Prime Minister urges GDF Cadet Officers to demonstrate a sense of pride By Michel Outridge

PRIME MINISTER and acting President Samuel Hinds has urged Cadet Officers of the Guyana Defence Force (GDF) to demonstrate a sense of pride in serving the nation, so that their family members and others can be proud of them. He made this exhortation yesterday during the Guyana Defence Force (GDF) Officer Cadet Day at the Colonel Ulric Pilgrim Officer Cadet School at Base Camp Stephenson, Timehri, East Bank Demerara, Mr. Hinds also urged the Officer Cadets to work well with what they have since Guyana is a developing country. He expressed satisfaction,

however, with the thrilling performance by the Officer Cadets who showcased their expertise in using various lethal weaponry, endurance, falling plate shoot, jungle survival and martial arts. He stated that it was good to see that the spirit of the army is still alive as they seek to promote and maintain order and discipline and to be good examples as they prepare to lay down their lives for their fellow citizens. Hinds also encouraged the Officer Cadets to develop a bond with the army and among themselves, in addition to a world view since Guyana is in an early stage of development. GDF Chief of Staff Brig-

adier General Mark Phillips complimented the organisers of the event which was executed in a timely manner and asked the Officer Cadets to put things into place through aggressive discipline. He also outlined the importance of drills and discipline in the military, highlighting how this can define combat readiness. He added that following their graduation they will be deemed “managers of violence” as Second Lieutenants. The GDF Officer Cadet Day yesterday saw several displays including teaching aids, a slide show on training course pictures and the rappelling display on the ranges as several soldiers rappelled from the Bell 214 helicopter. A total of 12 members of the GDF accompanied by three members of the Belize Army are part of the GDF Standard Officers Course # 47. Commanding Officer Lieutenant Colonel Terry Benn said that 22 Guyanese started the one-year course with three members of the Belize Army in February this year. Among the attendees was Commissioner of Police Leroy Brumell, Chief Fire Officer Marlon Gentle, senior members of the GDF and family members and relatives of the Officer Cadets.

President acknowledges Commonwealth’s contribution to strengthening of democracy

PRESIDENT Donald Ramotar in his interaction with Heads of State and Government at the Commonwealth Heads of Government Meeting which concluded yesterday in Colombo, Sri Lanka noted that their meeting afforded the opportunity for them as leaders of the Commonwealth to recommit to the values and principles of the organisation. In particular he highlighted the enormous contribution which the Commonwealth had made over the years in the strengthening of democracy. Acknowledging that the countries of the Commonwealth were at varying levels of development, President Ramotar said that it was important as they sought to strengthen the Organisation, that the diversity of the Commonwealth be cherished and respected. He noted that in a world facing many political, socio-economic

Guyanese woman bound for New York nabbed with cocaine

A Guyanese woman was reportedly arrested with 5.7 pounds of cocaine on Saturday as she was about to board a New York bound flight at the Cheddi Jagan International Airport. The cocaine was said to be concealed in a suitcase that the 32-year old woman had on her person. She was then taken by Customs Anti-Narcotics Unit (CANU) agents to the drug agency’s headquarters where the cocaine was extracted and weighed. In recent times, New York authorities have arrested Guyanese entering the US with cocaine concealed in their underwear and more recently in pepper-sauce. It is unclear how those couriers were able to slip out the illicit narcotic through the Cheddi Jagan International Airport despite the presence of police and CANU drug

agents as well as newly purchased equipment that detects if foreign objects are concealed on travellers’ bodies.

They therefore supported the intensification of efforts to find a long term solution to develop sustained financing for the Programme. President Ramotar joined his colleague Heads of State and Government in expressing his sincere appreciation to the President of Sri Lanka Mahinda Rajapaksaas well as to the people of Sri Lanka for the excellent arrangements put in place for the hosting of the meeting and the warm and gracious welcome accorded to all of the delegations which set the tone for serious and substantive dialogue and a successful outcome of the meeting. The Tatarstan airlines flight from Moscow had been trying to abort its landing in order to make a second approach when it crashed, killing all 44 passengers and six crew on board, emergency officials said. Flight U363 took off from Moscow’s Domodedovo airport at 6:25 pm (1425 GMT) and crashed just over an hour later, emergency officials said. The leased plane was 23 years old. According to local reports, the Boeing lost altitude quickly and its fuel tank exploded on impact. There were high winds and above-zero temperatures over the airport in central Russia. Flights to and from the airport were halted until midday on Monday. Kazan, which is 800 km (500 miles) east of Moscow, is the capital of the largely-Muslim, oil-rich region of Tatarstan. A new runway was built at the airport ahead of the World Student Games, held in the city earlier this year.

AG repeats call for Gordon to step down Integrity Commission chairman urged to come clean on ‘fiasco’ By Ria Taitt Political Editor

(TRINIDAD EXPRESS) ONCE again, Attorney General Anand Ramlogan is calling on chairman of the Integrity Commission Ken Gordon to resign. The call comes two days after what the Attorney General describes as “the fiasco” of the commission having to apologise to him for failing to inform him it had begun an investigation into two Range Rovers he had bought. The

commission’s confirmation of the investigation followed repeated written enquiries from Ramlogan as he sought to ascertain whether the commission was probing him after the issue of the importation and licencing of the Range Rovers was raised in a Sunday Express investigation. The commission had received a complaint from P e o p l e ’s N a t i o n a l M o v ement (PNM) Senator Fitzgerald Hinds on July 29, regarding the registration

Chile vote: Childhood friends face off in presidential poll (BBC NEWS) VOTING is under way in Chile in presidential elections with Socialist candidate Michelle Bachelet predicted to become the first Chilean leader in more than 50 years to serve two terms. Opinion polls give her a substantial lead over her nearest rival - right-wing candidate Evelyn Matthei. But the election could still go to a second round in December. The two candidates were childhood friends before they were divided by the Pinochet dictatorship. Mrs Bachelet, a paediatrician by training, was Chile’s first woman president between 2006 and 2010. Opinion polls put her on just under 50% - not quite enough to avoid a run-off - but still 30 points more than Mrs Matthei.

Will WI cricket ever return to its glory days?

T

HE West Indies(WI) cricket team was once gain humili ated, this time at the hands of India who crushed them by an innings in both Test matches, inflicting more hurt to the pride of West Indian fans who are longing to see their team rise to the top of the cricketing world again. If there is one thing that unites the Caribbean people it is cricket; and when the WI team performs terribly their pride is severely dented. And so our people continue to live in anxiety and hope after more than a decade of despair as a result of the extremely poor performance of the WI , particularly and importantly in Test cricket. Anyone who is knowledgeable about cricket and truly understands the nature and history of the game, will know that Test cricket is the real Test of the skill, grit and determination of cricket teams. Therefore, if a team does not do well at the Test level, it will never be considered among the best, despite how well it may perform in other forms of the game. This is precisely the problem with the WI as it has been doing well in the shorter formats and in fact it is the current holder of the ICC World T20 trophy. Looking at some of the WI players in Test matches, one gets the impression that there is no pride in representing the Caribbean people. They do not seem to care how the Caribbean people are hurt by their miserable performances and appear to be just going through a routine as if they do not have a passion for the game. Passion, pride and a responsibility to the Caribbean people characterised all the great WI teams of the past. When they took to the field, they realised and took pride in the fact that they were not playing for themselves but rather for the Caribbean people. So what is the problem with WI cricket resulting in miserable performances? The problem is so huge that it may be difficult to decide where to begin. But to begin with, there is a serious problem with the administration of the game whereby increasingly many people who have little or no knowledge of the game, but are more concerned about business interests increasingly are holding the reins of power. It is bewildering that none among our long list of great international cricketers including Sir Garfield Sobers,Rohan Kanhai Lance Gibbs, Sir Vivian Richards,Alvin Kalicharran, Curtly Ambrose, Courtney Walsh etc. is involved at any level of the game-be it administration, coaching or otherwise. It is a shameful and disgraceful state of affairs.

