On 2 October 2017 an email from a Hepburn Shire Council (HSC) representative stated: The major projects team are keen to leave the toilets there until we have a schedule for construction, let me know if there are any issues with that.

Yes, I have issues with that! I am angry. The HSC major projects team undertook to replace the sub-standard, poorly maintained toilet block beside the Hall by July 2017. These toilets do not meet current legislation. Council processes are a load of crap. Pun intended. In April 2016 at a meeting with the HSC Executive to discuss management of the hall renovations, the question of whether ours were the third worst toilets in the Shire was raised. A member of the executive said that they'd just demolished a toilet block so we now had the second worst loos. The talk at the time was that HSC loos shire-wide were being assessed with a view to having most of them demolished/renovated because they didn't comply with current legislation and many of them were awful as well. There are three parts to the Glenlyon project ̶ Hall and Streetscape from RDV funds (Hall managed by GPA, Streetscape by HSC), new toilet block ̶ part of the HSC shire-wide new loo project. Demolition and replacement of the toilet block was always discussed (never in writing) throughout progress meetings regarding the Hall refurbishment work. For example, it was noted at a meeting with a member of the Council major projects team on 23 September 2016 and the "new loos to be installed before next financial year". ie 1 July 2017. Also: “Council to look at formal contract re new loos ̶ because it wasn't part of the hall renovations.” After a year of procrastinating, on 2 October the Council major projects team changed its mind about dealing with our toilet block concurrent with the Hall works The cost of the new toilets could be $200,000-$250,000 but could have been less if Council had used an appropriate design. A reliable source said that for some reason the CEO got involved in the design process. Initially he wanted to repurpose shipping containers, then he wanted two ambulant toilets and two Universal Access - when two of the latter would have been sufficient meeting the needs of everyone. It is unclear what the thinking is now.

I am angry that we will have a beautifully refurbished Hall opening soon, marred by a toilet block which will have to be demolished at some time in the future at greater expense and inconvenience to the rate-payers and public, because contractors will have to return to the Hall vicinity and trample works recently completed.
