news, and data privacy — with theTrump administration in 2020 even proposing a total ban ofTikTok. In 2021, the Biden administration promised a security review of foreignowned apps, but has yet to publish its results.

"It is critical that you act with urgency to uncover the full extent of individually targeted surveillance practices, if any, and hold these companies accountable for any misconduct," Public Citizen's letter read. - Business Insider

Hawks in John Taolo Gaetsewe District -Trafficking Awareness

The Hawks in the Northern Cape embarked on a week-long ‘trafficking in persons’awareness campaign that targeted schools in the JohnTaolo Gaetsewe (JTG) District.

The Hawks were accompanied by representatives from social partners such as localTraffic and the provincial departments of Social Development, Education, Justice andTransport, Safety and Liaison.

The SAPS Women’s Network and Men for Change also formed part of the programme.

The schools that were visited include

Dibeng High School, Vlakfontein Intermediate School,AB Kolwane Primary School and Isagontle Primary School.

Hawks provincial spokesperson CaptainThebeThebe said the pupils were informed about human trafficking as well as bullying.

Thebe added that the Hawks donated boxes of sanitary pads at the identified schools.

CharlizeTheron and Dior have teamed up with SouthAfrican fashion designerThebe Magugu in support of herAfrica Outreach Project.

The SouthAfrican-born actor shared a snippet on Instagram, unveiling the stunning pieces in the limited-edition capsule.

"The SouthAfrican designer and youngest recipient of the LVMH prize created pieces that are colourful, female-focused, and whose proceeds benefit the health, education, and safety of young people living in Southern Africa," she wrote in her caption.

Magugu is the youngest recipient of the LVMH Prize and the firstAfrican to receive the prestigious distinction.

In ‘n kortverhaal is daar nie tyd om die agtergrond of karakters te beskryf nie. Gebruik in media res, klim in jou storie in en suggereer agtergrondsinligting, ens. om jou leser aan die dink te sit.

Menige skrywer reken dat dit moeiliker is om ‘n kortverhaal as ‘n roman te skryf. Wat is die verskil tussen die twee? Bloot wat die lengte betref is daar ‘n verskil. Kortverhale is normaalweg enigiets tussen 1 500 en 10 000 woorde terwyl ‘n roman ten minste 50 000 woorde in beslag neem. ‘n Storie van 100 woorde word as mikrofiksie beskou en dis seker een van die heel moeilikste tipes stories om te skryf, maar dis ‘n briljante skryfoefening.

Wenke: die skryf van kortverhale Watter belangrike aspekte moet jy in gedagte neem wanneer jy kortverhale skryf?

Sny jou storie tot op die been Jy het nie woorde om mee te mors nie. Sny daarom enige irrelevante besonderhede. Indien dit nie tot jou plot of karakterisering bydra nie, raak daarvan ontslae. Ook fokus kortverhale (in teenstelling met romans) slegs op een aspek van ‘n karakter se lewe of een aspek van ‘n probleem.

In media res

Vermy vreeslike lang vooraf verduidelikings en mooiskrywery Begin so na aan die einde as moontlik. Gebruik jou inleidende sinne en paragrawe om die leser te haak en in te katrol.

Handhaaf die tempo

Omdat kortverhale naby die einde begin, moet jou storie

reeds aan die beweeg wees wanneer dit die leser tref. Dit moet die leser meesleur en die tempo versnel gewoonlik wanneer die protagonis die finale konflik nader. Moenie jou leser verveel nie.

Voorbeeld:

“Ek kan nie glo dat prinses Diana gisteraand dood is nie.”

vs. Susan laat val haar teekoppie. “Ek het nie geweet nie.”

Min karakters

Daar is nie tyd of plek om ‘n groot hoeveelheid karakters te ontwikkel nie. ‘n Kortverhaal kan so min as een karakter hê, maar het nie meer as drie karakters nodig nie.

Konflik

Sonder konflik het jy nie ‘n storie nie. Die konflik kan innerlik, uiterlik of beide wees. Konflik stuur stories. Dit is die enjin van jou storie. Vir ‘n kortverhaal is een punt van konflik voldoende. Rooikappie sal dus nie ‘n vete met die wolf en die houtkapper en die burgermeester en die bouer hê nie. Haar vete met die wolf is voldoende.

Kurt Vonnegut reken dat skrywers sadiste moet wees. Hulle moet slegte goed met hulle karakters laat gebeur om te wys van watter stoffasie die karakters

Dialoog Maak seker dat jy die dialoog effektief gebruik en dat dit die storie dra en voortstuur. Dit moet karakteriseer en die plot dryf. Onthou, dit wat nié gesê word nie, kan baie belangrik wees. Sny die dooie hout en maak seker die dialoog dra gewig.

