Sen. Francis Escudero said the latest developments cannot be taken lightly by the Vice President’s camp and should be addressed squarely by Binay. “The Court of Appeals has found prima facie (evidence) that there is illegal activity connected to the use of accounts or monetary instruments. This is no longer a simple allegation that can be considered as politically motivated,” Escudero said. “He should no longer ignore nor sweep this under the rug. Neither should he hide behind the secrecy/confidentiality rules on AMLC/bank deposits. He owes the people nothing less,” he added.

For Sen. Aquilino Pimentel III, chairman of the Senate Blue Ribbon subcommittee conducting the hearings on the alleged anomalies involving Binay, the freeze order on the accounts of the Vice President was “a vindication of the correctness and relevance of the subcommittee hearings.” However, Trillanes believes that Binay, his family, friends and allies covered by the court order have already stashed away a significant amount of funds. “But they won’t be able to explain why they had that much cash in the first place. More importantly, the account records could be used as evidence to prove plunder,” he added. Trillanes called on government agencies to move quickly to secure all of the assets held and identified as being owned by Binay and his cohorts. He pointed out that “the cash would be difficult to trace once withdrawn.”

Milking cows no more: GOCCs remit P36B in revenues MANILA (May 14) - President Aquino yesterday presented proof of change under his administration in the form of P36.857 billion in remittances from government-owned and controlled corporations (GOCCs).

The GOCCs were once tagged as milking cows of some unscrupulous individuals, causing losses to the government and depriving the national government of its share of revenues. During his first State of the Nation Address, Aquino

revealed that GOCC officials and employees received excessive paychecks and bonuses without remitting the share of the national government. This prompted the government to create the Governance Commission for GOCCs (GCG) in

In his speech during the turnover of checks in Malacañang yesterday, Aquino said the dividends remitted by GOCCs from 2001 to 2009 amounted to P84.18 billion only, compared to the P131.28 billion from 2010 to this year. The President urged the GOCCs to work harder so the P84.18 billion they generated for nine years would become P160 billion or double within just five years. He cited the Government Service Insurance System, whose income grew to P131 billion last year, compared to P64 billion in 2010. He lauded GSIS president and general manager Robert Vergara and the entire GSIS staff. Aquino said GSIS’s assets grew from P506 billion in 2010 to P910 billion in 2014, while its claims and benefits climbed to P84 billion in 2014 from P46 billion in 2010. He ordered Finance Secretary Cesar Purisima, GCG chairman Cesar Villanueva and Budget Secretary Florencio Abad to review the bonuses that had been accruing for everyone involved in the GOCCs. “Because in our interest to make you more efficient, you might be the ones who would be forgotten. You made the

country happy, you might end up to be ones getting too sad,” Aquino said. He said he expects the review to be finished within a month and he would seek to maximize the benefits accruing everybody as provided under the law. Aquino said many changes have been made since he started his reforms in GOCCs and some agencies had to be closed for being irrelevant, including those implicated in the Priority Development Assistance Fund controversy. “We promised from the beginning that once we step down from office, we will see to it that we will leave behind something better than what we found,” he said. The President said GOCCs deserve to be hailed for showing that reforms are possible and should have been done long ago. He encouraged them not to be contented with what has been done and keep on looking for ways to improve the blessings, benefits and services for the people. Nancy Binay slammed the Aquino administration for using all of its resources, including the AMLC, to harass her father all because of his plan to run for president in next year’s elections. “It is saddening to know that the different agencies are being used just to prevent our Vice President from continuing to serve our people,” Sen. Binay said in Filipino. “I guess desperate times call for desperate measures. I guess the other party is trembling in fear because its candidate is not doing well in the surveys,” she added. Sen. MANILA, Philippines - The Philippines placed 46th out of 124 countries in the World Economic Forum (WEF)’s Human Capital Index for 2015. The WEF’s Human Capital Report 2015 ranks countries in

terms of how well they are developing and deploying human capital by focusing on education, skills and employment in five age groups: under 15 years old; 15 to 24 years old; 25 to 55 years; 55 to 64; and 65 and older.

