GUYANA is a key player in the global conversation surrounding environmental conservation and climate security
President, Dr Mohamed Irfaan Ali, made this statement when he delivered feature remarks at the official opening of Guyans’s embassy in Qatar
“
Guyana is leading on the issue of climate change, globally We are the first country to deploy large-scale carbon on the international market, the first country to sign an end-user agreement with Hess Corporation, and a bilateral agreement on the sale of carbon with the Kingdom of Norway The forest, which is the second-largest forest cover globally, stores 19.5 gigatonnes of carbon So , as we discuss climate change and environmental
services, those discussions cannot be without Guyana as a main player and stakeholder,” President Ali expressed.
Since being elected to office in 2020, President Ali has made it a point to advance Guyana’s climate security, building on the work begun by former president and now Vice-President, Dr Bharrat Jagdeo
This includes the release of the Low Carbon Development Strategy 2030, which is an enhanced version of the LCDS 2009, after taking into account a number of local and international developments that focus on investments in clean energy to stimulate low-carbon growth , protection against climate change and biodiversity loss
Last December, the government and Hess Corpo -
ration announced an agreement for Hess to purchase high-quality carbon credits for a minimum of USD $750 million between 2022 and 2032, directly from the government
The agreement will support Guyana ’ s efforts to protect the country ’ s vast forests and provide capital to improve the lives of citizens through government investments as part of LCDS 2030
Guyana has also actively participated in international agreements and initiatives re-
lated to climate change. The country has been involved in the United Nations Framework negotiations and has played a prominent role in promoting climate resilience Guyana continues to honour its commitment to protecting and preserving wildlife and biodiversity, and playing its role in achieving ‘30 by 30,’ which is a worldwide initiative for governments to designate 30 per cent of its land and ocean area as protected areas by 2030
CONSULTATION on revising the Local Content Act
2021 will commence shortly as the government seeks to strengthen the legislation to ensure that Guyanese adequately reap the benefits of the booming oil-andgas industry
This disclosure was made by Attorney General (AG) and Minister of Legal Affairs, Anil Nandlall, SC, during his weekly programme ‘Issues in the News ,’ aired Tuesday evening Minister Nandlall stated that the government continues to receive numerous complaints about Guyanese not being afforded fair opportunities to participate in the new industry.
Recognising this as an issue, law revision has begun and consultations with the relevant stakeholders will begin shortly
“ I want to assure our viewers that this is an undertaking that is ongoing and the review will include consultations , which we will embark upon shortly,” the Attorney General assured
Attorney General and Minister of Legal Affairs, Anil Nandlall,
The historic Local Content Legislation was passed in the National Assembly on December 29, 2021, and was subsequently assented to by President Dr Mohamed Irfaan Ali on December 31, 2021
It was designed to ensure that the oil-and-gas industry supports an economy where small and medium-sized businesses can grow and benefit from the industry
It also ensures that companies operating in the country hire a certain percentage of local workers and use a certain percentage of local goods and services
“We did say that when that bill was being promulgated, that it is the first legislation of its type in the Caribbean and that we will have to go back to the drawing board very quickly to adjust it as we become acclimatised to this new and emerging sector,” Minister Nandlall pointed out
The local content has already raked in some US$700 million in businesses, which translated into many job opportunities and a significant spin-off effect in several other sectors.
IN commemoration of World Hypertension Day, Minister of Health Dr. Frank Anthony on Wednesday joined forces with the World Health Organisation (WHO) and other health partners to raise awareness about the importance of accurately measuring and controlling blood pressure.
With an estimated 1.13 billion people worldwide affected by hypertension, this year's theme, “Measure Your Blood Pressure Accurately, Control It, Live Longer,” aims to shed light on the silent killer that continues to impact millions of lives globally.
On World Hypertension Day, Minister Anthony emphasises the importance of understanding blood pressure measurement and control for longevity.
He urges individuals to consult their healthcare providers during visits to health centres to learn how to measure their blood pressure accurately. Regular monitoring of blood pressure is essential to ensure its control. For those taking hypertension medication, it is crucial to follow the prescribed
treatment diligently without skipping any doses.
