การจัดท�ำรายงานสรุปผลการท�ำงาน ของระบบบ�ำบัดน�้ำเสีย The Summary Report on Operating Result of Wastewater Treatment System
ตามที่สมาชิกของสมาคมได้รับหนังสือจากกรมควบคุมมลพิษ กระทรวงทรัพยากรธรรมชาติและสิ่งแวดล้อม เรื่องให้สมาชิก บางท่านมีระบบบ�ำบัดน�้ำเสียเป็นของตนเองต้องด�ำเนินการจัดเก็บสถิติและข้อมูลซึ่งแสดงผลการท�ำงานของระบบหรืออุปกรณ์ และเครื่องมือในแต่ละวัน และจัดท�ำบันทึกรายละเอียดตามแบบ ทส. 1 เป็นหลักฐานไว้เป็นเวลาไม่น้อยกว่า 2 ปี และต้องจัดท�ำ รายงานสรุปผลการท�ำงานของระบบหรืออุปกรณ์ และเครื่องมือตามแบบ ทส. 2 เสนอต่อเจ้าพนักงานท้องถิ่นแห่งท้องที่ ที่โรงแรมตั้งอยู่อย่างน้อยเดือนละหนึ่งครั้ง โดยต้องจัดส่งไม่เกินวันที่ 15 ของเดือนถัดไป เรื่องนี้มีผลให้ท่านสมาชิกต้องท�ำตั้งแต่วันที่ 2 สิงหาคม พ.ศ. 2555 ท่านสมาชิกบางท่านได้สอบถามมาว่าใครบ้างที่เข้าข่าย ต้องจัดท�ำรายงาน เรื่องนี้ทางกรมควบคุมมลพิษได้แจ้งว่าได้ท�ำ ประชาสัมพันธ์มาระยะหนึ่งแล้ว ต่อไปนี้จะเริ่มเข้มงวดในการ บังคับใช้กฎหมายอย่างเคร่งครัด และจะด�ำเนินคดีกับผู้ฝ่าฝืน ทุกราย จึงเรียนเตือนท่านทั้งหลายที่เข้าข่ายต้องปฏิบัติตาม กฎหมายดังนี้ ส�ำหรับสมาชิกที่มีห้องรวมกันทั้งหมดตั้งแต่ 200 ห้องขึ้นไป ท่าน คงถูกควบคุมไปแล้วตั้งแต่ปลายปี พ.ศ. 2548 ผู้ที่จะเข้าข่ายต้อง จัดท�ำรายงานและส่งรายงานครั้งนี้ คือ โรงแรมที่มีห้องพักรวมกัน ตั้งแต่ 60 ห้อง แต่ไม่ถึง 200 ห้อง มาตรฐานควบคุมการระบายน�้ำทิ้งจากอาคารประเภทนี้ต้องมีค่าดัง ต่อไปนี้ 1. ความเป็นกรดและด่าง (PH) ต้องมีค่าระหว่าง 5-9 2. บีโอดี (BOD) ต้องมีค่าไม่เกิน 30 มิลลิกรัมต่อลิตร 3. สารแขวนลอย (Suspended Solids) ต้องมีค่าไม่เกิน 40 มิลลิกรัมต่อลิตร 4. ซัลไฟด์ (Sulfide) ต้องมีค่าไม่เกิน 1.0 มิลลิกรัมต่อลิตร 5. สารละลายได้ทั้งหมด (Total Dissolved Solids) ต้องมีค่าเพิ่ม ขึ้นจากปริมาณสารละลายในน�ำ้ ใช้ตามปกติไม่เกิน 500 มิลลิกรัม ต่อลิตร 6. ตะกอนหนัก (Settleable Solids) ต้องมีค่าไม่เกิน 0.5 มิลลิกรัม ต่อลิตร 7. น�้ำมันและไขมัน (Fat Oil and Grease) ต้องมีค่าไม่เกิน 20 มิลลิกรัมต่อลิตร 8. ทีเคเอ็น (TKN) ต้องมีค่าไม่เกิน 35 มิลลิกรัมต่อลิตร
ส�ำหรับโทษของการไม่ส่งรายงาน ต้องระวางโทษจ�ำคุกไม่เกินหนึ่งปี หรือปรับไม่เกินหนึ่งแสนบาทหรือทั้งจ�ำทั้งปรับ จึงหวังว่าท่านที่เข้าข่าย ต้องด�ำเนินการดังกล่าว ต้องปฏิบัติให้ถูกต้องตามกฎหมายโดยด่วนด้วย เพราะขณะนี้ได้เริ่มเข้มงวดแล้วและมีผู้ถูกปรับแล้วด้วย ส�ำหรับท่านที่ยังมีข้อสงสัยในแนวทางปฏิบัติ สามารถสอบถามราย ละเอียดเพิ่มเติมได้ที่กองน�ำ้ เสียชุมชน ส�ำนักจัดการคุณภาพน�ำ้ กรม ควบคุมมลพิษ หมายเลขโทรศัพท์ 0 2298 2210-13 According to THA’s members has received the letters from Pollution Control Department, Ministry of Natural Resources and Environment regarding the daily statistic and data collection of system operation or devices and tools for some THA’s member who has their own wastewater treatment system and making the journal based on TS 1 form as the proof evidence no less than 2 years as well as the summary report on system operation or devices and tools based on TS 2 form to submit to local officer where hotel is located at least once a month and the date of submission must be within 15 days window of the next month, this issue was effective since 2 August 2012. However, some THA’s member has made inquiry on which hotel is required to make these reports. In addition, Pollution Control Department has already propagated this issue for some period of time, and now it will strictly be enforced which every violator must go to the lawsuit. Thus, this is the warning for everyone to strictly follow the law as follows:
For those THA’s members with total rooms from 200 and more, you should have already been controlled since the end of 2005, but this issue will apply to those THA’s members with total rooms from 60 but less than 200 only. The Control Standard for Drainage from This Type of Building Must Contain such Values as follows 1. PH value is between 5 – 9. 2. BOD value must not exceed 30 milligram per liter. 3. Suspended Solids must not exceed 40 milligram per liter. 4. Sulfide must not exceed 1.0 milligram per liter. 5. Total Dissolved Solids must contain additional value from the amount of solution in water for normal use not exceeding 500 milligram per liter. 6. Settleable Solids must not exceed 0.5 milligram per liter. 7. Fat Oil and Grease must not exceed 20 milligram per liter. 8. TKN must not exceed 35 milligram per liter. For the penalties of no report submission, violator is subject to imprisonment not exceeding 1 year or fine not exceeding one hundred thousand baht or both.
