I hope this message finds you well and that you’re having a productive and fulfilling year. The market continues to keep us on our toes, and I am constantly inspired by the dedication and resilience I see in our REALTOR community.

One of the things I love most about our profession is the way we show up for others. We guide people through one of the most emotional and important journeys of their lives—buying or selling a home. But while we’re focused on caring for our clients, it’s easy to forget the importance of caring for ourselves. That’s why I want to take a moment to talk about something that matters deeply: REALTOR® safety.

Every one of us has been in situations that call for a pause and a gut check— meeting new clients for the first time, showing properties after dark, or walking into a home we’ve never been inside before. These are part of the job, but they also come with risks. The truth is, your safety is never worth compromising.

A few simple steps can make a big difference: let someone know where you’ll be, schedule first meetings in public spaces, trust your instincts if something feels off, and use the safety tools and apps available to you. Small habits, practiced consistently, create a culture where we all look out for one another.

That’s also why I’m so excited for this year’s Trade Show. It’s not just a chance to connect with colleagues, discover new tools, and learn from industry experts – it’s also a wonderful opportunity to focus on the resources that can keep us safe in the field. I encourage you to attend on October 30th, engage with the vendors and sessions, and take away ideas that support both your business and your well-being.

At GCAR, we want you to know you’re not alone in this. We’re committed to providing resources, education, and reminders that put safety at the center of our work. Because at the end of the day, no transaction, no commission, and no client expectation is ever more important than your well-being.

New Lead Rental Registry Law is Scheduled To Go Into Effect in November 2025

The nation-leading law will address lead paint hazards in rental homes before a child experiences the harmful effects of lead.

Peeling and chipping lead paint and dust remains the primary source of childhood lead poisoning. The Lead Rental Registry Program will launch in 25 communities of concern with the highest number of childhood lead poisonings and older rental properties. It requires property owners and landlords to remove sources of lead in pre1980 residential rental housing with two or more units.

The Lead Rental Registry Program will address rental units built before 1980 in local communities such as Albany, Amsterdam, Schenectady, and Troy, as well as in other areas across the state.

Before the regulations go into effect, property onwers, landlords, and contractors should use this time to get EPA certified in lead renovation, repair, and painting.

Albany County Approves Tax Break for ADUs

The Albany County Legislature is the latest local government to approve a tax exemption for residents who construct an accessory dwelling unit, or ADU, on their property.  The tax break, which will go into effect at the start of next year, will apply to the increase in assessed value of a property as a result of constructing an ADU, which the county defines as any attached or detached independent living space for at least one person located on the same land parcel as a singlefamily or multifamily residence. Ulster County and the City of Kingston passed similar legislation earlier this year.

NYSAR Staff Meets with Assembly Staff on Written Buyer Broker Agreements (A.8910)

NYSAR staff met with Assembly Program and Counsel staff on A.8910 (Cruz), which would require the use of written buyer broker agreements before working with a potential homebuyer. This bill is one of NYSAR’s top legislative priorities. Passage of the bill would put into state law a current practice that came out of the NAR Settlement, which took effect in August 2024. NYSAR continues to work with the State Senate to have the bill introduced in that chamber as well.

Siena College Research Institute Releases New Poll on 2026 Governor’s Race

The Siena College Research Institute released a poll that included a snapshot of the 2026 race for Governor. In that poll, Governor Kathy Hochul leads Congresswoman Elise Stefanik (NY-21) 45-31% in a hypothetical matchup. A similar poll conducted in June had Governor Kathy Hochul with a 47-24% lead. Congresswoman Stefanik has yet to declare, but intends to announce whether she will run for Governor after the 2025 general elections in November.

State Building Code Council Approves All-Electric Buildings Act; Court Upholds Law, Rejects Legal Challenges From Fossil Fuel Industry

The NYS Building Code Council voted unanimously to update the state’s building code, implementing the All-Electric Buildings Act, which will require newly constructed single-family homes and low-rise buildings under seven stories to be all-electric beginning January 1, 2026. The prohibition on fossil fuels will apply to all new construction of residential and commercial buildings with seven stories or more, starting in 2029.

This follows recent court decisions by the U.S. District Court that upheld the state’s 2023 All-Electric Buildings Act law and rejected arguments by the fossil fuel industry challenging the law’s legality.

The mandated electrification of new buildings is unfolding as the state is facing rapidly increasing demand for electricity from chip fab plants, data centers, and a required shift to electric vehicles, according to a recent report on the state’s power supply from the New York Independent System Operator.

