PRIME MINISTER PROMISES RADICAL CHANGE IN YOUTH PROGRAMMES Prime Minister, Dr. the Right Hon. Keith Mitchell, is promising radical changes to improve the impact of Government initiated programmes to promote youth empowerment and development.

Dr. Mitchell, who will assume responsibility for Youth Development when the recently announced reshuffle of Government ministers takes effect on October 5, 2020, met with Minister Kate Lewis and other top officials of the Ministry of Youth Development, Sept. 30.

Speaking passionately about one of the Ministry’s flagship initiatives, the IMANI Programme, Dr. Mitchell said IMANI trainees should not maintain that status beyond two years. He sounded the warning that ministries and businesses will lose the benefit of IMANI trainees if they cannot find adequate placement for them after a specified period.

The Prime Minister said, “It is not fair to our young people that we label them as IMANI trainees for all these years. There has been a blatant misuse of the services of these young people in both the public and private sectors. In many instances, the trainees are doing the work of full-time staff but they are not recognised or rewarded for such. As Prime Minister, I accept part of the responsibility for this, because it happened under my watch, but going forward we have to do better. We have to provide hope, empowerment and a greater sense of security to the young people of this country. I promise you, there will be some radical changes.”

Dr. Mitchell acknowledged that the Ministry of Youth Development has undertaken several ambitious initiatives, but he cited the need for continuous assessment.

He said, “Many initiatives are well-intentioned but we also have to consider whether they are optimal, in terms of implementation and impact. There will be pitfalls along the way and we have to periodically assess these and make the necessary adjustments. How much we invest cannot be our only consideration. If the right structures and personnel are not in place, we will not achieve optimal results.”

The Ministry of Youth Development has already embarked on an assessment of all persons within the IMANI Programme. The Prime Minister welcomed this and also called for periodic reports on the status of IMANI trainees.

Dr. Mitchell also underscored the importance of youth empowerment in the overall development of the country.

He said, “The data will help to determine the next step as the ministry seeks to improve the impact of its programmes. Despite the challenges that exist, as leaders, we have a responsibility to do what we can to help our young people.”

The Prime Minister also assured ministry staff of Government’s commitment to address the matter of job security.

UPCOMING BAN ON IMPORTATION OF VEHICLES OLDER THAN 10 YEARS-OLD EXTENDED

At the stakeholders meeting held on Sept. 17, 2020 with operators within the trucking industry, the Royal Grenada Police Force reinforced Road Traffic Regulations. ACP Jessmon Prince took the opportunity to address a number of traffic issues relating directly to the trucking industry.

They were: - Passengers sitting in the trays of trucks, or on top of goods or materials in the tray of these trucks is illegal. However, the Licensing Authority (Commissioner of Police) may grant permission subject to specific conditions for the conveyance of passengers in a safe and appropriate manner.

- Even when special permission is granted by the Licensing Authority, no person is allowed to sit on loads (goods/material) in the trays of the trucks.

Also, carrying individuals on top of heavy duty equipment is prohibited.

- Speeding: the stipulated speed limit for trucks and motor omnibuses within any town is 20 m.p.h.; elsewhere in the State 35 m.p.h. It was observed that some truckers are driving in ways which intimidate other road users. An appeal was made to all motorists to be considerate and road friendly.

- Spillage of aggregates and concrete mixture on the road surface and the need for the concrete mixing companies and the truckers to clean up after such spillage - An appeal to stop the practice of overloading of trucks (trucks carrying more than their gross weight) - The need for regular maintenance of trucks by qualified technicians to avoid accidents and pollution - Proper location of lights on the trucks to indicate the width and height of vehicles - Escorts for trailers and tractors to be more road friendly.

The distance between the escort vehicle and the trailer or tractor must be between 75 to 100 yards to give adequate warning to road users.

ACP Prince also cautioned truck drivers to operate within traffic regulations to safeguard other road users, themselves and physical infrastructure. He indicated that the RGPF will be strengthening enforcement of the regulations.

A key weakness noted was the reluctance of individuals to report details such as vehicle registration numbers, which affects enforcement and accountability especially as it relates to spillage.

