training, an additional ferry service for the Essequibo and the introduction of cage culture are among several initiatives that will soon be implemented to boost the local tourism and agricultural sectors of Mashabo Mission, a small indigenous community located on the Essequibo Coast.
During a community meeting with residents and farmers on Friday, President, Dr Irfaan Ali said that these initiatives will see residents becoming self-sufficient in creating employment and producing their own food
“We have something that is very rich for tourism and eco - tourism here and that potential must be explored fully,” Dr. Ali said.
Regarding tourism, residents of the community shared ongoing plans to develop an eco-friendly facility to accommodate tourists and vendors; however, the challenge of transportation to the village is a concern
To address this, the President said that the government will soon introduce an additional ferry to service the Essequibo route from Parika “ We have to get more

–– 3,000 Tambaqui to begin cage culture; 10 acres for pineapple production
Additional ferry service for Essequibo
trips coming from Parika to Essequibo as early as next week, we will commence the experiment of an additional ferry to service Essequibo
We are going to invest in one additional ferry to service Essequibo , so that we can bring the full potential,” Dr Ali related
This particular investment, he said, will provide endless opportunities for the community ’ s budding tourism sector Additional training will be provided to several young persons in the community to support this sector
“ Beginning from September through the Joint Services, we will send four persons to train your young people in service-oriented tourism right in the village ,” the Head of State said.
AGRICULTURE
Meanwhile , to ensure that residents are self-sufficient in producing their own food, each household will receive 25 black giant birds to boost local egg production there.
This, according to President Ali, will also complement several other ongoing initiatives in the community
“ For every household we are going to give you 25
black giants so that you can use them to produce eggs for every household. That can support the school-feeding programme, that can support your tourism project and it can help you to sell outside the village,” Dr Ali said
The community, he reasoned, could produce thousands of eggs daily and supply them to other markets
To further assist farmers, land tillers and other farming tools will also be delivered
“We want to make farming sustainable for you; we want to help you with this farming, to help you and to ensure that you increase your production we are going to send six land tillers to the 20 plus farmers In addition to the land tillers , we are going to send a whole host of farming tools and equipment for you to use in the farm,”
Dr Ali said
Meanwhile, to empower
the women and youths of the community, cage culture and the expansion of pineapple production will be explored
Women under the age of 35 could participate in an initiative whereby 3,000 tambaqui fishes will be reared using cage culture The government will also provide the means for these farmers to market their produce
“ I believe women can create leadership in agriculture; women can play an important role in agriculture,
so we want to mobilise the women in the village below 35 years old , and we are going to work with them on establishing through cage farming, one fish cage right in the community that will be operated by these women,”
Dr Ali said
Meanwhile, 10 acres of land will be set aside to produce pineapples ; this particular project will target interested youths.
“ I ’ ve asked the toshao to identify 10 acres of land,
and we are going to help you prepare those 10 acres of land, but we want the land dedicated to the production of pineapples In a year from now , we want to see your pineapples in Anna Regina market and markets across the region,” Dr Ali said
The Head of State said that the government has been meeting with several residents in various hinterland communities to bridge the economic gaps faced in these communities.

Holistic, people-centred development agenda being rolled out
– Prime Minister Phillips affirms
PRIME Minister, Brigadier (Ret’d) Mark Phillips, on Thursday, said the government is delivering a holistic development plan that will benefit all Guyanese.
He made the statement in the National Assembly during his remarks defending motions that were tabled for the amendment of the External Loans Order and the Public Loan Order.
The motions, which were tabled by the Senior Minister within the Office of the President with Responsibility for Finance, Dr Ashni Singh, are intended to support the government’s national transformative agenda, delivering improved quality of life to all Guyanese and facilitate an increase of the debt ceiling.
Prime Minister Phillips detailed the people-centred development plan that the PPP/C administration has embarked on, emphasising the need for increased infrastructure to meet the accelerated development that is currently taking place.
“We have a holistic plan that we have been delivering to the people of Guyana. We are a people-centred government,” he said.
The Prime Minister highlighted several major developmental programmes being funded through loans and external funding, including the Gas-to-Energy Project and
the transmission and distribution system for the supply of improved electricity to the Demerara/Berbice Interconnected System (DBIS); the $17.6 billion hinterland and remote communities’ connectivity project; ICT access and e-services for hinterland communities, which is expected to see 100 new installations by year-end; 30,000 solar home systems’ project, rehabilitative works to the Linden-Soesdyke Highway, among other things.
“When we talk about the money we want to borrow and its bad economics, remember the people. Everything that we do on this side, every loan is for improving the lives and livelihoods of all the people of Guyana,” he said.
Prime Minister Phillips related that through these initiatives and the prudent management of the economy, as promised in the PPP/C’s manifesto, Guyanese are experiencing accelerated development.
He noted, too, that the APNU/AFC failed to deliver to the nation.
“In our manifesto, we promised the people that once we are victorious in 2020, the development will come for all the people regardless of if you voted for us. We have unleashed a programme of development that has taken Guyana by storm.
“Unfortunately, the entire
opposition cannot keep abreast