Minister Anthony took the opportunity to commend healthcare professionals, particularly those working at the primary healthcare level, for their unwavering dedication and hard work in providing accurate diagnoses, effective management, and control for individuals with hypertension. By working collaboratively, the Minister emphasises that the impact of this illness can be mitigated, leading to improved health outcomes for all.
He noted that by measuring blood pressure accurately, adhering to treatment plans, and adopting a healthy lifestyle, persons can collectively work towards a healthier future, free from the silent threat of hypertension.
Hypertension, commonly known as high blood pressure, disproportionately affects individuals in low and middle income countries, with men slightly more affected than women.
The insidious nature of high blood pressure lies in its often vague or absent
symptoms, earning it the reputation of a "silent killer."
Over time, uncontrolled hypertension can lead to severe health complications such as chronic kidney disease, heart disease, stroke, dementia, and even death. Notably, stroke and ischemic heart disease, stemming from hypertension, consistently rank among the leading causes of death in Guyana.
Understanding the significance of blood pressure readings is crucial for individuals to monitor their health effectively. When healthcare providers measure blood pressure, they provide two numbers: the systolic pressure (the pressure when the heart contracts) and the diastolic pressure (the pressure when the heart is relaxed).
Experts define high, elevated, and normal blood pressure as follows: a top number of 130 or above and/ or a bottom number of 80 or above indicate high blood pressure; a top number between 120 and 129 with a bottom number of 79 or below indicates elevated blood pressure, while
a top number of 119 or below and a bottom number of 79 or below fall within the normal range.
STARTING from July 2023, customers will have the freedom to switch their telecommunication service providers while retaining their current phone numbers.
This is according to Chairman of the Public Utilities Commission ( PUC ), Dela Britton, who, during a webinar held in observance of World Telecommunications and Information Society Day on Wednesday, said the commission would be rolling out a ‘game changer’ number portability system
The webinar, held under the theme “Telecoms Sector in Guyana: Navigating this new Frontier ’ saw several major players from Guyana’s telecommunications sector in attendance.
“Number portability is a game changer in the com -
petition space, as it allows consumers to retain their existing telephone or cellular numbers when switching services It generally forces players , when faced with competition, to improve their service offerings ,” Britton said
According to the Chairman, in 2021, a collaborative number portability working group was established and chaired by the PUC The group also comprised representatives from the existing mobile service providers and
telecommunications agencies in Guyana
“PUC now eagerly awaits the completion of the testing processes, and we anticipate the number portability will become a reality in Guyana in July of this year,” Britton said, adding:
“
PUC Guyana made a commitment to revamp its operations to meet the ever - changing demands of both the operators and local discerning consumers, especially as new products are introduced, and we demand
better quality service and products to match the agile, creativity and global flows of Guyana.”
As a result of ongoing consultations , Britton disclosed that there had been a steady decline in complaints from the mobile service category
While no statistics were provided, she alluded to the decline in the upgrades of existing networks and new technologies, which has led to improved performances and a better quality of service
According to statistics provided by the PUC chairman Guyana has 745,689 mobile subscribers 97,179 landline subscribers and 123, 856 fixed internet subscribers
In October 2020 the Government issued Commencement Orders fully bringing into force the Telecommunications Act 2016 (the “Act”) and the Public Utilities Commission Act 2016 This ended a 30 - year
anti - competitive telecommunications monopoly that had left Guyanese weary , frustrated, and lagging in the telecommunications arena
Guyana’s phone service providers are the Guyana
Telephone & Telegraph Co
Ltd ( GTT ) Digicel , E - Net
(E-Networks and, more recently Green Gibraltar. The Telecommunications Act 2016 was first laid by the PPP / C Government in the Ninth Parliament in August 2011 and laid again in the 10th Parliament in 2012 after extensive consultations with
During the life of both parliaments, the Act enjoyed commendable bipartisan support It spent considerable time before a select committee chaired by Carl Greenidge and included Former Prime Minister Samuel Hinds, and then Minister Mohamed Irfaan Ali, now President.
The Act was finalised before the 2015 elections and was enacted by the Coalition Government in 2016 by Minister Catherine Hughes, again with bipartisan support.
RESIDENTS of Georgetown, on Tuesday, publicly expressed their disgust and disappointment with City Hall's management and the condition of the once revered Garden city. This was done through a series of videos with the tagline "A New beginning for Georgetown," which are making waves on social media.
