I

t is my great pleasure to welcome you to this year’s edition of our Double the Vision publication. I hope you find the enclosed information and articles relevant, interesting, and insightful. As you may be aware, on 30 June 2022 the EU and New Zealand concluded negotiations for a comprehensive and progressive Free Trade Agreement (FTA). What you may not know, is that Germany has been at the forefront of advocacy within the EU in support of this agreement from the outset, recognising its importance both geo-politically and in terms of reducing barriers to business and equitable two-way trade. The EU-NZ FTA once ratified, opens up significant new economic opportunities for both German and Kiwi businesses and over time will support even greater co-operation between our two likeminded countries, both of whom strongly advocate for and support a rules-based approach to commerce and trade. This mutual aspiration for free and fair two-way trade is admirable, at a time in our history, when other countries are increasingly turning to more protectionist policies. With this positive backdrop and with the world progressively getting back to face-to-face business post-Covid, I am confident we can look forward to the year ahead with significant optimism. At the German-New Zealand Chamber of Commerce we stand ready to support you. Es ist mir eine besondere Freude, Sie zur diesjährigen Ausgabe unserer Publikation Double the Vision zu begrüßen. Ich hoffe, Sie finden die darin enthaltenen Informationen und Artikel relevant, interessant und aufschlussreich. Wie Sie vielleicht wissen, haben die EU und Neuseeland am 30. Juni 2022 die Verhandlungen über ein umfassendes und progressives Freihandelsabkommen (FTA) abgeschlossen. Was Sie vielleicht nicht wisse ist, dass sich Deutschland innerhalb der EU von Anfang an an vorderster Front für dieses Abkommen eingesetzt hat. Die Bundesrepublik hat die Wichtigkeit dieses Abkommens sowohl in geopolitischer Hinsicht als auch im Hinblick auf den Abbau von Handelsbarrieren und einen gerechten Handel in beide Richtungen erkannt. Das Freihandelsabkommen zwischen der EU und Neuseeland eröffnet nach seiner Genehmigung sowohl für deutsche als auch für neuseeländische Unternehmen erhebliche neue wirtschaftliche Möglichkeiten und wird im Laufe der Zeit eine noch engere Zusammenarbeit zwischen unseren beiden gleichgesinnten Ländern fördern, die sich beide nachdrücklich für einen geregelten Handelsverkehr einsetzen und diesen unterstützen. Dieses gemeinsame Streben nach freiem und fairem Handel in beide Richtungen ist bewundernswert in einer Zeit, in der andere Länder zunehmend zu einer protektionistischen Politik übergehen. Vor diesem positiven Hintergrund und angesichts der Tatsache, dass die Welt nach der Covid-Pandemie allmählich wieder zu persönlichen Kontakten zurückkehrt, bin ich zuversichtlich, dass wir dem kommenden Jahr mit großem Optimismus entgegensehen können. Wir von der Deutsch-Neuseeländischen Handelskammer sind bereit, Sie zu unterstützen. THE GNZCC 40TH ANNIVERSARY

Looking back on 39 years

2023

will mark a very special milestone for the German-New Zealand Chamber of Commerce; Forty years of connecting German and New Zealand trade. The German Trade Office was opened in September 1980, with a total of 78 foundation members, however, the official Day of Incorporation for the chamber was the 4th of August 1983. Over the past 4 decades, we have been fortunate enough to welcome numerous political delegations from the German Bundestag, including German Chancellor Helmut Kohl in 1997, a visit from German President Johannes Rau in 2001, and of course the most famous visit of German Chancellor Angela Merkel in 2014. We are excited for 2023 and the years to come, to continue our promise to you to advise, support and represent our members, to create trade opportunities between Germany and New Zealand. We will be hosting a gala dinner in 2023, so watch this space. ●

GERMAN AMBASSADOR

G

ood day, kia ora, guten Tag. It is with immense pleasure that I address you, as the newly arrived German Ambassador to New Zealand, coming from Boston where I have been Consul General. This is my first time in Aotearoa, but even before arriving here, I was positively surprised by the great reputation and goodwill New Zealand and its people enjoy in Germany - an excellent base to build on. The first impressions? After flying literally half way around the globe, things do look deceptively ‘European’. One of the charms of the coming years for me will lie in discovering the unique character and the distinctive features of Aotearoa, the largest of the Pacific islands, and finding out about and constructively working with the commonalities, as well as the stimulating differences. The Indo-Pacific region is becoming increasingly important for Germany and Europe, and New Zealand forms an integral part of it – more than any other country, it is deeply connected into the region, not least through its many, sometimes