WE saw a recent event which evoked many thoughts, opinions and much speculation. This case may go down in the history of the police force. Many young men may now fear to join the force; at least the soldiers in the armies do not have to fight any wars these days or go at the borders to protect against terrorism. They can sit very comfortably for the time being. If the army had Intervened, maybe the outcome would have been better. Maybe Mr. Deryck Kanhai, the deceased, might have been saved through rational analysis and psychological maturity on the part of the army. They are trained in strategic manoeuvres and psychological analysis.

I can say, judging from the reactions , offensive behaviours and reactions of the common everyday man. Mr. Kanhai superceded culture, tradition and ethics which have kept Hindus subservient and docile over the ages. This showed a cultural declination and possibly social revolution in the society. We must now expect anything and everything as things are going ‘modern’ now! If a psychological analysis was done, maybe Mr. Kanhai would have been spared an untimely death by mature law-enforcers!!Good people are usually over pressured and often forced into deviant life-styles by local leaders, peers, culture, family, business and

society. It is a pity that things turned so sour and had to reach this point. What were others doing before words were spoken and action taken? Could not there have been a timely intervention? Someone should have felt uncomfortable enough to report a potential explosive to the nearest social worker or councellor. People need to care for each other. There are moments when love cannot be given and has to be taken. People need to recognise these sensitive moments and react timely. Maybe, as a nation, we are too concerned about survival to think about each other. Survival has reached to such an extent that our finer sentiments seem to have evaporated. The police

were doing their duty and Mr. Kanhai was taking things into his own hands. Where was his mom and dad then? The whole nation pinned him down. It seemed like one man stood against a nation and they gave him the respect he deserved. This sounds like real mafia-style affairs! As I said, this was a case for psychologists and the nearby hospital, and their medical students to do a timely follow-up and give some startling psychological deductions by way of analysis. As for the good people and religious folk, they can start praying that they do not reach to this explosive level like the deceased. Happy Christmas Guyana! Well, the entire world will now know why Granger is opposed to citizens having big guns to defend themselves. Granger knows which ethnic group is mostly being robbed and which ethnic group is doing the robbing with big guns. Around a big concert performance there are lots of rob-

beries on a certain ethnic group by a certain ethnic group to get a peep of their most favoured performer. Around general election campaign time, there are lots of robberies on a certain ethnic group by a certain ethnic group to raise money for certain political campaigners. Then you have those that are employed at the airport, banks, police and army who give out information on certain citizens marked for robbery.

The other issue is that both our regional youth and senior tournaments have plummeted to a mediocre standard and if radical measures are not taken to drastically reverse this trend, we will continue to remain in the doldrums of cricket. In this regard, the way to start lifting the regional standard of cricket is that standards in each territory have to be significantly raised and to do this cricket at the school level will have to be much better organised, as well more attention to it is needed. Team selection is another sore point, because merit does not seem to be a major factor anymore, as it is bewildering on what basis some of the players are selected. A typical example is our current captain, Darren Sammy, who clearly does not have Test cricket temperament and therefore should not be in the Test team, much less being the captain. So in effect, we are playing with 10 men as Sammy is not contributing with the bat nor the ball. He is playing as a specialist captain! Chris Gayle has publicly stated that he does not have the appetite for Test Cricket anymore and prefers the shorter

Putting it bluntly, the current coach needs coaching himself. Also, we cannot be oblivious to the growth of T20 cricket and the money it carries; and therefore the attraction and the lure it carries. But cricketers from other countries are involved in T20 cricket but they have good Test teams. India, the current mecca of T20 cricket is a good example. But there again is where good administration of the game comes in. Most other countries have specialist T20 players and teams, whereas we have virtually the same team playing in all formats. This is nonsensical and we are paying the price for it. Undoubtedly, we have raw talent in abundance. However, the task is to transform that talent into greatness and to do that cricket has to come first and all other associated considerations have to come second.

Freddie’s unjustified bashing of India and Indians DISGRACED columnist Freddie Kissoon continues to ply his trademark writings bashing India and anything Indian without any justification. Freddie does not bash other ethnic groups or African countries. He targets India and Indians. He also attacked NACTA for conducting independent polls and criticises the PPP for having surveys done because they are carried out by Indians who don’t use Freddie as a consultant. Readers are reminded that Freddie even bashed the great Mahatma Gandhi – imagine that, the great, iconic, respected Mahatma, who the entire globe deifies, is the scorn of Freddie’s pen. Clearly, Freddie has a sick, incurable mind. In his latest tirade in the Kaieteur News (no other paper carries his trash), Freddie states India has no business probing Mars or conducting space research because of its poverty. So, according to Freddie, a poor country must not pursue modern technology to alleviate poverty. It should remain poor and depend on the developed world for technology or satellite launching, the way Freddie bums other people for assistance. Let us examine some stats on poverty and space. Over 20% of Americans live below the poverty line, but it still carries space probes costing over $25 billion annually. Over 35% of Russians live below the poverty line, but it has a vibrant space research programme from which it earns billions. France and China also has large percentages of people (25%) well below the poverty line, but they continue to explore space with the European Space Agency earning a lot of money from its programme. Should they discontinue their space programmes because they have poverty? Almost all space powers collaborate with India because of the advanced nature of India’s space programme. Exploring space and space-related technology can help to alleviate poverty, especially for a country like India which launches satellites at less than a fifth of the fee charged by the Americans , Europeans and Russians. Although India ’s space programme is not commercialised like NASA’s or Ariane’s (Fr. Guiana), India can and does collect substantial fees to launch satellites to subsidise its space programme and create jobs for its vast pool of unemployed engineers and scientists. India’s Mars probe is a tenth of the cost of America’s and will provide vital information beneficial to the globe.

