Retrofitting Work to Expand Isolation Accomodation at General Hospital for COVID-19 Patients Now Complete

Preparations are now complete at the General Hospital for expansion of the facility’s capacity to accommodate the growing number of hospitalised COVID-19 patients, which now totals 79.

A nine-bed isolation unit was initially set up at the start of the pandemic last year to add to the isolation rooms retrofitted in private block. This capacity had proven to be more than adequate for several months, given that very few persons were hospitalised.

However, since the country’s transition to community spread a few weeks ago, the number of hospitalisations has increased dramatically, requiring health administrators to expand capacity for the treatment of persons who have contracted the virus and require medical intervention.

Recently, increased capacity was achieved through the conversion of the newlyconstructed Neonatal Intensive Care Unit and retrofitting of the pediatric ward, which was safely moved to and replaced the Female Surgical Ward. Now, with even more adjustments made to convert the male and female medical wards, the hospital now has a 93-bed capacity, which means there is room to accommodate more patients. The

good news is that several people have been discharge d in the last few days.

The retrofitting work included the installation of oxygen lines and placement of ventilators.

Surveillance cameras and internet connections have also been installed.

Although the beds have been set up, health officials continue to hope that they are either not needed or required only for short periods.

Dr. McIntosh has expressed sincere gratitude to the entire team of persons, including construction workers, maintenance and biomed staff, who worked tirelessly to facilitate the urgent retrofitting work.

She said, “A collective effort was required for getting this done and everyone pitched in to help, working long hours where necessary to ensure completion of the retrofitting work.

We are now at the point where the beds are in place, the oxygen piping is functional, the ventilators are up and running. I am immensely grateful to all who contributed to this effort. Thank you. I also take this opportunity to recognise our health care team who continue to selflessly care for patients.”

Representatives of Grenada’s Ruling and Main Opposition Party Meet to Discuss Collaboration in Fighting COVID-19

Representatives of Grenada’s two main political parties held discussions on September 16, in an effort to foster greater collaboration in addressing the COVID-19 pandemic and its current impact on the country and its people.

Initiated by Prime Minister, Dr. the Right Hon. Keith Mitchell, and readily accepted

by Acting Political Leader of the National Democratic Congress, Adrian Thomas, the meeting underscored the need for unity in addressing COVID-19. Other attendees included Joseph Andall of the NDC and Anthony Boatswain of the NNP.

After successfully managing the pandemic for more than a year, Grenada transitioned to community spread in recent weeks and the country has now recorded in excess of 2,300 active cases, the majority of which are locally transmitted. Thursday’s meeting therefore underscored the urgency of the situation and the need for a collaborative approach to curbing the spread of the virus and addressing vaccine hesitancy among Grenadians.

Discussion points included the quarantine period for fully vaccinated individuals entering the country; increasing the number of testing and vaccination sites across the country to reduce the potential for crowded venues; establishment of a separate isolation unit for COVID-19 patients; the recruitment of more volunteers to assist with public education and manning the COVID-19 hotline and improving the capacity of the hotline with support from telecommunications providers.

The meeting also identified the need to expand the list of potential beneficiaries under the COVID-19 Economic Stimulus Package, to bring greater relief to persons affected by the temporary closure of many non-essential businesses and who have been left without an income. It was also suggested that Government encourage

utility companies and financial institutions to offer moratoriums to customers, as a means of financial relief. Efforts are already underway to address some of the areas highlighted, but there was general agreement to give consideration to more of these.

In addition to political parties working together, there was unanimous support for the idea of popular individuals in the performing arts sector working together to produce promotional material that will provide relevant messages in an entertaining format. Another suggestion was for calypsonians and soca artistes to unite to create similar messages that would resonate with various sections of the population.

Mention was made of the willingness of the diaspora community to support COVID-19 initiatives in Grenada through donations.

The NDC representatives proposed possible concessions, an idea the Prime Minister commended the NDC for. He agreed that consideration can be given to a clear and transparent proposal for this.

With respect to the distribution of relief supplies to persons in need, it was agreed

that a nonpartisan approach should be adopted, using the National Disaster Management Agency (NaDMA) and/or community-based organisations that will maintain impartiality.

Acting Chief Medical Officer, Dr. Shawn Charles, joined the meeting briefly to provide clarity on specific concerns such as the quarantine period. He explained that because Grenada has transitioned to community spread, adjustment in entry protocols will not stop the rate of infection.

Instead, he highlighted the need for a change in behaviour which he said can be influenced through greater mobilisation of messengers from different sectors to share COVID-19 information.