ress made by his administration in the recent Local Government Elections, and pointed out that even former strongholds of APNU/PNC have now supported the government, citing Linden as an example.
“You squatted in government for five years, and you did nothing for the people of Linden, the highway to Linden, the main artery to Linden. You did nothing to address it. We are addressing it here with a loan.
“The bridge you had a dream of, and we are implementing it. We are doing the bridge now with a loan, the same loan you don’t want us to take… those are two people-centred projects in Linden, for the people of Linden by the PPP/C government,” Prime Minister Phillips said.
Referencing the Linden Call Centre, the Prime Minister said it was a “failed project” that the government took over and restructured, employing over 150 young people from the region.
The National Assembly has approved the amendments
Additionally, in support of the E-Communications and Transaction Bill, the Prime Minister emphasised that as Guyana navigates an ever-evolving digital landscape, the Bill is a critical step towards positioning Guyana at the forefront of the digital revolution.
“This Bill sets the stage for the legal recognition of electronic communications and transactions, signalling the government’s commitment to embracing technological advancement…It ensures that electronic records hold the same legal standing as the paper counterpart, thus installing confidence in businesses and individuals to embrace electronic methods of communication and record-keeping,” he said.
He added that the Bill facilitates and regulates safe electronic communications, transactions, and services, building a seamless digital environment that enhances
“This Bill paves the way for public authorities to leverage the potential of electronic records, information, signatures and system by promoting collaboration between public authorities and private entities. We aim through this Bill to create a seamless digital ecosystem that fosters efficiency, transparency, and better service delivery,” Prime Minister Phillips said.
According to the Prime Minister, the Bill will also make provisions for citizens who do not have access to electronic communication.
He added: “The Bill emphasises the need to provide access to the information in paper form when required. This measure ensures that citizens who may not have access to digital technologies are not left behind in this digital transformation and ensures that all citizens can participate in the digital era.”
The E-Communications and Transaction Bill of 2023 will facilitate the establishment of an administrative framework and outline the measures for electronic security procedures and providers.
According to the Prime Minister, it will also outline procedures for handling un-
“By laying the groundwork for secure electronic communications and records, we bolster the foundation for a digitally resilient nation. These provisions will enhance the trustworthiness and authenticity of electronic interactions, providing citizens and businesses alike with the confidence to engage in digital transactions,” Prime Minister Phillips said.
The E-Communications and Transaction Bill of 2023 was also passed in the National Assembly yesterday.
ELECTRONIC IDENTIFICATION CARD (E-ID CARD) BILL
The Prime Minister also introduced the Electronic Identification Card (e-ID card) Bill.
The Bill, which is a major undertaking by the government, will see the consolidation of the biometric data of each citizen into a single card known as the ‘e-ID’.
The Bill also proposes the establishment of a Digital Identity Card Registry for collecting identity-related information for citizens 14 years and over and non-citizens, including skilled nationals of the Caribbean Community.

More Fiscal Space
IN a significant step towards the transformational development of Guyana, the National Assembly approved the motion to increase the country's external and domestic debt ceilings. The motion, proposed by Senior Finance Minister Dr. Ashni Singh, seeks to raise the domestic public-debt ceiling from $500 billion to $750 billion, and the external borrowing ceiling from $650 billion to $900 billion.
Amidst the debate on economic development and debt sustainability, Dr. Singh emphasized the government's commitment to delivering devel-
opment to all Guyanese in the shortest possible time. He cited the People's Progressive Party/Civic's (PPP/C’s) track record in effectively managing debt sustainability, highlighting how they steered the country from bankruptcy to a position of economic viability.
While the opposition showed resistance and skepticism towards the debt-ceiling increases, Minister Singh contended that responsible borrowing is essential for the country's progress. He defended the notion that debt can be a tool for development and growth when used wisely. Investments in
infrastructure, social services, and projects such as the gas-to-energy initiative, hospitals, schools, and roads have demonstrated the government's commitment to improving the lives of its citizens.
It is essential to recognize the contrast between the PPP/C's approach and the economic policies of the previous administration, which lacked fiscal prudence and effective project execution. The current government's focus on developmental projects, asphalted roads, and transformational initiatives has been evident over the past three years.
The increased debt
ceilings are not about recklessly borrowing, but rather a strategic move to facilitate engagements with institutions and seize opportunities for further growth. It is a means to deliver on the government's promise of development for all Guyanese. Responsible debt management is key to ensuring a sustainable future for the country.
While the opposition continues to object to the motion, their resistance seems to be at odds with progress and development in Guyana. It is vital for all parties to come together and support initiatives that improve the lives of citizens and drive the country
forward.
The government's plan for accelerated development, investing in infrastructure, and prioritizing the welfare of its people is commendable. As a people-centred government, the focus on development for the benefit of all is evident in their approach.
Nevertheless, the approved motion to increase the debt ceilings marks a crucial step in Guyana's development journey. The PPP/C's commitment to responsible borrowing, prudent debt management, and strategic investments bodes well for the country's future. It is time for all stakeholders to unite
and work together to build a prosperous and sustainable Guyana for generations to come.
Since GDP represents the value of all products and services produced by a country over a given period, it shows how much a country owes (i.e., its debt) in comparison to how much it produces to pay those debts.
Guyana's rapid economic growth over the last few years, along with high-growth projects for the years to come, will enable the government to appropriately manage its debt, even if it will be borrowing more money.
Dr Luncheon battled for democracy when it was risky, dangerous to stand up to the PNC dictatorship
Dear Editor, NEWS of Dr. Roger Luncheon’s passing is very sad for the PPP and for Guyana. The masses of the working poor have also lost a great champion.
The greatness of his contribution to national life is when Guyana was in the grips of an oppressive dictatorship, and people were beaten into submission to Burnham’s paramount-
cy of the PNC party, Dr. Luncheon was on the side of the people, giving strong support alongside Dr. Cheddi Jagan.
He stood up for Guyana and for the restoration of democracy when it mattered most, when champions were few, and many were too scared to speak out.
When democracy needed advocates, he was there. When the
struggle needed diverse, united voices, especially from the Afro-Guyanese community, Dr. Luncheon was not afraid to step up and make the personal sacrifice that entailed.
When the struggling working masses needed hope, Dr. Luncheon was there with the Jagans. Dr. Luncheon was active in the struggle for democracy at a time when the PPP had
no soup to give.
I have never heard of anyone complaining that Dr. Luncheon was corrupt or was a bribe taker, as people usually complain about our politicians. That’s very honourable and worthy of celebration. President Ramotar’s letter has confirmed that as well as Mr. Trotman’s tribute.
Dr. Luncheon has certainly earned a place
on Democracy’s Hall of Fame in Guyana, and has etched his name indelibly as one who believes the PPP party should never lose its mass-based character and focus on the working poor.
Maybe the PPP should create some kind of Public Service Award named after Dr. Luncheon to inspire the younger comrades.
Thank you, Dr.
Luncheon, for all you did for Guyana. You made us proud. You have served well and faithfully. You have enriched us all.
A grateful nation salutes your long commitment and labour of love serving the people of Guyana. Thanks to you and your family. May you rest in peace!
Yours sincerely, Dr Jerry Jailall

