SUNDAY CHRONICLE September 11, 2022 5
Global growth is ex pected to slump from 5.7 per cent in 2021 to 2.9 per cent in 2022, according to the World Bank’s latest Global Economic Prospects
In the mid-year report, it’s evident that the govern ment’s main aim is to mod ernise traditional sectors by incentivising investment and innovation. For exam ple, the expected energy savings in the gas-to-energy project will go a long way to propelling more manu facturing and increasing the share of disposable income to be spent in the broader economy.
Promisingly, growth was not confined to oil, despite a tough global eco nomic climate. Almost all non-oil sectors showed growth in the report for the first six months of the year.
The rapid expansion of Guyana’s oil sector means it is projected to account for nearly 60 per cent of GDP for 2022, but the govern ment is working to build a more diversified economy with its oil revenues beyond its energy sector.

Understanding Energy
The latest Econom ic Commission for Latin America and the Caribbean (ECLAC) report shows that while the Caribbean is the only sub-region to record growth in 2022, it “faces a complex economic pan orama in 2022 and in the years to come. Added to the lower economic growth are strong inflationary pres sures, low dynamism in
“Led by President Mohamed Ali and fuelled by the rap id economic growth, we have embarked on a peri od of rapid transformation, and our government has laid out a master plan for the rapid development and transformation of Guyana. More importantly, we have demonstrated the capacity and commitment to working assiduously to make this vi sion a reality, so that benefits can [redound] to citizens in the shortest possible time,” said Dr. Singh.
It is a remarkable testa ment to that growth in oil that Guyana continues to notch one of the world’s fastest growth rates despite a downturn of the global econ omy due to the pandemic and volatile energy markets.
As other sectors record growth, investments being made are likely to posi tion Guyana as a regional market leader. Continued investment in infrastructure made possible by earnings from the oil-and-gas econ omy will create more op portunities in other sectors.
The more Guyana di versifies its economy, the more it fosters an environ ment where companies can provide high-paying jobs in

At the start of the year, Guyana approved its largest budget in history, G$552.9 billion, which in cluded oil revenues for the first time. For the first half of the year, Gross Domes tic Product (GDP) grew by 36.4 per cent, attributed mostly to the oil-and-gas industry, while the non-oil economy grew by 8.3 per cent.
THE Ministry of Finance recently released the Mid-Year Report 2022 on the theme of “Stead fast Against All Challeng es, Resolute in Building Our One Guyana,” which explores the extensive progress and develop ment across Guyana’s economy over the last six months.
Since the release of the 2022 budget, the govern ment has outlined plans to use its oil wealth to limit reliance on borrowing from the sovereign debt market and multilaterals and to curtail any new debt or taxes that could impact the people.
The government’s push to diversify the econ omy with capital from the energy sector is likely to continue to positively impact sectors such as agriculture, education, and health, with strong growth expected for years to come as oil revenues continue to increase.

The service industries are estimated to have ex panded by 7.6 per cent; the mining and quarrying sector by some 64.6 per cent due to high gold pric es; the agriculture, forestry and fishing sectors saw an estimated 10.9 per cent growth; while the construc tion sector is estimated to have grown by a strong 20.4 per cent in the first half of 2022. Dear GUYANA’SEditor,
No individual or institution is above the law and therefore must be held accountable for their actions. This is all the more neces sary when there is strong enough evidence to suggest that some governmental agencies might have been complicit in attempts to subvert the will of the Guyanese electorate in the last general and regional elections.

Sadly, we do have in our society some people who would do anything to obtain power, even if it means sacrificing truth on the altar of political expediency and ambi tion. Take for example the shameless and ludicrous position taken by the APNU+AFC coalition that it was “cheated” out of office in the March 2020 elections. And this, de spite the fact that the election results were declared free and fair by local and inter national observers. The CARICOM team which supervised the recount of the votes, in its report, concluded that the APNU+AFC
Statements of poll appeared to be mys teriously concocted and submitted to show an APNU+AFC “victory.” It was deception at its best, but in the end, the truth prevailed and the PPP/C was declared the winner of the elections by a comfortable majority.
The Vice-President announced that some 4,000 to 5,000 community roads are slated for remedial works over the next few years. Now, the African investors are happy with the PPP/C government, as Nigeria wants to do business with this government, joining other business entrepreneurs from China, India, Brazil and the Caribbean.
He asked the inconvenient and uncom fortable question, “why is it that only when the PPP is in power that discussions like

