TRAGEDY struck a recently married couple, on Tuesday, when the car they were in ended up in a horrif ic accident which left Beeshan Dhoray called “Lako” dead and his wife critically injured. The accident oc curred at Bath Settle ment Pubic Road, West Coast Berbice (WCB) at approximately 15:30 hrs. Aside from Dhoray, a 23-year-old resident of Queens, New York, his wife Viroshni Per saud called “Roshni”, 19, sustained serious injuries and is presently hospitalised along with Dhoray’s cousin, No vashkar Sahadeo, 26, the driver of the motorcar. Another relative, Ra mona Ramotalli, who was an occupant of the vehicle received minor injuries and was treated at the hospital and sent away.According to infor mation reaching this newspaper, the new lyweds were return ing from Georgetown in motorcar car PTT 7600 when it collided with motorcar HC 7356 which was driven by William Darenne. Both cars were re portedly proceeding east along the northern side of the road, when the car transporting the couple, attempted to overtake the other which was in the process of turning south across the road. Sahadeo collided with the right-side front bumper of the hire car and lost control of his vehicle which spun sev eral times before col liding with a light pole on the northern side of the road and a concrete fence.The occupants of the car were picked up and rushed to the Fort Wel lington Hospital where Dhoray was pronounced dead on arrival. THE recent appointments of the Chairman of the Police Service Commis sion (PSC) and the In tegrity Commission by President, Dr Irfaan Ali were declared as lawful on Tuesday by Chief Justice (ag), Roxane George after a failed attempt by the A Partnership for Nation al Unity + Alliance For change (APNU+AFC) to declare those appoint ments null and void. The Chief Justice made this ruling virtually reflect ing yet another legal defeat for the political opposition which has lobbed several challenges to constitutional bodies.Opposition Leader, Au brey Norton, had moved to the high court to quash the appointment of the PSC Chairman Patrick Findlay, claiming that it was illegal, null, void and of no legal effect.Putting forward the gov ernment’s case was Attor ney General, Anil Nandlall, S.C. while the opposition was represented by Roys dale Forde, S.C. In the handing down of her ruling, the Chief Justice found that there was suffi cient consultation between President Ali and the Op position Leader, contrary to what was claimed by the political opposition in its legalThechallenge.ChiefJustice also said that the contentions put forward by Norton that enough information was not provided to him was withoutChiefmerit.Justice George posited that the main re sponsibility lies on the Pres ident to initiate the consul tation process and further ensure that the requirements are set, however, the onus is also on the Opposition Leader to be responsive.

In a statement, the South west Regional Health Authority (SWRHA) also noted that an in vestigation had been launched to determine the circumstances that led to the incident. The SWRHA said it had alerted the relevant partner state agencies to provide all the necessary assistance as required.Guardian Media understands that the SWRHA handed the note over to the police as evi dence in their investigation into the matter. It is also understood that the SWRHA will be the custodian of the child until the State makes a decision on who will care for her.
Guardian Media understands that the mother asked the state to take care of the child in the note, as she just did not have the means to do so herself. The child was discovered by Emanuel Pierre, 26, who had a job interview at the hospital.

