Foreign companies boasting of Guyana’s wealth while Guyanese struggle to feed their families

Despite the abundance of natural resources discovered in Guyana, especially with the onset of oil production activities in the Stabroek Block, Guyanese across thecountryhavebeenstrugglingto providefortheirfamilies.

More recently, the foreign multinationalcompanieshavebeen boasting of the value of Guyana’s resources and its potential to drive theirgrowth.Ontheotherhand,the quality of lives for Guyanese remain stagnant, while some fear thismayevenchangefortheworse in the coming days with Guyana now being ranked a high-income nation.

Publisher of Kaieteur News, Mr.GlennLallbelievesthetimeis ripe for citizens to take a stand against what he describes as the “reap, rape and robbery” of the country’s resources, with foreigners bagging the lion’s share of the profits from Guyana, while thecountryanditscitizensremains impoverished, turning to lending institutionsforassistance.

Lallina recentpublicmessage explained,“Inoneday,threewhite people boasting about Guyana’s wealthandwhatitmeansforthem.

ThespokeswomanforExxonMobil the largest oil company on earth, boasting to the world, that Guyana is the future for that company Whereisourfuture?Whoboasting for the Guyanese people, the ownersofthatoil?”

Hewentontopointoutthaton thatsameday,itwasreportedthata Canadian gold company, that just enteredGuyana,toldtheirinvestors that the country has favourable mining laws, backed by a supportive government The businessman pointedly noted that this means the companies are allowed to do as they please on Guyana’smineral-richlandsasthe government is supportive of that. To this end, he asked, “Who is supporting you with your grocery bills?”

A third foreign company, as publishedinKaieteurNewsonJuly 27, 2023 said it was grateful to Guyana for contributing to its significant profits in 2023, despite the drop in oil prices. It was Hess Corporation, a 30 percent stakeholderintheoilrichStabroek B l o c k t h a t m a d e t h e pronouncement.

Lall responded, “Who is

boasting about Guyana share of profits in 2023?” He said the Oppositionpartiesandgovernment are boasting about paying US$150 million in 2022 to service the country’s US$3 billion debt. The newspaper Publisher was keen to note that of the US$150 million paid last year, a whopping US$44

million alone was interest payments.

In this regard, he reasoned, “Our wealth is disappearing in the US billions, your gold, your diamond going out, your timber, yourmanganese,yourbauxite,and now your oil by the shiploads and plane loads weekly.” At the same

time, he highlighted that “three quarter of our citizens can’t buy a pound of chicken to eat, or a tin of milktofeedtheirbaby.”

Guyanese join a line to receive aid from a donor organization in Guyana

ExxonMobil is gearing uptoexplorekeywellsinthe Fangtooth area of the Stabroek Block, before the endofthisyear,accordingto Greg Hill, Chief Operating Officer and President of Hess Corporation The American company is ExxonMobil’s partner, alongsideCNOOC.

Hill disclosed the company’s plans to drill the Basher-1 well, a deep prospect approximately seven miles west of Fangtooth-1,theLancetfish1 well situated around two miles southwest of Fangtooth-1, and the Lancetfish-2 appraisal well inthesamearea.

UgandanPresidentcallsforendto ‘moderndayslavery’inAfrica

While Lall has been leading the charge locally for Guyana to benefit more from its natural resources, leaders on the African Continent too have been taking a stand against the exploitation of its resources, demanding it be paid more to feed their people.

Recently, the President of Uganda, Yoweri Kaguta Museveni during a high level meetingwiththeRussianPresident,Vladimir Putin and other Heads of States pointed out that while Africa is paid US$2.5 for a kilogram of coffee, the product is refined outsideofhiscountryandisresoldatUS$40 perkilogram.

ThePresidentsaid,“TheGlobalvalueof coffee businesses is currently is US$460 billion,thisisthevalueofcoffeeintheworld,

howeverallthecoffeeproducingcountriesin theworld-Africa,Brazil,Colombia,Vietnam takeonlyUS$25billionoutofthis.”