The overriding consensus coming out of the meeting is that the fight against COVID-19 goes beyond any political party or other affiliation - it deals with life and death. It is about setting aside any differences and working together for the benefit of all of Grenada, Carriacou and Petite Martinique.

As such, the suggestion was made for the creation of a COVID-19 Task Force that will include representatives of political parties and other interest groups that are committed to fostering a united front in tackling the pandemic.

Prime Minister Discusses COVID-19 Pandemic With Opposition Leader

Prime Minister, Dr. the Right Hon. Keith Mitchell, met with Leader of the Opposition, Hon. Tobias Clement, on September 15, to discuss issues related to the COVID-19 pandemic.

Dr. Mitchell, who was joined by Health Minister, Hon. Nickolas Steele, provided clarity on issues raised by the Opposition Leader, in some instances assuring him that his suggestions are initiatives already being pursued by the Government. The Prime Minister reiterated his call for more voices to be heard, providing positive messages to the people of Grenada, Carriacou and Petite Martinique.

With the current rate of infection attributed to community spread, change in human behaviour has been cited as one of the key factors to curb the spread of the virus and Dr. Mitchell underscored the clarion call for all hand hands to be on deck.

He said, “We need to unite forces and do whatever we can to arrest the spread of the virus. People are scared, lives are at stake and, as leaders, we must maintain confidence and help guide them through this difficult period. Now is the time for us to hold hands and work together to save lives. There will come a time for political points, but now is not the time. I must commend you for your initiative in bringing about this meeting. This is about unity in the fight against COVID-19.”

The Prime Minister assured the Opposition Leader that Government is doing all it can to manage the pandemic. He referenced assistance being sought from friendly countries, particularly a field hospital to accommodate the growing number of COVID-19 patients requiring medical intervention.

Other areas of conversation during the 30-minute meeting were community outreach, support from the diaspora, additional social assistance for persons in need and entry protocols.

Grenada’s Prime Minister Updates CARICOM Colleagues on the Country’s COVID-19 Status and Endorses Call for Closer Collaboration Among CARICOM States Prime Minister, Dr. the Right Hon. Keith Mitchell, updated his colleagues on Grenada’s current COVID-19 situation during the 16th Emergency Meeting of the Conference of CARICOM Heads of Government, which was held on September 13. The Prime Minister also endorsed a call for CARICOM countries to work closer together in managing the pandemic.

Dr. Mitchell shared that Grenada is in crisis, given the exponential rate of infections and the number of deaths experienced in recent weeks. He identified a field hospital as one of the pressing needs for the country at the moment, a call which he said was repeatedly referenced during Monday’s dialogue.

The Grenadian leader said, “For many months, we witnessed what was happening in other countries, but now the problem has arrived on our doorsteps and, compared to some countries, we are in an even worse position. We are seeing an exponential increase in the rate of infections among the local population and several deaths have occurred. The situation is dire, and we need urgent support for our medical professionals. A field hospital is one of our critical needs at this point in time. I fear that our system is on the verge of being overrun and we could have a serious problem.”

Dr. Mitchell told his CARICOM colleagues that both health and security personnel are included in the number of infected persons, putting an additional burden on already stretched resources. Just as he has been doing at the local level, the Prime Minister cited a need for greater collaboration at the regional level.

He said, “Given the level of vaccine hesitancy across the region, we need to collectively and strategically identify messages that reach our Caribbean nationals.

We also need to get stakeholders on board, the religious community, business leaders and trade union representatives. We must engage in discussions and come up with joint positions so that we can speak with one voice on issues such as vaccination.”

With the 76th Session of the United Nations General Assembly scheduled for later in September, Dr. Mitchell said it should be an opportunity used by Caribbean countries to lobby for help to address the pandemic.

He said, “I think all countries should issue strong statements on the impact of COVID-19, the dire situation that exists in many of our countries and lobby for the support of donor countries. The region requires the support of friendly

countries to help us get through this crisis.

We applaud all efforts made to date, such as vaccine donations and medical supplies, but our needs are great, and we must work collectively to get through this.”

Ministry of Health Seeks Help of Private Physicians for COVID-19 Hotline

The Ministry of Health is appealing to private practitioners in Grenada to assist in providing much-needed service to the Grenadian public via the COVID-19 hotline.

The Ministry has significantly boosted the number of volunteers answering hotline calls but this is still insufficient, resulting in many calls going unanswered and creating a serious concern for Minister for Health, Hon. Nickolas Steele.