THE revelations on Mon day by the leaders of the International Decade for People of African Descent Assembly-Guyana (IDPA DA-G) have made the Guy ana Rastafari Council irate, causing the body to take a swipe on social media at leaders of IDPADA-G. The council’s brief state ment on Tuesday pointedly questioned the methodology used by IDPADA-G to select groups to benefit from fund ing they had previously re ceived from the Government of Guyana since 2018. In the statement, the Ras tafari Council added that there are 40 “black groups” in the assembly, but alleged that the only three signatories to the organisation’s bank ac count are all from one group, Cuffy 250 Committee. The group further claimed that it refused to join the “political bandwagon” of IDPADA-G leading up to the 2020 General and Regional Elections (GRE), which, the council said, caused them to be side-lined by Ministerthroughtheusbandwagonwethegovandcally“IDPADA-GIDPADA-G.wasbasihijackedbyCuffy250fundedbytheformer[sic]tocampaignduringlastelection.Becausedidn’tjointheirpoliticaltheysidelinedandwehadtoleave,”RastafariCouncilsaiditsFacebookpage.AttorneyGeneralandofLegalAffairs, Anil Nandlall, also on Tues day, noted that he was not im pressed by the explanations put forward by the leadership of IDPADA-G regarding the nearly $500 million of gov ernment funding allocated to it and spent between 2018 andNandlall2022. made these re marks during his weekly Facebook live-streamed pro gramme ‘Issues in the News’. Pierre said sometime be tween 8:30 hrs and 9:00 hrs, he saw a “garbage” bag in a hallway with its top twisted but not tied. He said he heard noises from inside the bag and when he opened it, he made the shocking discovery.Hesaid he called out to nurs es nearby and they examined the baby and took it for immediate treatment.“Well, they came, they looked at it, some of the nurses from nearby and they said they had to call the social services department that is in the hospital right there and they came and they took it,” Pierre recalled. He estimated that the baby was only a few weeks old. Pierre has a three-month-old son. Despite his act, Pierre said he doesn’t consider himself a hero.“I feeling good about it be cause I was able to save an inno cent child’s life,” he said. Silica City is projected to be the country’s first sub-urban Smart City lo cated on the Linden-Soes dyke Highway which links the capital City with that of the mining town of Linden and eventual ly with Lethem and the neighbouring country of Brazil.Silica City conjures images of Silicon Val ley which is home to the world’s largest high-tech corporations. It was in the Silicon Valley that the silicon-based integrated circuit, the microproces sor, and the microcom puter, among other tech nologies, were developed. It accounts for nearly a third of all of the venture capital investments in the United States. Over half a million of technology workers from all across the world are employed in thatGuyanaregion.has a long way to go in terms of reaching the technolog ical advances of the Sil icon Valley but there is no harm in dreaming big. The establishment of the Silica City, as envisaged by President Ali, will be among the best cities in the world and a main catalyst for the transfor mation and modernisation processes initiated by the PPP/C veryCitybewillfeaturestalfeatures,encompasscawillwouldAli,Accordingadministration.toPresident‘youngGuyanesegrowupinwhatbeanewCity--SiliCity--aCitythatwillallthemodernallenvironmenfeatures,sustainabilityandfreshwater.ItbeaCitythatwouldconnectedtotheoldbutit’sgoingtobeayoungCity.Maybe from how it looks, the average age in the City might be about 37 years. In fact, prepara tory works have already commenced. According to Minister within the Housing Ministry, Susan Rodrigues, her ministry is aggressively pursuing plans for the construc tion of the City. Silica City, she said, will have in its first phase about 3,000 acres of land but land clearing will encom pass an initial 185 acres which will feature the ‘Innovation Village’ and the first 400 young pro fessional homes. Short listing of persons have already commenced for the Inhomes.addition to catering for the housing needs of young professionals, the first phase of the project will also feature a number of commercial and indus trial developments as well as other ofincludedevelopmentsinfrastructuralwhichwilltheconstructionahospital. These are indeed vi sionary thinking on the part of President Ali and the PPP/C administration. Guyana is defi nitely poised for monu mental changes, thanks to the emerging petro leum economy and the perspicacity and wis dom of the current lead ership. Indeed, Guyana has now reached a new and exciting stage in its development, one that will undoubtedly redound to the good of all Guyanese.
Dear GUYANAEditor,isthe richest country in CARICOM and with massive oil resources, we can all live ever happily after, if we unite as a nation and realise our motto of “One People, One Nation, One Destiny.” Invoking race and racism is self-de structive and hurts us all. Getting millions of dollars from the government for your cause and turning around and cussing them out as “apartheid” is un grateful and not very smart. The recent letter by Attor ney-General Nandlall, “Fo rum on ‘emerging apartheid’ is a travesty, breach of the Constitution,” (SN, August 20, 2022) has roundly criti cised the apparent pro-PNC Cuffy 250 group, a member organisation of the Inter national Decade for People of African Descent Assem bly-Guyana (IDPADA-G). The Attorney-General said the conference framed as “Resisting the Emerg ing Apartheid State’’ is un founded “racist brew,” which may be encouraging racial hostility and violating the Constitution and other laws. Until the VP mentioned that race-based groups were get ting hundreds of millions in special grants, we