Freddie is not well read and even when he reads academic literature he does not understand what he reads, as evidenced by his non-comprehension of Fareed Zakaria’s theory of “Il-liberalism” misapplying it to a democracy like Guyana. So readers have to excuse Freddie – he is not right up there as almost everyone in Guyana will tell you. Freddie does not understand India’s space programme that is tied to its national defence and poverty alleviation goals, etc. – testing of ICBMs, studying weather patterns and forecasting climate to help farmers, etc. I am an India specialist. I studied in India and was an occasional guest lecturer at several of its universities and institutes. Over the last decade, I have been reading several Indian newspapers daily in addition to Indian academic journals and magazines and I have been reading six Indian weeklies (since the 1970s) in New York. I used to write regularly for several N.Y Indian weeklies during the struggle against the PNC dictatorship (exposing human rights violations in Guyana) and still make contributions from time to time on the Indo-Caribbean diaspora. I have been travelling to India regularly since 1985, pressing the case for India’s support for our pro-democracy struggle against the PNC dictatorship. And I visit Indian diaspora countries regularly as part of my studies. So I am familiar with Indian affairs as well as issues pertaining to the Indian diaspora, having studied. I have penned a lot on and about India particularly about its space programme and efforts at poverty alleviation, not only in India but on its aid programme to poor countries in Africa, Asia, Latin America and the Caribbean . Information and data from Indian satellites and space programme are passed on to poor African and Asian countries on climate enabling them to take measures against natural calamities. Also, Indian satellites help African countries with communication. India, with all of its poverty, has helped poor masses in Mexico and other parts of Latin America. Just last year, India committed 22,000 scholarships to students from Africa in addition to US $10B in foreign aid plus technology transfer. Mexican and other Latin students study for free in India. Freddie was not admitted to study in India because

he could not make the cut. In spite of all the help given by India to African countries, most of them were not supportive of India at international forums — the epitome of nimakharism, similar to Kissoonianism (never grateful for all done to him by India, Indians and the PPP government). When India sought their vote for a Security Council(SC) seat, most African countries voted in favour of Japan (although it was India’s turn to be the Asian rep on the SC). South Africa (with Mandela support) and Zimbabwe and a few others sided with India remembering India’s contribution in the struggle against racism in southern Africa and the liberation of African countries from imperialism. Readers must not forget that Guyana is the largest recipient of aid from India. Thousands of Guyanese of all ethnicities (more non-Indians than Indians, especially during the PNC tenure when Indo-Guyanese were victims of ethnic persecution) received scholarships to study in India. The national stadium was built with India’s aid and Freddie was among the first to enjoy it - nimakharism. India is building a modern specialty hospital and Freddie and his family will be among the first to utilise its service. India provided over US$30M to the PNC that was never repaid to purchase Tata buses and tractors, etc. and few Indo-Guyanese were beneficiaries of India’s assistance. Many Indians complained being denied access to transport and employment on the India-donated buses during the apartheid-like era. Freddie should be grateful and thankful to what poor India has done for Guyana. By the way, Freddie, please tell us how many scholarships and much assistance Guyana has gotten from African countries – I am certain it is a lot more than from India. If India had utilised the services of Freddie as a consultant, Freddie would be praising Gandhi, India, etc. Ditto NACTA! If Moses had not fired him for his incompetence, Freddie would be praising the PPP today. Sorry Fred, India, PPP and NACTA don’t utilise an unqualified consultant who does not employ rationality and logic in his writings. VISHNU BISRAM

Christmas Finance Minister makes one Tree Light-up last appeal for Opposition at Rahaman’s support of Anti-Money Park ushers in Laundering legislation festive season By Telesha Ramnarine ACTING President Samuel Hinds and Tourism Minister (ag) Irfaan Ali helped to usher in the Christmas season last evening at the ‘Christmas Tree Light-up’ at Rahaman’s Park, an event that has now become an annual tradition. This time around marks the eighth such celebration at this East Bank Demerara location. Police had to cordon off a section of the public road to facilitate seats for those attending. It was a packed event with mainly parents bringing out their young ones to witness the lighting up of the tree that stands some 70 feet high. An impressive display of colourful fireworks also captured the attention of those present. The kids were also treated to a show of Dora, Sponge Bobb, and many of their other favourite cartoon characters, and also had the opportunity to witness Santa Claus and his entourage. The audience, who helped in the 10-second countdown to switching on the lights, also enjoyed steel pan entertainment and a musical instrumental from Roy Alder. The National Dance Group also performed, along with a few church groups. Mr. Hinds, in extending Christmas greetings to the gathering, referred to the occasion as an important event on Guyana’s calendar. He congratulated the Tourism Ministry and the private sector for their part played in realising the annual feature. Noting that “Christmas is a time of caring, sharing and forgiving,” the prime minister proposed, that for those who have not done enough sharing and caring during the year, Christmas should be a good time to make up for it. The prime minister said government is pleased to be associated with the private sector-led activity. He acknowledged the contribution of businesses that have bonded together with the Ministry of Tourism, Industry and Commerce to make the event a success. Rent-a-Tent; Banks DIH; Prettipaul Singh Investment, Courts, Ansa Mc Al, DDL, among others, collaborated to make the event a success. He expressed government’s appreciation to Mr. Ray Rahaman and family for making this event a national tradition, and observed that the crowd this time around was bigger than at any other time. “We need more of these events in our country,” he declared. He brought greetings from President Donald Ramotar and his wife who missed the event because of overseas engagements. Meanwhile, the Tourism Minister said he took great pleasure in participating in the event as they sought to ring in the Christmas season. Christmas, he offered, presents an opportunity for Guyanese to come together, to reach out to each other and to work together. Ali said the Tourism Ministry will be creating a series of events for the holiday and will soon launch the ‘Christmas Village’ on Main Street. “You will be shocked at what we will produce,” he declared. A ‘Romance the Ports’ dinner will be hosted out of town, and there will be a cruise along the Demerara River, he informed.

TODAY marks the deadline for which Guyana should have been in compliance with the CFATF, AML/CFT legislation. Despite numerous calls from those who are most affected by the lack of appropriate legislation being in place such as the private and manufacturing sectors and the banking, insurance and service industries, the Joint Parliamentary Opposition still has not made any attempt to remedy this deadlock they have created. Both the APNU and the AFC have indicated in the media that

they are willing to re-consider their previous position with regard to the bill, provided that Government gives certain concessions. Neither party has offered any significant willingness to commit to a deadline for this to bill to be re-tabled in the National Assembly. This approach by the Opposition to ransom Guyana’s social and economic development for political mileage is an unhealthy one. Minister of Legal Affairs and Attorney General, Anil Nandlall is currently in the Bahamas where he will report to a group of approximately 40 persons representing the interest of 26 countries. The AG will try to convince the group of the need for a further extension of the deadline, though it is unlikely that, at this point in time, another extension will be granted. In the meantime, the APNU and the AFC have accused Government of engaging in scare tactics in relation to the consequences of being blacklisted by CFATF. Thisludicrous claim by the Opposition is far from the truth as Government has time and time again informed and educated the public about the realities of what non-compliance means for Guyana. Even without being blacklisted quite yet, international financial bodies have already begun issuing official letters urging “enhanced scrutiny” to banks when transacting business with Guyana. In addition, private investors who have had an interest in conducting business in Guyana have also indicated their hesitancy in moving their business further until there is assurance that Guyana complies with the CFATF requirements. Despite multiple failed efforts to see legislation through the National Assembly, Government remains open to constructive dialogue to see the passage of this vital bill and call on the people of Guyana to urge the members of the National Assembly to do what is right for the greater good of Guyana.

