Let’s REAP The Caribbean Development Bank (CDB), CARICOM and the OECS Secretariat have commissioned a Learning Recovery and Enhancement Programme, abbreviated as L-R-EA-P and pronounced, Let’s Reap.

The project promotes learning improvement, considering the challenges to education brought about by COVID-19, and other long-standing issues that have been exacerbated by the pandemic. It also seeks to strengthen the resilience of national education systems to withstand other natural hazards.

Leadership and accountability; Regional and national partnerships; Resources and curriculum, as well as Engagement with families, communities and community organisations are some of the project’s key areas of focus. The Programme’s implementation is being driven by principals across CARICOM.

The OECS PEARL

A programme aimed at expanding access and improving learning in basic education at the pre-primary and primary school levels has been launched in Grenada and other OECS member states. The OECS Programme for Educational Advancement & Relevant Learning (PEARL) is funded by the Global Partnership for Education (GPE) at a cost of USD $10 million. Among the benefits to

be derived from the progranne are: assistive devices to support students with special educational needs, curriculum development at the primary level and clear standards to guide and support accountability for quality teaching, learning, and leadership. The OECS PEARL was implemented in July 2021 and culmiates in August 2025.

Ministry of Education Launches Service Excellence Charter The Ministry launched its Service Excellence Charter in a ceremony at the Ministry of Education, on December 10, 2021. The purpose of the Charter is to improve the overall quality of the services that the Ministry provides and consequently customers’ experience when accessing these services. As part of its continued serviceimprovement efforts, during the first quarter of 2022, the Minstry also introduced two (2) Whatsapp numbers which clients can use for business-related enquiries.

Scholarship Update As of January 2022, 99 Grenadians received scholarship awards in excess of USD$13 million. Ninety were awarded by the St. George’s University in the areas of nursing,

Community Members to Protect Schools from Vandalism Minister for Education, Hon. Emmalin Pierre is calling on Grenadians to guard schools in their communities from vandalism. Minister Pierre, made this appeal while speaking at the handing-over ceremony for 20 computers presented to the St. Martin de Porres Catholic School by the non-profit organisation GrenVet on January 27.

Minister Pierre noted that security is important since government plans to outfit every school on the island with at least one computer lab.

KIX Latin American and Caribbean Hub Grenada is among ten Caribbean and Latin American countries in a knowledge and innovation exchange programme or hub, aimed at creating policies that address education gaps and challenges in the region.

In 2022, the KIX LAC Hub (Knowledge and Innovation Exchange Latin American and Caribbean Hub) will be focusing on teacher development, the effects of COVID-19 on education in the region, and, specific to Haiti, strengthening public education.

Ministry of Education Olympic Values is committed to Education filling the gaps Minister for Education Hon. Emmalin Pierre said the ministry has adopted a strategic approach to address and fill the gaps of learning loss in the education system as a result of the pandemic.

She explained to the Lower House on February 1 that due to the delays in reopening schools and the blended and rotation learning, the Ministry must find ways to intervene and fill the gaps of learning. As a result, the Ministry, with support from the OECS, has provided training to teachers with specific emphasis on assessment of students.

Minister Pierre said teachers can no longer apply previous assessment techniques, but must now find innovative ways to evaluate their students.

Physical Education Teachers Virtual Seminar The Grenada Olympic Academy hosted a virtual seminar aimed at encouraging social responsibility, pro-social behaviours and respect for others on February 4.

SGU Announces a Full Return for the August 2022 Term St. George’s University (SGU) announced the full return of SGU students to campus in Grenada for in-person learning for the August 2022 term.

This decision is welcomed by many as the Government of Grenada continues to focus on returning to a degree of normalcy across the nation, while safeguarding members of the community. The announcement was made on January 31.

World Read Aloud Day Minister for Education Hon. Emmalin Pierre observed World Read Aloud Day in February by visiting the Telescope Primary School, in St. Andrew, where she engaged students in a read aloud session. The activity was well received and appreciated by the students.

District 5 COVID-19 Response Speech and Poetry Contest The “COVID-19 Response Speech and Poetry Contest” which was organised for secondary school students in District 5 culminated with a prize giving ceremony on February 3 at Norton’s Hall.

The competition was designed to assist students to better manage the psycho-social challenges presented by the COVID-19 pandemic. Participating students were required to submit video recordings of their competition pieces.