Voorbeeld:

“Vertel my van jou beste vriend. Watter tipe mens was hy?”

vs.

“Jou beste vriend was ‘n wetter, nè?”

Mik vir die hart Selfs al is jou storie kort, moet dit steeds soos ‘n vuishou verpak wees. Die leser moet daardeur geraak word: maak nie saak of dit die leser laat lag, bly maak, kwaad maak of hartseer laat voel nie.

Een van die heel beste kortverhale ooit, is een van Heinrich Böll wat ek in 1991/1992 gelees het. Ek onthou nie al die besonderhede nie, maar ek onthou die verskriklike ontnugtering wat ek aan die einde van die verhaal ervaar het. ‘nAnder een van Franz Kafka het my sprakeloos hartseer gelaat.

Mik vir die leser se hart. ‘n Protagonis waarvoor die leser omgee Indien jou leser vere vir jou protagonis voel, gaan jou storie nie slaag nie. Hoe maak jy seker dat die leser van jou protagonis sal hou?

Gee vir jou protagonis ‘n passie:

iets wat sy/hy hopelik met die leser in gemeen sal hê. Gee vir die protagonis iets wat haar/hom uit hulle gemaksone neem. Dit moet vir hierdie karakter uiters belangrik wees. InThe Hunger Games, byvoorbeeld, probeer Katniss Everdeen haar suster red deur aan te bied om in haar plek aan die spele deel te neem. In Spel, weet Lukas Brandt hy moet die transterrane en kuborge vermy, maar hulle het sy broer, Daniël, ontvoer. Hy gaan soek na sy broer al weet hy dat dit lewensgevaarlik is. Kombineer karakters waar moontlik.

Wys, moenie vertel nie. Laat elke sin tel. Raak van oorgangstonele ontslae.

Raak ontslae van herhaling. Die skryf van kortverhale Besluit hoeveel van die agtergrondsinligting is regtig noodsaaklik. Beperk storielyne, asook die hoeveelheid karakters en beperk die konflik tot slegs een gebeurtenis.

TRANSNET, SouthAfrica’s ailing state-owned freight logistics company, received a R5.8bn government bailout to repair infrastructure damaged by the floods in KwaZulu-Natal inApril this year and to increase locomotive capacity

Delivering the medium-term budget policy statement in Cape Town this afternoon, Finance Minister Enoch Godonwana said Transnet is an important enabler of growth in the country, but the recent strike, shortage of locomotives and spare parts, infrastructure deterioration,

vandalism, and criminal activity weigh heavily on the logistics sector

In his policy statement, Godongwana said R2.9bn will be allocated towards fixing damaged infrastructure caused by severe flooding in KwaZuluNatal inApril this year, while the balance will go towards addressing the locomotives shortage.

“The state rail and ports operator suffered severe and widespread damage to assets, installations

and operations from the heavy rains and flooding inApril 2022, resulting in unexpected repair costs and loss of revenue.

“While the Port of Durban is now operating, major repairs are still required to fully restoreTransnet Freight Rail operations in KwaZulu-Natal,” Godongwana said.

Transnet said at a briefing yesterday the state-owned company reached agreements with original equipment manufacturers to obtain the spare parts for 311 idle locomotives.The locomotives shortage was partly caused by a legal dispute betweenTransnet and CRRC E-Loco of China and Alstom.

Transnet spokespersonAyanda Shezi said in a statement the parastatal welcomes the capital allocation to supportTransnet in dealing with the unexpected and unforeseen expenditure as a result of the KZN floods inApril. “The balance of the funding will go towards the rehabilitation of rolling stock including funding for

the return to service of longstanding locomotives.”

The extra allocation toTransnet will be partially funded through higher-than-expected tax revenue to the tune of R84bn, thanks to improvements in income tax collections. South Africa’s mining houses are a significant contributor to company tax income in the past two years, thanks to high commodity prices.

However,Transnet’s capacity constraints have cost mining companies billions in revenue and export volumes in the past two years. On top of the revenue losses, the recentTransnet strike, which lasted just under ten days, cost mining companies more than R800m in lost revenue per day

Gift Of The Givers Helps Cut Surgery Backlog

ATEAM of theatre nurses and anaesthetists from CapeTown, who are Gift of the Givers volunteers, assisted with the backlog of surgeries at Robert Mangaliso Sobukwe Hospital in Kimberley this weekend.