The issue of scheduled operations of trucks along the Grenville Vale Road was raised, along with giving way to other motorists during peak hours.

The truck operators noted the impact that scheduling will have on business operations and waste collection. It was agreed that further discussion on the feasibility of this along that and other roads is required and will take place in the weeks ahead.

In closing, the RGPF and Ministry look forward to continued engagement with the trucking industry on road traffic and transport issues.

PRIME MINISTER MEETS WITH PERMANENT SECRETARIES AS THEY PREPARE FOR REASSIGNMENT

As Permanent Secretaries across the public service prepare to take up their reassigned portfolios on Oct. 5, 2020, Grenada’s Prime Minister has urged them to adjust their mindset in keeping with the current environment.

At a meeting with the Permanent Secretaries on Oct. 1, Prime Minister, Dr. the Right Hon. Keith Mitchell, said the widespread impact of the COVID-19 pandemic requires individuals in authority to exercise greater responsibility, particularly as it relates to budgeting.

He said, “It cannot be business as usual. We have to dispel the notion that Government has an unlimited pot of money. In granting approval to ministry expenditure, I ask that you apply the same principles that you would to your personal budget. In this environment of reduced revenue, there’s simply no room for arbitrary spending. As accounting officers, you must show strong leadership and the message of accountability must filter down to all staff.”

Dr. Mitchell encouraged a move to bulk purchasing to generate cost savings and cited reduced paper usage as another area for cutting Government’s operational costs. The Prime Minister also addressed the issues of communication and confidentiality.

He said, “We are in the midst of restructuring the Government Information Service and creating a Prime Minister’s Press Secretariat. Through this, we hope to bring about significant change in the level and quality of Government communications. It is therefore important for the Public Relations Officers placed within ministries to become integral to the overall communications agenda and work in closer collaboration with the Press Secretariat and GIS.” On the subject of confidentiality, Dr. Mitchell referenced the recently leaked internal circular on the temporary suspension of some allowances to new hires within the public service.

He said, “The breach of confidentiality is a serious issue. It is understandable that some things happen unwittingly, but if a senior officer deliberately shares an internal document, this is cause for concern. Situations like this create an atmosphere of mistrust among everyone and can undermine the work environment.”

With the addition of some new Permanent Secretaries, Cabinet Secretary, Ruth Rouse, confirmed that an orientation session will be held this month to familiarise personnel with their roles and responsibilities.

The meeting generated a wealth of feedback from the various Permanent Secretaries. The comments included the need for formal training for Permanent Secretaries and greater awareness of security threats as Government increases its application of available technology.

The suggestion was also made for regular engagements between the Prime Minister and Permanent Secretaries, and this was welcomed by all.

In wrapping up the discussions, the Prime Minister wished the Permanent Secretaries all the best in their new assignments and he encouraged them to maintain an atmosphere of close collaboration as Government continues to spearhead the development process.

OAS-CHILE SCHOLARSHIP – ALHLEI GUEST SERVICE GOLD TOURISM CERTIFICATION COURSE (ONLINE) The Ministry of Education, Human Resource Development, Religious Affairs and Information hereby informs the public of the OAS-Chile Scholarship Program – Alhlei Guest Service Gold Tourism Certification Course.

This course will be taught online and is open to Grenadian nationals.

The OAS – Government of Chile Scholarship and Training Project for CARICOM countries supports the strengthening of CARICOM’s capabilities through courses, certified training programs and diplomas in the areas of disaster risk management, climate resilience and other areas, in response to the emerging needs of CARICOM due to the COVID-19 pandemic.

Recognizing the specific needs of CARICOM in the Tourism Sector, as a result of the COVID-19 pandemic, the online ‘Guest Service Gold Tourism Certification Course,’ offered by the American Hotel and Lodging Educational Institute in the United States, creates a consistent guest service language and platform for all employees at all tourism venues. This program is recognized worldwide, as one of the highest acknowledgements of guest service excellence for hospitality and tourism employees.