In the first edition of the Human Capital Report released in 2013, which used four pillars – education, employment, health and enabling environment to rank 122 countries, the Philippines got 66th spot. Philstar

Upbeat corporate earnings results lift market MANILA, Philippines - Upbeat corporate earnings results buoyed the stock market yesterday, pushing the main composite index higher for two straight trading days. The benchmark stock index climbed 0.21 percent or 16.65 points to close at 7,794.55 while the broader All Shares index grew 0.15 percent or 6.62 points at 4,494.10. “The main gauge of Philippine stocks opened where it closed the previous session and headed lower right off the bat. Heading into the final hour before the noon recess however, optimism had crept back, pushing the measure into positive territory as negative breadth narrowed,” said Justino Calaycay Jr., analyst at Accord Capital Equities Corp. Calaycay said several earnings reports released yesterday helped cheer the local market’s mood amid Greece and China

concerns dragging stock markets overseas lower Monday night. Companies such as Metro Pacific Investments Corp., Puregold Price Club Inc., Bank of the Philippine Islands, and Philip-

Next batch of ‘pork’ cases filed in 2 weeks MANILA, Philippines - The third batch of cases in the multibillion-peso Priority Development Assistance Fund (PDAF) scam could be filed in two weeks’ time, Justice Secretary Leila de Lima said yesterday. In an interview, De Lima said she has directed Undersecretary Jose Justiniano and his team of prosecutors handling the PDAF cases to submit a final recommendation on the third batch of cases within two weeks. She has ordered a review of the third set of graft charges prepared by the National Bureau of Investigation (NBI) against former and incumbent lawmakers implicated in the PDAF scam, she added. De Lima said she told Justiniano and his team to give priority to the review of the third batch while assisting the prosecution of the first two batches of cases before the Sandiganbayan.

“I told them to make time for this and to once and for all give me already a final recommendation on the third batch so as not to delay the cases further,” she said. De Lima said the delay in the filing of the third batch of cases set since early last year was due to “certain issues,” particularly the forgery of signatures of officials involved on documents that the NBI had gathered. “That is the only issue left – what will be the effect of the findings of fake signatures if the cases are filed. I want them to focus on that,” she said. Once the DOJ files the third batch of PDAF cases, the Office of Ombudsman will make a separate fact-finding probe before holding a preliminary investigation, she added. Binay is ‘kumare’ of CA ethics panel chair MANILA - The Court of Appeals (CA) has tapped a new set of magistrates to handle its own investigation into allegations of corruption by Senator Antonio Trillanes IV. This, after all regular members of the CA Ethics Committee and Special Concerns inhibited from the probe. CA Justice and Ethics Committee Chairperson Marifor Punzalan-Castillo recused from the case because Dra. Elenita Binay, mother of Mayor Binay, was a sponsor in the wedding of her child. Justice Jane Lantion, another member of the committee, inhibited because she was also a co-sponsor in the wedding. Justice Francisco Acosta also inhibited because he himself is the subject of the probe. Justice Manuel Barrios and Franchito Diamante inhibited due to close association with the parties. The committee was directed by Presiding Justice Andres Reyes Jr. to convene and conduct its probe on Trillanes’ bribery allegations against CA Justices Jose Reyes and Acosta of the appellate court’s 6th Division. Trillanes had alleged that both magistrates received P25 million each from the camp of Makati Mayor Junjun Binay to issue a temporary restraining order (TRO), and, subsequently a writ of preliminary injunction, on a 6-month preventive suspension order issued by the Ombudsman on Binay, in connection with the anti-graft office’s investigation against Binay; his father, VicePresident Jejomar Binay; and several others for the allegedly overpriced Makati City Hall Building 2. The new members of the Ethics Committee are Visayas Executive Justice Gabriel Ingles, Mindanao Executive Justice Romulo Borja, and Associate Justice Maria Luisa Padilla.ABS-CBN News

REVIEW: SHIRLEY Camia’s collection of poems in The Significance of Moths touches on the idea of “home” both real and imagined. Writing in minimalist prose, Camia takes the reader on an emotional journey to the Philippines and Canada only we as Filipino-Canadians know.