did not know such grants were available to all Guyanese race-focused groups. Truth be told, the PPP Government makes a valiant effort to ensure its programmes serve diverse populations. They have visited communities across the political spectrum. GOAL scholarships, house lots and homes, the various cash grants to all, hampers, etc. are fairly distributed across all communities. To use the term “emerging apart heid” is not only malicious, vexatious and mischievous, it is outright dishonest, and fails to recognise any good efforts and areas of prog ress of the PPP Government. This victimhood approach by Cuffy 250 does not serve their communities well. Creating a myth that the country is moving to apart heid does great disservice to the international reputation of the country. We shoot our selves in the foot when we do that. That is anti-nationalist, not simply anti-PPP. Cuffy 250 and its associates that use the same playbook, must abandon such a losing strate gy. A hole in the boat is a hole in the whole boat. If the boat leaks, we all go down. Perhaps, Mr. Floyd Haynes who was slated to be a speaker at the Conference should attend and explain that he got a licence to set up a Merchant Bank in Guyana. He could have shaped the discussion in positive ways, and move the mentality from one of perpetual victimhood to one of strategising to take advantage of emerging op portunities, versus this non sense of an “apartheid.” But Mr. Haynes apparently could not get past the framing of the conference as “emerging apartheid” - a phrase he says he completely rejects. Previous conferences by Cuffy 250, some addressed by President Granger, were titled: “African Guyanese Revitalisation: Restoring the African Guyanese communi ties as spaces of Education, Culture and Economic Vital ity (2014)”; “Repositioning African Guyanese for Justice, Recognition and Sustainable Development (2017)”; “Po sitioning African Guyanese villages and communities for the green state econo my (2018)”; “State of the African Guyanese Villages Forum;” and “The Way For ward (2020).” With the PPP now in power, the theme is “Emerging Apartheid.” So, is Cuffy 250 saying under the 33 years of the PNC when the PNC took control of the “commanding heights of the economy” under co-operative socialism, our Afro commu nities made no progress and now suddenly we are into apartheid? IDPADA-G and associ ates involved in the confer ence must consider whether it is a smart strategy to in voke racism, as that mostly favours the PPP. Any time our Afro groups frame is sues as racial issues, it sends those crossover voters who made them win in 2015 back to their base, and helps the PPP the most. To say that Guyana is an emerging apartheid state is lower than low. Shame on the Cuffy 250 and their allies for choosing such a divisive theme!Yours

The writer also pointed out that the min ister had already designated Regions Six and 10 for hemp production and said that this was also discriminatory in a sense.Mr. Editor, the minister, while speaking on several occasions about the culti vation of industrial hemp in Guyana, explained that Regions Six and 10 were ear marked for the initial cultiva tion of hemp; the keyword being initial. As with any new project, more so with agriculture-related projects, you have to start somewhere. Minister Mustapha also explained why these regions were selected. Apart from the economic activities in both regions being affected by the closure of two major operations (the sugar estates in Region Six and the call centre in Linden, Region 10), these regions possess the ide al soil composition necessary for the successful cultivation of hemp.Theletter also stated that “… with the AG echoing the sentiment that ‘there are large conglomerates waiting for approval of the bill to commence production’, this paints a picture of small farmers being kept out of hempAgain,cultivation.”Mr.Editor, Minis ter Mustapha explained that the bill itself clearly states that anyone can apply for a hemp licence for planting or manufacturing, especially small-holding farmers and young people given the new and lucrative opportunities that will come with the es tablishment of this new in dustry.Itshould also be made clear that the establishment of the regulatory body, which will comprise representatives from the Ministries of Agri culture, Health, and Home Affairs; the Guyana Foren sic Laboratory, and other related institutions including the private sector, is vital to ensuring the requirements are met before issuing li cences for the cultivation of hemp or the manufacturing of by-products. The writer pointed out that should the authority reject an applica tion or suspend a licence, those individuals can appeal to the minister. It should be made clear that an appeal to the minister does not guarantee that a de cision made by the authority will be overturned, but gives that person or persons the opportunity to petition a de cision that they feel was not justly made. It would then be up to the minister to engage the authority to ascertain the facts and make a decision based on what the law stip ulates and is presented by bothTheparties.cultivation of in dustrial hemp will be a new industry for Guyana with massive potential for those directly and indirectly in volved. Indeed, hemp is not a new crop in a worldly sense but with Guyana taking the lead on agriculture in CAR ICOM, President Ali and Minister Mustapha should be complimented for taking this bold step to ensure Guyanese are afforded the opportunity to benefit from all that is to come with its establishment. The evidence is clear and the numbers don’t lie. With the establishment of this new industry, Guyana is poised to tap into the global hemp market which was valued at US$4.9 billion in 2019 and is projected to reach US$10.6 billion by 2025 and US$18.6 billion by 2027.