The PPP/C party and President Ali will not be deterred by suppressors and naysayers, and he is successfully achieving the aims and objectives as promised in the PPP/C party’s elections manifesto.
It will be recalled that there were claims by the APNU+AFC coalition that persons who were not in Guyana on polling day had voted and that “dead” persons had voted, among other absurdities. Interestingly, the immigration authorities gave credence to such falsities by “confirming” that 172 of the persons enquired about by the GECOM Chair were not in the country on elections day. These are matters of grave national im

3) “You recall the land policy. Up to now we can’t figure [out] how much land they sold, to whom, we’re trying to recover this,” Vice-President, Dr. Bharrat Jagdeo stressed. Some say the former administration did not give out land to ordinary people who were struggling, but rather, to those who were po litically connected.
Mr Nandlall, in his letter to the GECOM Chair, said the allegations “continue to be peddled in the public domain by leaders and representatives of the aforesaid political enti ty. At the time and until now, the impression conveyed is that these documents and/or data were generated by, and obtained from the official lawful repository of the specific information, for example the immigration department, the Guyana Police Force and the General Registrar’s Office.”
SIR Walter Scott, way back in 1808 famously wrote: “Oh, what a tangled web we weave when we practice to deceive.”[sic] What is implied by that statement is that when someone lies or acts dishonestly, he or she is initiating a problem and a domino structure of com plications which eventually could spiral out of control.
The final declaration of the results took an inordinately long time and not without much electoral drama unknown in the An glophone Caribbean.
The Guyana Elections Commission has a responsibility to the Guyanese and international community to come clean on what actually transpired during the tab ulation period of the March 2, 2020 poll, to set the records straight and to prevent any such disgraceful recurrence.

There remain strong allegations that it was the APNU+AFC, in collaboration with rogue elements from the GECOM Secretar iat, that attempted to manipulate the results of the elections after it became obvious that the PPP/C was well-positioned to emerge victorious at the polls.
The context in which Sir Walter Scott wrote over 200 years ago in his epic poem, “Marmion: A Tale of Flodden Field,” might not be the same, but it continues to have relevance and was, in fact, used earlier by William Shakespeare in his work, “Mac beth,” to portray the dangers of being led astray by ambition and the lust for power.

Further, the 2022 census was launched this week. The night of the living dead will soon cease to be fiction and will soon become a reality. Shortly, we will know if those listed as dead are actually alive and those claiming to be alive are sadly not so. General and Minister of Legal Affairs, Anil Nandlall, S.C., had dispatched a letter to the GECOM Chair, retired Justice Claudette Singh, requesting copies of the documents submitted by the APNU+AFC and other statutory agencies in support of the “fraudulent” allegations made regarding voting “irregularities” made by the now political opposition.
Action, it is said, speaks louder than words and the action of the opposition-nom inated members of the commission to block the release of the requested documents is deserving of an explanation, given what transpired during the tabulation process and the negative impact they had on our image as a democratic country.
27) “We also bear responsibility as hosts for not preventing what we should have prevented,” German President, Frank Walter Steinmeier, apologized. After 50 years, Ger many asks for forgiveness over 1972 Munich Games attacks.

The whole issue of what happens “if and when” a king or queen dies in of fice in the UK, is written in black-and-white -- and castin-stone -- in a plan called “Operation London Bridge,” also hundreds of years old – and through which, when any monarch dies, the heads of government of the 14 countries of which she is still head of state (and world leaders after them) get a cod ed royal death announcement saying: “London Bridge Has Fallen!”The world has been mourning the queen while welcoming the new king with a good mix of regret over her death and skepti cism about her son and the future of the commonwealth under the new king’s leader ship, whether he’ll be able to stay out of trouble and stop courting controversy, even whether he’ll last as long as her.
I won’t hold against any one anything they feel they should say about the late queen, as I’m instead guided by the following words of wise advice from another late emperor, this time Ethiopia’s Haile Selassie I, King of Kings and Lords, Conquer ing Lion of the Tribe of Ju dah, the closest living being traced to Jesus Christ while he lived -- and to whom all kings and queens bowed.
In a book entitled ‘The Wise Mind of H.I.M. Haile Selassie I’, in Chapter One on ‘Peace’ ( Section 1:11) the late monarch of the only African country never col onised, but attacked by Italy with bombs blessed by the Pope of the day, Haile Selas sie says: ‘Memories of past

That’s what I want to know – King Charles on Reparations -- and that’s what I’ll look out for during what’s left of my life and his reign, as successive heirs and successors of victims of slavery and perpetrators of what The United Nations has declared ‘The Worst Crime Against Humanity’ in history.