The Roger Luncheon I knew
I HAVE always regarded myself as a working class boy. The term “working class human” cannot be measured in tangible ways and by actual class status. By economic measurement, you could place a person in a class category. What you cannot use is psychic feeling.
The term “working class boy” connotes a certain psychic way of looking at your personal life. Perhaps no better way of putting it is who you socialise with.
After you leave your professorial duties or your white collar job when the day is done, who do you socialise with? I think the term “working class boy” can only be justified by your socialisation process.
If you cannot find meaning in the friendship of ordinary people, then, as a middle class intellectual or petty bourgeois left-winger who came from proletarian origins and wants to be classified as remaining firm in your working class background, you would be deceiving yourself at a dangerous psychological level.
It is this context, my words on Roger Luncheon will be purely positive. I got to know Roger very closely in the pre-1992 era before he became perhaps the second most important decision-maker in the 1992 government of Dr. Cheddi Jagan. One of the dimensions of our friendship was my visits to him at the Georgetown Hospital with people who needed medical assistance.
I even took people to his house. I could remember vividly, I was swimming on the Kitty beach with my friend who lived on Barr Street Campbellville and he got bitten by several jelly fish that we in Guyana refer to as “Portuguese manawar.” I think that was the last time I was at his home. Shortly after, he became part of the government.
I have been a columnist for 35 years in which I have produced literally thousands and thousands of columns, and in that ocean you cannot find a column critical of Roger.
I think the reason for that was because Roger was essentially a very simple man
who was incapable of living a life outside the trappings of ordinariness. That is a trait I deeply admire in people though they have status, wealth and power.
The world does not see many of such type, but once I came out of poverty, I wanted to be like that and I am satisfied I am like that.
Our friendship ebbed after he became head of the presidential secretariat because that was a more taxing job than a minister’s and time does not allow such busy people to return to idyllic times that belonged to the past.
As an anarchist, I tend to keep away from power. That has been my relationship with power my entire life. So after 1992, I didn’t see or talk to Roger Luncheon.
Our only encounter came in 1999 when I took up an appointment as a media consultant to Information Minister, Moses Nagamootoo. Roger drafted a one-year contract on generous terms but on receiving it, I made contact with him to shorten it by half.
Giving my reservation with power and my status as a daily newspaper columnist, I thought a shorter period would gel with my temperament. He had an inimitable way of talking to people in his capacity as a high state official.
You have to see that style to comprehend its outline. No words can adequately capture a true description.
He told me that he doesn’t think a consultant to a minister is given a sixmonth contract and why I don’t want to be with Moses for a year. But he changed it soon after our discussion and I don’t think he was capable of refusing such a request. He was simply just a cool dude.
He will go down in Guyanese history as one of the simplest power-holders this country has produced. He was the quintessential working class boy in the corridors of power.
I suspect he wanted to emulate what he saw in Cheddi and Janet Jagan. Both of the Jagans lived ordinary lives and eschewed ostentatious living. Despite being people with status and power, both of the Jagans socialised at an extensive level with the ordinary folks.
I will leave readers with one of the recurring motifs in our conversations before we lost contact with each other after 1992. The PPP lived inside his veins. He was obsessed with the wrongs done to the PPP throughout history.
He told me if the PPP wins the 1992 elections, he would turn the lower flat of his Stanley Place home in Kitty into an office for the youth arm of the PPP – the PYO. I think he was one of the simplest humans that high politics produced in this world. His style should be emulated.

Indian High Commissioner bids farewell to Guyana
DR K J SRINIVASA will complete a four-year tenure as the Indian High Commissioner to Guyana on August 13, 2023.
He will move back to India to work for the Ministry of External Affairs, Government of India
A farewell ceremony was held on Wednesday night for Dr Srinivasa, who stated that it has been a great pleasure to work in such historic and interesting times in Guyana, as the country is continuously developing
“We have indeed embarked upon many joint ventures with the Guyanese government , and the people of Guyana , wherein our partnership ranges from promoting trade and commerce, investments, political engagements, while also addressing challenges and opportunities in various sectors,”
he related
Dr Sirinivasa noted that fortunately for the two countries’ relationship, they were assisted with two events which only further strengthened the relations These were the visits to India by President Dr Irfaan Ali and Vice President , Dr Bharrat Jagdeo.
“ In fact , very soon after their return, we got a proposal from President Ali to our Honorable Prime Minister Narendra Modi , setting out focus areas which the government of Guyana felt should be addressed by the two sides And since these were practical and timely, Honorable Prime Minister Narendra Modi immediately agreed to that,” he explained
He said that as Guyana enters a new era of development and embarks on its quest for prosperity and development,
there is a very strong interest on India’s part to be a partner with Guyana in this journey
“The focus areas that President Ali and Prime Minister Modi had agreed to include energy, obviously, health and pharma, Development Partnership, and the capacity building that we do,” he explained.
He noted that India’s partnership efforts with Guyana show they regard Guyana as an equal partner
Vice President Dr Bharrat Jagdeo, at the farewell reception, said that the Indian High Commissioner has served the interests of Guyanese in a major way
“I’m here tonight to give testimony to that fact and to wish him all the best in his future endeavours,” VP Jagdeo said
He noted that in Dr Srinivasa ’ s future endeavours ,
he is going to remain closely connected, together with the bilateral agenda between India and Guyana.
“ So we take comfort in that, because he has great institutional knowledge of the burgeoning economic and social ties between our two countries that, as he said, were given an impetus when the President visited India,” he said VP Jagdeo related that during the Indian High Commissioner’s time in Guyana, he saw the intense efforts to change the country and to re - engage people , among other things, which India has been supportive of throughout the period they have been in office
“India has been there since then, assisting almost in every single development project… we are very proud of this relationship We’re very happy of the high level attention that India has accorded to our country and we appreciate it a lot,” Jagdeo said
Further, he noted that they are looking forward to imple-

menting a progressive agenda with India , one which sees Guyana’s agricultural sector being transformed based on tissue culture labs, new varieties of products and recruitment of specialists from India.
“…because in our march for greater food security, we believe India can play a huge
role in that regard,” he said
VP Jagdeo added : “ We look forward to working with the Government of India; we want to thank you for your service to Guyana
You have been there at every moment, very responsive to all the requests that we have made of you.”