President Aquino’s successful visit to Canada

nfortunately, President Benigno Aquino III was not able to visit Winnipeg where the heart of Canada’s Filipino heritage can be found. But he was able to visit Ottawa, Toronto and Vancouver. His trip to Canada was much appreciated and I am sure it will assist in improving the relationship between our two countries. I had two opportunities to meet with the President: one was with my leader Justin Trudeau in Toronto and the second one was in Ottawa. I would like to focus on his visit to Ottawa. For over four

‘Pork’ for Muslim Filipinos

I

F YOU could help decide how your taxes are spent, would you support government-funded classes in flower arrangement and make-up? These were among the livelihood classes paid for with Priority Development Assistance Funds and Disbursement Acceleration Program resources, according to the continuing series of reports on the alleged misuse of these funds. The latest report, in yesterday’s issue of the Inquirer, mentions three Cebuano lawmakers. Quoting the Commission on Audit (COA), the report said that 49 lawmakers asked the National Commission on Muslim Filipinos (NCMF) to course P670.30 million from 2011 to 2013 to 21 nongovernment and people’s organizations (NGOs/POs). These were supposed to pay for a wide range of livelihood projects and courses, from cultivating mushrooms and rubber trees, to making vinegar, organic fertilizers, candy, and providing massages. Unfortunately, a COA team found out in 2014 that most of these NGOs and POs couldn’t even be located in the addresses they had given the commission. At least one NGO was only eight months old and lacked a proven track record when it received P3 million, reportedly upon the recommendation of Rep. Luigi Quisumbing, to teach handicrafts-making in the sixth district of Cebu Province. Former congressman Eduardo Gullas, who reportedly recommended releasing P9 million to the Kabuhayan at Kalusugan Alay sa Masa Foundation, said yesterday that the projects were “legitimate, fully accounted for and undertaken by governmentaccredited NGOs.” The NCMF, according to the audit report, said it has disqualified NGOs that failed to submit required papers or “had a dismal implementation record.” It also assured that all but one of the NGOs “constantly communicated” with the commission. State auditors, however, have recommended a more in-depth investigation. NGOs and POs are necessary partners in the implementation of government projects. But the process of giving those funds, as well as the results they deliver, needs to be made more open to public scrutiny. Otherwise, a lot of effective and honest NGOs will bear the fallout of the pork barrel scam: the steady erosion of the public’s trust, not only in government agencies, but civil society organizations as well. The dinner was hosted by the Governor General and I got to sit beside Winnipeg’s Youtube sensation Maria Aragon (the following morning, Maria visited Parliament Hill where we were able to get a few fun pictures). o live life to the fullest, we must learn to take advantage of every opportunity that comes our way. Unfortunately, many times we get so caught up in the details of every day to day living that we just don’t have the time to seize the moment! We’ve got deadlines and commitments, problems, and priorities, distractions and obstacles. No one wants life to be just average, at least not many of us are willing to admit it. But by nature, we want our lives to be full and prosperous. To live life to the fullest, you and I need to find our purpose. If I were to ask everyone “What is your purpose in life?” I would probably get several different answers. “Be a good wife or husband, be a good mother or father, do my job better, be a good teacher, nurse, mechanic, salesperson, and so on.” Those answers would be good, but they are all secondary purposes. The question is what is your primary purpose in life? In other words, what is your reason for living? Everything in creation has a primary purpose, or a

of Christ. But, now he was faced with a choice. He could either:dwell on his mistakes and let them ruin his life and his chance for effective ministry, or he could forget all about them and move on with his life. Just like Paul had to make a choice, so do we. Maybe you’ve had a bad experience just lately or maybe you did something long ago that you regret. Maybe the memories keep coming back to haunt you from living a full life today. Well guess what? Many people have, but we must forget the past! Get a revelation. It’s over. It’s done. It’s gone. It can’t hurt you anymore. There’s nothing you can do to change it. The only thing that you can do is, forget it and move on. So what if the enemy scored off of you in the past! God is willing to forget our past mistakes. He expects us to do the same! In Isaiah 43:25 it says, “I, even I, am the one who wipes out your transgressions for My own sake; And I will not remember your sins.” In Jeremiah 31:34 it says, “for I will forgive their iniquity, and their sin I will remember no more.” Now in forgetting the past, we must not only forget the bad, but we must also forget the good. Many people zero in on one good period of time in their life - and spend the rest of their lives trying to relive the past. Maybe it was high school, college, when you first got married, when the kids were young, and etc. Surprising enough, this is the same temptation that Christians and the Church give in to. No matter how good our past was it