pioneering free trade agreements. In terms of bilateral trade, Germany continues to be New Zealand’s biggest partner in Europe (including the UK) and the recently concluded Free Trade Agreement between New Zealand and the EU, once it has entered into force, will offer more opportunities to expand commercial links. Together with my European colleagues, I consider it an important task of ours to inform businesses and the public, both in New Zealand and in Germany, about the potential of this accord. 2022 was supposed to be the year in which the COVID pandemic would end, and life would return to a degree of normality. As for COVID, this hope has not been disappointed, with borders reopening, countries reconnecting, and personal meetings replacing virtual encounters. We are keenly looking forward to welcoming back business delegations and market exploration missions from Germany, as well as seeing business people, trade fair visitors and investors from New Zealand travelling to Germany. But as the year 2022 also became

a watershed in political terms, with the brutal and unwarranted invasion of Ukraine by Russia, with its severe political and equally economic fallout worldwide. Food prices are rising, as are energy prices. Inflation is on the rise both in Germany and in New Zealand. The coming European winter will certainly represent a major challenge, and experts expect an economic recession for Germany. However, at the same time, one must not underestimate the readiness of the population to accept hardships, faced with a struggle, which calls into question our fundamental values and a peaceful world order. We have been cruelly reminded that not everyone shares our vision of a rules-based international order, rule of law and respect for human rights. This makes it all the more important for countries sharing the same values, like New Zealand and Germany, to coordinate our efforts even better, be it politically or in the economic arena. A field of cooperation where New Zealand and Germany should intensify their cooperation even further and where they stand to benefit from each other, is climate change. The past year, with its weather extremes and natural disasters, has made it abundantly clear that worldwide efforts need to be substantially increased. Both countries have recently established an energy dialogue, facilitated by the GNZCC, and are exploring cooperation in green hydrogen research – with a joint research laboratory soon to be inaugurated in Dunedin. The area of renewable energy, reduction in energy and resource consumption, as well as mitigation of the effects of climate change, is one where German research institutions and companies have much to offer. Reporting from Berlin, Germany

I

write this, having arrived in Germany just under four months ago. I am enjoying Berlin immensely – the history, its multi-cultural and international vibe – and its own view of ‘cool’ – which I am not! It is a privilege to be living in this great city. The many complex global challenges such as COVID, climate change, and conflict, including the war in Ukraine, feel very close here in Berlin. This has led to consequential challenges of connectivity and supply chain disruption, a food and energy crisis, cost of living and high inflation, and labour shortages. In Germany, the Post-Merkel era is now well established. The new ‘traffic-light’ coalition Government led by Chancellor Scholz has had to grapple with serious and immediate challenges or, as many say, crises. The Government has had to make major policy decisions on political and economic fronts - the war in Ukraine, energy security, EU solidarity, and the cost of living. Moreover, German business is facing its largest challenge in decades to its competitiveness, due to the need to re-orientate its energy needs and supply, address a sanctionedbased relationship with Russia, labour and

skills shortages, the changing nature of work, and the uncertainties in its economic relationship with China. Like New Zealand, economic resilience, diversification, and mitigating business vulnerabilities are all sharply in focus. In these uncertain times, having good and reliable friends, and protecting international rules and norms, has never been more important. In my view, these complex times can only drive Germany and New Zealand closer, based on shared interests and values. I cannot claim any credit for this, but the conclusion of the New Zealand-European Union Free Trade Agreement (NZ/EU FTA) has been a tremendous highlight. It is an incredibility important milestone for New Zealand’s relationship with Europe. We have more work to do to sign and ratify the agreement in 2023, but we now have the platform to grow our economic relationship. Our focus, working with New Zealand and German business, will be to get the most out of this new partnership – as well as the respective market access openings, the sections in the FTA on sustainability, gender, indigenous issues, and offer future opportunities.