During the Post Cabinet Press Briefing on September 14, Minister Steele reiterated Government’s appeal for everyone to be involved in the fight against the coronavirus, saying it should not be viewed as solely the Government’s domain.

Minister Steele said, “Grenada has one of the highest ratios of doctors to the population than any other country in CARICOM - one of the highest percentages.

The majority of these doctors are in the private sector.

We’re not seeing a flood of them coming forward to volunteer on a simple hotline to take questions and we need them. It is time that our private practitioners step forward and not leave the dealing of this pandemic purely to the public doctors who are serving the nation.

They too, need to step forward, to volunteer on the hotlines, to help us triage, to help inform people of what to do, because people are calling, yes, and right now, we’re only able to answer about 70 percent of the calls.

That’s 30 percent of the calls that are not answered and we need our doctors on that hotline. We have our district medical officers and we have our Government doctors on it. We need some more private sector doctor on the hotline.”

The Ministry has been adding volunteers daily to assist with the flood of requests on the hotline. The latest count totals more than 60 and others are coming forward, but more help is needed to provide timely assistance to those seeking help.

Dangers of Contagious Delta Variant Amid Grenada’s Low Vaccination Rate

Grenadian health officials are concerned about the low vaccination rate in Grenada but are simultaneously heartened by recent collaborative efforts to address this and a recent decline in the overall COVID-19 positivity rate.

As of September 21, there were 79 COVID-19 cases hospitalized, with 136 new positive cases. Of the total number of active cases, nine are imported and 2,328 are local. Fifty three percent are female, and 43 percent are male.

With a population of approximately 113,000, only 23 percent of Grenadians have been fully vaccinated. Ninety-seven (97) percent of the people whose deaths were COVID-related were unvaccinated. Medical officials said all cases were identified as being high-risk for severe illness from COVID-19, because of underlying medical conditions.

As is the case in other countries, a significant number of COVID-19 cases continue to be among the unvaccinated. Local statistics show that 85 percent of those testing positive for COVID-19 are unvaccinated, five percent have received their first dose of either the Pfizer or AstraZeneca vaccine and 10 percent are fully vaccinated.

Speaking at a Post Cabinet Press Briefing on September 21, Senior Medical Officer in the Ministry of Health, Dr. Myanna Charles, said, “To date, we have administered 54, 175 vaccine doses and, since the roll out of Pfizer on August 23, we have since administered 10,773 Pfizer doses. Now, to further elaborate, 32,467 persons have received their first dose and 21, 708 are considered as fully vaccinated. As it relates to the percentage of the population that is vaccinated, the percent of our eligible persons – these are individuals 12 and over – 23 percent are fully vaccinated. To date, we have conducted 67,183 RT-PCR tests.”

Dr. Charles provided an update on the Ministry of Health’s activities during the recent no movement weekend – August 19 to 20. She notes a dramatic increase in the number of vaccinations administered.

She said, “Now, last weekend, the Ministry of Health, in collaboration with a number of volunteers, conducted vaccinations and COVID-19 testing at a number of locations throughout Grenada.

That drive touched each parish. It was successful and it gave us a picture of what is happening in our communities, as it relates to COVID-19 infection rates. Over the weekend, we administered 1,390 vaccine doses, which is an increase from the previous weekend where we administered 507 doses and we conducted 2,174 rapid antigen tests, as well as 971 PCR tests.”

This is critical given the contagious nature of the Delta variant.

“This variant multiplies far more rapidly in the human body than any previous known variant.

In fact, the swabs that we take, to detect COVID-19, reveal that people infected with the Delta variant have one thousand times more viral particles in their upper respiratory systems than those who were infected with the coronavirus that started the pandemic in the first place,” Dr. Charles said, speaking on the Delta variant’s presence in Grenada, at a Post Cabinet Briefing on Sept. 14. “What does that mean? It means that every cough, with every sneeze, is packed with that much more virus – a thousand more viral particles. If you think of the individual particles, let’s say, as a machine gun, the Delta variant is shooting at us 1,000 rounds per second, while the previous or original strains of the virus were shooting at one round per second. So, this gives you an idea of how infectious and how easily transmissible this variant is.”

COVID-19 cases are dispersed throughout the mainland and Carriacou and Petite Martinique. Those affected range in age from two months to 103-years-old. Sixty-three (63) people have died from the disease, ranging in age from 18 to 103-years-old. Fortyeight (48) COVID-19 related deaths occurred in the hospital and 15 in the community.