is not enough to guarantee a meaningful future. I hope and pray that all of us will be able to say, “I will not live in the past. My reason for living is to be like Jesus, and whatever happened yesterday, good or bad, is now ancient history. I will live for Jesus today.” One thing we can know for certain is: God never consults your past to determine your future. Now the third thing to help us have a more fulfilling life is face the present. It is easy to live in the past. And it is easy to dream away the future. It’s a real challenge to face the present, because it means we can no longer allow ourselves the luxury of saying, “One of these days I’ll do something about my temper ... my commitment to God ... my health ... my responsibility to my family ... and so on.” Facing the present means that we put our faith in Jesus Christ, and trust Him to be involved in every part of our lives. Facing the present means that we choose to live life as it comes to us day by day. Not in the past, not in the future, but right here and right now. God does not want us to waste our lives away. He wants us to seize the moment and live every day of our lives with a purpose. He has given us a reason for living: to be like Jesus. It’s not going to happen yesterday, so we must forget the past. We can’t put it off till tomorrow, because tomorrow never comes. It has to happen right now, and it will! President Aquino did acknowledge how much he appreciated the opportunity to visit Canada. He also expressed how much he valued the support from the people of Canada as he shared a few thoughts about the relationship between him and Canada. The morning after the state dinner, President Aquino visited the Parliament hill where he met with the Prime Minister and the media. I was disappointed that the President for whatever reason was not able to address the members of Parliament on the floor of the House of Commons. Last fall we had two Presidents who were able to address Parliament -- French President Francois Hollande in November and Ukrainian President Petro Poroshenko in September. This lost opportunity was noted by a num

ber of people because it would have been a privilege to have listened to what the President would have said. For example, the President of Ukraine talked about his desire to see a trade agreement between Canada and Ukraine, and he thanked Canada for supporting Ukraine as it deals with Russia interference in its sovereignty. The French President talked about the long history between Canada and France and how special Canada is to France. Presidential visits are important opportunities for Canada to expand its relations with countries that really matter to us. I’m glad President Aquino was able to visit a few cities in Canada and that he was able to meet with our Prime Minister, a Premier, a number of MPs and many others. In fact, he was able to address hundreds through public speeches and thousands through the media. After all has been said and done, it was a very successful trip and I look forward to the strengthening of the relations between two great nations, Canada and Philippines.

Sharon Cuneta denies rumored talk show with Boy Abunda MANILA – Sharon Cuneta still has no planned show with ABS-CBN after the reality talent show “Your Face Sounds Familiar” ends its run, the Megastar revealed in a post on her official Facebook account on Monday. The 49-year-old TV host-actress took to social media to deny reports that she will join Boy Abunda and Kris Aquino in the replacement of showbiz talk show “The Buzz.” According to the report, Sharon will replace Toni Gonzaga when “The Buzz” returns. It can be remembered that “The Buzz” was canceled after being on air for over 15 years. However, Sharon said the report “isn’t true.” “There’s some news going around (someone from a TV crew actually asked me about it last Thursday at my Mama Helen’s birthday party, and then it came out in a major paper the other day lang) that I am going to be in a show with Kuya Boy Abunda to replace the former “The Buzz.” That would be so great - only, it isn’t true,” she said. In May 1975, BMW retooled their Munich factory for the 02 Series replacement which they named the 3 Series. Positioned below the 5 Series launched three years prior, the compact executive would become BMW’s best selling product line and the benchmark in its class. We celebrate its 40 year birthday by taking at how the 3 Series emerged as the class leading and class defining model in the compact executive class. Development for the 1602/2002 replacement began in the wake of the 1973 oil crisis. The new compact sedan was bigger than the 02 Series and the first BMW to have its center console oriented towards the driver. It was also the first compact sedan BMW mated to a six cylinder with the 320/6 and the later 323i. By the end of its life cycle, BMW had sold 1,364,039 units and lay the foundation for the 3 Series story. By the 80’s, the 3 Series had exFor the past 40 years, the BMW 3 series has been the company’s best selling model. In a 2010 report by BMW Group, the 3 Series accounted around 30% of their sales worldwide. What started out as a mere replacement for the 02 Series became BMW’s crowning glory. With its success on track, on the road and in the sales charts, the 3 Series continues to be the car every manufacturer wants to beat and it appears it will be that way in the coming decades.