The OAS-SEDI is pleased to inform that more than 700 scholarships, which covers 100 percent of the course fee, learning materials and the certification exam, are available to Caribbean nationals. Scholarships will be awarded on a first-come, first-served basis. Interested individuals should apply online, through the OAS, by October 25, 2020. The course is offered in English and will begin on November 16, 2020.

UPDATE ON MOLINIERE SLIPPAGE The Government of Grenada has awarded a contract valued at EC $5.1 million to Caribbean Civil Group Ltd. to undertake a geotechnical study at Moliniere.

The Ministry of Infrastructure Development and Implementation recently concluded extensive negotiations with Caribbean Civil Group Ltd., to undertake the geotechnical investigation and detailed designs for the Moliniere slippage and the Western Main Road Corridor. The contract provides four months for the completion of the geotechnical study and the design work.

PRIME MINISTER MEETS WITH TOP OFFICIALS IN MINISTRY OF INFRASTRUCTURE DEVELOPMENT, TRANSPORT & IMPLEMENTATION Prime Minister and Minister for Finance, Dr. the Right Hon. Keith Mitchell, says Grenada’s recovery from the impact of the COVID-19 pandemic will depend to some extent on the level of activity generated by the Ministry of Infrastructure Development, Transport and Implementation.

At a meeting on Sept. 25 with top officials of that ministry, Dr. Mitchell said, “Economic activity in the country depends heavily on construction and implementing projects under the Public Sector Investment Programme. In the absence of the traditional level of activity by key GDP contributors, Tourism and St. George’s University, the key opportunities for economic activity in the short to medium term will therefore be in construction, in both the public and private sectors.”

The Prime Minister acknowledged the efforts being made by the Ministry to improve the rate of implementation and welcomed news that all strategic one-off projects are on schedule. He urged the incoming Minister for Infrastructure Development, Senator the Hon. Norland Cox, to ensure that much focus is placed on this area.

Dr. Mitchell said, “There is a tendency for things to become clogged up in the bureaucratic system. There must be a greater level of aggression as it relates to project implementation. Getting projects moving means putting people to work and in this particular climate, we must seek to generate economic activity as much as possible.”

The Prime Minister also acknowledged the need for more engineers and other technical support staff and he referenced the Canada Resilience Facility, through which Grenada can seek support for staffing in technical areas such as engineering and energy.

Minister Cox, who has worked alongside the Ministry of Infrastructure Development, Transport and Implementation on the implementation of various projects within his current portfolio, cited project management

and resource allocation as two additional areas of focus that are critical to the ministry’s overall performance.

With respect to transport, the Prime Minister welcomed the ministry’s efforts to develop a better rapport with stakeholders in the sector.

The ministry has also already started a series of engagements with stakeholders including bus owners and drivers, taxi drivers and truckers.

The series of ministry meetings continue this week, with the Prime Minister scheduled to meet officials from the Ministry of Sports, Culture and the Arts; Fisheries and Cooperatives; the Ministry of Tourism, Civil Aviation, Climate Resilience and the Environment and the Ministry of Finance, Economic Development, Physical Development, Public Utilities and Energy.

GRENADA GOVERNMENT CLARIFIES LEAKED INTERNAL CIRCULAR ON ALLOWANCES

The Government of Grenada advises that the leaked internal circular on the temporary suspension of some allowances, which was circulated to Permanent Secretaries and heads of departments, does not apply to public officers who are currently receiving such allowances.

Providing clarity on the matter, Prime Minister and Minister for Finance, Dr. the Right Hon. Keith Mitchell, said the temporary suspension of payment of the Responsibility Allowance, Duty Allowance and Honorarium, as indicated in the circular dated Sept. 16, pertains to future hires.

The temporary suspension will also apply to new requests by ministries for officers who are already in the system but are not currently receiving such allowances. Dr. Mitchell confirmed that Government continues to meet its monthly payroll obligation, despite the reduction in revenue brought about by the COVID-19 pandemic. He further stated that Government’s September payroll reflects that the allowances in question, have in fact been paid.

He said, “Government’s wage bill averages $26 million monthly and through our prudent fiscal management over the last few years, we have been able to honour this obligation to public officers, in a timely manner, despite the sizeable drop in revenue caused by the pandemic.”