According to a young lady in one of these videos, she is repulsed by the condition of the capital city. She also pointed out that Georgetown has become so filthy that it is riddled with nothing but rodents and immense garbage.
Noting that City Hall
has been controlled by the People’s National Congress Reform (PNC/R)/A Partnership for National Unity (APNU), for the longest time, the woman said: “all they do is run down the city.”
She then remarked: “...I’m fed up of the incompetence.”
In that video, the accumulation of garbage across the city could be seen. Even street corners were littered with waste, including tires, sponges, wood, and zinc, to name a few.
Meanwhile, a taxi driver in another video highlighted the widespread drainage issue in Georgetown. He said: “soon [as] it rains, it
floods,” adding that he can firmly attest to this issue because he is on the roadways frequently.
He said, "I think City Hall needs to do better,” and asserted, "I think it is time we have a change within City Hall.”
Furthermore, he urged citizens to take that bold step and, on Local Government Elections (LGEs) Day, “come out and vote and make that change.”
Meanwhile, a man who has been an Albouystown resident for over 46 years highlighted the deplorable state of the Le Repentir Cemetery.
He remarked: “Over 30 years now, the APNU council hasn’t been doing nothing for us”.
The aggrieved Albouystown resident said: “The burial ground is like a
jungle” adding that even his grandmother fears it, owing to the state.
In the video, it was shown that the burial ground has an overgrowth of bush, weeds and long grass.
In a different snippet, another young lady said that she is ‘fed up’ of the City Hall management. Stating that: “they have turned a garden city into a garbage city.”
It was shown that ‘lurking’ in front of City Hall were piles of garbage, some even overflowing from the bins.
Local Government Elections are scheduled for June 12. The People’s Progressive Party/Civic (PPP/C) will be contesting all Local Authority Areas (LAAs) and hopes to increase its representation in Georgetown at the level of the City
Council which is currently controlled by the PNC-led APNU/AFC.
Reports are at the last Local Government Elections in 2018, APNU won a total of 21 seats, while the PPP/C gained seven seats and the Alliance for Change (AFC) was allotted two.
After serving some five years as Mayor of Georgetown, Pandit Ubraj Narine
has decided against contesting in the upcoming Local Government Elections, noting that he has already given the job his “best shot”. Narine was elected to the post of Mayor in 2018 and, throughout his tenure, faced immense backlash over a wide array of issues surrounding the management of the capital city.
THE Ministry of Foreign Affairs and International Cooperation has collaborated with travel agents and tourist officials from the United Kingdom, United States of America, Canada, and Guyana to support the development of Guyana's tourism industry.
The engagement which the ministry’s Diaspora Unit facil -
itated is in keeping with the development agenda of the government on partnering with travel agents to promote Guyana as a tourist destination and develop attractive tour packages.
Head of the Diaspora Unit, Rosalinda Rasul, said the initiative is necessary to discuss current ideas and challenges and how to overcome and remedy
the difficulties to market more of Guyana.
“There are others in the Caribbean, New York, and Canada that want to do more, but they haven’t been able to get the kind of packages, so this collaboration is to hear your challenges and what you think is a good idea to sell more of Guyana,” Rasul underscored.

THE Caribbean Examinations Council (CXC) has been made aware of the concerns surrounding the alleged leak of the Caribbean Secondary Education Certificate (CSEC) Math Paper 2, which was scheduled to be written on Wednesday, May 17, 2023.
This development has raised significant concerns among students, parents, and education stakeholders.
“This matter is of great concern to us; we have commenced our investigations and will make a definitive statement once the investigation is completed. In the meantime, candidates can rest assured that this matter is being treated with the highest urgency,” CXC stated in a press release.
also gave feedback and suggested how Guyana’s tourism sector can be boosted.
These include having a direct tourism representative on the ground in various countries to disseminate promotional materials pertaining to Guyana.
Recommendations were also advanced on providing efficient information to tourists visiting Guyana.
Senior Manager for
Destination Marketing at the Guyana Tourism Authority (GTA), Annarie Seecharan, noted that the agency is actively developing packages for Barbados and St Lucia.
“We are working and still ironing out with our sister agencies within those islands to look at various packages, and packages will vary depending on where people want to go and what they want
to do,” Seecharan said. Participants were also engaged by the Diaspora Unit through promotional videos showcasing Guyana, such as the New Amsterdam Recreational Park and Guyana’s National Beautification Projects, among others.