President Museveni was keen to note that Africa’s share is US$2.5 billion of the US$460billion,withUgandatakingUS$800 million. On the other hand, he highlighted that Germany, a known coffee producing country earns US$6.58 billion from its coffee, or more than all the African coffee producingcountries.

Accordingtohim,“Thisispartofmodern slavery, this is the modern slavery,” as he went on explain the cause of the issue. Museveni noted that Africa is being locked into, and is more so locking itself into producingalltherawmaterialsinagriculture, minerals, etcetera all to the detriment of its economy

The room was notably uncomfortable as hedescribedthesituationas“thehemorrhage thathasstuntedAfrica’sgrowth.”

He explained that there are other instances where this was occurring as he noted if this is addressed; Africa’s food problem too could also be partially addressed.

John Hess, CEO of Hess Corporation, has detailed how the pandemic restrictions affected the mobility of workers and the operation of three explorationrigs,leadingtoa temporary pause in explorationdrilling.

Emancipate the mind, free the fate

HistorytellsusthatslaveryofficiallyendedintheBritish West Indies almost two centuries ago. Slavery also officiallybecameathingofthepastinAmerica,thelandof thefreeandwhereallmenarecreatedequal,over150years ago. But,unofficiallyandunderthecoverofthechainsof sanctityofcontract,Guyaneselivewithanewslaveryatthe hands of the Americans, with able assistance from the British,andotherpowersintheEuropeanUnion,onceslave mastersthemselvesrighthereandinAfrica.

Indentureship is no longer an official practice of foreigners in Guyana, but the reality of the local environmentisofsomanyintheGuyanesepopulation,who existinastateofserfdom,asiftheyarestillonplantations and estates (and slums), but ones that are national in scale. ThoughthebodiesofmenandwomeninGuyanamaynotbe physicallytrappedinchains,themindsoftoomanyinlocal societyaretoocravenincrassprostrationbeforethosewho comeherewithacovetousgleamintheireyesforourwealth.

Asmodernasthe21stcenturymaybeclaimedtobe,with menmorecivilizedandconsciousoftherightsofman,and the brotherhood that goes with those, there are still these ancient impulses and practices. Like the impulse toward casting greed-filled eyes and calculations, towards the prosperous potentials, from the patrimony of others. They thencomeandtakeitforthemselves,whilemakingagreat, big commotion about giving fake dog bones and the occasionalmilkbonestokeepthedogsquiet. Inthedaysof slavery, those bones went by the names of baubles, and trinkets, and booze to those who sold their own people out for a joke, and the scornful company of assorted pirates, pillagers,andpredators.

ItwasgoldandlandinthetimeoftheNativeAmerican Indians. Itwasfreepeopleshackledinironsandshippedina harrowingjourneyacrosstheoceantoalifeofbondage,and asinanimateproperty,notevenasprizedasfarmlivestockor horseracing stock. There was India and Central and South America, where the lust for rich minerals drove men to engageingenocideofwholepeoples,andtheplunderingof theirrichcivilizations. InGuyana,thereisouroil,andtoa lesserdegreeourgoldandtherestoftheotherriches.

The Guyanese people have oil in bulk, and they live in thechainsofsanctityofcontract,andtriballeaderswhosell them out for a small bag of dogfood, which both exploiter and betrayers celebrate. There is no Lincolnesque Emancipation Proclamation on the horizon for Guyanese. Guyanesehavetofreethemselves. Onthisoccasion,thereis noSlaveryAbolitionActinthecardstofreeGuyanesefrom their legal and leadership captivity, from their heinous American corporate captivity Guyanese have to free themselves;eithertheyriseupanddosothemselves,orthey doomthemselvestogenerationsofslavery,liketheAfricans in America (and here), like the Indians in India (and right here).