It is pleasing to see that borders are now fully open again. While we have become used to virtual tools to keep in touch, there is nothing like face-to-face contact. We are focusing on a reconnecting agenda – in trade, tourism, education, cultural and people-to-people links. It is great to see the early and diverse seeds of the reactivation of connections happening between Germany and New Zealand. In June, we welcomed Energy Minister Woods in Berlin, to talk on energy and innovation, and Germany’s legendary trade fairs are returning. In this, the New Zealand-Germany Chamber of Commerce will remain at the core of the two countries commercial and business ties that connect our two countries. I am an optimist. Therefore, despite the global challenges, the spirit of ‘reconnection and return,’ perhaps to a ‘new normal,’ are about future opportunity. Germany, the logical location

REXIT feels like old news, but it is only now that the implications for New Zealand exporters are becoming clear. Naturally Kiwis feel a strong kinship with the United Kingdom, with many of us proudly proclaiming our British ancestry or having fond memories of an O.E, sharing a dingy London flat with a troop of other Kiwi expats. But do those ties make the UK the logical location for your business in a post-Brexit Europe? British firms clearly demonstrated the lure of Germany, with an increase of 38 percent in the number of UK firms moving their operations to Germany in 2018 alone. With such a substantial number of businesses shifting location from the United Kingdom to Germany, one must assume it isn’t solely due to the culinary delights of sauerkraut, beer, and sausages. The German economy is characterised by a high degree of foreign exposure through exports and imports. Indeed, it represents one of the most significant countries globally, in regard to world-wide trade. Germany is the largest market in Europe, constituting 25 percent of Europe’s total GDP (3.4 trillion Euros) and is home to 19 percent of the total EU population. Germany is Europe’s geographic beating heart, purchasing power is high and the legal framework is solid. On top of that, you also have the strong industrial base. What is more, Germany’s new government led by Chancellor Olaf Scholz has pledged to invest massively in areas such as

digitalization, energy, and e-mobility, so it is quite an interesting time for companies to consider Germany.

WHAT MAKES GERMANY SO ATTRACTIVE?

■ Germany is a member of the European

single market, which has over 500 million consumers and a GDP of EUR 15 trillion, making it one of the largest economies worldwide.

■ Following Brexit, goods, services, and

data no longer move as freely between the UK and the EU, making Germany an attractive location to set up. ■ Companies still need a legal presence in the EU, which has driven many UK based firms to relocate their presence to Germany. ■ Having a base in Germany can reduce the level of bureaucracy and red tape, as well as speeding up the sales process and delivery time scale.


9 A German base, staffed with EU workers who have a thorough knowledge of the local market and trading conditions gives a competitive edge to businesses that chose to set up there rather than the traditional base in the UK. ■ NZ-EU Free Trade Agreement: The recently negotiated FTA will provide dutyfree access on 97 percent of New Zealand’s existing goods trade to the EU at full implementation. As a member of the EU, Germany benefits from the substantial number of free trade agreements between the EU member states and other countries, simplifying trade on a global scale. ■ Location, location, location! Germany shares borders with every major economy in Europe. With excellent infrastructure and transportation links, Germany is easily accessible to all corners of the EU by suppliers, customers, and investors alike. A base in Germany provides a natural springboard to further growth and expansion into EU markets. ■ Free movement: As a member of the single market, Germany benefits from the free movement of goods, services, people, and money all over the EU. This not only makes trade simpler, but also ensures that businesses have a huge workforce pool. ■ Trade fairs: Germany dominates the global trade fair scene and an enormous volume of trade in Germany is conducted at trade fairs there. ■ Infrastructure: According to the 2018 Logistics Performance Index, Germany had the best logistics infrastructure worldwide able to efficiently transport goods both within and across its borders. Estimates suggest that Germany alone represents 25-30 percent of the EU logistics market. ■

All these points make for compelling reasons to make Germany front of mind when considering your Europe strategy, but what about start-ups? There’s good news on that front as well. Germany’s economic ministry

has drawn up plans to foster the start-up scene in Europe’s largest economy with a batch of measures including an injection of public funds and steps to prod pension funds to invest in venture capital. Together with private investors, the government wants to mobilise up to 30 billion euros in private and public capital for Germany as a VC location, the ministry added in the draft plan. Germany has a dynamic cluster-based ecosystem of start-ups, with more than 70,000 start-ups in highly specialised sectors already calling Germany home.

Warum ist Neuseeland so lukrativ?

Dank seiner strategischen Lage im Südpazifik und einem hervorragenden Zugang zu den lukrativen Märkten in Ost- und Südostasien gilt Neuseeland als sehr gefragter Handelspartner. Neuseeland war das erste Industrieland,

das ein Freihandelsabkommen mit China unterzeichnet hat und unterhält seit 1983 mit dem Closer Economic Relationship (CER) ein Freihandelsabkommen mit Australien. Aufgrund ihres erfolgreichen Brandings als sauber, grün und natürlich werden neuseeländische Produkte als hochwertig und vertrauenswürdig wahrgenommen. Als Inselstaat ist man in hohem Maße von einem schnellen und produktiven, grenzüberschreitenden Handel abhängig. Besonders effizient sind daher die bürokratischen Prozesse für Ein-

zugesagt – ein Jahrzehnt des Wandels für Auckland, in dem die kritischen Fragen der Verkehrsüberlastung, der Bezahlbarkeit von Wohnraum und des Umweltschutzes angegangen werden. Bedarf zur Aufrüstung gibt es auch in den Sektoren wie Gesundheit und Transport, welche hinter anderen OECD-Ländern zurückbleiben. Die Nutzung öffentlicher Verkehrsmittel wird voraussichtlich erheblich zunehmen, und auch die Gütertonnage wird Projektionen zufolge um 54 Prozent steigen, und zwar für alle Verkehrsträger (Straße, Schiene und