The topics selected for the competition were ‘COVID-19, the 21st Century Apocalypse’, ‘Finding Connection in Isolation’ and ‘Life Under the Mask’. The competition was judged in categories according to students’ ages.

Health Bay Unveiled at J.W. Fletcher Catholic Secondary School The construction was part of phase two of the refurbishment and expansion work done at the school under the Grenada Education Enhancement Project (GEEP), funded by the Caribbean Development Bank.

Meanwhile, Vice President of the Grenada National Council of the Disabled, Jamal Phillip, made a donation of assistive devices to the newly unveiled St. Camillus Health Bay. These included a wheelchair, a walker and a pair of crutches.

A health bay dedicated to the Catholic patron saint for the sick, St. Camillius, was unveiled on February 9 at the J.W. Fletcher Catholic Secondary School, in St. George.

Grenada Mourns the Loss of Education Icon, Ursula Antoine

Grenada mourns the loss of an education icon, Ursula Antoine MBE, 75, who died on February 9. She will be remembered for her significant contribution to the development of the education sector.

Mrs. Antoine was a former teacher and principal of the St. George’s Anglican Senior School.

Form One student, Tyler Smith, who uses crutches to assist with mobility, was present to receive the donation on his school’s behalf.

Grenada Bids Farewell to its Fifth Governor General

Grenada paid final respects to its fifth Governor General, Sir Carlyle Glean, on January 19, during a state funeral. He was laid to rest in his hometown of St. John. Sir Carlyle, 89, who served as Governor General from 2008 to 2013, died on December 21, 2021.

Educator, volunteer, politician, caring, humble and a good man were among the words used to describe Sir Carlyle, who also served as Minister for Education from 1990-1995.

Sir Carlyle is entombed at the Douglaston Cemetery.

Grenada Among Top 2021 Regional CXC Performers Grenada’s Tre’ Sparks-St. Bernard, former student of Alpha Junior School, secured the award for the most outstanding story in the CPEA for 2021, while Rochelle Griffith, former student at St. Joseph Convent St. George’s, was awarded for the top performance in the Sciences. Nazaria AlexanderWilliams, a private candidate, received the award for the most outstanding performance in Principles of Accounts (Private Candidate).

The three were awarded during a virtual CXC Regional Top Awards Ceremony on February 10.

Grenada’s Top CCSLC Performers Grenada secured ten top spots in the region, in the 2021 Caribbean Certificate of Secondary Level Competence (CCSLC) examinations.

The CCSLC is a secondary-level qualification developed by the Caribbean Examinations Council (CXC) and offered in the Caribbean region since 2007 for both secondary school students and adult learners.

In 2020, the Ministry of Education mandated that all students at the Form 3 level write the CCSLC exams in Mathematics and English. The examination fees for those two subjects are covered by the Government of Grenada.

Imani Trainee Teachers Learn Strategies to Assist Students

Scholarship Recipients Preparing to Leave for Study in the People’s Republic of China Permanent Secretary with responsibility for Human Resource Development, Religious Affairs and Information, Norman Gilbert, met with the recipients of the People’s Republic of China scholarship on February 18. The group is awaiting word on when they will travel to China to begin studies. The delay is due to the COVID-19 pandemic.

PS Gilbert encouraged the awardees to use the time to start learning the Chinese language, for which classes are offered at the T.A. Marryshow Community College. The recipients include 11 applicants from 2020 and 9 from 2021.

Forty (40) IMANI trainee teachers from various primary schools in Grenada received training in innovative strategies to assist students at all grade levels who may have fallen behind as a result of disruptions caused by the COVID-19 pandemic. Participants also explored a multisensory approach to the teaching of Math referred to as “Touch Math”.

The programme, which was facilitated by Special Education Training Consultant, Barbara Faulkner, was delivered as part of the Academic Recovery Programme (ARP).

Climate Smart Agriculture (CSA) Training for 4-H Students The Climate Smart Agriculture and Rural Enterprise Programme (SAEP Grenada) facilitated a Climate Smart Agriculture (CSA) training for 4-H students throughout the island on February 22 at the La Sagesse Playing Field Pavilion in St. David. The session sought to assist

the participants to better understand and appreciate the concept of climate change and its impact on the environment. Climate Smart Agriculture Consultant, Steve Maximay delivered the training.

First Aid Training

A group of sixteen IMANI Trainees received two halfday sessions in first aid and CPR on February 23 and

24.

The training was delivered

by Terry Charles, former Director of the Grenada Red Cross, and currently the managing director of Charles Consultancy and Event Planning Services.