40,000 children to benefit from ‘development kits’
- donated by UNICEF to the Human Services Ministry
SOME 40,000 children under four years old, along with 20,000 parents/caregivers in Guyana, will soon benefit from quality Early Childhood Development (ECD) programmes and family support services, as UNICEF Guyana has donated 100 ECD kits to the Ministry of Human Services and Social Security (MOHSS).
This was announced by UNICEF Area Representative for Guyana and Suriname, Nicolas Pron, during a simple handing over ceremony held at the Children and Family Center in Sophia.
According to Pron, the initiative, funded by the Canadian government, is an ongoing effort to promote a safe and healthy learning and living environment to migrant and host communities in Guyana’s hinterland and selected coastal areas.
Each kit includes a wide range of resources to encourage playing, storytelling, numeracy and include materials for caregivers, inclusive of water and sanitation items for improved health and awareness of children. Each kit is complimented with an activity guide.
“Early childhood development is a fundamental right of every child. The first 1,000 days are the most delicate period for physical growth and brain development for girls and boys. As children
thrive, entire communities grow, and a more sustainable and peaceful future is possible,” Pron said.
Minister of Human Services and Social Security, Dr. Vindhya Persaud who received the donation, expressed profound gratitude to the Canadian government and UNICEF Guyana for their contribution and longstanding support to children and youths in Guyana.
She highlighted that ECD kits will go a long way in supporting children, as it will be integrated in the ministry’s early childhood development day and night care programme.
“Because early childhood development is so important, we thought it fitting to [include] it with the care programme of the MOHSS introducing the new concept of night care…and these kits will be very useful because children will be in that environment for much of the day,” Minister Persaud said.
She added: “With the kits, comes the need for training and we have started that process with UNICEF. The team from MOHSS have been in the necessary meetings and trainings to develop the kind of curriculum we want to have within our [ECD] centres across the country.”
The minister also highlighted that some of the ECD kits will be utilised
at a newly constructed Children’s Shelter in Region One.
“The shelter is almost completed, and we look forward to commissioning it very soon and those kits will be well-utilised there as well,” Dr. Persaud said.
Also present at the event was High Commissioner of Canada to Guyana, Mark Berman who expressed appreciation to the Ministry of Human Services and UNICEF for their partnership on the ECD project.
Berman said: “Through this partnership, we are working to build community, childcare and education services and facilities in an effort to ensure those facing increased vulnerabilities do not fall further behind in recovering from the pandemic.”
Only recently, a high-level visit from the Canadian government was able to witness, firsthand, the results from the ongoing ECD project in region one, where close to 1,000 children, inclusive of over 300 migrant children in various communities in the Mabaruma Sub District, are benefitting from quality early childhood development programmes and family support services.
The programme emphasises nurturing care and early stimulation and aims to ensure children, particularly the most vulnerable, have the best start in life.

India hands over millet seeds to Guyana to initiate cultivation trials
THE Indian High Commissioner, Dr. K.J. Srinivasa, on Friday, handed over millet seeds to the Ministry of Agriculture to commence trials for the cultivation of millets in Guyana.
At the simple handing over ceremony, Minister of Agriculture, Zulfikar Mustapha, said that Guyana has the conditions to cultivate millets, noting the country’s climate and fertile land.
He also related that millet cultivation is a great crop to produce, considering Guyana’s goal to achieve food security and reduce the country’s food import bill by 2025.
Given this, Minister Mustapha said that it was an appropriate time to begin millet crop cultivation in the Carib-
bean region, in Guyana.
Additionally, the Agriculture Minister noted that, during the Indian High Commissioner’s tenure, they have had several projects ongoing. Just recently, he related they spoke of a number of issues needed to be followed up
within the Agriculture sector.
Some of these include specialists from India coming to Guyana, the starting of the tissue culture laboratory, production of planting material, focus on the rice sector, hemp production, and several
other areas.
Agro-processing is something they have been looking into, he pointed out. They recently applied for a grant and will receive assistance from the Indian government to help Guyana.
Minister Mustapha said that all of these plans have moved forward.
Further, Dr. Srinivasa said that this was his last official act in the country and he was delighted for it to be the handing over of the millet seeds.
“This is something that was very dear to our Prime Minister, Narendra Modi. We are
recognising that India was a powerhouse in millet production, were looking to leverage expertise from the Asian nation to advance Guyana’s food security efforts.
During a virtual address at the two-day Global Millet Conference in New Delhi, India, President, Dr. Irfaan Ali, highlighted that India is the largest millet producer globally and is also assuming global leadership in advancing the objective of addressing one of the world’s most foremost challenges which is food security.
Based on India’s proposal, the United
ae family, commonly known as the grass family. The grains are usually grounded into flour to make various foods. While it may look like a seed, the millet’s nutritional profile is similar to that of sorghum and other cereals.
Its high nutritional properties and resilience in adapting to hot and dry climatic conditions provide an affordable and nutritious option to addressing food insecurity, the Guyanese Head-ofState emphasised.
“Guyana has identified the production of millets as having great potential towards enhancing national and
working very assiduously to spread the cultivation of millets because it is a very low cost crop that we grow in India,” he explained.
The High Commissioner noted that millet, aside from its low cost, has many health benefits as it is highly nutritious, good for persons with diabetes, good for people with illnesses and contains lots of protein.
“I have grown up eating it back home in India, so it gives me great pleasure to hand over this,” he related.
In March 2023, Guyanese authorities,
Nations General Assembly (UNGA) declared the year 2023 the International Year of Millets (IYM).
“The declaration of this international year is linked to the recognition that hunger and food insecurity are potent threats to the attainment of the sustainable development goals,” Dr. Ali said.
He added that the production of millet has the potential to be a game changer in ensuring greater food security across the world.
Millets are a group of cereal grains that belong to the Poace -
regional food security.
As the Caribbean Community (CARICOM) implements vision 25 by 2025 to reduce the food import bill by approximately $US1 billion by 2025, millet is an ideal solution to increase self-sufficiency and reduce reliance on imported cereal grains,” he said.
The Government of Guyana has already set aside some 200 acres of land for exclusive millet production.
Trials will be conducted in Regions Four, Nine and 10 before large scale production begins.