Patients with critical conditions have been left waiting for up to seven weeks in the hospital for surgeries that could not be scheduled due to a lack of theatre staff.

Gift of the Givers chairperson and founder Dr Imitiaz Sooliman said the public health system was severely strained.

“There are infrastructure deficiencies, under-staffing, frozen posts, reduction in registrars, lack of equipment, inability to repair equipment, non-availability of consumables, huge backlogs in surgery, never-ending queues for cancer management, water deprivation and load shedding.

“The private and public sectors, committed volunteers and dedicated public servants working in unison can make an enormous difference,” Sooliman added.

He said that the Northern Cape Department of Health and Robert Mangaliso Sobukwe Hospital had requested them to provide support to carry out catch-up surgery

“The request is for anaesthetists, scrub sisters, scrubs, operating drapes and consumables.The hospital will provide theatres, general surgeons, floor and anaesthetic nurses, support staff and post-

operative care. Gift of the Givers sent five anaesthetists and five scrub sisters.”

Sooliman added that donors funded the cost of scrubs and consumables.

“DrAhmed Bhyat, our team member and head of surgery at the hospital, arranged the meals, while Gert Kruger from Mondior Manor guest house provided accommodation for four nights, at no cost. Within the first day, the teams carried out 34 procedures with the aim of reaching more than 70 operations this weekend.This is testimony to the care, compassion and dedication of our health-care workers and the power of partnerships.”

Sooliman stated that Gift of the Givers was funding several health interventions including a R50 million upgrade at Charlotte Maxeke Hospital, catch-up surgery, community medical outreach programmes, kidney dialysis, borehole drilling, providing scrubs, medical equipment and consumables, funding a national after-hours Poison Call Centre, and audiology, optometry and counselling services.

“Discussion has been initiated with medical aid schemes, CEOs of private hospital groups, private medical specialists and medical companies to participate in a national outreach to speed up access to quality health care at minimal or zero cost.”

He added that they were promoting funding of between

300-500 registrars in academic hospitals to enhance academic training, teaching and research.

In a video that was posted on the Department of Health’s Facebook page, the acting CEO of Robert Mangaliso Sobukwe Hospital, Dr Alastair Kantani, stated that they had a plan to respond to emergency cases and to address backlogs.

“We have engaged with different stakeholders who could assist us, of which Gift of the Givers was one of them,” said Kantani.

He indicated that they were faced with major challenges, including a shortage of skilled nurses and doctors, that were causing the backlogs. “The only way we can favourably respond to backlogs is by getting services from outside.”

Kantani said patients were placed

according to a priority list and kept up to date with operation schedules.

“We hope that this will be an ongoing arrangement where catch-up surgeries are performed every month.”

Operating theatre manager Dr Esmé Olivier indicated that this weekend’s marathon surgery session would include cancer patients, gynaecology, ear, nose and throat and urology backlogs.

“The backlogs were partially created due to the Covid-19 pandemic as we had to reduce the number of elective surgeries that were performed.”

She added that another surgery marathon would take place in November to address the backlogs.- DFA

Boer is one of about 200 women living on farms in the Western and Northern Cape who marched to Parliament on Friday 28 October and handed over a

memorandum of demands addressed toThoko Didiza, Minister ofAgriculture, Land Reform and Rural Development.

The lengthy memorandum set out demands for land redistribution and agrarian reform, a moratorium on farm worker evictions, a ban on hazardous pesticides on farms, and social protection in the form of a basic income grant.

In the memorandum the workers quoted the Freedom Charter: “It is still the will of farm workers and dwellers that ‘The land shall be shared among those who work

Work is more insecure. Evictions are happening at a pace. We can no longer continue being dependent on farmers,” she said.

The protest followed week-long meetings which brought together speakers from trade unions, civic organisations, government departments, and researchers. Topics ranged from illegal farm worker evictions, and landlessness to pesticide exposure, and labour rights violations. Mandela said that the joint committee heard about how farm workers lacked access to water and electricity They also heard about illegal evictions, violations of labour rights, and unfair dismissals and retrenchments of farm workers who had worked on farms for decades.

He said these issues must be “urgently addressed as it is central to restorative justice in SouthAfrica… Our oversight found some of the worst infringements on the rights of women on farms.”

Esau said that in the Witzenberg, Paarl, and West Coast areas, that 807 out of a total of 2,575 farms were non-compliant. Common issues were that injuries were not reported, employees were coerced into signing illegal contracts, and there was a lack of access to drinking water and ablution facilities.

Aresolution dealing with various issues was passed at the end of the meetings and drafted into the memorandum.