TSC interfaces with hundreds of Region 2 teachers

THE Teaching Service Commission (TSC) in an effort to improve the delivery of education, continues its drive to visit and interact with teachers around the country. Recently a team comprising Chairperson Leila Ramson, Commissioners Conrad Kendall, Maydha Persaud, Systems Analyst Ray Baisoo, and two clerks visited Region 2 (Pomeroon/Supenaam) and met with about 500 teachers in two clusters at the Cotton Field Secondary and Abram Zuil Secondary Schools. The principal objectives of the visit were to foster a closer working relationship with all stakeholders, inform teachers about policies and guidelines of the TSC, as well as to listen and respond to teachers’ concerns and suggestions. The team also collected personnel data on teachers to update the data base at the TSC. Commissioner Persaud, who has the responsibility for Region 2, exhorted teachers to give their best and reminded them of the role of education in national development. He then dealt in-depth with such issues as staffing, time-tabling, leave-taking, attendance and punctuality, preparedness, students’ work, records, appointments, unauthorised absence, resignation, retirement, and upgrading of status. He urged teachers to work as a team, to read diligently and to do research since education is not static. ROLE MODELS Meanwhile, Commissioner Kendall highlighted disciplinary matters and the consequences of infractions. He emphasized that improper conduct, neglect of duty, inefficiency, conduct unbecoming of a teacher and criminal matters would require court proceedings. Moreover, he encouraged the teachers to see themselves as role models and to remember teaching is a twenty-four-hour job. Ramson, who in her inimitable matronly manner, implored teachers to uphold the nobility of this blessed profession and at all

times to give their love and affection to the children under their charge. She also called on the teachers to create child-friendly classrooms and to motivate students so that learning becomes a fascinating challenge. Teachers were reminded of the need to give home-assignments and to mark and give feedback to students. She too made a clarion call for teachers to read, speak standard English and to have self-respect and respect for their colleagues and those in authority. TRAINING Moreover, young teachers were told that they need to seek training since, in the not-too-distant future, only trained teachers would be in the system. She also pointed out to the large gathering that senior promotions are done aboveboard. In closing, she thanked them for choosing teaching as a profession and reminded them that “He who opens the school door, closes the prison gate.” The visit was considered a tremendous success and the team was very grateful for the hospitality and help from Regional Education Officer Baramdai Seepersaud and her staff.

Kaituma gold heist mastermind refused bail TWENTY-NINE year old Neville Chandrawattie who reportedly conjured a plan to steal cash and almost $100M in raw gold was on Friday last arraigned for the offence. Chief Magistrate Priya Sewnarine-Beharry refused him bail and remanded the accused to prison until November 26, 2013. It is said that the accused made good his plan by putting sleeping pills in a colleague’s porridge which facilitated him being able to execute his intentions. Chandrawattie was not required to pleadt to the indictable offence of allegedly stealing 96 ounces of raw gold and cash totalling $93Mfrom El Dorado Trading, Port Kaituma on November 8. Particulars of the alleged offence said that Chandrawattie was affiliated with the General Manager of the company, Amirullah Kuturatullah, who was previously charged in connection with the offence. Chandrawattie, according to the prosecutor, confessed to investigators that he had been involved in early plans for the heist. He also led police to Kuturatullah where a quantity of cash and gold was discovered. He also allegedly handed over stolen items he had in his possession. Reports from the prosecution disclosed that Chandrawattie and Kuturatullah allegedly facilitated the entry of another accused, Anil Diaram to the premises where he hid under a bed. The prosecution further alleged that Chandrawattie put sleeping pills in the porridge belonging to several workers. As dictated by the prosecution, Diaram allegedly tied up the workers as they slept, while Chandrawattie packed the cash and raw gold into bags. The booty was allegedly handed over to Diaram who fled the crime scene.

Joint Services respond to unrest at Georgetown prison - heavy presence of riot police, army, firemen at the prison

UP to late last evening ranks from the Guyana Police Force and the Georgetown Prison were searching for an item that was tossed over the prison wall by a member of the public. The Guyana Chronicle was informed that whoever tossed the object over the prison wall was able to elude the ranks from the Tactical Service Unit (TSU) of the Guyana Police Force, who would usually be on guard outside the prison. The search by the lawmen apparently enraged the inmates of the south-eastern building in the prison compound, causing them to set fires inside the prison. The inmates lit fires and whatever they used to light the fires were displayed and shown outside the windows. The fiery objects were also tossed out the window but were put out by the Guyana Fire Service. As word of the situation at the prison got around, persons began converging at the location including relatives of those who are in the maximum security facility. The development also saw a heavy presence of the police and army at the prison as well as the Guyana Fire Service. (Leroy Smith)

Masked gunmen invade Better Hope shop CUSTOMERS and the proprietor of Shavon’s Grocery and parlour were terrified last evening when two armed and masked gunmen invaded the small business place and carted off valuables. The Guyana Chronicle was informed that the men invaded the business place just about 20.30 hours and held up the proprietor and demanded cash and jewellery. The men were able to make off with more than $80,000 in cash while taking with them the family’s jewellery. As the men carried out the act they also gun-butted two men who were drinking at the establishment at the time. The police responded and up to late last evening were taking statements from persons in the area and also launched a hunt for the two bandits who were able to escape in a waiting car. Permanent Secretaries urged to manage more effectively

MINISTER of Finance, Dr. Ashni Singh on Friday called on Permanent Secretaries, their Deputies and other Heads of Budget agencies to focus on more effective management of resources given their vital roles in the process of ensuring value for money in the delivery of their programmes. He noted that every sector has an essential role to play in contributing to national development, regardless of their size or call on budget resources. The minister issued the call at the Ministry of Finance’s Monitoring and Evaluation Workshop held at the Guyana International Conference Centre. The workshop focused on results-based management and the 10 steps of building and designing a results-based Monitoring and Evaluation (M & E) system. “As senior administrators…you have an obligation to constantly examine ways in which your sectors can be managed more effectively and efficiently, and achieve the outcomes that we have set ourselves and to set ambitious targets and work to achieve those targets set,” Dr Singh stated. He however cautioned that achieving those ambitions cannot be done in an ad hoc manner but by a systematic and structured approach to management. Dr Singh emphasised that confronting the questions of where to allocate resources across competing objectives and determining the best way to allocate resources has led to the conclusion that the need for

a robust system for evidence based policy making was essential in ensuring optimal use of finite resources. He highlighted that this must include strong systems for capturing data which will in the end serve to provide a rigorous basis for decision making. Dr Singh observed that the workshop’s agenda was comprehensive, and focused on how to meet the targets set amidst the constraints which surround the sectors, and how these achievements can be made using alternative methods given finite, but competing resources. He explained that the recognition of this had led the Administration to put in place the framework for achieving greater effectiveness in Government. This, Minister Singh, pointed out was done through the parliamentary procedure, with legislative changes in the Constitution. The result was stronger mechanisms for oversight such as the standing sectoral committees. In addition, government wrote into the legislation an explicit recognition of the need to measure programme performance as outlined in the Fiscal Management and Accountability Act including the requirement for programme performance statements. This along with the inclusion of value for money audits in the Audit Act together ensured that the legislative foundation for results based managed was in place. It was followed by the computerization of government’s financial management to facilitate more time-