Speaking at a previous Post Cabinet Briefing on Sept. 14, Acting Chief Medical Officer, Dr. Shawn Charles, said it is possible that up to a third of this population has been infected with COVID-19. At the September 21 briefing, he cautioned the public to not develop a false sense of security, regarding the lowered positivity rate, but to continue due vigilance, such as proper wearing of masks and hand sanitization, among other protocols. He advised those who are still not abiding by the protocols to be responsible and consider the other lives they may be affecting.

Dr. Charles is pleased with the uptake in vaccinations and is confident that messages from the Ministry of Health and its partners are making a positive impact. Seek Immediate Medical Attention if COVID-19 Symptoms Worsen

Ministry of Health officials are cautioning persons who have been affected by COVID-19 to avoid waiting until it is too late to seek medical attention.

They have noted that several deaths, which have occurred within 24 to 48 hours of hospitalisation, were attributed to persons seeking emergency care at an advanced stage of the disease.

Acting Director of Medical Services, Dr. Tyhiesia Donald said, “We’re noticing that a lot of persons coming in and dying within a short space of time, meaning that persons are ill out there and coming to seek care at the General Hospital very late. By the time they get to the hospital they’re at the advanced stage of the disease. So, I just want to appeal to the persons in the public, if you’re feeling ill, please call for help. If you’re unable to get through to our hotline and you have your own transportation, please come to the hospital. We’ll take care of you.”

She said staying at home in the early stages of the disease is okay but if symptoms worsen, immediate medical intervention should be sought.

“We really don’t want you to be at home sick and not able to access care and, of course, coming to the hospital when it’s very late. We just want to appeal to persons out there in the early stages of the illness, if you’re feeling fine, it’s okay, but if you find you’re having any red flag symptoms, as we call them, so dizziness, chest pain, weakness, dehydration, confusion, please don’t wait, come to the hospital.”

Adding to Dr. Donald’s advice, Dr. Shawn Charles, Acting Chief Medical Officer, said, “We should always remember what this disease looks like, what we should look for, because there are many persons in the population who need to be protected.

Sometimes we are not paying attention to some symptoms and, as Dr. Donald stated, we have persons who are turning up at an advanced stage when it is very difficult for them to be saved. “ Dr. Charles also cautioned the public not to mistake COVID-19 for the common cold. While some symptoms like a runny nose, chills, fatigue, body aches and headache and fever may resemble the flu, he noted that warning signs, such as those described

by Dr. Donald, and additional symptoms such as difficulty breathing, changes in colouration of the skin and nails and difficulty waking, indicate the need for immediate medical attention, to achieve the best possible outcome.

Health Officials Encouraged

by COVID-19 Recoveries

While there is a steady increase in the number of COVID-19 cases in Grenada each day, the Ministry of Health is heartened by the number of recoveries that are also being recorded.

At the time of publication, statistics from the Ministry of Health indicate that Grenada has recorded 1,813 recoveries, out of the total confirmed cases which currently stand at 4, 213. Seventy-nine (79) remain hospitalized, according to the latest reports, while 2,337 are in isolation.

With Grenada having transitioned to community spread, only nine of the current total of 2,337 active cases, are imported, while 2,328 are local cases. There are 63 cumulative deaths. With many of the tested samples confirming the Delta variant in Grenada, Chief Medical Officer, Dr. Shawn Charles, said the pandemic has blindsided many Grenadians, but he believes by working together, Grenada can overcome what he refers to as a national crisis.

He said, “The enemy that we are dealing with is formidable.

This is the Delta variant, and it is the same Delta variant

thathas devastated many parts of the world. It is very contagious, very deadly, as is evident by what is happening here. I said many of us may have been blindsided because this is really our very first true wave. While there are many countries that are on their third or fourth wave, this is the first true wave, and it did not hold back its punches. It hit us with everything.”

Warning signs of COVID-19 include persistent chest pain, difficulty breathing, dehydration, changes in skin colour and difficulty waking. Those who are most at risk include the elderly, those with chronic underlying diseases such as cancer, kidney disease and chronic lung problems like asthma, as well as those living with diabetes, hypertension and heart problems.

Grenadians Advised to Do Annual Check-ups Acting Director of Medical Services at the General Hospital, Dr. Tyhiesia Donald, is advising Grenadians to get into the habit of taking care of themselves, by doing annual checks and employing any other preventative measures that will help safeguard them against the virus.

She said, “At least once a year, persons should check themselves. Go to see a physician, get your labs done and see your status. We are also seeing persons coming in who did not know that they suffered from a chronic illness and presenting with signs and lab tests which suggests that they had a chronic illness. So, each one, help one. Everyone needs to get into that culture. We need to change our culture. We need to think of healthy

lifestyles – exercise, diet. We need to make sure we do annual checks, because there are persons who will not know they have something until they get some infection, like COVID-19, which would trigger everything off.”

