A Message from our President Dear Member, Thank you for your continued support of your Guam Chamber of Commerce. It hasn’t been an easy road for us this year with the onslaught of Typhoon Mawar that ravaged our ability to conduct business and heavily impacted our island’s tourism recovery. Add in a dose of hyperinflation, a dash of geopolitical uncertainties, and a simmering pot of public health, public education, and public safety woes, we have ourselves a mixture of challenges that will always be associated with the year, 2023. This annual report will give you a snapshot of the various activities, programs, and events that took place over the course of the year. We are proud of the advocacy, outreach, and programs that we have been able to provide the membership despite the various challenges we faced as a community. On the cusp of our one-hundredth year of service to our island community, we look ahead to the next one hundred years. How do we grow and sustain our local talent, our resources and build on the legacy of our past to forge a better and leaner way forward? What will it take to develop a third economy that will feed off of and support our tourism industry? This is where we need your continued partnership and commitment to address issues that hinder progress, and present roadblocks to our efforts to grow our economy. We encourage you to join us in our various committees and working groups and lend your voice, talent and/or resources toward creative solutions that will benefit our businesses, our residents, and our island. August 24th: House of Natural Resources Led by The Honorable Bruce Westerman The Armed Forces Committee was delighted to host a reception to welcome the visiting House on Natural Resources Congressional Delegation led by Chairman Bruce Westerman, Committee Chairman, on Thursday, August 24th in the Salon, Dusit Thani Guam Resort. The visit consisted of the following members of U.S. Congress:

The primary discussion topics from our vantage point are: H2B Visa waiver extension, expansion and additional relief for the program; Housing infrastructure in Guam; Re-growing our once vibrant ship repair industry in Guam; The US commitment to Taiwan and need for a Taiwan Free Trade Agreement; The addition of another defense access road between Nay and Air Force bases; Ensure that proper plans have been laid for the reality of a cyber attack, and; Maintain Air National Guard Space Control Squadron on Guam.

AFC "A CONVERSATION WITH COLONEL BUNIAG" EVENT Colonel Buniag, Chief, Army Coordination Element Guam (ACE), U.S.. Army Pacific on Tuesday, August 15, 2023, 12 noon at the East West Business Center, building. He presented a command overview and Army Coordination Element-Guam 101 Brief. These round table events include a lite lunch and an opportunity to hear about the initiatives and activities specific to the speaker and his or her command. TOYS FOR TOTS Toys for Tots is a seasonal endeavor in which Chamber member companies support Marine Corps Activity Guam's effort on island to ensure that a variety of toys and gift items are distributed in the community where they will do the most good. Toys for Tots has been popular among the membership and the generosity and support for this program is well supported by the employees of a variety of Chamber member companies. This year we awarded the 2022 High School Challenge winners in January for their outstanding support in collecting the most toys .

21ST ANNUAL SALUTE TO THE US ARMED FORCES ON GUAM The Armed Forces Committee was excited to bring back the Annual Salute event after a 2 year hiatus. The committee hosted its 21st Annual Salute to the U.S. Armed Forces on Thursday, October 26, 2023, at the Garden, Hotel Nikko Guam. The Annual Salute event serves as an expression of appreciation for what the men and women of America's armed forces do each day to protect our freedom. Leadership as Authentic Self CBWN Professional Development Day The committee hosted a Professional Development Day, “Leadership as Authentic Self” held at the Hyatt Regency Guam, Thursday, April 27, 2023.. A panel of remarkable women shared their true management style in which they are genuine, self-aware and transparent. BROWN BAG EVENT "CONQUERING OBSTACLES: BE HUMAN, BE YOU” A committee Brown Bag Event was held at the Chamber Office on Thursday, February 23, 2023. This is a program of our Chamber Business Women’s Network that provides an opportunity for women of various professions to sit around a table to learn, grow and support each other. We were pleased and would like to thank Johnnie Rosario, Chief Operating Officer of Kandit Incorporated who lead this event focusing discussion on "Conquering Obstacles: Be Human, Be You".

Catherine highlighted on the Professionalism in the Workplace – focusing on the topics of: appearance, communication skills, soft skills, skills on trade & work habits, and drive for progression.

LEGISLATIVE REVIEW & ADVOCACY COMMITTEE The Guam Chamber reviews current laws and proposed legislation that make an impact on doing business in Guam. Additionally, the Board’s Delegadu Liaison Program with the Guam Legislature provides engagement opportunities to work together on business- friendly proposals. Red Ribbon Events “Be Kind to Your Mind. Live Drug Free.” Through its partnership with the Judiciary of Guam, the Chamber has joined the U.S. Drug Enforcement Administration and the Guam Red Ribbon Week Committee to promote safe, healthy, drug-free lifestyles throughout the month of October, which culminates with the nationally recognized Red Ribbon Week. This campaign provides an opportunity for communities to unite by bringing together parents, schools and businesses as we look for new and innovative ways to keep kids safe and drug free. The event includes community outreach at shopping malls, education outreach at schools, a poster contest, and ended with the outreach event at Micronesia Mall Guam.

As our island looked ahead toward visitor arrivals, consumer spending, federal and military direct investment, private inward investment and the ever present geo-political tensions beyond our borders, our panelists had great insights on key economic issues. APRIL 28TH It was a packed ballroom with Toshie Ito of Motiva Training & Consulting, who discussed the essentials of empathy-based customer service and the importance of customer service people’s emotional intelligence development. OCTOBER 20TH Joe Arnett or Arnett Consulting provided a brief overview on Tax Planning Tips for their businesses. NOVEMBER 17TH We had an insightful seminar with David Silva of AB Risk Solutions. He provided members with information on Know Your Risks – More than just an Insurance Discussion. DECEMBER 1ST Jesse Pangelinan of Guam Department of Labor will present on the OSHA Warehousing National Emphasis Program, to include the following subtopics: safety hazards that take place is a warehouse/office setting, electrical safety, walking surfaces, and more!

JOINT SMALL BUSINESS MIXER WITH THE GUAM CONTRACTORS ASSOCIATION Our Small Business Committee partnered with the Guam Contractors Association for this year’s small business mixer. This event has been on hiatus for a couple of years and we were excited to host on Thursday, September 14th. GENERAL MEMBERSHIP MEETINGS Our monthly Chamber meetings are a great way to meet with other members, learn about issues and keep up to date with current events. Make it a point to attend these informative events to take advantage of the great member to member opportunities that exist at each membership meeting. Meetings take place on the last Wednesday of the month with the exception of the November Annual Meeting. There is usually no December meeting scheduled. SPECIAL EVENTS AND MEETINGS BUSINESS RECOVERY SUMMIT & EXPO

Chairman Ed Untalan and President Catherine Castro had the opportunity to meet with the Saipan Chamber of Commerce Leadership, Kimberly Camacho, Executive Director and Joe Guerrero, President on January 11th.

The summit was held to bring government and private sector industries together to discuss our island’s post-typhoon situation and the challenges, and opportunities that come with rebuilding and restructuring a community after a devastating disaster. Participants heard from Congressman Moylan who provided updates on his efforts in Washington to bring much-needed resources to Guam. The event featured panels that discussed Guam’s economic recovery and the impacts on construction, tourism, real estate and our workforce; the status of our utilities and telecommunications infrastructure and what to expect moving forward. The exhibition portion of the program featured 25 exhibitors including FEMA, US SBA, GEDA, financial institutions, insurance companies and more.