BAUWESEN & INFRASTRUKTUR

Die Bauindustrie trägt mehr als 9 Milliarden Euro zum Bruttoinlandsprodukt bei und wächst, unterstützt durch Investitionen in Wohn-, Transport- und institutionelle Projekte sowie erneuerbare Energien. Allein in Auckland hat der Stadtrat für den Zeitraum von 2018 bis 2028 Investitionen in Höhe von mehr als 26 Milliarden Dollar

Aktuell werden mehr als 80 Prozent des neuseeländischen Stroms durch erneuerbare Energien erzeugt. Bis 2050 soll Kohlenstoffneutralität erreicht werden. Hierfür bieten neben der Landwirtschaft viele

euseeland bietet deutschen Unternehmen einen wohlhabenden, hochentwickelten Markt mit einem sehr transparenten und offenen Geschäftsumfeld und stabilen demokratischen System. Neuseeland nimmt in Bezug auf Ehrlichkeit und Integrität im Geschäftsleben durchweg einen Spitzenplatz ein, Eigenschaften, die die Marktgröße von mehr als fünf Millionen Einwohnern ausgleichen. Das Land ist zudem nicht nur für seine atemberaubende Natur und kulturelle Vielfalt bekannt, sondern auch für den sozialen Fortschritt, sowie die Vorreiterrolle im Bereich Umweltschutz. Das wirtschaftliche Fundament ist der Agrarsektor. Milchprodukte sind das wichtigste Exportgut – von Juni 2021 bis Juni 2022 beliefen sich die neuseeländischen JahresMilchexporte auf rund 10,98 Milliarden Euro. Neuseeland verfügt außerdem über eine starke Rohstoff- und Tourismusindustrie sowie einen schnell wachsenden Produktionsund Technologiesektor. Durch das Freihandelsabkommen zwischen Neuseeland und der EU soll der bilaterale Handel um 30 Prozent steigen und einen zollfreien Zugang für 97 Prozent des bestehenden Warenhandels bieten.


11 andere Sektoren Chancen für ausländische Investitionen. Im Transportwesen besteht Bedarf an allen Arten von Elektround Hybridfahrzeugen sowie einer entsprechenden Infrastruktur. Die Regierung hat sich zum Ziel gesetzt, die Anzahl der Elektrofahrzeuge im Land von nun an jedes Jahr zu verdoppeln und die Flotten der Regierung und des öffentlichen Verkehrs zu elektrifizieren. Zudem besteht der Wunsch, Prozesswärme zu elektrifizieren, die ein Viertel der energiebezogenen Emissionen des Landes ausmacht. Weitere Investitionen werden in der Stromerzeugung aus erneuerbaren Energien und der Speicherung von Strom in Trockenjahren vorgenommen, wobei ein geplantes 2,4 Milliarden Euro Pumpenwasserprojekt untersucht wird. Der Bausektor trägt wesentlich zum Ausstoß von Treibhausgasemissionen bei. Daher werden besonders der Wohnungsbau und gebäudebezogene Renovierungen, als Teil des Regierungsplans bis 2050 CO2Emissionen auf null zu reduzieren, stark gefördert. Unter anderem können die Heizkosten durch neue Dämmstandards um 40 Prozent gesenkt werden.

LANDWIRTSCHAFT & PRIMÄRINDUSTRIE

Neuseeland ist einzigartig unter den entwickelten Volkswirtschaften der Welt; mehr als 70 Prozent der Exporte bestehen aus land- und forstwirtschaftlichen Produkten, wobei die globale Nachfrage weiter steigt. Der Landwirtschaftssektor ist der größte kohlenstoffemittierende Sektor Neuseelands. Er gilt zwar bereits als effizient, weitere Investitionen sollen den Kohlenstoffausstoß dennoch weiter reduzieren.