REALTORS® continue push to assist first-time homebuyers as home sale prices hit record high

The median price of homes for sale across New York hit historic heights in July while inventory continued to improve statewide, according to NYSAR’s housing report. Median home sale prices hit a record high of $451,000, which is up 4.9 percent from $430,000 in July 2024. This marks the highest monthly median sales price since statistics have been kept in New York State. This statistic reinforces NYSAR’s advocacy in support of legislation to create a first-time homebuyer savings account to help New Yorkers saving to purchase their first home (S.1157/A.5098). NYSAR will continue to prioritize REALTOR® efforts to advance the bill in 2026.

4 ‘Danger Zones’ in Your Daily Work Routine

You may not be aware of your vulnerability in these areas of your business. Here’s how to correct behaviors that put your safety at risk.

Establishing safety protocols on the job is one of the best ways to protect your personal safety, especially as 22% of REALTORS® say they’ve feared for their physical well-being or the security of their personal information at work, according to the National Association of REALTORS®’ 2023 Member Safety Residential Report. “Crimes against real estate professionals have risen 300% since 2006. It’s important for us to take steps to protect ourselves,” says Janet Judd, ABR, CRS, a broker-associate with RE/MAX Results in the St. Louis area.

Judd is in a position to know: A former chair of NAR’s REALTOR® Safety Advisory Committee, she was also the first female police officer hired by her department in St. Louis County in the early 1980s. Judd shares the four danger zones that real estate professionals can encounter during the course of their business day and how to minimize the associated risk.

Safety Tips:

Danger Zone Number One: Your Vehicle

Real estate professionals are often distracted by their phones when exiting or walking to their cars. Criminals see that distraction as an opportunity to attack.

1. Pay attention to your surroundings. Park in a well-lit area with people and other cars nearby, if possible.

2. Pull through on parking spaces for a faster exit.

3. Be alert between the hours of 8 p.m. and 2 a.m., which is when most carjackings occur.

4. Keep your passenger doors locked when you enter your vehicle.

Judd advises real estate professionals to be aware of their surroundings and look for the “pink squirrel”—that is, anything that’s noticeably out of place. “If you see someone wearing a heavy coat in the summertime, that’s unusual,” Judd explains. “That coat could be hiding weapons.”

Safety Tips:

Danger Zone Number Two: Your Office

The office may seem like a safe place, but predators could be watching to see when you’re left alone.

1. Keep the front and back doors of your office locked, and make sure the doors have locks with keys—and not just levers.

2. Have a lock on your personal office door. Coordinate with office management if you don’t have one.

3. Keep your phone fully charged at all times.

4. Know how to work the emergency sequence on your phone.

5. Speak in a loud voice and be assertive if someone catches you by surprise.

Because criminals are looking for vulnerabilities, speaking and acting with authority could make an intruder back down, Judd says. “Create boundaries. Don’t appear weak or subservient.”

Danger Zone Number Three: Showing a Property

Predators have been known to target individual agents, learning about them through their social media presence and scheming to meet them alone. Maintaining control and adhering to your company’s established safety protocols can help weed out the bad apples.

Safety Tips:

1. Ask clients to come to the office first. Those with criminal intent may refuse and become angry— signs that you’re dealing with a predator.

2. Don’t park in the driveway. You can be blocked in.

3. Always keep your keys and your phone on you. Don’t set them down on a table.

4. Never turn your back on a prospect.

5. Avoid spaces with no other exit, such as basements. They can be traps.

Judd says real estate professionals may also consider running background checks on prospective clients. However, she cautions that if you run a background check on one prospect, then you should run them for all. “Otherwise, you could potentially create a fair housing violation,” she says.

Danger Zone Number Four: Conducting an Open House

Predators also can target an individual agent through open houses. If you notice that a prospective client has appeared at several of your open houses but hasn’t made any offers, that could be a red flag.

Safety Tips:

1. Let prospects lead the way into individual rooms. You can stay by the door.

2. Establish escape routes from every level of the house.

3. Have a bell attached to the front door so you can hear when someone enters.

4. Call a buddy or the office on a regular, timed basis.

The end of an open house is potentially the most dangerous time of the event. “People can hide in drapes, closets, showers,” Judd says. “Be sure to talk to someone on the phone while you are checking the house.”

Above all, Judd counsels that every real estate professional should listen to their gut. “When you have goose bumps, when your heart is racing, that’s your instincts kicking in,” she says. “I think of it as my guardian angel. I can’t tell you how many times I’ve listened, and I’ve always been right.”