She advised anyone who has not yet gotten an annual check-up for this year to do so.

Caring for COVID-19 Infected Family Members in a Small Living Space

Even when faced with limited space and crowded households, health officials are encouraging people to follow the isolation protocols.

Medical Officer in the Ministry of Health, Dr. Myanna Charles, said although it may be difficult for those residing in one or two-bedroom dwellings, it is not impossible to manage a confirmed COVID-19 case in the household.

“When practical, prepare a separate room in the household so that the case can isolate and be separated from the persons who are not sick. Additionally, open the windows to improve the ventilation in the household, and I want to urge again, everyone in that household should wear their mask at all times, to prevent further exposure,” Dr. Charles advised.

She also provided more details for how care should be administered, reminding caregivers and family members to use separate dishes and other utensils from that of infected individuals.

“If there is someone in your household who is diagnosed with COVID-19, I encourage persons to identify another member of the household to be the caregiver for that person and, while providing care, I encourage that individual to practice all the relevant measures.

That person providing care should wear their mask at all times, when doing so and even the person diagnosed should also be wearing their mask. They should sanitise their hands and surfaces frequently, after interaction with the case,” Dr. Charles explained.

She encouraged families to stock up on medical supplies such as Panadol, vitamin C and zinc and to maintain a healthy diet, including plenty water. The doctor also cautioned that if any warning signs such as persistent chest pain and confusion are experienced, individuals should seek immediate emergency care.

Medical Practitioner Says COVID Tests Detects COVID and Not the Flu

General Practitioner, Dr. Terrance Marryshow, has called on Grenadians to focus on the severity of COVID-19 and take the necessary steps to keep safe, rather than whether or not the Rapid Antigen and PCR tests conducted by health officials are accurate enough to differentiate and the virus that causes COVID-19 and other viruses.

During an interview with GIS, Dr. Marryshow said Grenada is capable of testing to differentiate between the common cold and COVID-19. He said the best way to eliminate doubt and fear is to get tested.

Dr. Marryshow said, “People need to get themselves tested at this time, to ensure that it’s not COVID and it is the flu. The increase we are seeing right now ought to be concerning to everyone, because we’re not talking about a simple increase in cases. We’re talking about an exponential increase in cases, which has been detected.”

The medical practitioner said the variant that Grenada is now exposed to is not one to be taken lightly. He is concerned about the laidback attitude being displayed by many people during this period.

Dr. Marryshow said, “There is, in this moment, a crisis that we are facing, which is the COVID crisis. We are seeing an alarming increase in the number of COVID-19 cases currently. The only way we are going to know for sure is through testing. Many of the symptoms are very similar. What COVID-19 does is give you flu-like symptoms: fever, headache, body aches. The same can be applied to the flu.”

Dr. Marryshow encouraged Grenadians to follow protocols in place to curb the spread of the virus.

He said, “In the meantime, all the hygienic measures that you need to take, all of the protocols that have been established already - washing of hands, wearing of masks, physical distancing and regular sanitisation - all of these are needed whether it is the flu or COVID.”

Prime Minister Remembers Former Cabinet Secretary, Meryl Forsyth, as the Consummate Professional

Prime Minister, Dr. the Right Hon. Keith Mitchell has extended condolences on the death of former public service stalwart, Meryl Forsyth.

Forsyth devoted decades to the public service, serving in various capacities including Permanent Secretary, Accountant General and Cabinet Secretary. Among other things, Forsyth is credited with reconstructing Grenada’s records after the fire at the Ministry of Finance in 1990 and she worked diligently with UK consultants to bring the country’s annual financial statements up to date. Reflecting on her period of service, Dr. Mitchell described Forsyth as a model public officer.

He said, “Mrs. Forsyth was one of the better cabinet secretaries I have worked with over the years, and I had an excellent relationship with her.

She was always forthright and gave her independent views. Politics did not factor into the execution of her duties. Forsyth was committed to making the public service a professional institution and she was well-respected by public officers. To me, there is no better way for public officers to honour her memory, than by aspiring to be the consummate professional that she was. May she rest in peace.”

Prime Minister Extends Condolences to Families of Deceased Police Officers and Rank and File of Police Force Prime Minister and Minister for National Security, Dr. the Right Hon. Keith Mitchell, has extended condolences to the families of the two police officers who have succumbed to COVID-19.