WACHSENDER TECHNOLOGIESEKTOR

Technologie ist der zweitgrößte Exportbereich Neuseelands wächst schneller als je zuvor. Der Technologiesektor ist auf dem besten Weg, bis 2030 die größte Exportindustrie des Landes mit einem Wert von 9,7 Milliarden Euro zu werden. Um das Wachstum zu fördern werden 1/3 des Budgets für Forschung und Entwicklung in den Tech-Sektor investiert. Um die Landwirtschaft zu unterstützen, hat das Land einen hochentwickelten AgritechSektor etabliert, welcher erhebliche F&E- und Regierungsinvestitionen von insgesamt mehr als 60 Millionen Euro erhält. Weitere Stärken finden sich in Bereichen wie Fintech, Medizin, IT und Cleantech. Der Tech-Sektor hat dem wirtschaftlichen Abschwung, ausgelöst durch die Covid-19-Pandemie, mit enormen Umsatzsteigerungen, unerwartetem Wachstum und Investitionen getrotzt und ist enorm wichtig für die Diversifizierung der Exporte des Landes.

REGULIERUNG & MARKT

Durch seine Transparenz und Unternehmerfreundlichkeit konnte sich Neuseeland global als wichtiger Wirtschaftsstandort und Handelspartner positionieren. Laut Weltbank stand Neuseeland im „Ease of Business Ranking“ für 2019 und 2020 auf dem ersten Platz. Why do we need another FTA? New Zealand recently got a sharp reminder in the dangers of relying too strongly on one trade partner alone. We bore witness as our neighbour and closest ally, Australia, accrued losses worth around 47.7 billion AUD (53.4 billion NZD) through sanctions in 2021, following their call for an investigation into the origins of Covid-19 in China. New Zealand has long been dancing around using the word ‘genocide’ to describe China’s treatment of its Uyghur population. More recently we have watched China’s power play in the Pacific. With a crucial 28% of our total exports going to China, we are in an awkward ethical position and highly vulnerable to any sanctions or retaliation. EU und Neuseeland finalisieren Freihandelsabkommen

D

ie Verhandlungen über ein Freihandelsabkommen zwischen der EU und Neuseeland wurden nach vier Jahren, am 30. Juni 2022, erfolgreich abgeschlossen. Bevor das Freihandelsabkommen vollständig in Kraft treten kann, muss den formalen Rechtstexten zugestimmt werden. Anschließend werden die Texte durch den Rat der EU unterzeichnet und ratifiziert. Auch wenn der Parlamentarische Gruppenleiter der EU beim Septemberbesuch in Neuseeland andeutete, alles bis Mitte 2023 abzuwickeln, könnten diese Arbeitsabläufe noch einige Jahre in Anspruch nehmen.

Das Handelsabkommen zwischen der EU und Neuseeland integriert erstmalig den neuen Ansatz der EU für Handel und nachhaltige Entwicklung durch Förderung eines grünen und gerechten Wachstums. Zum ersten Mal sind in einem EU-Handelsabkommen ein separates Kapitel über nachhaltige Lebensmittelsysteme, Artikel zur Gleichstellung der Geschlechter und eine spezielle Bestimmung über die Reform von Subventionen für fossile Brennstoffe enthalten. Mit dem Abkommen werden bei Inkrafttreten auch grüne Waren und Dienstleistungen liberalisiert.

Im Zusammenhang mit den Verhandlungen über das Handelsabkommen wurde im Auftrag der Europäischen Kommission eine unabhängige Studie, das sogenannte Sustainability Impact Assessment (SIA), erstellt. Diese soll die wirtschaftlichen, sozialen und ökologischen Auswirkungen des zukünftigen Abkommens untersuchen. Die Ergebnisse der Folgeabschätzung wurden in den Vorbereitungen für die Verhandlungen einbezogen und während der Verhandlungen berücksichtigt. Das Abkommen enthält bisher beispiellose Nachhaltigkeitsverpflichtungen, einschließlich der Achtung des Pariser Klimaschutzübereinkommens und der grundlegenden Arbeitnehmerrechte, die durch Handelssanktionen als letztes Mittel durchsetzbar sein werden.