This call is for results based management, a

call to monitor and measure performance. The Finance Minister stressed that it was not sufficient to keep the wheels turning. Instead, ‘we should be asking ourselves if we are doing things the way they should be done and it was important to take time to pause to consider how to do it more effectively’. The workshop was conducted by Dr. Ray Rist, a renowned world authority on developing monitoring and evaluation systems and co-founder of the International Program for De-

velopment Evaluation Training. Dr Rist focused on topics which covered the 10 steps to building and designing an M & E system. Those are: conducting a readiness assessment, agreeing on outcomes to monitor and evaluate, selecting key indicators to monitor outcomes, baseline data on indicators, planning for improvement, monitoring for results, the role of evaluations, reporting findings, using findings and sustaining the M & E system within the organisation. This is part of an ongoing series of capacity building initiatives

on monitoring and evaluation across government which is being led by the Ministry of Finance. IPDET is an executive training programme that aims to provide managers and practitioners with the generic tools required to evaluate development policies, programmes, and projects at the local, national, regional, and global levels. The programme features indepth workshops, taught by renowned international faculty members drawn from southern and northern organisations.

Albouystown man stabbed to death after altercation - second resident in a week killed in street violence

By Michel Outridge THE police are investigating the murder of Lloyd Benjamin, 24, of King Edward Street, Albouystown, Georgetown, which occurred around 10:00 hours yesterday in Albouystown. He is the second Albousyown resident in a week to be killed in street violence. Investigations have revealed that Benjamin and another man had an altercation, after which the man’s brother confronted Benjamin and stabbed him about the body. He was pronounced dead on arrival at the Georgetown Public Hospital Corporation (GPHC). The suspect had not been arrested up to press time. Residents, who reside in the upper flat of the house where Benjamin lived, said that they are not sure what started the quarrel and did not see what happened but came out after the incident. However, another resident stated that Benjamin was stabbed multiple times and collapsed on Punt Trench Road, a short distance from where he resided, and died.

Benjamin was a Muslim and lived alone in an apartment which was padlocked yesterday when this publication visited, but it was noted that the suspect resided a few houses away, but neighbours declined to say anything. They maintained that the police are probing and they do not know what happened. FORMER MURDER ACCUSED GUNNED DOWN Another Albouystown resident, Rayburn Harvey, 29, of Lot 156 Non Pareil Street, Albouystown, Georgetown, was gunned down on Tuesday night while on his way home from the wake of a relative. He had an “old story” with a man, who is known. His aunt, Oneta Harvey, with whom the deceased resided, told the Guyana Chronicle that she last saw him at the “wake house” with his cousins. The wake was held for her reputed husband at Rasville, another city ward. She added that prior to his visit at the “wake house”, he was sitting in front of their house by the roadside vendor’s stand she operates, drinking Guinness with some friends from the neighbourhood.

This publication was told by relatives that Harvey had a feud with a man sometime ago and he was chopped to the face and injured and they are of the view that same man may be responsible for his murder. Relatives in Albouystown were awaiting the arrival of his mother, who lives on the West Coast of Demerara. They said that Harvey was the father of a one-month-old baby. Police reported that about 23:45 hours on November 12, 2013, Rayburn Harvey was on the roadway at Walker Terrace, East La Penitence, when a man rode up on a motorcycle, discharged several shots at him and escaped. Harvey was struck about his body and was taken to the GPHC where he subsequently succumbed to his injuries. Investigations are in progress. Harvey was freed of murder by the High Court in March 2012. He was accused of gunning down Samantha Belle on March 18, 2006 on Vlissengen Road in the vicinity of St. Sidwell’s School. The matter was thrown out after inconsistencies in accounts given by a witness in a statement and those in the courtroom.

THE Board of Governors of the Kuru Kuru Cooperative College, D’Urban Backlands, has recently completed talks with the UK-based National Computing Centre (NCC), with a view to increasing the college’s course offerings at the tertiary level, according to Board Chairman, Mr. John Seeram. The NCC is the National Computing Centre, a membership and research organisation, set up by the British Government, with the aim of promoting the effective use of Information Technology, and is the UK’s leading IT membership organisation serving corporate, vendor and government communities. The chairman made this disclosure as he delivered his remarks at the 30th graduation ceremony of the college on Saturday, when 20 students graduated for the year 2013. Noting that the institution continues to fill a pressing need for education in Guyana, Seeram acknowledged that the board is satisfied with the school’s performance, reiterating that it has improved significantly over the years. However, he said the board is of the opinion that the number of graduates should be higher. “In this regard, I am pleased to announce that we have recently completed initial talks with NCC Education - UK Head Office, with regard to increasing our course offerings at the tertiary level,” Seeram, said. He said, when implemented, this move will result in the Kuru Kuru Cooperative College offering under-graduate degree courses in the following areas: (A) BUSINESS STUDIES: * NCC Education Level 4 Diploma in Business * NCC Education Level 5 Diploma in Business ( B ) I N F O R M AT I O N TECHNOLOGY * NCC Education Level 4 Diploma in Computing/Business IT * NCC Education Level 5 Diploma in Computing /Business IT

Meanwhile, he said that, as the college moves in this direction, the board would have to take a closer look at the following areas: * Staff Development: The present lecturing staff and those to be hired will need to update their academic qualifications and skills – either at local institutions or overseas. Through technical assistance pursue the possibility of obtaining lecturers

to deliver lectures and train staff locally. * Other Stakeholders Interest: Other stakeholders such as the private and co-operative sectors who have an interest in the college’s courses, will be invited on board, in making their contributions towards the institution’s success by sending their employees for training. * Donors/Partnerships: There’s need to approach aid donors such as the CDB and

IDB to provide technical assistance to train local staff overseas on the one hand, and to expand the present structure on the other. On behalf of the Board of Governors, the chairman applauded the contribution of administrator of the college, Myrtle Richards, for her sterling contributions to the board and astute leadership as administrator of the college. She is due to proceed on retirement in early 2014.