SUNDAY CHRONICLE September 11, 2022 9

LAST Sunday started a real true blue week that was for Great Britain, as the last voting day for a new ruling Conservative Party Leader, who would auto matically become the next Prime Minister; on Mon day came the official an nouncement that Lis Truss, the Foreign Secretary, had defeated ex-Chancellor of the Exchequer, Rishi Sunak; on Tuesday, Mrs. Truss flew to Scotland to meet the queen and re turned as Prime Minister; on Wednesday she named her new Cabinet and Par liament met for the first time since the third woman prime minister took office (after Margaret Thatcher and Theresa May), all from the Conservative Party.
We’ve become quite ac customed to and expect the exquisite and exceptional choreography and pageantry that attends royal and cere monial events in the UK, but it’s never been because any one person is smart enough to plan it all, everything in stead being planned through out the reigning monarch’s life, no matter how long -- and including what should happen if and when they die.
By Earl Bousquet
The ruling party seemed bent on showing Labour it could play the “minorities” game better and the new Prime Minister, having out lined her expected right-ofcenter conservative policies that will protect the rich and tax the poor, was coming under early attack by Op position Leader Sir Keith Starmer.
The optics looked good on screen from Westminster: PM Truss sitting between women and men of colour, representing African and Indian descendants in Brit ain, with the top positions of Chancellor, Foreign Secre tary and Home Secretary not being held by whites – for the first time.
And then came Thurs day’s bombshell, starting with news that the queen was still suffering from mobility issues and unable to return to Buckingham Palace for scheduled appointments, then that she was not well but being attended to by doctors and advised to rest, then that her condition was worsening, then expressions of royal concern about her survival, then about the royals flying to Scotland to be by her side – and a ‘drip-drip’ set of reports on BBC World that suggested to me, from very early, that the queen might have died already -- and the nation was being softened for the blow of the announce ment.
So, in this queen’s case, they’ve been practising what to do when she died for at least 70 years; and Prince Charles, who’s been prepar ing to succeed his mom for seven decades and finally got the job at age 73, through a succession transition just as

Screening for drug interactions is a proactive exercise done by the pharmacist so as to prevent prolonged illness and enhance medication management. However in the event that the intended outcome of the drug is not achieved or the side effects outweigh the benefits, retroactive inves tigations can be done on drug interactions.
Antagonism occurs when two drugs with opposing mechanism of action are taken together, interfering with the desired effect of one or both medications.
For simplification of drug interactions, there is a three category classification; drug-nutrient, drug-disease and drug-drug interactions.

A DRUG interaction is defined as a change in the drug’s effect on the body when it is taken with other drug(s), food, beverage, and supplement or in a pre-ex isting disease condition, which may be triggered by the use of the said drug.
For example, an asthmatic experiencing pain or fever should not use Advil or ibuprofen, aspirin or any readily available NSAID (non-steroidal anti-inflammatory drug) since it can exacerbate an asthmatic attack. Likewise, if the asthmatic patient present with cardiac issues later in life and requires a heart rate slowing drug, it is advisable that a highly selective beta-1 blocker such as bisoprolol is prescribed at the lowest effective dose which presents minimal risk of beta-2 blocking bronchospasm.
* Drug-nutrient interaction – Nutrient including food, supplements (herbal and traditional) and bever ages may have an effect when consumed with certain drugs. For example, a drug such as ketoconazole is metabolized by the liver, so when a substance like alcohol is used concomitantly, the alteration of liver enzymes affect the drug’s metabolism. Hence it is not recommended to use alcohol whilst on such medi cations. Ask granny if you want to know about we culture
EVERY ethnic group in Guyana, a land of six ethnicities, has its own cultural celebrations, with some crossing over, albeit not with equal recognition and support, unfortu nately. Nevertheless, when the opportunity surfaces to showcase one’s culture, the response has been overwhelm ingly great, demonstrating that regardless of one’s ethnic background, there is always something for everyone.
Moreover, all of us benefit in some fashion or form since cultural celebrations help us to understand how a culture is evolving, and where it is going, instilling feelings of awe so much that we cannot wait for the next celebration. This is a much-added sentiment to the joy of humanity, leading us hopefully away from the pressure-cooking lifestyle and the daily grind of this and that.
SUNDAY CHRONICLE September 11, 2022 11