The launch of the Forgotten Highway, the longest heritage route in SouthAfrica, is currently underway

This route follows the tracks of ancient travellers and was used by the !Xam, KhoeKhoe, Tswana, missionaries and explorers to travel as far as CentralAfrica.

The Forgotten Highway is regarded as the approximately 1 000 km fromTulbagh and Ceres in the south to Kuruman in the north – with several “cultural offshoots”.

Aiming to reach Griquatown in the Northern Cape by Friday, 4 November, a convoy consisting of several horse-pulled carts and riders on horseback left Sutherland on Saturday, 22 October, for an inaugural expedition of 600 km.

The leader of the expedition is Piet Coetzer from Senekal, with a wagon pulled by six horses.

Last year, Coetzer and his team explored a part of the Forgotten Highway on own initiative.They travelled from Hopetown to Ceres as far as possible on the same route that had been used by the Gibson Brothers of the Red Star Lines who operated a coach service betweenTulbagh and Kimberley during the diamond rush in the 1870s.

This expedition of Coetzer was followed by enthusiastic travellers and horse lovers who followed the journey on Facebook and a WhatsApp group.

For the launch of the route Coetzer is using the same wagon and, as last year, six black horses of the Vreugde Vlaamperd stud.They are Minister, Kimon,Tom, Karnet, Kristal and Klara.

‘Concept is gaining momentum’

The launch is supported by the Karoo Development Foundation (KDF). Prof. DoreenAtkinson, KDF trustee, says the focus of the route is to add attractions, activities, and experiences.

“The towns through which the route traverses, already have accommodation facilities. Local people can add many other themes to the route, such as the Anglo-Boer War, arts, crafts and ecotourism.”

Atkinson, who is presenting seminars along the way and in surrounding towns, says the interest in the Forgotten Highway is incredible.

She just came back from Williston and was on her way to join the expedition in Loxton.

The seminars are presented to those in the tourism industry, relevant persons at municipalities and any interested individual.

“Along the way we get more evidence and gain more information on the Forgotten Highway. We get bits and pieces, photos, and ruins.”

She is pleased that the concept is gaining momentum.

Those involved in the expedition have already attended the launch of two non-fiction books on the Karoo in Sutherland; experienced the Sutherland on Foot walk; enjoyed local roosterkoek and pancakes; saw a local dance group, Die Stoftrappers, in action; and took part in a Karoo fossil tour in Fraserburg.

For the duration of the launch any member of the public is welcome to join the convoy, even if it is just for a part of the route.

It must, however, be done at own cost and with own transport. People on horseback or with horse or donkey pulled carts, and even cyclers, are welcome to join.

‘Most exciting project since Karoo Lamb’

This launch expedition is described as one of the most exciting projects the KDF has launched since it achieved the registration of Karoo Lamb as a geographic indicator in 2015.

According to this indicator, only lamb from the Karoo can be marketed and sold as Karoo Lamb, and the animal must have been raised and fed in certain Karoo circumstances.

The Forgotten Highway route traverses several regions including the Ceres-Karoo, Roggeveld, Nuweveld, BoKaroo, Griqualand West, onto the Ghaap, and into the Kalahari.

According to a press release of the KDF, the Moffat Mission in Kuruman, since 1823 was the last stop from the Cape into the

deeperAfrican interior. It was alsoAfrica’s link to the Cape. The Moffat Mission is one of two heritage beneficiaries of the launch expedition.The other is the sandstone Senekal Dutch Reformed Church (1896), nominated by Coetzer

Parts of the route were based on pathways well-trodden by the !Xam and other hunter-gatherer groups, later by KhoeKhoe herders with their sheep and cattle,Tswana farmers at the northern end, and Xhosa groups who entered the Karoo, taking up residence there and along the Gariep from the late eighteenth century

From the late 1700s, a trickle of white and frontiersmen of mixed blood, hunters and fugitives, traders, explorers and missionaries were followed by a steadier spread of trekboer farmers.

The route reflects the rich social tapestry that created South Africa, the KDF stated.

The San, Korana, Xhosa (at Prieska and Carnarvon), the Griqua at Griquatown, and the Thlaping near Kuruman, met the

incomers in widely varying types of encounters – trade, statebuilding, military power, conflict, and religious competition.

The main theme of the route is “Encounters” – of people often out of their comfort zones and meeting others of different cultural background.

Very often, the KDF stated, the result was an intercultural mosaic of mutual influences.

The route

The Forgotten Highway route stretches through, amongst others:Tulbagh, Ceres, Sutherland, Fraserburg, Williston, Loxton, Carnarvon, Vanwyksvlei, Prieska, Niekerkshoop, Griekwastad, Daniëlskuil, Postmasburg, Campbell and Kuruman.

