It must be acknowledged that online activism has been essential to changing many of the cultures that have made the world less safe for social groups considered margin alised.Ithas been reported that it is through these media that people hear the stories of survivors of gender-based violence, learned from the communities directly about the nuances within language that needed deeper inspection and change where necessary,

He further explained this, saying: “Men and wom en are free, but there are lim itations to which one has to exist in that free society. You are not free to harm each other, you are not free to destroy property and you are not free to destroy character. That is why there are laws; freedom exists within the confines of laws and rules in a democratic society.”
He related that hate speech, misinformation, and
abuse targeted especially at women and vulnerable groups, are proliferating.“Ourdataisbeing bought and sold to influence our be havior, while spyware and surveillance are out of control, all with no regard for privacy. Artificial intelligence is com promising the integrity of in formation systems, the media, and indeed, democracy itself,” Guterres lamented.
Those platforms, most notably, relieve activists and advocates within those unrep resented and underrepresented social groups from having to acquire large amounts of cash for advertising through traditional publishing methods like newspapers, radio, and television.Commentaries on social media concerning politics in Guyana, however, have pro duced a dark side, spewing misinformation, untruths, and propaganda targeting some individuals and events that do not see eye-to-eye with them.
On this topic, Professor Lomarsh Roopnarine wrote in one of his columns pub lished by the Guyana Chron icle: “Unfortunately, those individuals are on a misguided mission, believing they are producing news. There is little concern for repercussions on themselves or their listeners and communities. These in dividuals are not concerned if their reporting would hurt their integrity or incite and eschew violence. They, of course, support their behaviour in the name of free speech, citing various constitutional rights.”

THE harassment of Guy anese fisherfolk in the Corentyne by Suriname’s authorities is blatant and Guyana’s strong response at the highest levels is justi fied. Suriname’s actions are profoundly contrary to the spirit of CARICOM.

5. Guyanese fishing boats could also be safely moored on the Guyana shore of the Corentyne River and any movement to/ from fishing areas in Suriname territorial seas would be apparent to both Suriname’s and Guy ana’s fisheries/ maritime au thorities. Forcing artisanal fisherfolk living in Guyana to park their boats in Suriname adds great cost and trouble for hard working people, and undermines the food security of Guyana and all CARICOM.
1. Guyanese fishing boats can be fitted with tracking devices that constantly broad cast their locations to ALL authorities. The system is called Automatic Identifi cation System (AIS) and is mandated for all ocean-going vessels by a United Nations Agreement (SOLAS Chapter V).

GUYANA CHRONICLE, Wednesday, September 21, 2022 17

To this end, budget 2022 contained substantial allocations towards economic diversification aimed to improve the non-oil economic sectors. This was critical to avoid the paradoxical resource curse and / or Dutch disease.
Exhibit (b) illustrates a similar story where exports from the traditional sectors namely, sugar, rice, bauxite, molasses, and timber and plywood were stronger for the period 2009 – 2014 compared to the out come of 2015 – 2020.
Of note, the budgetary allocations towards the economic sectors in 2010 through 2012 increased by 39 per cent in 2010, seven per cent in 2011 and 48 per cent in 2012. In 2013, allocation towards the economic sectors de creased for the first time during this period by 13.45 per cent then increased to 37 per cent in 2014.
THE PARADOXICAL DUTCH DISEASE AND RESOURCE CURSE
In 2015, the previous Government in herited $100 billion liquid cash in the bank, foreign reserves of US$595 million repre senting five months’ worth of import cover and all the sectors were experiencing resilient performance.
majorinandsectorsgetaryDuringEXPENDITUREAPPROPRIATIONBYSECTORtheperiod2015–2022,thebudallocationstowardstheeconomicdeclinedby10.32percentin201627percentin2019;thusresultingtheunderperformanceofsomeoftheeconomicsectorsduringthisperiod.
This amount represents 36 per cent of the total stock of public debt, 1.5 times the foreign reserves in the Bank of Guyana and almost one year or more share of oil revenues.SELECTED
Proponents of the notion that the mid-year report confirms that the Dutch disease is already here by merely citing the contracted performance of a few subsec tors, namely sugar and rice, and ignoring completely the positive outturns in all the other subsectors, have failed to present any empirical evidence and context to corrobo rate this argument.
Financial
The total selected export earnings for the period 2009 – 2014 grew cumulative ly by 41.28 per cent. Conversely, export earnings from these sectors declined by 20 per cent or a cumulative loss of $109 billion for the period 2015 – 2020 relative to 2009 to 2014.
USING conservative estimates in an at tempt to quantify the impact of the cost of living (COL) measures and interventions by the Government on the economy, cu mulatively for the period 2021 – 2022, these altogether amounted to approximately $226 billion, representing 96 per cent of the total NRF balance as of July 2022 from the inception of production.
In this respect, several major transformational projects are slated to commence in 2022, such as the gas-to-energy project coupled with the massive investments in public infrastructure including housing, roads, and bridges, etc.
TABLE 4
Altogether, the sugar, forestry, fishing, bauxite, manufacturing and wholesale and retail trade sectors and subsectors together with the cumulative loss of export earnings as previously highlighted, amounted to a whopping $238.7 billion or US$1.14 billion. Put differently, under the stewardship of the previous Administration, a number of key productive sectors and export earning commodities declined by US$1.14 billion cumulatively.
To substantiate the foregoing viewpoints, the data in the graphs and tables below ade quately illustrate the empirical evidence to corroborate these aforesaid contentions.
Joel Bhagwandin and economic analyst
This means that the non-oil sectors are recovering which contracted by seven per cent in 2020 and that the policies imple mented therein have yielded the desired outcome.REBUILDING
Having said that, analogically speak ing, it is easy to destroy something but it’s difficult to build something: a building, for instance, that took months to construct can be destroyed in a matter of minutes. Imagine a country that took more than two decades to build and recover from a bankrupt state and almost 100 per cent poverty, it took just five years of bad economic management and policies to reverse two decades of hard work. With this perspective in mind, it is notewor thy to highlight that it took just over two decades to lift this economy out of bankruptcy and move it from a GDP of about US$200 million in 1992 to a GDP of US$4 billion and per capita income of less than US$200 to US$5,000 by the end of 2014.
(B)
The empirical evidence, however, strong ly contradicts this notion and therefore dis proves the perception or argument that the Dutch disease is present.
The outcome in this regard as the midyear economic report confirmed is that the non-oil economy recorded positive growth of 8.3 per cent.
One would recall that the reason for
It is important to highlight that the mid-year report for the first half of FY
In other words, the estimated COL measures implemented by the Government so far is equivalent to almost all of the revenues Guyana earned in profit oil and royalties from 2020 to HY 2022.

Comparing capital expenditure in budget 2022 relative to 2021, it is observed that cap ital expenditure increased by approximately 110 per cent over the previous year. It is this type of “investment posture” versus reckless spending on recurrent and non-productive expenditure that avoids the resource curse or Dutch disease. Budget 2022 laid the founda tion for Guyana’s economic transformation.
The above graph tells the obvious. As can be seen, the major non-oil sectors, agriculture, forestry and fishing, mining, and quarrying, manufacturing, and the services sector, recorded stronger growth
during the period 2009 – 2014 compared to the period 2015 –EXHIBIT2020.
Tables 4 – 6 above illustrate the cumu lative loss from the selected export com modities as well as the cumulative loss in productive output for a number of selected productive sectors of the economy.