Guyana must stand on the right side of history
- President Ali says country must do its part to address global injustices and inequalities
WITH Guyana cementing its position in the global arena, it is implied that the country now shares the responsibility of addressing worldwide injustices and inequalities.
This was according to President, Dr. Irfaan Ali, who on Friday evening hosted a dinner in commemoration of the 185th Emancipation anniversary.
In his remarks to a large gathering at State House, President Ali said that Guyanese must reflect on the sacrifices made by their Afro-Guyanese ances-
tors who rebelled heavily against injustices many moons ago.
“We as a people who are the inheritors of such sacrifice, we have a great responsibility and duty in the world today to ensure that wherever there is injustice, wherever there is oppression of people, wherever the dignity of people is challenged, that we must stand on the right side of history,” the Head of State said.
He added: “If we are to pay homage to the sacrifice our ancestors made, we cannot close our eyes to the inequity
and the injustices in the world.”
To address the many issues facing the world, Dr. Ali said that a collective approach is needed and Guyanese must be open to sharing their resources with the world.
“We, therefore, have a collective responsibility to build a collective future and we are not only speaking about a collective future for Guyana. The resources that we are blessed with must be utilised to build a collective future that brings prosperity to people in every single region and every corner
of the world,” the Head of State said.
He further reminded of the government’s push to establish programmes and lead discussions on climate, energy and food security.
“We have presented the world with one of the largest standing forests in the world, storing 19.5 gigaton of carbon with the lowest deforestation rate in the world of 0.036 per cent…we have wars around the world around energy people’s freedom taking away in the fight for energy,” Dr. Ali said, adding: “In both of these areas,
we have been presented a natural gift and a blessing that we must utilise in the interest of humanity and the interest of people.”
The President also reminded that Guyana is currently leading the charge in the Caribbean Community (CARICOM) and Latin America region to address food insecurity.
“This is done in recognition of the sacrifice, in recognition of the freedom our ancestors fought for,” the Head of State said.
Meanwhile, Son-inlaw of former President Forbes Burnham,
Dr. Richard Van-West Charles, who also delivered remarks, said that Guyana under the leadership of President Ali is currently on an upward trajectory of building a strong future.
“We have multiple ethnicities, and we have in our motto, one people, one nation, one destiny and the president’s programmatic framework of one Guyana. That is important for us because it is building a nation,” Dr. Charles said.
have done more in a single year than APNU did in five years’
GENERAL Secretary of the People’s Progressive Party (PPP)
Dr Bharrat Jagdeo has reiterated the governing party’s ability to deliver on the majority of its manifesto promises, compared to the five years of the APNU+AFC’s tenure in office.
Dr Jagdeo was responding at his weekly press conference to an editorial published in the Stabroek News . The editorial, according to the General Secretary, paints a false picture that the party has not been able to make progress in several areas over the past three years.
He described the article as vile and reminded that every single PPP/C government has managed to move
Guyana forward and this is evidenced by its track record.
“We have done more in a single year for the people of this country, in terms of welfare than APNU did in five years and we can show that historically. The PPP has always moved this country forward in every single facet of life,” Dr Jagdeo said.
In relation to the regulatory framework of the oil and gas sector, the General Secretary highlighted that several pieces of legislation were enacted in the National Assembly, signalling the government’s commitment to prudent management of the petroleum sector.
“I have on a number of occasions sat right here and said that we have had in a short pe-
riod, one of the most aggressive agendas for improving the regulatory and the management framework for the oil and gas sector.
“We have amended the Natural Resources Fund (NRF) … today it has gained international kudos because of the amendments that we made. Significant amendments that vastly enhanced the transparency in the use of the resources,” the Dr Jagdeo explained.
Additionally, the administration committed to ending the first-come-first-served model for the oil and gas industry and subsequently launched an auction for oil blocks remaining offshore Guyana. That auction is ongoing and is expected to conclude some -
time in September.
“Thirdly, we have now drafted a new Production Sharing Agreement (PSA). Fourthly, we’re passing the petroleum activities bill … we have passed a Local Content Law, which has driven over $400 million of business to local people,” he added.
The government has also strengthened provisions in petroleum licences and has made them public, while a carbon tax for oil companies was also introduced. These are some of the initiatives that were plugged to strengthen the management of the local oil and gas industry.
Dr Jagdeo also made it clear that the proceeds earned from the oil and gas industry are
being pumped into numerous developmental projects that are being undertaken, as well as into the welfare of the people.
These include the new Demerara River Bridge, a $11.2 billion highway linking Schoonord to Crane and the new Eccles to Diamond four-lane highway.
“It will change their lives, with this bridge it will change the lives of the people, the bridge and the road. But we must please, Stabroek News and the others because you mustn’t do these things and campaign on it in 2025 … and they still ask where the oil money is going.”
He also reaffirmed the government’s commitment to achieving
carbon net zero, even while it is pursuing the development of the Wales gas-to-energy project, which will cut electricity cost by 50 per cent.
Dr Jagdeo continued: “Our commitment to net zero is one of the strongest commitments in the world. We’re already playing a significant role in decarbonising the world through our forests. We’re already carbon negative.”
Also, significant investments are being pumped into the Georgetown Public Hospital Corporation (GPHC) to improve its services and provide quality healthcare to citizens, among many other investments.