“Cultural off-shoots” of the route include the southern Free State (such as Philippolis, also a Griqua state); the Witsand Nature Reserve in the Langeberg; and Olifantshoek, Kathu and Deben in the Kalahari.

Expedition Rediscovers Wonders Along Forgotten

According toAtkinson the purpose is to awaken the historical awareness of local people along the route, helping them realise how special their environment is.

Also, other SouthAfricans will explore the environments through which their ancestors travelled, and foreign visitors will help celebrate the historical significance of remarkable events.

The route involves at least eight local municipalities: Witzenberg (Tulbagh and Ceres), KarooHoogland (Williston, Fraserburg and Sutherland), Kareeberg (Carnarvon), Siyathemba (Prieska), Siyancuma (Griquatown),Tsantsabane (Postmasburg), Kgatelopele (Daniëlskuil) and Ga-Segonyana (Kuruman).

Four district municipalities are found along the route, that of the Cape Winelands, Central Karoo, Pixley ka Seme, JTGaetsewe,

and ZF Mgcawu. Until the route is fully established, it will be managed by the KDF, an NGO working for the benefit of the Karoo (www.karoofoundation.co.za).

The expedition left Sutherland on Saturday, 22 October, has passed Fraserburg and is currently in the Loxton area.The overnight stops for the rest of the route are:

Paraffin Lamps Go Out Across Africa, Thanks To Solar

Abulb, a charging port, a solar panel and a small fee paid through a cell phone are making all the difference as millions of households inAfrica dump paraffin and other dirty fuels.

Off-grid solar finance companies with “pay as you go” solutions are also striking a chord with urban consumers looking to cut energy costs and upgrade their home appliances.

This business model enables low-income customers to finance home solar systems and other related appliances, without collateral.Appliances offered by solar providers include solarpoweredTVs, radios, refrigerators, cookers, smartphones, tablets and tech products, with loans and hospital bill financing recently added to some services.

Mobile money helps solar firms collect payments from customers in far-flung areas, making it easier for them to tap the bottom end of the population pyramid.

AWorld Bank Off-Grid Solar (OGS) MarketTrends Report 2022 released in early October notes that specialised payment collection companies such as Glichery Limited in Kenya facilitate the collection of these payments, allowing so-called “paygo” firms to outsource the service.

In countries that suffer constant power fluctuations and outages, such as Nigeria, the OGS has become a panacea for many

micro, small and medium enterprises (MSMEs).

“Real-time energy use tracking in Nigeria reveals that, at their current rate of energy consumption, over 50% of MSMEs could be serviced by an off-grid solar system of 300Wp or below,” reads the World Bank report. Watt-peak (Wp) refers to “the maximum electrical power that can be supplied by a photovoltaic panel under standard temperature and sunlight conditions”.

Globally, there were 261 qualityverified solar lanterns and solar home systems from 67 brands listed in 2021 by independent quality assurance program VeraSol, up from 201 products from 51 brands in 2019. Many of these target users inAfrica.

With just eight years left to

achieve the global 2030 goal of universal access to electricity, African governments are increasingly embracing the OGS as a viable electricity access solution for rural populations. AMcKinsey report, Solar, says the systems can serve homes that are too remote and too poor, or whose energy consumption is too low to make a grid connection economical.

With that in mind, governments are offering incentives to paygo firms, even as more countries plan on-grid investments.

“Since 2020, Senegal, Mali, Benin and Liberia joined other countries in sub-SaharanAfrica, and more around the globe, in providing VATor duty exemptions for solar energy kits and components, while several countries have expanded border tax exemptions to productive use

technologies,” states the World Bank.

“Mali, Senegal and Sudan included solar water pumps in their exemptions and Liberia exempted SWPs among a full range of other solar equipment and DC appliances. Similarly, Togo’s Cizo programme provides border tax exemptions for SWPs from Off-Grid SolarTechnical Assistance & Capacity Building Rwanda eligible providers.”

International Renewable Energy Agency figures show that off-grid renewable energy provides electricity to more than 60-million people inAfrica. More than half use small solar lights and a quarter use solar home systems with the capacity to power lights, cellphones and radios.

After pandemic shocks, paygo firms’balance sheets are stabilising as demand rebounds.