The circular was issued by the Department of Public Administration, against the backdrop of the need for continued fiscal prudence in the current environment and Dr. Mitchell cited a whole-of-Government approach to manage discretionary spending and ensure that Government can live within its means as we navigate the global crisis.

The Prime Minister said it is concerning that an internal Government circular has become the subject of local and regional news. Dr. Mitchell addressed the issue when he spoke at the start of the Government’s annual budget retreat on Sept. 30.

He said, “To hear on regional news that the Government of Grenada has cut allowances to public servants is quite frightening. It is unfortunate

that the internal circular sent to permanent secretaries has reached the public domain and that the information was misconstrued. We have a fundamental responsibility to treat internal circulars as what they are meant to be, internal. If there is any doubt or need for clarity, questions should be asked, but to have it reach external sources and its content twisted to cause a stir, this is quite disturbing.”

Dr. Mitchell further explained that the terms of a contract cannot be arbitrarily changed by one party, therefore public officers should rest assured that this is not the case. The Prime Minister further assured teachers and police officers that this has nothing to do with them, but rather with the bureaucratic system of the public service, as it relates to future appointments.

Elaborating further on the need for Government’s cost cutting measures, Dr. Mitchell said, “We are living in different times, we have to control expenditure in several areas. If we are earning less, we cannot continue with the same level of expenditure. It cannot be business as usual. At the same time, we cannot renege on our responsibilities to the persons with whom we have signed contracts.”

GOVERNMENT PUSHING AHEAD WITH PLANS FOR THE 2021 BUDGET The Government of Grenada is pushing ahead with plans for the 2021 budget despite the economic uncertainties created by the COVID-19 pandemic.

The Ministry for Finance hosted the country’s budget retreat, held virtually because of the physical distancing protocols, on Sept. 30. An annual staple on the ministry’s calendar, the budget retreat seeks to present Government’s key strategic priorities for the upcoming budget year; chart the way forward for the Public sector Investment Programme; highlight key interventions for the last quarter of the current budget year and agree on action, reporting requirements and timelines for the preparation of the national budget.

The COVID-19 pandemic has interrupted a prolonged period of solid macroeconomic performance and the Prime Minister acknowledged that Grenada will experience a sharp decline in economic performance this year, due largely to a reduction in revenue.

However, he also noted that, “It is an opportunity for us to rethink and redefine how we go forward. We must continue to work together to recover and rebuild our economy.”

GOVERNMENT CONTINUES TO PROVIDE SUPPORT TO BUS OPERATORS

The Government of Grenada continues to demonstrate its support for bus operators, to help them cope with the economic impact of the COVID-19 pandemic.

Bus operators using the St. George’s Bus Terminal will benefit from an extension of the waiver granted on entry fees. The Ministry of Transport sought and received the extended waiver from the Grenada Ports Authority to cover the final quarter of 2020, bringing to six months the total period that operators have been exempt from paying such fees. This represents a foregone revenue stream of approximately $600,000 for that period.

Government has also pursued strategic partnerships with private sector entities to bring relief to bus operators.

Following intervention made by the Ministry of Transport, correspondence received on Sept. 30 from the Grenada Bankers’ Association confirmed that member banks will work with bus operators who have loan facilities at these institutions to ensure that no undue burden is placed on them given the financial fallout of COVID-19.

Having previously announced its inability to continue direct support for the cost of sanitisation for bus operators, Government has now partnered with Grenada Distillers Ltd. to make a startup contribution of sanitisation fluid to bus operators on October 1, 2020, to assist them in this transitionary phase.

Minister for Transport, Hon. Gregory Bowen, has welcomed the strategic partnerships created to relieve the financial burden on bus operators, as the country continues to face the widespread impact of the pandemic.

In total, Government has spent approximately $2,000,000 million on cushioning bus operations through direct stimulus support and sanitisation in response to COVID-19.

CLARIFICATION REGARDING QUERIES AND REVIEWS OF TAMCC’S 2020 CAPE RESULTS

It has been brought to the attention of the Ministry of Education, Human Resource Development, Religious Affairs and Information that some CAPE results returned ungraded and, therefore, this Ministry is in the process of addressing the matter with the Caribbean Examinations Council (CXC).