IN an increasingly interconnected world, forging robust diplomatic ties and strengthening international relationships are crucial for countries seeking to expand their horizons and enhance their global influence.
Guyana's recent decision to open an embassy in Qatar represents a commendable step towards achieving these goals.
Qatar, one of the wealthiest nations in the world, presents numerous economic opportunities for Guyana.
With its vast reserves of natural gas and oil, Qatar has built a diversified economy focused on sectors such as finance, real estate, and transportation. By establishing a presence in Qatar, Guyana can tap into these sectors, attracting foreign
direct investment, and facilitating trade and business exchanges.
This partnership could bolster Guyana's economic growth, create employment opportunities, and foster technological advancements in various sectors.
Both Guyana and Qatar possess significant energy resources. Qatar is renowned for its expertise in the Liquefied Natural Gas (LNG) industry, while Guyana has recently emerged as a promising oil and gas producer.
By collaborating with Qatar, Guyana can benefit from its vast knowledge and experience in the energy sector, including technology transfer, training programmes, and joint ventures. Such co-operation can accelerate Guyana's capacity to manage and develop its
hydrocarbon resources responsibly, leading to sustainable economic growth and ensuring energy security for both nations.
Qatar's impressive infrastructure development over the past few decades is a testament to its expertise in this domain. The country has successfully hosted major international events like the FIFA World Cup and invested heavily in constructing state-of-the-art facilities and transport networks.
Guyana, on the other hand, is at an important juncture in its own infrastructure development journey. By leveraging Qatar's expertise, Guyana can gain valuable insights into effective infrastructure planning, project management, and sustainable urban development.
This exchange of knowledge can help Guyana advance its infrastructural goals efficiently and expedite its progress towards becoming a modern, well-connected nation.
Diplomatic relations foster cultural understanding and exchange between nations. Qatar, with its rich heritage, has made significant investments in cultural institutions, museums, and education.
By establishing an embassy in Qatar, Guyana can strengthen people-to-people connections, promoting cultural exchanges, and enhancing mutual understanding. This cultural synergy can extend to educational collaborations, including student exchanges, research partnerships, and scholarship programmes.
Such initiatives would not only facilitate the sharing of knowledge and ideas but also create a vibrant environment for cultural appreciation and intercultural dialogue.
As a small nation, Guyana can leverage Qatar's significant diplomatic influence and regional partnerships to enhance its own standing on the global stage.
Qatar has established robust relationships with various countries and regional organisations, allowing Guyana to gain access to a broader network of allies and potential partners. Through co-operation with Qatar, Guyana can strengthen its voice in international forums and enhance its ability to address global challenges effectively.
This partnership can lead
to mutually beneficial collaborations on issues such as climate change, sustainable development, and global security.
The opening of an embassy in Qatar marks an important milestone for Guyana, signalling its commitment to expanding its global reach and fostering stronger relationships.
The benefits of this partnership are far-reaching, encompassing economic growth, energy co-operation, infrastructure development, cultural exchange, education, and diplomatic influence. By capitalising on Qatar's expertise and resources, Guyana can accelerate its progress towards becoming a prosperous and sustainable nation.
Dear Editor,
Since becoming Prime Minister of our beloved Guyana on August 2, 2020, Prime Minister, Brigadier (Ret’d) Mark Phillips, who loyally and dutifully served the Guyana Defence [Force] for 36 years, has done an outstanding job to help develop the country and improve the lives of the people.
Not only has he brought his military and administrative experience and skills to the Office of the Prime Minister, but he is also sharp, focused, and competent, and is an ardent supporter of President, Dr. Irfaan Ali’s policies, especially his “One Guyana” vision which has taken roots across the country.
Like President Dr. Ali, Brigadier Phillips is a strong advocate of peace and unity, and he strives on being the promoter of equality and fairness to all Guyanese near and far. He continues to push for a
Guyana where all can benefit from resources including the huge oil revenues.
The Prime Minister has and continues to travel across the country to help solve the problems faced by residents in every region, and to promote the government’s policies so that everyone understands them and knows the direction the country is heading.
