STRATEGIC PLAN GLENDALE POLICE DEPARTMENT

INTRODUCTION

The Glendale Police Department’s Strategic Plan presents a bold, forward-looking vision for the future of policing in our City. Developed through an extensive, thoughtful, and collaborative process – including input from Department leadership, sworn officers, professional staff, and community members – this Plan reaffirms our commitment to the safety, trust, and well-being of all who live, work, and visit Glendale. It serves as both a roadmap and a promise, ensuring that we remain proactive, adaptable, and deeply connected to the needs of our diverse community.

In today’s rapidly evolving environment, modern policing requires not only vigilance but also strategic adaptation, innovation, and inclusive collaboration. As we shaped this Plan, we carefully considered the swift advancement of technology, the increasing diversity of our community, evolving public expectations of law enforcement, and our ongoing dedication to upholding the highest standards of service and integrity. Accordingly, the Strategic Plan is guided by three core goals: Protect Glendale, Preserve Trust, and Maximize Our Potential – each serving as a cornerstone of our continued growth and excellence.

Each goal is supported by a series of actionable initiatives, key activities, and clearly defined tactics designed to address our most pressing needs and opportunities. Whether strengthening public safety through cutting-edge policing strategies, expanding our community outreach and engagement, or enhancing the Department’s internal capacity to serve effectively, we are committed to a safer, more connected, and more resilient Glendale. Through this Strategic Plan, we pledge to act with transparency, accountability, and an dedication to public service, ensuring a lasting and positive impact on everyone who calls Glendale home – or simply comes to visit our City.

GOAL 1 Protect Glendale

Through Protect Glendale, the Glendale Police Department is dedicated to safeguarding our community by implementing a comprehensive strategy designed to maintain rapid response times, reduce crime and victimization, enhance traffic safety, and strengthen emergency readiness.

Maintain Rapid Response Times

Swift and effective response is essential to public safety. We will optimize resource allocation, integrate professional staff into field services, and leverage advanced technology. Establishing a sixth patrol district in the downtown corridor will further improve police officer visiblity and allow for more strategic deployment of resources.

Reduce Crime and Victimization

Reducing crime requires working closely with residents and local businesses. We aim to identify crime patterns and develop proactive solutions, including through the creation of a specialized video recovery unit and data-driven hotspot policing, we will enhance our investigative capabilities and focus on high-risk areas.

Improve Traffic and Pedestrian Safety

Recognizing the importance of safe roadways is key. We will increase enforcement of traffic violations and street racing. Public awareness campaigns, in collaboration with schools and neighborhood groups, will further promote responsible driving behaviors and pedestrian safety.

Strengthen Emergency Readiness

Effective emergency response requires seamless coordination with the Glendale Fire Department and other partner agencies. By enhancing patrol training, conducting joint exercises, and improving communication channels, we will ensure a unified and efficient response during crises, natural disasters, and large-scale events.

Through these initiatives, the Glendale Police Department remains committed to fostering a safer city, strengthening community trust, and upholding the well-being of all who visit, work, or call Glendale home.

Initiative A: Maintain Rapid Response Times

Strengthen field services by integrating professional staff to improve operational support.

Leverage advanced technology to streamline response times and increase operational efficiency.

Increase coverage and response time by creating a 6th patrol district in the downtown corridor.

Reevaluate job responsibilities to enhance efficiency and effectiveness and ensure responsibilities align with operational needs. 3

Implement regular lineup training to refine jail procedures and optimize resource management.

Introduce new Police Service Officer (PSO) positions dedicated to report taking, ensuring consistent 7-day coverage.

Assess and optimize traffic car deployment for more strategic resource allocation.

Analyze and reclassify specific calls for service to enable quicker dispatching through promptdriven systems.

Implement the “unit recommendation” feature within Central Square to improve dispatch accuracy.

Maximize incident response coordination using real-time intelligence from the Real-Time Intelligence Center (RTIC).

Redraw patrol district boundaries to align with geographical and operational needs for more effective coverage.

Initiative B: Reduce Crime and Victimization

Establish a specialized video recovery unit, in conjunction with the Real-Time Intelligence Center (RTIC), to enhance investigative and administrative capabilities.

Utilize data-driven policing to address high crime areas and quality of life matters.

Trust is the foundation of effective policing and meaningful community engagement. For the Glendale Police Department, Preserve Trust means fostering strong relationships, cultivating accountability within our organization, and promoting transparency through open data-sharing practices.

Engage Our Community Building trust starts with presence and interaction. We will enhance Department visibility in neighborhoods, schools, and public events to create genuine, lasting connections. Hosting events like Coffee-with-a-Cop, National Night Out, and youth-focused programs will help us engage residents of all ages and strengthen positive relationships.

Foster a Culture of Accountability

Accountability is key to maintaining professionalism and consistency. By implementing Standard Operating Procedures (SOPs) and developing strong supervisory leadership, we will uphold clear expectations across the Department. Regular communication, including an internal digital newsletter and quarterly meetings, will keep staff informed of policy updates and reinforce a culture of shared responsibility.

Standardize Transparency and Data

Open access to information is essential for public confidence. We will develop an online dashboard, standardize data collection, and continuously evaluate service delivery to ensure accuracy and efficiency. By proactively sharing crime data and Departmental progress, we empower the community to stay informed and engaged in public safety efforts.

Additionally, prioritizing wellness and resilience through on-site support services and expanded peer networks will foster a healthy and sustainable work environment.

Grow Our Team

As the community’s needs evolve, so must our workforce. Through phased personnel expansions under Project 300, we will secure necessary support from the City Council and other funding sources to meet operational demands. Strengthening recruitment strategies, offering competitive incentives, and enhancing our Departmental brand will attract a diverse pool of highly qualified individuals.

Technology plays a vital role in efficiency and responsiveness. We will establish a Technology Advancement Team to research and integrate new solutions that enhance Department operations. Key initiatives include transitioning to electronic records management, implementing a smart notification system, and expanding the integration of the Real-Time Intelligence Center (RTIC) into police operations. These advancements will improve situational awareness, enhance investigative capabilities, and support real-time decision-making to ensure a safer community.