Upon entering the 90’s, BMW showed the world what their cars of the 90’s will look like. It broke tradition by having its signature round lights enclosed in a glass cover, as well as a wider grill. With a rakish, aerodynamic exterior, the E36 soon became known as the dolphin shape 3 Series among enthusiast circles. It also came with all new six cylinder engines and in 1992, the introduction of VANOS, BMW’s variable valve timing system. The E36 chassis also shared its basic structure with the Z3 roadster and coupe. It was also the first M3 to get a sedan variant. All in all, 3,042,396 E36’s were sold (including Z3’s) worldwide and was built in various countries. It’s also worth mentioning the E36 being the first 3 Series officially sold in the Philippines with 2,135 SKD units built here. It would be the only 3 Series made in the Philippines.

You might not agree with Lennon’s worldview, but he should be given credit for this thoughtprovoking creation. “Imagine” may not be as rich in imagery as the other songs included in this article but it compensates with the fluidity of simple words arranged in the best possible way to give flesh to the abstract concept of existentialism. A collaboration between Paul McCarthy and Lennon paved way for a Beatles’ classic, “Blackbird”. Blackbird singing in the dead of night/ Take these broken wings and learn to fly/ All your life/ You were only waiting for this moment to arise. // Blackbird singing in the dead of night/ Take these sunken eyes and learn to see/ All your life/ You were only waiting for this moment to be free.// Blackbird fly, Blackbird fly/Into the light of the dark black night.// This song used the element of symbolism to convey the flight of the black Americans in the civil rights movements during the 60s. always stay. Its chorus is almost hypnotic and mantra-like. If there’s a song that evokes a last song syndrome, this one is a good candidate. On and on the rain will fall/ Like tears from a star/ Like tears from a star/ On and on the rain will say/ How fragile we are/ How fragile we are.// There are poems whose meanings are better left in the realm of imagination of the readers. Sometimes, mystery propels poems to greater heights. Such is the case in Paul Simon’s “The Sound of Silence” sung by the duet Simon and Garfunkel. Hello darkness, my old friend/ I’ve come to talk with you again/ Because a vision softly creeping/ left its seeds while I was sleeping/ And the vision that was planted in my brain/ Still remains / Within the sound of silence//. Whether this song pertains to man’s inability to express his thoughts or an attack on American commercialism (And the people bowed and prayed/ To the neon gods they made) is really irrelevant. Subject does not make poems. Language does. We should leave the debate of its true meaning to the next generation. In the Philippine musical landscape, many artists also rose, and still rising, to the challenge of creating a well-written song. out to boost tock in UFC MANILA, Philippines -- If there is a local-born Filipino who has the strongest chance of making it big in the Ultimate Fighting Championship, the biggest mixed martial arts stage in the world, there is no doubt it’s Mark Eddiva. After impressing the UFC with a pair of memorable fights, Eddiva tries to boost his stock even further as he clashes with Levan Makashvili in a lightweight bout serving as one of the featured fights leading up to the main card pitting legends Frankie Edgar against Urijah Faber on Saturday at the MOA Arena in Pasay City. After winning his first five MMA fights, the 29-year-old Eddiva, who trains for nationally renowned Team Lakay, made an impressive UFC debut by beating Chinese Jumabieke Tuerxun via unanimous decision in The Ultimate Fighter China Finale in Macau, China in March last year. He lost to Kevin Souza The Ultimate Fighter Brazil 3 Finale: Miocic vs Maldonado two months later but earned Fight of the Night honors because of their back-and-forth action and the respect of UFC boss Dana White. And Eddiva, now owning a 6-1-0 (win-loss-draw) record, hopes to go all out for no less

The Order Of Merit Blazer is a prestigious award given to Sun Life advisors in recognition of his/her insurance sales achievement and was patterned from the Master’s golf tournament‘s green jacket. The green jacket is only awarded to the winner of the Master’s tournament. At the 2000 convention in San Diego, Clarica started a tradition and introduced its newest addition to the recognition program, our own unique jacket; a top-quality black blazer bearing our Order of Merit logo tastefully reproduced on satin-finished and antique silver buttons.