Rather than question ing past governments’ in ability to get the ball rolling on the cultivation of hemp in Guyana, let us focus on the fact that this govern ment, the Irfaan Ali-led Government, was able to swiftly take the necessary steps to facilitate the estab lishment of such a lucrative industry that is set to create additional jobs for our citi zens and earn more foreign exchange for our country.

Science and technology must guide inclusive, sustainable farming
Dear CARICOMEditor,leaders and Min isters of Agriculture and the over hundred international delegates in attendance, in ad dition to the hundreds locally, praised Guyana for hosting an international agro conference last May. They all said it was an outstanding conference, one that has never been seen or experienced in Guyana or in the region in its history. CARICOM leaders were in awe and approached the Min ister of Agriculture and other organisers for the model. Because Guyana’s agriculture conference last May was such a success, nation after nation held or plan to hold one mod eling theirs after Guyana’s. Trinidad held its agriculture forum last week attended by tens of thousands in the capi tal Port of Spain at the Savan nah. President Irfaan Ali and other Caribbean leaders and Minister of Agriculture, Zulfi Mustapha were in attendance. These agri conferences are extremely important in the era of food scarcity and rising pric es. They also present to the farming community and the public a new perspective on agricultural production with machineries and equipment and need seedlings on display. They give a state of agriculture in the countries holding them. Any move to add to agricultural production must be encouraged and Onesupported.ofthe goals in the Guyana and Trinidad confer ences and other agro forums is to educate the public directly or through the media about the importance of farming and food production and to pro vide support for traditional and commercial farmers and even home gardeners. That was met in both conferences although both conferences would have been better suited in rural agri cultural communities to attract more farmers. Farming in both countries take place in largely rural underdeveloped areas. In Trinidad, most farming occurs in the rural south and central as opposed to the Port of Spain environs. Food comes from cen tral and south to the north and east. Similarly, in Guyana, food comes from the interior and from the islands and Essequibo, Berbice and West Demerara. Perhaps the organisers wanted to attract urban or town folks and encourage them to take up farming. If the latter is the in tention, it should be supported. Community supported ag riculture is a growing trend in many places including urban areas. In New York, for ex ample, the City encourages local garden production and block off streets for ad hoc markets for local farmers to sell produce. Guyanese Amer icans are growing tonnes of produce (variety of vegetables) in their backyards or in buckets during the warm weather (May through October) for home use or to share with others; yield of Guyanese Americans is enor mous, bettering productivity in Guyana they said in interviews. Community agriculture in urban or rural communities must be welcomed. It generally centres on directly marketing food products from home or at local markets. Community markets bring producers and consumers closer together and create a family or social connection; community relationships are strengthened.Besidesserving as an incen tive to grow food, traditional farming and community mar kets give families their main or an extra income. By participat ing in community-sustained ag riculture, you support the local farmers and you eat local food as opposed to imported products and keep money in the local economy as opposed to draining foreign exchange. Local food has quality and is safer than imported food. The more we encourage local agriculture and food production, the more we will understand the economic potential that it offers. Govern ment should encourage locals to grow and sell more food in their localAscommunities.inGuyana, the Trinidad conference included experts in organic or traditional farming and industrial food production. With depletion of soil, sustain able agriculture is very import ant. NAREI must engage in more research to improve crop seedlings and appropriate ma chineries (bio-technology) and to monitor productivity to de termine success of experimental new crops. NAREI researchers would gain new perspectives in different agricultural industries. We have to keep up with science of production given that land for food production is getting scarce and we must therefore improve yield. Farmers must understand the science in re lation to production. It is crit ical because food is becoming increasingly scarce and more expensive to grow as well as costlier to consumers. Science and technology must guide in clusive and sustainable farming. The ministry has to keep pace with changes in technology and invest appropriately. Science and technology must guide government policy. Government must therefore allocate more money into agriculture for re search to Governmentguide. must also pay attention to the business side of farming – marketing and losses attributed to nature and insects, animal invading their farms, and praedial larceny. Farmers took a hit over the last two years because of the pandemic, flooding, and