Several candidates received ungraded results due to an issue identified with incomplete SBA uploads and a glitch in CXC’s SBA uploads automated response system.

The subjects affected are Pure Mathematics (Unit 1 and 2); Entrepreneurship (Unit 1 and 2); Environmental Science (Unit 1); Management of Business (Unit 1); Sociology (Unit 2); Communication Studies; Caribbean Studies and Law (Unit 1).

Please note that the Ministry has been in contact with CXC regarding these SBA uploads to rectify the issue. CXC provided an additional support platform to the T.A. Marryshow Community College (TAMCC) on Sept. 24, to accommodate the uploading of the missing SBAs. Consequently, the CAPE grades that were issued as ungraded will be re-issued to students in the shortest possible time.

The Ministry of Education apologizes for any inconvenience caused and sincerely thanks members of the public for their understanding and patience. The public can rest assured that the Ministry will continue to work towards a swift resolution to this matter.

MINISTER FOR EDUCATION’S SPEECH FOR WORLD TEACHER’S DAY On this very special day, October 5, observed internationally as World Teachers Day, I take this opportunity to recognise all teachers in Grenada, Carriacou and Petite Martinque. I salute each teacher who has embraced teaching as a vocation and has gone beyond the call of duty to be more than an educator but an inspiration to every student.

The theme for the celebration this year is extremely relevant and timely “Teaching for a Better World: Together in Strength and Solidarity.”

The current COVID-19 pandemic has challenged us all to think, to plan, and to act speedily and decisively, finding solutions to real problems that have the potential to make it impossible to ever achieve the goal of quality education. The negative consequences of this pandemic on education is far reaching and has the potential to jeopardize all the gains made in improving education, not just locally but globally.

As teachers, the theme encourages you to stand together to help design and shape a better world through education. This obviously will not be very easy in these difficult times, but I remind you that many big challenges are just opportunities in disguise. Our faith in God, our faith in others and our commitment will help us achieve the goals we set.

Moving from the face-to-face mode to online teaching and learning was indeed a challenge, but your attitude and your willingness to learn and try, created a wonderful opportunity for students. Brian Tracy once said that the test of true leadership is how well you function in a crisis.

So, as you journey forward and you navigate through these uncharted waters, I encourage you to remember that the influence of a good teacher can never be erased. I also take the opportunity, once more, to thank you for all your efforts and sacrifices, especially your contribution towards the universal goal of leaving no child behind.

MINISTRY TO REVIEW COVID-19 PROTOCOL FOR SCHOOLS

The Minister for Education, Human Resource Development, Religious Affairs and Information, Hon. Emmalin Pierre, expresses appreciation to all principals, teachers, parents and other stakeholders for their cooperation during the opening phases of the Michaelmas term.

The opening phases included orientation, distribution of supplies, needs assessment, academic assessment, commencement of the distribution of devices and the engagement of parents.

As schools move into the start of their full academic program and in keeping with the Ministry’s commitment to review the COVID-19 protocol for schools, the team at the Ministry is completing the review of feedback from key stakeholders and the data collected from the assessments administered to students and will issue a statement on the first review of the protocol for schools on Tuesday, Oct. 6, 2020.

MINISTRY OF FINANCE FACILITATES ONLINE PAYMENT FOR CXC EXAMINATIONS

The Ministry of Finance, in collaboration with the Ministry of Education, Human Resource Development, Religious Affairs and Information, hereby advises the general public that payment of CXC examination fees for CSEC, CAPE and CCSLC can now be made online via pay.gov.gd.

TECHNICAL ASSISTANCE PROVIDED TO LA POTERIE FARMERS IN IMPLEMENTATION OF CLIMATE CHANGE PROJECT

Seventeen farmers from La Poterie, St. Andrew, are the latest to benefit from a climate change-oriented project, implemented by the Grenada Community Development Agency (GRENCODA), which will help in alleviating some of the issues faced in accessing and storing water.

