Locally, the story of Culligan Water is woven into the fabric of the community. About 70 years ago, Charles Keppler, Sr. founded the independently owned and operated Culligan Water dealership in Akron, NY. Three of his sons joined him and they also added the water bottling plant, which is where the Lima office gets their five-gallon jugs to this day.

About 40 years ago, they expanded and acquired the Lima office at 1240 Rochester St. The Lima office is now run by Charles’ son Peter, and grandson, Jason. Peter is semi-retired but comes into the office from time to time. Jason is Vice President and manages a bit of everything and anything needed. He is often in the field taking care of customers. His wife, Nicole, helps manage the business’ general and accounting operations. Their phenomenal team helps service customers from the office or out in the field.

The Keppler family’s dedication is evident in every aspect of their operations. The team at the Lima office is driven by a passion for providing the Finger Lakes and southern Rochester areas with expert water solutions.

At Culligan, they take pride in the longevity of their products. Some of their water softeners have been serving customers faithfully for over 40 years, a testament to their durability. Jason says his favorite part of working at Culligan has been working alongside his grandfather as a child and his father as a young adult, learning appreciation for water and the necessity of taking care of people.

Veteran Services Agency of Livingston County

A lifeline for veterans and their families

For Veterans, the Livingston County Veteran Services Agency (LCVSA) has become a trusted resource and advocate, bridging gaps between former service members and the benefits and services they earned through their service. This small but dedicated current team of five, veterans from the Army, Navy and Air Force, exemplifies a commitment to uplifting fellow veterans by helping them access essential benefits.

The Mission: Accredited Veterans Serving Veterans

The LCVSA has a mission to provide entitlement information and advocacy assistance to local veterans, active military, reservists, National Guard personnel, and their dependents in matters relating to veterans’ law. The Veteran Services Agency (VSA) is not the Department of Veteran Affairs (DVA), but recognized under federal law by the DVA to provide legal representation. By virtue of accreditation, the LCVSA has access to a nationwide network of accredited representatives who are able to provide expanded assistance, even as representatives before the Board of Veterans’ Appeals in Washington D.C. or Buffalo via optional remote connect through the local office.

This representation establishes a “client-attorney relationship” with the same implied obligations as an attorney, but at no cost. All services provided are free and all federal monetary benefits awarded are tax-free dollars back to the veteran or veteran’s beneficiary. The VSA approach aims to reach veterans not just in times of crisis, but with consistent, accessible, and inclusive support.

A Community of Support

The VSA currently serves about 2,300 veterans in Livingston County, almost half the county’s veteran population. Every veteran family is encouraged to reach out to research any entitled benefits. The office is committed to providing the highest level of service within the limits of available resources. To maintain excellence, through continuous training and retraining, expertise is enhanced. Skilled counseling and claims development is fully realized by that commitment to the continuing education of service officers. Through its proactive, veteran-centered approach, the VSA offers more than information. It provides camaraderie and support for veterans who may otherwise feel isolated or unsupported. The hallmark of personal integrity, perseverance, and veteran peer-to-peer support leads to success. For those unfamiliar with the agency, scheduling an appointment could open opportunities and provide relief.

Bridging Knowledge Gaps and Dispelling Myths

Despite available services, many county veterans are unaware of benefits they qualify for at the federal, state, and local level. For instance, under New York State tax exemption, all veterans who own property are eligible for a tax reduction and most can receive a veteran break in school tax, in addition to STAR or Enhanced STAR exemptions. Property tax exemptions have a firm deadline of March 1st each year.

Many surviving spouses are unsure what happens to a benefit when a veteran passes. Contrary to common

belief, benefits often increase in such situations such as with property tax exemption, which can make a substantial difference in the lives of grieving families.

Many veterans avoid pursuing benefits or VA Healthcare because they do not want to take away from another veteran “worse off” than themselves, but factually the opposite occurs. Not engaging in VA benefits or healthcare negatively impacts your fellow veteran. Allocated funding / services (especially VA healthcare) are based on eligible veterans to number of veterans utilizing such services. Veterans enrolled in VA Healthcare can pick and choose what they want to utilize the VA for and do not have to give up any medical provider they currently have. Additionally, enrolled veterans in VA Healthcare receive up to three visits to Urgent Care paid for by the VA annually and there are no co-pays no matter your insurance coverage.

Did You Know?

The SFC Heath Robinson Honoring our Promise to Address Comprehensive Toxics Act, known as the PACT Act, of 2022 is the largest change in over 30 years for veteran benefits. This act is about toxic exposures and continues to change. Veterans denied ANY benefit(s) in the past who have not revisited benefits since passing the law on August 10, 2022 should reengage. This includes surviving spouses who may now be entitled tax-free survivor pensions if the veteran succumbed to a military service-connected illness even though denied by the VA in the past.

Special Initiatives

The LCVSA is home to nationally recognized Operation Green Light, a recognition program to honor veterans. Nationally, Operation Green Light is recognized the week leading up to or week of Veterans Day, encouraging local government, townships, small businesses, communities, and residents to put out a green light to shine on veteran support and advocacy. In Livingston County, Operation Green Light runs from mid-October through November to honor veterans. In 2025, Livingston County will celebrate its 5th Anniversary as the County Courthouse was first lit green in 2021. The rest of New York State and the country will celebrate their 5th Anniversary in 2026.

Proudly initiated by the LCVSA is the Livingston County Veteran Monument in Mt Morris, a unique 250 metal poppy monument made by veterans and families for veterans to respect and honor LIVINGston Veterans.

In spring 2025, the Livingston County Veteran Tranquil Trail will open as an interactive mindfulness trail for veterans and families to promote mindful practices and supportive resources.

Promoting tourism in Livingston County

Visit Livingston County (LivCo) is the official tourism promotion agency for Livingston County. Their mission is to drive economic growth through travel and increase the annual visitors and number of overnights in the county.

Visit LivCo tells the story of the Genesee River Valley, an area rich with history, culture, and natural resources. They help visitors create an incredible getaway that leaves them excited to come back for more. They also make it easy for locals to find the best of what this region has to offer. Throughout the year, keep an eye out for seasonal guides at local stores and restaurants. These guides pair content-rich articles with inspiring photography to inform you of what’s going on in the area.

In 2024, they released their new Visit LivCo smartphone app, now available for both iOS and Android-powered devices. The free application was designed to transform the way visitors explore and experience the Genesee River Valley. It offers a range of convenient features to help travelers plan and enjoy their perfect Livingston County vacation or weekend getaway, including:

• Event Calendar: Stay up-to-date with upcoming events throughout the area.

• Explore Local Food Options: Select your town and the app presents nearby food options, including each establishment’s website, phone, and location on a map.

• Custom Plans: Select your interests – from food and lodging to events and activities – and let the app do the rest. It automatically creates a customized trip itinerary, complete with the best route to take, turn-by-turn navigation, duration estimates, and total mileage. The app even lets users toggle between vehicle or walking for their transportation preference and provides custom directions for each.

• Curated Itineraries: Enjoy a few beverages on the LivCo Libation Loop, take in some building-sized artwork with the Murals of LivCo, or explore the many Fairy Doors of Dansville. The app lets users pick and choose between ten or more stops on each of these custom-built itineraries to create an unforgettable day in Livingston County.
