The truth is in the results Outstanding commercial result on rapidly changing project GRC was appointed by a Tier 1 Contractor to provide quantity surveying support on an $800 million infrastructure project in the Surat Basin. The project experienced rapid growth and continuous change. Essentially, the scope doubled on a hard dollar contract. GRC captured change on the project so that our client could recover all financial entitlements. This involved identifying contractual entitlement and quantity and cost change, negotiating commercial entitlement, and administering change in the field. Our team assisted in generating 800 head contract variations, 150 individual delay causing events, a substantial number of inclement weather claims, along with insurance claim work, progress reporting and subcontract administration and procurement assistance. Our client praised our team’s ability to communicate and negotiate with key stakeholders and control the change management process to deliver an outstanding commercial result. GRC continues to work with this contractor on major infrastructure projects throughout Australia.

Working remotely delivers greater efficiencies Since 2015, GRC has been delivering accurate, logical and timely cost management services on a complex $1.1 billion road infrastructure project in New Zealand - with most of our project team working from the GRC Brisbane office. By combining the latest technology with a collaborative work methodology (supported by regular site visits) we are delivering a quality service and greater cost efficiencies in a flexible and transparent way. Client feedback shows that we regularly exceed expectations on this project.

Comprehensive remeasure secures additional revenue GRC was approached by a Tier 1 civil contractor to remeasure a large infrastructure project to maximise revenue. GRC’s first action was to confirm the quantities the contractor had been claiming against were too low and not reflective of completed work. We then carried out a comprehensive remeasure, using the contractual method, to identify and create new items. This remeasure allowed the contractor to claim the correct quantities and secure additional revenue.

HIGH CAPACITY METRO TRAINS Client: Downer EDI Location: Melbourne Services: Schedules of quantities, tender evaluation, cost planning Details: This project will introduce 65 7-car trains and two dedicated maintenance facilities to Melbourne’s busiest rail corridor - the largest single order of new trains in Victorian history.

KINGSFORD SMITH DRIVE UPGRADE Client: Lend Lease (for Brisbane City Council). Location: Brisbane Services: Detailed measurement, design cost management, cost planning, forecasting assistance, commercial administration, dispute resolution, insurance claims assessment Details: The Kingsford Smith Drive upgrade involved widening 7km of road from four to six lanes with considerable marine work along the Brisbane River. Expected completion: 2019.

LOGAN MOTORWAY ENHANCEMENT Client: CPB Contractors Location: Logan, Brisbane Services: Tender measurement, design cost management Details: The $512m Logan Motorway enhancement project includes realignment and widening the motorway from four to six lanes, new service roads and braided ramps. The project includes interchange upgrades at key congestion hot spots on the Logan Motorway and widening parts of the Gateway Extension Motorway.

EDEN BREAKWATER WHARF EXTENSION Client: McConnell Dowell Location: New South Wales Services: Bid preparation assistance Details: As part of the Port of Eden transformation project, the $44m Breakwater

Wharf Extension project will allow cruise ships up to 325 meters to berth at the wharf once completed. The project includes dredging up to 230,000 cubic meters of material, extending the wharf by approximately 110 meters and installing berthing dolphins and landside bollards.

GATEWAY UPGRADE NORTH Client: Lend Lease (for DTMR & Transurban QLD). Location: Brisbane (between Nudgee and Bracken Ridge) Services: Detailed measurement, design cost management, cost planning Details: The upgrade includes widening 11.3 kilometers of road from four to six lanes and improving safety and congestion for more than 80,000 daily motorists. The scope also includes constructing an off-road cycle and pedestrian facility along the entire length of the project upgrade. The project is a design and construct contract expected to be complete in late 2018.

PACIFIC MOTORWAY WAVE 5A WOOLGOOLGA TO BALLINA Client: Seymour Whyte Constructions Location: Pacific Motorway, East Coast Services: Variation preparation Details: Wave 5 involves enabling works for the construction of the new Pacific Motorway. The project scope includes clear and grub, fencing, drainage, earthworks, access roads and intersection upgrades.