Guyanese have to free their minds first: the foreign exploiterisneithertheirsuperiornortheirfriend,andsoalso are their own tribal leaders. Guyanese have to clear their headsofalltheswillandfilthfedtothem,sothattheirhearts can be steeled to stand up for themselves, free themselves fromthiscripplingbondage. And,Guyaneseofallwalksof life,ofeveryshadeofcolor,mustshakeoffthechainsaround their souls and give their foreign captors the back of their hand, the tip of their boot. Guyanese have to emancipate themselves, starting with their minds, for nobody else will doitforthem. Guyanesemustemancipatethemselvesfirst from those in their midst who trick them, and barter their birthright for a bowl of black tea, and cake blackened by leadershiprottenness.

Contract and contractors and conspirators must all be freed from, and proven methods must be explored to make suchpossible. Anationalmentalityofnon-cooperation,the power of passive resistance, must become the norm. Guyanese:riseup,standup,liftup.

Mental health negatives being countered by Government

DEAREDITOR, Mental Health is getting deserved attention in Guyana and I know this is takingalotofeffortfromthe MinistryofHealth.

In fact, a mere cursory readingwillshowthatthere are greatest challenges in dealing with mental health issues, namely, Associated Stigma, Access to Resources, Lack of Knowledge, Inertia, Unhelpful Coping Mechanisms, Stereo-typing, andevenLackofEmpathy

Thebottom-lineforme, and I guess the People’s Progressive Party/Civic Government is that mental illnesses and patients must behandledwithdignity

Editor, I note that the Health Minister, Dr Frank Anthony, echoed that which is very vital, stating that “Our job is not to keep people institutionalised” He detailed that “… patients s h o u l d n o t b e institutionalised for a long periodoftime,butrather,be treatedanddischarged.”And whynot?

In this day, it is well established that with early

and consistent treatment, people with serious mental illnesses can manage their conditions, overcome challenges, and lead meaningful, productive lives. Mental illnesses are disorders that affect a person’s thinking, mood, and/or behaviour, and they can range from mild to severe.

This clearly shows that those, or most, with mental issues, can still live, and shouldbeallowedaplaceof normalcy in the society, whether at work, school or home.

For those of us following this particular stand from the Ministry of Health, we know that the Minister of Health, on the occasion of a Guyana Police Force symposium, was speaking on mental health as a public safety issue, held under the theme, “Improving Police Performance Through Stakeholder’s Approach ” He reminded the audience that mental health legislation has been upgraded to adopt modern mentalhealthpractices.

Accordingtohim,“How we practice psychiatry now is much different from the waywedidyearsago.

Today, our job is not to k e e p p e o p l e institutionalised; the idea is totreatandreturnpatientsto theirhomes.”

The reason, as I mentioned before is that “ modern psychology sees acute episodes in patients, which when treated,causedstabilisation, resultinginatimelyreturnof patientstotheirfamilies(and placesofstudyandwork).

The trend now in Guyana is that “We are no longer keeping patients for an extensive time in our institution

The practice of psychiatry is changing, and these are the international normsweareembracingand adoptinginGuyana.”

For those who may be skeptics, the reality is that it is quite possible to recover from mental health

problems, and many people do after accessing support

For sure, symptoms may return from time to time, but when discovered, there are techniques and treatments fully tested and available.

Let me join the Minister Anthony in imploring the public that training programmes are available through the World Health Organisation (WHO) to better improve mental healthpractices.

AndwheretheMinistry of Health is concerned, there are some 16 psychiatrists, and a postgraduate programme, providing training to psychiatrists as they respond to the needs of patients

Of course, the whole thing is an everprogressing outlook, and I am very optimistic that panic, stereo-typing and stigmatising mental health issues, and those affected by them will recede in the nearfuture.

The recent saga of a video followed by the arrest of the accused Former Minister of Public Infrastructure and AFC parliamentarian the Hon David Patterson of indecent exposure in the publicreekstomfooleryeven in my nonpartisan capacity This effort to distract the Guyanese public from the cover up of the alleged rape performed by the former Minister of Local Government and Regional Development will not go away without justice for members of the indigenous community

themselves publicly in the corners of roadways and alleys. While it is not a civilized form of public convenience, it has become part of the bathroom culture of which members of the current government can alludeto.

allegations of rape to resign immediately f o l l o w e d b y a n investigation in which the director of public prosecutions (DPP) acting professionally and laying charges based on the alleged rapist under the premise of having an underage teenager in his private home and his efforts in the aftermath to obstructjustice.