The certificates received by the trainees is valid for the next two (2) years.

School Sports is Back!

Following numerous requests from schools to resume sporting activities, the Ministry sought and received the necessary clearance from the relevant bodies on February 28. Various schools have since been hosting sporting events.

Curriculum & Assessment Graduate Certificate Programme Fifteen Grenadian educators are pursuing a Graduate Certificate Programme in Curriculum and Assessment, funded by the Global Partnership for Education, through the OECS Programme for Educational Advancement and Relevant Learning (OECS PEARL).

The UWI-Certified programme was launched on 3rd March.

The key components of the Course are: • Curriculum Evaluation: A Practical Approach • Developing Skills in Curriculum and Assessment • Curriculum Implementation: Engaging End Users towards Bringing about Change.

On completion of the training participants will lead the revision of the OECS Harmonized Primary Curriculum as key output.

Junior IT Support Officers Training A one-day training session for thirty-eight Junior IT Support Officers was held on Friday March 4. The aim of the training was to strengthen the capacity of officers to support teachers and students who encounter issues with e-Learning devices.

The session was facilitated by the District IT Officers and the Lern Management System Officer.

CXC hosts Content Gathering Workshop for CPEA A workshop aimed at increasing the quality of questions for the CPEA exams was hosted by the Caribbean Examinations Council (CXC) from March 1-4 at the UWI Open Campus at Marryshow House.

The session was facilitated by Katrina Alkins and Dwayne Gamble from the Examinations Development and Production Division at CXC. Gamble applauded participants for the standard of items produced.

New Physical Education Programme being Developed for Primary Schools The Ministry of Sports in collaboration with the Ministry of Education faciliated a workshop to develop a new sporting programme for primary schools on March 16 at the National Stadium.

The revised programme will equip students with the fundamentals of sports and physical education to facilitate a seamless transition to the secondary school programme. Coaches will be assigned to primary schools to support the implementation of the Programme.

Education Act Review Update Several stakeholder groups including the Grenada National Training Agency, denominational school boards and the Youth Division of the Ministry of National Security, Public Administration, Youth Development, Home Affairs, ICT and Disaster Management were consulted during the first phase of consultation for the review of the Education Act. The act was conducted in the third quarter of 2021.

The proposed amendments were discussed by the Education Act Review Committee in a closed-door meeting on March 18.

A series of townhall meetings is being planned for the coming months to further engage the public in the review process.

Leadership Training for School Leaders Approximately 40 Principals and Head Teachers attended the training held on March 22. Relational aspects of Leadership: trust, communication, power and privilege and professional growth through enquiry, observation and feedback were among the topics discussed.

A Fulbright Specialist, Dr. Ron Scapp and Director of the Master of Education Programme and Associate Professor at St. George’s University, Dr. Laura Colket, facilitated a oneday workshop aimed at strengthening the participants’ leadership capacity.

MEM Report Submitted The Drug Control Secretariat has submitted the latest information regarding drugs and related crimes in the country to the Multilateral Evaluation Mechanism (MEM), of the Organization of American States (OAS), based in Washington D.C. The information focuses on Measures to Control and Counter the Illicit Cultivation, Production, Trafficking, and Distribution of Drugs and to address their causes and consequences.

Assistant Drug Avoidance Officer, Elizabeth Japal, worked along with the Drug Squad of the Royal Grenada Police Force (RGPF), the Financial Intelligence Unit (FIU), and the Pharmacy Unit of the Ministry of Health.

The MEM measures the Organization of American States’ (OAS) efforts to address the drug problem and related crimes in the Western Hemisphere.

Grenada Prepares to Implement National AML/CFT Action Plan Grenada is preparing to implement its Action Plan in the fight against money laundering, terrorist financing and proliferation.

Assistant Drug Avoidance Officer, Mrs. Elizabeth Japal, is co-chair of the National Anti-Money Laundering and Combating the Financing of Terrorism and Proliferation, (AML/CFT) strategic working group, selected to lead the amendment and development of the National AML/CFT strategic policy and action plan.

SCHOOL ADMINISTRATION AND PLANNING UNIT SCHOOL DEVELOPMENT PLANNING How to set a Target to Achieve Strategic Objectives in Your School Development Plan As part of the School Development Planning process, it is necessary that schools set targets that are specific, achievable, measurable and timebound. These targets are the levels of performance that are desired by a school. In setting targets, here are two tips for School leaders:

1) Define where you are now as a learning institution in relation to the target.