Assistant Superintendent of Police, Byron Clyne and Corporal Anderson Greenidge passed away during last week.

Dr. Mitchell has also extended condolences to the Commissioner of Police, Edvin Martin, and the rank and file of the Royal Grenada Police Force as they come to terms with the loss of their colleagues.

At the time of his death, ASP Clyne was Second in Charge of the Central Division of the RGPF and Corporal Greenidge was attached to the Traffic Department, Northern District.

The Commissioner of Police has ordered that all police flags be flown at half-mast.

Grenada’s Prime Minister Welcomes Launch of Caricom Digital Task Force Grenada’s Prime Minister, Dr. the Right Hon. Keith Mitchell, has welcomed the launch of the CARICOM Digital Skills Task Force, which is intended to coordinate the Caribbean Community’s approach to developing and harnessing the digital skills of Caribbean nationals, ensuring greater collaboration and innovation.

The task force, which has two co-chairs at the helm, will also help promote awareness of digital skills and provide technical guidance on skills development. Dr. Mitchell, who is also the Lead Head for Science and Technology, including ICT, in the CARICOM Quasi Cabinet, said the work of the task force is vitally important to what is envisioned as a “human-centered, sustainable and more prosperous digital future.”

Identifying the desire for a whole-of-CARICOM approach, Dr. Mitchell underscored the need to “make it possible for our citizens, our young people in particular, to gain the digital skills they need to navigate and succeed in today’s digital economy.” He said the goal is to “build a CARICOM digital future where no one is left behind.”

The Prime Minister noted that the increased reliance on technology, brought about by the COVID-19 pandemic, has necessitated up-skilling among the region’s people.

He said, “Digital Skills are required across the board, from agriculture to creative industries, defense to hospitality, transport and tourism. All sectors are reporting the need for digital skills. Therefore, to build and foster the CARICOM digital economy, we must embrace the role of technology and have a digital workforce.”

Dr. Mitchell noted that while today’s youth may be more competent in terms of digital skills, this is not enough.

He said, “Young people today have a much higher level of education regarding digital skills and competences. While they are often considered ‘digital natives’, the reality is that the majority do not possess job-relevant digital skills. As a result, jobs requiring Cloud computing, artificial intelligence, mobile app development are going unfilled. We need to change that reality.”

The Grenadian leader opined that the digital transformation taking place will radically transform regional economies and affect how people live and work. He cited a need for CARICOM to dramatically advance digital skills for the workforce, particularly for low-skilled workers who are likely to be vulnerable to job loss.

He explained that the initiative is strategically aligned with a plan to improve digital literacy among citizens, which would allow them to better capitalise on the improved service delivery platforms.

The Ministry of Health extends deepest condolences to the family of the late Dr. Darville Raye, House Officer in Pediatrics at the General Hospital.

Dr. Raye died suddenly on the morning of Tuesday, September 7.

Health Minister, Hon. Nickolas Steele, described the late doctor as a valuable member of the health care team.

He said, “Dr. Raye has been providing yeoman service in the pediatrics department and is one of the stalwarts of the health care system.

He was reliable, dependable, going above and beyond the call of duty and a ready volunteer to extra service.

Dr. Raye was 33-years-old. He had so much more to give.”

Outlining the extent of Dr. Raye’s dedication, the Minister indicated that since completing his internship, Dr. Raye has not taken any vacation.

Republic of China, has worked at the General Hospital since 2015.

In addition to his immediate family and friends, the Ministry of Health extends condolences to the medical team and other members of the health care team, who worked with Dr. Raye.

The success of the 2021 National Population and Housing Census depends on all Grenadians. The telephone numbers will enable the enumerators to conduct the full household interview at a later date via that medium. The second mode for data collection will be face-to-face interviews, which will capture households that were not interviewed via telephone. This mode would only be activated when it is safe to do so.

In the initial visit to the households, the enumerators will be equipped with face masks, face shields and hand sanitisers in adherence with COVID-19 protocols. They will also be wearing a security jacket and be in possession of an identification card, which will easily identify them as census enumerators under the Central Statistical Office.

The enumerator will also leave a card with the household with his/her name and number. The household should therefore expect a call from this enumerator and the stated number on the card.

Supplementary Appropriations Bill 2021 Approved year, $409,210 for such a in Lower House fee; a global partnership in Members of the Lower House of Parliament approved a Supplementary Appropriations Bill of EC $54 million on September 10, and the funds will be assigned to five ministries.