HINTERGRUNDINFORMATION HANDELSABKOMMEN EU-NEUSEELAND

Am 29. Oktober 2015 einigten sich der Präsident des Rates der EU, die Europäische Kommission und die Premierministerin Neuseelands auf den Start der Vorbereitung der Verhandlungen über ein Freihandelsabkommen. Die Diskussion über den Umfang und das Gesamtkonzept der Verhandlungen (“scoping exercise”) wurde am 7. März 2017 beendet. Seit dem 12. Januar 2017 wird das Partnerschaftsabkommen über Beziehungen und Zusammenarbeit (PARC) der EU mit Neuseeland vorläufig angewendet. Das PARC ist die erste politische Rahmenvereinbarung zwischen der EU und Neuseeland. Ziele des Abkommens sind die Stärkung der Partnerschaft zwischen der EU und Neuseeland und die Vertiefung der Zusammenarbeit bei

Fragen von beiderseitigem Interesse, zum Beispiel Wirtschaft, Handel, Wissenschaft und Innovation, Bildung und Kultur, Migration, Terrorismusbekämpfung, Kampf gegen organisierte Kriminalität, Internetkriminalität und Justiz.

AUSWIRKUNGEN AUF BILATERALEN HANDEL UND ZÖLLE – STIMULUS FÜR DEUTSCHE EXPORTEURE

Die EU ist der drittgrößte Handelspartner Neuseelands. Der bilaterale Warenhandel zwischen der EU und Neuseeland ist in den letzten Jahren stetig gewachsen (2021 fast 7,8 Milliarden Euro). Durch die sofortige Abschaffung des Großteils der Zölle sollen europäische Unternehmen jährlich Zölle in Höhe von mehr als 140 Millionen Euro einsparen können. Dank dieses Abkommens dürfte der bilaterale Handel um bis zu 30 Prozent zunehmen, wobei die jährlichen Ausfuhren der EU um bis zu 4,5 Milliarden Euro steigen könnten. Die EU-Investitionen in Neuseeland könnten um bis zu 80 Prozent steigen. Mit Inkrafttreten des Abkommens werden die Zölle auf Warenausfuhren der EU nach Neuseeland aufgehoben. So wird Neuseeland bisher geltende hohe Zölle auf gewerbliche Waren und Lebensmittel abschaffen, wie zum Beispiel: ■ Kraftfahrzeuge und Kraftfahrzeugteile ■ Maschinen ■ Chemikalien ■ Bekleidung, Textilien und Schuhe ■ Pharmazeutika ■ Lebensmittel (Schweinefleisch, Wein und Schaumwein, Süßwaren) Im Gegenzug werden EU-Zölle auf die meisten neuseeländischen Waren abgeschafft oder erheblich gesenkt. nter dem Motto „Weltweit vor Ort“ unterstützt die Repräsentanz der deutschen Wirtschaft in Neuseeland deutsche kleine und mittlere Unternehmen (KMU) verschiedenster Industriebereiche bei der Erschließung des neuseeländischen Marktes, sowohl durch ein großes Spektrum an Basisund Spezialdienstleistungen als auch im Rahmen von Förderprogrammen mit industriefokussierten Projekten. 2022 freuen wir uns, im Rahmen von drei öffentlich geförderten Programmen, Geschäftsanbahnungsreisen in den Bereichen ziviler Sicherheitstechnologien sowie erneuerbarer Energien anbieten zu können. Die Projekte werden in digitaler als auch in analoger Form angeboten und richten sich hauptsächlich an deutsche KMU. Der zivile Sicherheitssektor in Neuseeland bietet deutschen Anbietern ein breites

Spektrum an Marktchancen in verschiedenen Bereichen. Darunter zählen unter anderem der Personenund Frachtverkehr, Gebäude- und Veranstaltungsschutz, die Informationssicherheit oder der Bereich des Katastrophenschutzes, der unter anderem die Vorhersage von Naturkatastrophen wie Erdbeben, Überflutungen und Vulkanausbrüchen beinhaltet. Neuseeland gilt zwar global als Vorreiter in der Erzeugung und Nutzung von erneuerbaren Energien, hat allerdings im Bereich der Energieeffizienz in Gebäuden und der Industrie großen Nachholbedarf. Bereits seit mehr als 15 Jahren nehmen wir an der vom Bundesministerium für Wirtschaft und Klimaschutz (BMWK) geförderten Exportinitiative Energie teil. In diesem Jahr konzentriert sich die Exportinitiative auf deutsche Anbieter von Technologien und Produkten im Bereich Energieeffizienz in Gebäuden. Die virtuelle

