HIGH-LEVEL MEETING BETWEEN DE LA FUENTEANDMARCORUBIO

Mexican Foreign Minister Juan Ramón de la Fuente and U S Secretary of State Marco Rubio held a meeting in Washington focused on border security, just days before the October 29th expiration of a tariff reprieve granted by President Trump. POTENTIALTARIFFREDUCTIONS

According to Luis Rosendo Gutiérrez, Undersecretary of Foreign Trade. Mexico is expecting a significant reduction in U S tariffs on exports such as automobiles, trucks, and steel by November The Mexican government is in talks with U S trade and treasury officials to lower the current 25% tariff and to completely eliminate tariffs affecting strategic sectors like steel and automotive manufacturing.

CONSULTATIONS BETWEEN PRIVATE SECTOR AND GOVERNMENT

Between October 6th and 10th, Mexico’s Secretary of Economy held a series of internal consultations with key economic sectors and regional governments, as part of its preparation for the upcoming review of the USMCA The objective is to build national consensus around Mexico’s priorities in the renegotiation process Secretary of Economy Marcelo Ebrard emphasized that these consultations aim to evaluate how the agreement has functioned so far and to ensure that Mexico’s negotiation stance is grounded in broad domestic consensus and legitimacy. This participation is evidence of how, despite the announcement that the Cuarto de Junto (Anex room) will no longer formally exist, the private sector continues to play a highly relevant role in the USMCA review process, now acting as the technical arm of the Ministry of Economy.

LABOR REFORM: 40-HOUR WORKWEEK

President Sheinbaum has announced that the federal government will present a formal proposal in November to reduce the standard workweek, gradually transitioning from 48 to 40 hours. The 40hour workweek has been a prominent issue on Mexico’s social agenda, however, its legislation has been delayed due to the significant implications it holds for the private sector, particularly in light of the upcoming USMCA review Because of this, the reform will not entail wage reductions and will be based on consensus gathered during previous national forums with the participation of the private initiative.

PUBLICATION OF THE AMPARO LAW

The reforms to Mexico’s Amparo Law were published on the Official Gazette on Thursday, taking effect today The amparo is a legal mechanism that protects individuals from laws or acts that violate their constitutional rights. Although the approved version included adjustments to address concerns over retroactivity, which was one of the main concerns of the reform, the private sector has expressed significant unease as the reform could undermine legal certainty and delay investment

This situation is expected to generate a period of judicial uncertainty, as rulings may become more restrictive and slower to issue. Initiative to Amend, Add, and Repeal Various Provisions of the Excise Tax Law on Production and Services (IEPS)

• Objective: To protect public health, specially among adolescents and young people, by discouraging habits that lead to addiction or cause mental and physical harm.

Initiative to Reform, Add, and Repeal Various Provisions of the Federal Fiscal Code

• Presented by: Ministry of Finance and Public Credit

• Objective: To align regulations related to the issuance of fraudulent tax receipts. The initiative grants the Tax Administration Service (SAT) the authority to deny registration in the Federal Taxpayers Registry (RFC) to legal entities if, during the registration process, it is found that the legal representative has participated in companies previously linked to fraudulent activities.