Delightful, happy, and hardworking, and known for his warm personality and compassion, the Prime Minister is at his best when meeting and greeting people, and regardless of race, ethnicity, and party affiliation, he has endeavored to treat everyone justly and impartially.
He has the ability and gift to make everyone feel comfortable and at ease while in his company. As a staunch believer in inclusiveness,
Prime Minister Phillips is working tirelessly to build bridges and forge strong re-
lationships to make sure that the youths, who comprise 65 per cent of the population, obtain a sound education and are involved in the decision-making process and the promotion of unity.
As a result, he is considered by many as the Prime Minister who could heal the racial divide in the country and unite the people.
The Honorable Prime Minister is well liked by his peers in government, in the army, the business community, interest groups, religious institutions, trade unions, and the public in general for his trustworthiness, honesty, and candidness.
His most recent and common mantra to the people is that his word is his bond and even though he is known for telling it as it is to any and every one, many, if not most, believe that his choice to be the Prime Ministerial candidate was perhaps one of the wisest political decisions
made by the PPP/C.
This is also true of President Ali, who has and continues to exhibit leadership skills never seen before in the country.
Both Dr. Ali and Phillips have, in less than three years, taken Guyana to new heights of global recognition never seen before. Today, on the global scene, Guyana is respected not only by its CARICOM and Latin American neighbours, but also in the international community.
Locally, the country has been developing at such a rate that has resulted in a shortage of skilled labour, office spaces, machinery, and construction materials, including stones and white sand. Throughout the country, construction is booming in every city, region, and village.
Apart from his superb, excellent oral communication and leadership skills, and willingness to listen to other
perspectives, Prime Minister Phillips’ love for the people and country is evident everywhere.
He has never made promises that he could not fulfill, and he has not shied away from his responsibilities, even the most difficult ones.
He is very active, reliable and is a problem solver who always wanted the best for the people. Known for his charisma and wit, the former Chief of Staff of the Guyana Defence Force has gained the trust and confidence of the people across the country.
And although he is not a seasoned politician or a political expert, he does what is right and just for the people, just as he did for the men and women he led in the army. He is not a cynic, but a firm believer that all things are possible and can be achieved under normal circumstances.
The Prime Minister’s dedication to the country and his admiration and respect
for the people has made him one of the most loved Prime Ministers of Guyana.
He is an inspirational and proactive Prime Minister who is not fearful but fearless, not selfish but selfless, not a pessimist but an optimist, not hopeless but hopeful, and a realist with the ability to strive and succeed against all odds.
In his nearly three years as Prime Minister, Brigadier Phillips has served the country and the people exceptionally well and we believe that he will continue to do so. Known for his professionalism, dedication and commitment and virtuous character, PM Phillips has managed the army with distinction, and we are proud to say that he has brough those qualities to the Office of the Prime Minister.
Sincerely,
Dr. Asquith RoseINDERJEET Ramjeet, called “Curiso,” who was on trial for the 2011 fatal stabbing of a man during a “bush cook,” was on Wednesday acquitted of the crime by a jury.
Ramjeet, 45, of Topoo, Albion, East Berbice-Corentyne, was on trial at the Berbice High Court before Justice Simone Morris-Ramlall for manslaughter.
He had denied that on July 4, 2011, in the county of Berbice, he unlawfully killed Mahendra Ally, called ‘Strong Man.’
After deliberating for two hours, the 12-member jury found Ramjeet not guilty. Prosecutor Muntaz Ali represented the state.
According to reports, Ally left home shortly after 09:00hrs on the day in question and told his family that he was going to a “bush cook” with his friends at Topoo.
During the “bush cook,” Ramjeet showed up uninvited while
under the influence of alcohol.
It is alleged that an altercation ensued between Ramjeet and another man.
Ally intervened and was allegedly stabbed in the chest by Ramjeet, who was armed with a knife. The victim was rushed to the Port Mourant Hospital where he was pronounced dead on arrival.
GABRIELLA Allen, known as “Gabby,” a 20-year-old caregiver from Wismar, Linden, has been sentenced to eight years in prison for raping a little girl who was left in her care.
Justice Priya Sewnarine Beharry handed down the sentence at the Demerara Sexual Offences Court, after a 12-member jury found Allen guilty of the offence in accordance with Section 10(3) of the Sexual Offences Act.