NEWCASTLE LIGHT RAIL Client: Downer EDI Location: Wickham transport interchange to Pacific Park Services: Design cost management, cost planning Details: A new 2.7 km light rail with six stops starting at the transport interchange Honeysuckle and ending at Pacific Park. The project aims to reduce city congestion, improve transport options and provide more public space and amenity.

Client: BMD Constructions Location: McLean, Northern NSW (Illuka to Devils Pulpit) Services: Change management support Details: $100 million, 14.9 kilometre highway upgrade between Illuka to Devils Pulpit as part of the $4.36 billion Woolgoolga to Ballina Pacific Motorway upgrade.

Client: Visionstream Location: New Zealand Services: Commercial management, variation preparation and negotiation Details: New Zealand’s Ultra-Fast Broadband (UFB) program is an eight-year project that covers all parts of New Zealand, of which Visionstream is undertaking network operations and maintenance work for various regions in Auckland and Northland. The project includes design, construction and maintenance of both new and existing copper and fibre optic access networks.

GOLD COAST LIGHT RAIL 01 Client: McConnell Dowell Location: Gold Coast Services: Contract administration Details: Completed in 2014, Gold Coast Light Rail Stage 01 was an ambitious, city-changing infrastructure project. With 14 trams and 16 stations, the light rail system services a 13-kilometer route between Gold Coast University Hospital and Broadbeach, which is considered one of the fastest growing regions in Australia.

GOLD COAST LIGHT RAIL 02 Client: CPB Contractors Location: Gold Coast Services: Tender phase measurement, design cost management, dispute resolution, insurance claims assessment, value management, contract administration Details: GRC provided tender phase measurement services for CPB’s successful bid, which was deemed to provide the best value for money by the Palaszczuk Government. GRC is currently providing design cost management services (remeasure assistance) throughout the various stages of design development. The light rail extension will connect the existing light rail system at the Gold Coast University Hospital station to heavy rail at Helensvale station.

TRANSMISSION GULLY HIGHWAY, NZ Client: CPB HEB Joint Venture Location: New Zealand Services: Measurement, cost planning, schedule of quantities, commercial administration, insurance claims assessment Details: A 27km four-lane median-divided motorway (through Transmission Gully) with interchanges connecting the route to Mackays, SH58, eastern Porirua and Kenepuru.

TAXIWAY HOTEL CODE E UPGRADE Client: Seymour Whyte Construction Location: Brisbane International Airport Services: Cost plan, measurement Details: Multi-million dollar upgrade of the Hotel taxiway, north east of runway 01/19.

TASWATER INLET WORKS Client: BMD Constructions Location: Tasmania Services: Claims assesment Details: GRC carried out an impartial comprehensive assessment of BMD’s claim to ensure the claim was ‘fair and reasonable’.

Client: Seymour Whyte Location: Melbourne, Victoria Services: Tender phase quantity schedule and procurement schedule preparation Details: GRC helped Seymour Whyte tender for a major upgrade of the O’Herns Road intersection. Our team worked collaboratively and seamlessly with the Melbourne tender team while based in Brisbane. The project includes bridge widening and upgrades, pavement and drainage upgrades, lighting and ITS works, connections and local works while ensuring traffic flow was maintained.

Client: Project Services (BAS) Location: Wacol, Queensland Services: Bills of quantities, cost planning, onsite administration of infrastructure works Details: The Queensland Police Academy site is within the registered boundary of the heritage listed Wolston Park Hospital Complex and comprises a range of facilities from offices and training rooms to residential spaces. GRC provided a full range of services including cost planning, measurement, estimation, bills of quantities and contract administration. Our project scope considered road construction and pavements, landscaping, civil infrastructure and site services.

QR STABLING YARDS Client: CPB Contractors Location: Woombye, Elimbah, Banyo and Robina Services: Design cost management Details: New train stabling facilities in four locations across the south-east: Woombye, Elimbah, Banyo and Robina. The current Robina facility will be expanded; the remaining three will be new stabling facilitites. Together, these facilities will house 75 new six-car trains added to the south-east Queensland city train network. A fifth stabling car facility in Kippa-Ring forms part of the Moreton Bay Rail Link project.