“In WestAfrica, sales grew despite the Covid-19 pandemic. Strong growth in Nigeria is the driver behind this trend,” the World Bank said. “Similarly, although more nascent, key markets in CentralAfrica, such as Cameroon, have remained on a growth trajectory throughout the Covid-19 pandemic.”The World Bank forecasts that solar mini-grids will provide highquality uninterrupted electricity to nearly half a billion people in unpowered or underserved areas globally, by 2030. — bird story agency

Strike Action Ongoing at PMG Mine Postmasburg

Strike action is continuing at PMG mine in Postmasburg where workers are demanding a 10 percent wage increase along with a R1,000 monthly increase for cleaners, belt attendants and laboratory workers.

The striking workers are also demanding a R1,800 housing allowance and a R250 shift allowance.

Workers indicated that 39 employees were served with dismissal letters onTuesday, October 11.

National Union of Mineworkers (NUM) deputy regional chairperson Michael Phiri said

they had rejected the company’s offer of a 5.5 percent increase.

“There were no incidents reported as workers embarked on a peaceful, protected strike since Monday. Mass action will continue until our demands are met and no work will take place at the manganese mine,” said Phiri.

He added that they had referred three “unfair dismissal” cases to the Commission for Conciliation, Mediation andArbitration.

“The workers were dismissed after the company instructed them to find their own means of transport to and from work.This

follows an incident when one of the company’s buses was allegedly attacked by a taxi owner after the transport contract was terminated with the taxi association.”

Phiri explained that workers did not have access to safe and reliable transport.

“They were subjected to disciplinary processes, where three workers were dismissed for being absent from work.The workers’contracts stipulate that the company will provide workers with transport to work.”

According to correspondence, the company terminated the

transport contract with TsantsabaneTaxiAssociation following incidents of intimidation and threats to employees while company vehicles that were used to transport workers were blocked.

The company had, onAugust 29, advised workers that the provision of transportation services would be temporarily withdrawn.

It was indicated that it would not be viable to provide transportation as they had incurred significant expenses to procure the fleet as well as considerable losses to repair the damages.

Millions To Complete Abandoned Fraudulent Lottery-Funded Projects

Abandoned infrastructure projects funded by the National Lotteries Commission, including four old-age homes and a drug rehabilitation centre, will finally be completed, years after tens of millions of rands intended for their construction were looted.

The National Lotteries Commission (NLC) has allocated nearly R65-million to finish several multi-million rand infrastructure projects that were left incomplete after Lottery grants went missing.

These funds will be paid directly to the engineering firms commissioned by the NLC instead of the non-profit companies (NPCs) or non-profit organisations (NPOs) that were initially supposed to fund the projects.

Details of additional funding for the unfinished projects, which are all currently being investigated by the Special Investigating Unit (SIU) and the Hawks, are included in the NLC’s latest annual report, which was presented to Parliament by its new board last week.

Over R240-million, including the latest grants, has now been allocated for these projects in need of completion.

Most of these unfinished projects initially received “proactive” funding, which was at the heart of the looting of the Lottery and has now been suspended. Proactive funding allowed the NLC to identify projects to fund without first receiving an application, and to identify and appoint an NPC or NPO to run the project.This resulted in dodgy, often hijacked, NPCs or NPOs with no experience of construction being put in charge of multimillion rand projects which were never completed.

NLC spokesperson Ndivhuho Mafela told GroundUp that “the NLC took a decision to oversee the completion of these projects directly through its own panel of engineers.The Special Investigating Unit was engaged on completion of the projects and did not oppose such action.”

The additional funds were not paid to any of the non-profit

companies that were originally funded.The NLC’s annual report identifies the new funding with the names of the organisations originally funded, but this is only for reporting purposes.

Instead, the latest grants will be “controlled” by the engineers tasked with completing construction of the various projects.

Finishing the job

The unfinished projects which have received additional funding are:

Adrug rehabilitation centre in Kuruman in the Northern Cape, which will receive R14-million for its completion. Since 2016, Abrina, a non-profit company, has received R34.3-million from the NLC.Aforensic investigation found that only R5.3-million of the R22-million originally allocated was spent on the centre;

An old-age home in Dumbe, near Paulpietersburg in KwaZulu-Natal, which will receive R13-million for its completion.An NPC called Ubusu received a total of R36.8-million in grants to build this unfinished project;

An old-age home in Marapyane in Mpumalanga, which has now been allocated a further R11million to complete its construction. Matiene Community Centre, a Limpopo based NPO, was initially allocated R23.7-million. Some of the money intended for this project was used for the construction of ex-NLC chief operating officer Phillemon Letwaba’s house nearby;

An old-age home in North West, which has been allocated a further R8.9-million for its completion. WAR_RNA, a hijacked non-profit company, was given over R20-million in Lottery grants for this project; Adrug rehab in Soshanguve, which has been given an additional R8.6-million to complete construction of the facility. Zibsilor initially received over R20.7-million;

Acommunal or multi-sport centre in Storms River, originally funded as a “boxing arena”, which has been allocated an additional R4.3million. Nunnovation, a Gauteng-based NPO, was given almost R40-million to build the supposed boxing arena; and

R5-million in additional funds were allocated to an unknown project initially run by House of Mercy, one of several dodgy Lottery-funded non-profits run byTV pastor Joyline Josamu and members of her family and close associates. It has previously received R2.3million.