If I were to describe these first people of Guyana with out asking granny, I would say these are individuals who naturally seek to accommodate rather than conquer nature amid resistance and persistence to live how they are. With out romanticising them, I think, they live in harmony with their surroundings which appear to provide them with all the necessities of life, instilling confidence in them as a proud people of Guyana. There seems, however, a poor under standing of them from the outside, which was addressed and displayed last week on the national stage, ensuring, through songs and satire, a utopia of harmony of themselves and the One Guyana initiative by the current administration. Ask granny and she will tell you that.
I was particularly impressed by President Ali taking the stage and the musical group from the Cuyuni-Mazaruni region of Guyana. The lyrics of the song “ask granny” was just magnificent, which I think should be placed in annals of Guyana’s musical history. After listening to the young lady, I do not know her name, I will ask granny, I think her message could be described this way.
I noticed these sentiments at the opening ceremony of 26th Anniversary of Amerindian Heritage month -September, last week, with unwavering admiration. The ceremony was well planned, and well-executed, kudos to the organisers and performers. To recall, it was the late President Cheddi Jagan who, in 1995, designated September as Amerindian Heritage Month in honour of Steven Campbell, the first Amerindian to serve in Guyana’s Parliament in the late 1950s. There are an estimated 75,000 Amerindians distributed in nine “tribes” that live in Guyana which has a population of about 750,000 persons. Amerindians make up about 10 per cent of Guyana’s population and are the forerunners although they have not always received the respect for being so. Ask granny if you want to know about the Amerindian population statistics.
I am sure that the month of September will be filled with a multitude of Amerindian customs and culture across Guy ana, linking them with other Amerindian communities and Guyanese, demonstrating that the Amerindians do not exist in the bush zone of civilization.
In a matter of less than five minutes, she presented a colourful narrative of Amerindian life in Guyana, graced with passion and glory for her people, inspiring them, filling them with confidence even in the moment of uncertainty, sweeping their fears by her own spectacular performance that the Amerindians are going to places, never seen before. I also think that the performance, and style of the music were drawn from the wider Caribbean, but what was cre ated on that national stage that night was wholly new and original. It is a blueprint for the future, which arguably, could only get better.
If you do not believe me, just ask granny. (lomarsh. roopnarine@jsums.edu)

Amerindians are the beneficiaries of an equitable and equal share of development and growth, as they are now seeking to wipe away the scars of discrimination and unfair treatment meted out to so many of them.
It could easily be said, from looking at how the PPP/C Government operates, that Amerindian issues are considered national issues. This is because the government has been resolute in its emphasis that Amerindian development is a top priority. President Ali said, too, that this year his government spent a whopping $10 billion on advancing the cause of Amerindians in less than two years by im plementing the projects, plans, and initiatives that cater to their needs.
Further, some 150 Amerindians will undergo training in ATV and outboard en gine repairs and licence to drive ATV (75 villages), while another 200 will be trained in garment construction (65 villages).