Geschäftsreise wird im November mit einer bilateralen, virtuellen Konferenz beginnen, gefolgt von Workshops und B2B Meetings für die teilnehmenden deutschen Unternehmen. Ein zweites Projekt – ebenfalls im Bereich Energieeffizienz Gebäuden – thematisiert die Sanierung. In Zusammenarbeit mit der Building Research Association of New Zealand (BRANZ) wird ein Konsortium aus deutschen Unternehmen formiert, die ein altes, energie-ineffizientes Haus mit Hilfe von deutschen Technologien und Produkten schlüsselfertig zu Passivhausstandards renovieren werden. Dabei werden diese deutschen Technologien öffentlichen und privaten Bauträgern aus dem Netzwerk der AHK vorgestellt. Aber auch die Lebensmittel- und Landtechniksektoren haben in diesem Jahr bereits eine große Rolle in der Arbeit der AHK gespielt. Neuseeland ist weltweit bekannt für seine hochwertigen und innovativen Produkte aus dem Lebensmittel- und Landwirtschaftssektor. Deutsche Produkte sind zur Unterstützung des Anbaus und der Verarbeitung gefragt. Einige sehr erfolgreiche Veranstaltungen mit der German Export Association for Food and Agriproducts GEFA e. V., dem Verband Deutscher Maschinen- und Anlagenbau e. V. (VDMA) oder der German Sweets e. V. zeigen das ungebrochene Interesse Neuseelands an deutschen Lebensmitteln, Produkten und Technologien. Die AHK plant in Zusammenarbeit mit ihren Partnern weitere Veranstaltungen sowie Messebeteiligungen für die Jahre 2023 und 2024. Aber nicht nur Neuseeland bietet deutschen Unternehmen lukrative Marktchancen. Vielversprechendes Marktpotenzial für deutsche KMU ergibt sich auch auf den pazifischen Inseln. Die AHK Neuseeland plant derzeit in den Bereichen Energienachhaltigkeit und -speicherung, sowie im Ausbildungssektor eine Reihe von Initiativen und Projekten ab 2023. The German Trade Fair Machine

T

he first time the train pulled into NürnbergMesse – Nuremberg Trade fair, I stopped and looked around in awe. As far as the eye could see, huge glass structures dominated the landscape. Once inside, I did another double take. The lobby alone was bigger than Auckland’s ASB show grounds. Busses ferried visitors from one hall to another. Thousands of suit-clad visitors clutched floor plans, navigating their way to their next meeting. Film crews were busy interviewing expert speakers. Two shows were running simultaneously; Fensterbau Frontale, and Holzhandwerk, allowing visitors to connect at both the world leading trade show for windows, doors, and facades, as well as the hugely popular fair for machine technology, equipment, and supplies for the wood crafts. A week later, and the sounds of heavy machinery and smell of sawdust was replaced by an explosion of colours and

tastes at the world’s leading trade show for organic products Biofach and Vivaness, the key show to visit for natural beauty products. The transformation was so startling, and so complete, I marvelled at the sheer workforce, expertise, and coordination behind the scenes. Over the next few weeks, I walked through enormous hall after hall, and soon sported several large blisters. (Pro tip –extremely comfortable shoes are a must when visiting a German trade show). This was my first introduction to the multi-billion Euro a year engine that is the German trade fair. In 1150 AD as the black death ravaged Europe, the world’s first trade fair quietly emerged in the city of Frankfurt. At the crossroads of Europe, merchants came to trade cloth, spices, wine, and agricultural products. With close to one thousand years of history, trade fairs are now an intrinsic part of German business culture, and a vital

he Kiwi border is now open to international talent, with an updated visa scheme for businesses to employ expats and migrants from offshore. What’s not so well known is the government’s new requirements for companies to provide support for visa-holders to get set up here quickly and efficiently.

WHY DOES THE GOVERNMENT WANT BUSINESSES TO PROVIDE RESETTLEMENT SUPPORT?

What to expect from New Zealand’s Emission Reduction Plan

I

n May, Aotearoa New Zealand released its first Emission Reduction Plan (ERP). While the country enshrined its goal of reaching zero emissions by 2050 into law, with the Zero Carbon Act in 2019, the ERP puts on paper the steps it is planning to take to meet its first emissions budget (for the period 2022 to 2025). The document also sets the country’s direction to meet the second (2026 – 2030) and third (2031 – 2035) emissions budgets. New Zealand’s path to a more sustainable future will open opportunities for businesses ready to provide solutions.

Having signed the Green Deal in 2020, Europe is in many regards some steps ahead and European businesses will be able to share the insights they have gained. The ERP programmes on the other hand, will enable New Zealand businesses to catch up and remain competitive by complying with the growing number of the EU’s sustainability regulations.