Local Gov’t Minister urges regional officials to be information officers

OFFICIALS from the Regional Democratic Councils (RDCs) and Neighbourhood Democratic Councils (NDCs) are being targeted via a series of workshops, aimed at informing them of new procedures and regulations following the recent passage of three Local Government Bills. Addressing more than two dozen councillors from Wakenaam and the neighbouring island of Leguan, Minister of Local Government and Regional Development, Ganga Persaud urged them to be information officers. “Share your knowledge with others, answer their questions as best as you can,” he urged. Community leaders were

instructed to remember their duty to raise civic consciousness amongst residents by interacting with, and listening to their concerns,” he exhorted Persaud said it is the duty of his Ministry to bring onboard all stakeholders and inform them of new procedures and revised measures to inform the various community residents. The workshop looked at the new laws governing local government elections, defining new constituencies, the need for eligible persons to vote, voter’s rights and responsibilities, submission processes for candidate lists for positions of councillors, qualifications for those to be elected and some of the requirements

for persons contesting for posts in the RDCs and NDCs. He shed some insight into the three bills recently assented to by President Ramotar; the Local Government Commission Bill No. 13/2012 which seeks to establish the Local Government Commission, as catered for by Article 78A of the Constitution, to provide for the Commission’s functions and procedure, and for connected and incidental purposes; the Fiscal Transfers Bill 2012, which seeks to enhance the autonomy of local authorities in Guyana, and assist in their quest to become financially viable, and the Municipal and District

Councils (Amendment) Bill 2012, which seeks to amend the Municipal and District Council’s Act, Chapter 28:01 so as to revise the provision for municipal councils and update various fines, fees and charges in order to make them meaningful in view of current currency values and present day market prices for goods and services. It was noted that Guyana was previously divided into

seven geographical areas or districts, each headed by a District Commissioner. This was altered when the constitution and the districts changed to allow for 10 administrative regions, a situation which now obtains. The laws were not amended to reflect that in each region, the person performing as accounting officer or District Commissioner is the Regional Executive Officer (REO) said the minister, and “we sought to bring the law

in keeping with that.” This recently saw the opposition majority on the Special Select Committee voting to overturn this and remove the REO from the legislation, Ganga said: “It means money from our parliament is voted and approved, from there it goes to our regional accounting system, then it goes to our NDCs, so those are the reasons why the fourth bill has not come into being as yet.” The workshop sessions were jointly facilitated by the minister and the Permanent Secretary Collin Croal. The latter reminded stakeholders of the need to vote and have a say in the development of their communities. “Remember if you want to make a difference you have to vote.” Croal stressed. The local government workshops are being conducted in all of the regions. The next sessions will be held in Greenwich Park and Vreed-en-Hoop over the next two days. The first workshop was conducted in Region 7 (Cuyuni /Mazaruni). 482 animals impounded in September, 148 more than in previous month THE Ministry of Home Affairs (MoHA) in its monthly report on the operations of the Stray Catching Units, stated that a total of 482 animals, 148 more than the number for the previous month, were impounded during September 2013. This number comprised 192 cows, 105 goats, 95 horses and 90 sheep. The Georgetown unit, which operated on the East Bank of Demerara, the East Coast of Demerara and the West Coast of Demerara, accounted for 177 comprising 41 cows, 75 goats and 61 sheep, while the Berbice unit which operates on West Coast Berbice and Corentyne areas, accounted for 192 cows, 105 goats, and 90 sheep. The ministry has been advising cattle owners to ensure that their animals are branded and the brand is clearly visible in order to facilitate the process of retrieval.

Guyana taking serious steps to promote energy conservation

THE Guyana Energy Agency (GEA) is spearheading several energy audits on government buildings to determine their levels of electricity consumption and tailor conservation practices that can be adopted. Head of the GEA, Mahender Sharma told the Government Information Agency (GINA) that audits have been conducted on over 30 buildings and made reference to the Agency’s strategic plan that speaks specifically to such undertakings. Meanwhile, the Guyana Manufacturing and Services Association (GMSA) will be undertaking a similar programme with support from the Inter-American Development Bank (IDB), targeting private businesses. Prime Minister Samuel Hinds who spoke about this development at an energy forum organised by the GEA on Friday, highlighted the fact that the latter intervention is still in its fledgling stages. competition on the topic “The Role Sustainable Energy Plays in the Progress of Guyana’s Low Carbon Development Strategy” were announced. Ruth Manbodh and Jennifer Alley of Bishops High School copped the first and second prizes respectively while Macalia Griffith of Brickdam Secondary School came in third. Mr. Hinds highlighted the need for citizens to make use of renewable energy and wiser use of energy. He also highlighted the prevailing circumstances with the country’s electricity sector that warranted cheap and reliable energy. “Today we can see peak demands in our utility in the order of 140 megawatts and so it is closer to an economic development of

our hydropower site,” Hinds said. Hydropower has been in the making since in the 1970s when plans were in train to construct a hydro plant in the Upper Mazaruni Region Seven area. The Amaila Falls Hydropower Project (AFHP) is closest the country ever came but with the political opposition withholding support to two critical pieces of legislation, construction was stalled. Amidst the disappointment, the Guyana Government remains hopeful that the project will be completed. The GEA has been focusing on the potential to develop several renewable energy initiatives. Among them are, solar and wind power, bio-ethanol plant, bio gas and solar water heaters to name a few. (GINA)

THE Mahila Madalee (women’s group) of the Guyana Hindu Dharmic Sabha continues to spread cheer to young Hindu devotees throughout the country and the children in East Berbice was no exception. On Saturday affiliates of the East Berbice Praant gathered at the Canefield Mandir auditorium in East Canje and had a fun filled afternoon with stage performances of songs, dances, acrostics and animated entertainment by Bozo the clown, Cat woman and Sponge Bob. The artistic display of the youths from various mandirs across the region created an eruption of loud screams and cheers, while at times the young Hindu audience gaped in excitement at the enthralling display of their peers. youth. As you know, you are definitely our future leaders and the East Berbice Praant stands ready to be part of your development,” he declared. KALA UTSAV The sizzling performances which sent the auditorium into a constant state of frenzy, saw many toys and school supplies being distributed for outstanding pieces and, the youths were encouraged to participate in Kala Utsav (festival of art), an initiative of the Guyana Hindu Dharmic Sabha which is expected to take place on Wednesday. Apart from the giveaways, the children were treated to a sumptuous supper, lots of goodies, takeaway snacks, and they were all given the opportunity to do a physical piece on stage to the rhythm of Indian music. At the end of the programme, Mr. Narine Datt Dhanraj presented the sum of $50,000 to Dr. Vindhya Persaud, on behalf of the East Berbice Praant, which will go towards the ongoing construction of a building at Port Mourant, Berbice; which will serve as a foster home for abused children.

Tourism Ministry engages in three-day beautification project As part of activities for Tourism Awareness Month, the Ministry of Tourism and the Guyana Tourism Authority (GTA) have executed a threeday South Road and Croal Street Beautification Project. The project which began on Friday is part of a wider initiative to enhance some of the physical infrastructure and surroundings within the capital city, and includes weeding, cleaning and planting flowers at several locations within the vicinity of South Road and Croal Street. The project began with the weeding of parapets and trimming of trees, and was today followed by a clean-up and painting and concluded yester-

day with a planting exercise. The Ministry has partnered with several other stakeholders for this project, including City Hall, the Ministry of Local Government and Regional Development, Ministries of Public Works, and Natural Resources and the Environment, United States Embassy’s Guyana-Shine Project and the Progressive Youth Organisation. Students of President’s College along with other volunteers, and US Ambassador, Dr. Brent Hardt participated in this initiative. The US embassy also donated some gear for the project while City Hall made available six brush cutters towards this activity.