The Ministry of Finance, Economic and Physical Development, Public Utilities, and Energy will receive the largest allocation of $2 million for recurrent expenditure and $36,434,719 for capital expenditure.

In total, the sum allocated to the Ministry of Finance will be $38,434,719.

The Ministry of Health and Social Security is also set to receive an injection of funds in the amount of $10,204,000.

The Ministry of Education, Human Resource Development, Religious Affairs and Information will receive $5,171,722, while the Ministry of Agriculture, Lands, and Forestry will be receiving an additional $100,000.

The Ministry of National Security will receive $1 million for the Royal Grenada Police Force.

The Supplementary Appropriations Bill 2021 was presented to the house by Leader of Government Business, Hon. Gregory Bowen who said performance of the National Transformational Fund has not met expectations and revenues and grants for the first six months of 2021 fell behind target by $31.1 million.

Currently, Government is spending more than is being earned and is constantly making use of funds in its reserves.

Hon. Bowen said, “For the year thus far, Government is spending on average $10.6 million more than it collected in receipts. When you spend more than what’s coming into the purse, this can only be done through a combination of removing from the reserves and increasing our debt to GDP ratio.”

The money will also cater to the COVID-19 loan support to the Grenada Airport’s Authority and the G-Crews Project among others.

Hon. Bowen said, “The license fee due for the education management information system - remember we had to move from the traditional face-to-face educational system to a virtual educational system and we pay fees every

education, having to do with the virtual and online progress made by the Ministry of Education, $409, 000; then the Ministry of Health, $2 million to get additional equipment. It’s small and we have to cut from other ministries to ensure that health has its budget for the COVID-19 response. There’s $204,000 for the vaccination campaign - we might say its small, because we must step up our vaccination programme.”

Ministers Clarice Modeste-Curwen and Oliver Joseph stood in support of the bill, commending the Government and the team at the Ministry of Finance for the commitment to focus on saving livelihoods and investing in skills and capacity development during the pandemic.

Minister Modeste-Curwen said, “It is good to invest in infrastructure and bricks and stone et cetera, but it’s so much more important to invest in people and to give a sense of buoyancy in such a difficult time.

Minister Joseph said, “It’s very simple where Government revenue comes from, 51 percent comes from international trade or taxes at the border and the port and the other 49 percent is collected locally. If you have a situation where businesses, hotels and other industries are closing, you will collect less income tax from workers because they are home. Unemployment increases, therefore you will collect less corporate income tax from businesses, because they are not performing at the same level as 2019.It is therefore obvious that Government’s recurrent revenue will fall and in a pandemic this Government still pays a four percent increase.”

On September 8, the Government launched the second COVID-19 Economic stimulus package, which will see over $36 million distributed among sectors to provide relief during the pandemic.

The stimulus programme will be executed from September to December 2021.

Ministry of Education Welcomes Michaelmas Term Minister for Education, Human Resource Development, Religious Affairs and Information, Hon. Emmalin Pierre, has appealed to teachers and students to continue giving their best despite challenging times.

The Minister conveyed this in her message during the Ministry’s Hour of Prayer, a virtual event streamed on GIS TV and related social media platforms, on Monday, September 6, to mark the start of the Michaelmas term.

“We want to look at the holistic development of our children, which is so critical, and God must be at the center of this. As we meet again to pray, I am very confident that God is still who he said he is. Because he is who we know he is, we are going to get through this together. I want to encourage us to keep our faith alive, let us keep our eyes focused upon God, let us continue in optimism, in faith, in confidence knowing that God is well able to do exceedingly, abundantly, above all.”

The devotional exercise was held under the theme, “Facing a New Year With Optimism and Confidence.”

The Hour of Prayer included remarks from Ministry of Education officials and renditions from students.

Reverend Dr. Osbert James encouraged the audience, saying, “We must never forget the actions and choices that got us to where we are today. Our education system is again under strain, and we are taking our economy to breaking point.

However, regardless of the cause of this major setback, we all have to work together to begin again and to do so with optimism.”

Additional Support Being Provided to Parents for Collection of Devices The Ministry of Education, Human Resource Development, Religious Affairs and Information has completed its distribution rounds to place e-learning devices in the hands of all students who were within the primary Grades 1 to 5, and Forms 1 to 5 for the last academic year.

Parents/guardians who are yet to collect devices for students in that group, are invited to schedule an appointment via the webform https://gov.gd/moe/devicecollection or contact the HELP Desk by calling (473) 440-2737, extension 27122. The Ministry advises that due to the increase in Covid-19 cases on island and limited human resources to support the distribution process, scheduling of these appointments will resume on October 4, 2021.