14 SUNDAY CHRONICLE September 11, 2022
First, every independent source- foreign governments, foreign election observers, internationally respected human rights organisations, independent scholars (both local and foreign), agree that the PNC stayed in power between 1968 and up to 1992 through widespread rigging. The evidence is overwhelming and incontrovertible.
elections. Consider the following verifiable facts.
This is not so. Instead, the political problem in Guyana is that one of the main political parties plays by democratic rules and follows the constitution, while the other main party has a long and uninterrupted history of authoritarianism.
Second, the PNC has a long record of disruptive tactics. One of its favourites is what we might call the Art of Delay.
Third, on December 21, 2018, a no-confidence vote was taken against the APNU-AFC when Mr. Charrandas Persaud voted against his own coalition. It was a vote of conscience according to Mr. Persaud. Despite clear constitutional guid ance to hold elections in a timely manner, it took the AP NU+AFC 437 days to have the elections. The Art of Delay was in full
The lead up to the 1992 elections makes the point well. Through the efforts of the Atlanta-based Carter Center, the PNC agreed, in December 1989, that it will allow free and fair elections. It also agreed to allow independent observers, both local and foreign. While the agreement was struck in December 1989, the election did not take place until October 1992. Specifically, it took 1,009 days for the PNC to allow the elections. The delay by the Hoyte-led PNC had nothing to do with race. The PNC had been in power for three decades and controlled every facet of state power. The PNC also had numerous Indians who helped to legitimise the authoritarian regime and were also active in the rigging.
Yet, as shown above, we can focus on problems that are easily verifiable.
In this case, we can now affirm, without contradiction, that the PNC’s refusal to accept democracy is a greater contributor to political instability than race, per se.
It would be foolish to dismiss the dynamic of race in Guyanese politics. But we need to understand that race is a convenient mantra to recite. It stirs the masses quite easily and claims about racism are presented in ways that cannot be easily refuted through empirics.
Anotherswing.actof delay commenced on March 2, 2020 and ended 153 days later, when the APNU+AFC reluctantly conceded they had lost the election. Yes, 153 days. In this in stance, the PNC led APNU, backed up by Khemraj Ramjattan and Moses Nagamootoo of the AFC, employed dubious legal tactics to drag out the swearing-in of Dr. Mohamed Irfaan Ali as the rightful president. One pathological sideshow was the absurd claim by the APNU+AFC that 33 is not more than 32.

ARTICLE 15:
Disrespect for democracy is arguably a greater threat than race
This is a big claim and so only indisputable facts could establish the truth. We could examine the issues by looking at the conduct of the parties around regional and national
Now, if you compare the PPP and then PPP/C conduct around elections, things look different. The May 2015 elec tions makes the point in convincing fashion. The elections were held on May 11. In less than 48 hours, senior ministers from the Ramotar Cabinet offered their resignations and turned in their keys. Mr. Granger was sworn in just five days, despite a difference of only one vote in Region Eight between the APNU+AFC and PPP/C. There should have been an au tomatic recount. It was not done. Nor did GECOM count 40 boxes of votes, most from voting districts where the PPP/C was heavily favoured. Former President, Donald Ramotar, not only confirmed this on the Gildarie-Freddie Show, but also confirmed that the request to count only a small number of the boxes was refused by Keith Lowenfield, the Chief Elections Officer of GECOM at that time.
The pattern of disruptive practices by the PNC and AFC continues to this day. Opposition leader Aubrey Norton only recently made the absurd claim that a meeting with President Ali does not constitute “consultation.”
In contradiction to arguments that Guyana’s politics is grounded in racial divisions, there is unmistakable evidence that the real issue is that there are social forces in this country that have never accepted democracy as a preferred value. The PNC’s record on this is beyond dispute. The AFC has taken many pages out of the PNC’s handbook. The WPA, once a champion against authoritarianism, is now deeply entrenched with the authoritarians, and hangs everything on race.
“The goal of economic development includes the objective of laying the material for the greatest possible satisfaction of the people’s growing material, cultural and intellectual requirements, as well as the dynamically stable development of their personality, creativity, entrepreneurial skills, and co-operative relations in a plural society. The State shall intervene to mitigate any deleterious effects of competition on individuals or groups of individuals.”
The facts are clear. The PNC and later the APNU+AFC with an assortment of smaller actors, engaged in disruptive delaying tactics, often combined with violence, or some might say outright political theft, of 1,519 days.
MANY claim that the number one source of political in stability in Guyana is race.

We cannot forget Yuvraj Singh ham mering England young fast bowler Stewart Broad for six consecutive sixes in a world cup tournament in South Africa. Hence, let us agree with skipper Shimron Hetmyer and give the young bats man a chance to establish himself as a world class player.
Chandrapaul Hemraj is an attacking batsman but Paul Stirling is not the ideal player to open the innings. Shai Hope is a class batsman and we should keep him at three because we bought him for that po sition. Odean Smith earned his place in the team and the skipper and the management will have to respect his ability to hit the ball and as a bowler; it is the skip per who will have to get the best out of him. He is certainly over the hill. Using eight bowlers in a losing cause is desperation. Guyana desperately needs points on the board and the warriors will have to get into winning ways.