the Ukraine War and theft of produce. Many are not planting this crop because of unpredictable rain and the huge losses recently suffered. Farm ers need better infrastructure, drainage and irrigation, some kind of insurance of protection against flooding (natural calam ities) to recover investments as is done in North America, and roving farm Marshalls to guard against larceny and animals eating their crops. The government must al locate greater funding to the Agriculture Ministry which in turn must attach great er importance to irrigation, agronomy, giving grants (sup port) to farmers vulnerable to flooding to encourage them to continue planting, and pro viding protection of farms. If farmers withdraw from the land, then the country will face food shortage, higher food prices, and anger among the population.Yours sincerely, Dr Vishnu Bisram

Our first farmers’ market was held last February at Lusignan Market tarmac on the East Coast of Demerara and proved to be a major success. The second was held at the Albion Estate road in Region Six while the third was held at the Arthur Chung Conference Centre last May during the inaugural Agri-Investment Forum and Expo. All of these undertak ings were very successful and now we are discussing where we’ll keep the next one. THE Inter-American In stitute for Cooperation on Agriculture (IICA) spear headed a meeting between a group of Latin American and Caribbean startups that currently offer digital solutions for agriculture and Vista Alta Manage ment Solutions (VAMS), an investment advisory firm that has created a financial platform to support busi nesses that are spurring the digital transformation of this production activity in the region. The initiative is in keep ing with IICA’s commitment to promote dynamic and integrated digital agricultural transformation in the Ameri cas and to facilitate linkages between agtechs (technolo gy-based businesses with an agriculture focus) and invest ment funds or other financial leveraging organisations.

LEADER of the Opposition (LoO) and Chairman of the A Partnership for Nation al Unity (APNU), Aubrey Norton, on Tuesday, made it clear that his party will not allow the Alliance For Change to “dictate” the picking of the candidate for the Vice-Chairmanship of Region 10. This challenges earlier comments by AFC Leader, Khemraj Ramjattan, that his party would get the support of the APNU for their pick, Coretta Brathwaite, for the Vice-Chair position or there could be “consequences in relation to the relationship” between the APNU and the AFC.Speaking at his weekly press conference, Norton made it clear that his party is not in support of the AFC having sole authority over who the Vice-Chairman can didate should be. “The issue was not wheth er it’s an AFC Vice-Chair man. As far as I know the APNU has been disposed to an AFC Vice-Chair but it must not be somebody who is dictated by the AFC who doesn’t have the confidence of the APNU,” Norton de clared.Norton skirted around further questions on the is sue, particularly as pertains to how soon the two sides would find a consensus can didate for the position which has been vacant since June 2021 when the then ViceChair, Douglas Gittens, died of COVID-19.
Given that it was axed from the Region Four Vice-Chairman position, the AFC later lobbied for the Region 10 Vice-Chair manship following Gittens death. However, the situ ation has once again de scended to in-fighting.
“You can ask the people involved in Region 10 if they have a timeline. I am saying direct your questions to the actors in Region 10,” was all that Norton would say as he faced questions on the issue. The APNU and AFC joined forces to contest the 2015 elections. Over the years, their relationship has been rocky. Some executives of the AFC have been push ing for the party to leave the Coalition.Inthe past two years, several parties have left the Coalition, citing dictatorial behaviour by the People’s National Congress Reform (PNC/R), APNU’s largest member. Norton is also lead er of the PNC/R. The APNU+AFC has 15 of the 18 seats on the Re gion 10 Regional Democratic Council (RDC). The two fractions of the APNU+AFC Coalition have been at loggerheads about the sharing of seats and picking of key appointments in their majority RDCs since 2020 when the APNU members of the Region Four failed to support an AFC candidate for the Vice-Chairman post of that region. The APNU+AFC has majority seats in three of the country’s 10 administra tive regions, namely Regions Four, Seven and 10. The AFC had claimed that there was an understand ing between the two sides that the appointment of the Vice-Chair of Region Four would have gone to an AFC member on that Council, giv en agreements for seat shar ing between the two sides. However, the APNU members on the Region Four RDC did not vote for the AFC candidate, and the Re gion Four Vice-Chair posi tion instead went to Samuel Sandy, an APNU member, leading to a fall out between the two sides. The post of Chairman for the RDC went to Daniel Seeram, also an APNU member. As the friction between the two sides continued, in 2021 the AFC councillors on the Region Four RDC sought to bring forth a motion of no confidence against the Sandy and Seeram. According to the AFC, the motion was in “direct response of continued failures and shortcomings in the management of the affairs of the people in this key geo graphical region.”