ThePresidentwhoprides himself in “One Guyana” ought to know that we have always been “One People, One Nation and One Destiny” but political entities as the one he leads tends to use racial manipulation and party politics to suppress and disenfranchise members of the opposition and their associates while enriching their friends and family circles.

This implies “One Guyana” for a particular assortmentofpeople.

Emancipation vs freedom

On Tuesday we will observe “Emancipation Day” to commemorate that inaugural event of our country’s history: the emancipation of enslaved Africans on August 1st, 1838. On 28 August 1833, the Slavery Abolition Act hadbeengivenRoyalAssent to come into force on 1 August1834.Assuchitwas not unreasonable that in Essequibo, Damon led a rebellion of hundreds when theywereinformedtheyhad to continue working for another four years under the sameconditionsof“nopay”, as “apprentices”. The full title of Act, however, revealed the sly caveats that madeamockeryoftheword “emancipation” and freedom:

“An Act for the Abolition of SlaverythroughouttheBritish Colonies; for promoting the Industry of the manumitted Slaves; and for compensating thePersonshithertoentitledto the Services of such Slaves”

Thesocalled“apprenticeship” period was hypocritically not for extracting another four years of free labour, but for “promotingtheindustryofthe freedslaves”

The ‘Anti-Slavery Society’, formed in 1823 was led by William Wilberforce who had argued:‘Tograntfreedomto (the slaves) immediately would be to insure not only their masters’ruin, but their own.

They must (first) be trained and educated for freedom.’This“trainingand education” was to be channelled through the Christian Churches, which focused on creating individuals who would act “properly”. This meant an acceptance of the stratification system

justifiedbythe“GreatChain ofBeing”,withaWhiteGod inheavenrepresentedbyhis white son Jesus on earth, followed by white Angels also in heaven followed by humans, with Whites at the apex and Blacks/Africans at thebottom.

Thecategoryof“race”had been created to justify

enslavementofAfricans,who had been defined as bereft of souls.Othernon-whitegroups were placed in intermediate positions between White and BlackastheEuropeansrulers saw fit. After the wholesale rape of enslaved African women by Whites on West Indian plantations, a new Colouredstratumwascreated hereandgivenanintermediate positionaboveAfricans After emancipation, “marrying up” meantmarryingsomeonewith a “fairer” complexion but since the offsprings’ phenotype could veer randomly towards “Black”, this precipitated a deep schizophreniainthatgroup.

Wilberforce’s “training and education for freedom” is the key point we should reflect on this Emancipation Day: the assumption by the White establishment, including the anti-slavery movement that the formerly enslaved workers were incapable of making responsible decisions in a “cash-based” economy and had to be tutored into its ways Never mind that during slavery, the enslaved Africans had reared livestock, cultivated provisions and vegetables and sold them in Sunday Markets.

Asamatteroffact,even though the status quo was supposed to remain in place post 1834, with the freed Africans allowed to earn wagesaftercompletingtheir daily tasks, it was the manager’s killing of the workers’ pigs that pushed Damon and his colleagues overthebrinktorebel.

The Churches were funded by the state to first establish schools in the villages that the Africans spontaneously founded after 1838

They focused on creating “BlackEnglishmen”alongthe lines of the Thomas Macaulay’s“MinuteonIndian

Education” to the Indian Parliament in 1835. This outlined how “Brown Englishmen” were to be createdtoservetheinterestof theColonialpower.