Director of the GTA, Indranauth Haralsingh noted that Guyana can become a more beautiful place if citizens come together occasionally and help to clean their surroundings. He said there is a need for maintenance of the cleanliness of the surroundings because a few weeks after now the grass will grow back, and citizens will litter in the vicinity again. Earlier this year the Ministry also embarked on an initiative under which they repaired and painted all the bridges in the same catchment area, with help from various stakeholders which includes commercial banks. (FFP), when the donor agency presented a quantity of orthopaedic and other medical paraphernalia for distribution at health facilities throughout the region. A simple but significant presentation ceremony took place on Friday at the BRHA headquarters at Fort Canje, Berbice, where Chief Executive Officer of the health unit, Dr. Vishwa Mahadeo expressed gratitude to FFP for collaborating with the BRHA in reaching out to needy people. “Our association with Food For the Poor goes back a long way, since in the days of the ‘old’ New Amsterdam Hos-

pital they rendered support to the paediatric ward and the outpatient department; they even assisted us at our ‘new’ facility by donating foodstuff which were given in small packages to the staff of our institution. The incident occurred near the Fantasy Nightclub on the Lusignan Public road, and persons in the area said the venue is known for violent encounters. Speaking with the Guyana Chronicle yesterday afternoon, the dead man’s aunt, Binne Singh, told this newspaper that her nephew left home on Saturday evening at approximately 19:00 hours to drop some things at his father’s home. The woman said that in the Accident and Emergency Unit she also noticed a young man on a bed and thought it was her nephew since she was far off and could not properly recognise the man. However, she was told later that the person on that bed was the one who killed her nephew and he was apprehended by persons at the nightclub. She said that a policeman who was guarding the young man indicated to her that her nephew had been stabbed and beaten to death. This newspaper yesterday afternoon also spoke with a friend of the deceased who was with him at the Fantasy Nightclub along with two other friends. The young man who identified himself as Akash, explained that after they left LBI on Saturday, one of the friends decided that they needed to take a few beers and they decided to go to Fantasy Nightclub. Akash said that while they were in the club Budhan came to him and told him that he was going outside and would return. However, the man said that after a while he did not see his friend and went to check on him and when he got outside the club he observed that there was a fight. He soon realised that it was his friend who was being beaten with a bottle and a wood by someone he recognised as a man known as ‘Tarzan’. According to Akash, he held on to the assailant until someone with handcuffs came and took the man into custody. The man was later taken to the hospital with injuries, but no one seems to know how he was injured. Akash said that he accompanied his friend to the hospital while the other two persons who helped to beat his friend were able to escape. The police are continuing their investigations into the matter.

Jeffrey recorded a winning time of 10h. 05mins: 33secs to take the top podium spot and US$1,000 and trophy which came along with it, leaving the 2007 champion Alanzo Greaves in second place, 52 seconds behind, with his Team Coco’s teammate Darren Matthews third, a further 25 seconds behind Greaves. Williams, Godfrey Pollydore, Orville Hinds, Paul DeNobrega, Robin Persaud, defending champion Jaime Ramirez and Eastman, completed the top 10 paying positions behind Jeffrey, Greaves and Matthews in the respective order, with a time deficit of 4m: 23secs separating Jeffrey from Eastman. Raymond ‘Steely’ Newton, who finished the five stages with a time of 10h. 9mins. 57 seconds, did enough to take the top podium spot in the Veteran’s category ahead of Junior Niles who was 36 seconds slower and Ralph Williams who was 4mins and 19 seconds slower than Niles. Eastman took the Junior category with his time of 10h. 09mins: 56seconds, which was one second faster than the time for both Shaquille Agard and Akeem Arthur of Linden Bauxite Flyers Cycle Club (LBFCC), with Agard being given the runner-up position after he finished ahead of his teammate in the final stage yesterday. Of the 30 prime prizes -six per stage- that was up for grabs, Jeffrey rode off with 5, Paul DeNobrega 4, Williams, Matthews, Ramirez and Greaves 3 each, Eric Sankar 2 and Eastman, King, Samuel Barker, Rastaff O’Selmo, John Charles, Paul ChooWee-Nam one each, while top three winners of each stage was rewarded with the stage winner being the recipient of a jersey. (REUTERS) - France’s under-pressure players are ready to “die” for the cause as they try to qualify for the World Cup finals by overturning a two-goal deficit against Ukraine tomorrow, according to striker Olivier Giroud. Les Blues are on the verge of missing a major tournament for the first time in 20 years following Friday’s 2-0 playoff, first-leg defeat in Kiev. FINNo team have recovered from a two-goal deficit in a European playoff but Giroud says France can use the disappointment of a few days ago as extra motivation. “We are ready to die on the pitch,” striker Giroud told a news conference on Sunday, ahead of the Stade de France clash. “I have a lot of determination and I think it will help us get into them,” he added. Ukraine proved rock-solid on Friday as France, who have appeared at all major finals since missing out on Euro 1996, were well below par. “One side played a top-level match and we played just a match, like it was an ordinary game. We took a slap in the face,” coach Didier Deschamps said, adding that his side were capable of doing much better. “This is what the top level is. The players have it inside of them and they will have to show that on Tuesday.” Deschamps knows his OLIVER GIROUD players will have to do more than simply control possession on Tuesday, calling for more passion. “We have to be ready for a fight, to produce a non-ordinary match. We have to play the ‘total match’, to give everything in every department,” he said. KUCHER MISSING Ukraine will be without defender Olexandr Kucher for the return leg after he was sent off on Friday but Giroud warned that Ukraine would be fired-up to hold on to their lead after failing three times in playoffs. “They will replace a soldier with another soldier,” Giroud said about Kucher. If I want the players to be convinced that we can do it, I have to be convinced first,” he said. “To achieve something extraordinary, we have to be in that state of mind, to think that it’s possible. No matter if it’s small or great - it’s real.” Deschamps could change his starting line-up with Samir Nasri probably being dropped after another disappointing display in blue and being replaced by Mathieu Valbuena. With Laurent Koscielny suspended after his red card, Liverpool centre back Mamadou Sakho could start alongside Eric Abidal unless Raphael Varane has recovered from a knee niggle. Ukraine will be without Kucher and left back Artem Fedetskyi who is also suspended. Shakhtar defender Yaroslav Rakitskyi is expected to replace Kucher while winger Oleh Gusyev could play at left back. Fedetskyi shackled France playmaker Franck Ribery, one of the nominees for FIFA’s World Player of the Year award, on Friday and his absence is a major blow for Ukraine. “If we qualify for the World Cup, Fedetskyi can easily apply for the golden ball,” Ukraine captain Ruslan Rotan joked after the first leg. “Surely, this is a loss for our team. Haye advised to retire after shoulder surgery LONDON :(Reuters) - Former world heavyweight champion David Haye has been advised by doctors to consider retiring after undergoing shoulder surgery, the Briton said yesterday. Haye underwent five hours of surgery in Germany on Thursday to reconstruct his right shoulder and was advised to think about ending his 11-year professional boxing career. Haye, 33, had been due to box compatriot Tyson Fury in a rearranged bout on February 8, 2014, in Manchester, but he has cancelled the fight for a second time. The bout had been originally scheduled for September 28 but was called off after Haye cut his left eyebrow in sparring. “I genuinely believed the shoulder injury wasn’t that bad,” Haye said in a statement on his website (www. hayemaker.com).