THE Caribbean Exam inations Council (CXC®), Guyana’s Education Min istry, and the Council for Technical Vocational Ed ucation and Training (CT VET), on Tuesday, hosted a post-stakeholder meet ing after concluding the assessment of 34 second ary schools here to offer the Caribbean Vocational Qualification (CVQ). This is according to a public statement from the Education Ministry. An overview of the as sessment was provided by Linda Stuart-Doman, CVQ Auditor and Manager in the regional examination body’s Syllabus and Curriculum Development
“I know we can do it because the fact that we are here today and the fact that we’ve endured -- we had the opening session and now closing session -- tells me that we are in a good place to move this process forward,” Dr. Hutson said. He further called on the educators to view them selves as catalysts of change and urged them to use their skills to transform the edu cation

Dr. Jagdeo instead chal lenged the Opposition’s read iness for elections given ulti matums declared by Norton that his party is demanding before they participate in elections. Chief among Nor ton’s demand is the contin uous call for changes to the voters’ list, in contraven tion of a ruling by the High Court.

GECOM Chairman, Justice (ret’d) Claudette Singh, has already made clear that the elections body will not be act ing in contradiction of the law as pertains to the voters list. Meanwhile, GECOM is currently preparing to hold Local Government Elections (LGEs), which is likely before year end. The Commission is holding a claims and objection period whereby persons can highlight any concerns or dis crepancies on the OLE for the purpose of addressing them.
Leader of the Opposition, Aubrey Norton, continues his call for a “clean voters list” but without saying how this will be done without un dermining the High Court’s ruling that the removal of the names of persons on the list of registrants on the basis of residency would be uncon stitutional. Speaking at his weekly press conference on Tuesday, he this time expressed his desire for re-registration of all voters in Guyana by the Guyana Elections Commission (GECOM).“Weremain steadfast in our call for GECOM to implement the necessary improvements, whether statutory, constitution al, technological, or adminis trative, to ensure elections of the highest standard. In this re gard, we stand by our positions on the need for a clean voters list and biometric identification at polling places,” Norton said. However, Norton’s desire for the re-registration of all voters does not take into ac count that names still cannot be removed from the existing National Register of Regis trants (NRR) from which the Official List of Electors (OLE) is extracted.Whilecontinuously calling for a “clean voters list”, Nor ton continues to side-stepped questions on what lawful pro cess could be used to come to his version of a “clean voters list”, when names cannot be removed from the list except in the case of death. The High Court, in August of 2019, had ruled that persons cannot be removed from the National Database of Regis trants through house-to-house registration but through claims and objections and the provi sion of names of deceased per sons by the General Registrar’s Office to GECOM.
NOT NEWS The Coalition’s criticism of the list of electors is not new. It had repeatedly attacked the list after the successful passage of the December 2018 no-confi dence vote in a bid to delay the elections as long as possible and had employed a similar strategy to derail the recount of votes of the 2020 elections that was supervised by CARICOM. During the recount process, the Coalition made a number of claims, including that of dead and migrated persons voting. However, the CAR ICOM team, which the Coali tion had described as the ‘most competent’ interlocutor, had roundly dismissed these claims as a “fishing expedition” and time-wasting exercise. After five months of at tempting to rig the 2020 re gional and general elections, the Coalition was forced to vacate power due to mounting pressure from the international community and civil society to respect the will of the people.

ST JOHN’S, Antigua (CMC) – Cricket West Indies (CWI) has paid trib ute to Irvin Warrican, the former St Vincent and Grenadines and Windward Islands all-rounder, coach and team manager who passed away on Sunday at the age of 56. Reports indicate that Warrican had been ailing for some time. He died at his home in Colonarie, in the east of St Vincent. CWI vice-president Dr Kishore Shallow said War rican had given sterling ser vice to the game. “In addition to being a former first-class crick eter, Irvin Warrican was a cricket coach, mentor, and father figure to several young players. He had this amazing ability to simpli fy cricket, whether when coaching cricketers or facil itating CWI cricket coaching programmes.“Hissterling service to cricket, particularly to the Windward Islands, should be celebrated,” Dr Shallow said in a statement on Monday, joining the cricket communi ty in expressing condolences to Warrican’s family. Warrican played six firstclass matches as an off-spin ner and middle-order batter for Windward Islands be tween 1991 and 1995. Following his retirement, he was a highly-respected coach and team manager.