SGU Adds Enhanced Safety Protocols On True Blue Campus St. George’s University (SGU) announced enhanced safety protocols on the True -Blue campus, including pausing all in-person education. SGU is committed to safeguarding the health and safety of students, faculty, staff, and the country of Grenada. This decision was made in the spirit of community support and with an abundance of caution to help mitigate the spread of COVID-19 in Grenada.

SGU continues to see a very low number of infections on campus and in the SGU community and will maintain periodic screening of all members of the SGU community.

In addition, the very few on campus who are COVID positive are experiencing no symptoms or only very mild symptoms as a result of their fully vaccinated status. No SGU connected individuals have been hospitalized.

The new safety protocol will entail a transition to online education for all students in Grenada for the next two weeks. This will include all School of Medicine Basic Sciences students and students in the Schools of Veterinary Medicine, Arts and Sciences, and Graduate Studies including those in Grenada.

During this period, any students, faculty and staff on campus will be required to wear masks both indoors and outdoors and group activities will be restricted to open air spaces.

Campus operations will be reduced, and all non-essential employees will continue their work duties from home whenever possible.

“We believe this decision is consistent with the best practice recommendations of leading health organizations and is in the best interest of our campus community” said Dr. Richard Liebowitz, Vice Chancellor of St. George’s University. “While we are not anticipating a prolonged suspension of in-person classes, students who wish to leave Grenada may return home to continue their studies online. All active employees will continue to receive full pay and benefits”.

“We will continue to work diligently with the government and our international partners to mitigate the spread of COVID-19 in Grenada”. Dr. Charles Modica, Chancellor of SGU, stated. “Other institutions in Grenada and around the globe have implemented similar measures in recent days that limit the density of large populations to minimize spread of the virus”. SGU will re-evaluate the situation after 14 days and further decisions will be based on the circumstances in Grenada.

3. Land preparation is important. Make sure you do proper soil tillage.

4. Have all the inputs you need: water, fork, seedlings.

6. Plant the seedlings with the correct spacing.

7. Use organic mulch such as pen manure, dry grass, etc., to keep soil moist.

8. Water the seedlings and crops at the correct time every

day.

9. Too much water can cause diseases such as fungus, bacteria, etc. to grow and spread.

10. Use as little artificial or chemical herbicides, pesticides, fertiliser, etc.

11. Wear the correct clothing when you go to the backyard farm. Do not wear the same clothes inside your home that you wear in the garden.

12. Know that you will have to go to your garden every day. Backyard gardening requires attention and care.

Grenada Chocolate Company to Receive Three International Awards

The Grenada Chocolate Company, based in St. Patrick, Grenada, will receive three international awards from The Academy of Chocolate, the world’s most prestigious fine chocolate competition.

The Grenada-based, independent producer was awarded silver for its hugely popular 100 percent and 60 percent Nib-A-Licious chocolate bars. The founders of Tree-to-Bar chocolate making this century, along with their co-operative farmers and factory team, achieved a bronze award for their 71 percent dark chocolate bar.

Since launching their business in 1999, the late founders, Mott Green, Doug Browne and surviving founder, Edmond Brown, won more than 10 accolades across several prestigious industry contests, including the International Chocolate Awards World Finals and Academy of Chocolate Awards.

September 25 and 26 Declared National Days for Spiritual Reflection The Government of Grenada has declared September 25 and 26 as national days for spiritual reflection, in recognition of the critical role of spirituality in dealing with the impact of the COVID-19 pandemic.

Government is therefore encouraging all religious and community leaders to unite and organise special virtual activities for those days.

Minister for Religious Affairs, Hon. Emmalin Pierre, said Government recognises the extremely important role of the religious community in offering spiritual leadership and care to the nation, as it faces the challenges associated with managing the spread of COVID-19.

Minister Pierre noted the critical role the church has played in the nation’s welfare, both in good times and in times of crisis. She therefore commends the religious community for its leadership and encourages members with the words of scripture to be steadfast, unmovable and always abounding in the work of the Lord, ‘for as much as ye know that your labour is not in vain in the Lord’ [1 Corinthians 15:58].

All Grenadians, including those in the diaspora, are encouraged to go before God as a nation, in reflection and prayer, during the designated days of spiritual reflection. Government solicits the support of all stakeholders, including media houses, in promoting the days and helping to create the appropriate atmosphere.

The Religious Affairs Minister also continues to encourage all Grenadians to follow the COVID-19 protocols, get vaccinated and remain safe.