District 5 all fired up for Track and Field aspect By Michael DaSilva DISTRICT 5 (West Coast Berbice) is all fired up for the start of the Guyana Teachers Union (GTU)/Ministry of Education (MoE)/Digicel sponsored 53rd Annual Track and Field, Cycling and Swimming Championships which get underway tomorrow. The District’s Sports Representative Joycelyn Sears said while they do not have a strong cycling or swimming team, they are confident of finishing among the top three District in the Track and Field aspect of the championships which has been dominated by Districts 11 and 10 over the past 26 years. Sears said her District has been known over the years for dominating the young age groups in track and field as well as the middle and long distances in the track championships and this year will be no different. She said the athletes are going through their final set of preparation under the guidance of Royston McDonald and Mario Roberts and to date they are 90 percent ready to take on all challengers in the student track and field championships. The championships get underway tomorrow with the boys and girls cycle road race which will be followed by the swimming championships at the Castellani Swimming Pool, Homestretch Avenue. The students’ track and field championships as well as the teachers’ track and field championships and the track cycling events will get underway on Wednesday at the Providence National Stadium. District 11 (North Georgetown) is the Champion of Champions defending champions, having wrested the title from 10 (Upper Demerara/Kwakwani). Between them (District 10 and District 11), they have shared the title for 26 years with each of them winning it for 13 years each. District 6 (Corentyne) has won on six occasions. Meanwhile, a number of longstanding records were broken last year and many more are expected to be broken this year.

Now, there’s Narsingh Deonarine - a name that will echo in this part of the world for a few decades, at least Deonarine, no more than a handy spinner, will go down as the last man to dismiss Sachin Tendulkar. Even if Deonarine were to finish with 5,000 runs and 200 wickets in Test cricket, his profile will highlight his biggest claim to fame, above anything else. Also booking a place in the final four were recently crowned Guyana Floodlights Softball Cricket Association champions Trophy Stall, the team they defeated to win that title Wolf Warriors and Farm XI, but it was Adams who stole the show for yesterday’s action. Batting first after they won the toss, Regal piled up a mammoth 207 for 3 from their 12 overs, with Adams hitting 18 sixes-six of which came in one over- during his 119, while Safraz Esau offered support with his 47. In reply, Super Eagle folded for 52 from 11 overs, with only Rafman Ally reaching double figures with his 22 against the bowling of Esau who took 2 for 7 for Regal, who will now meet Farm XI in their semifinal enRICARDO ADAMS counter, after that team gained a walk over from Better Hope. Ogle faced off with Park Rangers in another quarterfinal fixture and asked their East Bank Demerara opponents to bat first, for which they were limited to 176 for 5 from their 20 overs. Ricardo Persaud led Park Rangers’ batting with 68 and got support from Ejaz Mohammed who made 41 against the bowling of S. Mohammed who took 3 for 26 for Ogle, who in reply scored 178 for 6 from 19.4 overs. Kishore Mohabir topscored with 57 and Wasim Baksh contributed 25 for the victors, as Boodram took 2 for 38 and Tony Singh 2 for 53 for the losing Park Rangers line up, while Savage defeated Frontline in the other quarterfinal fixture, for which the scores were unavailable. The semi-finals will be contested on November 30 at the Softball Ground on Carifesta Avenue, with Regal playing Ogle and Savage taking on Success in the Master’s Category, while in the Open Category, Regal will oppose Farm XI and Wolf Warriors face Trophy Stall, with the finals being played the following day at the same venue.

By Michael DaSilva THE Guyana Defence Force (GDF) faltered and succumbed to a 2-3 defeat at the hands of Young Achievers when the Guyana Football Federation’s (GFF) Banks Beer Premier League continued, yesterday, at the Georgetown Football Club, ground. One goal each from Mark Bobb, Deren Terrance and Lloyd Prince in the 8th, 23rd and 89th minute, respectively, saw Young Achievers defeating the soldiers by a 3-2 margin. Scoring for the Army were Kennard Simeon in the 49th minute and Deylon Fraser in the 90th minute. Bobb sent his team into the lead with a well placed shot and this was followed by a build up from Young Achievers’ defence that saw the ball being played from the defence to approximately 40 metres outside the Army’s goal . The shot brought GDF’s custodian Basil Stephenson off his line, a GDF central defender tried to clear the ball in vain and Terrance latched onto it and comfortably placed between the uprights. The soldiers were very guilty of not taking or executing clean ball control which gave the opposition the upper hand for most of the 130 minutes they rivalled each other. The game was scheduled for 90 minutes duration at the end of which Young Achievers were leading 2-1, but for some unexplained reason, the game went into extra over-time, allowing both sides to score one more goal each. Throughout the game, Yong Achievers’ custodian Quincy Ashley was hardly called upon to do duties as his team mates continued their rain on the opposition’s defence, leaving him with little or no work to do. During the first session, the soldiers were very complacent in their approach to the game which caused them the match and a valuable three points. Young Achievers now move on to six points from six matches, while GDF remain on 14 points from six matches. Going into the second period trailing 0-2, GDF went into overdrive and pulled one back when the ball was lofted to goal and unintentionally struck the hand of a Young Achievers’ defender and the referee blew foul with the penalty being taken by Fraser who easily converted. Young Achievers then forged further ahead when the ball was played from the midfield to Prince who placed it into second post.

PRIOR to the start of yesterday morning’s final stage in the National Sports Commission/Ministry of Sports/ Ministry of Health/Guyana Cycling Federation seventh annual ‘Ride for Life’ five stage cycle road race, Team United’s Orville Hinds was lying in sixth position, 3m:02secs behind race leader Raynauth Jeffrey. As the 30 of the 32 remaining cyclists were making their way through the village of Prospect on the East Bank of Demerara, Orville and his younger brother Delroy Hinds along with Wazim Gafoor was involved in a spill. In a show of teamwork, the younger Hinds, handed his bike to Orville, who was later joined by his teammate Albert Philander, who set the pace to take him back to the main peloton which was all together throughout the 64.5miles (103.3km) journey, which saw the riders pedalling from Kara Kara to Homestretch Avenue. After showing signs of discomfort on his brother’s bike, Orville was handed Mario King’s bike, another great sign of teamwork, following which he went onto take the stage, doing so in a time of 2h. 37mins: 58secs from Darren Matthews and Geron Williams. The signs of teamwork amongst Team United which comprised, Philander, Orville and Delroy Hinds, King and Hamza Eastman, along with the overseas based Horace Burrowes caught the attention of Minister of Sport Dr. Frank Anthony, who issued them with one of three special prizes, at the presentation ceremony. The keenly contested final leg, certainly highlighted the intensity and brought the high level of competition amongst the cyclists who stayed with the journey throughout the five stages, wherein they were asked to ride a combined total of 266 miles (430km) over four days. There were several mini breaks as they made their way through the Linden Soesdyke highway, but the peloton which consisted of riders in the top 10, caught up with the front runners on every occasion, as they protected their lead. As they passed Splashmin, Andre Abdool made a solo move to the front, but he was wheeled in at the Soesdyke/ Timehri junction, before Scott Savory suffered a spill and subsequently a fractured collar bone shortly after that, in the vicinity of Coverden.