The project titled “Equipping Farmers of La Poterie St. Andrew to Use an Integrated Water Resource Management Approach to Combat Climate Change,” is worth USD $48, 900. This funding was used to assist GRENCODA to achieve its main objectives for the farmers of La Poterie: to remove the excess water from the land; establish riparian buffer zones to stabilize and prevent erosion; to provide the rainwater harvesting systems to farmers, to assist in dealing with the shortages of water during the dry season and to restore and repair the community water pump for use by farmers.

Acting Permanent Secretary in the Ministry of Agriculture and Lands, Michael Stephen, said, “The Ministry is pleased to be involved in such a timely project. We are aware that agriculture is one of the sectors most impacted by the advent of climate change and increased weather variability. The volatility of rainfall in recent years, in particular, has adversely affected our farmers, reducing their production and productivity, thus threatening their livelihoods.”

Stephen was speaking at the closing ceremony held on Sept. 24, 2020, at the La Poterie Pump House. This intervention, he added, fits perfectly into the Ministry’s COVID-19 Mitigation and Response Plan, as it aims to increase food production in that community.

Being affected by drought conditions in the dry season and floods in the wet season, one farmer from La Poterie shared how he is utilizing the Integrated Water Resource Management Approach to Combatting Climate Change.

“I am thankful for my Rainwater Harvesting System. This has allowed me to save money and time. When I get water from the rain, I do not have to bother about starting the pumps and waiting for water to reach my farm,” said Rick Edwards, one of the benefiting farmers.

According to Rick, he can use that same water to wash his fruits and prepare them for delivery or pickup.

Benny Langaigne, Deputy Secretary of GRENCODA, said the non-profit organization is pleased to partner with the Ministry of Agriculture and Lands and the Global Environmental Facility, to assist farmers in these rural communities.

Kadijah Edwards, National Coordinator of the Global Environment Facility Small Grant Programme (GEF SGP) said, “The project is expected to increase food security in Grenada, by placing farmers in a better position to produce year-round, which would in turn lead to more food being available.”

Throughout the implementation phase of this project, more than 60 community members were employed. Parliamentary Representative for St. Andrew North-East, Hon. Kate Lewis, hailed the project as one which can increase the production of local foods.

She said, “This approach can help us to build resilience in the water and agricultural sectors of Grenada. This can also help us to adapt to the im-

pacts of climate change and ensure that our food and nutrition security is not seriously compromised.”

Integrated Water Resource Management (IWRM) is a process which promotes the coordinated development and management of water, land and related resources to maximize economic and social welfare equitably, without compromising the sustainability of vital ecosystems and the environment. Due to the constant accessibility to water, this approach will allow the 17 farmers to diversify their production in crops such as: watermelons, corn, sweet potatoes, coconuts and others.

The Government of Grenada is continuing its series of engagements with bus operators on the health and safety requirements for operations in the transportation sector.

In the most recent engagement with the presidents of the bus associations and bus operators and senior officials of the Division of Transport, the Royal Grenada Police Force and Chief Medical Officer, Dr. Shawn Charles, clarity was provided on the application and enforcement of the Public Health (COVID-19) Regulations and guidelines governing bus operations.

Officials reiterated that it was mandatory for everyone to wear a mask or other suitable face covering in public places, including in bus terminals and on buses, unless excused on grounds outlined in the Regulations.

The Public Utilities Regulatory Commission (PURC) is the Independent Utility Regulator for the electricity sector in Grenada. Specific to renewable energy (RE), Section 4(h) of the Electricity Act No. 19 of 2016 states that the PURC is responsible for determining procedures for the procurement of new RE generation capacity, making recommendations to Government for the granting of licenses and permits for self-generators and setting of rates for the supply of electricity by any renewable energy self-generator.

The PURC, as guided by the Electricity Act, is seeking to have all self-generators in compliance with the law, by Oct. 30, 2020.

Pursuant to Section 25 (8) and Section 46 (5) of the Electricity Act, 2016: 1. All renewable energy self-generators who are already interconnected to the (GRENLEC) grid and supply excess electricity must, without delay, apply to the PURC to obtain a self-generator permit.