The case began when an allegation of rape was made against Allen, leading to her arrest on August 15, 2021. Prior to her arrest, Allen held a position at a daycare centre. It is reported that the incident occurred while the child was in Allen's care.
The victim's mother, in her impact statement to the court, said that she noticed a significant change in her daughter's behaviour since the incident.
She expressed deep concern over her daughter's frequent touching and insertion of fingers into her vagina, prompting her to ensure that her daughter always wears underwear as a precautionary measure.
I write in response to Mr. Eusi Kwayana’s observation in his letter titled, “Citizens should take note of Jagdeo’s singling out of the GPA” (SN, 5/16/2023). Kwayana’s letter deserves attention because he has joined a lengthy list of critics who regularly and unfairly target General Secretary of the PPP, Dr. Bharrat Jagdeo.
There are things that Mr. Kawayana does not know regarding press freedom in Guyana. I can tell you sir, that the freedom of the press is lopsided in favour of critics of the government. Let me prove it to you.
Two of Guyana’s most widely read newspapers regularly publish pieces that will never, I repeat never make it into the pages of any respectable broadsheet. I doubt for instance that the letter under the title “Guyana is a tale of a sad country messed up by PPPC” (KN, 5/14/2023) would ever have made it in the pages of say, the Jamaica Gleaner. Just think about nonsensical points like the following made it into a national newspaper – (1) “May- Embarrassment: lack of information. Today, after a failed attempt to save May, the PS, Guyanese are still left
in the dark;” “Interference with the Media: it is sad to see how the government is the invisible but direct hand in causing disruption in the media election. As an arm of government, the media should always be impartial. This doesn’t happened (sic) in Guyana. Newsroom parrots DPI. DPI parrots Guyana Times and the list goes on,” and “Parliament: Dominated by PPP/C, hence no space for proper accountability.”
The sentences above would no doubt receive a grade of “F” for tortured grammar, outrageous content, and sheer lack of any meaningful contribution to public discourse. Yet it makes it into a national newspaper. The only reason I can imagine is that it attacks the PPP/C.
Mr. Kwayana should know that, by contrast, Stabroek News has rejected about 70-80 per cent of my submissions, and Kaieteur News has done the same for about 50 per cent. More than that, Stabroek News has cut as much as 75 per cent of some of my letters. These cuts were not to save space, but to alter the meaning of the letter. And further still, the few letters of mine that Stabroek News has published were placed at the back of the paper. I know many letters are placed around
-
ty-five, but letters in support of the current administration are more likely to be placed there.
I was told that SN does not tolerate ad hominem pieces. Yet no less than Hon. MP Annette Ferguson labelled me an “attack dog.” Yes, that made it quite easily in SN. My reply to that missive by Hon. Annette Ferguson was not only cut by about 80 per cent, but it was also made to appear that I agreed with the points made by Ms. Ferguson.
I want to say to Mr. Kwayana that had the GPA been an even-handed organisation that caters to the protection of press freedom, I would have approached them for advice. I have not done that because not a single individual I have raised the matter with expressed confidence that I would receive a fair hearing. I assure you that I did not only consult PPP folks.
Editor, please allow me to comment on General Secretary Jagdeo’s concerns about media bias and the GPA. I should tell you that I have sat in several of his press conferences and, accordingly, my views are based on direct observation. I can say with absolute confidence that Dr. Jagdeo treats the journalists with absolute respect.
In my own view, he tends
to be too tolerant of some questions which are so poorly framed, that he (Jagdeo) must help the journalist ask their own questions. Now, for the GPA to make statements about ill treatment of journalists is based solely on anti-PPP politics. The GPA in my view, much like another national institution with significant public influence, is controlled by anti-PPP operatives.
Mr. Kwayana has reached a stage in a long and storied political career where what he says matters. It would be useful if his perspective on press freedom were to reflect the national interest, rather than the customary anti-PPP slant.
Editor, if you do not mind a bit of humor, I commend the following brilliant insights from the letter published by KN noted above -- “Nothing is free from the shackles of PPP/C.” “Today, we are worst off under PPP/C as we were under British rule. All institutions are dominated by people.” “GECOM: This is sacked (sic) by individuals who where (sic) nominated and supported by PPP/C Commissioners.”