NEW PARALLEL RUNWAY BRISBANE AIRPORT (NPR) Client: John Holland Location: Brisbane International Airport Services: Measurement, bid preparation Details: A second international runway at Brisbane International Airport. Project scope includes: Airfield pavements, drainage, lighting and utilities, bridge works and operational furniture. GRC was engaged to generate tender schedules of quantities for the bid team.

REDCLIFFE SEASIDE VILLAGE REJUVENATION Client: Moreton Bay Regional Council Location: Redcliffe, Queensland Services: Measurement, cost planning, tender review, progress payments, bills of quantities Details: GRC was engaged by Moreton Bay Regional Council to keep the project within budget through estimating, bills of quantities, tender review and progress payments services. The project was successfully delivered on schedule and within budget with minimal disruption to the local community.

MORETON BAY RAIL LINK Client: Thiess Location: Petrie to Kippa-Ring Services: Design development cost planning, variation preparation Details: A greenfield project comprising 12.6 kilometer dual-track passenger line and six new rail stations and a train stabling yard in Kippa-Ring. The project scope included ground treatment and bulk earthworks, signals, structural and civil, track work, drainage, station buildings, noise walls, road works, communications backbone and soft landscaping.

GROSVENOR COAL PROJECT Client: BMD Constructions Location: Moranbah, Central QLD Services: Dispute resolution Details: BMD was engaged by Anglo America to complete expansion and improvements works at Anglo’s Grosvenor Coal Mine. As a result of Anglo varying BMD’s scope of works, the two parties entered into dispute. GRC successfully provided an independent assessment of costs.

AMRUN MAIN PROCESSING FACILITY Client: CPB Contractors (for Rio Tinto) Location: Weipa Services: Measurement, cost planning and control, tender review, contract administration Details: The $1.98 billion Amrun project extends mining activities on part of Rio Tinto’s existing lease south of the Embley River, between Weipa and Aurukun. The project includes construction of support infrastructure including a processing plant and port near Boyd Bay, a dam, tailings storage facility, roads and a ferry terminal on the Hey River.

AMRUN EXPORT FACILITY Client: McConnell Dowell (for Rio Tinto) Location: Weipa Services: Commercial administration Details: McConnell Dowell was appointed to construct a 642 metre jetty and a 306 metre wharf. The jetty will comprise 26 spans, each 24 metres in length.

HAY POINT STAGE 3 EXPANSION Client: MACDOW GEOSEA JV Location: Hay Point, North Queensland Services: Measurement, post contract, dispute resolution Details: The third expansion of the terminal building, a new berth at the coal terminal and offshore and onshore construction and land reclamation as well as building and fitting out new trestles, conveyers, and ship loaders.

WIGGINS ISLAND COAL EXPORT TERMINAL Clients: Abigroup, John Holland & WICET Location: Gladstone Services: Measurement, dispute resolution, expert witness reports Details: GRC’s ability to understand our clients’ requirements, interpret contractual requirements, accurately measure the varying scope of works and resource the project with the correct personnel contributed to a successful outcome for our client.

JIMBLEBAR IRON ORE MINE Client: Downer Group Location: Western Australia Services: Dispute resolution, claim generation Details: The project suffered substantial programme delay handover of work fronts and disruption to work flows. GRC provided claims assistance to generate documentation to highlight the cause and effect of delay and disruption on the electrical and instrumentation works across multiple work fronts.

SANTOS GLNG REMEDIAL WORKS Client: Integra Technical Services Location: Western Queensland Services: Insurance claims/cost to complete Details: GRC was engaged by Integra to quantity and price the rectification works of a major gas pipeline in Western Queensland. The pipeline required major works at all bends, joints and valves that had cathodic protection issues post construction. Our services allowed our client to properly manage the rectification process through detailed costing and budgets.