Beyond repair

The NLC has decided not to complete an old-age home in Maila Village in Limpopo, where Mushumo Ushavha Zwanda, a hijacked NPO, was used to steal millions of rands from the Lottery

Grants worth R27.4-million were used to begin building the old-age home, but the NLC decided that it is beyond repair When GroundUp visited the home earlier this year, the buildings were in a very poor state.There were no roofs, doors or windows, and the buildings had been abandoned to the elements and left to rot.

No additional funding was allocated for Denzhe Primary Care, a hijacked NPO, which received R27.5-million for the construction of a drug rehab near Pretoria. SkX estimated that only R4.8-million of this was spent on the rehab’s construction.

“House of Mercy and Denzhe are at the heart of the SIU investigation and we would like to await the outcome of that process,” said Mafela.

Reaction

Mat Cuthbert, the Democratic Alliance shadow minister for

Trade, Industry and Competition, who played a key role in Parliament in exposing the rot at the NLC, welcomed the decision to complete the projects.

“We are satisfied that [the NLC] took the appropriate steps to ensure that these organisations were not given the opportunity to misuse any more lottery funding and we are hopeful that the new leadership at the entity will continue to act prudently in this regard,” he said.

Cleaning up corruption

The NLC’s annual report should have been completed last year but was delayed due to misstatements and other issues found in the financial statements. It was finally completed in February this year, when theAuditor-General issued a qualified audit opinion, after extensive back-and-forth with the NLC, which had contested some of the findings.

Mafela told GroundUp that the NLC was in the process of placing Zibsilor, Matiene, Nunnovation, WAR_RNA, Abrina and Ubusu and their directors on its internal delinquency list so that no further funding would be advanced to these organisations or their directors.

“The NLC is currently reviewing all pro-actively funded projects for the 2021/22 financial year Any irregularities identified will be referred to law enforcement agencies and recovery of funds will ensue,” said Mafela.Groundup

What Is The Prohibited Conduct By The Employer When It Comes To An Employee’s Remuneration?

Section 34 describes deductions and other acts concerning remuneration and outlines that –

1)An employer may not make any deduction from an employee's remuneration unless- (a) subject to subsection (2), the employee in writing agrees to the deduction in respect of a debt specified in the agreement; or (b) the deduction is required or permitted in terms of a law, collective agreement, court order or arbitration award, the Act further provides that -

2)Adeduction in terms of subsection (1) (a) may be made to reimburse an employer for loss or damage

only if - (a) the loss or damage occurred in the course of employment and was due to the fault of the employee; (b) the employer has followed a fair procedure and has given the employee a reasonable opportunity to show why the deductions should not be made; (c) the total amount of the debt does not exceed the actual amount of the loss or damage; and (d) the total deductions from the employee's remuneration in terms of this subsection do not exceed one-quarter of the employee's remuneration in money

3)Adeduction in terms of subsection (1) (a) in respect of any goods purchased by the

employee must specify the nature and quantity of the goods.

4)An employer who deducts an amount from an employee's remuneration in terms of subsection (1) for payment to another person must pay the amount to the person in accordance with the time period and other requirements specified in the agreement, law, court order or arbitration award.

5)An employer may not require or permit an employee to- (a) repay any remuneration except for overpayments previously made by the employer resulting from an error in calculating the

employee's remuneration; or (b) acknowledge receipt of an amount greater than the remuneration actually received.

In essence hereof, it is vital that a written agreement make provision for such deductions from an employee’s remuneration, however in some prescribed circumstances this may not be required.

Hungry Lions Massive Cash Flow Problems R500 000 per month not enough...!!!

Hungry Lions coach Henry Basie has revealed that the club is struggling to make ends meet, so much so that they've had to scale down on meals and refreshments for their playing personnel. However, that has not derailed their progress in the Motsepe Foundation Championship.

The Northern Cape side are in their second season in the NFD, and have managed to throw their name in the hat of promotion candidates.They are currently in second place on the log with 22 points from 11 games.

Their most recent victory was 3-0 overTTM at the weekend.