FIVE PRIORITY AREAS

The plan summarises priorities for managing emissions in five key areas for business:

23 CALL TO DECARBONISE TRANSPORT

Road transport is New Zealand’s fastest-growing source of emissions, and accounts for nearly 20% of emissions. The ERP promises funding to decarbonise heavy transport and freight. It also calls for New Zealanders to reduce their reliance on cars and promotes walking, cycling and public transport. This will be done by improving the transport infrastructure and services and by making services more affordable. Individuals and businesses will be encouraged to purchase low-emissions vehicles. The government will continue to offer incentives through its Clean Vehicle Discount scheme, social leasing schemes and financial assistance, to help lower- and middle- income households shift to low-emission alternatives when they scrap their old vehicles.

Emissions from New Zealand’s energy and industry sectors make up 27 percent of the country’s total emissions. The New Zealand government aims to reduce the embodied carbon of construction materials – the emissions stemming from all activity before the building is used – through innovation and regulation. The government plans to offer incentives for manufacturers who make their carbon footprints transparent by developing Environmental Product Declarations (EPDs).

The NZ ETS is New Zealand’s main tool for reducing greenhouse gas (GHG) emissions. It puts a price on GHGs to encourage businesses to cut down on their emissions. The New Zealand government is now strengthening the trading

The ERP recognises that the climate and biodiversity crises are inextricably linked and that they need to be tackled together. It plans to establish a work programme that delivers climate, biodiversity, and wider environmental outcomes, including afforestation, dunes, and wetlands to protect against flooding.

LEADING BY EXAMPLE

The plan contains activities to support the transition to a low-emissions economy. These include encouraging Māori participation, partnerships with business and labour organisations as well as training and new jobs in low-emissions industries. The government is set to lead by example. It will replace coal

boilers in schools and other government buildings, buy EVs, and practise more responsible procurement.

OPPORTUNITIES FOR GERMAN BUSINESSES

After adopting the Circular Economy Action Plan in 2015, Europe has been recognised as a global leader in policy for circular economy. Europe’s Green Deal is also leading the way in the global decarbonisation efforts. German businesses, which have carbon footprint data and expertise in developing circular solutions, will be ideally prepared to find opportunities in New Zealand. New Zealand’s efforts to decarbonise will also rely on innovative technologies, which will bring opportunities for German businesses. The Emission Reduction Plan for example names the Catalyst Fund which funds international science collaborations including the New Zealand–Germany Green Hydrogen Research Programme. ● ■

s ist wenig überraschend, dass die kreative und kulturelle Hauptstadt Neuseelands häufig zu den lebenswertesten Städten der Welt gezählt wird. Mit ihren Villen aus der viktorianischen Zeit, die sich über die baumbewachsenen Hügel mit Blick auf das türkisfarbene Meer erstrecken, ist Wellington eine lebendige Postkarte. Wellington bietet ein besonderes Gleichgewicht aus guten Ideen, tiefer Verbundenheit mit der Natur zukunftsorientierter Einstellung. und Verschiedene Botschaften und internationale Mitarbeiter tragen zu Wellingtons unverwechselbarer Mischung von Kulturen bei, in der kreative Ideen täglich auftauchen. Während in Auckland die Industrie und die großen Unternehmen die treibende Kraft sind, sind es in Wellington die Regierungsorganisationen, die Verbände und kleine und mittelständische Unternehmen. Der Gemeinschaftswert in Wellington scheint höher als in Auckland auch wenn es um Geschäfte geht. Die Deutsche Kammer ist in Auckland ein anerkannter Name, aber hier

in Wellington noch eher unbekannt und erfordert weitaus mehr Arbeit um Deutschland in den Vordergrund zu bringen. Wellingtoner Unternehmen blicken immer noch auf das Vereinigte Königreich, um ihre Exportreise in die EU trotz des Brexits zu beginnen. Das bedeutet, dass sie nicht mehr den gleichen Marktzugang zur mächtigen Europäischen Union haben. Um diesen Zugang zu erhalten, sollten Wellingtoner Unternehmen ihre Gedanken auf die größte Volkswirtschaft und den strategisch wichtigsten Standort in Europa richten, nämlich Deutschland. Die Kammer hat es sich zur Aufgabe gemacht, Deutschland und Europa im Bewusstsein der lokalen Unternehmen und Regierungsverbände zu halten und die lukrativen Handelsmöglichkeiten zu erschließen, die nur darauf warten, genutzt zu werden. Wellington und die umliegenden Regionen wie Porirua, Kapiti und Hutt Valley sind Katalysatoren für die hochwertige Fertigungs- und Exportindustrie. Wairarapa, die Heimat von Wellingtons Wein- und Primärindustrien, liegt weiter südlich in der Region.