There was nothing but superstition in local knowledgeandculture,which was to be wiped out Not coincidentally, Thomas Macaulaywasthesonofthe slavery-abolitionist Zachary Macaulay

Queens College, founded in 1844, which eventually accepted Coloureds and Africans, epitomized that pattern of transmitting the European hegemony

Because of the cruelties inflicted on Africans during slavery the planters were convinced that after emancipation, retribution would become the order of thenewday

TheGuyanaPoliceForce was therefore organized by 1838 but its launch was delayedforoneyearwhenit was decided to model it not on the unarmed London Metropoliton “Bobbies” but on the armed Irish Constabulary that was organized as a pacification Force. Police Stations were soon established near the newvillagesandmannedby immigrant Barbadian recruits withWhite officers: thelocalswerenottrustedto discipline their “matties”. Our centralized and authoritarian police culture was inculcated from its beginning.

We need to appreciate HannaArendt’sobservation: “…liberation may be the conditionoffreedom,butby n o m e a n s l e a d s automatically to it”. The formal and informal institutions and structures implicitinthementalchains of our “education” need reexamination.

New radiation safety, foreign reciprocal judgment bills set to be made law

In a bid to regulate and promotethesafeandpeaceful use of ionising radiation, the RadiationSafetyandSecurity Amendment Bill 2022 has passed in the National Assembly with unanimous support. The bill was first read in April 2022 and referred to a

SpecialSelectCommitteefor furtherreview Minister of Health, Dr FrankAnthony,presentedthe bill for its second reading, noting that it provides the legal framework to promote safe,secureandpeacefuluse of ionising radiation, and to protect persons and the

environment against the harmful effects of radioactivewaste.

The bill recognises the benefits of ionising radiation in various fields, such as health, energy, agriculture, and industry, but also acknowledgestheimportance of regulating this usage to

protect individuals, society, andtheenvironment.

According to the legislation, the board must consist of representatives from various public and private sector agencies, such as the Guyana Revenue Authority, the Ministry of Health, the Environmental

Protection Agency, and the Ministry of Labour This diverse makeup highlights the array of issues the legislation attempts to address, and the widespread impact its implementation willhaveonsociety

With an ongoing explosion of the country’s diagnostic capabilities, the healthministerstressedthatit is also imperative that the country formulates a framework for regulation of ionisingradiation.

The Health Minister, “To ensure that the objectives of this bill are achieved, an independent regulatory authority, called the RadiationSafetyandSecurity Board, will be established. The board collaborated with relevant government agencies to ensure that activities and practices involving the uses of ionising radiation and nuclear energy are used in Guyana for only peaceful purposes.”

“This is the first time in ourcountrythatwehavenow put together legislation to govern the use of ionising radiation So, this is a landmarkpieceoflegislation that will help to keep the people of Guyana safe, and that we will use ionising radiation for the benefit of people,”Dr Anthonysaid.

The Attorney General (AG)stressedtheneedforan accommodating legislative framework to support international relations, especially against the backdrop of Guyana’s growing economy, boosted bytheburgeoningoilandgas sector

The AG also highlighted

the principle of sovereignty, which dictates that a judgement delivered in one country cannot, in the absence of international agreement, have a direct operation in another This principle, he said, creates barriers to international trade, and this is where the Foreign Judgements Bill comes in, to promote improved international relations.

“This bill is part of that menuofmodernlawsthatare necessary for economic development and foreign investment,”hesaid

The legislation will also allow for cheaper and more efficient litigation since it removes the need for relitigating in foreign countries

“Litigation in any part of the world is expensive, protracted and timeconsuming Intheend,every litigantexpectsthefruitofthe litigation, not only to be efficacious but also effectivelyenforceableasfar andaswideaspossible.This billguaranteesexactlythat,” AGNandlallexplained.

Moreover, he clarified that the principle of reciprocity dictates that the judgments applied in one country will be applied in foreigncountriesinthesame manner

A fairer distribution of revenue from natural resources will mean that every Guyanese can benefit from a cheque every month inthepost.Itwillalsomean better education and healthcare for our people. By staying at home on this day,citizenssendapowerful message to the government and foreign companies that they demand an end to the exploitation and wish for a moreequitablesharingofthe nation’swealth.