The financial difficulties of running a fully-fledged professional club have caught up with Hungry Lions.

The R500 000 monthly grant that’s provided by the PSLhelps to a certain extent but it does not cover all the club's expenses.

“We are working on limited

resources. Last season we had the R1m from theABC Motsepe League and it helped us to survive.This season it was not there, so it is difficult,” said Basie.

“This season we are trying to stretch our budget. Sometimes we eat dinner late, around 8pm, so then in the morning we can skip breakfast and give the boys fruits, and have lunch. We are trying, with transport. We book two 22-seaters instead of a bus. We save that way.

“When we book at the hotel, we ask the players to take the water that they give them in the rooms, so we give them water before training and then they use the one from the hotel after training. Basie said the players understand the situation at the club and that has fuelled their desires to get promotion.

“It is tough.The players know that this is our reality. We try to make the players understand. We tell them not to compare themselves with their friends from the other clubs because we are not as fortunate as the other clubs,” he said.

“This is a promotion league. We have the ambition of getting promotion. We want promotion but it’s tough. We are better than we were last season. We learnt from last season and we are using that learning to get through the season,” Basie said.

Hy het toe Scotty the Blacksmith geword, wat gou tot Scotty Smith verkort is. Die “Scotty” was omdat hy ’n Skot was. Daar was baie stories oor hom, wat oor die jare sekerlik stertjies bygekry het. Maar die staaltjie van die dag toe hy ’n spog-hings by ’n vandisie in Kimberley gesteel het, is beslis die waarheid. Die bynaam, Robin Hood, het hy gekry omdat

Scotty Smith het byna twintig jaar lank tussen die Boesmans in die Kalahari gewoon. Hy was in ‘n stadium op die MOSTWANTED-lys die polisie in die Kaap, Griekwaland-Wes, én altwee die Boererepublieke, maar hulle kon hom nie vang nie. Een speurder wat hom wel in ’n stadium vasgetrek het, is deur Scotty oorrompel, waarna "Sergeant Scotty” toe met sy prisonier (die speurder) te perd na die polisiestasie in Kimberley gery het. Hier het hy die speurder, wat hy met groot fanfare as die skurk, Scotty Smith, uitgewys het, laat toesluit. Die man het glo ure lank gesukkel om die geregsdienaars te oortuig dat hy self ’n polisieman was.Teen daardie tyd was Scotty ver weg.

Scotty Smith beklee ’n beskeie plekkie in ons verlede. Maar hy verdien hierdie plek. Dit is karakters soos hy wat kleur aan ons geskiedenis gegee het.

Former Municipal Manager Arrested - R9 Million Pension Fund Fraud

The former municipal boss is currently the head of the Department of Public Works in the Northern Cape.

The SouthAfrican Municipal Workers’Union (Samwu) has welcomed the arrest of former Kai !Garib municipal manager Johnny Mackay for contravening the Pension FundsAct during his time in office.

Former municipal boss now head of public works Mackay, the now head of the Department of Public Works in the Northern Cape, was nabbed by the Upington based Hawks’Serious Commercial Crime Investigation unit on Friday morning.

According to the National ProsecutingAuthority (NPA)

spokesperson in the Northern Cape, Mojalefa Senokoatsane, the former municipal boss was handcuffed for crimes he committed between September 2021 and March 2022.

“It is alleged that the accused, as the accounting officer of the municipality and as the official responsible for the overall financial affairs of the institution, unlawfully, failed to pay in full the Consolidated Retirement Fund for Local Government (CRF).

“Namely: any contribution which, in terms of the rules of the fund, were deducted from employees remuneration and any contribution for which the employer was liable in terms of the rules of the fund,”

said Senokoatsane. Mackay made a brief appearance at the Upington Magistrate’s Court on the day of his arrest and made bail of R5 000. He is facing 271 counts of contravening the Pension FundsAct.

Conviction on the charges Senokoatsane said if Mackay is convicted, he could be fined any amount not exceeding R10 million or he could potentially face 10 years jail time or be sentenced to both.

He is scheduled for his second appearance on 25 November 2022. -iol

kon bult. ’n Noodvoertuig was ook op bystand en reëlings was getref met die plaaslike owerheid om die straat af te baken.

“Daar is ‘n negatiewe konotasie aan hierdie tipe sport en ons hoop om die wanpersepsie mettertyd reg te stel. Die “Show & Shine” was inderdaad ‘n familiedag waar oud en jonk kon saam kuier en jong kinders se liefde vir motors aangewakker was in ‘n veilige en gereguleerde omgewing,” sê Bezuidenhout.