LBI Housing Scheme to become prime residential area
- Over 280 young professional houses being built
CONSTRUCTION
of over 280 homes for young professionals at the La Bonne Intention (LBI) housing scheme is already underway.
According to the Minister of Housing and Water, Collin Croal, this initiative is just part of the constant striving to make home ownership a reality for all Guyanese and more so, stemming from these allocations is the creation of jobs, which is contributing to the growth of the economy.
“When we started back in office, we did have a focus more on the East Bank of De -
opment taking place in and around LBI, Croal stated that soon it will be, what he perceives a little “town,” owing to the fact that commercial facilities such as malls and hotels will also be built.
In terms of infrastructure, the minister said that access to the scheme has already been completed and more so, street lights are in place. Therefore, even in the nights, trucks are traversing in and out of the scheme.
Furthermore, it was said that the scheme will interconnect with the road network that is being constructed on the East
scored: “So, if you notice the theme here is to cater for everyone.”
Over 1,500 homes are now under construction as part of the government’s turn-key project
in areas such as LBI, Providence, Prospect, Great Diamond, Cummings Lodge, Hampshire/Williamsburg, Ordnance/Fortlands, and Amelia’s Ward.
merara, but because of us maximizing our land space there, we’ve had to shift the focus to the East Coast. So on the East Coast here, there are a number of constructions taking place,” the minister said, while highlighting the vast number of new housing areas that have been established and the plethora of allocation exercises that target the East Coast corridor.
To date, according to the Housing Minister, the new LBI housing scheme caters to approximately 327 houses, with 287 already being allocated.
With elevated houses being more in demand, he also disclosed that there were 119 elevated houses built and 19 flat houses.
More so, last week, with the employment of new contractors, the minister noted that this has aided them in allocating another 77 elevated houses.
“So all of these houses that you see here are all assigned,” he further disclosed.
Speaking more on the development occurring in LBI, he stated: “Now LBI will be one of the most prime housing schemes that you will find.”
With the rapid devel-
Coast.
According to the Housing Minister: “… Because of the size of this LBI scheme, already, we are on the game in terms of the other utility services. For the houses you see, the posts [are] already up, so it means by the time the houses are finished constructing, immediately they will have access to electricity,” adding that already electrification for the front of the scheme is ongoing.
He also touched on water services and referenced the construction of the new well at LBI, which is estimated to cost $126.8M.
“So it means before this year was finished, an independent well for LBI will be in operation,” the Housing Minister announced.
Moreover, the minister disclosed that after the visit, he will be identifying an area to start the commencement of the first 100 low-income homes and while not disclosing the other area as yet, there has also been an area set aside for the construction of middle-income houses.
With all sorts of homes being built for all Guyanese, Croal under-

West Indies batting against spin will determine series – Powell
(ESPNCRICINFO) - After winning the first of five T20Is against India on Thursday, Rovman Powell said that West Indies' batting against India's spinners in the middle overs will hold the key to the outcome of the series.
"It was difficult," Powell said of West Indies' slowdown in the middle overs - they went from 54 for 2 after six overs to 96 for 3 after 14 - in the first T20I. "We always knew that the new ball was going to give us runs. It was always going to be a good powerplay
and then it [was going to] slow down in the middle, because they have a lot of very good spinners.
"This series will be decided on how West Indian batters bat spin in those middle overs. If we bat spin good during the middle overs, then we have lot of batters at the back end and we have a lot of power in the back end. That makes left-handers - [Shimron] Hetmyer, [Nicholas] Pooran and Kyle Mayers - very, very important for those middle overs.
"It was going to be difficult to start, it's always
difficult to start in the Caribbean. But once you get a start, runs is there."
After losing the ODI series 2-1, West Indies fought hard to clinch the first T20I in Tarouba narrowly by four runs after putting up 149 for 6.
On a slow and tricky pitch, India's spin trio of Kuldeep Yadav, Yuzvendra Chahal and Axar Patel bowled a combined nine overs, accounting for three of the six West Indies wickets to fall. When Pooran left West Indies at 96 for 4 in the 15th over after a 34-ball 41, it was Powell's 48 off 32 balls
that lifted the team to what seemed like a below-par total at the half-way point.
While India played with three spinners, West Indies opted for just one specialist spinner in Akeal Hosein. The left-arm spinner gave away just 17 runs in four overs, bowling 14 dots and also removing Shubman Gill in the third over of the chase. Though Jason Holder's 2 for 19including a double-wicket maiden - took West Indies home in the end, did West Indies miss an extra spinner?
"Yeah, after watching what the Indians bowled,
I was thinking if we were a spinner short, to be honest," he said. "But we've got to utilise what we have, and back our skills. We know what our fast bowlers bowl, with many change-ups, it will be difficult for the Indians."
The game was still evenly poised when India needed ten off the last over with three wickets in hand. However, Romario Shepherd bowled an excellent final over in which he conceded just four runs and knocked off Kuldeep and effected a run out to dismiss Arshdeep Singh, stopping India at 145.
"I think it was a game [for West Indies] to lose, to be honest," Powell said of the last over. "Because they didn't have a set batter, one of their top six batters wasn't there. So, I was confident going into the last over.
"Not just the 18th over, he [Holder] summed up the conditions very well. At the interval, he tells us in the dressing room that 'pace off - force the Indians to hit the ball, not use the pace.' And I think today Jase was fantastic."
Forde Propels Surrey Jaguars to GT20 final
CMC – Former West Indies Under-19 all-rounder, Matthew Forde, topped a similarly destructive spell from United Arab Emirates pacer Junaid Siddique and propelled Surrey Jaguars into the final of the Global Twenty20 in Canada, with a 38-run win against Vancouver Knights on Friday.
The 21-year-old Barbadian all-rounder bagged four for 16 from 2.4 overs, and Jaguars bowled out
the Knights for 101 in 16.4 overs in the low-scoring qualifying final of the tournament at the CAA Centre.
Forde got Pakistan wicketkeeper-batsman
Mohammad Rizwan caught behind for four in his first over, and South Africa batsman Rassie van der Dussen for six in his opening spell, and the Knights closed the Power Play on 31 for four.
Jamaican all-rounder
Fabian Allen led the way
for the Knights with 27 and helped them reach the 100-run mark before Forde returned for a second spell to remove him and Siddique off successive balls to bring the match to a close.
The result meant that Jaguars – the team that topped the points table –directly qualify for the final on Sunday at the same venue, where the Knights and the Montreal Tigers will meet in the preliminary final on Saturday to
determine the other final spot.
Earlier, Forde made only four, batting at seven, but his captain, Pakistan batsman Iftikhar Ahmed led the way with 36, Oman international Ayaan Khan made 29, and Pakistan opener Mohammad Haris added 20, and the Jags reached 139 for nine from their 20 overs after they were put in to bat.
Siddique was the main destroyer with four for
22 from his allotted four overs, while UAE legspin bowling teammate Keithan Meiyappan and Namibia left-arm pacer Ruben Trumpelmann took two wickets apiece.
Later in the second match of a double-header, former West Indies all-rounders Andre Russell, Carlos Brathwaite and Sherfane Rutherford were part of the Tigers outfit that beat Brampton Wolves by nine wickets in the eliminator final.
Brathwaite grabbed two for 20 from his four overs, and Russell conceded 28 in four wicket-less overs, and the Wolves were bowled out for 104 in their 20 overs after they were put in to bat.
A brutal 63 from 47 balls that included seven fours and three sixes from discarded Australia international Chris Lynn, a Caribbean Premier League regular, led a successful run chase in 14.2 overs for the Tigers.