Sincerely,
Dr. Randolph PersaudAdditionally, the mother mentioned that her daughter openly shares the details of the traumatic experience with people she encounters on the streets. Consequently, she made the difficult decision to entrust her daughter's care to no other person, finding it hard to trust anyone else with her child's well-being.
During an interview with a senior probation officer, Allen claimed to have experienced physical and verbal abuse from her mother during her formative years. She revealed that this led her to discontinue her education at age 15 and eventually run away from home.
Regarding Allen's attitude towards the offence, the probation officer informed the court that she has consistently maintained her innocence, alleging that she was deliberately framed or ‘set up’ because of her sexuality.
In a letter carried in the Stabroek News on Tuesday, May 16, 2023, Eusi Kwayana of the WPA stated that by laying blame at the feet of the Guyana Press Association for Guyana’s drop in the latest World Press Freedom Index, Vice President Bharrat Jagdeo is setting the stage for attacks on its controversially re-elected head, Nazima Raghubir.
“Vice President is a man with real power. He knows well that pointing his finger at a functionary of this kind may alert certain activists on his side of the political divide, and they may feel it their duty to bring this functionary into line, and that can take various forms,” Kwayana wrote.
For this reader, this is simply another instance of Kwayana picking and choosing what to see. It is to be recalled that when challenged on his silence during the five-month rigging attempt by the APNU+AFC coalition, Kwayana’s response was that he could not speak on those matters as he was not in Guyana and was not aware of the facts, despite worldwide coverage and condemnation of all that took place.
One, therefore, has to wonder if Kwayana is afflicted with the same sort of selective awareness in regard to the numerous comments and attacks on the Guyana Police Force, its head and other senior ranks, the Chairman of GECOM, the Director of Public Prosecution and other officials, by the Leader of the Opposition and PNC/APNU Leader Aubrey Norton, who “may alert certain activists on his side of the political divide,” and they may feel it is their duty to bring these functionaries into line using various forms.
Or is it a case that Kwayana, like Amanza Walton Desir, thinks that PPP supporters are “mentally lazy”?
Over to you now Eusi… Yours truly, Brian Azore

INTENSE overnight rainfall on Tuesday has left several places in East Berbice - Corentyne inundated , as efforts are being made to bring relief to communities.
Speaking with this publication, Region
Six Chairman David Armogan, reported that efforts are being made to drain water from inundated areas, particularly in New Amsterdam and Canje
In some areas in East Canje and New Amsterdam, which are among the areas most affected, two mobile pumps have been deployed by GUYSUCO to assist in draining the surface water faster in East Canje
On Wednesday morning , residents in Canje experienced rising water in their yards; however, by midday, the water began receding in several areas
He explained that given the intensity of the rainfall that commenced from Tuesday night into Wednesday, a buildup of water was expected since the current system of gravitational drainage only allows for between one and a half and two inches (1.5-2”) of water to be drained within a 24-hour period
He pointed to a pump recently installed at Vryman’s Erven/Tucber in New Amsterdam, an area that is easily flooded, but the water recedes faster, despite other areas experiencing surface-water retention
“So that pump has assisted greatly,” he said
Moreover, work is ongoing to ensure the drainage system is kept clean, the sluices are operable, and the pumps are working to relieve residents
He added that in areas without pumps, the water would have taken longer to drain, but rest assured officials are working around the clock to assess the situation and find the best possible solutions for residents.
Similarly, a popular shopping area in New Amsterdam, Pitt Street, was one of the most affected, with vendors having to close for the day or others being unable to put their stocks out At the same time, others who were open for business had difficulties with accessibility because of the flooded street
Meanwhile, Regional Vice-Chairman Zamal Hussain , in an invited comment while on the ground assessing the situation, noted that President, Dr Irfaan Ali, during a visit to New Amsterdam on Friday last pledged a second permanent pump to the Pitt Street area, and at the time of the interview, fabrication works to modify the pump to suit the area were being executed, and the pump should be installed over the next few days, bringing further permanent relief to the area
The regional staff remains on high alert and is closely monitoring the situation to ensure it does not escalate and relief measures are in place for residents.

