These six new hospitals, at an approx imate cost of $28.5 billion, are part of the government’s plan to enhance the quality of health care across the country and will be built at Anna Regina, De Kinderen, Diamond, Enmore, Bath Settlement and Skeldon. The hospitals will be equipped with modern facilities. One benefit of such a development is that it will put less pressure on the main referral hospitals, in particular the Georgetown Public Hospital Corpora tion (GPHC), and, at the same time, ease the inconvenience faced by patients in rural communities.ThePPP/C administration is doing a good job in terms of putting the physical and human infrastructure in place to upgrade

Glenn Lall had been looking forward to this long-awaited debate. The challenge was accepted by Jagdeo, and when the final bell rang, the decision was unambiguous. Glenn Lall could not sustain any of the claims he normally makes on his radio show, most of them repeated during the encounter with the Vice-President. At the end of it all, the only measure of indemnification Mr. Lall could muster was to declare – “I stand my ground”. But then again, there was no ground.

The real-time monitoring fiasco for Glenn Lall is actually the result of an even more con sequential error for the Kaieteur News radio show host. Mr. Lall did not know that Guyana is not a co-owner of EEPGL. It appears that all this while, meaning during his endless campaign against the PPP/C, he assumed, in simple language, that Guyana owned half the oil industry. Doubtless, it is this elementary error that pushed him into insisting on “re al-time monitoring.”

His mantra is simple and has easily found favour with anyone who cares to emotionally vent against abstract domination. Facts and empirics are irrelevant. The mere rhetorical performance of anti-oppression is sufficient to establish credibility, groundedness, and legitimacy. Lall wants the oil contracts to be re-negotiat ed. Though a noble sentiment, we all know it can’t be Vice-Presidentdone.

Jagdeo explained to Glenn that the stability clauses in the contracts cannot be tinkered with because it would send a bad message to investors. That said, Guyana took significant redemptive steps to get more out of the existing contracts, most

Okay, let us move on.

Lall posed the question to Jagdeo on the monitoring of the oil companies in Guyana, and the former insisted that Guyana should monitor the companies in “real time-” mean ing that as events within the oil companies unfold or occur. I was shocked that GL appeared not to understand how oil compa nies are monitored or audited. Monitoring of oil companies in Guyana could only be monitored and audited after certain financial events occurred (post-expenditure), say, for example, if an oil company subcontracts to another company that led to a wanton wastage of finances.

Guyana can only monitor or prevent this from happening if Guyana is a co-partner. Guyana is not a co-partner in the ownership of how oil is extracted. Guyana has allowed oil companies to invest in the country with the expectation to receive revenues based on a contract with multiple clauses, which, again, are not favourable to Guyana. Monitoring and auditing of oil companies occur once a year, not in real time, but in the post-expenditure period.The question about taxes was asked, and we know that oil companies in Guyana do not pay corporate taxes, another sore area in the signed contract. This is an area where GL appeared not to understand. As I understand it, a liability clause in the contract does not give Guyana the “freedom” to change the taxes, say, for example, to introduce windfall taxes or pay taxes like in the United States. In the US, the oil companies pay taxes to the government and they are not bound by liabil ity clauses. The reverse is the case in Guyana because the oil companies are foreign inves tors. On moral grounds, the oil companies should pay their fair share of taxes to Guyana like they do in the US. This is a pipe dream on my part.

That ceiling, which is 75 per cent, is why Guyana has earned more than US$1 billion even though there are still costs to recover. While there are still costs to recover, the average government take will generally be around 52 per cent of profits or 14.5 per cent of overall revenues. Once all or most of the costs are recovered, Guyana’s share of the revenues will increase from 14.5 per cent toward 52 per cent as almost all the revenues will be profits except for operating costs.

These costs are also closely audited to ensure that there is no padding of expenses or frivolous spending. In May, the Ministry of Natural Resources signed a contract with a consortium of local companies to conduct a cost recovery audit of ExxonMobil Guy ana’s 2018 to 2020 expenses. This audit is expected to be completed sometime this month.Once the audits are completed, they’ll be made public and submitted to the Audi tor General’s Office for public inspection.

A transparent and diligent auditing process is yet another important element in dispelling any myths or lingering doubts about Guyana’s fortunes and the contract terms.

WITH more than two years of oil pro duction under its belt, Guyana is well poised to continue to reap the benefits of steady and sustained investment in the sector. There are still, however, misconceptions around the terms of the Stabroek Block Production Sharing Agreement (PSA).

The contract terms, especially those dealing with profit share, royalties, and cost recovery are often misunderstood or even misrepresented to advance the narrative that Guyana is getting a bad deal.

Contract structures could be very differ ent around the world. Most deals are either “profit-and-royalty” deals like Guyana’s or “tax-and-royalty” deals like those used by the US and UK. Deals that have high royalties and where companies pay income taxes as part of deals do not normally split profits, while countries that tax operations heavily normally receive lower royalties and no share of profits. Both types nor mally include cost recovery, which is a standard factor of oil and gas contracts and a common feature of business deals around the Thisworld.mechanism allows stakeholders to an oil and gas project to recover most of the startup and development capital and op erating costs out of a specified percentage of production. Through this mechanism, oil and gas companies could recoup some of the costs of their investments once the revenues start rolling in. This is not money that Guyana owes to companies. In fact, it’s more accurate to say that this is money that the oil companies owe to their own lenders.Even

To date, this is the case for other blocks in Guyana though future production is still possible in some cases.