My problem, my bodily ache, is that there is this reality of Guyanese in oil Guyana. Hungry Guyanese at the bottom, worrying about bills and making the mortgage. Goosestepping Guyanese leaders, marching smartly to the dictates of foreign saboteurs of the nationalpromise.

Kowtowing Guyanese, at the behest of political leaders, slobbering and surrendering to the commands of any foreign Ally,Anthony, orAnne, and their practiced gospels that make sausages of citizens massed at the bottom of this poor country In a recent articleonsexualexploitation in the mining area of Mahdia, the Wall Street Journal still found it appropriate to pin the label of “impoverished” on Guyana. Wearetherichest, but still among the poorest, in this baffling irony of ironies.

Guyanese, where is the spine? What happened to

the blood of warriors that flowed to and from the chambersoftheheart? Or,is it, as said, only the sick and the weak were left when the boats finally touched down here? Another seasoned designer, which goes by the nickname Rasta Junior, said he has been doing such craft for over 24 years, and craft is a skill that shouldbewellrecognized.Hisdisplay consisted of unique designs with a variety of pattern. Fifteen teachers from Regions One, Four, Six and Nine completedtheDramaTeachersWorkshop2023onFriday

Theannualprogrammewasheldincollaborationwiththe NationalSchoolofTheatreArtsandDrama(NSTAD).

Over the last two weeks, Theatre Arts teachers were exposedtostorytelling,costumeanddesigning,playmaking, pedagogyofDramaandSchoolBasedAssessmentresearch.

DramaSpecialistattheMinistry’sUnitofAlliedArts,Ms. Lavonne George, stated that the aim of the programme is to equip Theatre Art teachers with the necessary skills to enhance their delivery of lessons in the subject area to their students.

Director of the National School of Theatre Arts and Drama,Mr AlCreightonsaidparticipatingteacherswillgain credits towards the Creative Arts Institute’s Diploma in TheatreArts.

On Friday, the curtains came down on the programme. The closing included performances by the teachers in Storytelling,StickFighting,WakeandKuminaculturalform.

Oil and gas company, TechnipFMC has boosted its 2023 outlook for subsea orders to US$9 billion. The company reported a loss in the second quarter of 2023, which it said was caused by aftertax charges and credits. However, the oilfield services heavyweight revealed strong subsea orders pushedbynewcontractsinGuyana andBrazil.

Doug Pferdehirt, Chair and Chief Executive Officer (CEO) of TechnipFMC, stated, “Our second quarter results reflect both strong operational performance and continueddeliveryonourfinancial commitments.”

Pferdehirt continued that subsea inbound orders of US$4.1 billionwereexceptionallystrongin theperiod,ApriltoJune2023.

Subsea orders included six integrated projects, including the direct award of the company’s largest integrated engineering, procurement, construction and installation (iEPCI™) to date, a contract from Equinor for the development in Brazil This contractislabeledasa“major”and issaidtobeworthmorethanUS$1 billion.

Another contract is the

To face TT counterparts in a four-match series -TheGuyanaNationalU13team.

The Guyana under-13 team left yesterday morning for Trinidad and Tobago (TT) for the second annual Goodwill Bilateral Series between Guyana and TT schedule for July 30, to August9,2023.

The Goodwill Bilateral Series is an arrangement betweenGCBPresidentand TrinidadandTobagoCricket Board President Azim Bassarath where the two countries will engage in an annual series, an agreement whichbeganlastyearwhenTT visited Guyana in December

TheintroductionoftheUnder13agegroupcricketispartof the Guyana Cricket Board’s five-year strategic plan set in

2021 by the present administration in which some of the objectives include exposing young cricketers to playingagainstothercountries, playing in different countries where conditions can pose a different challenge, which, of

course, serves to develop playersskillsatthegrassroot level.

The team left Guyana at 05:00 hours yesterday, July 30 and will play the first of the four-match series on August 2 with the second,

third and fourth match on August 4, 6 and 8 respectively All matches will be played at the Brian Lara Stadium and will be livestreamed.