QCLNG UPSTREAM GAS FACILITIES Client: Thiess Location: Surat Basin, Central QLD Services: Measurement, estimation, contract administration, dispute resolution services Details: GRC was appointed by Thiess to assist with measurement, estimation, contract administration and dispute resolution services. We helped Thiess manage the massive design change throughout the project and provided substantiation for negotiations with QGC that saw the contract value increase from $600 million to $2.44 billion. The project comprised 20 field compressor stations, 4 process plants, evaporation ponds, trunklines, overhead transmission and 132kV substations.

APLNG WATER TREATMENT FACILITIES Client: CPB Contractors (formerly Leighton Contractors) Location: Miles & Roma, Queensland Services: Measurement, contract administration, insurance claims, procurement, sub contractor dispute resolution Details: Our services helped capture time and cost impact throughout this rapidly changing

project. Our cost control measures limited CPB’s exposure to risk and helped achieve successful negotiations around budget variations with their client. The project scope included: bulk earthworks, establishing site camps, civil and structural engineering, piping (HDPE and GRP), electrical installations (LV & HV), construction of brine water storage ponds, road works, drainage, mechanical installations, instrumentation and commissioning works.

QCLNG EXPORT PIPELINE Client: Integra Technical Services Location: Central Queensland Services: Insurance claims assessment Details: GRC assisted Integra Australia to evaluate a number of insurance claims lodged by the project contractor. This included extended periods of onsite investigations. Key project challenges were overseeing multiple claims and achieving the required reporting structure to meet Integra Australia and the insurer’s expectations. We were instrumental in providing detailed and unique cost templates to assist negotiating claims. All claims were successfully negotiated and settled. GRC continues to work with Integra Australia on insurance evaluation work.

ICHTHYS ONSHORE LNG FACILITY Client: John Holland (now China Communications Construction Company) Location: Darwin, Northern Territory Services: Cost planning and control during design phase. Details: Civil works measurement of the civil and bulk earthworks, piling and foundations, structural steel and two LNG trains. Scope of works also involved LPG and condensate processing plants, administration facilities and power generation infrastructure.

NEW AIR COMBAT CAPABILITIES FACILITIES (NACC) Client: Fulton Hogan Location: Williamtown, NSW Services: Variation preparation, design cost management, dispute resolution Details: The RAAF Base Williamstown project included a facilities upgrade, expansion and refurbishment in preparation for taking receipt of a new airline fleet. The Base facilities included a new training centre, administration buildings and an apron extension.

AMBERLEY RAAF AIR BASE C-17 SUPPORT FACILITIES Client: John Holland Location: Amberley, Queensland Services: Measurement, trade packages, post contract Details: GRC’s scope of works included the measurement and supply of trade packages for bulk earthworks, civil, structural, drainage, roadworks and services associated with the hangar, workshops, runway aprons, runway extensions, taxiways, command building, stores warehouse, simulator, squadron building and air terminal building.

2AFDS RAAF AIRFORCE DEFENCE GUARD FACILITIES Client: Trapp Architects/Australian Defence Location: Archerfield, Queensland Services: Feasibility studies, cost planning, trade packages, risk management Details: GRC was engaged as design team member from the concept design stage of this brownfield project to construct a dedicated home base for the RAAF Air Force Defence Guard. Our scope of works included supplying feasibility studies, staged cost plans through to complete trade packages. We also helped with risk identification and mitigation for the command building, stores warehouse, squadron building, workshops, gymnasium, and associated roadworks and services.

SINGLE LEAP 02 Client: John Holland Location: Various locations across Australia Services: Cost planning Details: SINGLE LEAP (Living Environment and Accommodation Precinct) brings livingin accommodation for single members of the Australian Defence Force into line with community standards. The project was allocated $113.2m over a four-year period to upgrade 6,400 deteriorating LIA units.

OAKEY RAAF HELICOPTER BASE Client: Laing O’Rourke Location: Oakey, Queensland Services: Cost planning, measurement, trade packages Details: The project scope included bulk earthworks, runway and taxiway pavements, hangar civil and structural elements.

AMBERLEY STAGES 02 & 03 REDEVELOPMENT Client: Watpac Construction Location: Amberley, Queensland Services: Detailed measurement Details: The project scope involved packages 05 VPRI and 06 VPR3 including a new administration building and urban design elements.