Petra organisation expresses condolences at passing of MoE adviser Sam
The Petra Organisation has expressed its shock and sadness at the passing of Ministry of Education Adviser, Olato Sam.
Dr Sam was killed on Thursday morning.
A statement from the body with deep ties to schools’ football read, “We at the Petra Organisation are shocked and saddened by the untimely demise of Dr. Olata Sam. Dr. Sam was very instrumental in guiding our engagement and interactions
with the Ministry of Education (MoE). It was during his tenure as Chief Education Officer that approval was granted for us to use school teams in the Courts Pee Wee Football ten (10) years ago.
Dr. Sam, without delay or hesitation in his advisory capacity to the Minister of Education, signaled to the late Loraine Barker-King, the then Administrator of the Allied Arts Unit (Ministry of Education) to green light approval for the comple -
tion of the Milo School’s Football Tournament which the COVID-19 Pandemic disrupted.
In June of 2022, Dr. Sam and the Director of Sports, Mr. Steve Ninvalle, invited the Petra Organisation and other stakeholders to a meeting to discuss synergy, development, fair play, and the re-engagement of private schools in our football tournaments.
It was Dr. Sam’s experience and shared knowledge
that guided us to adjust our rules. His input ensured that students who represented both private and public institutions were duly registered at schools/institutions for a specified period, with the emphasis being placed on their academic pursuits also.
So involved was Dr. Sam with our programmes that only last evening (Thursday, and the day before, he contacted Mr. Troy Mendonca, Co-Director of the Petra Organisation via WhatsApp
messages for an update on the Scores in the Digicel’s Schools Football Tournament Round of 16 matches.
The Petra Organisation will greatly miss Dr. Sam’s friendship, support, and impacting guidance and we are sure numerous others with
whom he came into contact with.
We, therefore, wish to express our heartfelt condolences to his loved ones, his family, and the Ministry of Education. May his soul rest in peace and rise in glory.”

More importantly, the invading pugilists are (1) Jaheem Alexander - School Boys (11-12yrs); (2) Kayden McKenna - School Boys (1112yrs); (3) Makieve Bellille - School Boys (13-14yrs);
(4) Ekile John - School Girls
(13-14yrs); (5) Prince Charles - Junior (15-16yrs); (6) Chris Persaud - Junior (15-16yrs);
(7) Jadiah Blake - Junior (1516yrs); (8) Paul Matthew Newallo - Junior (15-16yrs);
(9) Rhys Grant - Junior (1516yrs); (10) Neraj Mahadeosingh - Junior (15-16yrs); (11)
Joshua Lewis - Junior (1516yrs); and (12) Shania Nunez (female) - Junior (15-16yrs).
The competition, which is a 2016 conception of GBA chief, Steve Ninvalle, will be
staged at the National Gymnasium, Mandela Avenue. Presently, the 2023 edition is scheduled to feature the largest contingent in the event’s history. Participation has also been confirmed from Barbados, St Lucia, and Jamaica, whilst Aruba, Grenada, the Bahamas, and St Maarten are also expected. Guyana has emerged as the overall Champion in each edition.
Meanwhile, the GBA in a move to improve its preparatory mechanism, will also stage a Referees/Judges Training Seminar from August 14th17th. This platform will be managed and supervised by Three Star Trainer, James Beckles, of Trinidad and Tobago and is being conducted to provide clarity and educate the respective participants on the recent rule changes that were affected by the world governing body, the International Boxing Association (IBA).
GBA’s president, Ninvalle, said, “Once again we are at this annual juncture where the future of the discipline takes centre stage. The Caribbean School Boys and Junior Championships have grown from strength to strength with each iteration which is indicative of its actual and emerging value within the region. It was conceptualized to be an exhibition of the country’s backbone and future and has emerged to undertake an identical element and trait amongst the other participating nations, effectively rendering the event a World Championships within the region, which is a testament to the drive and ambition of the GBA.”
He further said, “This is the most important boxing tournament in the English-speaking Caribbean. Without this event, which is of Guyanese identity, the growth, and continuity of the discipline
would be a herculean task not only for Guyana but the entire region, as it provides a humble but substantial avenue for the development of the respective athletes. Its overall value to the Caribbean Community cannot be quantified. That is where the event’s true benefit and success materializes.”
The GBA had initiated its rigorous selection procedure with its monthly
U-16 Championships at the Andrew ‘Six Head’ Lewis Gym, Albouystown, as part of its selection criteria for the looming tournament. Following the results of the previous event which occurred in July, pugilists were selected and will be encamped for two weeks prior to the prestigious regional championship to continue the preparatory segment.