2) Define what your school wants to achieve and by when.

By embracing these tips, a school will be better able to set challenging but realistic goals that are in keeping with essential baseline data.

The Ministry of Education recommends setting targets that are moderate rather that targets that are minimal, stretched or unrealistic when compared to the established baseline data.

Recipes for Schools

Coo-Coo • 5 lbs corn flour (local corn) • 2 cups chopped seasoning, onion, chive, celery, seasoning • 2 tbsps salt • 5 cups coconut milk + 10 cups water • Wash and grate coconut. Strain. Make up liquid to 15 cups water. Bring 4 cups to boil with salt, and chopped seasoning.

• Add cornmeal and stir until thoroughly mixed.

• Stir into boiling liquid.

• Put on pot cover. Cook over a slow fire, stirring occasionally until cooked.

• Serve with stewed fish or jacks and callaloo and ochro.

Heads of Department attend Performance Management Workshop Thirteen (13) Heads of Department within the Ministry participated in a one-day Performance Management Capacity-Building Workshop aimed at strengthening individual and institutional performance as well as to support improvement in the quality of Submissions to the Public Service Commission (PSC).

The training was facilitated by the PSC in collaboration with the Department of Public Administration (DPA).

Performance Management Training for School Leaders In an effort to enhance Performance Management in Schools, the School Administration and Management Unit embarked on a series of School Leaders Training during the month of March. The training sought to familiarize both principals and teachers-in-charge with the New OECS Appraisal Instrument. Approximately 51 school leaders were trained in Districts 1, 4 and 5.

Participants explored approaches to performance appraisal, the conduct of the appraisal conference and best practices in providing quality feedback through various strategies including simulations and discussions. Similar training will be conducted for the remaining districts in the weeks ahead.

World Autism Awareness Day April 2, 2022 Theme: “Inclusion in the Workplace: Challenges and Opportunities in a Post-Pandemic World” is more prevalent among males.

Ahead of the official date, April 2 which is designated as World Autism Awareness Day (WAAD), the Minister for Education and other senior officials of the Ministry prioritized visits to the three Special Education Needs (SEN) schools on April 1st, to interact with students who have been diagnosed with ASD. Members of Staff were also encouraged to wear something blue to mark the day.

Autism Spectrum Disorder itself in persons from or ways of interacting (ASD), is a developmental infanthood as behaviours, socially that are different disability which manifests communication styles from most other people. It

COVID-19 Accelerated Response and Recovery Project The Education Development Management Unit of the OECS Commission collaborated with Ministries of Education in the Eastern Caribbean to develop the OECS Education Sector Response and Recovery Strategy to COVID-19. The strategy emphasised four (4) pillars: (1) harmonizing policy responses in Education Policy, 2) Transitioning to a Digital Education System, 3) Ensuring the wellbeing of students in and out of school, and 4) Promoting Engagement.

To support the implementation of the Strategy in the Windward Islands, the Global Partnership for Education (GPE) funded the COVID-19 Accelerated Response and Recovery Project from October 2020 to March 2022. The project sought to improve resilience in the education sector in the OECS by strengthening Ministries of Education and Schools response to disasters and emergencies.

Grenada derived several benefits from the project including:

Development and implementation of the OECS Continuity of Learning Guidelines

Development and validation of the ECD Handbook on Safe Play

3 Capacity building and/ or certification in several areas including: “Using Data and Information for Crisis-sensitive Educational Planning”, Effective Pedagogy for Distributed Teaching and Learning and COVID 19 Resurgence Contingency Planning

Procurement of relevant materials and resources including: 2953 devices and 900 Problemsolving in Mathematics texts for Primary School students; TouchMath kits for special education schools, 15 water tanks, and sanitisation supplies

The OECS Commission facilitated a project closeout forum on Tuesday 29 March.

Psycho-Social

ANXIETY AND DEPRESSION It is the belief of many practitioners working in applied psychology, that anxiety and depression are inseparable. Anxious, depressed people are tense, irritable, and apprehensive, and they agonise over decisions. Anxiety is the emotional reaction to the expectation of danger or damage when an event has taken place. For example, if there is death of a loved one or loss of a job, sadness results.

However, in many people the anxiety becomes trapped in the feelings of sadness, preventing the completion of sorrowing work and hence depression results. Get the work of sorrowing completed and depressive states are shortened.