55 agro-processors, manufacturers in Regions Two, Four and Six qualified
THE Guyana National Bureau of Standards (GNBS) has commenced its activities to observe World Metrology Day, which is celebrated on May 20 annually. This year’s observance theme is “Measurements supporting the global food system.” In keeping with the theme, the GNBS has successfully completed three free metrology training for 55 agro-processors and manufacturers in Regions Two, Four and Six.
The bureau, as the National Measurement Institute (NMI) provided training opportunities for stakeholders in the food industry to better understand their role in metrology. Topics addressed in the sessions include the use of scales approved for trade, the printing of accurate net contents on pre-packaged goods, and the manufacturers' responsibilities in ensuring trade accuracy.
Following Wednesday’s training in Region Four, which was held at the GNBS Main Office, Sophia, the participants indicated that they are better equipped to address measurement concerns in their respective businesses.
Proprietor of Dixie’s Punch De Crème, Dixie Jordan, in an invited comment, said “I am very excited to learn, and with
this training, I am aware now that the equipment used during production can be verified and calibrated by the GNBS. I also see this training benefitting my business more, because I am going to apply what I learnt so that my product can be consistent.” Dixie’s Punch De Crème produces Crème Liqueur in three flavours: Coffee, regular and capadulla.
Meanwhile, proprietor of Basdeo’s Dynasty, Radhika Basdeo, said measurement is very important in her line of business which involves the production and packaging of spices, mango achar, pepper sauce and salted fish. “Measurement is critical in what we do so that our consumers get the accurate weight of the products that they are purchasing. The training also made me more aware of net-content that is printed on the packages of the products.”
Similar sentiments were expressed by Donnicea Belle of SS Natural Fruit Flavours, who added that “at SS [Natural Fruit Flavours] we measure almost anything when it comes to manufacturing so this training now helps us to remove any guessing when it comes to measurement because accurate measurements produce products that are consistent.”
The three companies are
certified under the GNBS’ Permit to use the Made in Guyana Standard Mark Programme.
Another participant, Mark Singh of Maliyah’s Kitchen, in an invited comment pointed out that “using incorrect measurements can change the taste of your product which then affects sales.”
The training was facilitated by Head of the GNBS’ Legal Metrology Department, Shailendra Rai and Laboratory Technician III, Vishnu Matbadal who lauded the responses received from the participants.
The GNBS will also launch the Verification of Net Content on pre-packaged goods offered for sale ahead of World Metrology Day. This new service will address the use of metric units on labels and ensure consumer protection by verifying pre-packaged commodities sold by Volume, Count, Frozen, Aerosol, length, product in Brine & Mass.
The GNBS, as the National Measurement Institute, offers calibration of measuring instruments in the areas of volume, temperature, torque, mass, pressure and others. Verification of measuring instruments used in the trade is also offered to all stakeholders in commerce.
A TOTAL of 172 inmates from the New Amsterdam and Mazaruni prisons have graduated, after completing various training programmes aimed at preparing them for re-integration into society.
The areas of training were in electrical insulation, carpentry, joinery, welding, masonry, plumbing, upholstery, painting, culinary arts, horticulture, women empowerment and knitting and embroidery.
Officer-in-Charge of the New Amsterdam location, Senior Superintendent of Prisons, Kofi David, told the graduating group that the idea was to give inmates practical, valuable skills so they can secure employment after their release – making it far less likely that they would re-
turn to a life of crime.
“We want you to recognise that you have the ability to have a productive life, despite the circumstances,” Mr. David said.
Meanwhile, officer-in-charge of the Mazaruni prison, Superintendent of Prisons, David Shepherd, expressed similar sentiments.
Additionally, officer-in-charge of Prisons’ Welfare and Corrections, Marielle Bristol-Grant, disclosed that the courses were designed to give inmates a skill and at the same time to facilitate their ‘convalescence’ into society.
Further, Director of Prisons, Nicklon Elliot, said the Prison Service has an obligation to provide
prisoners with the necessary skills.
Elliot further stated that the prison directorate remains confident that, as the prison infrastructure continues to be developed, more prisoners will benefit from such rehabilitative training.
Such, he said, was a commitment by the Ministry of Home Affairs and the Guyana Prison Service to rehabilitate 1500 inmates for 2023.
The Government has adopted a policy of prisoners’ reform, which is done through the provision of training opportunities, allowing inmates to acquire basic income-generating skills and improve their literacy levels while serving their sentences.