Guyana’s U-15s beat the touring Young Genius Cricket Academy (YGCA) from Florida by 36 runs yesterday at the GCC Bourda.
Guyana elected to bat on an under prepared pitch and heavy outfield in a game which started one and a half hours late due to the arrival of the American team early yesterday morning.
In the first of a threematch series which commenced at 11:00hrs, Guyana were bowled out in 35.5 overs for 113 runs before restricting the tourists to 77-9 off their allotted 40 overs in a low-scoring encounter.
Guyana, runners-up to Trinidad & Tobago in this year’s Regional U-15 tournament, lost their last four wickets for 10 runs as no batter reached 20.
Adrian Hetmyer, the
nephew of West Indies batter, Shimron Hetmyer, and son of former Guyana U-19 batter, Seon Hetmyer, top scored with 19 from 37 balls with a solitary boundary.
Hetmyer shared in 39 run fourth wicket stand with fellow Berbician Romario Ramdehol who smashed the game’s only six, along with a four in a 12-ball 14 after the pair joined forces at 22-3.
Jonathan Mentore, the son of former Guyana U-19
batter and City Mayor, Alfred Mentore, faced 67 balls in his carefully constructed 18 before he was last out while Arun Gainda (12) was the only other batter to reach double figures.
Extras contributed 17 as pacer Rishi Jadala had 2-31 for the USA lads.
In their turn at the crease, only the USA’s Trilok Nanan and Daniel Pydana with 13 each reached double digits as Ramdehol and Dhanesh
securing Bronze and Silver Medals.
Earlier this year, Chan competed in the Annual Cuban Classic Powerlifting Championships, securing 1st in the 74 Kg division and etching his name into Cuban sport history as the first Guyanese to ever achieve a podium finish at this competition.
Graduating at the top of his class, Chan expressed gratitude to the Government of Guyana (GoG) and the Embassy of Guyana in Cuba which continues to work tirelessly with students to facilitate their needs and achieve the feelings of a home away from home in Cuba.
Chan also thanked his family and his team, Hybrid Elites, for their support throughout the years he spent in the Province of Cienfuegos, and the powerlifting fraternity in Guyana
(GAPLF) for their continued efforts to promote his talents locally and internationally.
The President of the Guyana Amateur Powerlifting Federation (GAPLF), Franklin Wilson, his Executive Committee, athletes, and the entire fraternity has extended their heartiest congratulations to Chan for staying the course and excelling.
"Demetri, we know, has always exhibited a high level of discipline and commitment to the sport as well as his studies, which have paid great dividends. His achievement further strengthens the fact that education and sport go hand in hand. We look forward to welcoming Demetri back into competition, but more importantly, being an asset to athletes across the board in his new area of expertise."
Persaud captured two wickets each.
The second game is scheduled for today at the
same venue from 9:30hrs while the final match will be played tomorrow at Bourda.
and FIFA sign agreement to continue NTC’s expansion
The Guyana Football Federation (GFF), on Thursday, signed a Contract of Agreed Objectives (CAO) with FIFA that envisions to see the further expansion of the National Training Centre (NTC) at Providence and the construction of four artificial pitches in selected Regional Associations over the period of 2023-2026.
FIFA, as part of its global football development endeavour, has implemented the Forward Programme that provides financial and non-financial support to its Member Associations, upon agreeing to enter into a CAO with FIFA.
Within the 2023-2026 cycle that the GFF has entered
into, the expansion of the NTC should see the provision of several football- related amenities such as the installation of flood lights, seating, dorms, and the improvement of playing surfaces.
Additionally, four artificial pitches will be constructed, of which two locations have already been identified by the GFF. The first will be the Vryman’s Erven ground in New Amsterdam, which is located in the jurisdiction of the Berbice Football Association, and the second at the Ann’s Grove Community ground within the jurisdiction of the East Coast Football Association.
Selection of these two grounds was possible be -
cause the GFF has already constructed football facilities of dressing rooms and washrooms at the two locations back in 2020. Significantly
too, the GFF has entered into a 30-year lease agreement for use of the Vryman's Erven ground and soon expects to enter into a similar user
agreement with the Ann's Grove Community ground in order to comply with Forward Regulations.
The GFF Council will soon be engaging with its remaining 7 Regional Associations to identify two additional venues to host artificial pitches. The longterm strategic goal of the GFF Council is to outfit each Regional Association with an all-weather regulation size artificial pitch. The GFF intends to collaborate with other stakeholders to outfit each pitch with bleacher stands, floodlights, washrooms and dressing rooms facilities.
When constructed, these venues will host the administration office of the Regional
Associations, host the GFF Academy Training Centre programme (ATC) and will be the premiere venue for competitions organised by the Regional Association
A sequence of steps will be required to initiate the process for constructing the pitches and these include visits by FIFA experts to define the scope of work and formulate recommendations. Critical to the process will be the acquisition of leases or user agreements for the identified pitches.
The GFF is working closely with the FIFA regional office and expects to complete its application process in due course.
